ofía Nivar had bling on the
brain.
“There are so many gems in our own
community,” she said. “And sometimes we
don’t even know.”
Nivar, Program Director of the non-profit
South Bronx Healthy Families, spoke to the
dozens of young mothers holding newborns
and expectant others who would soon do the
same.
Nivar was one of various participants at the
New Parents Resource Fair who shared details
on the ample resources, or “gems,” that were
available to be accessed by Bronx parents.
The annual event was hosted by Union
Community Health Center (UCHC) on Sat.,
Apr. 30th at its 260 East 188th Street site.
Nancy Spellman, UCHC Chief Operating
Officer, said the goal was to provide useful
information to expectant mothers and
guardians of children ages 0-2, and to help
them see the UCHC network as a central hub.
“We want people to know they can come
here and get a full range of services,” she
explained. “We have Urban Justice to help
with legal matters and housing; we offer
food stamps here; we have behavioral health
services; we educate; and we also have four
primary care centers. The fair is really for
people with young children to know that we

are here for them, for many services that they
need for their family.”
The site was filled on Saturday with
neat lines of tables at which volunteers
conducted screenings, dispensed fliers and
offered follow-up details. There were dental
screenings; pointers on pelvic floor exercises;

“How have you been sleeping?” When Arzu
responded that she was sleeping normally, yet
feeling fairly lonely, Larkins referred her to a
support group for new mothers.
“It’s very common to feel that way,” she
reassured. “That’s one of the reasons we are
here.”

Over 200 retired and active service
members of the Armed Forces were honored
at a Veterans’ Appreciation breakfast on
Mon., May 9th in the Morris Park section of
the Bronx.
The event was held as a part of the 2016
Bronx Week, an annual 10-day series of events
produced by the Bronx Tourism Council,
which looks to highlight and celebrate the
cultural identity of the borough.
“This event is a time to pay tribute to and
salute those who continue to give back to our
community,” said Bronx Borough President
Rubén Díaz Jr.
“We are grateful for our borough’s veterans
and their service to our people and the United
States of America,” added Díaz, who has
sought to increase access to services offered
to retired military and returning service
members.
The breakfast also featured over two dozen
companies, educational institutions and nonprofits looking to offer resources to those
in attendance, such as Mercy College and
CenterLight Healthcare, and a Veteran and
Military Resource Guide was distributed to
guests.
The event shone a spotlight on five service
members for their outstanding achievements;
each received a citation of merit.
Staff Sergeant Luis Henríquez has lent his
support to collections held at Toys for Tots and
the Bronx American Legion. He dedicated his
award to fallen comrades.

“I feel appreciated,”
said Joseph González.
“I want to thank my six friends that I’ve

said Henríquez. “I live my life through them

For two decades, fellow honoree Anthony
“Tony” Salambene has worked at AHRC, an
agency dedicated to providing vital services
for people with developmental disabilities,
and serves on Bronx Community Board 10.
“Really good deeds are done when no one
is looking,” said Salambene. “So many people
are doing wonderful things in the community
and we must never give up.”

Developing DACA
New campaign
targets
undocumented and
uninsured

elief for many undocumented
and uninsured residents might
be spelled out in four letters:
DACA.
The Mayor’s Office of Immigrant
Affairs (MOIA) has partnered with the
New York State Health Foundation to launch
a multilingual advertising campaign targeting
uninsured immigrant New Yorkers eligible
for the federal Deferred Action for Childhood
Arrivals (DACA) program.
The two-month campaign aims to reach
more than 300,000 immigrants to educate
them about DACA and emphasize health care
benefits such as Medicaid that are available
to recipients.
It will include transit ads, social media
outreach and ads in ethnic and community
newspapers produced in English, Spanish,
Chinese, Korean, Russian, Haitian-Creole,
Polish, Urdu and Bangla.
The campaign was announced by MOIA
and New York State Health Foundation
officials at a May 5 press briefing held at
the CUNY Graduate School
of Journalism’s Center for
Community and Ethnic
Media.
Though about 85,000
New Yorkers are estimated
to be eligible for DACA,
only 36,072 had applied
for the protected status by the end of 2015,
explained MOIA Assistant Commissioner
Bitta Mostofi.
In addition to temporary protection
from deportation, DACA provides work
authorization and a Social Security number
for young immigrants.

have arrived in the United States prior to their
16th birthday, have been under age 31 as of
June 15, 2012, must be in school or have
graduated from high school, and also meet
other eligibility rules.
While planning the campaign, MOIA held
focus groups with community members
to discuss barriers facing potential DACA
applicants, said Mostofi, where the agency
learned that many New Yorkers were unaware
of DACA benefits and application information.
“This campaign will be the largest effort
across the country to highlight low-income
DACA recipients’ potential Medicaid
eligibility and other benefits,” stated Mostofi.
“It will facilitate enrollment among incomeeligible DACA recipients and currently
undocumented potential DACA applicants.”
Amy Shefrin, Program Officer at the New
York State Health Foundation, which is funding
the ad campaign with a grant, said her agency
has dedicated significant resources to expand
health insurance coverage across the state.
“In New York City, it’s a challenge to get
everyone insured,” said Shefrin. “We have
a very large undocumented population, and
many of them are shut out from coverage.”
In 2013, approximately 63.9 percent
or 345,000, of the city’s undocumented
individuals were uninsured.
Shefrin said it is widely believed that
Medicaid is not available to DACA recipients.
While it is not part of federal policy, she
noted, several jurisdictions — New York,
Massachusetts, California and Washington,

S
ofia Russo endured another
painful Mother’s Day this year.
The memory of her young daughter’s death
after being struck by a speeding, unlicensed
driver remains hard to bear, she said.
In June 2013, Russo’s four-year-old
daughter Ariel was killed while walking
to her Upper West Side preschool with her
grandmother, after a car being chased by
police jumped the curb.
“They were on the sidewalk where they
should have been safe,” said Russo. “She
was supposed to perform in the spring play at
school that day, but she never made it.”
On May 9, the day after Mother’s Day,
Russo stood outside City Hall beside other
mothers and family members whose family
members had been killed by speeding drivers.
The parents, all members of advocacy
group Families for Safe Streets, were joined
by Public Advocate Letitia James, City
Councilmember Jimmy Van Bramer and
members of advocacy group Transportation
Alternatives to call for speed cameras to be
installed outside of every city school.
“Allowing for more
cameras is the right thing
to do,” said Sofia Russo.
There are currently speed cameras
operating outside of 140 schools, as part of a
pilot program.
According to the city’s Department of
Transportation (DOT), speeding has dropped
an average of 60 percent in area where the
speed safety cameras have been installed.
“We know that the cameras are working,”
said Paul Steely White, Executive Director
of Transportation Alternatives. “It’s huge. It’s
saving lives each and every day.”

Families for Safe Streets members said
they were headed up to Albany during
this legislative session to persuade state
lawmakers to support a bill – sponsored by
Assemblymember Deborah Glick – that
would allow the city to install more school
speed cameras and use them around the clock.
The bill would also prevent the state’s
authorization for New York City school speed
cameras from expiring, as it is set to do in
2018.

Coming together for clean power

e knows how to work a
spotlight.
Now,
award-winning
actor
and
environmentalist Mark Ruffalo wants to cast
the focus on clean power in New York.
Ruffalo, clean energy advocates and
environmental business leaders gathered on
Mon., May 2 to announce a new statewide
campaign aimed at increasing clean energy
use across New York State.
The New Yorkers for Clean Power
campaign, a coalition which includes uptown
organizations, will focus on advocacy to
engage the public, local governments and
businesses to push forward renewable energy
and clean transportation options and to
expand the state’s clean energy policies, said
Campaign Coordinator Renee Vogelsang.
“We are at a critical climate crossroads, and
New York is taking the right path,” remarked
Vogelsang. “New York is already doing a
tremendous amount, and has the chance to
become the national leader in renewable
energy.”
Ruffalo serves as an advisory board
member with New Yorkers for Clean Power.

than 85,000 New Yorkers already work in the

The Wizard brings Wild Style

T
hey’ll be putting it down at the
Palace.
The United Palace of Cultural Arts (UPCA)
will soon screen the iconic film 1983 film
Wild Style, considered to be the first hip hop
movie.
And in attendance will be one of its stars
– legendary DJ Grand Wizard Theodore,
the Bronx native credited with inventing the
scratch technique.
Directed by Charlie Ahearn, Wild Style
showcases rappers, graffiti artists and breakdancers during hip hop’s formative years, and
culminates in a classic concert finale at the
East River Park Bandshell.
The film stars Fab Five Freddy, Lee
Quinones, Patti Astor, Grandmaster Flash,
Rock Steady Crew, Cold Crush Brothers and
other prominent figures from the early days of
hip hop, including Theodore.

needed,” said Ellen Foote,
whose son Sam was killed.
27-year-old son Sam Hindy was killed in
2007 while riding his bike over the Manhattan
Bridge, said that the city must do more to
reduce speeding drivers.
“The cameras are sorely needed,” said
Foote. “I’m going up to Albany to advocate
in my son’s memory.”
In 2013, state lawmakers first approved
the pilot program for the DOT to install 20
speed cameras outside of city schools. That
effort was expanded to 140 cameras under
Mayor Bill de Blasio’s Vision Zero program,
which also reduced the speed limit on city
streets from 30 to 25 miles per hour.
Last year, traffic fatalities in New York
City were at a historic low, which James
attributed to Vision Zero. She said that more
speed cameras must be added to make that
initiative more effective.
“We know we have the solution that will
save lives,” remarked James.
“We need Albany, before they end this
legislative session, to act on Assemblymember
Glick’s bill,” she said.
In 2015, more than 1 million speeding
tickets were issued from the school speed
cameras, according to the DOT. Speeding
drivers caught by the cameras are issued a
$50 fine.
Van Bramer said he has had constituents
complain to him about receiving tickets from
the school speed cameras.
“The fact that people would complain about
that is disgraceful,” Van Bramer remarked. “I
tell people, ‘You shouldn’t be speeding near a
school.’ They deserve a ticket.”
Steely White said some detractors have
suggested that the city is only installing speed
cameras to generate revenue from tickets.
“The mark of a successful safety program
is not revenue; it’s lives saved,” said Steely
White said. “And we know that these cameras
are saving lives.”
Though advocates say an expanded camera
program would not be cost-prohibitive,
suggested Steely White, state lawmakers have
so far been slow to authorize it.
“Nobody’s really been standing in the
way of this, it’s just bureaucratic inertia,” he
remarked.
While Russo said she is encouraged by
many of the Vision Zero policies enacted by
de Blasio, she said placing cameras outside of
schools in the sensible next step to protecting
not just children, but all city residents.
“At some point in their day, almost every
single person in the city is a pedestrian,” Russo
stated. “Allowing for more cameras is the right
thing to do, both logically and morally.”

Preventing and detecting oral cancer

ral cancer is among the
fastest rising cancers today
― according to the American
Cancer Society, more than
48,000 people will get oral cavity
or oropharyngeal cancer in 2016.
Medical professionals are urging people
to get screened early if any symptoms are
present.
“The cure rates for oral cancer are very
high if caught early,” said Brett A. Miles,
DDS MD FACS, Associate Professor of
Otolaryngology Head and Neck Surgery
and Co-Chief of the Division of Head
and Neck Oncology at Icahn School of
Medicine at Mount Sinai. “If caught in the
early stages, we tend to see good outcomes
and improved survival.”
Typical symptoms of oral cancer include
a lump or sore in the mouth that does not
heal, a painful throat that does not go
away, bleeding, difficulty swallowing and a
change or hoarseness in the voice.
Miles said that it is common for people
to misinterpret symptoms of oral cancer, or
have difficulty noticing an issue.
“If there’s a problem in the throat, people

Miles said that if someone has a chronic
sore throat for more than four to six weeks
that is unrelated to another illness, they
should see a doctor to be screened.
“Screening is relatively simple ― you’re
really just looking at the oral cavity,”
explained Miles. “It also involves looking at
the lymph nodes to see if they are swollen.”
If not caught until the later stages, oral
cancer can affect speech, articulation and
swallowing.
“If caught early, you can retain a lot more
function than you would if discovered late,”
commented Miles.
Tobacco use, and alcohol use, and human
papillomavirus (HPV) infection are important
risk factors for oral cancers.
“Tobacco use is the number one factor by
a large margin,” Miles said. “For people who
both smoke and drink, the risk increases even
more.’
However, there has been a recent rise in
oral cancer cases linked to HPV, a sexually
transmitted infection that can infect the oral
cavity, tonsils, back of the throat and genitals.

“When stronger policies are put into place,
we can continue to create jobs in our state,

electric vehicles on the road.
“The Governor and legislature took a step
in the right direction by including a $2,000 tax
credit for electric vehicles in the state budget,”
remarked Kamen, who noted that Ford Motor
Company has announced an investment of

to educate building owners and residents in
Northern Manhattan on the city’s mandated
switch to cleaner heating oils and technology,
and launched a climate action plan with other
uptown stakeholders.

“Montefiore Medical Center has provided
data on which buildings in the borough have a
high number of kids with high asthma rates,”
said Baird. BlocPower is adding solar panels
with reducing particulate matter in those
buildings, he said.
“We’re going to green those buildings and
improve asthma rates, and reduce overall
visitations at local emergency rooms,” added
Baird.
BlocPower is also piloting a project
in Brownsville, Brooklyn to install solar
panels on NYCHA public housing buildings.
“The panels would be jointly owned by the
utility company and low-income residents,”
explained Baird. “As solar electricity is
generated, it will be sold to local residents
and distributed in form of cash dividends to
residents.”

“Even the most engaged DACA activist
could be unaware that they may qualify for
a Medicaid program that’s funded by New
York State,” said Shefrin. “There’s a lot of
confusion out there.”
Cesar Andrade, a DACA recipient born in
Ecuador and raised in Washington Heights,
interned in 2014 for the New York State
Health Foundation, where he worked on
ways to increase health insurance access for
immigrants.
However, he said he was initially unaware
that Medicaid was available to DACA
recipients. Once he discovered it was a benefit,
Andrade said the Medicaid application
process was quite simple.
“And just like that, I had health insurance,”
he remarked.
Andrade, who will be entering medical
school this fall, credited DACA with
providing numerous benefits to him since the
program became available during his junior
year of college.
“DACA has opened up
many, many doors for
me,” said Cesar Andrade.
“I was able to apply to volunteer at
hospitals, because you need a Social Security
number for that, and I applied for internships
at the New York State Health Foundation, and
from there I got me my first real job at Mount
Sinai doing research,” Andrade said. “DACA
has opened up many, many doors for me.”
In New York, people can get Medicaid while
still waiting for their DACA application to
process, noted Shefrin.
She suggested that the city’s new advertising
campaign could prove a boon for DACA
enrollment.
“With the city’s logo on every ad, people
can trust what it says,” Shefrin remarked. “It
will make it clear to immigrants that they have
options, and encourage thousands to enroll in
health insurance coverage that they need and
deserve.”
While Andrade reported an easy time with
the Medicaid application, he admitted that the
DACA application itself was “a bit complicated.”
He suggested that the cost of filing a
DACA application with U.S. Citizenship and
Immigration Services, currently $465, could be
a reason why more immigrants do not seek to

terms of informing people what’s available
and how they’re able to provide for their
families,” said Rodrigo Sánchez-Camus,
Supervising Attorney of the Northern Manhattan
Improvement Corporation (NMIC). “People
may not be aware of what they’re eligible for,
and are currently incurring huge medical bills,
when they can have coverage. I think this is
going to change people’s lives.”

El evento se llevó a cabo como parte de la
Semana del Bronx 2016, una serie anual de
10 días de eventos producidos por el Consejo
de Turismo del Bronx, que busca a resaltar y
celebrar la identidad cultural de condado.
“Este evento es un momento para rendir
homenaje y saludar a aquellos que continúan
retribuyendo a nuestra comunidad”, dijo el
presidente del condado del Bronx, Rubén Díaz Jr.
“Estamos muy agradecidos por los veteranos
de nuestro condado y por su servicio a nuestro
pueblo y a los Estados Unidos de América”,
agregó Díaz, quien ha buscado aumentar el

The Fresh Air Fund is prepping for its 140th
summer of serving New York City children.
The Fund, an independent, not-for-profit
agency, provides free, enriching summer
experiences and academic programs for
children year-round.
During the summer, students attend five
Fresh Air camps in Fishkill, NY or visit
volunteer host families along the East Coast
and Ontario, Canada, where they learn about
new environments and skills that they can
bring back to their communities. When school
is in session, Fresh Air students participate in
supported academic programs at camp and in
New York City.
“At camp there is so
much to explore,” says
Celeste, 12. “I love seeing
the stars at night.”

The simulated conversation offered the
two women, both family support workers for
South Bronx Healthy Families, an opportunity
to explain that their organization offered this
kind of typical home visit, to provide support
and education for expecting mothers and
fathers, as well as people with children under
three months old. They also connect parentsto-be and new parents with support groups,
doula information, swimming and yoga
classes, in addition to hosting weekly raffles.
Among those in attendance were local
elected officials.
Assemblymember Latoya Joyner presented
Spellman and all the UCHC network with a
Special Recognition and Resolution from the
State Assembly for its work in addressing
maternal
depression.

Assemblymember Victor Pichardo also took
part in a CPR demo.
“The organizations represented here today
are very concerned with the health of the
Bronx, and how they can provide access to
resources to everyone from a young age,”
said State Senator Gustavo Rivera. “Sadly, for
the past six years, the Bronx has been ranked
dead last in the state of New York across many
health indicators. What you see here is that so
much goes into raising a healthy person.”
Beyond the focus on physical health,
organizers also stressed the importance of
positive family ties and the need for integrated
services.

stories about the film from me and Charlie,”
said Theodore.
Filmed entirely in the South Bronx,
Manhattan’s Lower East Side and MTA
subway yards, Wild Style serves as a
documentary of sorts, with all of the hip hop
pioneers portraying themselves.
“We weren’t really acting,” remarked
Theodore. “We were just being ourselves. We
were rapping, scratching, breakdancing and
playing basketball, just like we always did.”
Theodore is known as the originator of the
scratch, which he claimed to have developed
largely by accident. According to hip hop
legend, a young Theodore was blasting
records at home when his mother burst in and
demanded he turn the sound down.
Rather than reduce the volume, Theodore
stopped the record with his hand. He was
intrigued by the sound it made when he
moved the record back and forth.
“The rest, as they say, is history,” Theodore
said.
Theodore has fond memories of filming
Wild Style, although making the movie
involved some exhausting days, he said.
“Me and my group, the Fantastic Five,
we were still playing parties at the time,”
Theodore recalled. “We were getting home at
4 or 5 a.m. and going to the set at 7:30 or 8,
but it was fun.”
Wild Style serves as a souvenir of the period
where hip hop was born, depicting how the
art, music and dance worlds collided to birth a
new culture.
To Theodore, the film still resonates with
people because it returns them to a bygone
era.

“I think people still connect with the movie
because it brings them as close as possible to
that time,” he said. “The abandoned buildings,
the equipment we used, the clothes we wore,
the graffiti on subway cars — that’s a New
York that doesn’t exist anymore.”
While Theodore waxes nostalgic about
many things from that time period, not
everything from early-1980’s New York City,
which struggled then with high crime rates
and violence, is missed.
However, argues Theodore, the challenges
faced did inspire some great art, as hip hop’s
pioneers were motivated to create.
“We wanted to do things to take our mind
off the environment that we were living
in,” explained Theodore. “That pretty much
dictated what our lives would be like.”
These days, Theodore still resides in the
Bronx near Van Cortlandt Park, teaches turn
tabling classes at the Scratch DJ Academy,
and is involved with the Universal Hip Hop
Museum that is being planned for the Old
Bronx Borough Courthouse on East 161st
Street. “It will have memorabilia, virtual
reality machines, and will tell the history of
hip hop all over the country,” said Theodore.
“It’ll be amazing. We’re looking to open by
the end of 2017.”
Though he played a pivotal role in its
beginnings, the artist still sounds a note of
surprise for how the genre has developed into
a worldwide phenomenon.
“At the time we created hip hop, people
thought it was a fad,” he said. “Now hip hop
controls so much of popular culture — music,
advertising, fashion, you name it.”
When his mother’s pleas for quiet first
caused him to pause the record, Theodore
never envisioned he’d help inspire a sound
that would change the world.
“It’s somewhat surreal and definitely an
honor to be a part of creating something that
became so big,” he said.
The screening of Wild Style will take place
at United Palace, located at 4140 Broadway
at West 175th Street, on Fri., May 20th.

En estos días, Theodore todavía vive en
el Bronx cerca del Parque Van Cortlandt, da
clases de ‘turntabling’ en la Academia Scratch
