After an absence of over a 100 years an old friend comes back to visit. Here
to celebrate Culebra’s 100th year is the return of the Flamingo. And it is an
incredible specimen. Teresa Tallevast remembers one about 20 years ago that
was transferred to Puerto Rico for recovery but eventually died. It is a legendery
bird in the sense that no locals actually remember their presence, Claro Feliciano
believes any hope of recolonization eroded when the “beautiful Coconut Grove
at Flamenco Beach was completely destroyed by the navy”.

Terrie Hayward Runs Boston Marathon
On April 20th Terrie Hayward of the Palmetto Guesthouse ran the 113th
Boston Marathon. .
April 20th turned out to be a chilly day in Boston. There was also a
strong head wind, and as Terrie was used to training in Culebra, she was
more used to “balmy breezes.” However the infamous “heartbreak hill”
of the Boston route had nothing on the Zoni hill!
Returning to her hometown, she completed the marathon, got her medal,
and didn’t end up in the medical tent, thus realizing her goals. In addition,
Terry followed her husband Mark’s model of “Training for Humanity”
and raised over $3000.00 for Boston’s Team Eye & Ear, a marathon
charity.

El Reciclón
El jueves 23 de abril, se llevó a cabo lo actividad “El Reciclón” en la cancha bajo techo,
Julián Ayala Esperanza/ Durante esa mañana se exhibieren artículos hechos de material
reciclable; papel, cartón, plástico, y aluminio. Hubo representación de distintas agencias
como “casa de la alegría. calidad ambiental, etc.
La clase de Bellas Artes de la Escuela Ecológica, Carmelo Feliciano, Además los niños que
el horario de almuerzo aprovecharon el tiempo para Aprender, Reciclar y Cuidar el Ambiente.

On Thursday, April 23, took out the activity "The Reciclón" at the indoor stadium, Julián
Ayala Esperanza / During the morning exhibits items made from recycled material, paper,
cardboard, plastic and aluminum. There was representation from different agencies as a
"house of joy. environmental quality, etc..
The class of Fine Arts, School Green, Carmelo Feliciano, also the children lunch time took
the time to learn, Recycle and Caring Environment. Milagros plates were delivered to James
and Evelyn Melendez

Clase Graduanda 2009

Como cada año, la plazoleta de la Escuela Superior Antonio
R. Barceló se vestirá de gala este próximo mes de mayo, para
la esperada graduación de los 20 estudiantes que muy felizmente
concluyen sus estudios. En mi reciente visita a su salón hogar
con la Maestra de Español y encargada de su graduación Jessica
Lugo, les pedí que contestaran un cuestionario para saber sus
planes académicos posteriores a su graduación, a continuación
sus respuestas.
Vicky, como cariñosamente llamaba a Victoria A. Fernández
Nazario desea estudiar Relaciones Públicas y Farándula en la
Univ. Sagrado Corazón de Santurce, a Jonathan Sayán Leiva
le interesa la salud y su carrera estará relacionada con la misma.
Mis primos Pedro José y Eduardo Padrón Vargas se separaran
para estudiar Administración de Empresa en la UPR- Humacao
e Ingeniería civil, Arquitectura o Delineante en la UNE de
Carolina respectivamente. Andrés Rivera Solís prefiere estar
cerca y desea estudiar Justicia Criminal en la Univ.
Interamericana de Fajardo y formar parte de la unidad marítima
de FURA. Carlos José Torres Pérez, Jhensen Rivera García y
Geremias Rosario Pérez se inclinan más hacia las artes culinarias
y esperan llegar a ser Chefs, este último espera tener su propio
negocio, además de dedicar tiempo a la música que tanto le
apasiona, piensan estudiar en la UNE de Carolina. Luís Felipe
Meléndez también desea ser Chef pero este escogió el Instituto
de Banca de Fajardo para realizar este sueño, estar cerca de su
madre y de su novia. Un ejemplo de superación es Edgar A.
Santiago quien espera desempeñarse como mecánico automotriz
y estudiara en John Dewey Collage de Fajardo. Enrique Romero
Álvarez ya comenzó sus tramites de matricula en la Univ.
Interamericana de Fajardo, aunque aun no tiene claro si estudiara
Contabilidad o Psicología, si tiene la firme convicción de que
cualquiera que sea su elección desea tener su propio
negocio/consultorio y ayudar a la comunidad de Culebra.

Sharlene Monell Rodríguez se unirá a sus hermanas en UPRHumacao, pero prefiere la Gerencia como carrera y espera
tener su propio negocio. Keishmarie Arizmendi Munet
preocupada por la salud, desea estudiar Enfermería en la Univ.
Interamericana de Fajardo y viajara 2 ó 3 veces en semana
para mantenerse cerca de su familia. Steven Cruz Sayán desea
colaborar con la protección del planeta por eso eligió la
Universidad del Turabo en Gurabo para estudiar Ciencias
Ambientales, aunque también esta interesado en Ingeniería
Mecánica y Diseño Grafico. Rosamar Z. Maldonado Álvarez
volvió de E.U. para culminar sus últimos dos años de estudios
superiores junto a sus compañeros y seguirá su carrera en
Ciencias Naturales en UPR-Humacao, espera desempeñarse
en el área de Protección y Cuidado de la Vida Silvestre.
Christian O. Soler Rodríguez es parte del grupo que escogió
la UNE de Carolina para estudiar, el esta interesado en ser
Delineante ó Arquitecto. Francheska González Rivera, Jonel
Serrano Arizmendi, Liz F. García Rivera y Nicole A. Carrero
Félix no estuvieron presentes el día que hice la visita, pero
su maestra y sus compañeros me dejaron claro que igualmente
están interesados en continuar estudios universitarios.
“La vida universitaria es un reto para demostrar tus
habilidades, vencer obstáculos, hacerte más fuerte y sabio, y
así poder lograr a tus metas” es la forma de pensar de Victoria.
En general todos están preocupados por la transportación
marítima y terrestre, el alojamiento y no menos importante
la economía, pero con mucho optimismo se ven dispuestos
a demostrar que quieren triunfar. Fui su Maestra de Historia
por dos años y ahora que se unirán a mí en la vida universitaria
les deseo mucho éxito, que culminen satisfactoriamente la
misma y llenen de orgullo a su Islita de Culebra.

Día de la Hermana
Dedicado con AMOR a Michell I. Padrón Gauthier

Desde el interior de la barriguita de mami, siempre fue
inquieta, pateaba mucho y no la dejaba dormir, los doctores
incluso pensaban que no llegaría a nacer o vendría con
impedimentos físicos dándole a mami opciones para terminar
su embarazo, pero mami no escucho y dándole gracias a
Dios por la bendición recibió a Michell. Su nacimiento fue
toda una experiencia porque estaba tan desesperada por ver
el mundo que nació en el elevador del Hospital Gubern de
Fajardo un día 2 de mayo, sin dar oportunidad de que llegara
a la comodidad de una sala de parto. Como diagnosticaron
los médicos Michell traía consigo impedimentos que pusieron
a prueba su niñez, no hablaba y fue clasificada como “Niña
Coqui” ya que solo emitía sonidos similares al mismo,
además tenia un leve nivel de Autismo. Por mucho tiempo
participo del programa para niños con impedimento SER
y entre 1985-88 fue Niña Símbolo del mismo, ya que esto
significaba un sacrificio siendo de Culebra y a la vez participar
de las actividades que estos realizaban a los que ella,
acompañada de mami, siempre asistió.
Michell ya tenia más de 5 años cuando pronuncio toda
una oración y no un “papi” o “mami” como otros niños: “
Me corte con el cuchillo cuando mondaba una china…”
para Dulce del Río (Patóloga del Habla) quien en ese
momento la atendía fue una impresión que dada su reacción
asusto a Michell y esta tardo otro tiempo más en comenzar
a hablar con fluidez. Años después era una parlanchina y
no paraba de hablar, le encantaba leer y era parte de las
discusiones escolares en sus clases favoritas. Siempre le ha
apasionado la tecnología y antes de culminar su duodécimo
grado en 2001, obtuvo 2 certificados de participación en
cursos de computadora y una proclama Municipal por su
labor comunitaria y preocupación por el medio ambiente.
“Michy” como cariñosamente le decimos, comenzó en la Universidad
de Puerto Rico-Recinto de Río Piedras en julio 2001 para estudiar
Pre-Jurídico y posteriormente Leyes, ya que en las discusiones
familiares siempre le dijimos que era la abogada de la casa y ella se
lo tomó muy en serio.
En agosto de 2006 su vida nuevamente se puso a prueba luego de
sufrir un Choque Sépsico, que le causo varias complicaciones renales
y le ha provocado desde entonces varias visitas al hospital para
controlar esta condición que es muy impredecible. Michell a pesar
de esto no se dio por vencida y siguió luchando para lograr sus sueños,
uno de ellos conocer la ciudad de las luces: Las Vegas, Nevada y el
mismo ya fue realizado del 20 al 29 de marzo de este año a través de
una Convención de Geografía a la cual asistió junto a Johanna Gautier
y compañeros de clase. Está muy feliz ya que en mayo culminara sus
estudios de Bachillerato, aunque desea continuar estudios de Maestría
para llegar a ser realmente abogada, particularmente en el área de
tecnología y leyes de comunicación. (Foto de Michell y Johanna en

Este homenaje es para celebrar su vida, sus logros y sobre todo
que sea mi hermanita. A través del mismo quiero dejarle saber que
aunque discutamos o no siempre estemos de acuerdo una con la otra,
la AMO y le deseo muchos éxitos y que aunque no podamos estar
juntas ese día tan especial de su cumpleaños, celebrara por ella… a
Dios le pido que le regale muchos añosssssssssss más de vida y le
permita lograr sus sueños. Aprovecho el mismo para agradecer a
todas las personas que me preguntan por ella, aunque no siempre se
como esta se encuentre, les agradezco que estén al pendiente de su
condición de salud, GRACIAS.
¡Felicidades Michell en este gran día de tu Cumpleaños, el cual
proclamo Día de la Hermana!

Gail Bok
On April 23, 2009, Gail Bok, a resident of Culebra for over thirty
years, lost her battle against a short term illness which included several
complications, she was 56 years old. Following her wishes her body
was cremated with further disposition pending. There was great hope
that she would improve. Although there appeared to be little hope in
the last few weeks, Gail gave it her all, and was supported daily by son
Eric Thomas and her friends Judy Romero, Shirley Nazario, Annie
Keegan, Francie Parrett, Karen Stanford and M.J. Stark, among others.
They made several trips, gave her support, even gave blood. Eric says
these friends were really a great boost to his mother's morale and gave
him comfort also. Gail left this world having led a life full of joy and
adventure and knowing she left an imprint on the hearts of everyone
she was blessed to know. Rest in Peace
Born February 9, 1953, in Lisbon, North Dakota, Gail was the
youngest of 14. A pretty girl, Gail was athletic and the “life of the
party”. She naturally excelled in all the “girl sports” of the day, field
hockey, softball and track. After high school Gail worked in Lisbon for
a short time and then moved to Minneapolis, where she worked as a
waitress. With a sense for adventure, she bought a car and drove to
Washington state to see her brother Dale and wife Flavia. They recall
she “took the town by storm”. She was instantly popular, great at
softball and billiards and played in all the leagues and tournaments.
“There was one thing about Gail” Flavia says, “If you were her friend,
she stood up for you, no matter what”. “She was. . .well let me say. .
Wonderful, that's the best way to say it, she was just wonderful”.
Getting the itch for adventure, one day Gail and a friend decided to
catch a flight to St. Thomas, she never looked back. Although she never
really returned she remained a faithful devoted daughter to her mother,
seeing her nearly every year, either here or in North Dakota, until her
mother's death two years ago.. She developed a real love for the water
and hired on as a mate on sailing cruises, then fell in love with the
lifestyle. One of the other things she developed was a curiosity for a
little island she noticed now and then, Culebra. In 1976 she hopped a
ride on a sailboat and finally made her way to Culebra.

There she met Gene Thomas, who had a diving school and had a
great time as his first mate. February 2, 1983, Eric Thomas was born
to proud parents Gene and Gail. Following his parents love for the
water, some say he swam before he walked. One thing we know for
sure, he meant everything to his mother. Gail's loyalty and devotion
to her mother certainly passed on to Eric. He certainly inherited her
fighting spirit and love of life. In the mid 80's they bought Fiesta, an
impressive 50' Trimaran. They successfully did diving charters until
Hurrican Hugo damaged the boat.
In the late 80’s, Gail worked for Eckard Didlaukies as Manager of
El Pescador, Chuck Licci was the bartender. In the fall of 1989, Gail
opened Café Culebra. Chuck now renamed the Pescador and opened it
as Chuck’s Pizza. Café Culebra was also known as “The Sunny Place
Graduation Lisbon High 1971
for Shady People” and “Hard Luck Café”, but most of
all, it was called “Gails”. Its main feature, other than
Gail's personality, was breakfast and lunch. However,
some nights Gail had specials, and then that was “the
place to be”. Some nights Patty Romero (Jack and
Pat) had Mexican Night. For awhile Gail and Judy
Romero opened a video store in the streetfront
storeroom. It was a wonderful era.
Through the years, Gail worked at different places
including a stint at the Brass Cactus in Luquillo, but
her job for the last few years at Pandeli really meant
a lot. She opened in the morning and really enjoyed
playing a key role in the mentoring and development
of local kids on the job.
A strong and vibrant personality in Culebra, Gail will
be missed deeply. She was not an adopted daughter of
Culebra, she was part of Culebra. Rest in peace.
A Memorial and Life Celebration Service will be
announced soon by the family.

Homenaje a Gail Bok

El 23 de abril de 2009 la señora Gail Bock
residente de Culebra por más de 30 años
falleció debido a complicaciones de salud a
los 56 años. Antes de su deceso hubo mucha
esperanza de que ella iba a mejorar. Gail tenía
el apoyo y el amor de su hijo Eric y de sus
amigos y amigas de Culebra como Judy
Romero, Shirley Nazario, Annie Keegan,
Francie Parrett, Karen Stanford, M.J. Stark,
entre otros. Según Eric, ellos ayudaron a Gail
Bock en sus momentos difíciles dándole apoyo,
subiendo su moral y autoestima para que ella
se sintiera cómoda y siempre supiera el cariño
que le guardan era como vecina, como amiga
y como madre. Gail partió con la seguridad
de haber llevado una vida llena de alegrías y
aventuras que dejó una huella en el corazón
de cada uno de quienes tuvieron la bendición
de conocerla.
Todos en Culebra extrañarán a Gail. Ella no
era hija adoptiva de Culebra, era parte de
Culebra.

Gail Bock nació el 9 de febrero de 1953 en Lisbon, North Dakota, era la
menor de 14 hermanos. Gail era atleta y siempre el centro de atención en las
fiestas, siempre se destacó en los deportes femeninos como el “Field Hockey”,
“Softball” y pista y campo. Luego de su graduación, trabajó en su pueblo,
luego se mudo para Minneapolis donde trabajo como mesera. Tras trabajar
un tiempo quiso experimentar la sensación de aventura, compró un auto y
manejó desde Minneapolis hasta Washington State para ver a su hermano
Dale y su esposa Flavia. Cuentan ellos que Gail rápidamente se dio a conocer
y se convirtió en una persona reconocida, quien participaba en todos los
deportes y actividades. Una de las cosas que destacó Gail, según Flavia, era,
si tu eras su amigo o amiga ella te defendía y apoyaba no importaba en todo
momento. Ella era una persona especial y con buenos sentimientos, por eso
fue querida por todos.
Luego de un tiempo vivir en Washington State, Gail y su amiga decidieron
ir en una aventura y tomaron un avión a St. Thomas sin mirar hacia atrás.
Luego de vivir varios años en St. Thomas, ella visitaba a su madre cada año,
pero nunca decidió volver a vivir en los Estados Unidos. Poco después de
llegar a la isla de St. Thomas fue contratada en St. Thomas para trabajar en
barcos de vela donde viajaban personas por varios días. Ella se enamoró del
mar y del estilo de vida de El Caribe. Durante los años que Gail vivió en St.
Thomas ella siempre tuvo la curiosidad de la isla llamada Culebra. Para 1976
Gail se subió en un barco de vela que iba hacia Culebra y nunca volvió a St.
Thomas; que no fuera sólo de visita.
En Culebra conoció al Señor Gene Thomas quién en esos momentos tenía
una escuela de buceo. Entre los años 1986 y 1988, el esposo de Gail Bock
compró un trimarán conocido como Fiesta, en el cual llevaban clientes en
viajes de vela y buceo por varios días hasta que el huracán Hugo en 1989
destruyó el barco. El 2 de febrero de 1983 Gail Bock y Gene Thomas tuvieron
un hijo; Eric Thomas Bock, quien sigue los pasos de sus queridos padres
mostrando admiración por el mar. Muchos dicen que él aprendió a nadar antes
que a caminar. Una cosa que sabemos con certeza: que Eric era todo para su
madre y que la lealtad y la devoción de Gail pasó a manos de él. Heredó su
espíritu de lucha y su amor por la vida.
Luego de Gail haber trabajado como gerente de “El Pescador”, Gail
decidió abrir su propio negocio a finales de 1989 conocido como Café Culebra.
Este tenía diferentes lemas como “The Sunny Place for Shady People” &
“Hard Luck Café” pero más que nada el lugar seguía siendo el sitio de Gail.
Su negocio era reconocido por sus desayunos y almuerzos pero sobretodo
por su personalidad. Algunas noches Gail tenía especiales aunque ese era el
lugar “de estar” en Culebra. Por un tiempo Gail y Judy Romero abrieron una
tienda de video justamente al lado de Café Culebra el cual era un sitio
espectacular.
Luego de los años Gail trabajó en diferentes lugares en Culebra y en
Puerto Rico. Trabajó por 3 años en Brass Cactus en Luquillo, pero por los
últimos años trabajó en Pandeli. A ella le encantaba este lugar y aparte de que
ella “peleara” con sus compañeros de trabajo, ella sentía mucho cariño por
este negocio y sus empleados. Llegaba temprano en la mañana y le encantaba
tener la responsabilidad, de igual manera trató ser mentora para muchos de
los jóvenes.

There are people who really “dig in” and work for a day and that's
good, others struggle for a few days and that's even better, but those
who give their all, their best, each and every day, they are the rare
ones. David Pérez our hero today, is one of those indispensable rare
ones.
The Culebra Calendar, the premiere news magazine of our island,
hereby pays tribute to this young talented man who exemplifies ,
dedication, perseverance and accomplishment.
For David, there is no bad weather, no Saturdays, Sundays, or holidays,
David is at the ready, rain, wind or thunder, no matter either tourist
visitors or resident, David moves.
“Why”, we asked?
"My work is made up of service, I am working with people all the
time, nothing is as important as that”. replied our great friend David.
Today he is the best paramedic, not just in Culebra, but the entire east
sector of Puerto Rico. His vocation and ability is inspired by God.
Besides those, the great David has other great virtues, he easily
relates to important people and he coordinates well with different
departments. He uses his tenacity, dedication and zeal as he strives
to ensure that patients regain their health and lives.
Finally, we asked the great David. . . “What keeps you motivated
and with so much energy?”
David smiled slightly, nodded slightly and said:
"You see, it's the love for my community and my people, OK?
Note: The actions and merits of David Perez are worthy of great
public recognition. Now is that time!

Hay personas que luchan y trabajan un día y son buenos; otros
luchan y trabajan dos días y son mejores, pero hay quienes trabajan
y luchan todos los días, estos son los indispensables. En este grupo
se encuentra nuestro héroe de hoy, el gran David Pérez, único en
su clase.
Las páginas del Culebra Calendar, el primer y único boletín
informativo de la isla, se honra en dedicar este espacio a este
joven de talentos que sobresalen en bondad, mérito y estimación.
Para David, no hay mal tiempo, no hay sábados ni domingos;
tampoco días feriados; David se faja de campana a campana,
llueva, truene o ventee; sin importarle quien sea la victima, sea
turista visitante o residente David arranca.
Le preguntamos ¿Porque?
“Mi trabajo es uno de servicio, de trabajar con personas todo
el tiempo, lo que importa es servir.
Aso nos contestó el gran David, quien es hoy el mejor paramédico,
no solo de culebra, sino de toda el área este de Puerto Rico; y es
precisamente su habilidad, su vocación, inspiración con que Dios
lo usa.
Además el gran David posee otras grandes virtudes; facilidad
para relacionarse con personas importantes, conexiones con
diferentes departamentos, su empeño por el trabajo, su carisma,
su dedicación y el afán con que se esmera para lograr que los
pacientes recuperen su salud y puedan salvar sus vidas.
Por último, le preguntamos al gran David. . . ¿Qué es lo que te
mantiene motivado y con tanta energía?
David sonrió levemente, bajó la cabeza y nos dijo:
“Mira, nada, el amor por mi pueblo y mi gente, ¿ OK ?

CUIDEMOS NUESTRA ISLA

Escuela Ecológica
Como una iniciativa de la Profesora
Rosa N. Caraballo, maestra de 1er grado
de la Escuela Ecológica de Culebra, surgió
la idea de alertar y solicitar a los visitantes
de nuestra isla Municipio que nos ayudaran
a mantener nuestra islita limpia durante
los días de la Semana Santa y siempre que
nos visiten. Durante esos días la cantidad
de visitantes es grande y se genera una
gran cantidad de basura. Para esta actividad
los niños y niñas de 1er grado comenzaron
a preparar unos carteles donde le pedían
a los visitantes que nos ayudaran a reciclar,
a conservar nuestros recursos naturales y
a mantener nuestra isla libre de basura.
Esta idea le gustó a todos los estudiantes
y maestros de nuestra escuela, lo que
ocasionó que se unieran en la preparación
de los carteles. Todos los niños y niñas de
la Escuela Ecológica se unieron a este
gran esfuerzo con mucha dedicación y
entusiasmo.
El miércoles 8 de abril de 2009 los niños, niñas, maestros, padres
y personal de la Escuela salieron en una alegre caminata hacia el
muelle de Culebra para recibir a los visitantes. Colocaron los carteles
en el Terminal de Puertos y hasta en algunos negocios, ya que
nuestros comerciantes se ofrecieron para ayudar en esta gran campaña.
Aunque el esfuerzo de los niños fue un éxito, es con mucho pesar
que la señora Caraballo me informó que durante esos días en algunos
lugares, como en el puerto, se pudo ver una gran cantidad de basura
en las calles y en la Plaza Pública. Esperamos que siempre se continúe
con esta gran campaña y poco a poco logremos el éxito que nuestros
niños esperan.
Exhortamos a todos los que nos visitan y disfrutan de nuestra isla
y sus bellas playas que nos ayuden a siempre mantener y respetar
nuestro ambiente.
Be Careful with Our Island
The initiative of Prof. Rosa N. Caraballo, who teaches 1st grade at
the Culebra Eco School, was the idea of warning and request to visitors
to our island municipality to help us keep our island clean during the
days of Holy Week and whenever they visit. During these days the
number of visitors is large and produces a large amount of garbage.
For this activity the children in 1st grade began preparing posters
asking for the visitors to help us to recycle, conserve our natural
resources and maintain the island free of rubbish. The idea spread to
all students and teachers at our school, who joined in the preparation
of the posters. All children of the Escuala Ecologica joined this effort
with great dedication and enthusiasm.
On Wednesday, April 8, 2009 children, teachers, parents and school
staff went on a merry walk to the dock of Culebra to receive visitors.
Posters placed in the Port Terminal and even some businesses, as our
merchants volunteered to help in this great campaign.
Although the effort of the children was a success, with much regret
is that Ms. Caraballo told me that during those days in some places,
like in the harbor, we saw a lot of garbage in the streets and in public
squares. We hope that this campaign will gradually achieve the success
that we expect our children.
We urge all who visit us and enjoy our island and its beautiful beaches
that help us to always maintain and respect our environment.

Abre sus puertas un colmado nuevo en Culebra.
Elia Enid Amaro es la propietaria y gerente de Costa
del Sol. Será ayudad por su hermana Celinés Amaro.
Cuando se le preguntó que será diferente en este
negocio, Elia nos dijo que, “venderemos aprecios
de Vieques.”La tienda, localizado al frente del
aeropuerto en la Barriada Clark, tiene dos máquinas
registradoras, tendrá una carnicería y planes de añadir
cervezas y vinos en el verano.
Elia nació y se crió en Culebra, graduándose en el
1991. Se casó y se mudó para Vieques - ella y su
esposo tienen dos hijos. En Vieques, primero tuvo
una tienda de ropa, pero ha estado corriendo por 10
años el supermercado, así que tiene mucha
experiencia los negocios.

A new grocery store is opening its doors in Culebra. Costa del Sol
is owned and managed by Elia Enid Amaro. She will be assisted by
her sister Celines Amaro.
When asked what will be different about this grocery store, Elia said
“we will sell at Vieques’ prices.” The store, located across from the
airport in Barriada Clarke, is fitted with two registers, there will be a
butcher shop, and there are plans to add beer and wine later in the
summer.
Elia was born and raised in Culebra, graduating in 1991. She married
and moved to Vieques - she and her husband have two children. In
Vieques, she first ran a clothing store, but has been running a supermarket
for about 10 years, so she has lots of business experience.

Al Día en la Clínica
El Dr. Pedro Badillo ha estado al mando de nuestra Clínica
desde hace cuatro meses y tiene muchos planes para mejorar
los servicios. Está en negociaciones con un médico para que
finalmente tengamos acceso a la máquina de rayos-X y mientras
está activamente buscando un farmacéutico, ha contactado
una farmacia en la isla grande que puede proveer las recetas
de un día para otro. El Dr. Badillo también está en proceso
de mejorar el sistema para la toma de muestras de sangre para
poder tener resultados aquí mismos de manera más eficiente.
El Dr. Badillo nació en Barcelona, España, pero llegó a
Puerto Rico de ocho años. Es un especialista en heridas y ha
estado corriendo una Clínica de Heridas en Caguas cuando
fue contactado por Belaval para que corriera la Clínica en
Culebra; espera poder abrir una Clínica de Heridas aquí en
Culebra.
El itinerario para sacar muestras de sangre se ha cambiado
de lunes y miércoles, el dentista viene los jueves y viernes,
el pediatra está en la Clínica los miércoles y el internista los
jueves.
CLINIC UPDATE
Dr. Pedro Badillo has been in charge of our Clinic for four
months and has many plans to upgrade the services here. He
is in negotiations with a clinician so we can finally have access
to our x-ray machine, and, while he is actively looking for a
pharmacist, he has contracted with a pharmacy on the main
island to supply prescriptions overnight. Dr. Badillo is also in
the process of upgrading the blood drawing system here so as
to have results in-house on a more timely fashion.
Dr. Badillo was born in Barcelona, Spain but moved to
Puerto Rico when he was eight years old. He is a
wound specialist and had been running a Wound Clinic
in Caguas when he was approached by Belaval to run
Culebra's Clinic; he is hoping to open a Wound Clinic
here in Culebra.
The schedule has been changed to Monday and
Wednesday for the drawing of blood; the dentist is
here on Thursday and Friday; the pediatrician is at the
Clinic on Wednesday; and, the internist is in attendance
on Thursday.

El viernes 17 de abril a las 7: 05 am nació en el CDT de
Culebra, Janner Dariel Ayala Romero, son sus orgullosos padres
Duanner Ayala Maldonado y Vionette M. Romero Álvarez y su
feliz hermanita Deyaneiris Mileysha quien según su abuela Iris
no suelta a su hermanito y lo quiere para ella solita. Vionette
comenzó sus labores de parto pero llego muy tarde para enviarla
de emergencia como se acostumbra, fue conveniente por su
seguridad y la del bebe que ésta diera a luz en Culebra, claro esta
ese mismo día ambos fueron trasladados al Hospital HIMA de
Fajardo para el debido examen médico, sus primeras vacunas y
su visita al pediatra, quien confirmó las buenas condiciones de
salud del pequeño Janner Dariel.
Vionette no es la primera madre que por labores de parto
aceleradas tiene que dar a luz en Culebra, sin que de tiempo a
trasladarla a una clínica fuera de Culebra. Sería conveniente que
ya que se cuenta con la colaboración de Diane Simard como
partera, la clínica de Culebra cuente con el equipo necesario para
casos similares en los que resulta imposible que la emergencia
aérea sea efectiva y no lamentable, como en el caso de Linda
Vega, que el bebe nació en el avión y tuvo que ser inscrito fuera
de Culebra.

Dariel Ayala Romero, born to proud parents Duanner Ayala
M. Maldonado and Vionette Romero Alvarez and a happy sister,
Deyaneiris Mileysha Iris who, according to her grandmother,
wants it for herself alone. As Vionette began labor it too late to
send to in a plane as is customary, it safer for her baby's to give
birth in Culebra, of course later the same day the two were taken
to the hospital inFajardo, given medical examinations,
vaccinations and their first visit to his pediatrician, who
confirmed the good health of the small Janner Dariel.
Vionette is not the first mother to give birth in Culebra,
since we have the support of midwife Diane Simard at the
Culebra clinic with necessary equipment for similar cases
in which it is impossible emergency air evac which can also
be unfortunate as in the case of Linda Vega where the baby
was born in the airplane and had to be registered outside of
Culebra.

Escuela Ecológica
El martes, 14 de abril de 2009, se llevó a cabo la Marcha de
Prevención de Violencia Sexual “Respeto e igualdad entre
géneros”. Esta fue la actividad de cierre para una serie de
talleres en los que participaron los estudiantes de la Escuela
Ecológica, desde Kindergarten hasta 6to grado. Durante todo
este año escolar nuestros niños y niñas participaron del taller
“Toques buenos, toques malos”. Estos talleres fueron ofrecidos
por Angélica Alvira, del Centro de Ayuda a Víctimas de
Violación del Departamento de Salud de Fajardo y con la
colaboración de Tirsa Pérez, Trabajadora Social de la Escuela
Ecológica de Culebra.
Los estudiantes prepararon pancartas y carteles alusivos a
estos temas, poniendo en práctica lo aprendido en los talleres.
Desde los niños de Kindergarten hasta los de 6to grado fueron
organizando ideas y dibujando, para entre todos los estudiantes
del grado, preparar una pancarta que representara su grado.
Con mucha alegría y entusiasmo caminaron desde la escuela
hasta la Plaza Pública de Culebra donde se llevó a cabo un
pequeño acto para reflexionar sobre este importante tema.
Allí se leyó la Proclama que presentó el Gobierno Municipal
de Culebra declarando el 14 de abril de 2009 Día de la NO
Violencia Sexual.
Queremos que nuestros niños puedan seguir participando de
actividades como éstas, que les ayudan a concientizarse de la
importancia del respeto entre los géneros y el derecho que
tienen para decir: NO al abuso sexual.

Fish farm leaves Culebra for Panama By :

Unable to land permits to increase production, investors
finally pack up
A cutting-edge fish farm in the ocean off Culebra has packed up and moved to
Panama less than a year after netting its maximum annual quota of 50 tons and
reeling in profits of $500,000.
Snapperfarm Inc., one of the first open-ocean aquaculture projects of its kind in the
world, slipped away from Puerto Rico after six years of operations marked by red
tape and permit entanglements despite early promotion by the Puerto Rico Industrial
Development Co. (Pridco). It was lured away by the promise of far bigger production
in Panama at a time when aquaculture is catching on in a big way.
At issue were regulatory permits that the company applied for to increase production
of cobia, a fast-growing and versatile fish raised in large spherical ocean cages
submerged in the waters two miles off Culebra.
Under its original demonstration permits, Snapperfarm was allowed a maximum
production of 50 tons annually. Since 2003, the company had tried in vain to get
approval to increase its haul to up to 250 tons annually.
Finally, the company began scaling back operations in April 2008 as it sought to
work out the permit issues.
Brian O’Hanlon, president & co-founder of Snapperfarm Inc., told CARIBBEAN
BUSINESS at the time (CB May 1, 2008) that uncertainty over the permits had
hobbled the operation and said the company would push harder to resolve the
regulatory issues.
“Since 2003, the company has been seeking full commercial status from the various
regulatory agencies (more than 20), but the process is still ongoing and a firm date
for approval is still not in sight,” O’Hanlon said last May.
“Unfortunately, the permit process is taking too long and Snapperfarm’s board of
directors has decided to temporarily stop operations in Culebra until the regulatory
process can provide the company and its investors a higher degree of certainty.
Over the coming weeks, operations will gradually shut down and, over the coming
months, the company will intensify its efforts to overcome regulatory hurdles,” he
said at the time.
According to O’Hanlon, his operation needed five core permits to operate, but the
company had to consult with many more agencies to obtain them. A short list of
the Commonwealth and federal agencies involved included the Department of
Natural & Environmental Resources, Environmental Quality Board, Planning Board,
Army Corps of Engineers, federal Environmental Protection Agency, U.S. Fish &
Wildlife Service, National Marine Fisheries Service, State Historic Preservation
Office and U.S. Coast Guard.
In the end, the permits never materialized. Company investors eventually gave up
and threw in the towel on Puerto Rico just as open-ocean fish farming is gaining
recognition as the wave of the future in aquaculture.
O’Hanlon, who is now operating in Panama under the name Open Blue Sea Farms,
was granted a permit from the Panamanian government to produce 10,000 tons of
cobia per year.
In a recent profile in Fortune Small Business magazine, O’Hanlon described the
departure from Culebra as “a disservice to America.”
The U.S. already imports more than 80% of its seafood and runs an annual seafood
trade deficit of $9 billion, second only to oil, the magazine noted.
“When we put a fish in the water, it’s worth $2,” O’Hanlon said. “When we take
it out, it’s worth $50.”
Open Blue’s business plan calls for 2009 revenue of $4 million, which is expected
to grow to $20 million in 2013.
With fish stocks dropping rapidly around the world and consumer demand insatiable,
more than half the fish eaten now is raised commercially in shallow coastal areas,
according to Fortune Small Business.
However, fish raised in coastal areas are more susceptible to disease and pollutants
than those raised in the cleaner, but more challenging, open-ocean environments
where O’Hanlon has been blazing a trail.
During the company’s time in Culebra, O’Hanlon developed and refined some of
the most innovative technology in the field of aquaculture. The operation brought
a host of marine science experts to Puerto Rico, including one of the world’s
foremost aquaculture authorities, Daniel Benetti, of the University of Miami. It also
brought worldwide attention to the island as the project was featured on ABC News,
PBS, National Geographic, U.S. News & World Report and many other programs
and publications.
