El 18 de junio de 2009 la Srta. Waleska M. Collazo Parrilla fue designada por el
Director Regional de Humacao, el Sr. William Torres, como Superintendente Auxiliar
del Distrito Escolar de Culebra. En el comunicado que se emitió para su designación,
el Sr. Torres resalta la preparación y gran sentido de compromiso de la Srta. Collazo
como las características que lo llevaron a tomar esta decisión.
Además se invita a maestros, personal clasificado, padres, estudiantes y a toda la
comunidad "a extender sus manos para colaborar con la compañera".En hora buena

On 18 June 2009, Miss Waleska M. Collazo Parrilla was appointed as Assistant
School Superintendent of the Culebra District by Humaca Regional Director, William
Thompson. In announcing her appointment, Mr. Torres said preparación and a strong
sense of commitment highlights Ms. Collazo's characteristics that led to this decision.
He also invites teachers, professional staff, parents, students and the community "to
extend their hands to work with their colleague and friend.
Will Monell, Nuevo Comandante de la Policía de Culebra
El Sargento Wilburto Monell, Culebrense, fue nombrado como Jefe de
la Policía (comandante) de Culebra Distrito el pasado agosto de 2009. Sgto
Monell dijo continuará el programa de Liga Atlética Policíaca. . La meta es
proveer a los jóvenes actividades que los mantengan fuera de las calles por
las noches. También continuará programa de Relaciones Comunitarias, para
integrar la comunidad y el departamento de la policía. El agente Sixto Colón
Munet organizará un comité que ofrezca a personas de varias comunidades
en Culebra la oportunidad de expresar sus preocupaciones y necesidades.
Particularmente, dice que hay planes de patrullar más las áreas y así minimizar
los escalamientos.
Sergeant Will Monell, New Police Chief of Culebra
Sergeant Wilburt Monell, Culebra, was appointed as Chief Constable of
Culebra District in August 2009. Sgt. Monell said he will continue the Policing
Athletic League program. The goal is to provide activities that keep young
people off the streets at night. Also he will continue the Community Relations
program to integrate the community and the police department. Sixto Colon
Munet agent is the officer assigned to Community Relations. He organized
a committee to offer to people of various communities in Culebra the
opportunity to express their concerns and needs. Particularly, says there are
plans to patrol more areas and thus minimize escalations.

On the Cover Culebra Iguana
The “chicken of the tree” (Iguana iguana) is native to Central
and South America, but naturalized in Puerto Rico several
years ago and now aggressively reproduces and spreads
throughout the island. The young iguanas are an attractive
emerald green. They are found throughout Culebra. A few
famous ones decorate the patio
at Mamacita’s Restaurant.
La “gallina de palo” (Iguana iguana) es nativa de Centro
y Sudamérica, pero se naturalizó en Puerto Rico hace varios
años y actualmente se reproduce y se dispersa agresivamente
por toda la isla. Las iguanas jóvenes son de un atractivo
color verde esmeralda. Ellos son encontrados a través de

Ballet Class in Culebra
Edna Altuz, una bailarina profesional anterior, tuvo una
recitación de su clase de ballet, en el edificio Multi-Uso . Las
jóvenes realizaron airosamente y de manera encantadora y los
amigos y la familia de la bailarinas, aplaudido con entusiasmo.
Ahora ella enseña sus clases de ballet en la Escuela Ecológica.

Edna Altuz, a former professional ballerina, held a recital of
her ballet class, in the Multi-Use Building in May. The young
ladies performed beautifully and the friends and family of the
ballerina, clapped enthusiastically.
Now she is teaching her ballet classes again at the Ecological

Hello Culebra Friends
. Politics: “the art of governing and making laws and
regulations to maintain peace and public safety, and to
preserve order and the common good”. In its broadest
sense, political science is a set of rules to be followed by
politicians in their relationship with citizens for the
administrative activities of a country and with other states.
Politics has always existed and it's as old as time.
From what I have seen, this is the politics we have:
Is having power, being dominant, being macho, egotistical, dividing families, foul humor, degrading others,
automatic party opposition, humiliation of those who lost,
being a good liar, not fulfilling promises, buying votes,
forgetting their mandate, and so on, the list is endless.
If this is only what politics is, I don't want to know it
or be a part of it.
What I really want the people to know is will it be regular
politics for 2012, yes or no. And this is for the social good
of the island of Culebra, not personal.
What I hope and want is that Culebra develops, progresses,
in a way that Culebra has the same benefits as the Big
Island as well as other benefits.
Such as sustainable development for Culebra, improving
ferry and lancha services by separating the service for
residents from the tourists, improving our quality of life,
so as our young people become professionals they also
stand as examples of the gift that it is to be born or raised
on our Island and encourage others to do the same. Culebra
development should be at our pace, having a permit office
for advice that gives people the necessary tools to develop,
the development of sports that in the past year declined
significantly. If the Flamenco beach at one point was
mentioned as one of the best and most beautiful at the
international level, to maintain, improve the quality of
tourist services that the end of the day is going to prevail
in the island , to correct the evil being the dock where the
boats come and many more that if I never end.
In my heart what I want above all, is that the people of
Culebra rise for a better future, that our politics improve
and that better social systems and cultural life are realized
for all of us.

Política: Arte de gobernar y dar leyes y reglamento
para mantener la tranquilidad y seguridad publica, y
conservar el orden y las buenas costumbres. En su
sentido mas amplio, las ciencias políticas es el conjunto
de reglas que deben seguir los gobernantes en su relación
con los ciudadanos, con las actividades administrativas
de un país y con los demás estados. Le quiero añadir
que la política siempre ha existido y viene de nuestros
antepasados.
La política que hoy vivimos según lo que he visto.
Es tener poder, ser dominante, machista, egoísta,
dividir familias, provocar mal humor, burlarse de los
demás, ser enemigo del bando contrario, humillar a los
que pierden, ser un buen embustero, prometer para
luego no cumplir y así comprar votos y luego se olvidan
para que fueron elegidos y muchas cosas más, que si
sigo mencionando nunca terminaría.
Quiero mencionar que si ese fuera mi pensamiento
no quiero saber jamás de la política.
Lo que en realidad yo quiero que el pueblo sepa es,
política si o no para el 2012. Y que sea por el bien
social de la Isla de Culebra y no personal.
Lo que yo quiero y deseo es que culebra se desarrolle,
progrese, que los culebrenses tengan los mismo
beneficios que la isla grande y otros beneficios.
Un desarrollo sustentable para culebra, mejorar el
servicio de embarcaciones, dividiendo los servicios del
turismo y de los residentes, una mejor calidad de vida,
que los jóvenes que salgan a estudiar y finalicen una
profesión puedan ejercerla en la isla don de nacieron
o se criaron y puedan ser ejemplos para que otros
jóvenes se animen, que culebra se desarrolle de acuerdo
al tiempo, que tenga oficina de permisologia para el
asesoramiento y darle al pueblo las herramientas
necesarias, que se desarrolle el deporte ya que en los
últimos año a decaído mucho, si la playa de Flamenco
en un momento dado fue mencionada como unas de
las mejores y mas bonitas a nivel internacional, que se
mantenga, mejorar la calidad de servicio al turismo que
al fin y al cabo es lo que va a prevalecer en la isla, que
se corrija el mal estar del muelle donde llegan las
embarcaciones y otros muchos más que si sigo nunca
terminaría.
Lo que yo quiero de corazón es que el pueblo de
Culebra se levante, tenga mejor futuro y que la política
sea un mejor futuro y sea mejorar el sistema social,
cultural de todo el mundo.

¿ Culebra, Isla de Tentación ?
Una UNIKO/Gay mega fiesta llamada "la Mansión, que
había sido planeada en la urbanación Santa Maria en Puerto
Rico fue detenido según la orden de un juez la semana
pasada. El acontecimiento fue movido al Hotel Condado.."
Durante una entrevista de prensa, Samantha Love,
personalidad transgénero de la radio de Nueva York, comentó
que el acontecimiento será " The Island of Temptation" La
Isla de la Tentación - en Culebra "
Mitzy Pérez es una de las personas que organizan el "The
Mansión y The Island of Temptation". Mitzy, es la exdirector de ventas de Costa Bonita, propietaria de “A Happy
Vacation Real Estate” (bienes raíces); y propietaria de
“Vacational Services”, una agencia para alquiler/servicio
de cuartos en Culebra. A continuación, Mitzy escribe a

como los demás" .
Samantha Love reaccionó con ira, "Le hago un llamado

y asistir a eventos de diversión”.

Culebra, Island of Temptation?
A UNIKO/Gay mega party called "The Mansion" scheduled
for Santa Maria neighborhood in Puerto Rico was stopped
by a judge's order last week. The event was moved to a
Condado Hotel. During a press interview, Samantha Love,
a transgender community radio personality from New York,
remarked that the next event was to be the "Island of
Temptation - in Culebra"
Mitzy Pérez helped organize the “The Mansion" and “Island
of Temptation-Culebra". Mitzy, is the former Sales Manager
of Costa Bonita, owns A Happy Vacation Real Estate
Company and Vacational Services Company, a room rental
and service agency in Culebra.

A letter of explanation from Mitzy, “This island (Culebra)
is visited by thousands of persons every year of different
sexes, races, nationalities, ages and religions and we need to
accommodate all of them. The protection, respect and
cleanliness of this island is a responsibility of all of us that
live here or visit this island. She (Samantha) has joined our
cause of preservation and protection. The mission is strictly
philanthropic not to promote sexual preference or particular
lifestyle "
However other Uniko agents saw it differently, Axel Orta,
a Uniko/ company representative: "Our company intends to
design LGBT (Lesbian, Gay, Bisexual, Transgender)
community events in sectors of the population that do not
have entertainment options like this.”
Samantha Love reacted angrily, "I make a call to my
community so that now more than ever we unite and show
that we have equal rights by making and attending fun events.
In fact, the show on Saturday will benefit the poor children
of Culebra, many of whom are volunteers from the nonprofit
organization Green Culebra, which is dedicated to conserving
the environment." .
“They come to the beach and whistle at people to toss their
garbage in the trash cans. We want to give them a few bicycles
so that they don't have to cross the island by foot. I want to
embrace these children. I believe that there are many scattered
throughout the world whose parents have not been the best".
Conservative members of the community were not pleased
as well as local churches to see Culebra's name and children
associated with "The Island of Temptation”. Moreover what
has really angered local civic leaders is the reference to our
children as poor and the comment about “bad parents”
Culebra has been an oasis for travelers from all over the
world for years. It already enjoys a reputation for tolerance.
Culebra's natural attractions are its ecological diversity and
small-town family-oriented atmosphere. Everyone is welcome.

Don Ramón Feliciano Encarnación:
Héroe de Culebra
Usted no conoce a un "héroe de la revolución" todos los
días. En mayo de 2009, llegó mi día: tuve la oportunidad de
sentarme con Ramón Feliciano Encarnación, el Alcalde de
Culebra de 1958 a 1980 y líder de la lucha para salvar su isla
de la Marina de los EE.UU.
Mi marido y yo habíamos sido invitados a la casa del ex
alcalde, una casa de concreto agradable y amarilla, con vista
a Ensenada Honda, el gran puerto de Culebra. Don Monchín,
como todo el mundo le llama en Culebra, se estaba recuperando
de una caída, pero amablemente nos recibió y nos contó sobre
su vida.
Volví más tarde y hablé más con él, y tuve la impresión de
que había visto sólo la punta del iceberg. Él es un hombre de
gran fuerza espiritual y un poderoso líder de su comunidad.
Nacido el 23 de febrero de 1923 en Culebra, Ramón Feliciano
fue apodado "Monchín" (basado en la última sílaba de su

You don't get to meet a “hero of the revolution” every day.
In May 2009, my day came: I was able to sit down with Ramón
Feliciano Encarnación, Culebra's mayor in the 1960s and '70s
and leader of the struggle to save his island from the U.S.
Navy.
My husband and I had been invited to the former mayor's
home, a pleasant yellow concrete house overlooking Ensenada
Honda, Culebra's large harbor. Don Monchín, as everyone in
Culebra calls him, was recovering from a fall, but he graciously
welcomed us and told us about his life.
I went back later and talked more with him, and came away
with the impression that I had seen only the tip of the iceberg.
He is a man of great spiritual strength, and a powerful leader
of his community.
Born February 23, 1923 on Culebra, Ramón Feliciano was
nicknamed “Monchín” (based on the last syllable of his name)
by his grandmother, and that affectionate nickname persists to
this day.
By the time he was a teenager, the U.S Navy had started
using Culebra as a target for heavy weapons. He dreamed of
a day when his island home would be free of the Navy's constant
bombardment. He would climb Mt. Resaca with his slingshot
and take aim at the Navy ships he could see. The David-andGoliath symbolism is very appropriate: years later, this modernday David would defeat the mighty Navy Goliath.
Ramón was one of eight sons. A composite picture of his
mother and father with their eight young men shows Ramón
to be very serious and handsome. “When I was young, I fished
with my father along the Flamenco peninsula,” he recalled.
“We used nets, lines and lobster traps. We had to take out the
traps when the Navy boats came.” Later he moved to St.

On a visit home in 1943, in the middle of World War II, his
father Francisco suggested that he join the Army. “It was the
patriotic thing to do,” he said. “It was fast. I went to enroll
that night, and by the next day I was in training. I served in
the Army as a skipper for landing craft and supply boats in
the Caribbean,” he recalled. “Five of my brothers also were
in the Army.” Sadly, like many Culebrenses, the Felicianos
had to abandon a house that was on land the Navy took, and
while he was on active duty, the house was bombed in the
Navy's target practice on the island.
“After the war I went to the university in San Juan for two
years and studied radio operations. I received my telegraph
license, and worked for 11 years at the local telegraph office,”
Don Monchín reported. When the company wouldn't send him
for further training, he decided to resign.
Meanwhile, he had developed a good reputation. “I delivered
the telegraph messages that came in, including the ones that
told of sons killed in war. People trusted me, and saw I was
a hard worker,” Feliciano said.
“My father encouraged me to run for mayor, and the whole
town supported me,” he noted. In 1960, Feliciano was first
elected mayor of Culebra; he was re-elected in 1964, 1968,
1972 and 1976, for a total term of 20 years as mayor of the
island municipality. Clearly, he was a popular leader. “I worked
for everyone. I served the whole town,” he recalled.

to deal with. Every family had stories of injuries or destruction
of their property and livelihood (farming and fishing). Misfires,
poor aim and unexploded shells put everyone in danger. In
1946, nine Navy men were killed when a plane mistook the
observation post for a target. In 1959, a shell fired from the
battleship “Missouri” landed in the town just 50 feet from city
hall. “I remember people went crazy, running for the hills,”
Feliciano said. In the 1960s the assault on the island continued,
with larger and more powerful weapons.
By the beginning of Don Monchín's second term as mayor
in 1965, the United States was embroiled in the Vietnam War.
The Navy's ship-to-shore shelling and aerial bombing escalated
along with the war. Although most people on Culebra
feltpowerless to challenge the
Navy, the situation was
becoming a crisis.
“I started trying to contact
people in politics in the U.S.,”
he recalled. In June 1967 he and
Jack Vincent had traveled to
Washington to meet Bobby
Kennedy, who was running for
president. They were in
Kennedy's office when the news
of his assassination in California
came. But eventually Don
Monchín would make many
powerful friends in Washington.
The Navy had a secret plan to
move all the Culebrenses off
Culebra and take over the whole
island. Used to having their own
way, Navy personnel meddled
in the 1968 election in Puerto
Rico, resulting in a governor who
was amenable to their plans.
The Navy's attempt to control
the mayoral election on Culebra
in 1968 failed, though.
"Escribimos un ultimátum a lamarina. Luego marchamos
desde el pueblo hasta el puesto de observación de la marina en
Playa Flamenco", Don Monchín recordó.
El ultimátum expresó sus quejas y puso sobre aviso a la
marina de que los culebrenses no iban a tolerar la situación y
no abandonarían sus hogares, su pueblo, su cultura y su isla.

large Navy base on the east coast of Puerto Rico] and planned
his campaign. It didn't know about this then. I just found out
about it,” the former mayor recounted.
“When the votes were counted, I had 335 more than Garcia,”
Don Monchín concluded. On tiny Culebra, this amounted to
a landslide. His third term as mayor began.
The Navy was right to fear Feliciano's re-election. He wrote
to both the president and the governor about the desperate
plight of his island home. But things just went from bad to
worse.
He called a public meeting on March 15, 1970, and practically
every resident of the island came. “We wrote an ultimatum to
the Navy. Then we marched from town to the Navy observation
post at Flamingo Beach,” Don Monchín remembered.
The ultimatum outlined their grievances, and put the Navy
on notice that Culebrenses would not tolerate the situation,
and they would not abandon their homes, their town, their
culture and their island.

respectful. “They laughed at us,” Feliciano remembered. “They
thought we were joking. They just started firing more and more.
It was like they wanted a war.”
In late April an admiral announced that the Navy, which
already controlled a third of the island, would obtain another
third by eminent domain, and would begin firing Walleye airto-ground missiles at Culebra.
The islanders raised money to send their feisty mayor to
Washington, D.C. to find help. Visiting there in May, 1970,
Mayor Feliciano made contacts in Congress and found a law
firm willing to represent Culebra against the Navy.
“Richard Copaken, the young attorney assigned to the case,
worked very hard for Culebra,” Feliciano recalled. The two of
them became close friends during the five-year struggle they
shared. [Copaken's book, Target Culebra: How 743 Islanders
Took on the Entire U.S. Navy and Won, was just published this
year.]
On June 10, 1970, Mayor Feliciano, along with about 20 other
people from Culebra, testified before a congressional committee,
and their testimony was entered into the Congressional Record.
Don Monchín's strong and fearless defense of his island is
legendary. He was not afraid to confront even the most powerful
people. “One time I was at the Pentagon and trying to talk with
Assistant Secretary of the Navy [Frank] Sanders. He said he
wouldn't talk with any politicians. I told him he could say what
he wanted, but he had to hear me first,” he recalled.
Another incident: one day Mayor Feliciano was working near
Tamarindo Beach and saw a submarine outside in the bay. “It
dropped a torpedo that struck the island. It exploded and destroyed
a lot of big trees. I got my Polaroid camera and took 60 pictures,
including the sub, with the name 'Sea Lion.' When I brought
this up later with the Navy, Admiral Percy said I was a liar. I
threw the pictures at him! Later that night he called me and
apologized,” recalled Don Monchín.
“The Navy wanted to make Culebra a base for operations all
over Latin America,” Feliciano said. “They tried to buy people
off, paying $10,000 to the head of a household if they would

Desde que dejó la alcaldía en 1980, Don Ramón Feliciano
ha seguido trabajando para su amada Culebra. "Yo soy
presidente de la Comisión de Comunicación para la
comunidad", dijo. "Estoy trabajando con los ferrys de carga,
hoy en día el transporte de mercancías permanece demasiado
tiempo en Fajardo. Yo trabajo con las actuaciones judiciales,
para poner fin al mal desarrollo. Algunas personas compran
la tierra y tratan de hacer grandes hoteles. No nos gusta ese
tipo de negocio. Queremos desarrollo con protección de la
ecología y de la naturaleza. Trabajamos en conjunto con las
personas del continente que viven aquí. Es un lugar muy
tranquilo, sin delincuencia".
Desde hace 25 años Don Monchín tiene su propio programa
de radio, "Dígaselo a Monchín". Todos los domingos por la
mañana de las 7 a las 8, él habla de las cosas que están
sucediendo en la isla, responde a los problemas que las
personas le preguntan, y hace comentarios sobre las noticias
actuales.
También es muy activo en su iglesia, trabajando en
proyectos locales y también viajando en misiones. "El año
pasado fui a Nicaragua en un viaje misionero. Ya había ido
allí antes, y también fui a Ecuador, California y Florida en
viajes de la iglesia".
La familia de Feliciano también ha sido importante en su
vida, y él tiene la suerte de tener a sus hijos cerca. Se casó
con Lucía Morales, y la pareja tuvo dos hijos. "Junior fue
jefe de la central eléctrica, y Lourdes tiene una ferretería",
dijo con orgullo. "Lucía murió de un derrame cerebral, un
año después de Hugo". [El huracán Hugo devastó la isla en
1989.]
Cuando se le pregunta por la cuestión de la independencia
o la estadidad para Puerto Rico, Feliciano recuerda cuando
el Senador Henry "Scoop" Jackson, uno de sus mejores
amigos en el Senado, le preguntó, "¿Cuándo (en referencia
a Puerto Rico) van a prescindir de nosotros?".
"La gente está demasiado perezosa, esperando el bienestar.
Ellos creen que la estadidad traería más dinero gratis, pero
no entienden a los Estados Unidos. La condición de Estado
no puede ocurrir ahora. Estoy a favor de la independencia",
dijo Don Monchín.
"¿Cuánto tiempo vamos a ser una colonia? Es hora de ser
libres. "Dame la libertad o dame la muerte!".
El deseo de Feliciano es ver un monumento erigido en
Flamenco antes de morir. "Me gustaría que tuviera una lista
de las 400 personas que han trabajado conmigo, la gente de
Culebra, de Puerto Rico, y de los EE.UU.".
¿No sería un merecido homenaje a él, y a todos aquellos
que lucharon por Culebra, si este monumento pudiera erigido
pronto?

“When they left Culebra in 1975, they left behind 10,000
unexploded munitions, mostly in the Flamenco area. I was on a
Corps of Engineers committee that was supposed to plan the
clean-up, but they did nothing at Flamenco,” said Feliciano. “Now
I'm working with our new Commissioner [Puerto Rico's nonvoting delegate to Congress] to get money for a clean-up of the
unexploded weapons.”
Don Monchín explained that after 20 years, most grenades and
shells will decompose but it takes longer if they're under water.
“The ones under water are covered with coral now. It would
destroy the coral to try to do anything with them.”
Since retiring from the mayor's office in 1980, Don Ramón
Feliciano has continued to work for his beloved Culebra. “I am
president of the Communication Committee for the community,”
he said. “I am working with the ferries; right now the freight stays
in Fajardo too long. I work on court cases, to stop bad development.
Some people buy land and try to make big hotels. We don't like
that kind of business. We want development with protection of
ecology and nature. We work together with people from the
mainland who live here. It's a very quiet place, with no crime.”
For 25 years Don Monchín has had his own radio show,
“Digaselo a Monchín.” Every Sunday morning from 7 to 8 he
talks about things that are happening on the island, responds to
problems people have asked him about, and comments on the
current news.
He is also very active in his church, working on local projects
and also going on mission trips. “Last year I went to Nicaragua
on a mission trip. I went there before, too, and also to Ecuador,
and to California and Florida on church trips.”
Feliciano's family has also been important in his life, and he is
fortunate to have his children living nearby. He married Lucia
Morales, and the couple had two children. “Junior is the boss of
the power plant, and Lourdes runs the hardware store,” he said
proudly. “Lucia died of a brain tumor two years before Hugo.”
[Hurricane Hugo devastated the island in 1989.]
When asked about the question of statehood or independence
for Puerto Rico, Feliciano recalled when Senator Henry “Scoop”
Jackson, one of his best friends in the Senate, asked him, “When
are you (referring to Puerto Rico) going to get off our shoulders?”
“People are too lazy, expecting welfare. They think that statehood
would bring them more free money, but they don't understand
the United States. Statehood can't happen right now. I'm in favor
of independence,” Don Monchín said.
“How long are we going to be a colony? It's time to set us free.
'Give me liberty or give me death!'”
Feliciano's wish is to see a monument erected at Flamingo
before he dies. “I would like it to list the 400 people who worked
with me, people from Culebra, from Puerto Rico, and the U.S.
leaders.”
Wouldn't it be a well-deserved tribute to him, and to all those
who fought for Culebra, if this monument could be erected soon?

Investigan permisos otorgados en área
ecológicamente sensitiva de Culebra
Nuevamente las aguas de Culebra se ven amenazadas. Residentes
del Municipio de Culebra cuestionan la concesión de permisos para
extracción de la corteza terrestre a la Culebra Resorts Associates (CRA).
Entre 2003 y 2004, CRA obtuvo varios permisos simples de extracción
de corteza terrestre del Departamento de Recursos Naturales y
Ambientales (DRNA) para tareas de agrimensura en una finca en Playa
Sardinas, Culebra.
Con estos permisos, CRA abrió sobre 9 kilómetros de caminos y creó
dos charcas en un área ecológicamente sensitiva del Municipio de
Culebra. Estos caminos corresponden a un proyecto residencial turístico,
llamado Villa Mi Terruño. El proyecto, que está ahora ante la
consideración de la Junta de Planificación para consulta de ubicación,
consiste en una urbanización de unas 127 casas, 2 paradores y un área
comercial.
Los representantes de CRA no informaron a la Ofinicina de Corteza
Terrestre del DRNA sobre sus planes de desarrollo.
“Mientras que los culebrenses no pueden subdividir sus propiedades
que están en terrenos más apropiados para desarrollo, se presenta este
inmenso proyecto para densificar áreas que deberían ser conservadas.
Estos caminos están canalizando escorrentías a las aguas de Culebra,
incluso antes de que culmine el proceso de permisos del proyecto. La
protección de las aguas de Culebra es crítica para el futuro de los
culebrenses, la economía y el turismo”, afirmó Mary Ann Lucking,
Directora de CORALations.
Luego de una visita a la finca, la Junta de Calidad Ambiental (JCA)
constató que los trabajos realizados en la finca requerían un Permiso
General Consolidado, que CRA no había solicitado.
Para obtener el permiso, CRA, luego de solicitar por segunda
vez la consulta de ubicación, pidió que se aprobara
la Evaluación Ambiental, para luego solicitar el Permiso General
Consolidado. CRA indicó que los caminos abiertos eran para
reconstruir una casa abandonada que se encontraba en la finca.
Nada se mencionó sobre el plan de desarrollo, la consulta de
ubicación o sobre el hecho de que los caminos corresponden a los
propuestos para el proyecto residencial-turístico.

El licenciado Rafael Espasas García, representante legal de
CORALations, indicó que ya se ha alertado a JCA y DRNA sobre
estas irregularidades para que las investiguen más a fondo. La
Oficina del Procurador del Ciudadano (Ombudsman) también ha
intervenido en el asunto, para investigar las acciones de las agencias
sobre querellas presentadas por la posible violación a los permisos
y a la legislación ambiental aplicable.
Los terrenos en que se propone el proyecto actualmente están
zonificados como terrenos de muy baja densidad poblacional
debido a que el tipo de suelo no es apto para desarrollo. Esta
zonificación protege las costas y recursos marinos de la
contaminación causada por la erosión.
Por su parte, la Agencia Federal de Protección Ambiental (EPA)
multó al CRA por $32,500 por violaciones a la Ley Federal de
Agua Limpia, en relación con los caminos abiertos.

The Legend of "The Sea Gypsy"
Then there is the story of the gypsy of the sea or “hetano del
mar" as the spanish legend has it ..
In culebra there was once a man, who if you saw him on the
street would pay him little attention, thinking just another old
hippy. Once while walking the peaceful streets in the first eerie
light of daybreak, this "old hippy" was accosted by 3 viequense
out to abuse him.
When he explained to them in rather adequate Spanish that
he was not really an old hippy but was the "sea gypsy in disguise
and they should end their childish games and go home before the
power and wrath of the "sea gypsy" descended upon them.
Here is where the legend gets good.....
They laughed, they laughed at his words and they rolled on the
ground when the weary hippy took of his old clothes. When he
reached into his pack and removed his sea gypsy costume and put
it on they almost died laughing. That was their second mistake
they did not die laughing .... With the discarding of his flip flops
and the difficult donning of his pirate shoes which were tight
due to the fact that his feet were swollen because of an unusual
amount of salt he had consumed, the "sea gypsy" was
ready. He then, with a scream of "Puerto Rico", he drew
his cutlass and killed all three in a manner most horrible,
so terrible in fact that the only observer of the whole I am off-Island Sep-Oct, I return November 1st!

Las intenciones son buenas,
las buenas acciones son mejores.
El faro se empieza a ver tan pronto doblamos Punta
Las Vacas y deja atrás la Hermosa bahía de Ensenada
Honda, el mar puede estar bravío antes de llegar a cabeza
de perro, pero a partir de ahí ya estás en Culebrita.
Hay algo en el entorno que lo anticipa, bandadas de
gaviotas, pelícanos, tijeretas, peces voladores, tortugas
de mirada triste; a lo lejos ballenas enormes amamantan
a sus nuevas criaturas, un olor a calipso, carnaval y
sabroso “Kalalú,” indica que estamos a sotavento de
San Tomas. Al pasar playa Larga, cuadrar con Cayo
Norte, entrar por Botella, llegamos a la playa mas
hermosa del planeta. Un letrero en blanco y negro
indica que estamos en territorio Apache…No camping,
No fire, No basura, muy bien respetemos.

Playa Tortuga es algo indescriptible, pero hoy nuestra
misión es subir al faro, nos dicen que esta cayéndose
en pedazos; !que lastima,! !que pena!
Desde el ano 1871, algunos desarrolladores a nivel
de la Isla Grande, interesaban vorazmente comprar la
Isla de Culebra, con fines industriales. Este intento, no
aceptado por la corona española, provocó la fundación
del pueblito San Ildefonso. Diez años ante se fue
aprobada la construcción de un faro en el Cayo Culebrita,
para usarse como derrotero a las embarcaciones a la
vez usarse como puesto de observación. El faro quedó
precioso, hecho de ladrillo y piedra, donde centenares
de obreros dejaron el cuero, subiendo y bajando
materiales de construcción, por esa empinada montaña.
A partir de entonces, en dicho faro han vivido centenares
de buenas familias. Verdaderamente el faro es una joya
arquitectónica, visitado por miles de turistas para los
tiempos cuando este esplendoroso castillo era el gran
orgullo de todos los residentes en Culebra...., Ahora,
está viejo y cayéndose en pedazos, pero tiene remedio,
si hubiese sentimiento y voluntad.
Es algo sumamente doloroso ver como se cae en
pedazos el faro de Culebrita, pero es mucho mas
lamentable y triste que no haya quien o quienes den un
paso al frente y agarren el toro por los cuernos. No es
imposible, es cuestión de deseo, voluntad, pero sobre
todo responsabilidad; alguien tiene que ser responsable
en este asunto; quien sea que alce la mano y comience;
nosotras el pueblo, todos los buenos residentes, le,
apoyaremos.
¡Manana Sera Tarde!
Alumbrame Culebrita
Nota: El faro es la única estructuro de origen español
en Culebra, está en serio peligro de colapsar. El 22 de
octubre de 1981, el faro fue inscrito en el Registro
Nacional de Monumentos Históricos de los EU. Las
gestiones para que la Fundación de Culebra, Inc. que
dirige el Señor Juan Romero, Administre el Faro no se
ha logrado. Las organizaciones tanto en P.R. como en
E.U. no han hecho nada para conseguir los fondos para
este proyecto. El faro es el monumento histórico mas
importante en nuestra isla. Rogamos que pueda ser
preservado para el disfrute de todos los residentes,
turistas y futuras generaciones.
"The Culebrita Lighthouse is Falling Apart"

Intentions are a good thing, good deeds are even better. .
As you leave the beauty of Ensenada Honda Bay and round Punta
Las Vacas, the lighthouse comes into view. The seas can be fierce
before reaching Cabeza del Perro, but from thereon you are in Culebrita.
There anxiously awaiting are, flocks of gulls, pelicans, earwigs,
flying fish, sad eyed turtles, in the distance huge whales nurse their
young. The scent of calypso, carnival and tasty Kalalu indicates that
we are downwind of St. Thomas. Passing Playa Larga, aligned with
Cayo Norte, entering alongside Botella, we enter the most beautiful
beach on the planet. A black and white sign indicates that we are in
unfriendly territory ... No camping, No fire, no trash, ok ok we get it.
Playa Tortuga is breathtaking and indescribable, but today our
mission is to climb to the lighthouse, they tell us that it is falling apart;¡
What a pity! 1What a shame!
Since 1871, developers from the Big Island, were voraciously
interested in buying the island of Culebra, for commercial purposes.
This attempt, not accepted by the Spanish crown, caused the founding
of town San Ildefonso. Ten years before it was approved, they built
a lighthouse on Cayo Culebrita for use as a guide for vessels and to
be used as a lookout. The lighthouse was beautiful, made of brick and
stone, where hundreds of workers left the leather and down subway
construction materials for that steep mountain. Since then, they have
lived in that lighthouse centennial of good families. Truly, the lighthouse
is an architectural gem, visited by thousands of tourists to the times

had feeling and will.
It's extremely painful to see how it falls apart Culebrita lighthouse,
but it is much more unfortunate and sad that no person or persons der.

question of desire, will, but I know all liability, someone tends to be
responsible in this matter, who might raise their hand and eat, we the
people, all good citizens, we will support.
Tomorrow Will Be Too Late.

Note: The lighthouse is the only structure in Culebra Spanish origin,
is in serious danger of collapse. On 22 October 1981, the lighthouse
was placed on the National Register of Historic Monuments in the
U.S.. Efforts to Culebra Foundation, Inc. directed by Mr. John Romero,
Manage the Lighthouse has not been achieved. Both organizations
P.R. as in U. S. have done nothing to secure funding for this project.
The lighthouse is the most important landmark on our island. We pray
that it can be preserved for the enjoyment of all residents, tourists and
future generations.

A Doña Fessy con profundo agradecimiento

Doña Fessy nació en el sector del “Cay,” un pintoresco
pueblito par a ese entonces en las laderas de Bahía Ensenada
Honda, eso fue un domingo del día 3 de Octubre de ano 1909.
Desde temprana edad conoció el inmenso valor del trabajo.
Doña Fessy tenia diez añitos cuando cursaba el quinto grado,
siendo su profesor el sr. Jesús Maria Ortiz. A esa tierna edad
tenía que colaborar con sus padres en todas las tareas domesticas,
dado el caso que para esos días, la situación económica era
dura. No había mucho lugar para juegos infantiles con sus
amigas; pero aún así siempre se compartía el pan con los
vecinos, sintiéndose todos mas cerca de Dios.
Doña Fessy se casó siendo muy joven, con un muchacho

Doña Fessy se convirtió en una enfermera dotada por la
mano de la divina providencia; no escatimaba para socorrer a
los enfermas; sin importar distancias que tuviese que caminar,
bien fuera de día o de noche, sin importar las inclemencias del
tiempo. Fueron muchas los niños que vinieron al mundo
asistidos por sus manos santas, porque también era una Buena
comadrona. Fueron muchas las personas que sanaban
rápidamente al ser atendidas por esta mujer des sano y limpio
corazón, quien trataba a la gente con sabiduría natural y con
dulzura espiritual.
Por una vida entera ofreció Doña Fessy, sus servicios
humanitarios, trabajando con tesón, responsabilidad y
honestidad.En justo agradecimiento este pueblo entero debe
reconocer a esta personita especial; por todo lo dicho antes,
también por sus cualidades como madre ejemplar, como
ciudadana y como digna y profesional enfermera que fue. Este
homenaje póstumo, el Culebra Calendar lo hace con todo el
espeto y amor que siempre Doña Fessy mereció.
Gracias Doña Fessy por su ejemplo, por su aportación en
aquellos momentos críticos y desesperantes que sufrió nuestro
querido terruño, y usted siempre amistosa, por su fe y sus
miradas de esperanza y gracias por mas de cincuenta anos de
ardua dedicación como enfermera, para que todos nosotros
viviésemos sanos y felices.

To Doña Fessy with our deep appreciation

In an earlier time, when we knew the value of hard work, in
a picturesque little section called "Cay” that at the time was on
a hillside over Ensenada Honda Bay, on Sunday the 3rd of
October, 1909, Doña Fessy was born.
Doña Fessy was ten years old when she finished the fifth
grade, her teacher was the Sr. Jesus Maria Ortiz. At that tender
age she helped her older parents, land had to be worked, as well
as all the domestic chores, and as the case was for those days,
the economic situation was hard also. But even though there
wasn't much playtime, they always shared with neighbors, all
feeling closer to God.
There was plenty room for a playground with her friends, Doña
Fessy married very young, a boy named Sixto Colon Robles, a
virtuoso clarinet player; they had two sons and four beautiful
daughters.
Endowed by the hand of divine providence, Doña Fessy became
a nurse, never shying to help the sick, no matter if she had to
walk miles, well beyond the day into the night, regardless weather.
There were many children who came into the world assisted by
her holy hands, because she was also a good midwife. Many
people were healed quickly by this woman with a healing spirit
and pure heart. She treated people with natural wisdom and
spiritual sweetness. Doña Fessy, gave her life in humanitarian
services, working hard, honestly and responsibly.
People are not only thankful for this precious person, for
everything as said before, buy also for her qualities as an exemplary
mother, as a citizen and as a dignified and professional nurse.
The Culebra Calendar writes this posthumous tribute, with all
the spirit and love that Doña Fessy so greatly deserved.

assistance in those critical times and in days of desperation
suffered by our beloved homeland, you were always friendly,
full of faith and hope. Thank you for over fifty years of hard work
as a nurse, so that we all might live healthy and happy.

Treinta Años De Servicio por Idalia
El 20 de agosto del 2009, cumplió 30 años dando servicio en comedores escolares.
Maritza Rivera Rivera, proviene de una familia numerosa, aunque eran muchos
hermanos, logró estudiar siendo su preparación en el campo del Trabajador Social.
Comenzó a trabajar en el comedor escolar de la Escuela Rafael Hernández Coca
de Luquillo, donde permaneció por espacio de trece años. En la actualidad es la
encargada del comedor escolar en la Escuela Ecológica y los demás quince años
los trabajó en la Escuela Antonio R. Barceló, en Culebra.
Al casarse con Frank Rivera Bermúdez, con quien procreo dos hijas, Eva Cristal
y Brittanie, se mudó a la Isla de Culebra y a pesar de que luego se divorciaron,
ella adoptó la Isla como su segundo hogar. Está feliz de vivir y compartir en la
comunidad donde todos gracias al Señor la acogieron y la han tratado muy bien.
Algunos niños vienen a ella, especialmente en las tardes a buscar jugo o alguna
merienda y donde quiera que la ven, alegres la saludan ya que la quieren y la
Thirty Years of Service
On August 20 2009, Maritza Rivera Rivera celebrated 30 years of service in our
school cafeterias. Maritza comes from a large family, with many brothers, she was
able to study in the field of Social Work. She began working in the school cafeteria
Rafael Hernández Coca de Luquillo School, where she remained for thirteen years.
She is currently in charge of the dining hall at the Escuela Ecológica and also worked
for fifteen years at the Antonio R. Barceló School here. She married Frank Rivera
Bermudez, they have two daughters, Crystal and Eva Brittanie.

Campamento de Verano en la Escuela Ecológica

Superintendente de Escuelas
Del 1 al 26 de junio se llevó a cabo en la Escuela Ecológica el
Campamento Mi Verano Divertido en el cual participaron 125
estudiantes de escuela elemental. Sin embargo muchos de nuestros
jóvenes de nivel intermedio y superior compartieron con nosotros
enriqueciendo la experiencia que allí vivimos, doce de los cuales
fueron contratados como ayudantes de maestros y fueron de gran
ayuda. Así mismo, varios jóvenes que rindieron labor voluntaria allí
colaboraron en todas las actividades.
Como parte de las actividades del campamento visitamos Chuck
E' Cheese, Wonder Park y el Museo Histórico de la Biblia donde los
niños tuvieron la oportunidad de ver el Museo de los Dinosaurios y
patinar en hielo. Además, junto con Mary Ann Lucking, los estudiantes
pudieron practicar el deporte del kayaking y snorkeling donde la Sra.
Carmen Rosa Sabater nos proporcionó la transportación. También
visitamos la playa de Tampico a donde llegamos caminando y
realizamos la limpieza de la playa. Para esta actividad El Dinghy
Dock proveyó a los estudiantes de una rica merienda. También los
niños tuvieron la oportunidad de hacer manualidades y participar de
un proyecto de reciclaje, donde gomas usadas fueron convertidas en
tiestos para plantas que ahora embellecerán nuestra Escuela Ecológica.
Deseo reconocer la labor destacada de las maestras del campamento,
la Sra. Rosita Caraballo, la Sra. Milagros Santiago, la Sra. Sheila
Ortiz, la Srta. Irma A. Benítez y la Sra. Madelyn Alméstica. Además
al personal de apoyo que colaboró con nosotros la Sra. Sonia Arocho,
la Sra. Nydia Pérez, el Sr. Rubén Vargas y la Sra. Joan Colondres.
A las muchachas del comedor Maritza, Magdalena, Nancy y Dorca,
a nuestros empleados de mantenimiento, Papo y Jessica y a los padres
que siempre nos acompañaron y nos dieron la mano, Mario, Eliut y
Ángel gracias por su empeño.
Fue un campamento increíble y tanto los niños, los maestros,
ayudantes, padres y demás personal lo disfrutamos mucho. Realmente
fue un Campamento Divertido.

John Corcino shows marine life to camp kids
Ecological School Summer Camp
The Ecological School Summer Camp was
held from the 1st to the 26th of June. In attendance were 125 elementary
school students along with many of our young students from the
intermediate and superior level who shared with us therefore enriching
the experience of those who we there. Twelve of them were contracted
as assistants teachers, making the work easier. Everyone involved
were able to enjoy all the activities.
We visited Chuck and Cheese, Wonder Park and the Historical
Museum of the Bible where the children had the opportunity to see
The Dinosaurs Museum and to skate on ice. In addition, with Mary
Ann Lucking from CORALations, the students practiced kayaking
and snorkeling and Ms. Carmen Rosa Sabater providing the
transportation. We also walked and cleaned Tampico beach. For
this activity 'The Dinghy Dock' restaurant provided the students with
a delicious cake. The children had the opportunity to do art and crafts
and to participate in a recycling project, where used tires were turned
to planting pots that now will embellish our Ecological School. I
would like to recognize the outstanding work the teachers of the
summer camp did, Thank you, Ms. Rosita Caraballo, Ms. Milagros
Santiago, Ms. Sheila Ortiz, Ms. Irma A. Benítez and Ms. Madelyn
Alméstica. In addition thank you to the supportive personnel that
collaborated with us Ms. Sonia Arocho, Ms. Nydia Perez, Mr. Rubén
Vargas and Ms. Joan Colondres. Thank you to the dining room ladies
Maritza, Magdalena, Nancy and Dorca. Thank you to our employees
of maintenance, Papo and Jessica and to the parents who always
accompanied us and gave all the support, Mario, Eliut and Ángel
thanks for your cooperation. It was an incredible Summer Camp for
everyone involved, it was really a blast!!!
