Druso Daubon García
Druso Daubon García falleció el 27 de mayo después de una batalla larga y valiente
contra el cáncer a 67 años edad. Druso, originalmente de San Juan, fue residente de
Culebra por casi 40 anos y propietario de los negocios Seafarer's Inn, HarbourView
Villas y Juanita Bananas. Le sobrevive su amada esposa, Jane y sus hijos; LCDR
Druso Daubon, USN retirado y esposa Michelle, Ingeniero José (Pepe) Daubon y
esposa Linda, y Chef Jennifer Daubon y esposo Javier de Juanita Bananas, y sus
nietos; Druso IV, Cyrano, Monica y Maryjane. La familia quiere extender su mas
sincero agradecimiento a los doctores específicamente Dr. Pedro Badillo, los
enfermeros y el equipo de la Clínica de Culebra y a Dr. del Toro quienes lo atendieron
con tanto cariño y profesionalismo durante su enfermedad. Se planea un servicio en
memoria de la vida de Druso para fines de junio
Druso Daubon Garcia passed away on May 27th after a long, brave battle with
cancer at the age of 67. Druso, originally from San Juan, had been a Culebra resident
for almost forty years as the proprietor of Seafarer's Inn, Harbour View Villas and
Juanita Bananas. He is survived by his loving wife, Jane O'Connell, his children;
LCDR Druso Daubon, retired USN and wife Michelle, Engineer Jose (Pepe) Daubon
and wife Linda , and Chef Jennifer Daubon and husband Javier of Juanita Bananas,
and his grandchildren; Druso IV, Cyrano, Monica and Maryjane. The family wishes
to convey their most sincere appreciation to the doctors especially Dr. Pedro Badillo,
nurses and staff of the Culebra Clinic and Culebra's own Dr. del Toro who so lovingly
and professionally cared for Druso during his illness. A memorial service is planned
for later in the month.
Next Month: A retrospective on Druso Daubon’s imprint on Guest House development,
Tourism, Restaurants, and Fishing in Culebra.

Alcalde De Culebra Solicita Un Aumento De
$138,498.44 En Su Presupuesto
Abraham Peña Nieves, Alcalde del municipio de culebra presento
los proyectos de prioridad y desarrollo económico para la isla municipio
ante la legislatura municipal, seguido de la petición de aumento del
presupuesto vigente de $4,090,764.52 a $4,229,262.96, dejándole saber
al ayuntamiento el aumento de 3.4% para obras para generar patentes
tanto de construcción como de microempresas para así mejorar el
turismo ya reconocido mundialmente y además de la operación nominal
de la alcaldía.

Abraham Peña Nieves, Mayor of Culebra presented priority projects
and economic development before the municipal legislature, with an
increased current budget of $ 4,090,764.52 to $ 4,229,262.96, resulting
in a municipality increase of 3.4% for works to generate licenses for
construction and small business and tourism and the regular operation
of the municipality.

ACDEC solicita $1,060,000.00 de
presupuesto en la comisión de hacienda
del senado de PR. Ante la comisión
de hacienda, presidida por la Senadora
Migdalia Padilla y la Vice Presidenta
Mariita Santiago, la Directora Ejecutiva
de ACDEC Ricarda Rivera, Simón
Padrón y el CPA Pedro Ortiz,
defendieron la solicitud del presupuesto
para el año fiscal 2009-2010, por
considerar que los recortes hechos por
el ejecutivo son extremadamente
preocupantes para la operación de la
autoridad en Culebra.
Sometida la petición del presupuesto
la presidenta ace la comisión se
comprometió a evaluar el caso por la
condición de isla municipio .

ADEC Presents its Budget to the Senate

ACDEC budget requested in the senate finance committee
of PR. Before the Finance Committee, of the Senate, chaired
by Senator Migdalia Padilla and Vice President Mariita
Santiago, the Executive Director of ACDEC Ricardo Rivera,
member Simón Padrón and CPA Pedro Ortiz, presented a
budget request of $ 1,060,000.00 for fiscal year 2009-2010.
They further explained that cuts made by the Governor are
very disturbing for the operation of the authority in Culebra.

importantes con los jefes de desarrollo
económico y junta de planificación
respectivamente tras un fuerte reclamo de los
residentes de Culebra. Tras deponer en cámara
y senado ante las comisiones hermanas de los
cuerpos dirigidas por José Chico y Norma
Burgos respectivamente, Peña Nieves enfatizo
el problema municipal que ha tenido para la
permisologia de proyectos de interés publico
en culebra y que no iba a permitir que los
permisos se decidieran por gente que no sabe
la situación de desarrollo controlado que existe
en culebra. Después de conversar y presentarle
la situación a senadores y representantes el
alcalde les solicito una vista ocular que se dio
este pasado domingo a la que asistieron las 2
comisiones y el presidente del senado Thomas
Rivera Shatz.
Las comisiones se comprometieron
a retirar las enmiendas a la ley de
ACDEC en los proyectos 1649 y
880 además de añadir 3 miembros
del gobierno: Planificación, Turismo,
Recursos Naturales. Al terminar la
vista ocular se toparon con un grupo
de residentes y ambientalistas
reclamando que no le quiten el poder
de control a ACDEC. Pero el alcalde
y los legisladores se dieron a la tarea
de explicarle los acuerdos que habían
hecho. Tanto Peña Nieves con los
jefes de gobierno y los legisladores
con el alcalde de culebra.
Terminando con un agradecimiento
y un apretón de manos entre ambos
grupos.

Site Visit
Abraham Peña Nieves, came to some
important agreements with the committee
heads of Economic Development and
Planning Board respectively after strong
support from residents in culebra to stop
proposed changes to Law 66, the law
creating and authorizing ACDEC, the
authority that regulates development on
the island.
In deposition before the Senate chamber
and in committees of the House led by
Represntante Joseph Chico and Senadora
Norma Burgos respectively, Mayor Peña
emphasized the problem is that permits
for projects of public interest in Culebra
should not be decided by people who do
not understand the controlled development
situation that we have in Culebra. After
presenting the facts to the senators and
representatives in 2 commission hearings,
the mayor requested a personal visit to
the Island so they could see first hand the Carmen Rosa Sabate, greets Sen. Norma Burgos & Rep. José Chico´
situation. That was held this past Sunday
and was attended by Senate President
Thomas Rivera Shatz, Committee Chair
Sen. Norma Burgos and House Chair Rep.
José Chico.
The Committees pledged to withdraw
the ACDEC amendments in the House
1649 and Senate 880 bills and instead to
replace 3 with members from government
Planning, Tourism, Natural Resources
Agencies. At the end of the visit they met
with a group of residents and
environmentalists who were asking them
to not take away the power and control
of ACDEC from the locals. The mayor
and legislators explained the agreements
they had made. Both Mayor Peña with
the Governor's staff and the legislators
with the mayor of a Culebra.
They ended the day with handshakes and
an understanding between the two groups.

(An important excerpt from their Presentation to the Legislature)
Como ex-Alcaldes, Vice Presidentes de la junta de Directores
de la Autoridad de Conservación y Desarrollo de Culebra,
por 16 años, miembros del panel asesor del consejo de pesca
del caribe federal por 14 años y actual Presidente y VicePresidentes de la junta de Directores de la Asociación de
Pescadores de la Isla de Culebra, Inc., comparecemos ante
estas honorables comisiones.
Consideramos que el desmantelamiento de la junta de
directores de la autoridad y nombrar cinco agencias
gubernamentales y la empresa privadas ad nombrada por el
gobernador es entregarle la isla de culebra a los grandes
intereses y convertir la isla de culebra un St. Thomas o un
Sta. Cruz, Islas Virgenes Americanas, que hoy los legítimos
dueños bona-fide de las islas son peones de los que llegaron
ayer.
En vistas anteriores en ambos cuerpos exprese, que la
Autoridad de Conservación y Desarrollo de Culebra y el
Departamento de Recursos Naturales, eran dos organismos
gubernamentales con poderes, funciones y facultades distintas,
que la ley num. 23. del 20 de junio del 1972, que crea al
Departamento de Recursos Naturales, establece y cito: "será
Municipio, establecer una política dentro de la cual se
enmarca la conservación, el desarrollo integral de culebra
y proveer un instrumento corporativos que constituyera una
herramienta adicional a los existente para lograr los objetivos
descritos en la ley.

Culebra for 16 years, members of the advisory panel of the
board of Federal Fisheries Caribbean for 14 years and
current President and Vice-Chairmen of the Board Directors
of the Association of Fishermen of Isla de Culebra, Inc.,
we present before this Honorable Commission.

We believe that the dismantling of the board of directors
of the ACDEC authority and replacing with five government
agencies and private companies appointed by the governor
is like taling the great Island of Culebra and turning it into
another St.Thomas or St. Croix. Now the legitimate bonafide owners of the islands are pawns of those who arrived
only yesterday.
In past vistas as expressed therein, the Authority
Conservation and Development of Culebra and the
Department of Natural Resources, were two government
agencies with powers, functions and distinct boards as
referred in Act. 23. of June 20 of 1972, which creates
Department of Natural Resources, it states and I quote:
"Municipality will establish a policy under which falls the
conservation, development of Culebra and provide a
corporate instrument constituting an additional tool to the
existing order to achieve the objectives described in the
law.

Culebra lleva más de 15 años sin un Plan de Ordenación
Territorial que establezca los parámetros y guías de desarrollo
que este pueblo necesita y quiere. Tres diferentes
administraciones han transcurrido y ninguna ha podido finalizar
dicho plan el cual se encuentra básicamente finalizado.
Ante esta triste situación, Culebra debe promover que se
establezca una moratoria en la aprobación de proyecto de
ciertas envergaduras hasta que sepamos bajo qué guías de
desarrollo el pueblo quiera adoptar para Culebra.
Debemos ser muy cuidadosos con la densidad de los proyectos
que se aprueben conforme el medio ambiente ecológico lo
permita, de forma tal que estos resulten a conformidad y
proporción con el desarrollo y escala que proponemos y que
el pueblo quiera para su isla.
No debemos aprobar un proyecto que abra las puertas a
proyectos futuros que rompan la escala que todos queremos
para Culebra; si hoy endosamos un proyecto que se nos
presenta y estando huérfanos de un plan que nos guie,
estaremos justificando un proyecto que necesariamente no se
ajusta a nuestras expectativas.
Mi recomendación es finalizar el Plan de Ordenación
Territorial. Estableceremos los parámetros y guías que
queremos para Culebra. De esta forma ninguna agencia local
o foránea, ni persona alguna, no importa el puesto o posición
que ocupe pueda imponer su criterio.

For more than 15 years Culebra has been without a
Territorial Ordinance Plan that would establish the
developmental parameters and guidelines that this island
needs and wants. Three different administrations have gone
by and none have been able to finalize a plan.
.
Knowing the results of this sad situation, the leadership
of Culebra should promote the establishment of a moratorium
for the approval of expansive projects until we know what
development guidelines the people of Culebra are willing
to adopt.
We must be very careful that this plan addresses the density
of projects. The highest priority must be conformance to
enforcing the maintenance of a strong and positive ecological
environment. This plan must ensure such projects are both
in agreement and proportional to the development and scale
we are proposing, and the people want for the island.
We should not approve projects that will open the doors
to future projects that could break the scale of what we want
for Culebra; if we endorse a project being presented to us,
lacking a plan that would guide us, we would be justifying
a project that would not be in our best interests.

My recommendation is to finalize the Territorial Ordinance
Plan, establishing absolute parameters and guidelines that
we want for Culebra. This way, no local or outside agency,
nor any individual, regardless of position, can impose their
own criterion or agenda.

para Aprender
En el Centro de Usos Múltiples, de Culebra,
el viernes 15 de mayo a la 1:00P.M. se llevó
a cabo la graduación de un grupo reducido
de damas, pero con muchas ganas de
aprender a utilizar la Computadora. El
curso de Introducción a las Computadoras,
fue auspiciado por el Programa de
Capacitación Familiar del Proyecto de Head
Start del Municipio de Fajardo. Las
participantes sobrepasaron las expectativas
del programa.
Estas fueron: Carmen M. Rivera, Christine
González, Lisbeth Adorno Cruz, Yamira
Ortiz Ayala, Luz M. Santiago Maldonado,
Magdalena Arizméndi Munet y Susan
Climent Ortiz.
La graduación fue dedicada a la
coordinadora del programa, la Sra. Ada Nilsa de izq a der: Lisbeth Adorno Cruz, Carmen M. Rivera, Susan Climent Ortiz,
Quiñones. Muy acertado el lema: “Nunca Magdalena Arizméndi,Yamira Ortiz Ayala, Luz Santiago, y Sra Quinones

Macuto estudia en la Tabernacle Academy de Ceiba desde agosto 2008 cursando el
décimo grado en dicha escuela. Este joven viaja todos los días en la lancha para poder llegar
a su escuela. El 6 de marzo de 2009 participó en la Feria Científica en su escuela donde con
su proyecto de reciclaje de vidrio ganó el trofeo de 1er lugar.
A Macuto siempre le ha gustado mucho el deporte; baloncesto, béisbol y el softball. A
sus 16 años pertenece al equipo de softball de Culebra, Los Rebeldes, ya que no hay equipo
de béisbol.
A través de un amigo, el Sr. Chiqui, habló con el Sr. Osorio quien tiene un equipo de béisbol
juvenil. Lo invitó a una práctica y desde entonces pertenece al equipo, Los Yankees, de la
Asociación sub. 15 de Deportes Especiales de Estados Unidos.
Nos sentimos muy orgullosos por la labor realizada por Macuto en los juegos jugados,
mucho éxito y que Dios te bendiga.
A todos los jóvenes: El deporte es una manera sana de entretenimiento y así los jóvenes
pueden compartir con sus familiares y amigos. Siempre he pensado que todo deportista
desea demostrar su capacidad deportiva y competitiva dentro y fuera del terreno de juego.
Macuto goes to school at the Tabernacle Academy of Ceiba since August 2008. This young
man takes the ferry every day to get to school. On March 6, 2009 he participated in the
school Scientific Fair where he obtained first place with the project on glass recycling.
Macuto has always been a sport lover; basketball, baseball and softball. At 16 years old he
participates with a softball team in Culebra, Los Rebeldes, since there is no baseball team.
A friend, Mr. Chiqui, talked to Mr. Osorio who has a youth baseball team. He invited him
to a practice and since then he is part of the team, Yankees, from the 15 under of the United
States Specialty Sports Association.
We are very proud of what Macuto has been able to accomplish in the games he has played.

To all young men: Sports is a healthy way of entertainment where all of them can share
with their families and friends. I have always thought that athletes try to to show their talent
and sportmanship on and off the field.

Día de logros de "Kinder"
En el salón del Jardín de Infantes "Kindergarten", de la Escuela Ecológica de Culebra, el miércoles 20 de mayo a las 6:00
P.M. se celebró la noche de logros de "Los Herederos de Nuestro Planeta" 2008-2009. Con el lema: "El bosque del
conocimiento es la herencia del futuro". El salón fue decorado en alusión a la naturaleza. Los niños desfilaron e hicieron
su participación muy bien, luciendo como princesitas y príncipes.
Graduación Sexto Grado
Con el lema: "Voy abriendo caminos para alcanzar mi futuro"
se llevo a cabo los actos de graduación de sexto grado de la
Escuela Ecológica de Culebra. La actividad tuvo lugar en el
gimnasio de la escuela el día 21 de mayo. Treinta y cinco
estudiantes desfilaron en grupos de tres y tuvieron participación
activa.
Los actos de graduación fueron dedicados a la Sra. Dolly
Camareno por su larga trayectoria, su lucha y amor por la patria.
La Sra. Camareno no pudo estar presente, por estar fuera del
país. Los estudiantes recibieron medallas y trofeos por haber
alcanzado los requisitos para el grado. Hubo ocho altos honores
a saber: Frank E. García Rivera, Rosarelis Feliciano Cruz, Abner
Jonel Rivera Soto, Yariveliz Alvarez Ortiz, Randel S. Amaro
Perales, Gabriela M. Serrano Soto, Noel Jr. Ortiz Colondres y
Nichole Albert Amaro. Esta última obtuvo 4.00 Excelencia,
cabe señalar que Nichole fue la recipiente de la Escalera de la
Excelencia para el quinto grado en mayo del 2008. Randel S.
Amaro mantuvo promedio de 3.98. Honores fueron: Jonel A.
Rivera Rodríguez y Yomar Rubén Munet de Jesús.
El estudiante, Jancy Abdiel Villanueva de Jesús recibió los
resultados del examen de ubicación el cual lo ubica en séptimo
grado, por tal motivo desfiló con el grupo. Este grupo desde
"Kindergarten" fue grande por lo que hubo que dividirlo. Fueron
sus maestras de sexto grado las Sras. Inés Meléndez y Lizaida
Peña.

Súper Nova 2009
La Educación se vistió de gala en la Escuela Antonio R.
Barceló en la Isla de Culebra, el martes 26 y jueves 28 de
mayo del 2009, con la celebración de sus Graduaciones. La
primera colación de graduandos lo fue el noveno grado,
donde se graduaron 26 estudiantes. Estuvieron muy elegantes
y contentos los estudiantes como sus padres de los logros
alcanzados por sus hijos. Al concluir el desfile de graduandos
el joven Luis J. Rivera Ayala, obsequio a todas las madres
de sus compañeros graduandos con una flor, un detalle muy
bonito de la clase del noveno grado. Prosiguieron los actos
con la dedicatoria de la graduación a la Sra. Sandra Rivera
Bermúdez por su carisma y apoyo incondicional para con
los estudiantes. Las premiaciones fueron las siguientes Alto
honor la joven Alexandra S. Roldan Pérez, Honor la joven
Leira Villanueva Álvarez Menciones honorificas las jóvenes
Marie y Monic Torres Rivera, Lucila Vázquez Solís, Rosa
U. Santiago Meléndez, Jazmín Zoe Romero Encarnación,
Katherine Torres Sayán, se adjudicaron medallas por materias
a varios estudiantes al destacarse con las puntuaciones más
altas. Los premios de Superación se les otorgo a las
estudiantes Lucila Vázquez Solís y Zuleika Ortiz Santiago,
que a su vez fue la nominada por la facultad como la
embajadora de la Copa Antonio R. Barceló de nuestra
escuela. Dicha nominación fue aceptada con gran emoción
por parte de la estudiante y el público presente. La actividad
concluyo con su fiesta de graduación en El Batey, en compañía
de los padres de los ya graduados del noveno grado.
Los Supernova, Clase Graduanda del Duodécimo
2008-2009 se lucieron también en su noche de graduación
desde el mensaje de despedida por el presidente de la clase,
el joven Enrique Romero Álvarez con su recuento de todo
un ano, hasta la dedicatoria de las actos al Sr. Leónides Soto
mejor conocido como Nide y la entrega de su anhelada sortija
de graduación que fue otorgada por la clase Supernova. Las
Copas de Excelencia fueron otorgadas a los jóvenes con
un índice académico de 4.00
A Sharlene Monell Rodríguez, Keishmarie Arizmendi Munet,
Enrique Romero Álvarez que a su vez fueron los Altos
honores en compañía de Pedro Padrón Vargas y Steven Cruz
Sayán; Honor Rosamar Maldonado Álvarez. El premio de
“Collegue Board” con la puntuación más alta la joven Sharlene
Monell Rodríguez, Menciones honorificas Nicole Carrero
Félix y Andrés Rivera Solís entre otras menciones otorgadas.
Keishmarie Arizmendi Munet
Se adjudicaron varias premiaciones en Superación, pero una
de las más emotiva lo fue la del joven Edgar Andrés Santiago
donde a su vez su la Sra. Yolanda Rivera le regalo su sortija
de graduación. La muy esperada nominación realizada por
la facultad como la nueva embajadora de la Copa Antonio
R. Barceló recayó en la joven Keishmarie Arizmendi Munet.
La beca del Sr. Ariel Vázquez Jr. se le otorgo al estudiante
Jonathan Sayán Leiva que consistió en una “Laptop” para así
comenzar su carrera de enfermería, cabe señalar que todos
nuestros estudiantes fueron bendecidos con las becas que
otorgan nuestros también ex estudiantes Henry Morales
Torres, Ing. Marcos Batista Hernández y Héctor Maldonado
Gautier. Deseándole éxito en su nueva carrera universitaria
a todos los graduados.

Galardonados por Idalia
El jueves 7 de mayo del 2009, en el Centro
de Convenciones de San Juan, se llevó a cabo
una actividad donde hubo participación de
aproximadamente1,400 estudiantes de toda la
isla. Los estudiantes de duodécimo grado de
la Escuela Antonio R. Barceló de Culebra,
Keishmarie Arizméndi Munet, Enrique Romero
Álvarez y Sharlene Monell Rodríguez,
invitados por el Secretario de Educación, Carlos
E. Chardón, asistieron a dicha actividad.
Esto es un galardón que se le entrega a
estudiantes que han mantenido promedio de
4.00 mientras cursan Escuela Superior, lo
otorga el Departamento de Educación, cada
uno recibió certificados y cheques. Hay que
reseñar que estos tres jóvenes tuvieron un
empate en puntuación académico mientras
cursaban el undécimo grado, por lo que se le
entregó la Escalera de la Excelencia a cada
uno de ellos en mayo del 2008.

A Letter from Lynsey
My friend Elizabeth and I have worked together for sometime now and travel pretty frequently together.. I live for
white sand and blue water. I browse flight information daily
to warmer destinations.
I picked Culebra for the privacy and small population, I
also picked it for Flamenco and ZONI beach. (While sitting
on those rocks the irony of that was in my thoughts.) I find
utter happiness floating away from everyone and everything,
swimming relaxes me in a way that I cannot in Baltimore.
I took that first swim just for a little privacy, some alone
time. Didn't I get it!
I did not intend for a five, or so they estimated, hour swim.
The swim back was just as enjoyable as the first. I suppose
between my backstroke and the current, I got turned around
and was surprised to say the least to end up on a beach by
myself. I was relieved to see rocks. My companions had
been rock climbing and photo-shooting earlier at Zoni, so I
figured I was back on Culebra until I saw the rocks were on
the next island. Unaware of the fact that I would be spending
the night on them, I got back into the water and swam, with
more hope than anything, back to Zoni beach, wrong again.
I was stranded on Culebrita!
Now I know, better late than never (forgive the cliché ),
how dangerous that situation was, sharks! Coast Guard,
really! I never even thought about it or what would be going
through the minds of those I love the most, and those I did
not know at all. I speak before I think, and I apparently swim
without thinking, too. Despite how obvious the dangers were
to everyone else, I still cannot fully grasp how severe the
outcome could have been if not for the amazing actions of
everyone involved.
I was amazed, stunned, and admittedly flattered when I
learned of all the efforts, from people who didn't even known
me at the start of the day. Please forgive my delayed thanks,
I've thought about it everyday. I, however, lack the swiftness
of the people of Culebra. I will continue to ponder my luck
forever, but I will let my mind wander while lying on the
beach versus floating in the water. I hope my amusement at
my foolish act is not found offensive, perhaps amusement is
better described as embarrassment with a smile.

I wish we would of had the time to stay and say proper
thanks before leaving. For my next trip my friends have all
pitched in and bought me a mile long leash, and I promise
to stay close. We all hope to have another stay at Casa de
Robinson sometime soon, assuming I am let back on the
island! Many, many, many thanks again to everyone that
cared about a complete stranger- if only everyone had that
kind of concern and compassion.

Mar 5th, 2009 A Coast Guard HH-65 Dolphin helicopter
aircrew from Air Station Borinquen, Puerto Rico,
rescued a 27 year-old woman stranded on the rocks
of Isla de Culebrita, Puerto Rico Thursday morning.
The survivor is Lynsey Hoffman, a resident of Maryland,
who was on vacation with her friends in Puerto Rico,
and reportedly swam from Zoni Beach on Culebra
Island, Puerto Rico to Cayo Norte, then she swam to
Cayo Botella, before finally swimming to Isla de
Culebrita. Exhausted and unable to make the trip back
to Zoni Beach due to nightfall, Hoffman ended up
stranded on the rocks and decided she would spend
the night.

Yo no pensé tomar unas cinco horas nadar. La última
natación fue tan agradable como la primera. Nado de espalda

estaba de vuelta en Culebra hasta que vi las rocas de la próxima isla.
Mis compañeros habían ido a escalar en las rocas y habían tomado fotos
antes, y fui relevada para ver las rocas, ignorando el hecho de que yo
pasaría la noche en ellas. Me hecho de nuevo al agua y nadó, con más
esperanza de volver a la playa Zoní. Estuve equivocado otra vez. Estaba
abandonada en Culebrita!
Ahora sé, más vale tarde que nunca (perdonen el cliché), la peligrosidad
de esta situación son los tiburones. La Guardia Costanera, ¿de verdad?
Nunca pensé acerca de ellos, o acerca de no regresar en pocas horas,
como máximo, o lo que pasaría por la mente de aquellos que me aman,
en la mayoría, y de los que no me conocían en absoluto. Yo hablo antes
de pensar, y aparentemente yo también nado sin pensar. Yo no podía
entender completamente de cuan peligroso fue mi, si no fuera por la
increíble actuación de todos los implicados. Estuve asombrado,
pasmado, y halagada cuando me enteré de todos los esfuerzos, de todas
las personas que al principio del día hicieron sin conocerme. Por favor
perdonen mi demora en agradecerles, pienso acerca de ello cada día.
Yo, sin embargo, carezco de la rapidez de la gente de Culebra. Yo
continuo reflexionando sobre mi suerte para siempre, pero voy a dejar
vagar mi mente mientras yacían en la playa, ¡en lugar de flotar en el
agua! Sigo pagando por mi acto insensato, y espero que no sea encontrado
ofensivo, mi quizás diversión es descrita mejor como desconcierto con
una sonrisa…
Todavía no puedo creer cuanta gente salió después de mí, siento que
nosotros no tuvimos el tiempo de dar las gracias antes de salir.
Para mi próximo viaje, mis amigos compraron una correa de milla
de largo, y les prometo que voy a estar cerca. Todos esperamos tener
otra estancia en la Casa de Robinson, pronto, en algún momento,
asumiendo que me permiten volver a la isla. Muchas, muchas, muchas
gracias de nuevo a todo el mundo que se preocupo por una completa
extraña-si todo el mundo tuviera ese tipo de preocupación y compasión.
Sé que definitivamente vine a casa sabiendo más sobre mí y sobre
las personas en mi vida, incluyendo la gente que encontramos en el
camino de la vida.

5 de marzo, 2009 Un Guardacostas Delfín HH-65
tripulaciones de helicópteros de Air Station Borinquen,
Puerto Rico, rescataron una nadador 27 años de edad
abandonados en las rocas de la Isla de Culebrita, Puerto
Rico el jueves por la mañana.
El sobreviviente es Lynsey Hoffman, un residente de
Maryland, que se encontraba de vacaciones con sus amigos
en Puerto Rico, y al parecer nadaba de Zoni Beach en la
isla de Culebra, Puerto Rico a Cayo Norte, luego, nadó a
Cayo Botella, antes de nadar a la Isla de Culebrita. Agotado
e incapaz de hacer el viaje de vuelta a Playa Zoni debido
a la noche, Hoffman terminó varado en las rocas y que se
decidió pasar la noche.

Después de muchos años de nuestras tierras sufrir el abuso de
los militares de los EE.UU., nos pusimos de pie. Dirigidos e
inspirados por nuestros líderes, el Alcalde Ramón Feliciano
(Monchín) y Anatasio Soto Ayala, Presidente de la Asociación
de Pescadores y ex Alcalde; con la ayuda de muchas personas
cercanas y muchas lejanas, trabajamos y luchamos contra la
Marina de los EE.UU. y ganamos. Más importante aún fue la
ayuda del Gobernador Rafael Hernández Colón, en consulta con
el Gobernador Luis A. Ferré. El resultado fue un pacto entre el
gobierno de Puerto Rico, la Isla de Culebra y el Departamento
del Interior del Gobierno de los EE.UU.
Este acuerdo se basó en un Plan de Manejo de Culebra, conocido
como el Informe Conjunto “Joint Report”, y fue firmado por el
Gobernador Hernández Colón y el Sr. Rogers Morton, Secretario
del Interior de los EE.UU.
De ese acuerdo nació la ley 66 de 1975, "Ley de Conservación
y Desarrollo de Culebra". Nosotros los culebrenses lo consideramos
un pacto sagrado.
Ese documento y la Ley 66 de 1975 fielmente declararon a los
culebrenses guardianes de la isla y también protegía la isla para
que pudiéramos desarrollarla lentamente y de una manera sostenible.
La razón de nuestra oposición es el actual proyecto de ley
introducido en la Cámara (C 1649) y el idéntico proyecto de ley
del Senado (S 0880) proponen reestructurar la Junta de ACDEC,
eliminando la participación culebrense y sustituyéndola por
miembros de la Compañía de Turismo y la Oficina de Desarrollo
Económico.
La visión de la Compañía de Turismo para Culebra no se ajusta
a nuestro estilo de turismo. La calidad del turismo al que estamos
acostumbrado es sostenible, la de ellos nos ha dado Costa Bonita,
que ahora está en quiebra. En lugar de fortalecernos y promovernos,
ellos han hecho caso omiso de nuestras necesidades. Nuestros
turistas están buscando escapar viniendo a nuestra paz y
tranquilidad. La falta de bullicio de la ciudad es exactamente lo
que quieren. Si esto se convierte en otro San Juan vamos a perder
la esencia de Culebra y todos perdemos.
Si esta ley es aprobada como está redactada elimina la participación
de los culebrenses y deja expuesta a Culebra a una avalancha de
“mega desarrollos”. Se desatará una pesadilla legal que sería
devastadora para nosotros económicamente y perjudicial para
nuestra imagen.
Culebra hoy es un lugar popular, bien conocidos por nuestra
hospitalidad y por nuestras mundialmente famosas playas y
santuarios de vida silvestre. Disfrutamos de un exitoso turismo
con pequeñas hospederías y atraemos bienes raíces afluentes y
sostenibles que redundarán en ingresos para la Isla.

, After many years of our homeland suffering abuse from
the U.S. Military, we stood up. Inspired by our leaders,
Mayor Ramon Feliciano (Monchín) and Anatasio Soto Ayala,
and with the help of many people near and far we worked
and struggled against the U.S. Navy, and won. The result
was a pact between the government of Puerto Rico, Culebra
Island and the Department of the Interior U.S.
This agreement was based on a Culebra Management Plan,
known as the "Joint Report" and was signed by Governor
Hernandez Colon and Mr. Rogers Morton, Secretary of the
Interior U.S.
“It is consequently the firm resolve of the undersigned,
the Secretary(Interior) and the Governor, that the
highest priority shall be given to the protection of
Culebra’s natural and human
environment”
That agreement was the progenitor of Law 66 of 1975,
"Conservation and Development Act” of Culebra. We
Culebrenses consider this it a sacred covenant.
That document and Law 66 of 1975 declared the culebrenses
as faithful guardians and protectors of the island, that we
should develop it slowly and in a sustainable way.
The reason for our concern is that the House (bill C 1649)
and Senate (bill S 0880) propose to restructure the Board of
ACDEC, removing and replacing culebrense participation
by members of the Tourism Company and the Office of
Economic Development.
The vision of the Tourism Company does not conform to
the quality of sustainable tourism we are accustomed to.
They gave us Costa Bonita, it is now bankrupt. Rather than
strengthen and help us, they have ignored our needs. Our
visitors are looking to escape to our peace and tranquility.
The lack of hustle and bustle of the city is exactly what they
want. If this becomes another San Juan are going to lose the
essence of Culebra and we all lose.
If this law is approved as drafted, eliminating the
involvement of culebrenses, it will leave us exposed to an
avalanche of "mega-developments."This would set off a
legal nightmare that would be economically devastating for
us and bad for our image.
Culebra is a popular place today, well known for our
hospitality and our world famous beaches and wildlife
sanctuaries. We enjoy a successful tourism featuring guest
houses and small inns and we attract prosperous homeowners
and retirees and that builds sustainable income for the island.

Culebra está representado en la Gran Asamblea
de Pueblo en San Juan
Pan Meibers marchó al final de la manifestación
multitudinaria junto a s ecologistas, Jorge Acevedo,
Rosarito Morales and Maricarmen Guilloty, quienes
con pancartas expresaban "Culebra es nuestro hogar
no una inversión" y "Viva la Ley 66 en Culebra".
Meibers, manifestó que participaban en la asamblea
porque están preocupados por "la situación del
medioambiente y por los derechos sociales de la gente
que vive allí y en todo Puerto Rico.
_ Las enmiendas que están haciendo a las diferentes
leyes están básicamente quitando los recursos que uno
tiene para combatir un desarrollo que en verdad no
conviene al pueblo de Puerto Rico; conviene más a
ciertos intereses", dijo Meibers.
Mencionó que la ecología de la Isla Municipio está
en peligro porque "están construyendo sin permisos
apropiados.
_Los manifestantes expusieron que se respete la Ley
de Conservación y Desarrollo de Culebra, Ley Núm.
66 del 22 de junio de 1975. Muchos Culebrenses
participó.

Morales demonstrate with banners exclaiming "Culebra is
a home not an investment" and "Viva la Culebra in Law
66" . Meibers, said they were participating in the assembly
because they are concerned about "the situation of the
environment and the social rights of the people who live
in Culebra and throughout Puerto Rico.
They are making laws that are basically taking away the
resources that we use to fight developments that really do
not suit the people of Puerto Rico, they benefit certain
interests, "said Meibers.
He mentioned that the ecology of Culebra Island is in
danger because it is "being built without proper permits.
The protesters demonstrated for respect of the Conservation
and Development Act of Culebra, Act No. 66 of June 22,
1975. Many Culebrenses participated in the march.

ESTUDIANTES PASAN SU
EXAMEN DE BUCEO:
Comienzan Trabajo en Fincas de Coral…
Seis participantes del grupo Exploradores
Marinos de CORALations lograron su
certificación PADI para buceo SCUBA, y
comenzaron a asistir con el proyecto en
Culebra de las Fincas de Coral de la
Universidad de Puerto Rico. La certificación
fue facilitada por el maestro Samuel
(Sammy) Suleiman, Presidente de la
Sociedad Ambiente Marino.
Lectores que han obtenido su certificación
de buceo tendrán alguna idea de las
lecciones que estos jóvenes tuvieron que
aprender, junto con la capacitación bajo
agua como remover la máscara, respirar
con compañero, y señales de manos. Los
Exploradores enfrentaron todas las
situaciones, incluyendo un día de lluvia
fuerte y fría, con confianza y eficacia. Ellos
y sus familias tienen mucho por qué estar
orgullosos. Son: Stephanie N. Garvey,
Kevin O. Graciani, Grace M. Soniano,
Gilmarie Rodríguez Vásquez, Shakira
Sanjurjo Ayala, y Shaina M. Sanjurjo Ayala.
Un gran saludo a Sammy por su enorme
donación de tiempo, esfuerzo y
conocimiento. También agradecemos las
contribuciones del Municipio de Culebra
que aseguró espacio en la lancha para traer
el equipo de buceo, y la Pizzería Heather
por su donación de pizzas para aliviar el
trabajo escolar y los exámenes.
Cinco Exploradores más están en proceso
de certificarse para ayudar con el futuro
manejo de las Fincas de Coral.
Marine Explorers program have achieved their PADI scubadive certification and began assisting with the University of
Puerto Rico's Coral Farm project on Culebra. The certification
was facilitated by dive master Samuel (Sammy) Suleiman,
President of Sociedad Ambiente Marino.
Some lessons these students had to master in class, underwater
challenges of mask removal, “buddy” breathing, and hand
signals. The Explorers handled all situations, including one
day of cold, pelting rain, confidently and efficiently. They and
their families have a great deal to be proud of. They are:
Stephanie N. Garvey, Kevin O. Graciani, Grace M. Soniano,
Gilmarie Rodríguez Vásquez, Shakira Sanjurjo Ayala, and
Shaina M. Sanjurjo Ayala.
A big salute to Sammy for his huge donation of time, effort
and expertise offered to Culebra's kids. Thanks are also in
order to the Municipality of Culebra, which made space on
the cargo ferry to bring SAM's truck full of equipment, and to
Heather's Pizzeria, which donated pizzas to help take the
“sting” out of the classroom quizzes.
Five more Explorers continue the process of becoming
certified to help manage the farms in the future.

Cuadro De Honor por Idalia
En la biblioteca de la Escuela Ecológica el día 14 de mayo
de 2009 se llevo a cabo la celebración del cuadro de honor.
Dieciséis estudiantes lograron mantener su promedio durante
los dos semestres.
Estos fueron, de cuarto grado: Anabel Rivera Soto, Katherine
Albert Pérez y Greshmary Soto Ortiz.
De quinto grado: Iraimavelise Arizméndi Garay, Graciela
Monell Vázquez, Ángel Sanes Rodríguez, Abel Rivera Amaro
y Ricardo Arroyo Feliciano.
De sexto grado: Rosarelis Feliciano Cruz, Noel Ortiz
Colondres, Abner Rivera Soto, Randel Amaro Perales, Gabriela
Serrano Soto y Frank García Rivera
En esta actividad los niños de primer grado cantaron los
himnos nacionales incluyendo el de Culebra. Se aprovecho la
oportunidad para dar premios de otras actividades como por
ejemplo: medallas a los participantes del equipo de Hockey.
Se hizo la aclaración de que no se pudo terminar el torneo
pero se determino quienes ganaron, además segundo y tercer
lugar por medio de la puntuación acumulada hasta el momento
en que detuvieron el juego. Hubo participación de cuatro
equipos.
A los niños que visitan la biblioteca y llevan libros para leer
en su casa también se les dio medallas, esto no solo consiste
en llevarse el libro, como requisito para acumular puntos, los
niños tienen que contestar algunas preguntas y dibujar algo
de lo que vio en el cuento.
Del tercer grado el primer lugar lo obtuvo Yolivette Velásquez
Quiñones con 53 libros. El segundo lugar Angeleina
Hernandez Rivera con 42 libros y entre 20 y 30 libros
estuvieron: Ilianis Acosta Albert, Adnilem Ramos Villanueva,
Imalay Soto Pabón y Kenneth Figueroa Maldonado.
De segundo grado: La ganadora fue Milca Soto Alvarez
con 20 libros, y además se le entrego certificados a todos
aquellos niños que durante el año sacaron libros e hicieron
buen uso de la biblioteca y sus recursos.
Durante la misma actividad se hizo entrego de certificados
a aquellos niños que aprovecharon su horario de almuerzo
para estar en la biblioteca y participar del programa de
manualidades “Aprende, Recicla y Cuida tu Ambiente”

El Jefe de la Policía de Culebra
Establece Unos Programas Nuevos

El Sargento Víctor M. Torres Crespo fue nombrado como Jefe
de la Policía de Culebra el pasado marzo de 2009. Viene de Río
Grande donde su esposa y él tienen 2 niñas de 22 y 15 años. Sus
metas para Culebra es cumplir con todas las leyes federales, estatales
y municipales. Bien importante es que ha establecido dos programas
nuevos.
El primero es el establecimiento de un capítulo nuevo de la Liga
Atlética Policíaca. Se invita a todos los jóvenes entre las edades de
7 a 18 años a visitar el cuartel de la policía los sábados de 9:00am
a 5:00pm. El agente Efraín Monell Ayala estará a cargo de las
actividades del grupo, que incluye voleibol, pelota, baloncesto y
pista y campo. La meta es proveer a los jóvenes actividades que
los mantengan fuera de las calles por las noches.
El segundo programa es de Relaciones Comunitarias, para integrar
la comunidad y el departamento de la policía. El agente Sixto Colón
Munet es el oficial asignado a Relaciones Comunitarias. Se
organizará un comité que ofrezca a personas de varias comunidades
en Culebra la oportunidad de expresar sus preocupaciones y
necesidades.
El Sargento Crespo espera que la comunidad y la policía puedan
“trabajar mano a mano” para abordar las preocupaciones de aquí.
Particularmente, dice que hay planes de patrullar más las áreas y
así minimizar los escalamientos.

Sergeant Victor M. Torres Crespo became Culebra's police chief
in March 2009. He comes from Rio Grande, where he and his wife
have 2 daughters, age 22 and 15. His goals for Culebra are to
comply with all federal, state, and municipal laws. Importantly, he
has established two new programs.
The first is the establishment of a new chapter of the Police
Athletic League (PAL). All youth between the ages of 7 and 18
years are invited to come to the police station on Saturdays from

9 am to 5 pm. Agent Efrain Monell Ayala will lead
activities of the group, which will include volleyball,
baseball, basketball, and track. The goal is to provide
kids with activities and keep them off the street at
night.
The second program is Community Relations,
targeted to integrate the community and the police
department. Agent Sixto Colon Munet is the assigned
Community Relations Officer. A committee will be
organized to allow people from various communities
on Culebra to express their concerns and needs.
Sergeant Torres hopes that the community and police
will “work hand in hand” to address local concerns.
In particular, he says there are plans to patrol more
areas to minimize break-ins.

Susan Marie Viet, PhD, CIH, CET, a Senior Industrial Hygienist at Westat, Inc.has
been recognized for her outstanding work in occupational and environmental health
and safety by receiving the The American Industrial Hygiene Association (AIHA)
2009 Fellow Award .“Her extraordinary accomplishments and contributions to the
profession and to the association make this occasion very special,” said AIHA Past
President Donald J. Hart, PhD, CIH.
Dr. Viet is a senior industrial hygienist, a certified industrial hygienist (CIH), and
certified environmental trainer (CET) with 30 years of experience in the environmental,
health, safety, and epidemiology fields. She is currently the environmental team leader
for the National Children’s Study.

Alcaldia honors its Secretaries on Secretary’s Week 2009
EPA Fines Construction Companies in
Culebra, Puerto Rico for Ignoring Federal
Water Quality Laws
“The failure to implement adequate stormwater
and sewage controls at these construction sites was
harming Culebra’s fragile coastal ecosystems” said
EPA Acting Regional Administrator George
Pavlou.
“Stormwater runoff carries sediments and other
pollutants that endanger sea grasses and coral
ecosystems, which in turn can impact threatened
and endangered sea turtles.”
Sediment runoff rates from construction sites
are typically 10 to 20 times greater than those from
agricultural lands, and 1,000 to 2,000 times greater
than those of forest lands. Sediment discharges
from construction sites can cause physical and
biological harm to waterways.
NPDES requires owners and operators of
construction sites larger than one acre to obtain a
permit and to develop and implement a storm water
pollution prevention plan.

Two endangered species of sea turtles, the
hawksbill turtle and the leatherback turtle, and one
threatened species, the green turtle, inhabit
Culebra’s coastal waters. Elkhorn and staghorn
coral, both endangered species, are also found in
