Abbie's school students proudly display the signed photograph sent to them from President
Barack Obama. The students had written letters to the newly elected President congratulating
him on his election. They learned about US politics at school and had read about his
campaign and platform. A winter visitor to Culebra personally delivered all their letters
to The White House in Washington D.C.
Estudiantes de la "Abbie's School", muestran con orgullo la fotografía firmada que les
envió el presidente de Barack Obama. Los estudiantes habían escrito cartas al felicitar
al Presidente electo por su elección. Aprendieron acerca de la política EE.UU. en la
escuela y había leído acerca de su campaña y la plataforma. Un invierno visitante a
Culebra, entregó personalmente todas sus cartas a la Casa Blanca en Washington DC

Bono Navideño:
Los170 empleados municipales de Culebra recibieron $1,000.00
($783.77) para un total de $133,239.65
además se utilizaron los fondos de emergencia($7,068.00) por la
inundaciones a causa delas lluvias torrenciales que afectaron a la
isla grande, que nos dejaron su marca en la isla municipio y a los
residentes afectados que sometieron la evidencia requerida (6
personas)se les otorgo un equivalente en artículos del hogar( juegos
de cuartos, electrodomésticos por un valor de $1,1678.14 para cada
afectado.
El Alcalde de Culebra, Abraham Peña Nieves, a través de su
administradora municipal Militza Pérez, informo sobre los
desembolsos de emergencia y además felicito a los empleados
municipales y les recordó que "somos una gran cadena de eficiencia
y producción, que estamos atravesando unos momentos difíciles,
pero que con valor y una fe infinita en nuestro creador, todo será
superado".

funds because of flooding rains 6 persons were granted an equivalent
household items (sets of rooms, appliances valued at $ 1,1678.14
Adopte un Espacio Vacío por Primera Dama
Para mis vacaciones, mi esposo y yo nos fuimos de viaje en crucero
durante siete días. Cada vez que arribamos a alguna isla, nos íbamos
de excursión para conocer su cultura, la educación, salud y además
saber como vive su gente.
Lo que más nos gustó fue ver lo bello que cada persona adorna el
frente de sus casas. Hasta la más humilde se veía bonita. Pero lo más
hermoso que encontré fue ver que cada espacio vacío estaba sembrado,
verde y con muchas flores.
Descansamos y recargamos energías, para volver a trabajar y al
llegar a Culebra me di a la tarea de hablar con algunas personas y
proponerles esa idea, la cual fue bien recibida, de inmediato comenzamos
en la entrada de Villa Muñecos, ¿la ha visto usted ? aún le falta algunos
detalles.
Además, hemos adoptado la esquina donde está el árbol de Pino
en la intersección del Aeropuerto hacía el Pueblo. Ya tenemos la idea
de lo que vamos a sembrar, e incluso haremos un pozo al estilo antaño
en honor al Pozo Público que allí cerca se encuentra, el cual hace un
tiempo está clausurado. Invito a los que le gusta ver la Isla de Culebra
bonita a que organize un grupo y adopte un espacio vacío y lo ponga
a lucir verde y bello.
Necesitamos voluntarios, preferiblemente con conocimiento en
jardinería, que nos quieran dar la mano para lograr embellecer nuestra
isla. Para más información puede comunicarse con la Sra.Aimee Solís.

Manager Militza Perez, reported on emergency spending, welcomed
municipal employees and reminded them that "it will take efficiency
and hard work, we are going through a difficult time, but with
courage and infinite faith in our creator, all will be accomplished.
"
Adopt an empty space
For our vacation, my husband (ed. Mayor Abraham Peña) and
I went on a cruise for seven days. Each time you arrived at some
island, we went on ashore to see their culture, education, health
and also know how the people live.
What we liked most was seeing how beautiful some people
decorated the front of their houses. Even the most humble looked
pretty. But the most beautiful thing I found was to see that every
empty space was filled with plants and plenty of flowers.
Rested and recharged, we returned to Culebra and began talking
to some people and proposed this idea, which was well received.
Immediately we began, at the entrance of Munecos, Did you see
it? It still needs some more details.
We have also adopted the corner with the pine tree at the
Airport/Zoni Rd intersection. We already have the idea to plant
at the Old well now closed. I invite those who would love to see
Culebra as beautiful to organize a group and take an empty space
and make it look green and beautiful.
We need volunteers, preferably with knowledge in gardening, we
want to beautify the power to reach our island. For more information

Chefs for Charity
La Asociación Educativa de Culebra le da las gracias
a todos los que de una forma u otra nos ayudaron para
que la actividad Chefs for Charity fuese un éxito.
Agradecemos este éxito y les dedicamos la actividad
a los Chefs de Culebra: Dinghy Dock, El Edén,
Heather's, Juanita Banana's, Mamacita's, El Batey,
Susie's, The Spot, Bahía Marina y en especial al Sr.
José Mayoral por auspiciar por segunda vez esta
actividad a beneficio de nuestra agencia. También
le damos las gracias a El Nuevo Día, Méndez & Co,
Radio Joe, M & N Aviation, Air Flamenco, Mark
Wilken, el grupo Tinglao y a Galdín Romero y su
grupo, y especialmente a todos los voluntarios que nos
ayudaron. Lamentamos que no pudiéramos recibir a
muchas personas y buenos amigos a la actividad pero
tuvimos limitaciones de espacio y comida. Se vendieron
todas las taquillas y necesitábamos respetar el espacio
para los que habían comprado con anterioridad. Para
futuras ocasiones haremos los ajustes necesarios. Los
fondos recaudados nos van a ayudar en nuestros gastos
operacionales. La Agencia funciona unicamente con
donativos y ante los recortes de Fondos Unidos y el
aumento del salario mínimo federal, la situación
operacional se ha afectado de forma significativa. Hemos
estado ofreciendo servicios a la comunidad por más de
25 años y continuaremos haciéndolo gracias al apoyo
de todos. Gracias a la Junta de Directores y a nuestro
equipo de trabajo que siempre dicen presente.
The Asociación Educativa de Culebra (The Center)
thanks everyone who, in one way or another, helped
assure that the recent Chefs for Charity event was a
huge success. We sincerely appreciate this effort and
dedicate the activity to the Chefs of Culebra: Dinghy
Dock, El Edén, Heather's, Juanita Banata's, Mamacita's,
El Batey, Susie's, The Spot, and Bahia Marina, especially
Mr. José Mayoral for supporting this event for the
second time. Also we thank El Nuevo Día, Méndez &
Chefs for Carity was held at Bahia Marina
Co., Radio Joe, M & N Aviation, Air Flamenco, Mark Wilken, our Tremendous
young volunteers, and the musical groups “Tinglao” and “Gardín Romero Band”.
We regret that, due to limited capacity and food availability, we were unable to
receive everyone who wanted to attend. All tickets were sold based on the facility's
maximum capacity, and future events will be planned to allow for more people, if
possible. The funds raised through this event will be used to offset operating
expenses at the Center. The agency functions soley on donations; decreases in
United Way funds and a simultaneous increase in the federal salary minimum wage
have significantly affected our daily operations budget. We have offered services
to the Culebra community for the past 25 years and will be able to continue thanks
to your support. A tremendous thank you to the Board of Directors and our work
team who always say "Presente"!

Culebra Vive - El Encendido Navideño - The Christmas Lighting Fiesta

La plaza estaba llena, cientos de residentes, e isleños formaban la vasta multitud
frente a la tarima; un espiritu familiar y de mucha alegria sostenido y animado servía
de preludio al gran espectaculo, asi como las olas del mar se agitan y mugen antes
de la tempestad. Era el 4 de diciembre, la temperatura fresca y agradable, una noche
de paz y tranquilidad, noche de reposoy de compartir. De súbito la compañera Dolly
comenzó el conteó regresivo y en un instante surgío una silueta esplendorosa. Culebra
cobró vida. Se metió de llena la navidad, mostrando a todos
los seres humanos la importancia de la reconciliación, el perdón, y el amor entre
todos los hijos de esta tierra.
The square was full, hundreds of residents and islanders formed a vast crowd in front
of the dais. Family spirit, lots of joy and gaiety served as a prelude to the great
spectacle, just like the sounds of an agitated sea before the storm .4It was the December
6, the temperature was cool and pleasant, a night of peace and quiet, a night to relax
and share. Our friend Dolly suddenly began counting backward and in an instant
arose a splendid silhouette. Culebra came to life. Full of Christmas spirit, humanity,
displaying the importance of reconciliation, forgiveness and love among all the sons
of this land.

HOLA, PUEBLO CULEBRENSE
Unión, Acción y Efecto De Unirse
Hoy comienzo con qué significa unión. Para mi es la acción
y efecto de unirse o de un conjunto de personas que quieren
lo mejor de este pueblo a nivel social y no personal. Yo hago
un llamado a todos los líderes de Culebra, independientemente
de las diferencias que han dividido a este pueblo. Ya que en
equipo es que se gana, y si se trabaja en equipo tendremos un
equipo ganador y ese va hacer el pueblo de Culebra.
Porque si no nos unimos se sigue afectando el futuro de
Culebra y el pueblo somos todos los que vivimos día a día en
Culebra y es lamentable que no nos ayudemos unos a otros.
Hemos visto que Culebra se sigue afectando y si se sigue
peleando entre si, nunca tendremos un mejor futuro. Hemos
visto la mala racha de la economía a nivel mundial y local y
si esto no mejora vendrán cosas peores. Por eso y muchas
cosas más les hago un llamado sincero ya que estamos viendo
familias afectándose, quedándose sin trabajo. Es bien triste y
lamentable, ya que a nivel social y emocional afecta a todas
las familias. A todos les menciono, hay que pensar en el
presente y futuro de este pueblo.
Y a los jóvenes hay que atenderlos, guiarlos, darle consejos,
oportunidades, enseñarles valores y mucho respeto, con eso
se preparan nuevos líderes para el futuro de Culebra. Por que
los líderes no son señalados, nacen con ese don, con ganas de
servirle a su pueblo y las ganas de trabajar por su gente,
independiente de su ideología política y religiosa. Nadie es
perfecto sólo DIOS.
Mi deseo es que nos unamos, que Culebra progrese poco a
poco, no desmedidamente, que tenga recursos, que se mejoren
todos los servicios, que los niños y jóvenes se desarrollen lo
más humanamente posible, que tengan valores, principios y
una buena educación. Y así todos ganamos y aportamos un
mejor futuro para Culebra y seremos mejores personas. Porque
en la unión está la fuerza y un pueblo unido jamás será vencido.
El llamado es con sinceridad, con respeto y no tan sólo en
año eleccionario, ya que cada cuatro años nos ponemos más
viejos y no pensamos que llegaremos a eso. Porque si seguimos
con las diferencias que hay tendremos consecuencias y ya
todos las hemos vivido y yo no quiero ser parte de eso. Porque
es lamentable. Y de corazón no quiero que el pueblo de Culebra
se siga afectando. Quiero que nos unamos para así trabajar
juntos por un mejor futuro. (PIÉNSENLO)
Union and then Action
It's time to talk about unity. For me it's a group of people
who want the best socially, a team, who beyond their own
interest are willing to come together. To have a winning
team we need the help of all of our leaders regardless of
the differences that have divided this town.
Because if we do not join together we will still affect
the future of Culebra and that would be unfortunate. We
need to help each other. In Culebra we have seen the
effects of fighting each other. Locally we are having hard
times due to the economy and improvement will be slow.
On a personal level we are seeing families affected by
work layoffs. It is very sad and unfortunate, because the
families feel it socially and emotionally. Everyone, please
we need to think about what is happening to us and the
future of our town.
Our young people need us to, guide them, give advice,
and teach them values and real respect. With that we will
have new leaders that are prepared for the future of Culebra.
Because leaders are born with that gift, wanting to serve
people and the desire to work for people, regardless of
their political and religious ideology. Nobody is perfect,
only GOD.
My wish is that we join, that Culebra progresses slowly,
not irrationally, and that requires resources, to improve
all services for children and youth as much as humanly
possible, with values, principles and a good education.
And we all will win and bring a better future for Culebra
and be better people. Because union is strength and a
united people will never be defeated.
My message is sincere, respectful, and not just for an
election year, every four years we also get older and don't
think beyond that. I will not be part of continuing with
our differences and all the resulting consequences we
know so well. Because it is regrettable. I want us to unite
and work together for a better future. Let's think about
that.

Birdwalk at Laguna Flamenco
To honor and mark Theodore Roosevelt's establishment of
the National Wildlife Refuge System (NWR) in 1903, that
has since grown to over 500 refuges, Refuges everywhere
celebrated NWR Week on Oct. 11-17. In the Caribbean,
NWR Week began at Vieques and culminated at Culebra
NWR where Culebra Refuge Manager, Ana Román hosted a
bird walk along “Laguna Flamenco” led by Verónica Méndez
from the Puerto Rico Ornithological Society (SOPI). The
event included Culebrense US F&W Ranger Silamarie Padrón
and was coordinated by Gisella Burgos of U.S. Fish & Wildlife,
Boquerón. Gisella, “About 20 people, adults and children,
joined us on this birdwalk. The weather was great! It was a
still morning with the exquisite beauty of nature happening
right before our eyes. Antillean Crested Hummingbird, Green
Mango, White-cheeked Pintail, Common Moorhen and a
Flamingo were just a few of our feathered friends spotted
during the walk. The highlight of our walk was viewing this
lonesome Flamingo. For years, Flamingos haven’t visited the
area, but since early this year, this lonely Flamingo has been
enjoying the Lagoon.”

Nacionales de Vida Silvestre por Theodore Roosevelt en 1903,
el cual ha crecido con más de 500 refugios, los Refugios en
todas partes celebraron la Semana de los Refugios Nacionales

A son pays tribute to his father - A sentimental journey for Tomasito Ayala
and Digna Feliciano as they visit the Boulder Forest that ends at the muellecito
(Flamenco Beach). It is the place for memories of Tomás Ayala, late husband of
Digna and father of Tomasito. Tomás Ayala climbed these boulders and played
on them as a child, then through the years family picnics , baptisms, and finally
the resting place for his ashes.
The muellecito has so many “connections” to our community and our history from celebrations throughout life to the
memories of days when the culebrenses were thrown out of their homes and ranches at flamenco beach to make way for the
US Military. In a super human effort they did their best to “go along - get along”; after years of restrictions, threats and
injuries, they had enough. Like David vs. Goliath they defeated the US Navy in a long struggle between 1970 and 1975.
For almost 35 years the muellecito has been at peace, once again enjoyed and used for lifes most important celebrations;
there was a baptism there last week.
Our visitors find it hard to believe that our Island is so natural, so pure, a real treasure, “the last one in the Caribbean” they
say, so rare it is priceless. That’s the way everyone feels, except Victor Gonzalez. The taunting and intimidation by continually
blocking our access or restricting our access are disrespectful and an affront to our dignity and pride. The Island now will
respond.
The Island will stand as one and demand its history and dignity

El Muellecito requiere
atención y acción inmediato

El gobierno federal de los E.U. designó desde 1998
las aguas de Culebra como hábitat crítico para el peje
blanco (Chelonia mydas), especie en peligro de extinción.
Más recientemente, en el 2006 designó al coral cuerno
de alce (Acropora palmata) y al coral cuerno de ciervo
(Acropora cervicornis) como especies amenazadas bajo
la Ley Federal de Especies en Peligro de Extinción.
El Bosque de Piedra, localizado al este de Playa
Flamenco, detrás de El Muellecito, actualmente está
siendo impactado significativamente por la deforestación.
Este es parte del hábitat crítico de la boa puertorriqueña
(Epicrates inornatus) y del lagartijo endémico de Culebra,
Anolis roosevelti. Ambas especies están protegidas bajo
la Ley Federal de Especies en Peligro de Extinción.
Más aun, durante el 2008 el gobierno federal determinó
que esa zona del mar también constituye parte del hábitat
crítico designado federal para ambos corales. De hecho,
aun existen poblaciones allí en el área del arrecife frente
al Muellecito.
Lo otro, la Ley de Arrecifes de Coral (Ley 147 de
1999) establece claramente que todo tipo de acción que
pueda impactar directa o indirectamente un arrecife de
coral o sus ecosistemas asociados requiere una
Declaración de Impacto Ambiental previo a cualquier
toma de decisión o implantación de acciones que pueda
impactar significativamente a un arrecife de coral o sus
ecosistemas asociados. Las actividades llevadas a cabo
al presente en El Muellecito y en las propiedades
adyacentes están impactando arrecifes de coral
designados por el gobierno federal como hábitat crítico,
al igual que a ambas especies de corales protegidos y
a sus aguas circundantes, lo que igualmente viola la
Ley Federal de Agua Limpia.
La conservación de dichos recursos es el deber
ministerial el Estado Libre Asociado de Puerto Rico
(ej. ACDEC, DRNA) y del Gobierno Federal de los
E.U. (ej. USFWS, NMFS). Entonces, ¿por qué tiene
que ser la comunidad quien lance la voz de alerta? ¿Por
qué tiene que ser la comunidad la que tenga que suplicarle
al alcalde de Culebra, actual Presidente legal de la Junta
de Directores de ACDEC, que tome cartas en el asunto
y expropie dichos terrenos para "salvarlos" de las garras
de la construcción en lugares donde no es sostenible?
¿Es este esta nuevamente la historia de "David" contra
"Goliat"? O nos reivindicamos como pueblo o continuamos de rodillas ante las nuevas formas del imperialismo
del siglo XXI. ¿O es que acaso la historia quedará como
que los culebrenses fueron capaces de sacar a la Marina
de Guerra del imperio mas poderoso de la historia, pero
no pudieron detener a un terrateniente que sólo le
interesaba su lucro personal a cualquier costo ambiental?
Veremos a ver cómo la historia juzga dichas acciones.
Hasta ahora, los nombres de las diversas agencias
responsables se están escribiendo en la página incorrecta.
Aun están a tiempo para enmendar la falta de acciones.

a la zona del Muellecito de Playa Flamenco. Primero fue un porton, luego
un muro. Cuando un camino histórico no puede ser cerrado y
controlado exclusivamente por él, Víctor construyo dos nuevas (e innecesaria)
carreteras con pendientes pronunciadas por la montaña, creando más caos en
un ambiente natural prístina que se había mantenido sin cambios durante 35
años. ¿Es esta conservación??
This is the latest attempt by Victor Gonzalez to restrict access to the Muellecito
area of Flamenco Beach. First there was a metal gate, then a cement wall.
When a historical road could not be closed and controlled exclusively by him,
two new (and unnecessary) roads were carved down the mountain creating

A la Playa de “El Muellecito” también se le conoce como “El estanque
de los tiburones” porque la Marina de Guerra estuvo realizando experimentos
sobre el uso de potenciales repelentes contra tiburones en ese lugar por
algún tiempo. El Muellecito ha estado en paz por casi 35 años desde la
salidad de la Marina de Guerra. Los dos espigones del antiguo muelle aun
permanecen allí. La deforestación excesiva del área y movimiento de
terrenos para la construcción de caminos en terrenos muy inclinados y
susceptibles a la erosiónhan desestabilizado el área y el sedimento está
impactando los ecosistemas aledaños, incluyendo la Laguna Flamenco, la
playa y el arrecife de coral adyacente a El Muellecito.Además, el trabajo
se ha llevado a cabo al margen de la Ley, sin la preparación previa de una
declaración de impacto ambiental y sin implantar los mecanismos requeridos

Terrie Hayward to run Boston Marathon
Terrie Hayward, of the Palmetto Guesthouse will be
running the Boston Marathon again this year. Originally
from the Boston area it was a dream come true to have
been able to participate last April.
This year, Terrie will be running on behalf of team MSAMS
(Making Strides Against Multiple Sclerosis). Her sister
in law, Mark’s sister, was recently diagnosed with MS
and though Terrie wavered back and forth about applying,
because, now, armed with the knowledge of just how far
you have to run to make it to the finish (we’re talking the
early morning training runs, running in the heat, sore legs
walking up stairs after a particularly long run, etc.) she
had to really think about if she was ready to give the
commitment another go…. Then she thought of her sisterin-law, dealing daily with MS and realized that this was
a small thing that she could do to contribute to her fight
and the fight to make the world free of this debilitating
disease.

Snapperfarm again ? Si o No?
In 2001 a promising fish farm or “aquaculture” project was
presented to the Fishermen's Association of Culebra. That project,
a pilot project would test the viability of open ocean fish farming,
particularly in the Caribbean. The project promised to Culebra an
unusual opportunity to play an important part in this type of business
and offered the prestige this type of research would bring to Culebra.
In the declining days of Baxter/Travenol, this would be an excellent
new direction.
The deal was made, and as a partner in the operation, the
Fisherman's Association would get their own tent/cage, which would
take the Fishermen's Association in a new direction, local young
men would be recruited and trained to work in this promising
industry, and Snapperfarm would do community education and
outreach, particularly in the schools. The Fisherman's Association
and civic leaders, notably Quique Canovas, had already shown a
progressive attitude by establishing the first Marine Protected
Reserve Area in Puerto Rico, the channel between Cayo Luis Peña
and Culebra. .
The Snapperfarm project began, UPR monitored, the scope of
the project changed from the initial hopes of growing mutton snapper
and cobia, to just cobia; now renamed as Culebran Cobia. The
community service and public relations seemed to be less a priority
once the project began. There were a few outreaches, one notable
“clinic” with Culebra kids in the exploration of possibly growing
lobster, not much else.
But they were available for National Magazines, but hardly a
mention of the unprecedented support Culebra was giving and the
groundbreaking relationship with a traditional Fishermen's group.
Sadly a public relations opportunity in telling an even greater story
of the marriage between Snapperfarm and the Fishermen Association
of Culebra was lost.
In the early days Brian was turning down requests from our divers
and water taxis to take their tourists out to the site. The great potential
for public relations to our eco-minded tourists who would take the
story home with them, many who work in National Media such as
ABC, Nation Magazine, and Martha Stewart, plus University
Professors etc., virtually an endless opportunity to meet significant
contacts, plus the obvious benefit to enhance our tourist product,
was pointed out to them, the dismissal came in the form of “our
insurance won't permit it”. Hold harmless agreements? - NO, Divers
insurance? - No. There was zero interest, no inclination, and no

“When Joe Ayvazian and I first arrived to Culebra to start
Snapperfarm in 2002 many people had asked us to snorkel or
dive at the farm. We turned most people down because we
were there to run a business, not entertain a bunch of people”
Again Brian in 2007, referring to a local who was finally hired: .
“In 2002. . . . was one of those people we turned down (on
multiple occasions) and he became increasingly disgruntled
after repeated refusals so he stopped asking.” “Looking back,
we should have taken him for a dive in 2002 when he first
approached us. At the time, we never realized it, but we should
have been pursuing him, not the other way around.”
But for whatever reason, there was no real development of local
employment; maybe it was just a bad fit. But Puerto Rico? Puerto
Rico with a strong Marine Biology program and young men and
women looking for opportunities to work in the Marine environment,
no one could be found? Brian 2007 :
“At the time (2007) we were (hiring), but I really wanted
a manager, someone with experience. We were advertising at
the time in "salmon farming" communities in Maine and
Canada. However, the responses to our ads left much to be
desired.”
The message to the community was there, it was felt by many,
it didn't have to be said, they didn't have time for us. Without a real
benefit for the community in employment, no partnership in the
August 28, 2009 EPA issued a conditional Discharge Permit
for Snapperfarm, it was one of the major obstacles to their
possible return and expanding their operations in Culebra
from 2 cages to a total of 8 and from 50 tons of fish to 750
Culebra’s boatyard was Snapperfarms base for years
business in the development of a cage for locals, no boost to
tourism, our benefit was Culebran Cobia at $10.00 per pound.
The very basic nature of Aquaculture is being questioned, is
it to feed the world or growing of high price sushi fish? Was
Culebra progressing into modern aquaculture or killing off
traditional fishing for the sole benefit of outsiders? It was losing
its romance quickly. In addition the economics of the industry
are also being questioned. The industry is producing these fish
under heavy subsidies in the form of grants and support (like
Culebra gave) supposedly to offset fish import deficits. More

Should Snapperfarm return to Culebra? These are the lingering
questions:
• With a much larger operation, is there a potentially greater
damage to the ecosystem if a catastrophe occurs?

• An exponential increase in wild fish attraction including
top rank predators like sharks, what will that mean to the
ecosystem and our delicate reef fish population?
.
• If they were too busy to ingratiate themselves to the
community would they be more inclined to this time,
with so much more to do?
• Will local retail of Cobia further impact local fishing and
their sales to restaurants.
• Will there be a greater effort in developing local talent?
(There is a diver certification program for our
youth in place now)
• And maybe the most important: Will they see the
incredible benefits of an interrelationship with tour
operators, as an appealing addition to a quality “green
experience” for our tourism, our most important industry?
There is a tremendous opportunity for Snapperfarm to make
a lot of money, Big Money, somewhere; but if it’s going to be
here, it will take a great amount of good will and effort, and

de peces, o "acuicultura" se presentó a la Asociación de Pescadores
de Culebra. Era un proyecto piloto que pondría a prueba la viabilidad
de la apertura de cultivo marino de peces, particularmente en el
Caribe. El proyecto se comprometió con
Culebra, una oportunidad excepcional para desempeñar una parte
importante en este tipo de negocio y el prestigio que ofrece este tipo

las solicitudes de nuestros buzos y los taxis de agua para llevar sus
turistas hasta el lugar. El gran potencial para las relaciones públicas
con nuestros turistas ecológicos que llevarían a casa, muchos de
ellos que trabajan en los medios nacionales como ABC, La Revista
Nación, Martha Stewart, así mismo profesores, maestros, etc., casi

Culebra para iniciar Snapperfarm en 2002 mucha gente nos
pidió permiso para bucear en la granja. Tuvimos que rechazar
la mayoría de la gente porque estábamos allí para dirigir un
negocio, no entretener a un montón de personas ".
De nuevo Brian en 2007, refiriéndose a un local que finalmente
fue contratado dijo:
"En el año 2002. . . . una de esas personas a las que rechazé
varias veces se volvió cada vez más descontento y después de
reiteradas negativas dejó de preguntar ". Mirando hacia atrás,
debimos haberlo llevado a una buceada en el año 2002,cuando
por primera vez se nos acercó. En ese momento, nunca nos
dimos cuenta, pero deberíamos haber estado persiguiéndolo a
él, no al revés".
Pero por alguna razón, no había un verdadero desarrollo del empleo
local, tal vez sólo era una mala solución. Pero Puerto Rico? Puerto
Rico, que cuenta con un fuerte programa de Biología Marina y tiene
hombres y mujeres jóvenes buscando oportunidades de trabajo en
el medio marino, ¿nadie los puede encontrar?
El mensaje a la comunidad estaba allí, muchos lo sentían, no tenían
quédecir, y no tenían tiempo para nosotros. Sin un beneficio real
para la comunidad proveyendo empleos, sin asociación en el negocio
para el desarrollo de una jaula para la población local, lo único que

The form of aquaculture practiced today
in Hawaii, New Hampshire, and Puerto
Rico is something quite new. The first
experimental cages were deployed off
the coast of Washington state in 1989,
and the first commercial operation
opened in 2001.
Fish to Pellets to Fish Again
Aquaculture operators feed the pellets
to farmed finfish. How many pounds of
wild fish does it take to get one poundof
farmed fish? About five pounds of small fish produce one pound
of dry fishmeal or fish oil, which in turn makes up about 40 percent
of the feed for marine finfish. The fish, on average, gain one pound
for every two pounds of pellets that they eat, until they reach market
size and become food for humans.Thus, every two to six pounds
of fish caught in the wild yield one pound of fish raised in a cage
Bad Trade Perhaps the most frequently used argument in support
of offshore aquaculture is that it can help close the U.S. seafood
trade deficit, which rose to an all-time high of $9.2 billion in 2006.
The country imported $13.4 billion in seafood last year, up from
$5 billion in 1990. Meanwhile, exports have remained essentially
flat in recent years. A closer look at the problem reveals that
increasing production of the type of fish grown by the nation’s
offshore aquaculture facilities likely will offer no relief. Most of
the fish raised by the operations in Hawaii and Puerto Rico are
high-priced fish served in fine dining restaurants and sushi bars.
The major seafood imports, however, are all common seafood types
available at most mainstream grocery stores and restaurants. The
top imports are shrimp, salmon, crabs, tilapia, tuna, and shellfish.

Culebra is Enamorados

for Lovers Nosotros (mi marido, Ben, y yo) navegamos en Culebra
por nuestra primera vez el 16 de abril de 2009. Nos esperábamos que nos
gustara, y sobre todo esperábamos visitar los arrecifes de coral y sus cayos
periféricos con nuestros snorkels. Lo que no esperábamos era enamorásemos
- por la belleza natural de la isla, por supuesto, pero aún más por la gente
para quienes Culebra es su casa.
Poco después de llegarmos, nosotros leemos el nuevo libro de Richard
Copaken, “Target Culebra: How 743 Islanders Took on the Entire U.S.
Navy and Won.” ("Objetivo Culebra: Cómo 743 isleños combatieran toda
la Marina de los EE.UU. y ganaran", aún no traducido para el español).
Nos sorprendió la historia de la liberación de Culebra del bombardeo de
la Marina de los EE.UU. Queríamos conocer a algunas de las personas
que fueran tan fuertes y valientes en esta lucha durante la década de 1970.
Una cosa llevó a la otra, y pronto me encontré entrevistando a varias de
las sorprendentes personas que han ayudado a hacer de Culebra lo que es

In Love with Culebra By Sylvia Olson
We (my husband Ben and I) sailed into Culebra for our first time on
April 16, 2009. We were expecting to like it, and were especially looking
forward to snorkeling its coral reefs and visiting its outlying cays. What
we didn't expect is that we would fall in love – with the island's natural
beauty, for sure, but even more with the people who call Culebra home.
Shortly after arriving, we read Richard Copaken's new book, “Target
Culebra: How 743 Islanders Took on the Entire U.S. Navy and Won.” We
were stunned by the story of Culebra's liberation from the U.S. Navy's
bombardment. We wanted to meet some of the people who were so strong
and courageous during that struggle in the 1970s.
One thing led to another, and soon I found myself interviewing several
of the amazing people who have helped make Culebra what it is today: a
safe and close-knit community. The profiles of these people will be

José Pérez, un anciano sabio de Culebra

Caminando por la calle principal de Culebra hacia el
muelle del ferry, quizás vea una casa a su izquierda,
brillantemente pintada de color amarillo y verde, y en el
balcón de esta casa tal vez vea a un hombre mayor tallando
o pintando un modelo de velero. Conozca a José (Joe) Pérez,
uno de los ancianos sabios de Culebra, aunque tal vez él se
reiría de esa descripción.
Nacido en noviembre de 1918, sólo una semana después
del armisticio que terminó la Primera Guerra Mundial, el
Sr. Pérez creció en los primeros años de la presencia de la
Marina de los EE.UU. en Culebra. La práctica con fusiles
comenzó alrededor del 1924, recordó. "Ellos eran solamente
chicos de 18 a 21 años de edad con fusiles, disparando balas
de fogueo. Nosotros los llamábamos los "balas blancas".
Ellos no podían hacerte daño", señaló.
Al principio, a la gente le gustaba tener la Marina aquí.
"Era bueno para los negocios," relató El Sr. Pérez. "Pero
los grandes aviones, los grandes buques y los tanques
vinieron con la Segunda Guerra Mundial. Cuando comenzó
el bombardeo pesado, ya no era tan bueno. Su objetivo era
la parte norte de la isla, pero a veces erraban y llegaban al
otro lado. Hubo muchos accidentes en Flamingo", dijo. Ël
recuerda cuando el acorazado "Missouri" disparó un obús
que cayó en el centro del pueblo.
"Cada año había armas nuevas y bombas más grandes",
relato el Sr. Pérez. "Los grandes "booms" sacudían la casa.
Finalmente ellos trasladaron las armas grandes para Vieques.
Culebra es demasiado pequeña para eso. "
El hijo del Sr. Pérez, Benjamín, fue uno de los líderes de
las protestas durante la década de 1970 que resultaron en
la salida de la Marina de Culebra. "Las protestas se iniciaron
cuando la Marina de Guerra quiso tomar más tierra. Los
agricultores no querían dejarlas. Mi hijo y los otros eran
jóvenes, y a los jóvenes les gusta protestar ".
Mientras hablábamos, El Sr. Pérez tallaba un modelo de
velero. "Cuando yo era niño, no teníamos ningún tipo de
juguetes como ahora. Uno hacía su propio juguete. Hace
varios años intentó hacer un modelo de barco, igual al que
tenía cuando era niño. "Los hago desde entonces", dijo.
Algunos son regalados, algunos se venden, y algunos más
grandes han ido al museo. "Esto me mantiene ocupado",
dijo con un brillo en sus ojos.
Al preguntarle en qué había trabajado, se rió. "Hice de
todo en mi vida - con excepción de volar un avión, ¡y tengo
un yerno que hace eso! Navegué, construí barcos, pesqué,
trabajé en la tierra, fui carpintero, trabajé en la alcaldía".
"Trabajé durante 32 años en la alcaldía. Me encargaba
del generador eléctrico que utilizábamos para tener luz. Yo
era el capitán de la lancha municipal. Se trataba de una
embarcación de emergencia que utilizábamos para llevar a
la gente a Fajardo. También la utilizábamos para llevar a
nuestros jugadores de béisbol a St. Thomas y Vieques, para
los torneos", recordó. "Luego hice un adiestramiento en
defensa civil y trabajé en eso."

Él y su esposa tuvieron tres niños y tres niñas. "¡Estoy

también", relató. "Ahora hay mucha gente en el pueblo
que no conocemos, de Puerto Rico y de los Estados Unidos.
Ya el pueblo no es tranquilo; ahora solamente el campo
es tranquilo. Todo en la vida cambia. " _

José Pérez, A Wise Elder of Culebra,

Walking down Culebra's main street toward the ferry dock,
you may notice a brightly painted yellow and green house on
your left, and on the porch of that house you may see an older
man carving or painting a model sailboat. Meet José (Joe) Pérez,
one of Culebra's wise elders, though perhaps he would chuckle
at that description.__
Born in November 1918, just a week after the armistice
ending World War I was signed, Sr. Pérez grew up in the early
years of the U.S. Navy's involvement on Culebra. Practice with
rifles started about 1924, he remembered. “They were just 18to-21-year-olds with rifles firing blanks. We called them 'white
bullets.' They couldn't hurt you,” he noted.
At first, people liked having the Navy here. “It was good for
business,” Sr. Pérez recounted. “But the big planes, big ships
and tanks came with World War II. When the heavy bombing
began, it was not so good. They aimed at the northern part of
the island, but sometimes they missed and it came to the other
side. There were many accidents at Flamingo,” he said. He
remembers when the battleship “Missouri” shot a shell that
landed in the middle of town.
“Every year there were new weapons and bigger bombs,”
Sr. Pérez related. “The big 'booms' would shake the house.
Finally they moved the big weapons to Vieques. Culebra is too
little for that.”
Sr. Pérez's son, Benjamín, was one of the leaders in the
protests during the early 1970s that resulted in the Navy leaving
Culebra. “The protests started when the Navy wanted to take
more land. The farmers didn't want to give it up. My son and
the others were young people, and young people like to protest.”
As we talked, Sr. Pérez whittled on a model sailboat. “When
I was a boy, we didn't have any toys like they do now. You
made your own.” Several years ago, he tried making a model
boat, like he had when he was a boy. “I've been making them
ever since,” he said. Some are given away, some are sold, and
some larger ones have gone to the museum. “It keeps me busy,”
he said with a twinkle in his eye.
Asked what he had done for a living, he laughed. “I did
everything in my life – except fly a plane, and I have a son-inlaw who does that! I sailed boats, built boats, fished, worked
in the land, was a carpenter, worked in city hall.
“I worked for 32 years at the municipal hall. I ran the electric
generator we used to have for lights. I was the captain of the
municipal boat. This was an emergency boat we used to take
people to Fajardo. We also used it to bring our baseball players
to St. Thomas and Vieques for tournaments,” he recalled.
“Then I took training for civil defense and worked at
that.”
He and his wife had three boys and three girls. “I'm
proud of them!” he said. All of his children had children,
who had children, who had children, who had children.
“Now my family is bigger than all the people who live
in Culebra!” he joked. He has three great-great-greatgranddaughters, the start of the fifth generation of his
descendants. He loves it when the younger generations
visit. When I talked with him in April, he was looking
forward to a visit from his two daughters and their
families who live in the States.
“Thirty years ago Culebra was a quiet place. We
knew everyone. People would come from the States to
spend the winter, and we knew them, too,” he recounted.
“Now there are lots of people in town we don't know,
from Puerto Rico and the States. It's not quiet any more
in town; now just the country is quiet. Everything in
life changes.”

Juan de la Cruz Padrón
Juan de la Cruz Padrón Rivera just celebrated his 97 th
birthday in Long Island, NY November 24th.
I spoke with him and he was in good health and very happy.
For a man of 97, he has the heart of a 20 year old, the face of
a 60 yr. old and still enjoys going for walks to play his numbers.
After a recent eye surgery, he now can see 20/20 in both eyes
and has a new outlook on life. He can see things clearly in
ways he hasn't seen them in years.
Juan de la Cruz is a favorite character not only in his family,
but in the hearts of many Culebrenses. He is one of the last
living “dinosaurs” that has roamed the once cow-studded island
of the old Culebra some hardly know. He can tell you stories
all day long about how he would row in to Culebra with his
brothers to go to school from their family home on Cayo Norte.
He will not hesitate to talk to you about how he was the fastest
runner in Culebra or how life was hard for him and his family
growing up on an island very poor or how much he loved
playing baseball here in Culebra, Vieques and Puerto Rico.
He'll also tell you about when he moved to NY as a very young
man not speaking English or how he joined the Army and how
he served Chiang Kai Shek's dinner and got his autograph. Let's
not forget about all the storms he passed alone on Cayo Norte,
and the few times he was lost out at sea on his boat for a few
days just eating cobos and drinking water.
So, here's to my grandpa, Johnny, a man who gave me a
home when I had no place to go, a passion for the island of
Culebra instilled within me from an early age, a man who I
know will outlast us all.

Hablé con él y gozaba de buena salud y muy feliz. Para un
hombre de 97, que tiene el corazón de uno de 20 años, el rostro

números. Después de una cirugía reciente del ojo, que ahora

algunos conocen. Él puede contar historias durante todo el día
acerca de cómo iba remando a Culebra con sus hermanos para
ir a la escuela desde su casa en Cayo Norte. Él no dudaría en
hablar con ustedes de cómo fue el corredor más rápido en
Culebra o cómo la vida era dura para él y su familia creciendo
en una isla muy pobre o lo mucho que le gustaba jugar béisbol
aquí en Culebra, Vieques y Puerto Rico. También te contaría
cuando se mudó a Nueva York muy joven, no hablaba inglés
o cómo se incorporó al Ejército y cómo le sirvió la cena a
Chiang Kai Shek y consiguió su autógrafo. No nos olvidemos
de todas las tormentas que pasaba solo en Cayo Norte, y las
veces que se perdió en el mar en su bote por unos días comiendo
cobos y agua potable.
Así pues, a mi abuelo Johnny, un hombre que me dio una
casa cuando yo no tenía a donde ir, una pasión por la isla de
Culebra inculcada en mí desde edad temprana, un hombre que
sé que va a sobrevivir a todos nosotros.

Laura Morales "Cuchita”
Laura Morales “Cuchita” será siempre recordada por su amplia
sonrisa, su calido saludo y su devoción al gimnasio donde ofrecía
sus ejercicios aeróbicos a diferentes grupos de ciudadanos. Madre
de tres hermosos hijos Michelle, Omar y Camille a quienes con
mucho sacrificio crió aquí en la isla de Culebra. Abuela de cuatro
preciosos nietos que eran la luz de sus ojos, su hija de crianza y
sobrina Yanira quien labora aun aquí en Culebra.
Fue una hija abnegada , atendiendo a sus padres quienes vivieron
en el Edificio Felipa Serrano y a quienes innumerables veces
acompaño en sus traslados a la isla grande a recibir tratamiento
por sus condiciones medicas. Tenia su negocio: Brava al Natural
, donde se encargaba de alojar a cientos de visitantes en las
facilidades que tenia a su cargo. Fue compañera inseparable de
su amado Piri.
Laura será siempre recordada por todos los que tuvimos la
oportunidad de compartir con ella desde cervecitas hasta huracanes.
La extrañaremos mucho. Hasta siempre Cuchita.
Laura Morales "Cuchita” will always be remembered for her
big smile, warm greeting and her devotion to aerobics which she
offered to different groups and residents at the gym. She was a
Mother whose sacrifices here in Culebra raised three beautiful
children, Michelle, Camille Omar and she was a Grandmother to
four precious grandchildren who were the light of her eyes. Her
foster daughter and niece Yanira now works here in Culebra.
She was a faithful daughter, attentive to her parents who lived
in the Felipe Serrano Apartments and countless times accompanied
them on their trips to the big island to receive medical treatments.
She had her own business: Brava al Natural, where she
accommodated hundreds of visitors at the facilities in their charge.
She was inseparable from her beloved Piri.
Laura will be remembered by all who had the opportunity to
share with her from beers to hurricanes. Farewell Cuchita, you
will be missed greatly.

Library yet? It's not your typical quiet library.
It has a lively and informal atmosphere.
We have moved. Our new location is on the road to El Eden and
D's Garden. There will be a second trailer opening with a 24 seat
movie theater and sewing machines.
We have books in both Spanish and English on subjects ranging
from Technology, History, Biographies, Self-help, Religion,
Nautical, Travel, etc. with tons of Fiction, Cookbooks and
Reference books. We also have a Children's & Young Adult
room with lots of books, toys, games and crafts. There is no
charge or membership fee. The library is free to all residents and
tourists. There is a small fee for internet use and copies.
We're open Monday- Tuesday- Thursday-Friday-Saturday from
10:00 am to 2:00 pm.

conduciendo una investigación ambiental en Cerro Balcón, Culebrita, y cayos
aledaños para hacer el área más segura para la comunidad y sus visitantes.
El Comité Consultivo de Restauración de Culebra (RAB por sus siglas en
inglés) consiste de miembros de la comunidad y representantes de el Cuerpo
de Ingenieros que se reúnen regularmente para discutir actividades de
limpieza ambiental, para aportar la opinión de la comunidad y para revisar y
comentar sobre futuras obras de trabajo. El Cuerpo de Ingenieros busca a
miembros de la comunidad interesados en participar en el RAB de Culebra.

The Navy conducted target practice on Culebra using various types of weapons
and munitions for 70 years. Some of these munitions still remain on Culebra.
The U.S. Army Corps of Engineers is conducting an environmental investigation
on Cerro Balcon, Culebrita and surrounding cays to make the area safer for the
community and visitors.
The Culebra Restoration Advisory Board (RAB) consists of community members and agency representatives who meet regularly to discuss the environmental cleanup activities, receive input from the community
and review and comment on future work. The U.S.
