US Bishops Annual Report
on Child Protection Efforts in the Catholic Church
The US Bishops Office of Child and Youth Protection released the annual report in March. The
information gathered in this report reflects the 2014 diocesan audits. About one third of the US
dioceses had an on-site audit with the remaining 2/3 of dioceses completing a data collection
audit. The Archdiocese of Portland was one of the data collection group. We will have our next
onsite audit in 2016. There are 195 dioceses and eparchies in the United States. All but 6 participate in the annual audit process. This public report summarizes the results on the progress in the
implementation and maintaining of the standards outlined in the US Bishops Charter for the
Protection of Children and Young People.
In the audit period of July 1, 2013 to June 30, 2014, over 80 percent of the credible reports of abuse
date back over 25 years with the majority occurring from the 1960s through 1980s. Following are
the 2014 figures for the US Catholic Church (national) and for the Archdiocese of Portland for
background checks and training.

The information that parishes and schools are gathering for the annual letter to Archbishop
Sample makes up the numbers that are sent in for the Archdiocese of Portland.
Archbishop Joseph E. Kurtz, President of the US Conference of Catholic Bishops in his opening
remarks of this report says:
“This report clearly shows we must remain ever vigilant in the protection of children.
Though our promise to protect and heal made in 2002 remains strong. We must not become
complacent with what has been accomplished. It is my hope and prayer that as we continue
to fulfill our promise, the Church will help model ways of addressing and bringing to light
the darkness and evil of abuse wherever it exists.”
Sometimes we wonder when we will be done with all the training and background checks but
unfortunately it is when we think we have done enough that we begin intentionally or unintentionally to become less diligent and lax in our protection measures. The prevention measures that
we take, help to keep us accountable to our policies and procedures. They help to keep the protection of children and youth to forefront of attention. This protection needs to continue to be in the
minds of all adults in the Church; the parents, teachers, employees, volunteers and clergy. It takes
all of us to remain alert to what is happening with the children in our families and in our programs, and to act promptly in reporting when we learn of boundary violations or believe abuse is

Background Check Updates

Year of Grace for Expiring Background Checks Has Ended—Last year when the decision was
made to stop doing background checks through CICS, it was announced that anyone who’s background
check would expire between May 1, 2014 and April 30, 2015 would be given an additional year of grace
before being required to renew it. Beginning this month, any volunteer whose background check was run
in May, 2011 or May, 2012 will need to renew their background check in order to remain in compliance.

Background Check Renewal Cycle – All employees and clergy are now on the same 3-year renewal
cycle as the volunteers. What that means is that during this year, you will need to renew background checks
on all employees whose most recent background check was done more than 3 years ago. Background
checks for Archdiocesan seminarians and all clergy, including permanent deacons, are done through the
Office of Clergy Personnel at the Pastoral Center.

When requesting a background check from Praesidium for an employee or a volunteer, it is important that you use the person’s full legal name. For example: if Maggie Smith’s legal name is Margaret
Smith, then you should request a background check for Margaret Smith, not Maggie Smith. If a background check is done on Maggie Smith, the system will generate a new record in Armatus, thus causing a
duplicate record for Margaret “Maggie” Smith.

Background Check Administrators – We’ve recently heard of people who, upon receiving the link to
do their on-line background check, forwarded that link to other people who were interested in volunteering.
Please caution people NOT to forward that link. Once the link is used, whether by the intended person or
not, it cannot be used again. Encourage them to refer interested volunteers to the appropriate parish/school
personnel.

Red Flags – If you find a red flag in the Background Check Report for your location, please contact the
Child Protection Office either by email ([email protected]), which is the best option, or by calling Cathy
Shannon (503-233-8302) or Margie Workinger (503-233-8370). The red flag indicates that there were
“hits” on either the address/ss# search or the criminal history search and that person is ineligible to volunteer until you have received the okay from the Child Protection Office. Once you notify us that there is a
Red Flag, one of us will review the background check results and determine if the person can be cleared to
volunteer immediately, or if there needs to be further communication with the person directly.

Background Checks are uploaded to Armatus on a weekly basis every Friday. For example,
background checks that were run from Tuesday, May 12, 2015 through Monday, May 18, 2015 are scheduled to be uploaded on Friday, May 22, 2015.

Background Check Cards for Volunteers are no longer being issued. Every Armatus adminis-
trator within the diocese has the ability to view the Armatus record of all Employees and Volunteers
throughout the diocese, thus eliminating the need for Volunteer Background Check Cards.
 Instructions for Completing Online Background Checks should be given to each person for whom
you will be requesting a background check. Attached are copies of instructions for Volunteers in both
English and Spanish, and for Employees in English only. If you have questions, please contact the Child
Protection Office.
Armatus 2.0 Updates
The Child Protection Office has received many calls from employees and volunteers saying they cannot
get into their Armatus account. In almost all of these cases it is due to using the old link for Armatus.
When the Archdiocese upgraded to Armatus 2.0 this required using a new, Armatus 2.0, site. This new
link is http://armatus2.praesidiuminc.com/armatusUser/login. You can also find the link for Armatus
2.0 on the archdiocesan website, www.archdpdx.org/cpo. Please delete all bookmarks in your internet
for Armatus 1 and set up the bookmark for Armatus 2.0.
This change over has certainly been a new learning curve for all of us. Margie and I continue to find
something new or learn a new way to review reports or record data. Like all change there are things we
like in the new system and things we don’t. Below are a few additional changes we discovered.

View All Users – If you want to see the record of a person from another location you will need to
switch organization to Archdiocese of Portland (read-only). You can do this in two ways. You can
click on your location name on the top green banner just left of the logout button. The second way
is to go to Organization, choose the option to switch organizations. To look at the individual’s
record or to make a copy of the record under User choose Current Course Status. Bring up the
person’s name/record as you would anyone under your own location.

Standards of Conduct – Administrators can now record the date of an employee or volunteer
who signed a paper version. To do this go to User, Mark Course Completion. Once you have
located the individual’s Armatus record, choose the course – Standards of Conduct and record the
date signed. Please note on the signed paper version that you recorded this document in Armatus
and your name or initials. This written copy should be kept on file. You can still have individuals
complete the Standards of Conduct online in Armatus.

View/Modify User Records – each user has 3 tabs or pages – Contact information, Organizations, Position and Program Types. Any changes you make under each tab must be saved before
moving on to the next tab. For example: If you change the spelling in someone’s name on the
Contact information page, you need to save it before you go to Position and Program Types to
change works with minors 4 or more times. Again, you need to save on this page as well.

Armatus Administrator Training We will be offering a series of training opportunities for new
or veteran Armatus Administrators. If you are interested in attending one of these training opportunities please register by emailing [email protected] with the date and time you want to attend.
Some trainings will be conference calls so that you can be at your own computer as we are working,
others will be live trainings at the Pastoral Center. Each training will be scheduled for 1 hour in
length.

Instructions for Online Background Checks
Thank you for your interest in employment with the Archdiocese of Portland in Oregon, a parish or school
(“Employer”). As part of the screening process, you are asked to complete a criminal background check.
POLICY CONCERNING CRIMINAL HISTORY
Ordinarily, any person with an adult criminal conviction is not eligible for employment. For
compelling reasons, upon an applicant’s written request and explanation of the circumstances of the
conviction, an exception may be made. An employee is responsible for notifying the parish, school or
Archdiocesan Employer of any change in criminal background status. The Employer reserves the right to
decline to hire or to take any employment action up to and including termination based on criminal
background status whenever, in the judgment of the Employer, it is in the best interest of the parish,
school or Archdiocese to do so.
CONFIDENTIALITY OF DATA
Praesidium Inc. will conduct the criminal background check. Significant efforts have been made to
ensure that the personal information you provide for the background check will be kept confidential and
secure. Highly sensitive information such as social security numbers and birthdates are encrypted after
you have entered the data. Only a partial social security number and birthdate are visible, except to run
the background check, and will remain encrypted thereafter. The encryption is a minimum of 128 bit and
when possible up to a 256 bit encryption. You may contact Praesidium directly at 800-743-6354, if you
have additional questions regarding security of the data.
COMPLETING THE BACKGROUND CHECK
Following are the steps necessary to completing your background check.
1. Your Employer will order a background check using your legal name and email address. This
information is needed in order to avoid undo delay and additional expense in completing your
background check. The information is confidential and will not be used for any other purpose.
2. Background check forms must be completed online; paper forms are not available. If you do
not have an email account or need assistance in completing the online form, make arrangements
to complete the form at the Employer’s offices. You can use your computer, tablet or most smart
phones to complete the online form. (Some android phones have specific requirements that may
prevent completing all functions.)
3. You will receive an email from [email protected] with the name of your
parish, school or Archdiocesan Employer in the body of the email. Click on the link that gives you
access to the online form and follow the directions given. These daily emails will be sent to your
email address for 7 days, so please check your email and complete the background check form
as soon as possible.
4. It is important that you give all the information requested on the background check form.
Some areas will be in pink because they request required information. The other information will
assist, however, in completing the background check process with fewer errors. Please be sure

that you provide your full name as it appears on legal documents such as driver’s license
and passport.
5. At the end of the form you will be asked to read the consent form for the background check to be
run. The consent form refers to the Fair Credit Reporting Act (“FCRA”). The FCRA is a federal
law that requires information contained in the consent to be provided anytime an individual
background check is conducted for various purposes. We note, however, that the background
check to which you are agreeing will not include a credit check or the collection of any financial
information about you.
6. You will provide your signature electronically using your computer mouse or touch pad to write
your signature.
BACKGROUND CHECK RESULTS
What if my background check comes back with a red flag?
The Employer will be notified of a flag on your background check and will contact the Archdiocese’s
Office of Child Protection regarding the flag. In some cases this can be cleared up quickly.
If the report indicates a potentially disqualifying criminal history, Praesidium will email you a copy of your
background check report with instructions on how to respond to either the Office of Child Protection or
Praesidium about the information that was reported. If you do not respond within 10 days of the report
being emailed to you, it will be presumed that you have no additional information to provide in determining
your eligibility for employment. It is your responsibility to check your email for any follow-up information
regarding your background check.
How soon will the background check be completed?
Most background checks are completed in 24-48 hours. The local Employer background check
administrator will be notified of its completion and if there are any flags on your background check.
How soon can I begin work?
As soon as the background check is cleared, the Employer can move forward in finalizing details of your
employment.
Please keep this information sheet until your background check has cleared so that you have

Instructions for Online Background Checks

su dirección de correo electrónico para 7 días, así que por favor revise su correo electrónico y complete

4. Es importante que usted le da toda la información solicitada en el formulario de verificación de
antecedentes. Algunas áreas serán de color rosa porque piden información requerida. La otra
información ayudará, sin embargo, para completar el proceso de verificación de antecedentes con menos
errores. Por favor, asegúrese de que usted proporcione su nombre completo como aparece en
documentos legales como la licencia de conducir y pasaporte.
5. Al final del formulario se le pedirá a que lea el formulario de consentimiento para que la verificación de
antecedentes se ejecute. El formulario de consentimiento se refiere a la Fair Credit Reporting Act
(FCRA). La FCRA es una ley federal que requiere que la información contenida en el consentimiento
debe proporcionarse cuando se lleva a cabo una verificación individual de antecedentes para varios
propósitos. Observamos, sin embargo, que la verificación de antecedentes a los que usted está de
acuerdo no incluirá una verificación de crédito o la recogida de información financiera sobre usted.
6. Usted proporcionará su firma electrónicamente utilizando el ratón o teclado táctil para escribir su firma.

¿Qué pasa si mi chequeo de fondo regresa con una bandera roja?
La Arquidiócesis, parroquia o escuela a la que aplica será notificada de una bandera en su historial y se pondrían
en contacto con la Oficina de Protección de Menores de la archidiócesis con respecto a la bandera. En algunos
casos esto puede ser aclarado rápidamente.
Si el informe indica historia criminal potencialmente descalificadora, Praesidium le enviará por correo electrónico
una copia de su informe del chequeo de fondo con instrucciones sobre cómo responder a la Oficina de
Protección de Menores o Praesidium sobre la información que se divulga. Si usted no responde dentro de 10
días de ser enviado por correo electrónico el informe, se presumirá que no tiene ninguna información adicional
para proporcionar que ayudará a determinar su elegibilidad para el voluntariado. Es su responsabilidad revisar su
correo electrónico para cualquier información de seguimiento con respecto a su verificación de antecedentes.
¿Cuándo se completará la verificación de antecedentes.
La mayoría de los antecedentes se completan en 24-48 horas. El administrador de antecedentes Arquidiócesano
de la parroquia o escuela será notificado de la finalización y si hay alguna bandera en su historial.
¿Cuándo puedo empezar a trabajar?
Tan pronto como se reciba una verificación de antecedentes limpia, la Arquidiócesis, parroquia o escuela puede
avanzar en la finalización de los detalles de su servicio voluntario.
Por favor mantenga esta hoja informativa hasta que sepa que su historial está limpia para que tenga
