Por tercer año consecutivo, el Perú será país patrocinador de la
Convención internacional de minería más grande el Mundo organizada
por el Prospectors and Developers Association of Canada (PDAC).
Este esfuerzo nos debe de llenar de gran orgullo. Sin embargo, nunca
perdamos de vista que todo mérito conlleva una gran responsabilidad.
Por octavo año consecutivo, la Cámara de Comercio Canadá
Perú asume el mandato otorgado por el Gobierno Peruano de llevar
un programa robusto, unificado y competitivo a Toronto. Como todos
los años, la Cámara asume diligentemente esta gran responsabilidad,
reconociendo que nuestra institución está posicionada como la
plataforma ideal para unir eficientemente a todos los sectores que
deben de estar representados en esta importante Convención.
Reconociendo los retos que se vienen presentando en el sector
minero al nivel mundial, la Cámara en coordinación con el Ministerio de
Energía y Minas, PROMPERU y MINCETUR, el Comité Organizador PDAC
2016 y el Comité Consultivo PDAC 2016 ha elaborado un programa del
que todos los peruanos debemos de estar sumamente orgullosos.
El programa que llevaremos a Toronto entrega un mensaje potente
y alentador: Peru, a mining country with competitive advantages. Y este
mensaje es precisamente lo que veremos reflejado en el contenido que
se presentará en el Perú Day. En esta gran oportunidad que el Perú tiene
para presentar nuestras ventajas competitivas en el sector minero, lo
haremos informando a nuestra audiencia internacional desde varias
aristas: presentaciones de operaciones mineras de diversos metales, las
cuales han salido adelante exitosamente y resaltan que nuestro país en
uno polimetálico; la presencia de los Ministros de Energía y Minas y de
Agricultura , para enviar un mensaje fuerte y optimista sobre la simbiosis
que todos anhelamos tener entre estos dos sectores; presentaciones
uniendo por primera vez al INGEMMET y a PROINVERSIÓN para
demostrar que nuestra riqueza geológica también es apoyada por
esquemas que promueven la inversión privada; y, finalmente pero no
menos importante, casos de éxito presentados por proveedores mineros,
quienes demuestran que el Perú cuenta con una malla empresarial
de empresas conectadas a la minería que operan con eficiencia y
promueven innovación, componentes claves para costos competitivos
en el sector.
Es así como los invito a unirse a la delegación del PDAC 2016 y
llevar orgullosos este excelente programa. Este programa es de todos
nosotros. Juntos, promoviendo la minería de nuestro país!

For the third consecutive year, Peru will sponsor the World’s
largest mining convention organized by the Prospectors and
Developers Association of Canada (PDAC). This effort should fill us
with great pride. However, we shall never lose perspective that with
every merit comes a great responsibility.
For the eighth consecutive year, the Chamber of Commerce
Canada Peru assumes the mandate given by the Peruvian
government to coordinate a strong, unified and competitive
program in Toronto. As every year, the Chamber diligently assumes
this great responsibility, recognizing that our institution is
positioned as the ideal platform to efficiently unite all the sectors
that should be represented in this important Convention.
Recognizing the challenges confronted by mining at the global
level, the Chamber in coordination with the Ministry of Energy and
Mines, PROMPERU and Ministry of International Commerce and
Tourism and the Organizing and Advisory Committees PDAC 2016 have
developed a program that all Peruvians should be extremely proud of.
The program we take to Toronto delivers a powerful and
encouraging message: Peru is a mining country with competitive
advantages. And this message is precisely what we see reflected
on the content that will be presented in the Peru Day event.
Taking advantage of the great opportunity that Peru has in order
to present its competitive advantages in the mining sector, we
will provide key information to PDAC’s international audience
through multiple angles: presentations on mining operations
covering multiple metals, which have successfully gone ahead
and highlight our country as polymetallic; the presence of both,
the Minister of Energy and Mines and the Minister of Agriculture,
sending a strong and optimistic message about the symbiosis we
all want to see between these two sectors; presentations uniting
for the first time PROINVERSION and INGEMMET and to show that
our geological wealth is also supported by programs that promote
private investment; and, last but not least, success stories presented
by mining suppliers who demonstrate that Peru has a business
sector connected to mining that operates efficiently and promotes
innovation, key components for competitive costs.
Therefore, I invite you to join the delegation of the PDAC 2016
and be proud of this excellent program. This program is for all of
us. Together, promoting mining in our country!

Como todos los años, una delegación de peruanos viaja a Toronto para promocionar el sector
PERU IN PDAC: COMPETITIVENESS AND OPTIMISM
a Convención Internacional organizada por el
Prospectors and Developers Association of Canada
(Asociación de Técnicos en Prospección y Desarrollo
de Canadá) es el encuentro más importante del
mundo en materia de nuevos proyectos y exploraciones
mineras. En este evento, a realizarse en Toronto del 6 al 9
de marzo del 2016, participan exploradores y prospectores,
mineros, banqueros e inversionistas y empresas
proveedoras del sector minero que promocionan y venden
sus insumos, equipos y servicios. Esta convención contó
con 24,000 delegados de 113 países en la edición del 2015
y se estima que en el 2016, la delegación peruana contará
con más de 250 representantes.

La presencia del Perú como país auspiciador
Los países mineros aprovechan la vitrina que es el
PDAC para exhibir el potencial minero de su geología
y asimismo presentar los esfuerzos realizados por sus
gobiernos para alentar la inversión internacional en este
sector. Teniendo en cuenta esta enorme oportunidad y
gracias al Ministerio de Comercio Exterior y Turismo, el
Perú será país auspiciador de la convención por tercer
año consecutivo, esfuerzo que logrará que el programa
del Perú sea ppromovido de una manera destacada y qque la
marca país esté presente y reconocida antes y durante el
evento. Vale la pena recalcar, que el año pasado Ecuador
replicó esta estrategia y fue país auspiciador junto al Perú.
Este año, Chile también se convierte en país auspiciador de
este importante evento.

he International Convention organized by the
Prospectors and Developers Association of
Canada is the world’s largest event for new
mining projects and mineral exploration.
This event will be held in Toronto from 6 to 9 March
2016. Participants include explorers and prospectors,
miners, bankers and investors and suppliers of the
mining sector who will promote and sell their supplies,
equipment and services. This convention was attended
by 24,000 delegates from 113 countries in 2015 and it
is estimated that in 2016, the Peruvian delegation will
have more than 250 representatives.

Peru’s presence as a country sponsor
Mining countries take advantage of PDAC to showcase
their geological potential for mining and also to
highlight efforts accomplished by their governments to
encourage international investment in this sector. Given
this tremendous opportunity and thanks to the Ministry
of Foreign Trade and Tourism, Peru will sponsor the
convention for the third consecutive year, an effort that
will allow Peru’s program to be widely promoted and its
national brand showcased before and during the event.

El Perú Day también incluirá presentaciones de altos ejecutivos
de compañías mineras que manejan exitosas operaciones en diversos
metales, resaltando de esta manera los bajos costos y el enorme potencial
geológico de un país polimetálico como lo es el Perú. Estas presentaciones
serán seguidas de un panel que unirá por primera vez al INGEMMET y a
PROINVERSIÓN, de esta manera presentando la riqueza geológica de
nuestro país y resaltando los esquemas existentes para promover la
inversión en estos yacimientos.
Haciendo hincapié en que la competitividad minera del Perú incluye
contar con una malla de proveedores mineros, el programa incluirá
también presentaciones de dos compañías, las cuales presentarán casos
donde su eficiencia e innovación trasladaron importantes ahorros a sus
clientes mineros. Vale la pena recalcar, que otros países en la región que
están impulsando la minería no cuentan con la misma malla empresarial
que goza el Perú y este componente es también un valor agregado de
nuestro país como destino minero a nivel mundial.
El programa del Perú Day también contará con un panel donde
se presentarán los resultados de una encuesta realizada por PwC
exclusivamente para la ocasión, la cual registrará las percepciones
sobre los riesgos y oportunidades de invertir en la minería en nuestro
país. Los resultados de esta encuesta serán discutidos y debatidos por
un representante del sector privado peruano, uno de un organismo
internacional y otro de una entidad que promueve las inversiones en el Perú,
teniendo un ramillete importante y diverso de perspectivas y opiniones.
Networking de alto nivel
El Perú Day cerrará con la plataforma de networking para la delegación
Peruana: el Cocktail Peruano. Este año se eligió el Art Gallery of Ontario,
una de las galerías de arte más reconocidas y celebradas en la costa este
de Canadá como la plataforma ideal donde los delegados peruanos podrán
brindar con chilcanos y hacer networking con más de 350 delegados
representando la minería mundial.
Cerrando con broche de oro la Convención, otra plataforma importante
que ofrecerá el Perú es el CEO & Investors Luncheon. Para este almuerzo,
muy esperado por los delegados, la Cámara de Comercio Canadá Perú
se encarga de identificar 160 CEOs y Presidentes de las mineras más
importantes operando en la región así como altos mandos de firmas de
inversión interesadas en canalizar inversiones a la minería de nuestro país.
En este año, el conferencista principal de este evento será Julio Velarde,
Presidente del Banco Central de Reserva del Perú quien fue nombrado
“Banquero del Año” por la publicación internacional The Banker. “Es un
tremendo honor contar con la participación de alguien tan renombrado
como Julio Velarde en este almuerzo. Tenerlo a él es un lujo que
garantizará tener una audiencia importante interesada en lo que él tiene
que decir, no solo en materia de la economía Peruana y el sector minero,
pero también de trends mundiales”, comentó Cecilia Lozada, Gerente
General de la Cámara de Comercio Canadá Perú.

Este año, la Cámara de Comercio Canadá Perú creo el “Kit Oficial de la Delegación” para unir a los delegados una
distinción en común. / This year, the Chamber of Commerce Canada Peru created the “Official Kit of the Delegation” to
unify all delegates under a common branding.
Peru, a mining country with competitive advantages
The Peru Day will also include presentations by senior
executives of mining companies managing successful operations
of various metals, thus highlighting the low cost and the huge
geological potential of a polymetallic country such as Peru. These
presentations will be followed by a panel that will unite for the
first time PROINVERSION and INGEMMET and thus presenting the
geological wealth of our country and highlighting existing programs
to promote investment in this sector.
Noting that Peru’s mining competitiveness includes having a net
of mining suppliers, the program will also include two companies,
which through efficiency and innovation have achieved significant
savings for its mining clients. It is worth noting that other countries
in the region that are promoting their mining sectors do not enjoy the
same net of suppliers as Peru does and this component presents an
added value to its competitiveness.
The program in Peru Day will also feature a panel where PwC
will present the results of a survey conducted exclusively for
the occasion. This survey will map perceptions of the risks and
opportunities associated with investing in Peru’s mining sector.
The results of this survey will be discussed and debated by a
representative of the Peruvian private sector, one of an international
organization and one from an organization that promotes investment
in Peru, thereby, ensuring an important and diverse array of
perspectives and opinions.
High-level networking
The Peru Day will close with a networking platform for Peru’s
delegation: the Peruvian Cocktail. This year the Art Gallery of
Ontario, one of the most renowned art galleries on the Canadian
East Coast was chosen as the ideal venue where Peruvian delegates
will enjoy a Chilcano and network with more than 350 delegates
representing global mining.
Another important platform that Peru will offer at the convention
is the CEO & Investors Luncheon. At this lunch, eagerly awaited by the
delegates, the Chamber of Commerce Canada Peru is responsible for
identifying 160 CEOs and presidents of the most important mining
companies operating in the region as well as senior representatives
of investment firms interested in channeling investment to mining in
our country. This year, the keynote speaker for this event will be Julio
Velarde, President of the Central Reserve Bank of Peru who was named
“Banker of the Year” by the international magazine The Banker. “It’s a
tremendous honor to have the participation of someone as prestigious
as Julio Velarde at this lunch. To count with his presence is a luxury
that will guarantee a great audience interested in what he has to say,
not only in terms of the Peruvian economy and the mining sector but
also on global trends, “said Cecilia Lozada, General Manager of the
Chamber of Commerce Canada.

AMBASSADOR TO PERU AND BOLIVIA
Gran parte de la vida profesional de
Gwyneth Kutz ha buscado ahondar la
relación de Canadá con las Américas.
En la primera parte de la entrevista, la
Embajadora conversó sobre minería y
el apoyo que Canadá da al desarrollo en
Perú, entre otros temas. La segunda parte
será publicada en Dialogue 65.
–¿Cuáles son sus expectativas durante
su estadía en Perú?
–Tenemos una agenda muy nutrida con
Perú ya que en los últimos años las relaciones
han crecido exponencialmente. Seguiremos
trabajando con Perú en Comercio, Educación,
Defensa, Desarrollo, Derechos Humanos,
Gobernabilidad y Democracia. Seguiremos
identificando las áreas claves dónde ambos países
podamos crear sinergias y abrir más puertas.
–¿Cómo está el intercambio comercial
minero? ¿Existen ya indicadores sobre la
inversión canadiense minera para 2015?
–Las cifras de 2015 no están disponibles,
pero puedo decir que Canadá es el tercer
inversionista más grande en minería en el Perú.
Según el Ministerio de Energía y Minas del Perú,
a octubre de este año la inversión canadiense
representó el 14.81% (US$ 8,354 millones), con
62 compañías inscritas públicamente, según la
Bolsa de Valores de Toronto (TSX). Actualmente,
siete compañías están operando nueve minas.
–¿Cómo prevé que se desenvolverá el
intercambio bilateral minero en 2016?
–EEstamos pasando por un tiempo difícil
globalmente debido a los precios de los
minerales, pero las empresas canadienses
siguen muy interesadas en el mercado peruano.
Las inversiones continuarán generando, pero no
como en años anteriores. Conseguir capital es un

Americanos en Washington, DC; fue la
primera persona en ocupar el puesto de
Embajador Residente en El Salvador;
y recientemente, fue embajadora ante
Argentina y Paraguay. También ha
trabajado en España y tuvo la oportunidad
de abrir y encabezar la primera presencia
diplomática canadiense en Albania. Si
bien ella fue nombrada Embajadora ante
Perú y Bolivia en agosto, la Embajadora
Kutz lleva en el corazón desde hace un
tiempo a nuestro país, ya que su primer
nombramiento como parte de su carrera
diplomática fue en Lima, como jefa de la
Sección Consular.

Organization of American States
in Washington, D.C; she has been
the first Resident Ambassador in
El Salvador; and recently she has
served as Ambassador to Argentina
and Paraguay. She has also worked
in Spain and opened and lead the
first Canadian diplomatic presence
in Albania. Even though she was
appointed Ambassador to Peru and
Bolivia in August, Ambassador Kutz
has had a special relationship with
our country for some time, since
her first diplomatic appointment
was in Lima as Head of the Consular
Section.
– What are your expectations for the upcoming
years of your stay in Peru?
– We have a very full agenda with Peru since our
relationship has grown exponentially in the last few years. We
are working together in areas such as Trade, Education, Defense,
Development, Human Rights, Governance and Democracy. In
the following years we shall keep on our joint work on these
sectors. My vision is to continue identifying key areas where both
our countries can create synergies and open more doors.
– Let’s touch on a more specific matter: mining. Could
you comment on the commercial exchange between Canada
and Peru on this sector? Are there already some indicators
available on Canada’s investment in mining in Peru for 2015?
– Unfortunately, the figures for 2015 are not yet
available, but I am able to say that Canada is the second
largest mining investor in Peru. According to the outlook
for 2020 in the mining portfolio of the Ministry of Energy
and Mines of Peru, Canadian investments represent 16% of
the portfolio, with 62 publicly listed companies, according
to Toronto Stock Exchange (TSX). There are currently
seven companies operating in a total of nine mines.
– How do you foresee the development of the
mining exchange between our countries for 2016?
We are going through difficult times at a global level as a
result of mineral sagging prices, however Canadian companies
are still very much interested in the Peruvian market.
Investments will continue to be made, but naturally, not on
the same scale as in previous years. Having said that, we must
consider the difficulties to raise capital in this context, which is
why we do not foresee new major announcements in 2015-2016.Í

–Las juniors, en su mayoría canadienses,
se han visto golpeadas por los bajos precios
de los metales. ¿Qué medidas toma el
gobierno canadiense para apoyarlas?
¿Cuántas juniors operaron en Perú en 2015?
–En Perú actualmente hay cerca de 55 juniors,
más o menos el 90% de las mineras canadienses
en el país. Lo que hacemos siempre es darle los
mejores consejos sobre el mercado local. Esta es
una industria cíclica y estamos para ayudar a los
mineros, pero sabemos que el ritmo del sector va en
consonancia con los precios globales.
–Canadá siempre ha dado fondos
substanciales para promover el desarrollo
en Perú, ¿Qué resultados han obtenido en
temas como diversificación económica y
reforma pública?
–Perú es uno de los pocos países prioritarios
para la cooperación canadiense con una cartera de
proyectos de más de CAD $150 millones. Canadá
contribuye a la mejora de la gobernabilidad en el
Perú. A nivel municipal, hemos apoyado la mejora
del uso del canon minero en 30 municipalidades de
8 regiones del Perú, logrando que 266,000 peruanos
cuenten con mejor infraestructura financiada por
las regalías mineras. Este proyecto, ejecutado por
la Corporación Financiera Internacional (IFC/BM),
ahora se extiende a 8 municipalidades de Apurímac.
Desde el año 2009, cuando entró en
vigencia el TLC con Perú, el Programa CATRTA,
ejecutado por The Conference Board of Canada,
provee asistencia para la implementación de los
TLCs en la región. Se ha apoyado a instituciones
gremiales como ADEX, así como a los
Ministerios de Comercio Exterior y Turismo, del
Ambiente, de Trabajo y Promoción del Empleo.
Gracias al proyecto que tenemos con
ProGobernabilidad y en coordinación con
Presidencia del Consejo de Ministros (PCM),
apoyamos directamente a Tumbes, Lambayeque, La
Libertad y Piura, acompañándolos a nivel técnico en
la transición luego de las elecciones regionales. En
Piura, estamos acompañando también su transición
a la nueva ley de Servicio Civil.

– The junior mining sector, which is mainly
Canadian, has been heavily affected by the falling prices
of minerals. Can you comment on the measures the
Canadian government has taken to support this group in
Canada? How many juniors are there operating in Peru
towards the end of 2015?
In Peru there are currently 55 juniors which make up
around 90% of Canadian mining companies in this country.
As to the support that we may offer them, we provide
them with the best possible advice with regard to the local
market. We are dealing with miners who belong to a very
risky sector. They work in a cyclical industry and we are
here to help them, but we must take into account that the
pace of the industry follows the global prices’ tune.
– Canada has always provided substantial funds
to promote development in Peru, in the framework of
several projects and programs, could you comment
on some of the results achieved on issues such as the
diversification of the economy and the public reform?
Peru is one of the few priority countries for Canadian
cooperation worldwide with over CAD$150 million on
projects. Canada contributes towards the progress of
governance in Peru. At a local level, we have supported a
better use of mining royalties in 30 municipalities in 8 regions
of Peru, so 266,000 Peruvians now enjoy better infrastructure
financed by mining royalties. This project, executed by the
International Financing Corporation (IFC/WB) has now been
extended to include 8 municipalities in Apurimac.
Since the year 2009, with the FTA with Peru, the
CATRTA Program executed by The Conference Board of
Canada has been providing support for the implementation
of FTAs in the region. Thanks to CATRTA, some Peruvian
farmers have already been able to promote their products
in trade fairs in Canada. We have supported business
organizations like ADEX, and the Ministries of Foreign Trade
and Tourism, of the Environment, of Labor and Employment
Promotion and INDECOPI, among other public agencies.
Through other projects, such as the one we have
with the support of ProGobernabilidad and in coordination
with the Office of the President of the Council of Ministers
(PCM) we directly support some regions, such as Tumbes,
Lambayeque, La Libertad and Piura, providing them with
technical support in the transition process following their
regional elections. In the case of Piura, we are also supporting
its transition towards the new law of Civil Service.

Canadá y el Programa de Naciones Unidas para el
Desarrollo (PNUD) apoya a la Oficina Nacional de
Diálogo y Sostenibilidad (ONDS) de la PCM. Gracias
a esta iniciativa, se ha logrado la creación 7 oficinas
regionales, un sistema de alerta temprana, así como
el desarrollo y puesta en agenda de la ley que crea el
Sistema Nacional de Prevención de Conflictos.
En diversificación económica, el proyecto
PRODICOM (ejecutado por SOCODEVI en La
Libertad, Ancash y Cajamarca) está desarrollando 12
cadenas productivas agro-forestales que benefician
a 1593 familias y como parte de algunas de estas
cadenas 165 hectáreas ya fueron reforestadas.
Este proyecto de CAD$ 17,5 millones ha logrado
comprometer recursos adicionales del sector
privado y de Fondo Empleo por CAD$ 4.7 millones.
El FORMAGRO, proyecto a cargo de SUCO
recientemente aprobado ($CAD12.4 millones)
busca hacer los sistemas agrícolas más eficaces y
diversificados. El proyecto, beneficiará directamente
a 2000 jóvenes entre 16 y 35 años y a sus familias.
–Recientemente hubo un cambio de
gobierno en Canadá. ¿Cuál es la estrategia
de relaciones exteriores del nuevo Primer
Ministro Trudeau? ¿Variaría a la de la
administración anterior?
–El gobierno ha puesto mucho énfasis
sobre la transparencia y la responsabilidad
de los ministros. El Primer Ministro Trudeau
quiere que Canadá sea un miembro muy activo y
constructivo en la comunidad internacional.
En su mensaje al nuevo gabinete, el Primer
Ministro ha señalado que priorizará el compromiso
a un gobierno abierto y transparente; a la excelencia
en el servicio público; a renovar la relación con las
comunidades indígenas; a reforzar el compromiso
de Canadá en promover la energía sostenible y las
energías limpias; a continuar trabajando en los
éxitos de los gobiernos anteriores, tales como el
Tratado de Libre Comercio con el Perú y los vínculos
con la Alianza del Pacífico.
Habrá que esperar el programa del nuevo
gobierno que será hecho público en el Discurso
del Trono cuando abra el parlamento a inicios
de diciembre.

Development Program (UNDP) provides support to the Oficina
Nacional de Dialogo y Sostenibilidad (ONDS - National Dialogue
and Sustainability Office) of the PCM. Through this initiative, 7
regional offices and an early alert system have been created
while the law to set up the National System of Conflict
Prevention has been developed and included in the agenda.
With regard to economic diversification, the
PRODICOM project, executed by SOCODEVI in La Libertad,
Ancash and Cajamarca, is developing 12 agro-forestry
production chains which benefit 1593 families, and 165
hectares have already been reforested as part of some of
these chains. This project, which cost CAD$17, 5 million, has
managed to commit additional resources from the private
sector and the Employment Fund for CAD$4.7 million.
The recently approved FORMAGRO project, run
by SUCO (CAD$12.4 million) aims at making agriculture
systems more effective and diversified, building technical
capabilities among Andean and peri-urban populations as
well as improving the income of the families. The project,
among others, will directly benefit 2,000 young people
between 16 and 35 years of age and their families.
– There has recently been a change of government
in Canada. Could you tell us a bit about the foreign
relations strategy of the new Prime Minister Trudeau?
What are the fundamental changes in comparison to the
priorities Prime Minister Harper had around this issue?
The government is already giving signs of how it will
work. It has put a lot of emphasis on the transparency and
the responsibility of the ministers. Prime Minister Justin
Trudeau wants Canada to be a very active and constructive
member of the international community.
In his message to the new cabinet, the Prime Minister
has pointed out he will give priority to his commitment to
an open and transparent government; to the excellence
of public services; to renewing the relationship with
indigenous communities; to strengthening Canada’s
commitment to promoting sustainable and clean
energies; to continue building on the successes of previous
governments such as the Free Trade Agreement with Peru
and the ties with the Pacific Alliance.
In order to find out more we must wait for the new
government’s program which will become public during
the Official Speech, when the parliament will be opened at
the beginning of December.

El régimen legal minero peruano que contribuyó
significativamente al boom de este sector en los noventas, no
ha variado sustancialmente desde hace más de veinte años. Si
bien hay aspectos que han variado tales como el aumento en
los requisitos y trámites, se han visto mejoras recientes en la
simplificación de algunas normas y en la reforma de la regulación
ambiental.

been substantially modified in the last twenty years.
Even though there has been an increase in red tape and
requirements, recent improvements are reflected in
the simplification of some norms and in the reform of
environmental regulations.
Tres reformas positivas

bien el gobierno peruano parece estar avanzando a nivel
normativo en la ruta de la consolidación y simplificación
de algunos trámites, estas mejores no son suficientes. El
Estado necesita sincronizar políticas, articular esfuerzos,
recibir mayor presupuesto y, principalmente, modificar su
actitud policial respecto del inversionista. De lo contrario,
no lograremos promover las inversiones que tanto
necesitamos, especialmente en tiempos tan difíciles para
la industria minera como los actuales.

Unfortunately, the increased number of permits and
paperwork experienced in the Peruvian mining sector in the
last few years had a negative impact on the cost and time
needed to operate within legal regulations. These “permitting
procedures” have been accompanied by an almost police-like
attitude from several civil servants who are in charge of these
procedures and their supervision, which in my opinion has
impaired the trust of mining companies and has discouraged
investments in the mining sector. Therefore, even though
the Peruvian government seems to be moving forward in
relation to regulations, by consolidating and simplifying
some procedures, these improvements are not enough.
The State needs to synchronize policies, articulate efforts,
allocate more resources to the national mining budget and
mainly modify its police-like attitude with regard to investors.
Otherwise we shall not be able to promote the investments
we so much need, especially in the difﬁcult times currently
faced by our mining industry.

Varias de las universidades Canadienses visitadas
destinan más 500 millones de dólares a sus presupuestos
de investigación y desarrollo. Estos presupuestos
son financiados también por gobiernos locales y
empresas privadas, las cuales ven en los resultados de
la investigación un claro retorno a su inversión. Las
universidades peruanas pudieron conocer en mayor detalle
modelos de esta sinergia, visitando algunos laboratorios
de innovación y conociendo de primera mano algunos
proyectos, tales como el Canadian International Resources
and Development Institute (CIRDI) de la Universidad de
British Columbia. Este instituto está trabajando en varias
iniciativas, entre ellas un proyecto relacionado a la minería
y el agua.
Conocer buenas prácticas en la relación entre
los politécnicos y el sector privado
Los politécnicos en Canadá ofrecen un sinnúmero
de programas de educación superior que responden a
necesidades muy específicas de aquellas industrias en las
que sus egresados se insertarán al graduarse. Las alianzas
politécnico-empresa se extienden a toda la formación de los
alumnos, ya que los currículos de estudio y la aplicación de la
teoría se realizan en simuladores y laboratorios de práctica
que son una réplica exacta del lugar en el cuál sus alumnos
trabajarían al insertarse al mercado laboral. Gracias a este
modelo de trabajo, se logra una alta empleabilidad de los
egresados así como una mejora en la curva de aprendizaje
del nuevo empleado ya que este ha sido capacitado con las
especificaciones que la industria requiere durante toda su

Several of the Canadian universities visited by the
mission devote more than 500 million dollars to their

companies, who see a fair return on their investment
by the research results obtained. Peruvian universities
could learn in greater detail some examples of this
synergy when they visited some innovation labs and
getting a firsthand knowledge of projects such as the
Canadian International Resources and Development
Institute (CIRDI) of British Columbia University. This
institute is working on several initiatives, one of them
being a project related with water and mining.
To know best practices in the relations between
polytechnic institutes and the private sector
Canadian polytechnic institutes offer a great number
of higher education programs that meet very specific
needs of the industries that their alumni will join when
they graduate. The alliances between polytechnic
institutes and corporations extend to the whole training
received by the students, because both the curricula
and the application of theoretical knowledge are done
in simulators and practice labs that fully replicate the
place where their students would work in the future.
Thanks to this working model a very high rate of
graduates are employed and the learning curve of new
employees improves, since throughout their training,
graduates have been trained with the specifications
that the industry requires. Both results are a ROI at a

Incrementar movilidad de docentes y estudiantes
entre el Perú y Canadá
Otro de los objetivos de esta misión fue la de incrementar
la movilidad de docentes y estudiantes a través de programas
de intercambio, pasantías, seminarios y programas de doble
titulación entre ambos países. Lo interesante está en que al
estudiar en Canadá, el alumno puede trabajar a tiempo parcial
mientras estudia y a tiempo completo en sus vacaciones de
verano. Esto le brindará una experiencia laboral internacional
y una compensación económica. Adicionalmente, el gobierno
canadiense permite al estudiante trabajar en Canadá hasta 3
años adicionales luego de finalizar sus estudios.
Los frutos de la misión y los planes a futuro de la
Cámara en el sector de educación
El primer resultado de esta misión es el acuerdo entre
la Universidad de Alberta y la UPC que se concretó el 1º
de diciembre. “La Universidad de Alberta visitó la UPC en
agosto de este año y gracias a esta misión educativa se firmó
un acuerdo macro el lunes 30 de noviembre entre las dos
universidades”, indicó el representante de la Universidad de
Alberta, Carlos Montes.
La CCCP tiene como prioridad trabajar el sector educativo
replicando misiones como esta junto con la Embajada de
Canadá. El enfoque de la Cámara es promover las buenas
practicas canadienses en el alineamiento que existe entre
varias industrias (entre ellas la minera) y la oferta educativa
de las universidades e institutos técnicos en nuestro país.
Así mismo, la Cámara busca identificar las oportunidades
de capacitación de primera línea que son ofrecidos por los
colleges y universidades canadienses que puedan ser del
interés de sus socios. “Nuestros socios y aliados comienzan
a identificar a Canadá como un destino costo-eficiente para
capacitar a sus empleados. ¡Los Estados Unidos ya no es la
única opción!”, comentó entusiásticamente Cecilia Lozada,
Gerente General de la Cámara.

To increase exchange opportunities for professors
and students of Peru and Canada
Another objective of this mission was to increase
the exchange opportunities of teachers and students,
through exchange programs, internships, seminars and
dual degree programs between both countries. It is
interesting to know that a student in Canada can have
part time jobs while he/she studies and can work on a full
time basis during the summer holidays. This will provide
them an international work experience and they may earn
some money. In addition to this the Canadian government
allows foreign students to work in Canada three more
years after having completed his/her studies.
The mission results and the Chamber’s future plans
in the education sector
The first result of this mission is the agreement
entered into by Alberta University and UPC on December
1st. “Alberta University visited UPC in August this year
and thanks to this educational mission a framework
agreement was signed by both universities on Monday
November 30th”, reported Carlos Montes, representative
of Alberta University.
The CPCC’s priority is to work in the educational
sector replicating this type of missions jointly with
the Canadian Embassy. The Chamber’s approach is to
promote good Canadian practices in the alignment
that exists between various industries (the mining
industry being one of them) and the education delivered
by universities and technical institutes in our country.
Besides, the Chamber is trying to identify first line
training opportunities offered by Canadian colleges and
universities that might interest their members. “Our
members and allies are beginning to identify Canada as
a cost-efficient destination to train their employees. USA
is no longer the only choice!” declared with enthusiasm,

Investigación en su Laboratorio de Geotecnia y Relaves, para lo cual ha
suscrito un convenio con la Universidad Nacional de Ingeniería, donde
los alumnos más destacados del último ciclo o recién egresados de la
Facultad de Ingeniería Civil pueden desarrollar, como parte de su tesis,
temas de investigación utilizando para ello sus instalaciones.
En los últimos años se han desarrollado los siguientes estudios
técnicos: Proyecto de suelos no saturados – curvas características
succión – humedad, implementando para ello el único laboratorio de
este tipo; Proyecto Flume Test, que consiste en el estudio de proceso
de disposición de relaves espesados, enfocado a la estimación de los
perﬁles y la pendiente de disposición de los mismos; y el Proyecto de
columnas de consolidación – desecación, fenómenos que se originan
por a consecuencia del vertido del relaves en forma de suspensión.
Estos proyectos están siendo asesorados por staff de las
oﬁcinas de Toronto, Saskatoon, Mississauga y Vancouver en
Canadá; de Perth en Australia; de Denver en Estados Unidos; de
Santiago en Chile; y de Lima.

life on 13 August this year. It is a subsidiary of the Canadian
Golder Associates Ltd, and has been operating since 1997 in
Peru, offering independent consultant, design and construction
services in the specialized areas of land, environment and energy.
Golder’s commitment to science and innovation, as well
as to academic development, encouraged them to create a
new Research Center in their Geotechnical and Tailings Lab.
In order to achieve this they have signed an agreement with
the Universidad Nacional de Ingeniería (National Engineering
University), so that the most outstanding students of the last year,
or those recently graduated of the School of Civil Engineering
may develop their thesis research in these facilities.
The following technical studies have been developed
during the last years: Unsaturated soil project – characteristic,
sump–humidity curves, and this is the only lab implemented
for such studies in Peru. The Flume Test Project studies the
disposal of thickened tailings, focusing on the estimation of
proﬁles and slopes for their disposal; and the Project of column
consolidation – dewatering, phenomena originated from
pouring tailings in suspension.
These projects are being assisted by staff from the Toronto,
Saskatoon, Missisauga and Vancouver ofﬁces in Canada; Perth
in Australia; Denver in the United States, Santiago in Chile; and
Lima.

law firm organized the conference “Challenges in
the use of water resources: Definition of ecological
flow”. The objectives of this event were to provide a
platform to encourage the exchange of information
between the private sector and public entities in
charge of defining the ecological flow and outline
the private sector perspective on current challenges
in the field. The event was attended by Ministry of
Environment of Peru, the National Water Authority
and about 20 representatives of construction
companies, consultants and mining companies.
