QUERIDOS AMIGOS,
DEAR FRIENDS
Sabemos y reconocemos que la minería está
enfrentando un año difícil. La demanda mundial
por los materiales que producen nuestras minas ha
bajado. China, el principal destino de nuestro cobre
está consolidando una desaceleración de su economía
que nos impacta directamente. Al mismo tiempo, los
conflictos sociales dificultan la viabilidad de varios
proyectos mineros que nuestra economía tanto necesita.
Sin embargo, no podemos perder de vista que
el Perú es más grande que sus problemas y que
nosotros, como representantes del sector privado
peruano debemos de enfocarnos en las oportunidades
y mirar siempre hacia el futuro.
La Cámara de Comercio Canadá Perú fue la plataforma
escogida por el Ministro de la Producción, Piero Ghezzi
para presentar los beneficios de la nueva ley de innovación
e investigación científica la cual ofrece interesantes
oportunidades para todas aquellas empresas que apuestan
por la promoción de la innovación y la tecnología. Esta
edición de Dialogue nos recuerda que muchas de esas
empresas que apuestan por la innovación son mineras,
quienes a través de sus proyectos de responsabilidad social
empresarial contribuyen a la diversificación productiva de
varias localidades en nuestro país.
Por otro lado, los Juegos Panamericanos que
se llevarán a cabo en Toronto en Julio de este año
nos estimulan a pensar en las oportunidades que se
generarán para la infraestructura relacionada a los
deportes en los siguientes años para el Perú, ya que en
el 2019 Lima será la sede de este importante evento. A
través de su gobierno federal y el de sus provincias,
Canadá licitó $ 1 billón de dólares canadienses en
proyectos de infraestructura que fueron diseñados,
financiados y ejecutados por medio de un innovador
modelo de alianzas público-privado.
Abramos la oportunidad para aplicar buenas
prácticas y aprendemos de aquellos modelos
locales o Canadienses que aportan valiosamente en
estos momentos.
We know and recognize that mining is facing
a difficult year. Global demand for commodities
produced by our mines has dropped. China, the
main destination of our copper is consolidating an
economic slowdown that affects us directly. At the
same time, social conflicts hold back the viability
of several mining projects needed by our economy.
However, we cannot forget that Peru is bigger
than its problems and that as representatives of
the Peruvian private sector, we must focus on the
opportunities and always look to the future.
The Canada Peru Chamber of Commerce
was chosen by the Minister of Production, Piero
Ghezzi to present the benefits of the new law on
innovation and scientific research, which offers
interesting opportunities for those companies
that are committed to promoting innovation and
technology. This edition of Dialogue reminds us
that many of these businesses committed to
innovation are mining companies, which through
their corporate social responsibility projects
contribute to the economic diversification of
several areas in our country.
Also, the Pan American Games that will be
held in Toronto in July of this year encourage
us to think about the opportunities that will be
generated for the infrastructure related to sports
in Peru in the following years, since Lima will host
this important event in 2019. Through its federal
government and the provinces, Canada bid $ 1
billion Canadian dollars in infrastructure projects
that were designed, financed and executed
through an innovative model of public and private
partnerships.
Let’s open the opportunity to apply good
practices and learn from those local or Canadian
models that are a valuable contribution to the
present time.

a través de sus tributos e impuestos.
Varias compañías mineras aportan
significativamente al desarrollo social y
económico de las comunidades en sus
áreas de influencia a través de proyectos
que Responsabilidad Social Empresarial
(RSE). Estos proyectos de RSE son
excelentes herramientas para generar
buenas prácticas en el fomento de la
diversificación productiva a través del
fortalecimiento de las capacidades de
comunidades rurales en sectores claves
tales como la ganadería, la agricultura y la
industria textil.

Í en Puno. El proyecto de RSE de esta
junior financió la investigación sobre
métodos para reducir los índices de
mortalidad de las alpacas, capacitó
mujeres comuneras artesanas en
la selección de estos camélidos
y colaboró con las Universidad
Técnica de Eindhoven de Holanda y la
Universidad de Linköping de Suecia
para confeccionar ropa inteligente con
fibras de alpaca y plata.
La ropa que contiene fibras
de alpaca y plata es más suave al
tacto y más liviana. Mientras que
la plata aporta sus propiedades
antisépticas, haciendo de estas
prendas ropa antibacterial, la fibra
de alpaca contribuye con su notable
capacidad térmica, la cual es 7
veces mayor que la de la oveja. Esta
perfecta unión hace que las prendas
inteligentes sean piezas únicas
que puedan llegar a costar entre
300 y 1500 dólares americanos en
los mercados estadounidenses y
europeos. Se estima que el mercado
potencial de ropa inteligente en el
mundo llegará a los 53 billones de
dólares en el 2019. Estas cifras tan
prometedoras abren la oportunidad
para que estas comunidades eleven
significativamente sus ingresos y con
eso, su calidad de vida.
INCENTIVOS PARA REPLICAR ESTA
BUENA PRÁCTICA
Teniendo en mente el ejemplo
de este proyecto de RSE ejecutado
por Bear Creek, se reconoce
que la inversión en innovación e
investigación científica contribuye
al país significativamente. En
Perú el porcentaje en inversión en
investigación y desarrollo alcanza un
pobre 0.1% del PBI, por lo que este tipoo
de proyectos aportan positivamente a
la innovación.
Teniendo en cuenta estos bajos
porcentajes y la estrategia del
Gobierno Peruano por facilitar la
diversificación productiva a través
de la promoción de la innovación
empresarial, el Ministerio de la
Producción propuso la Ley que

the textile industry of the rural
communities of Corani in Puno.
This CSR project financed research
methods to reduce alpaca mortality,
trained women artisans in the
selection of these animals and
collaborated with the Technical
University of Eindhoven of Holland
and the University of Linköping in
Sweden in order to make smart
clothing combining alpaca and silver
fibers.
The clothing that contains alpaca
fiber and silver is softer and lighter
to the touch. While silver provides
its antiseptic properties, making
these garments antibacterial,
alpaca fiber contributes with its
remarkable thermal capacity, which
is 7 times greater than sheep fiber.
This perfect union makes smart
clothes a unique piece that can cost
between 300 and 1500 US dollars
in American and European markets.
It is estimated that the potential of
smart clothing in the world market
will reach 53 billion dollars in 2019.
These promising figures open the
opportunity for these communities
to raise their incomes significantly
and with that, their quality of life.
INCENTIVES TO REPLICATE THIS
GOOD PRACTICE
Considering the CSR project
implemented by Bear Creek, it is
recognized that the investment in
innovation and scientific research
contributes significantly to the
country. In Peru the percentage
of investment in research and
development reached a poor 0.1%
of the GDP, so this type of projects
contributes positively to innovation.
Given these low percentages
and the strategy of the Peruvian
Government in place to facilitate
the diversification of production
through the promotion of
business innovation, the Ministry
of Production announced the

Desarrollo Tecnológico e Innovación
Tecnológica. Esta ley fue promulgada
por el Congreso en febrero de este
año y busca aumentar la inversión
privada en innovación, investigación y
desarrollo empresarial mediante una
deducción fiscal. Esta ley contempla
la deducción de hasta el 175% del gasto
realizado por la empresa en el rubro de
investigación y desarrollo, reduciendo
de esta manera el impuesto predial.
El debate con varios de los socios
de la Cámara de Comercio Canadá
Perú es que los proyectos de RSE que
tengan un componente de innovación
y tecnología y que sean financiados
por compañías en industrias tales
como la minería, construcción y
energía puedan ser reconocidas bajo
esta ley. El proyecto de Bear Creek
es un perfecto ejemplo como una
minera puede aportar a la innovación
y desarrollo tecnológico en una
industria que no está necesariamente
ligada a la minería como es la textil.
La Cámara de Comercio Canada
Perú no solo exhortó a sus miembros
a explorar esta ley en uno de sus
eventos, pero también pidió al Ministro
de la Producción que los proyectos
de RSE que aporten a la innovación
e investigación científica sean
reconocidos por esta ley. Esperamos

que así sea.
Technological Development. This law
was passed by Congress in February
of this year and aims at increasing
private investment in innovation,
research and business development
through a tax deduction. This law
allows a deduction of up to 175%
of the expenditure incurred by the
company in the field of research and
development, thereby reducing their
income tax.
The debate with several of
the members of the Canada
Peru Chamber of Commerce is
whether CSR projects that have
a component of innovation and
technology that are financed by
companies in industries such as
mining, construction and energy
can be recognized under this law.
The Bear Creek project is a perfect
example of how a mining company
can contribute to innovation and
technological development in
a sector that is not necessarily
linked to mining such as the textile
industry. The Canada Peru Chamber
of Commerce not only encouraged
its members to explore this law
at one of its events, but it also
requested the Minister of Production
that CSR projects that contribute to
innovation and scientific research
should be recognized under this law.

en Canadá. La infraestructura
desarrollada para los juegos
panamericanos y Parapanamericanos
fue construido bajo un modelo de
Diseño-Construcción-Financiación
(DBF por sus siglas en Inglés) dentro
del esquema de APPs. El modelo DBF
reconoce que los proyectos volverán
a manos de las instituciones locales y
los municipios después de los juegos.
Se analizó una serie de proyectos
que eran viables bajo este modelo de
APP y posteriormente se agruparon
en 4 grandes paquetes: estadios, los
deportes acuáticos y las instalaciones
de pista y campo, y Villa de los
Atletas. Las licitaciones por un valor
de 1 billón de dólares canadienses
atrajeron postores de todo el mundo,
muchos de los cuales se asociaron con
empresas canadienses para obtener
la buena pro. Sorprendentemente,
las instalaciones de los Juegos
han sido entregadas por debajo del
presupuesto y antes de lo previsto.
UNA VISIÓN A LARGO PLAZO
Un aspecto importante del
desarrollo de la infraestructura
no sólo fue la creación de nuevas
edificaciones, sino también la mejora
de las instalaciones existentes para
satisfacer las necesidades tanto
de los Juegos Panamericanos, así
como las necesidades de recreación
a largo plazo de las comunidades e
instituciones locales. El objetivo de
esta visión a largo plazo es asegurar
que después de los Juegos, una
variedad de universidades públicas
podrán disponer de nuevos espacios
que servirán a sus estudiantes,
profesores y residentes. Además, los
municipios locales tendrán centros
de recreación de usos múltiples para
sus comunidades.
Asimismo, los gobiernos
federales y provinciales identificaron
las oportunidades a largo plazo
que este nuevo desarrollo de
infraestructura ofrece y destinaron
aproximadamente $ 70 millones
para la operación y capital de
mantenimiento a largo plazo

The Pan Am/Parapan Games
provides many positive
lessons for Peru’s organizing
committee, including the
incredible success of the
DBF PPP Model
Pan American and Parapan Games was
built under a Design, Build, Finance
(DBF) PPP model. The DBF model
recognizes that projects will return
to the hands of local institutions and
municipalities following the games.
A series of projects that were viable
under this PPP model were analyzed
and subsequently bundled together
into 4 major packages: stadiums,
aquatics and track and field facilities,
and the Athletes’ Village. The over $1
billion CAD projects attracted bidders
from around the world, many of whom
partnered with Canadian firms for
successful bids. Impressively, the
Games’ facilities have been delivered
under budget and ahead of schedule.
A LONG TERM VISION
An important aspect of the
infrastructure development was not
only the creation of new buildings, but
also the upgrading of existing facilities
to meet the requirements of both the
Pan American Games, as well as the
long term recreation needs of the local
communities and institutions. The

CSR strategy.
The enhanced strategy emphasizes the Government of Canada’s expectation that Canadian companies should promote
Canadian values and operate abroad with the highest ethical standards. It also outlines the Government’s initiatives
to help Canadian companies strengthen their CSR practices
and maximize the benefits their investments can provide to
those in host countries.

I had the wonderful opportunity of holding a one to one
meeting with him to discuss details of the new strategy and the
challenges ahead.

HUMAN RIGHTS AND GETTING COMMUNITIES INVOLVED
Since the enhanced strategy began with a statement related
to “Doing Business the Canadian Way”, my first question was:
“What does it mean, Doing Business the Canadian Way and what
values can we associated with that concept?”

He explained that the Government of Canada’s new approach
of CSR in the extractive industry was a shift towards a more
ethics based strategy, one where these values and respect for

El festival “Crescent Street Grand Prix
of Canada”, que se lleva a cabo en la calle
Crescent en el centro de la ciudad es una
actividad imperdible. Ahí se congregan
los fanáticos de la Fórmula 1 para darle la
bienvenida al verano en una fiesta donde
podrás codearte con famosos pilotos de F1 y
reconocidos DJ´s. Otra ubicación imperdible
para llenarse de energía automovilística es el

On this important anniversary, ICCGSA announced several

n los últimos años el Perú se ha
convertido en mucho más que
un destino turístico. Su solidez
macroeconómica y estabilidad
política así como el boom de los minerales
estimulado por el crecimiento que sostuvo
China durante la década pasada estimuló
la venida de inversionistas extranjeros.
Varios de estos inversionistas son empresas
Canadienses operando en el sector minero e
industrias conexas.
Más allá de la minería, son los sectores
de infraestructura, tecnología y energía
renovable los que ahora están en la mira
de los inversionistas canadienses. Solo
en el 2014, el Perú importó 25 millones
canadienses en maquinaria electrónica
y equipos de Canadá, lo que significa que
aún hay un espacio interesante para seguir
creciendo. Más aún, este interés se pudo
evidenciar en una reciente misión comercial
y educativa conformada por siete empresas
canadienses de la industria tecnológica,
liderada por el Telfer School of Management
de la Universidad de Ottawa. Esta misión
identificó al Perú como un potencial mercado
para forjar vínculos comerciales a largo plazo.
