the Conference of the Americas.
Education has always been
a priority of the Organization
of American States, because only through education can
we attain peace, democracy, human rights, and sustainable
development. Our countries recognize that broader access
to knowledge through training will improve the living standards
for all citizens and their families. They accept that a developed
world depends on healthy, educated individuals who can
contribute to the economic and social development of their
countries. With the global economic downturn, financing of
and access to higher education has become an even greater
challenge for the majority of our citizens. This conference will
highlight internationalization and the importance of strategic
alliances and partnerships in addressing this challenge.
I wish you a successful and fruitful conference which results
in greater educational opportunities for the citizens of our
Hemisphere.

Quisiera brindar la más cordial bienvenida a los participantes
del Congreso de las Américas. La educación ha sido siempre
una prioridad para la Organización de los Estados Americanos,
puesto que es solamente a través de ella que podemos
alcanzar la paz, la democracia, los derechos humanos
y el desarrollo sustentable. Nuestros países reconocen
que un amplio acceso al conocimiento, mediante la formación,
mejorará los patrones de vida de todos los ciudadanos y
sus familias. Aceptan, igualmente, que un mundo desarrollado

Eu quero desejar as mais calorosas boas vindas aos
participantes do Congresso das Américas. A Educação
sempre foi uma prioridade para a Organização dos Estados
Americanos, porque é somente mediante a educação que
podemos alcançar a paz, a democracia, os direitos humanos
e o desenvolvimento sustentável. Nossos países reconhecem
que um amplo acesso ao conhecimento mediante a formação
melhorará os padrões de vida de todos os cidadãos e suas
famílias. Aceitam que um mundo desenvolvido depende
de pessoas saudáveis e educadas, que podem contribuir
ao desenvolvimento econômico e social de seus países.
Com a crise econômica global, o financiamento e acesso
ao Ensino superior tornaram-se um desafio ainda maior para
a maioria de nossos cidadãos. Este Congresso destacará a
internacionalização e a importância de alianças estratégicas
e parcerias para enfrentar este desafio.
Je tiens à réserver un accueil chaleureux aux participants
du Congrès des Amériques. L’éducation a toujours été une
priorité auprès de l’Organisation des États Américains, car
ce n’est que par l’éducation que nous obtiendrons la paix,
la démocratie, les droits de la personne et le développement
durable. Nos pays reconnaissent que l’accès plus étendu
au savoir par la formation améliorera le niveau de vie de tous
les citoyens et de leur famille. Ils acceptent qu’un monde
développé repose sur des personnes en santé et éduquées
qui soient capables de participer au développement
économique et social de leur pays. Le ralentissement
mondial de l’économie a fait du financement et de l’accès
à l’enseignement supérieur un défi encore plus difficile à
relever pour la majorité de nos citoyens. Ce congrès fera
ressortir l’internationalisation et l’importance des alliances
et des partenariats stratégiques pour relever ce défi.

REGISTRATION/INFORMATION
MESSAGE BOARD
Registration and information desks are situated on the hotel’s
Conference Level, in the foyer outside the Grand Ballroom.
The desks will be staffed at the following times:
We encourage delegates to use the message board located in
the foyer area (Conference Level) for networking purposes. As well,
please check the board from time to time for last minute changes
to the program which will be posted on coloured paper.

NAME BADGE
Participants must wear their name badge at all times while attending
conference sessions and related activities. Badges are colour coded

EXHIBITS
Exhibits are located in two areas – the foyer area on the hotel’s
Conference Level; and the “Arcade,” on the lower level. See page 34

CONFERENCE OFFICE
The conference office is located in the Lake Louise room (Conference
Level). Presenters and speakers are asked to check in at their earliest
convenience following arrival at the hotel. This is to ensure that a copy
of all presentations (or speeches) is on file in advance of the session;
that it can be posted on the CAIE website following the event (granted
permission); and, in case of simultaneous interpretation, for the
interpreters’ reference. IOHE and CONAHEC staff are sharing an
office adjacent to the Lake Louise room. For assistance in Spanish
or Portuguese, please visit them in the Banff room.
LOST AND FOUND
Objects left behind in a meeting room may be given to a volunteer
and/or brought to the Conference Office (Lake Louise room) where
they can be retrieved during the regular office hours.
INTERNET ACCESS
Delegates staying at the Westin Hotel can access the internet at no
extra charge from their room or with their special code for wireless
access throughout the hotel. Starbucks, located in the hotel lobby,
also offers free wireless access.
NETWORKING LOUNGE — October 21
VOLUNTEERS
A team of volunteers, wearing yellow badges, is on site to provide
assistance to conference organizers and delegates alike. Do not
hesitate to ask them for directions or other information.
EVALUATION
To assist in the planning of future conferences please take the time
to complete the general evaluation form included in your conference
kit as well as the concurrent session evaluations, and return them
either to a Room Monitor (as you are exiting a session), or to the
Registration/Information desk.

CONFERENCE LANGUAGES
English, French, Spanish and Portuguese are the conference
languages. General information will be made available in all four
languages and conference staff and volunteers will be delighted to
assist delegates in the language of their choice or point them to a
colleague who can do so. For purposes of this publication, concurrent
sessions and association-specific events such as CBIE professional
development workshops and the annual general assembly are featured
in the language(s) of presentation only.
SIMULTANEOUS INTERPRETATION

Look for the icon in the program section of this guide next to
sessions offering simultaneous interpretation into the four conference
languages (unless otherwise specified at the end of a session
description).
To obtain a receiver for simultaneous interpretation, please see
A/V staff in the foyer area of the hotel’s Conference Level. You will
be asked to complete a registration card and leave a security deposit
(i.e. a piece of identification). Receivers must be returned at the end
of each day.
In an effort to create a congenial atmosphere and facilitate meetings
with colleagues and potential collaborators, the Bow Valley room
(lower level) will be serving as a networking lounge on October 21
(only). Refreshments will be available throughout the day. Please
use it as a meeting place or just to relax and browse the exhibits
located nearby.

leur discours afin que nous puissions partager ceux-ci avec les
interprètes (le cas échéant) et garder un dossier central pour les
afficher sur le site Internet de la conférence suivant sa conclusion.
Le personnel de l’OUI et du CONAHEC partage un bureau adjacent

Nous vous prions de remettre à un bénévole et/ou d’apporter

ACCÈS À L’INTERNET
Les clients de l’hôtel Westin bénéficient de l’accès gratuit à l’Internet
dans leur chambre ou avec leur code spécial pour le réseau sans
fil à travers l’hôtel. À titre d’information, le public peut également

LANGUES DU CONGRÈS
L’anglais, le français, l’espagnol et le portugais sont les langues
de la conférence. Les renseignements généraux seront accessibles

su ponencia para que podamos darla a los intérpretes (en caso de
que fuera necesario) y guardarla en un archivo central para publicar

de la OUI y del CONAHEC comparten la oficina al lado del salón

Por favor tomar nota que cada delegado debe llenar una ficha

The mobility of students is in constant evolution and actors have
to react quickly to remain in the game. The increasing number of
actors also contributes to the complexity and fast paced trend in
international higher education. This session will look at new and
constant trends including regionalization in partnerships efforts,
the role of sub-national entities, the sophistication of institutions’
internationalization strategies and the importance of measurement
and investments. With a particular focus on the Americas,
perspectives from Latin and North America will be presented.

intentionally includes each participant. At Niagara, we invited our
international students to tell us on camera about their College
experiences — in their own words. The result is a short film revealing
powerful messages about transition; encountering the differences;
feelings of marginalization; the impact of failure; coping and finding
the supports. After viewing the film, we will interactively invite the
group to reflect on the messages heard and on the voices of their
students, and generate both personal and institutional actions that
can respond to student needs.

Academic mobility is a fundamental tool that contributes to improving
the quality of education in universities, and the ability to assess
comparability and competitiveness of students, teachers, researchers
and IES administrators, as well as to the harmonization of programs
of study. Mobility promotes diversity and the strengthening of
cultural exchange, up-to-date knowledge and shared experiences.
The training of researchers and the creation of research centres
on a large scale can contribute to the effective development of the
sciences on our continent, and at the same time have an impact
on society by way of university exchanges.

Bologna and North America: Harmonizing Higher Education
Outside of Europe
The ongoing Bologna Process of harmonizing and reforming higher
education systems in Europe has had a considerable impact on
postsecondary education in the Americas, too. Over the past
decade, the formation of the European Higher Education Area
(EHEA) has affected international academic mobility between Europe
and North America, the comparability and compatibility of degrees,
accreditation, and quality assurance, and has increased competition
between institutions at national and international levels. This session
will aim to assess and discuss existing partnerships and joint
research initiatives designed to bridge the gap between the Americas
and the Bologna Process.
The tremendous pace of growth in international student enrolments
in Australia has brought a unique set of challenges and opportunities.
During this panel discussion, Australian representatives will discuss
issues related to international student recruitment — including
diversity of international students, integration of international
students, use of recruiting agents, increased competition and
marketing challenges ahead. A Canadian university representative
will respond and lead the discussion on what Canada might learn
from Australia’s successes and challenges.

Internationalization of Canadian and Brazilian Universities:
Collaborative strategies for fostering innovation, globalization and the mobility of talent
AUCC and FAUBAI have increasingly shared best practices related
to internationalization. This session will focus on stimulating
exchange through discussion of practices undertaken by the
members of FAUBAI and AUCC with a focus on initiatives that
contribute to addressing international trends. What is the role
bilateral partnerships can play in supporting Canadian and Brazilian
universities’ broader internationalization strategies? The discussion
will draw on a Good Practice Guide produced by AUCC, with funding
from the International Development Research Centre. Two Canadian
university representatives will present new innovative strategies to

Sustainable Development Strengthening IFs in the North and
Northeast of Brazil
Many women in the Northeast of Brazil remain locked in precarious
economic and social conditions as a result of not having had access
to basic education. However, these women are frequently the main
support of their families. The project Mulheres Mil, created from
cooperation between Brazil and Canada, addresses this challenge
by re-integrating non-traditional students into the Brazilian formal
education system. Their reintegration is based on the Access and
Recognition of Prior Learning system used by the Canadian colleges
to recruit students and train them in trades which enable them to
rejoin the formal labour market.

Custodianship programming for minor international students
The designation of a Custodian for minor international students
is required by CIC as a condition of successful study permit
overseas processing. The Custodian agrees to make “the necessary
arrangements for the care and support of the said student in place
of the parents as appropriate,” and “be able to fulfill obligations as
a custodian in the event of an emergency”. The panelists will briefly
present models for accepting the responsibility of custodianship,
providing an overview from K-12 through to post-secondary.

Toward a Higher Degree of Internationalization at the École
de technologie supérieure: A consultation process
Based on past experience, the ETS is now ready to increase its
levels of internationalization. To support these efforts, an extensive
consultation was conducted in the autumn of 2009 examining both
the status quo and desired outcomes. A number of discoveries and
challenges were surfaced, as well as major recommendations for the
way ahead. This session will present results of the study and explain
the consultation process it was based on.

Marketing Higher Education in the Americas: Regional policies
and transregional cooperation of large funding institutions
Large national funding organizations have developed various
strategies to address the specific needs and attract students
and academics from regions worldwide. For instance, institutions
like the German Academic Exchange Service (DAAD), British
Council and Australian Education International (AEI) employ
quite distinguished marketing strategies for each of the Americas.
This round table discussion will explore the existing strategies of
three large funding organizations and will discuss achievements,
challenges and possible future cooperation. Topics will include
successful marketing instruments, attractiveness of funding lines,
facilitation of joint or double degrees on a transatlantic scale,
cultural sensitivity, and the use of new communication technology.

Short Term Training: Innovative Approaches to Employer
Engagement
Local employer buy-in to the value of short-term training is critical
for post-secondary institutions offering this as an academic pathway
for non-traditional learners. Beginning with a round table discussion
asking “What are the challenges to developing sector-specific shortterm training in the Americas?” this session explores processes
and lessons learned from Niagara College’s successful Entry Points
for Tourism project with Instituto del Sur in Peru. An interactive
workshop on conducting training needs analysis with stakeholders
will be followed by a summary of project spin-offs. Participants will
acquire a sense of the best practices for engaging local employers
in short-term training development.

Past and Present Struggles for Alternative Education
For indigenous peoples and non-traditional populations education
was a mechanism not of emancipation but of integration into an
oppressive culture; to be socially accepted meant assimilation into
a society alien to their cultural practices. The increasing visibility
of these groups in every area of the economy, politics and society,
has brought a myriad of proposals for inclusionary pedagogies and
alternative sites for the production of knowledges. The papers
presented in this panel will document struggles for decolonizing
knowledge in the Andean region; the challenges facing the social
sciences for incorporating anti-patriarchal, anti-racist and decolonial
strategies, and for re-thinking development studies.

Live and Learn: A conversation about respectful international service
learning programs and creative partnerships in higher education
This session will begin with a documentary of the University of
Guelph´s School of Environmental Design and Rural Development
service learning program in Nicaragua which utilized unique
partnerships with community groups, NGOs, municipal governments,
local universities, professionals, and private sector partners to design
and landscape a public park in a socio-economically challenged
neighbourhood in Managua. Using this example and the experiences
and research of panel members, this session will stimulate a
discussion of the ethical aspects of international service learning
programs and the appropriate role of higher education institutions.

on International Education
(CAIE) is intended to provide
a space for connecting with
potential partners and for
incubating new opportunities
and ideas across the hemisphere.
With a clear focus on North,
South and Central America and the
Caribbean, CAIE will attract attention
and the participation of international education professionals
from around the world. Founding Conference Partners are the
Canadian Bureau for International Education (CBIE); the InterAmerican Organization for Higher Education (IOHE); and the
Consortium for North American Higher Education Collaboration
(CONAHEC). The partners gratefully acknowledge the support
