Created by East Chicago’s own Dr. James Comer, Yale University, the “Comer Process” provides a structure as well as a process for mobilizing adults to support student learning and overall development. It is a different way of conceptualizing and working in schools, and it replaces traditional school organizations and anagement with an operating system that works for schools and the students they serve. The School City of Hammond is currently reviewing the “Comer Process” in hopes of applying Dr. Comer’s techniques to Hammond Schools in the very near future. STATE LEGISLATORS MANDATE 1% INCOME TAX FOR LAKE COUNTY: A last minute addition to Property Tax Legislation on the final day of the legislative session, will force Lake County to impose a 1% income tax next year, and all proceeds will be dedicated to tax relief for homeowners. If Lake County does not approve the 1% income tax (expected to generate approximately $76 Million Dollars), county property tax levies will be frozen, forcing cities, schools, and other taxing units to continue operations without any new revenue dollars. The 1% county income tax is expected to significantly reduce the predicted budget shortfalls in 2010, when the tax cap takes full effect.
