Letter from the Superintendent
Dear VPS Families:
In March 2014, the U.S. Department of Education declined to renew the State of Washington’s conditional Elementary and Secondary Education Act Flexibility Waiver for schools receiving Title I, Part A
funds. Title I money helps eligible schools serve economically disadvantaged students. The result of the
federal government’s decision is that school districts in the State of Washington are now subject to requirements of the No Child Left Behind (NCLB) law. Outdated and widely criticized, NCLB punishes
and publicly shames schools and districts, especially those that serve large numbers of struggling students.
Many Vancouver schools fell short of making Adequate Yearly Progress (AYP) as defined and required
by NCLB. For our schools to make AYP, 100 percent of all students – regardless of special needs, English language mastery, or other life-impacting circumstances – were to have achieved proficiency standards. For more than a decade, policy makers in Washington, DC, have recognized that NCLB sets unfair
and unrealistic expectations, yet they have failed to fix the law.
As educators, we are committed to each and every young person reaching his or her full potential, and
we are proud of the significant academic progress of our students. While not all students have reached
proficiency, our use of targeted resources to assist struggling students and schools has made a real difference.
By reverting back to NCLB, we are required to set aside approximately 20 percent of the Title I funds
we receive from the federal government. The district must reserve the money either to transfer students
to a school that meets the NCLB requirements or pay for private tutoring services. In addition, parents
whose children attend schools that don’t meet federal standards and receive Title I funds must be notified that their child’s school is failing to meet those guidelines.
Very few schools in Washington are meeting the NCLB requirements. Some of the most successful and
highly recognized schools are labeled “failing” by flawed legislation that most educators and elected
officials – as well as the U.S. Department of Education – acknowledge as broken. The situation is untenable and warrants immediate action from the leaders making policy decisions so critically important to
our nation’s children, families, and communities.
VPS is addressing the needs of all students, including those who are most-challenged. Improvements in
student achievement are due to the collaborative efforts of teachers and staff, parents and community
members through high-quality instruction, effective leadership, and partnerships. On behalf of the

Estimadas Familias:
En marzo del 2014, el Departamento de Educación de los Estados Unidos se negó a renovar la Exención Condicional de Flexibilidad para la Ley de Educación Primaria y Secundaria del Estado de Washington para las escuelas que reciben fondos del programa federal Título I, Parte A (en inglés: “Title I, Part A”). Los fondos que se reciben a través de “Título I” ayudan a las escuelas elegibles a servir a los estudiantes con desventajas económicas. El resultado de la decisión del gobierno federal es que los
distritos escolares en el estado de Washington están ahora sujetos a los requisitos de la ley llamada “Que ningún niño se quede
atrás” (“No Child Left Behind” o “NCLB”, por sus siglas en inglés). Anticuada y ampliamente criticada, esta ley castiga y públicamente avergüenza a las escuelas y distritos, especialmente aquellos que tienen un gran número de alumnos con dificultades
académicas.
Muchas escuelas de Vancouver no lograron alcanzar el Progreso Anual Adecuado (“AYP”, por sus siglas en inglés) tal como es
definido y requerido por la ley “NCLB”. Para que nuestras escuelas alcancen el Progreso Anual Adecuado, el 100 por ciento de
todos los estudiantes – independientemente de sus necesidades especiales, dominio del idioma inglés o de otras circunstancias que
afectan sus vidas – deberá haber alcanzado los niveles de competencia académica. Durante más de una década, los diseñadores de
políticas en Washington, DC, han reconocido que “NCLB” establece expectativas injustas e irreales, sin embargo no lograron
modificar la ley.
Como educadores, estamos comprometidos a que cada uno de los jóvenes alcance todo su potencial y estamos orgullosos del
significativo progreso académico de nuestros estudiantes. Aunque no todos los estudiantes han alcanzado los niveles de
aprovechamiento académico exigidos, nuestro uso de recursos específicos para ayudar a los estudiantes con dificultades académicas y a las escuelas, ha marcado una verdadera diferencia.
Al revertir a la aplicación de la ley “Que ningún niño se quede atrás” (“NCLB”, por sus siglas en inglés), estamos obligados a
destinar aproximadamente el 20 por ciento de los fondos monetarios de “Título 1” que recibimos del gobierno federal. El distrito
debe reservar el dinero ya sea para transferir estudiantes a una escuela que cumple con los requisitos de “NCLB” o pagar por los
servicios de tutoría privada. Además, los padres de familia cuyos hijos asisten a las escuelas que no cumplen con los niveles de
exigencia federales y que reciben fondos de “Título I”, se les deberá notificar que la escuela de su hijo no está logrando cumplir
con esas normativas.
Son muy pocas las escuelas en Washington que están cumpliendo con los requisitos de la ley “ NCLB”. Algunas de las escuelas
más exitosas y altamente reconocidas están siendo identificadas como “deficientes” por una legislación con fallos que la mayoría
de los maestros y oficiales electos – así como el Departamento de Educación de Estados Unidos- reconocen como rota. Esta situación es insostenible y require acción immediata por parte de los líderes que están tomando decisiones políticas tan crucialmente
importantes para los niños de nuestro pais, familias y comunidades.
El distrito escolar “Vancouver Public Schools” (VPS, por sus siglas en inglés) está atendiendo las necesidades de todos los estudiantes, incluyendo aquellos estudiantes con las mayores dificultades. Las mejoras en el aprovechamiento estudiantil se deben a
los esfuerzos colaborativos entre los maestros y el personal, padres de familia y miembros de la comunidad a través de una instrucción de alta calidad , liderazgo efectivo y colaboración con socios. En nombre de la junta escolar y de nuestro personal,

Законодательного Акта о начальном и среднем образовании в штате Вашингтон, целью которого являлось приобретение
гибкости программ для школ, получающих фонды по программе Title I, часть A. Эти фонды помогают школам,
соответствующим критериям на их получение, предоставлять услуги учащимся из малоимущих семей. В результате
этого решения федерального правительства школьные районы штата Вашингтон теперь обязаны выполнять требования
закона «Ни одного отстающего ученика - No Child Left Behind (NCLB)». Этот устаревший и широко критикуемый закон
наказывает и «ставит к позорному столбу» школы и школьные районы, особенно те, которые обслуживают большое
число учеников, испытывающих трудности в учёбе.
Многие школы Ванкуверского района не достигли Адекватного годового прогресса (Adequate Yearly Progress - AYP), как

то, что не всем учащимся удалось достичь определённого уровня академической успеваемости, наше целенаправленное
использование ресурсов в помощь испытывающим затруднения ученикам и школам принесло реальную пользу.
Поскольку вновь вступает в силу закон NCLB, от нас требуется выделить на определённые услуги 20% фондов Title I,
получаемых от федерального правительства. Наш район обязан потратить эти деньги либо на перевод учащихся в

R5157—DRESS AND PHYSICAL APPEARANCE
Prohibited dress or appearance specifically includes, but is not limited to:
1. Displaying lewd, sexual, drug, tobacco or alcohol related messages;
2. Clothing, accessories, personal items or body markings that depict or promote illegal or violent
conduct, or weapons that are prohibited at school;
3. Exhibiting a bare midriff or underwear;
4. Wearing shorts or skirts that are shorter than the wearer’s fingertips when arms are hanging down;
5. Writing, designs, or logos on clothing, accessories, personal items, or body markings that discriminate based on a person’s sex, race, religion, national origin, disability or gender orientation;
6. Wearing, carrying or displaying clothing, accessories, personal items or body markings which symbolize gang membership as reported by local law enforcement agencies.
Dress or appearance that is not specified above, but which disrupts the educational process or threatens the health or safety of the student or others as determined by the principal or designee is also prohibited. If a student is found to be in violation of the dress code, he/she will be asked to change into
appropriate attire.
A student’s dress or appearance in violation of the above is a basis for discipline.
PARKING:
All students driving vehicles must have a valid driver’s license. All student vehicles must have a valid
parking tag, which is good for one school year as long as it is driven by the person who registered it
and that person is a student at Fort Vancouver. All student vehicles must be registered in the office
with current insurance verification and may be parked ONLY in the student parking lot. Campus speed
limit is 10 mph. No reckless driving will be allowed. Application forms are available in the Administrative Annex. The school is not responsible for any damage that may be inflicted upon a parked vehicle or for any items that may be stolen from a parked vehicle.
ENFORCEMENT OF PARKING REGULATIONS
From the Clark County Sheriff’s Office
ANY vehicle parked even momentarily in a handicap parking space without an appropriate permit can be cited. Volunteers have been sworn in by the sheriff and have the authority to ask the driver
for their ID. They also have the authority to issue citations.
The district has requested the volunteers to provide enforcement in our parking lots, so please
do not park or idle in a handicap space without the proper placard or license plate.
SCHOOL ZONE ENFORCEMENT
During the month of September, Vancouver Police will be conducting additional enforcement in and
around school zones. Please encourage drivers to monitor their speed when traveling through areas
where students may be walking or riding bikes on their way to school. Extra attentiveness by drivers,
pedestrians and bicyclists is vital for safety and can save a life.
FIRE LANE RULES
Any unoccupied vehicle in a marked fire lane is subject to a parking fine and a possible tow at the
owner’s expense. It is acceptable to idle in a fire lane if someone is at the wheel and prepared to immediately move. However, no vehicle may be left without a driver at any time.
Prescription medication and non-prescription medicine to be used longer than 15 days require an Authorization for
Medication in School form to be completed and signed by the licensed health professional and also by the parent or
guardian and then turned in to the school nurse. All medications considered to be controlled substances will be kept
locked in the nurse’s office and cannot be self-administered.
Students may carry a one day supply of non-prescription medicine to take for occasional headaches, allergies, colds, etc.
This medicine must be in the original packaging and be accompanied by written permission from the parent/guardian
which includes the name of the medicine, the amount to be taken and the circumstances in which it may be taken. This
medication may NOT be shared with other students.

he/she returns to school. Also, make sure that your address and phone numbers stay current throughout the

We want our campuses to be welcoming to visitors but not at the expense of safety. This balance is
possible if we all commit to a few basic guidelines. All visitors must check into the office. If office
staff does not know the visitor by name, staff must verify the visitor’s name with picture identification.
The visitor must then be issued a visitor badge that is easy to see. If staff sees an unknown visitor in
the school without a visible badge, staff should ask to help the individual. If they don’t have a badge,
the visitor should be walked to the office to check in. If the visitor is not cooperative, the staff member
should report the issue to office staff immediately, describing the visitor and where last seen. We do
not expect staff to confront and challenge visitors. If there is any concern for the safety of others, 911
should be contacted immediately.
BACK TO SCHOOL READINESS FESTIVAL:
Save the date!
The Family-Community Resource Centers of Vancouver Public Schools (VPS) will host a back-to-school-readiness festival this summer. Go
Ready! will be held Aug. 27 from 1 to 7 p.m. at 4040 Plomondon Street (Boys and Girls Club). Students and families can get help with school
supplies, haircuts, shoe vouchers, immunizations, and access to resources. Fun activities for kids will include the Umpqua Ice Cream truck, a fire
truck, the 40 et 8 train, a police car, snacks, a raffle, and more!

Just a reminder that fall sports are just around the corner. Football starts Wednesday,
August 20th and all other fall sports start on August 25th.
To be eligible for participation students must first be cleared through the Fort Vancouver
High School Business Office. Athletes need to pick up an Athletic Clearance Packet, fill it out completely, and return it to the business office before the season begins. The clearance process starts
Tuesday, August 12th at 8:00 am.
Athletes and parents must read and sign all forms in the Athletic Clearance Packet.
Athletes are required to have medical and dental insurance. Student insurance is available for purchase. Applications are available in the business office.
Athletes must have a copy of a recent (within the last two years) sports physical on file with the
business office.

Athletes must meet minimum academic requirements. These are based on the last semester completed.
All athletes pay the Associated Student Body fee of $30. This is a one time fee for the school year.
All athletes pay the athletic fee of $50. This is per sport. Partial fee waivers are available for those
who qualify.
