Being aware of the ~iatementresulting from the Summit held in the Azores Islands with the participation of the United States of America, the United Kingdom of Great Britain and North Ireland, Spain and ~ o r t u g d ,includes promises to free Iraq, to restore democracy, the end of sanctions, and provision of hurnanitarian assistance for the Iraqi population i Having those discussions in mind and the diverse proposals analysed within the United Nations Security Councils l I They issue the followhg~jointpress release: 1. They express their conviction that the actions promoted by the international community in the United Nptions multilateral frarnework have granted Iraq the opportunity to adapt its behaviour to the collective decisions which are of obligatory observance emanating from the body responsible of maintaining the world peace and security 2. Regret that in spite of the International Cornmunity efforts, specially through the United Nations Security Council, the Govemment of Iraq continually fails to fulfil the fundamental purpose of resolution 1441 aimed at reaching an immediate and unconditional d i s m a m e n t in that country, to prevent the real threat it poses to international peace and security 3. Renew their concem for the regrettable situation of the democratic institutions in that country, as well as the serious violations to human rights and fundamental freedom of the Iraqi people. 4. Consider that a defining moment has come for the Govemment of Iraq to disarm itself and to stop the negative and dilatory attitude that arises suspicion of the existence of massive destruction weapons in its temtory 5. Make an urgent call to the international community, particularly the United Nations Secunty Council, so that they assume their collective responsibility in the full compliance of resolution 1441, thus maintaining the faith and credibility placed on them by the International Community 6.
