Who are the greatest Americans?
How did they contribute?
Both Worlds By Eduardo Montalvo, [email protected]
What does it take to be considered an American? And to be considered a Great American? The
answer to the first question is quite simple, but that is not the case for the second one.
In my opinion, to be considered a “Great American” someone has to contribute significantly to
the benefit of the American nation. These contributions have to be remarkable and transcendent,
and they could be accomplished in many fields such as politics, arts, sciences, sports or military.
But different people have different points of view, and this is evident when you take a look at the
list of the 100 Greatest Americans that the Discovery Channel has put together.
I was astonished when I saw this list. I couldn’t believe it.
On the list of the top 100 Americans are 28 celebrities, either from television or Hollywood. Can
you believe it? What an embarrassing list!
And it’s even more shameful when you see names like Ellen DeGeneres, Madonna and Michael
Jackson. But I was even more astonished when I found that Oprah Winfrey was in the top 25. This
is simply outrageous! This upsetting list reflects a total lack of appreciation for our history, or
maybe a total lack of knowledge of it.
I could blame it on the schools for the poor quality of the education provided to our children, but
parents can’t be exempt of their responsibility as co-participants in the education of their children.
We can’t expect to leave the whole responsibility of our children’s education to the schools. As
parents we must actively participate in this process and be continuously attentive about it.
The educational process continues at home, where the most fearsome enemy of our children’s
education resides: TV. When we allow our kids to spend all of their spare time in front of the tube,
we are throwing away our responsibility as parents, as co-participants in the education of our
family. When this happens we’re letting MTV and Jerry Springer take charge of the education of
our kids. We are failing as parents. That is why this list of “Great Americans” is not so great at all.
We can’t expect to continue being the leader of the world if we let Michael Moore lead our
children. We can’t expect to maintain our moral values if our children’s role model is Hugh Hefner.
We can’t look forward to the future of our nation if we are led by celebrities whose only merit is
being infamously famous. No way! The human being is the only animal that makes the same
mistake twice. A nation that ignores its history is condemned to fail.
As a nation we have to be more conscious about this list; it’s absurd and harmful to consider
wrong role models as “Great Americans.” As families we have to carefully review what we watch
on TV. We have to stop the enemy before it enters our homes, minds and spirits.
And, as individuals, we have to be conscious about our moral values and their importance in our
lives. It’s time for America to change before it’s too late. Our fate as a nation depends on the
people we are putting on this list. We have to remake this list, excluding the obnoxious characters.
Let’s include John Adams, Andrew Jackson, Henry Clay, James Monroe and some others that
deserve to be remembered as great Americans. And let’s remove the infamous names that would
unlikely stand the test of morality and time.
Honor those who deserve it!

CU grad Luis Urrea’s book becomes a movie
In 2004 Denver ’s Mayor
Hickenlooper included The
Devil’s Highway on his
“recommended reading” list. Six
weeks ago The Devil’s
Highwaytogether withits author ,
CU graduate and former Colorado
resident Luis Urrea, was
nominated for the Pulitzer Prize.
Today The Devil’s Highway is
being made into a movie on
location in southern Mexico and
Arizona.
On July 30thUrrea is coming
back to Colorado to talk. The son
of a Mexican father and American
mother, Urrea sees anguish on both
sides of the immigration issue.
“Sometimes I feel like the border
runs through my heart like barbed
wire,” he says.
In The Devil’s Highway
hedescribes the real life tragedy
facinga band of illegal Mexican
immigrants and the saga of the
border patrol whofinally rescue
them.
“But The Devil’s Highway
isn’tjusta story of this one group
of immigrants,” Tony Delcavo of
Bella Luna Books in Castle Rock
says.
“It’s the story of what is
happening today on both sides of
the border. Neither the leadership
in Mexico nor the leadership in the
United States seem willing to look
at it long enough to fix it.”
Urrea’ sharrowing tale describes
the journey of 24 Mexican men
who crossed the border as illegal
immigrants into Arizona.
They sought jobs and money to
send totheir families in Mexico
and - to avoid detection - walked
the remote stretch of desert in
Arizona appropriatelycalled “The
Devil’s Highway.”
14 of the men died, including a
father and his 16-year-old
son, before the
survivors
wererescued by an American
border patrol whose compassion is
eloquently described by Urrea.
While the subject of Immigration
leaves most Americans shaking
their heads not knowing what to
say let alone what to do, Luis Urrea
dives into it headlong. National
reporters have begun asking his
opinion.
His perspective is that of a man
born in Tijuana who grew up in
San Diego’s barrio and has lived
many places since.
After teaching at Harvard for
five years, Urrea moved to
Boulder where he earned his
graduate degree from the
University of Colorado in 1987.
Todayhe lives with his family “Cinderella and three kidlets” he
says- in a suburb of Chicago.
“I’ve lived in Tijuana, San Diego,
Los Angeles, Boston, Boulder,
Tucson, Lafayette and Chicago.
Stayed a long time in Sinaloa.
Flitted into Canada and hung out
in Mexico City.
Did a month in France, but that’s
about it. . .I’m here now, teaching
at the University of Illinois. I have
tenure. . .My favorite place is
Colorado.”
Urrea haswon awards for every
book he has written including
ForeWord Magazine’s “Book of
the Year” award for Six Kinds of
Sky, and the “New York Times
Notable Book” and Christopher
Award for Across the Wire. He
writes fiction, non-fiction and
poetry. His poem, Ghost Sickness
was a “Best American
Poetry”selection.
On July 30th he will be the
keynote speaker at Jefferson
County Fairgrounds whereBe the

Sen. Salazar: “President Missed Opportunity
By Not Nominating Woman To Supreme Court”
Salazar letter states missed
opportunity to, “...create an
America that includes women at
all levels of our nation’s
government.” United States
Senator Ken Salazar released the
following letter expressing
disappointment in the President’s
decision not to nominate a woman
to the Supeme Court to fill retiring
Justice Sandra Day O’Connor.
Senator Salazar also sent the
letter to Senators Arlen Specter (RPA) and Patrick Leahy (D-VT).
The letter Senator Salazar sent is
included below.
Dear President Bush:
I do not know yet how I will vote
on the confirmation of Judge John
G. Roberts Jr. I will honor the
processes of the Senate in
considering his nomination. The
fact you have not selected a
distinguished woman in the mold of
Justice Sandra Day O’Connor is not
a reason for disqualification.
However, I want to express my
disappointment that you have
missed an opportunity to help create
an America that includes women at
all levels of our nation’s
government.
If your nominee to the United
States Supreme Court is confirmed,
the face of the United States
Supreme Court, with nine justices,
will have only one woman. And in
an America that has struggled over
her history to include women, I do
not believe this is a healthy portrayal
of the kind of America we should
be building.
Twenty-four years ago, President
Ronald Reagan appointed Sandra
Day O’Connor as the first woman
justice of the United States Supreme
Court. She served in that role with
distinction. Justice O’Connor’s
appointment created a milestone in
history that was the culmination of
the work and struggles of men and
women over centuries to ensure that
women received fair and equal
treatment in America. As we all well
know, women were not granted even
the right to vote in America until the
ratification of the 19th Amendment
in 1920. You and I both have two
daughters. The profound message
we should be giving to them is that
their gender creates no limitations
for them to live up to their Godgiven potential. Yet, I fear that with
the loss of Justice Sandra Day
O’Connor from the United States
Supreme Court, we are sending the
opposite message.
Respectfully,
Ken Salazar, U.S. Senator

Bush nomina al juez Roberts para
la Corte Suprema
El presidente George W. Bush ha
nominado al conservador John G.
Roberts Jr., un juez federal de
apelaciones de Washington DC,
para cubrir la primera vacante en
la Corte Suprema de Justicia en 11
años.
Bush anunció la selección del
juez Roberts, que labora en la
Corte de Apelaciones para el
Distrito de Columbia, en un
discurso televisado ayer por la
noche.
nominado.
Entonces,
su
nominación será considerada por
el Comité Judicial del Senado,
cuyo titular, Arlen Specter, de
Pensilvania, ha dicho que quiere
programar las audiencias para
finales de agosto o septiembre.
Si la historia reciente sirve de
guía, el nominado será
cuestionado sobre sus puntos de
vista en asuntos sociales divisivos,
especialmente el aborto.
La organización pro aborto Naral
reaccionó en contra de la
nominación. “Si Roberts es
confirmado hay pocas dudas de
que trabajará para revertir Roe vs.
Wade”, dijo la instancia en
referencia a la decisión de 1973
que afirma el derecho de las
mujeres al aborto.
Los republicanos tienen una
ventaja de 10 a ocho en el Comité
Judicial y tienen 50 asientos en el
Senado, de manera que las
oportunidades de confirmar a
Roberts parecen ser buenas.

calculada usando datos existentes
presentados por medio del
Common Core of Data (CCD), un
programa del Centro Nacional de
Estadísticas de Educación del
Departamento de Educación de

datos integral, anual y nacional
que contiene información relativa

Se ha demostrado que la Tasa
Promediada de Graduación de
Estudiantes de Primer Año de
High School sigue muy de cerca
las tasas reales de graduación.
Se trata del número total de
graduados de high school que
reciben un diploma normal en un
año determinado dividido entre el
promedio del número total de
estudiantes matriculados en el
octavo grado 5 años más atrás, el
noveno grado 4 años más atrás, y
el décimo grado tres años más
atrás.
“Mejorar cómo entendemos e
informamos sobre tasas de
graduación más exactas nos
permite dirigir mejor los recursos
y adaptar la instrucción
específicamente para
aquellos estudiantes que
de otra manera serían
invisibles hasta que ya
sea demasiado tarde,”
agregó el Secretario
Adjunto Simon.
“El Departamento ahora
tendrá una idea más fiel
de las tendencias
nacionales y podrá
identificar cuáles estados
tienen mayor necesidad
de mejorar su propia
información.”
Por otro lado, el Sr. Simon
anunció que el Departamento ha
aprobado una solicitud del estado
de Washington de usar una tasa de
graduación extendida al calcular
los objetivos en el rendimiento
establecidos por el mismo estado,
también conocidos por el
“Progreso Anual Adecuado” o por
sus siglas en inglés AYP
(Adequate Yearly Progress) de
acuerdo con la Ley Que Ningún
Niño Se Quede Atrás.
El Departamento usó varios
criterios en su consideración para
conceder la solicitud del estado de
Washington.
Entre éstos se incluye si la ley
permitía el cambio o no, si
Washington viene implementando
forma constante.
Simon dijo que el criterio
definitivo y más importante que
usó el Departamento fue si el
cambio era bueno para los mismos
estudiantes o no.
“Creemos que la respuesta es
afirmativa. Las tasas de deserción
escolar se encuentran a niveles
críticos. Es necesario que se crean
incentivos para alentar a los
desertores a regresar a la escuela.
Este cambio es un paso adelante
positivo.”
Y finalmente, Simon puso a los
asistentes a la reunión al tanto del
uso, por parte de los estados, de
las flexibilidades adicionales que
dio a conocer la Secretaria
Spellings en mayo respecto a los
estudiantes de educación especial.
En lo que va del año, 42 estados
presentaron solicitudes de esta
flexibilidad adicional para los
estudiantes con discapacidades.
Hasta la fecha, 28 estados han
recibido la aprobación.

U.S. Department of Labor Launches
Nationwide Campaign Focusing on Youth
Working in Construction
Summer jobs in construction
may be a young person’s first work
experience, and the U.S.
Department of Labor wants to
make sure it’s a safe and healthy
one. To that end, the department
has launched a new nationwide
outreach campaign to increase
awareness
about
youth
employment laws in construction.
The campaign is part of the
department’s ongoing YouthRules!
Initiative which promotes positive
and safe work experiences for
young workers by educating
parents, teens, employers and
educators about the types of jobs
teens can hold and the number of
hours they can work.
“Federal rules prohibit the
employment of minors under age
16 in construction and on
construction sites,” said Victoria
A. Lipnic, assistant secretary for
employment standards. “As we
approach the busiest time of the
year for teen employment, it’s
important to ensure that everyone
knows the rules so our young
people will have the most
rewarding and safest work
experiences possible.”
As part of the Youth Working in
Construction Campaign, an
electronic seminar on CD-ROM is
available on the Labor
Department’s Web site. Last year,
regulations expanding protections
for young workers made
significant changes affecting the
construction industry. This
presentation details those changes.
The
CD-ROM
describes
prohibited equipment and
activities and uses video clips
depicting real-life examples of
violations to make the information
easy to understand for both
employers and young workers.
While this year there is a greater
emphasis on jobs in the
construction industry, the
department remains committed to
ensuring that all young workers are
legally employed – especially in
industries such as restaurants and
retail that hire the greatest number
of youth. For maximum impact,
the department has also developed
print and radio public service
announcements (PSAs) and
distributed them across the country
to increase awareness about the
laws that apply to all young
workers.

in Construction electronic seminar

Querido primo:
Carta de Javier Duran
Lo que son las cosas, celebrando
sus 30 anos en el mundo del

nuevo hit: “Una gorda Linda”.
No creo que su mujer se ponga
celosa (porque es linda, pero no es
gorda), puesto que siendo su

lado.
Tito es un artista a poner de

seguido ascendiendo.

NASCAR applauds Fitzbradshaw Racing for Diversity Certification
The National Association for
Stock Car Auto Racing
(NASCAR)
applauds
FitzBradshaw Racing for its
certification as a minority-owned
business by the Carolinas Minority
Supplier Development Council.
The designation officially
recognizes FitzBradshaw Racing
as a certified ethnic minority
supplier and will open networks to
more minority-owned businesses
throughout the country.
FitzBradshaw Racing is the first
team in NASCAR’s three national
touring series to be certified as a
minority-owned business.
“Our entire organization will
work to encompass the true spirit
of this distinction,” said team coowner Armando Fitz.
“We know it is the right thing to
do and we’re glad to be part of the
grassroots efforts to offer
minorities the ability to get more
involved in motorsports.”
NASCAR Director of Diversity
Tish Sheets said, “To be certified
by the Carolinas Minority Supplier
Development Council will benefit
FitzBradshaw Racing and the
entire NASCAR industry.
As NASCAR grows, we will
only be as strong as our people,
which include our fans, our
employees and our supplier base.
Further diversifying our supplier
base will improve business by
bringing lower costs, competitive
prices and cutting edge products
and designs.”
NASCAR adheres to a supplier
diversity and minority vendor
program to foster a more diverse
supplier base. The program invites
women and minority-owned
businesses to be considered
equally as subcontractors and
suppliers for all goods and services
purchased by NASCAR. The
organization is also a member of
the National Minority Supplier
Development Council and works
closely with the Florida Minority
Supplier Development Council to
further develop its supplier
diversity and minority vendor
program.
“NASCAR is one of the fastest
growing sports in America,” said
Hilary Shelton, director of the
NAACP Washington Bureau.
“One of our missions at the
NAACP is to help move more
people of color into these
emerging markets. I am glad to
see that more minorities are getting
a chance to participate not only as
fans but also as suppliers and
owners.”
Manuel Mirabol, president and
CEO of the National Puerto Rican
Coalition added, “NASCAR
continues to move in the fast lane.

New Mercedes-Benz G-Class debuts in New York
More Powerful and More
Majestic: New G55 AMG with
Supercharged V8 Mercedes-Benz
introduces its latest arrival for the
2005 model year, the G55 AMG
with a supercharged V8 engine, at
the New York Auto Show.
The most rugged, iconic sport
utility vehicle in the MercedesBenz line-up has once again
distinguished itself with further
improved performance.
The G55 AMG outstrips the
output of the predecessor model
with its naturally aspirated V8
power by 34 percent and boasts an
increase in torque of 32 percent.
In other words, the G55 AMG is
blessed with remarkable power
reserves for both on- and off-road
motoring, treating its passengers to
unrivalled authority, exclusiveness
and driving dynamics.
The AMG-built 5.5-liter
supercharged V8 in the G55 AMG
is based on the Mercedes 5.0-liter
V8 that powers the G500.
Displacement is increased via a
dynamically balanced forged steel
crankshaft (3.62-inch stroke vs.
3.31 inches for the standard 5.0liter). Pistons and connecting rods
are selected for each individual
engine in equal weight-matched
sets.
The G55 engine, which also
features an AMG intake manifold
and valvetrain, produces 469
horsepower and 516 lb-ft. of peak
torque. The 5.0-liter V8 in the
G500 produces 292 hp and 336 lbft. of maximum torque.
Externally, the G55 AMG is set
apart from the G500 by exclusive
chrome trim, dual chrome sideexit exhaust pipes and 18 x 9.5inch AMG slotted monoblock
wheels with 285/55R 18
performance tires. The G500 rolls
on 18 x 7.5-inch alloy wheels with
265/60R 18 tires.

Full-Time Four-Wheel Drive
With Three Differential Locks
The G-Class models channel
their power through an electronic
five-speed adaptive automatic
transmission with Touch Shift and
a sturdy full-time four-wheel-drive
system, which includes a transfer
case with electronically controlled
high and low ranges.
Its fully synchronized low range
can even be engaged on the fly, at
speeds up to about 15 miles per
hour.
The G-Class distributes torque
through front, center and rear
differentials, all of which can be
electro- mechanically locked
while in motion.
To reduce wheelspin in
extremely low-traction situations,
the center and rear differential
locks can be engaged anytime that
the G-Class is off-pavement.
In slippery off-road situations –
in deep mud, for example – the
front differential can also be
engaged for maximum traction.

Traction Control and ESP
While differential locks are
much appreciated by experienced
off-road enthusiasts, the G-Class
models also come with four-wheel
electronic traction control that will
help less experienced drivers
through most conditions. Traction
control is integrated with another
Mercedes-Benz invention, the
Electronic Stability
Program (ESP). Standard on all
2004 Mercedes-Benz models, ESP
can detect an impending spin or
slide and applies the brakes on one
wheel – front or rear, left or right
– to help keep the vehicle on track.
Civilian Refinement
With a simple, classic design –
plus many technological
innovations for safety and
convenience from Mercedes cars
– the G-Class balances its proven
off-road credentials with a liberal
dose of sumptuous on-road
comfort.
Standard equipment for the
G500 includes a full leather
interior with burl walnut trim and
a heated wood-leather steering
wheel. The G500 also comes with
power
windows,
10-way
electrically adjustable front seats
with memory, front and rear heated
seats, cruise control, central door
locks, and automatic climate
control. The G55 AMG features
an exclusive designo charcoal
Nappa leather interior, AMG
gauges and natural maple wood
trim.
In model year 2004, the G-Class
receives three new standard
features – a Harman Kardon sound
system, driver multi-contour seat,
and rear park assistant to alert the
driver to the rear bumper ’s
proximity to objects located
behind the vehicle.
Additionally, the G-Class
models are equipped with a
standard GPS navigation system
featuring a large, integrated
display on the center console. The
display also controls the Harman
Kardon sound system (including
a six-disc CD changer), as well as
an optional integrated Motorola
V60 phone that can be operated
hands-free through the in-dash
display. The phone comes with a
voice recognition feature that
allows both the phone and the
audio system to be controlled by
simple voice commands, resulting
in greater convenience and less
distraction from driving.
The Tele Aid Connected Car
The G-Class models come
standard with the Mercedes Tele
Aid telematics system, which
offers an array of safety and
security
features,
plus
personalized
convenience
services. The standard Mercedes
Tele Aid telematics system
provides both safety and
convenience features.
If a collision deploys any airbag
or seatbelt tensioning device
activates, the system automatically
establishes contact with a central
response center where specialists
trained in emergency response
relay pertinent information to
emergency responders.
If voice contact is not established
(e.g., the driver is unable to
respond),
the
specialist
automatically summons local
police, fire or emergency services
and guides them to the vehicle’s
location. The onboard transmitter
is crash protected and has access
to redundant antennas. The system
also transmits crucial information
including the precise location of
the vehicle (through GPS satellite
tracking), the car model and color
(to help emergency responders
locate it quickly), and location is
pinpointed through the on-board
GPS transponder.
New Babycam® Helps
Driver Focus On Road
A new BabyCam® system which
allows safe and easy monitoring of
children in their car seats has
been introduced here by
Rostra Precision Controls,
Inc.
BabyCam reduces a
driver’s need to turn around
to check on an infant in a
reverse-oriented car seat.
Instead, the child is monitored
constantly by a small highresolution digital color
camera flush-mounted in the
center of a vehicle’s interior
headliner.
The camera’s wide-angle
view is transmitted to a
compact 3.5" LCD color
display built into the vehicle’s
rearview mirror. It enables a
driver to make a quick check on
the child without losing focus on
the road.
BabyCam’s initial design is for
original equipment compatibility
on new Toyota SUVs and trucks.
The camera, mirror and wiring are
installed at the dealership.
BabyCam joins a long list of
driver and passenger safety items
provided the automotive industry
by Rostra Precision Controls,
headquartered in Laurinburg, near
Fayetteville, N.C.

A grant will help low-income
seniors in Pueblo County purchase
locally grown fruits and
vegetables. The Colorado
Department of Agriculture
received a $13,665 grant through
the Senior Farmers Market
Nutrition Program (SFMNP).
“This nutrition program is a winwin for everyone, the recipients as
well as the local farmers, so we’re
happy to continue this program for
a second year in Colorado,” said
Agriculture Commissioner Don
Ament. “Not only do seniors
profit through improved nutrition,
but area farmers benefit from
increased sales.”
Funded through the US
Department of Agriculture,
SFMNP provides low-income
seniors with coupons that can be
exchanged for fresh produce at
farmers’ markets, roadside stands
and
community-supported
agriculture programs.
To qualify for the coupons,
seniors must be a resident of
Pueblo County, be at least 60 years
of age, meet income guidelines
and be a participant in the
Commodity Supplemental Food
Program (CSFP). For information
about CSFP or to register, contact
the Pueblo County Housing and
Human Services Department,
Foods Division, at (719) 5836199.
Coupons will be distributed
August 8-12, 2005, at the Pueblo
County Housing and Human
Services Department, located at
2631 E. 4th St. in Pueblo. They
can be redeemed at various
authorized farms at the Pueblo
County Farmers’ Market on
Tuesdays and Fridays, held at the
Midtown Shopping Center
parking lot.
Authorized by the 2002 Farm
Bill, SFMNP is intended to
provide fresh, nutritious, locally
grown fruits, vegetables and herbs
to low-income seniors and to
increase the consumption of
agricultural
commodities.
Nationwide, the program is
expected to serve approximately
800,000 low-income seniors with
more than 13,000 farmers at
various markets and roadside
stands.
Colorado’s SFMNP is a joint
project between CDA and the
Pueblo County Housing and
Human Services Department.
Low-income seniors interested in
obtaining information about the
SFMNP coupons should contact
Sabina Mestas at (719) 583-6319,
and local producers interested in
registering to accept the coupons
should contact Wendy White,

Cooke urges consumers to not buy them.
“The International Association
of Fire Chiefs notified me on July
15 that a new line of First Alert
smoke detectors were being sold
nationally that did not carry an
independent lab certification for
reliability.
Over the weekend, I checked and
verified that these smoke detectors
are being sold in Colorado. I urge
all consumers not to buy any
smoke detector – regardless who
manufactures it — that does not
carry certification of testing,”
Cooke says.
“It appears that the manufacturer
of the new line of First Alert smoke
detectors did not wait for testing
and labeling authorization to be
completed before it put these new
units on the market,” explains
Cooke.
The First Alert products at issue
are from a new product line called
OneLink, which is designed to link
one smoke detector with all others
in a building or home, setting all
detector alarms off to warn
building occupants.
According to information from
the International Association of
Fire Chiefs, “There is significant
concern in the fire protection
community across the country”,
and “every effort should be made
to remove these products from the
market place.”
According to the National Fire
Protection Association (NFPA),
there were 3,900 civilian fire
deaths in the United States in 2004.
Approximately 82% of
these deaths (3,225) occur
in the home, and over half
of all fires occurred in oneand two-family dwellings.
Smoke alarms play a
critical role in fire safety in
the home. The NFPA reports that
having a smoke alarm will reduce
your chances of dying in a fire by
almost 50%. It is estimated by the
NFPA that if smoke alarms had
been present in every home that
710 lives would be saved during
2004.
When purchasing smoke alarms
for a home or business, the
Colorado Division of
Fire Safety encourages
consumers to look at the
packaging for the “mark”
or “seal” of an
independent third-party
testing laboratory. In order to
protect the public, the National
Fire Alarm Code, NFPA 72,
requires that all alarms be plainly
marked with a mark or
certification that the unit has been
approved or listed by a testing
laboratory.
Independent third-party
laboratories assess the conformity

Announces the 3rd Annual
C.A.R.E. Fair
The Junior League of Colorado
Springs in partnership with Peak
Vista Community Health Centers,
Memorial Hospital, KRDO/ News
13, and The Peak/ 95.1 are
sponsoring the third annual
C.A.R.E. Fair, a health fair for
uninsured or underinsured schoolaged children. This event will
provide free immunizations, backto-school physicals, dental,
hearing, diabetes, and vision
screenings. In addition, free
haircuts will be offered.
What is the Junior League of
Colorado Springs?
It’s a
community leader advocating for
youth and families. At Care Fair
2004, a total of 264 children and
their families received services.
159 immunizations, 194 back-toschool and sports physical exams,
146 dental exams, 115 hearing
tests, 110 vision tests, and 100
diabetes tests were provided. 50
children took advantage of getting
back-to-school haircuts. Over 260
children were given a free canvas
duffle bag filled with school
supplies and other items.
46 Junior League members
provided a total of 280 volunteer
manpower hours for set-up and
event day in 2004. JLCS
volunteers will again staff the
event with help from community
medical and dental volunteers.
Parents are encouraged to bring
their child’s immunization record
to the event. Event Information:

of equipment to the standards to
which they are to perform. In this
case, UL 217, Single and Multiple

Any certified testing
laboratory can carry out
these tests and if a product
passes these requirements it
is then authorized to have
the logo or “mark” from the
testing laboratory placed on the
product.
Third party certification/ listing
assures the purchaser and code
enforcement authorities that the
equipment (in this case smoke

and is the primary indicator to the
consumer that the smoke alarm
will operate properly.
There are a number of

This is one of the most common

This type of Mark is seen
commonly on appliances and
computer equipment, furnaces and

panelboards, smoke and carbon
monoxide detectors, fire
extinguishers and sprinkler
systems, personal flotation devices
like life jackets and life preservers,

that artificially drive up housing
costs on working families. Today,
Housing and Urban Development
Secretary Alphonso Jackson
recognized Colorado Springs for
its efforts in breaking down these
barriers and creating a more
inclusive environment for families
struggling to afford decent homes.

homes close to their jobs and
within their budgets. Often,
regulations that drive up the cost
of housing are to blame.
HUD is taking a fresh look at
these barriers to affordable
housing with its America’s
Affordable
Communities
Initiative.
This initiative is
designed to combat the outdated,
excessive and duplicative
regulations that significantly
increase the cost and limit the
supply of affordable housing and
is motivating communities like
Colorado Springs to take a look at
their housing regulations and
determine which ones no longer
serve a valid public purpose.
“We know that regulatory
barriers can increase housing costs
by as much as 35 percent, making
it impossible for many working
families to live in the cities where
we work,” said Jackson. “Other
communities around the country
can learn from Colorado Springs’s
efforts to open more doors for the
very people who should be our
neighbors.”
Two specific initiatives in
Colorado Springs have the
potential to lower barriers for
qualifying affordable housing
projects. City fees that builders
and homeowners must pay for
development review and
engineering studies can be waived
under certain circumstances. Also,
the City is working with Colorado
Springs Utilities to defer the
imposition of a water/ wastewater
fee.
The Affordable Communities
Initiative focuses on local,
county, and state efforts to revise
statutes and ordinances to
promote affordability as well as
reduce, defer, or eliminate
burdensome regulations, fees,
processes and procedures that
significantly restrict the
development of affordable
housing without providing a
commensurate health or safety
benefit. These barriers can
effectively exclude working
individuals from living in the
communities where they work.
In addition, senior citizens often
find it impossible to locate
suitable homes or apartments
near their adult children, and
young families are unable to find
a home in the communities
where they were raised. By
recognizing communities like
Colorado Springs, HUD hopes
to encourage others around the
country to reexamine their own
regulatory climate and work
closely with builders and urban
planners to find creative
solutions to allow for the
development of more affordable
housing.
“We recognize that what might
work here in Colorado Springs
may not be appropriate in other
parts of the country,” said John
Carson, HUD’s Regional Director.
“Colorado Springs’ leadership in
this area reminds us how important
it is to work together to reduce
barriers that stifle the development
of housing affordable to our
teachers, nurses, police officers or
returning veterans.”
HUD is the nation’s housing
agency committed to increasing
homeownership, particularly
among minorities; creating
affordable housing opportunities
for low-income Americans; and,
supporting the homeless, elderly,
people with disabilities and people
living with AIDS.
The
Department also promotes
economic and community
development as well as enforces
the nation’s fair housing laws.

The Tax Season’s Still Not Over For Many
(NUE) - Most taxpayers have
already filed their income tax
returns. But for the more than 8.5
million Americans who have filed
for an automatic extension, the
deadline is just around the corner.
From needing additional
assistance to not having all the
proper documents, there are
various reasons why people ask for
extensions, of no later than Oct.
15, on filing their taxes. But
whatever the reason, you must
know what this extension entails.
“It is important to remember that
the extension is only to file your
return. It does not extend the time
to pay your taxes,” said Ralph
Havens, an enrolled agent and
director of licensed taxpayer
representatives at JK Harris & Co.
LLC, one of the nation’s largest tax
resolution firms.
The longer payment is delayed,
the more you’ll be in debt. If you
owe the Internal Revenue Service,
it not only can charge you interest
on the amount due, it also can levy
your bank account, garnish your
wages and seize your assets in
order to collect.
For people who have not paid
their taxes for a number of years,
if they meet the qualifications and
requirements,
Havens
recommends considering an Offer
in Compromise. Also known as an
OIC, this program is an agreement
between a taxpayer and the IRS
that resolves the taxpayer’s tax
liability.
The IRS accepts OICs when it
is unlikely that the tax liability can
be collected in full. Talking with
an expert is often the best strategy
when looking to clear up tax debt.
JK Harris, for example, utilizes
former IRS agents, certified public
accountants, enrolled agents and
attorneys to help taxpayers
understand and resolve their tax
debt by preparing OICs,
negotiating the release of wage
garnishments, lifting property
liens, having penalties and interest
forgiven or setting up affordable
installment plans. Experts at JK
Harris also can assist individuals
who need help preparing their
taxes or need support for an IRS
audit. To learn more visit

The language for the final draft
was recently reviewed by the
Department of Justice as well as
FBI Special Agent Tom Cottone,
the FBI’s lead investigator
regarding medals fraud.
The Stolen Valor legislation was
initially based on a policy analysis
paper by CSU-Pueblo senior
Pamla Sterner as part of Professor
Collette Carter’s Political Analysis
240 class last fall. Sterner interned
for Senator Abel Tapia last
semester. In that treatise, Pam
recommended
legislative
protections for the Medal of
Honor, Navy Cross, Air Force
Cross and Distinguished Service
Cross.
According to Sterner’s analysis,
the number of veterans authorized
to wear the Medal of Honor has
dwindled to 120. She noted that
because the number of recipients

is so few, imposters actually
outnumber the true recipients of
the award. Since 1996, the FBI’s
Cottone has prosecuted more than
100 Medal of Honor imposters.
Hundreds of other Medal of Honor
imposters are able to avoid
prosecution due to loopholes in
Title 18, Section 704, legislation
that makes it a crime to wear the
Medal of Honor if a person hasn’t
been awarded it, but does not make
it a crime to fraudulently claim to
be a Medal of Honor Recipient.
Some imposters put on their
resumes that they are Medal of
Honor recipients, while others
have been known to hang a Medal
of Honor or bogus citation on their
wall to give the impression that
they are recipients. Others simply
tell their friends, family, and
community that they are
recipients.
A non-traditional student who
returned to pursue her studies at
age 38, Sterner noted that the
Congressional Medal of Honor
Society recommended that
legislation be passed that would
make a fraudulent claim of being
a Medal of Honor recipient a
felony. Her analysis provided a
second alternative to amend the
existing code to include language
to prosecute Medal of Honor
imposters whether they are caught
wearing the actual Medal or not.
The analysis noted that
improved technology has allowed
individuals to create citations
awarding themselves the
Distinguished Service Cross,
Navy Cross, or Air Force Cross.
These three awards are second
only to the Medal of Honor, but
no database or listing of the nearly
21,000 valid recipients has ever
been generated or made publicly
available. Because of the extreme
sacrifice needed to earn such
military
awards,
Sterner
recommended legislation to
protect the honor and integrity of
recipients of these awards.
On July 12, the anniversary of the
establishment of the Medal of
Honor, Salazar spoke as part of the
Congressional Record about his
intentions to introduce the bill:
“. . .On this date in 1862, President
Abraham Lincoln approved the
legislation that created the Medal
of Honor, our nation’s highest
military medal. . . .Mr. Speaker, I
wish to pay tribute to these brave
individuals and to those men and
women currently serving our
Nation overseas. The nation’s
highest award is facing a serious
challenge to its meaning and
symbol. I am outraged by the
impostors who claim they have
received this and other honors the
military awards for deeds and
actions of soldiers.
These criminals not only
dishonor themselves, but they
