Course Objectives in relation to total curriculum

The course will enable students to:

Have a high level of competency in labor relations in the public sector
Be familiarized with concepts related to Labor Law
Critically analyze the general rules of labor law
Analyze the evolution of the labor rules in Puerto Rico and the United States which
affects our labor public policy
Be familiarized with affairs pertaining the fundamental rights of public servants
Understand the relevance and effect of the different topics discussed on collective
bargaining rights in the public sector
Course Description
Study of the legal framework of collective bargaining and labor relations in Puerto Rico. Emphasis
on such fundamental laws as the Taft-Hartley Act, the Labor Management Reporting and
Disclosure Act, the Norris-LaGuardia Act and Puerto Rican laws No. 45 and 130. Their historical
development and jurisprudence.
