PUAD 6267 - LABOR RELATIONS IN THE PUBLIC SECTOR Credit Hours: 3 hours Course Instructor: Prerequisites: None Course Objectives in relation to total curriculum • The course will enable students to: o o o o o o o o Become proficient in labor regulations and processes in the public sector Familiarize the students with the Puerto Rican Labor Relations System. Analyze regulations that shape labor public policies. Understand the labor union organization models in the public sector Understand the nature of conflicts arising from salary issues, firings, disciplinary actions and other management decisions from a labor relations perspective. Reflect on gender issues, disabled workers and the right to work. Understand the relevance and impact of labor reform in unions operation, organization campaigns, employer opposition, and democracy. Proficient in the institutional roles and operations of government entities related to labor relations in the public sector, including the Labor Relations Board, the Department of Labor, the Board of Appeals, OCALARH, and the FSE. Course Description Unions and professional associations and their role in protecting public workers’ rights and employment conditions. The relation between human resources administration and the workers’ rights. Study of the problems of sovereignty; the whole vs. its constituent parts; the delegation of power, participation, representation, negotiable issues, and the use of strikes and picketing in the public sector.
