Notice of Completion of Draft Environmental Impact Report (California Code of Regulations, Title 14, Sections
15085, 15372)
The Los Angeles Unified School District (LAUSD) is the Lead Agency under the California Environmental Quality Act (CEQA) for the proposed
project identified below. The Lead Agency has prepared a Draft Environmental Impact Report (EIR) in order to provide the widest exposure
and opportunity for input from public agencies, stakeholders, organizations, and individuals on the scope of the environmental analysis.
AGENCIES: LAUSD requests your agency’s views on the scope and content of the environmental information relevant to your agency’s
statutory responsibilities in connection with the proposed project, in accordance with California Code of Regulations, Title 14, Section 15086(a).
ORGANIZATIONS AND OTHER INTERESTED PARTIES: LAUSD requests your comments and concerns regarding the environmental issues
associated with construction and operation of the proposed project.
PROJECT TITLE: Valley Region High School No. 5
PROJECT DESCRIPTION: The proposed project would provide approximately 80 classrooms serving 2,160 two-semester seats for grades 9
through 12. The proposed project consists of 200,000 square feet of development within four small learning communities and would include:
physical education/athletic facilities; library/media center; food services; and, associated classroom support facilities, such as workrooms and
administration areas. Additionally, the proposed project would include a 1,500-seat football stadium. The main access (entrance) for the
proposed project would be located off Arroyo Street. The student loading and unloading zone for passenger cars would be located along the
north side of Arroyo Street, east of Borden Avenue. The bus loading and unloading zone would be located on-site along the entrance driveway
located off Arroyo Street, at the intersection of Arroyo Street and Borden Avenue. Parking would be provided for faculty and visitors and would
total approximately 200 parking spaces.
PROJECT LOCATION: The proposed project site is located approximately 1.5 miles northwest of the Ronald Reagan Freeway (State Highway
118) and approximately one mile southwest of the Foothill Freeway (Interstate 210). The 16.5-acre proposed project site is located on a 36.5acre parcel (northeast portion) located at 1001 Arroyo Street in the City of San Fernando. The proposed project site consists of a paved parking
lot used by the San Fernando Swap Meet, also known as a “flea market.”
SIGNIFICANT ENVIRONMENTAL EFFECTS: The proposed project would result in significant unavoidable adverse environmental effects to
air quality, noise, pedestrian safety, and transportation/traffic that cannot be mitigated to less than significant levels. Mitigation measures have
been provided for hydrology and water quality. The EIR provides further discussion of the environmental effects resulting from implementation
of the proposed project. The EIR also includes the provision of alternatives.
PUBLIC REVIEW PERIOD: The EIR is available for public review and comment pursuant to California Code of Regulations, Title 14, Section
15073. LAUSD will accept written comments for the EIR between September 11, 2006 and October 25, 2006.

El Distrito Escolar Unificado de Los Angeles (LAUSD, por sus siglas en inglés), es la agencia líder bajo la Ley de la Calidad Ambiental de
California (CEQA, por sus siglas en inglés) para el proyecto propuesto que se identifica más adelante. La Agencia Líder ha preparado un
Informe Preliminar del Impacto Ambiental (EIR, por sus siglas en inglés) con el fin de proporcionar la mayor atención pública y la oportunidad
para recibir la opinión de agencias públicas, grupos de intereses, organizaciones e individuos sobre el alcance del análisis ambiental.
AGENCIAS: El LAUSD solicita las opiniones de su agencia respecto al alcance y contenido de la información ambiental que es relevante para
las responsabilidades legales de su agencia en conexión con el proyecto propuesto, en conformidad con el Código de Regulaciones de
California, Título 14, Sección 15086(b).

LA UBICACIÓN DEL PROYECTO: El sitio para el proyecto propuesto se encuentra aproximadamente 1.5 millas al noroeste de la autopista
Ronald Reagan (Carretera Estatal 118), y aproximadamente 1 milla al suroeste de la autopista Foothill (Interestatal 210). Este sitio de 16.5
acres se encuentra en una parcela de 36.5 acres (porción noreste) en 1001 Arroyo Street en la Ciudad de San Fernando. El sitio del proyecto
propuesto consiste de un lote de estacionamiento pavimentado que es utilizado por el San Fernando Swap Meet también conocido como
“mercado de pulgas”.
EFECTOS AMBIENTALES SIGNIFICATIVOS: El proyecto propuesto resultaría en efectos ambientales adversos, inevitables y significativos
sobre la calidad del aire, el ruido, la seguridad peatonal y el transporte o tráfico, los cuales no pueden atenuarse a niveles menos que
significativos. Se han proporcionado medidas de mitigación para hidrología y la calidad del agua. El EIR ofrece una discusión adicional de los
efectos ambientales que resultan de la implementación del proyecto propuesto. El EIR también incluye alternativas.
PERIODO DE REVISIÓN PÚBLICA: El EIR está disponible para revisión y comentario público en conformidad con las Regulaciones del
Código de California, Título 14, Sección 15073. El LAUSD aceptará comentarios por escrito para el EIR entre el 11 de septiembre y el 25
de octubre del 2006.
