JOINT COMMUNIQUÉ # 86 Villavicencio, August 10, 2016 The delegations of the National Government and the FARC – EP hereby inform that the second day of the technical visits took place in the following locations: Vereda Tierra Negra in Calamar, Guaviare; Los Encantos, La Paz, Cesar; Llanogrande, Dabeiba, Antioquia; Betania – Alto de La Paloma, municipality of Policarpa, Nariño; Las Marimbas, Cartagena del Chairá, Caquetá; and La Cooperativa in Vistahermosa, Meta. The teams carried out the technical inspection tasks in order to delimit the Transitory Rural Settlement Normalization Zones (Zonas Veredales Transitorias de Normalización) and the Transitory Normalization Spots (Puntos Transitorios de Normalización). The purpose of the visits is to verify that the geographical conditions of the areas enable their installation, predetermine the location of the camps, establish whether the conditions of the locations facilitate the activities and the fulfillment of the duties of the Monitoring and Verification Mechanism, and review the infrastructure available in the areas where the zones will be located. The visits included the presence of the Governor of Meta, Marcela Amaya, and the Mayor of Vistahermosa, Marco Antonio Gordillo; the Governor of Guaviare, Nebio Echeverry Cadavid, and the Mayor of the municipality of Calamar, Pedro Pablo Novoa; the Mayor of Dabeiba, Antioquia, Antonio Lara; the Mayor of Policarpa, Nariño, Claudia Inés Cabrera Tarazona; the Mayor of Cartagena del Chairá, Caquetá, Luis Francisco Vargas; and the advisor for the post-­‐conflict of the Mayor’s Office of La Paz, Cesar, Luis Mendoza Sierra. The visits concluded with meetings to hear and address the concerns of the communities in regard to the operation of these zones, and to explain the scope of the Bilateral and Final Ceasefire and the End of the Hostilities and the Laying Down of Arms (Cese al Fuego y de Hostilidades Bilateral y Definitivo y Dejación de las Armas).
