It has been a privilege serving as a Director of the Rancho California
Water District including last year as Board President. Recent decisions
by the State are impacting our areas imported water supply, and the cost
for imported water has significantly increased. To offset these impacts I
have promoted programs maximizing the use of our local groundwater
supply, which is lower in cost. To reduce the imported water demand, I
supported expanding the use of more recycled water and water
conservation programs. In striving to lower costs and become more
self-sufficient, I supported energy efficiency improvements and
completion of a 1.2 MW solar power project. Supporting the local
agriculture is also important where innovative water supply programs
can be implemented.
I have lived in Temecula with my family for 24 years. By
background includes 31 years of developing cost effective water
resources and facilities for several agencies. I am presently Deputy City
Engineer for Carlsbad with a Masters degree in civil engineering, and I
am a registered civil engineer. My background knowledge of the area,
and my experience in developing water resources provides a unique
aspect as your representative on the Board, and I would appreciate your
vote.

My responsibility as your representative to the Rancho California Water
District is to insure water of the highest quality is economically delivered
and rates are fair and equitable for all customers. I support local
regulations protecting the District’s valuable groundwater supply, and
programs promoting water efficiency for residential, commercial and
agricultural customers while continuing to oppose the addition of new
territories to the District which could jeopardize water allocations to
existing customers.
My background includes over 25 years of professional executive
experience managing municipal and Special District water and
wastewater utilities. I am a registered civil engineer with a Masters
degree from UCLA in Water Resources. I have lived in Temecula for 21
years and served in a number of volunteer positions including Temecula
Planning Commission (1989-1992).
The current shortage of imported water offers you and the District an
opportunity to re-evaluate the priorities of water supply and use.
Recycled water for irrigation and smart irrigation technologies will be key
tools to our success. I ask for your support to continue my efforts to keep
the District fiscally responsible and water the highest quality, while
remaining accountable to all of the District’s ratepayers.

I am a retired Civil Engineer Corps Navy Commander. I spent four years
as a Navy Construction Electrician enlisted man serving three tours in
Vietnam. I was fortunate enough to go college on the GI bill and
graduated with a Bachelors’ Degree in Civil Engineering and a Masters
Degree in Engineering from the University of California, Berkeley. Upon
receiving my degrees, I received a commission in the Navy Reserve
where I served 23 years, including being recalled to active duty after 9/11
and performing vulnerability assessments for our bases in Korea, Japan,
Guam, and Hawaii.
I worked for the Rancho California Water District for 22 years. 19 of those
years were as the Director of Engineering. As such, I was involved in
every aspect of district management, including acting as the General
Manager in his absence. During my tenure, the District constructed over
$600 million of facilities to serve the communities it serves.

I will fight to keep water rates, as they rise from our suppliers to the
minimum possible. I intend to attempt to reduce the Board from 7 to 5
members, like the Board of Supervisors and every other water district
Board.

It has been a privilege to serve this community as a Director of RCWD
these past eight years. My wish is to continue in that capacity with an
emphasis on encouraging increased water conservation and keeping
agriculture as a viable component in our area.
I attended Pepperdine University and majored in Business
Administration. Over the last 28 years I have directed Corona Ranch, a
family farming operation that has raised various agricultural crops in this
area since 1973. My family also owns the Big Horse Feed Store through
which we run our well known Corn Maze that benefits the children of the
community, local non-profit organizations, and the Marine Corps YMCA.
My additional experience includes:
• First Supervisorial District Representative on the General Plan
Advisory Committee for Riverside County in 2003
• Farm Bureau Representative on the current General Plan Advisory
Committee
• Former Board member of the Elsinore-Murrieta-Anza Resource
Conservation District

For eight years I have had the privilege of serving as a director of the
Rancho California Water District. I have worked to decrease
expenditures, improve policies at the district, and most importantly insure
the accessibility of water for the Temecula Valley. The state of California
is now in a water crisis. This has been my family’s home for 35 years, and
therefore I have a vested interest in our area and am working to maintain
an adequate water supply now and for the future.
Having graduated in 1973 with a Bachelor of Science Degree from
California State University of Fresno, I moved to Temecula, eventually
founding Drake Enterprises, Inc., farming wine grapes and avocados. I
have served on agricultural boards at the local, state, and national levels
which have greatly benefited the district, as we look to alternative
resources to meet our needs.
The future of Temecula Valley depends directly on its water. I see
recycling and conservation as our main priority, fighting for quality water
service and supply with an equitable rate for all classifications.
