Complete the Precinct Equipment Verification Form. Administer the Oath and Sign the Payroll Sheet. JOB 2 - Assign one clerk to set up the precinct table and Black Ballot Bag. JOB 3 - Assign one clerk to post inside and outside signs; parking and directional signs; and mitigation equipment (if issued). JOB 4 - Assign one clerk to set up the voting booths and the Pink VBM Bag. □ □ □ □ Precinct Equipment Verification Sheet The Precinct Equipment Verification Sheet is found in your Final Instructions Envelope. Use this sheet to verify the seals on the precinct scanner (M100) before and after the polls close. NOTE: The PCMCIA (Memory Card) is removed after the polls are closed and placed into the Orange Data Transport Bag. Verify the number on the card matches the Precinct Equipment Verification Sheet. 26 I Voting Equipment Keyless Lock Seal 1. A Keyless Lock Seal is issued on the soft case of the precinct scanner. 2. To break the seal, put your thumb underneath the seal and lift. 3. Break off clip. 4. Twist the bottom knob of the seal until the broken seal piece visible inside the lock falls out. 5. Remove Keyless Lock from the Precinct Scanner. 6. Remove the Precinct Scanner from the soft case and find the keys inside the Key Access Panel. 2. Take out the keys and find the blue key. 3. Use the blue key to unlock the Black Ballot Box. Lift lid and set aside. 4. The top portion of the ballot box is inside the bottom portion of the ballot box. 5. To separate the portions, put your hands between the eyebolts and the frame. 6. Lift up until the top portion of the ballot box separates from the bottom portion. Election Officer Training Manual 29 1 7. Turn the top portion of the box over and position it over the bottom portion making sure that the ‘FRONT’ sides are on the same side. 8. To secure the top and bottom portions of the ballot box together, make sure both eyebolts are in the slots of the bottom portion. 9. Use the blue key to lock the portions together. The locks are on the front and back of the ballot box. 30 1 10. The power cord is in the zippered pocket of the soft case holding the precinct scanner. 11. Thread the power cord through the side of the ballot box. 12. Push the power cord until it extends a few inches out of the opening at the top portion of the ballot box. 13. Position the precinct scanner on the ballot box about one-third of the way into the recessed area, resting it on the mounting rails. 14. Plug the power cord into the power entry module on the back of the precinct scanner. Make sure it is securely plugged in. Election Officer Training Manual 31 1 15. Slide the precinct scanner on the mounting rails until it rests against the ballot box. 16. Plug the power cord into an electrical outlet or power strip. Turning On the Precinct Scanner 17. Verify the numbers on the seals of the precinct scanner match the Precinct Equipment Verification Sheet. 1 18. Insert the red key into the key switch of the precinct scanner. The key should be in the OFF 1 position. 19. Turn the key gently clockwise one click to the OPEN/CLOSE POLL 2 position. 20. The precinct scanner will boot the election information (it could take up to five minutes to warm up), the LCD screen will read: ‘ELECTION CARD INSERTED OPEN POLLS NOW?’ Press the menu button below the ‘YES’ to open the polls. 21. The LCD screen will read: ‘PLEASE TURN KEY/SWITCH TO VOTE.’ Turn the key clockwise to the VOTE 3 position. 22. Remove key. 32 3 2 S - MODE ELECTION CARD INSERTED OPEN POLLS NOW? YES PLEASE TURN KEY/SWITCH TO VOTE 1 23. When the key is switched to the VOTE 3 position, the precinct scanner will print out the ‘Zero Report’ tape. 24. Verify that all contests on the report apply to your polling place and there are no votes cast in any contest. 12345 26. Show the first voter or an Election Officer the tape at 7:00 a.m. 27. Remove the ‘Zero Report’ tape, have all Election Officers sign it, and place into the Orange Data Transport Bag. If you have any problems with your precinct scanner, please call Technical Support at (916) 875-6303. Election Officer Training Manual 33 1 The AutoMARK Definition: A unit to help any voter mark their ballot. Federal law requires one accessible voting unit at each polling place. Make sure your AutoMARK is up and running by 7:00 a.m. INK CARTRIDGE TOUCHSCREEN CARD PANEL PORT FOR FOOT PEDAL KEY SWITCH BALLOT FEED TRAY HEADPHONE JACKS SIP N PUFF PORT STYLUS POWER CORD KEYPAD 34 HEADPHONES 1 1. Set up the AutoMARK table. Locate the ‘FRONT’ label of the table and position the AutoMARK accordingly. 2. To open the AutoMARK case, lift the turnkeys located on either side of the case and turn them counter clockwise. 3. Open the lid of the case. Have two Election Officers lift the AutoMARK and place it on the AutoMARK table. 4. Remove the headphones, stylus, and power cord from the case. Headphone covers and wipes are located in the red supply bag. Election Officer Training Manual 35 1 5. To open the AutoMARK, slide the latches outward to unlatch the lid. 6. Fold back the lid. Pull the screen to an upright position. 7. Place the lid down and leave the screen in an upright position. Never push the screen back further than the latches. 8. Lift the ballot feed tray up. Drop the ballot feed tray down to receive ballots. 9. Take the power cord from the case. Connect it to the back of the AutoMARK. 10. Plug it into the power strip. 36 1 11. Using the red key, turn the AutoMARK to the ON position and remove the key. It could take from five to ten minutes for the AutoMARK to warm up and accept ballots. 12. Place the privacy shield around the AutoMARK. It is in the table box. Have the headphones available at all times. Check the audio jack by plugging in the headphones and using the audio function to ensure it is working properly. Testing the AutoMARK 1. Find the test ballot in the box of official ballots. 2. Insert the test ballot into the BALLOT FEED TRAY. 3. Follow the instructions provided with the test ballot. 4. Verify all selections are marked. 5. Place the marked test ballot back into the clear envelope. 6. Place into the red supply bag. DO NOT RUN THE TEST BALLOT THROUGH THE PRECINCT SCANNER I f y ou are unable to use the test ballot, call Precinct Operations at (916) 875-6100 for further instructions. Election Officer Training Manual 37 Troubleshooting the AutoMARK Clearing a Ballot Jam 1. Open the top lid to reach the clean out tray. 2. Remove the tray by pushing in on the flat round tabs at the sides. Roll it forward towards the screen. 3. Remove the ballot. 4. If the ballot is not found in the tray, remove the rear panel by pulling the tabs sideways and out. AutoMARK Options Follow the list below to ensure you understand the function of each button. TOUCHSCREEN: • Touch the BACK button to display the previous screen. • Touch the ZOOM IN/OUT button to increase or decrease the size of the text displayed. • Touch the EXIT RETURN BALLOT button to display the EXIT screen. The ballot will be returned unmarked. • Touch the HIGH CONTRAST button on any screen to switch the black and white screen contrast. • Touch the NEXT button enter your selection and display the next screen. KEYPAD: • • • • • 38 Use directional keys to move around the ballot. Touch the SCREEN button to turn the screen ON/OFF. Touch the REPEAT button to listen to the prompt again. Touch the TEMPO button to speed up or slow down the speed of the prompt. If the voter is not on the Roster of Voters: • the voter may vote a provisional ballot. • the voter may receive a telephone card for polling place look-up to find their correct polling place. • if a voter casts a ballot in the wrong polling place, only the candidates or issues they are entitled to vote on in the voter’s home precinct will count. 1. As soon as the polls are finally closed, the precinct board shall commence to count the votes by taking the ballots cast, unopened, out of the box and counting them to ascertain whether the number of ballots corresponds with the number of signatures on the roster. The precinct board shall make a record upon the roster of the number of ballots in the ballot box, the number of signatures on the roster, and the difference, if any. 15272. The count shall be public and shall be continued without adjournment until completed and the result is declared. During the reading and tallying, the ballot read and the tally sheet kept shall be within the clear view of watchers. 15273. Unless otherwise provided in this code, the precinct board members may not constitute themselves into separate squads in an attempt to conduct more than one count of the ballots at the same time. FLAG 15276. The precinct board members shall ascertain the number of votes cast for each person and for and against each measure in the following manner: One precinct board member shall read from the ballots. As the ballots are read, at least one other precinct board member shall keep watch of each vote so as to check on any possible error or omission on the part of the officer reading or calling the ballot. 15277. (a) Two of the precinct board members shall each keep a tally sheet in a form prescribed by the elections official. Each tally sheet shall contain all of the following: (1) The name of each candidate being voted for and the specific office for which each candidate is being voted. The offices shall be in the same order as on the ballot. (2) A list of each measure being voted upon. (3) Sufficient space to permit the tallying of the full vote cast for each candidate and for and against each measure. (b) The precinct board members keeping the tally sheets shall record opposite each name or measure, with pen or indelible pencil, the number of votes by tallies as the name of each candidate or measure voted upon is read aloud from the respective ballot. (c) Immediately upon the completion of the tallies, the precinct board members keeping the tally shall draw VOTER BILL OF RIGHTS 18380. (a) No person, during any election, shall do any of the following: (1) Remove or destroy any of the supplies or other conveniences placed in the voting booths or compartments for the purpose of enabling the voter to prepare his or her ballot. (2) Remove, tear down, or deface the cards printed for the instruction of voters. (3) Remove, tear, mark or otherwise deface any voter index with the intent to falsify or prevent others from readily ascertaining the name, address, or political affiliation of any voter, or the fact that a voter has or has not voted. (4) Remove, tear down, or deface the signs identifying the location of a polling place or identifying areas within 100 feet of a polling place. (b) Any person who violates any of the provisions of this section is guilty of a misdemeanor. 18403. Any person other than an elections official or a member of the precinct board who receives a voted ballot from a voter or who examines or solicits the voter to show his or her voted ballot is punishable by a fine not exceeding ten thousand dollars ($10,000), by imprisonment in the state prison for 16 months or two or three years or in a county jail not exceeding one year, or by both the fine and imprisonment. This section shall not apply to persons returning a vote by mail ballot pursuant to Sections 3017 and 3021 or persons assisting a voter pursuant to Section 14282. 18563. Every member of a precinct board is guilty of a misdemeanor who, without the consent of a voter, discloses the name of any candidate the board member has discovered in his capacity as a member of the board to have been voted for by the voter. 18569. Every person who aids or abets in the commission of any of the offenses mentioned in Section 18566, 18567, or 18568 is punishable by imprisonment in the county jail for the period of six months or in the state prison for 16 months or two or three years. 2. You have the right to cast a provisional ballot if your name is not listed on the voting rolls. 3. You have the right to cast a ballot if you are present and in line at the polling place prior to the close of the polls. 4. You have the right to cast a secret ballot free from intimidation. 5. You have the right to receive a new ballot if, prior to casting your ballot, you believe you made a mistake. If, at any time before you finally cast your ballot, you feel you have made a mistake, you have the right to exchange the spoiled ballot for a new ballot. Voteby-mail voters may also request and receive a new ballot if they return their spoiled ballot to an elections official prior to the closing of the polls on Election Day. 6. You have the right to receive assistance in casting your ballot, if you are unable to vote without assistance. 7. You have the right to return a completed vote-by-mail ballot to any precinct in the county. 8. You have the right to election materials in another language, if there are sufficient residents in your precinct to warrant production. 9. You have the right to ask questions about election procedures and to observe the elections process. You have the right to ask questions of the precinct board and elections officials regarding election procedures and to receive an answer or be directed to the appropriate official for an answer. However, if persistent questioning disrupts the execution of their duties, the board or election officials may discontinue responding to questions. 10. You have the right to report any illegal or fraudulent activity to a local elections official or to the Secretary of State’s Office. • Polls are open from 7:00 a.m. to 8:00 p.m. on the day indicated in the posted sample ballot. • Specific instructions on how to vote, including how to cast a provisional ballot, can be obtained from a poll worker or by reading the information mailed to you by your local elections official. • If you are a newly registered voter, you may be asked to provide appropriate identification or other documentation according to federal law. But please note that every individual has the right to cast a provisional ballot even if he or she does not provide the documentation. • It is against the law to represent yourself as being eligible to vote unless you meet all of the requirements to vote under federal and state law. • It is against the law to tamper with voting equipment. A menos que la ley disponga lo contrario, ninguna persona deberá solicitar o recibir boletas electorales de otro distrito electoral que no sea aquel en el que el votante tiene derecho a votar. 14280. A menos que la ley disponga lo contrario, los votantes no deberán recibir boletas electorales de personas que no sean funcionarios del distrito electoral. Sólo los funcionarios del distrito electoral o los funcionarios autorizados por la ley podrán entregar boletas electorales a los votantes. 14287. Ningún votante deberá hacer marcas en su boleta electoral de manera que haga que la boleta electoral sea identificable. 14291. Después de marcar la boleta, el votante no deberá mostrársela a otras personas de manera que revele su contenido. 14295. Ningún votante deberá entregar a cualquier miembro de la junta del distrito electoral cualquier boleta electoral que no sea la que recibió de un miembro de la junta. 15271. Una vez que los centros electorales se cierren, la junta del distrito electoral comenzará a contar los votos emitidos sacando las boletas electorales cerradas de la urna y contándolas para determinar si la cantidad de boletas electorales coincide con la cantidad de firmas en la lista. La junta del distrito electoral registrará en la lista la cantidad de boletas electorales que había en la urna, la cantidad de firmas en la lista y la diferencia, si es que hubiera alguna. 15272. El conteo será público y se llevará a cabo sin aplazamiento hasta que finalice y se declare el resultado. Durante la lectura y el conteo, la boleta que esté siendo leída y el acta de conteo de votos deberán estar a la vista del público. 15273. A menos que se disponga lo contrario en este código, los miembros de la junta del distrito electoral no podrán dividirse en diferentes equipos para tratar de llevar a cabo más de un conteo de las boletas electorales al mismo tiempo. 15276. Los miembros de la junta del distrito electoral deberán verificar la cantidad de votos a favor que se hayan emitido para cada persona y los votos a favor y en contra de cada medida de la siguiente manera: un miembro de la junta del distrito electoral deberá leer las boletas electorales directamente. La cantidad total de votos a favor que se hayan contado para cada candidato y a favor y en contra de cada medida se registrará en las actas de conteo de votos con letra y con número. 15278. Una vez que finalice el escrutinio de los datos de cada elección, el funcionario electoral comparará la lista de los votantes que hayan votado por correo con la lista de votantes de cada distrito electoral para determinar si algún votante votó más de una vez en esa elección. 18370. El día de las elecciones o en cualquier momento en el que un votante esté emitiendo su voto, ninguna persona podrá realizar lo siguiente en un radio de 100 pies de distancia de un centro electoral, de una ubicación satelital, conforme a la Sección 3018, o de la oficina de un funcionario electoral: (a) Circular una iniciativa, referéndum, revisión o petición nominal o de otro tipo. (b) Solicitar un voto o hablar con un votante sobre cómo marcar su boleta electoral.
