DIA de Logros-Primer Grado
El 22 de mayo se celebró el día de logros de primer grado 2007-2008. LEMA:
“A todos los que me aman y cuidan, GRACIAS”. Dieciocho niños fueron
promovidos a segundo grado. Los niños cantaron los himnos nacionales de
Puerto Rico y Culebra. Muy entusiasmados recibieron las cintas y medallas
que ganaron por su esfuerzo además algunos regalos. Se le dedico la actividad

Mayor Abraham Peñalty Nieves presented to the municipal assembly for
approval a budget with a savings of $ 346,724. for a total of $ 4,,090,764.
moreover the island municipality emphasise that it has ended with current
savings of $210,000. Through conservative budgeting of operating expenses

Junta Consultiva De Restauración
De Culebra - Notas de las Reuniones La Junta Consultiva de Restauración de Culebra (RAB) se
reunió el jueves 22 de mayo en el Centro de Usos Múltiples. Este
comité se compone de miembros de la comunidad de Culebra y
representantes del gobierno envueltos en la limpieza de los
artefactos explosivos sin detonar que quedan en la isla.
Hasta la fecha, los estudios han llegado a la conclusión de que,
con la excepción de las áreas alrededor del aeropuerto, toda la
isla de Culebra está catalogada como área de mediano o alto
riesgo en cuanto a artefactos militares sin detonar.
El Sr. José Méndez del Cuerpo de Ingenieros del Ejército de
E.U. inició la reunión con el anuncio de que todas las agencias
locales fueron invitadas a la reunión en respuesta a preocupaciones
anteriormente expresadas por los miembros del RAB en el sentido
de que sin la presencia del gobierno local, el comité de la RAB
no puede cumplir con sus objetivos.
Dos representantes del Servicio de Pesca y Vida Silvestre de
los Estados Unidos, un representante de la Junta de Calidad
Ambiental de Puerto Rico y un representante de ARPE estuvieron
presentes. Méndez aseguró al comité comunitario de la RAB que
el Municipio de Culebra y el Departamento de Recursos Naturales
y Ambientales habían sido formalmente invitados nuevamente.
Se le informó a la comunidad que la limpieza de bombas en las
costas se reanudará este otoño a pesar de compromisos previos
hechos al comité comunitario de que esta parte más invasiva de
la limpieza se iba a hacer en los meses de invierno cuando hay
menos arena y menos tortugas anidando. De acuerdo al Cuerpo
de Ingenieros, el contratista (que tampoco estaba presente en la
reunión) accedió a contar con la presencia de un biólogo local
para tratar de proteger los nidos de tortugas.
La comunidad local se expresó sobre problemas surgidos
anteriormente con estas limpiezas, que presentan un peligro para
los neonatos y las tortugas en Culebrita y se acordó incluir estas
quejas escritas como parte del récord formal.
Hubo que hacer correcciones en las minutas de reuniones
anteriores, que no reflejaban las declaraciones hechas por el
Cuerpo de Ingenieros de que algunos de los contratistas del
gobierno repitiendo proyectos de “investigación” en la isla estaban
siendo pagados con el presupuesto de limpieza de Culebra.
Entonces José Méndez indicó que él se había expresado
incorrectamente en esa reunión anterior y que el contratista
repitiendo la investigación estaba en el presupuesto de Vieques.
Los miembros del comité local de RAB nuevamente reiteraron
su preocupación por no tener representantes en el presupuesto ni
en la selección de contratistas.
El Cuerpo de Ingenieros anunció que se pidieron $500,000.00
en el proyecto de ley más reciente para la defensa que se discute
actualmente en la Cámara de Representantes de los Estados
Unidos.
José M. Carrasquillo, de la oficina de ARPE de Humacao,
respondió a preguntas sobre los peligros asociados con la limpieza
de tierras en zonas de mediano y alto riesgo. Sugirió la posibilidad
de una moratoria de construcción para minimizar el riesgo, pero
dijo que esto sería poco probable, dada la magnitud de presión
que él ve actualmente en la Agencia para el desarrollo de Culebra.
Los miembros de RAB discutieron sobre los propietarios que
impiden acceso al Cuerpo de Ingenieros para limpiar cerca de
segregaciones ilegales próximas al área de Cerro Balcón. En el
pasado, los bomberos locales han apagado los fuegos de pasto
en el área, arriesgando sus vidas en áreas consideradas de alto
riesgo de municiones sin explotar. Muchas preguntas quedaron
sin contestación debido a la total falta de participación e interés
por parte del gobierno local.

RAB Meeting Notes
(Bomb Removal Community Group)
On Thursday the 22nd of May, the Culebra Restoration
Advisory Board met at the Multi-Use center. RAB stands
for Restoration Advisory Board and the committee is made
up of Culebra community and Government representatives
involved in the clean up of unexploded ordnance on the
island. To date, studies have concluded that with the
exception of areas around the airport, all of Culebra is listed
as either Medium or High Risk for unexploded military
ordnance.
José Mendez of the Army Corps of Engineers began the
meeting by announcing that local agencies were all invited
to the meeting in response to past concerns expressed by
the RAB members who indicated that without local
government present, the RAB committee cannot fulfill its
objectives.
Two representatives from the Federal United States Fish
and Wildlife Service and one Representative from the Puerto
Rico Environmental Quality Board and a representative
from ARPE were in attendance. Mendez assured the
community RAB that the Municipality of Culebra, and the
Department of Natural and Environmental Resources were
both again formally invited.
The community was informed that the coastal clean up of
bombs will resume this fall, despite the previous commitment
made to the community RAB members that this more
invasive phase of clean up would be done in the winter
months, when both sand on the beach and turtle nesting are
at a minimum. According to the Army Corps, the contractor,
(also not present at the meeting,) agreed to have a local
wildlife biologist present to try and protect sea turtle nests.
There were problems expressed by local community with
previous clean ups posing threat to hatchlings and nesting
sea turtles on Culebrita, and it was agreed that these written
complaints would be made part of the formal record.
Corrections had to be made to previous meeting minutes
which did not reflect statements made by the Corps that
some of the Government contractors repeating “research”
projects on the island were paid from the Culebra clean up
budget.
Jose Mendez then indicated that he misspoke at this
previous meeting and that the contractor repeating the
research was coming out of the Vieques budget. Local
community RAB members again reiterated concerns about
not having oversight or input on the budget or selection of
contractors.
The Corps announced that $500,000.00 was requested as
a line item on the most recent defense bill currently being
discussed in the US House of Representatives.
Jose M. Carrasquillo of the regulations and permitting
authority based in Humacao responded to questions regarding
the threat personal hazards associated with land clearing
medium and high risk areas. He suggested the possibility
of a construction moratorium to minimize the risk but said
that this would be unlikely given the current magnitude of
development pressure he observes at the agency for Culebra.
RAB members discussed property owners preventing
access to Army Corps for clean up work near the illegal
segregation moving on Cerro Balcón. In the past, grass
fires in the area are put out by local fire fighters who risk
their lives in areas considered High Risk for UXO. Many
questions went unanswered due to the complete lack of
local government interest and participation.

With the motto “We will Serve Culebra with Love”
on the 23rd of May the Achievement Day for the
Head Start Project was celebrated. Although not all
of the kids are promoted, they took part dressed
according to the profession they want for the future.

with drums.

The Magic Muellecito & Short Term Memory
La Magia del Muellecito y la Corta Memoria
Local Ocean Explorers decided to take some photos on a
beautiful calm day in shallow waters around the muellecito
(Alfredo, Kevin, Pee Wee and cousins, Katiria and Orlando.)
It was one of those impeccable clear sky days featuring the
flickering sea floor mosaics produced when sunlight passes
through the surface of the water.
Local folks all know the historic ruins called the muellecito,
was not actually a pier. It was a shark pen constructed by the
Navy decades ago to conduct research on shark repellants.
Today the remains of the pen have created a natural pool and
living aquarium. It is important to locals as one of the safe areas
for kids to learn to swim, dive, play and explore. Over the many
years, corals and other marine life have settled on and around
the historic remains and created a spectacular coral reef. The
shallow rocks attract diverse creatures and every day there is a
new surprise for tourists or local kids to discover in just two feet
of water.
Next to the muellecito we discovered tiny magical nudibranchs
grazing on the rocks. Nudibranch is Latin for “naked gills”, but
most folks probably don’t find them as exciting as they sound.
I, on the other hand, love these little creatures and so did Explorers
Orlando and Kevin. These charming little sea slugs have eyes
on stalks and a blue green ruffled back. The ruffles serve as
excellent camouflage and help them breath. When grazing on
algae, these creatures actually steal the parts from marine algae
that carry out photosynthesis. They incorporate the plant parts
into their own bodies and then are able to use the plant power
house to produce food. These are in effect, little, fantastic solar
powered sea slugs. For budding biologistsÖthis process of
stealing plant parts and putting them to work for you is called
“kleptoplasty,”(from the Latin root klepto meaning “to steal.”
Speaking of “stealing”you all need to be aware that the Culebra
Conservation and Development Authority (ACDEC) is
considering an endorsement for plans to allow VÌctor Gonz·lez,
owner of Red Elephant Cement to “repair ” the muellecito,
build gazebos, install outdoor bathrooms, create a board walk,
build more bird towers and expand and pave the parking lot
and access road at the muellecito. Just to remind the municipality,
over the last three years, VÌctor Gonz·lez, repeatedly blocked
public access to the muellecito, including the construction of
towering Jurassic Park gates, a 16 inch thick poured concrete
wall and the placement of huge boulders. He went on to deforest
steep slopes of ecologically sensitive Mt. Resaca and constructed
a concrete road and towers without permits. To see the public

Los Exploradores Marinos Kevin, Alfredo, Pi Wi y los primos
Katiria y Orlando decidieron tomar fotos. Era un hermoso día
con un cielo claro y en las aguas llanas del muellecito el mar
parecía un titilante mosaico de luz solar que atravesaba la
superficie del agua.
Todos los culebrenses saben que las históricas ruinas del
muellecito realmente no son de un muelle. Son de una jaula
de tiburones que construyó la marina de guerra de los Estados
Unidos hace décadas para llevar a cabo estudios de repelentes
de tiburones. Hoy en día los restos de la jaula han creado una
piscina y acuario natural. Es un área importante donde los
culebrenses se sienten seguros para permitir que sus niños
aprendan a nadar, bucear, jugar y explorar. A través de los años,
los corales y otros tipos de vida marina se han establecido en y
alrededor de los restos históricos, creando un arrecife de coral
espectacular. Las rocas atraen diversas criaturas y todos los días
hay una sorpresa nueva para que los turistas y nuestros niños
descubran, a solo dos pies de profundidad.
. Al lado del muellecito los niños descubrieron unas diminutas
y mágicas nudibranchs pastando en las piedras. Nudibranch es
el término en latín de “agallas desnudas” aunque la mayoría de
la gente probablemente no las encuentran tan excitantes como
su nombre implica; pero los Exploradores Orlando y Kevin
quedaron fascinados con ellas. Estas simpáticas “babositas”
tienen los ojos sobre una especie de tallo y un lomo verde y
rizado. Los rizos sirven como un excelente camuflaje y las
ayudan a respirar. Cuando pastan, estas criaturas roban las partes
energéticas de las algas marinas (las que están a cargo de la
fotosíntesis). Ellas incorporan estas partes a sus propios cuerpos
y luego las usan para producir comida. Estas son en efecto, unas
fantásticas “babositas” con energía solar… este proceso de robar
partes de plantas y ponerlas a trabajar para uno se llama
“kleptoplastia”del latín klepto, que significa “robar”.
Hablando de “robar”…todos se deben enterar de que la
Autoridad de Conservación y Desarrollo de Culebra (ACDEC)
está considerando endosar un plan para permitir que Víctor
González, dueño del cemento Elefante Rojo, repare el muellecito
(¿?), construya glorietas, instale baños, construya un paseo
tablado, construya más torres de observación de aves y ensanche
y pavimente el estacionamiento y la carretera de acceso al
muellecito. Le queremos recordar al Municipio, que durante
los tres últimos años, Víctor González repetidamente bloqueó
el acceso público al muellecito con la construcción de portones
estilo Parque Jurásico, una pared de concreto armado de 16
pulgadas y gigantescas rocas. Deforestó terrenos empinados
en Monte Resaca, un área sensitiva ecológicamente y construyó
una carretera de concreto y torres sin los permisos requeridos.

Demócrata y la eleeción de sus delegados a la Convención

Para votar en las Primarias Presidenciales Demócratas, los
electores deberan estar inscritos en o antes del viernes, 2 de mayo
de 2008. Aquellos nuevos electores que para el martes, 4 de
noviembre de 2008 tengan 18 años cumplidos podrán ejercer su
derecho al voto. Habrá Voto Ausente para aquellos electores que
se encuentren en las categorías que dispone el Artículo 5.035 de
la Ley Electoral de Puerto Rico. Todas las Tarjetas de
Identificación Electoral son válidas para votar y será requisito
que el elector presente la misma al momento de emitir su voto.
La votación se llevará a cabo en colegio abierto desde las
8:00 a.m. hasta las 3:00 p.m. Los electores deberán votar en el
precinto, unidad y colegio donde aparece su nombre en la Lista
de Votación. Durante esta prima ria aplicará la prohibicción de
ley, conocida como Ley Seca, razón por la cual no se podrán
vender ni consumir bebidas alcohó1icas desde la medianoche
anterior al día de la primaria hasta las nueve de la nache del
domingo, 1 de junio de 2008, a excepción de los restaurantes,
barras de barcos cruceros y los establecimientos comerciales de
los hateles, paradores y condo hoteles certificados por la Compania
de Turismo de Puerto Rico para el consumo dentro de los Ifmites
del hotel, parador, condo hotel o barco crucero.
La primaria se celebrará conforme a las disposiciones aplicables
de la ley Electoral de Puerto Rico, garantizando en todo momento
la participación y el derecho que tiene todo elector al sufragio
igual, directo, libre y secreto. Se exhorta a los patronos de
empresas de operación continua a tomar las medidas necesarias
para establecer unos tumos que permitan a sus empleados concurrir
a los colegios de votación entre las 8:00 a.m. y las 3:00 p.m., del
domingo, 1 de junio de 2008, día de votación.
Pursuant to Public Law No.6, of September 24, 1979, as
amended, known as the "Compulsory Presidential Primaries
Law" the State Elections Commission will hold the Democratic
Presidential Primaries throughout Puerto Rico on Sunday,
June 1,2008. When the voter signs the registration list at the
polling place, it shall be understood that the voter is joining
the Democratic Party and that he or she shall not participate
in any candidate or delegate appointment process that is not
a part of the National Democratic Party.
The Democratic Presidential Primaries will be held in
accordance with the "Compulsory Presidential Primaries Law,"
the provisions of the "Puerto Rico Electoral Law," and the
applicable regulations so as to offer the voters of Puerto Rico
the right to vote through the Democratic Party for the candidate
of his or her choice for the presidency of the United States
and in the election of his or her delegates to the Democratic
Convention in Denver, Colorado.
To vote in the Democratic Presidential Primaries, voters
must be registered by Friday, May 2, 2008. New voters who
are 18 years old by November 4, 2008, may exercise their
right to vote. The Absentee Vote will be available for voters
who fall into the categories provided under Article 5.035 of
the Puerto Rico Electoral Law. All Voter 1.0. cards are valid
for voting and all voters must present their cards when voting.
Voting will be held in polling places open from 8:00 AM to
3:00 PM. Voters must vote in the precinct, unit, and polling
places where their name appears on the voter registration list.
The legal prohibition, known as the Blue Law/Dry Law, shall
be in effect during this primary election. Therefore, alcohol
will not be sold or consumed, starting at midnight before the
day of the primary until 9:00 PM on Sunday, June 1, 2008,
with the exception of restaurants, bars on cruise ships, and the
business establishments in hotels, paradores (country inns),
and condo-hotels certified by the Puerto Rico Tourism
Company, for consumption within the premises of the hotel,
parador, condo-hotel, or cruise ship.
The primary shall be held according to the applicable provisions
of the Puerto Rico Electoral Law, guaranteeing at all times
the participation and the right of all electors to equal. direct,
free, and secret suffrage. Employers of continual-operation
companies are urged to take the necessary measures to establish
shifts that allow their employees to go to the polling places
between 8:00 AM and 3:00 PM, on Sunday, June 1, 2008, on
voting day.

la Estación de CULEBRA
Con motivo de la Semana del Cuerpo
de Bomberos, el alcalde de Culebra,
Abraham Peña Nieves, reconoció al
equipo de Bomberos de la Estación

La Orquesta Sinfónica de la Universidad de Puerto Rico visitó
la Escuela Ecológica. Los estudiantes de ambas escuelas Elemental e Intermedia y Superior - gozaron de un concierto
muy ameno de música clásica.
La Orquesta Sinfónica deleitó a los estudiantes con partituras
de Bach y Mozzart entre otros compositores.
Los temas musicales de las películas “Superman”y “Titanic”
fueron las preferidas por todos los estudiantes. Eventos como
éste sirven de crecimiento cultural para todos nuestros estudiantes.
Además, durante la noche, la comunidad tuvo la oportunidad
de disfrutar de tan enriquecedora experiencia.

SUZETTE BACO PRESENTS AWC AWARDS
Suzette Baco, Actress/Animal Activist, appeared at the Ecological
School on May 2, presenting certificates to a number of the students who
arranged for animal sterilizations throughout the year. Sponsored by the
Animal Welfare of Culebra (AWC), the program worked with teachers
and students from grades one through three, teaching the children the
proper way to care for animals.
Ms. Baco presented Certificates of Achievement to Bladamir Mendez,
Yolivette Velazquiez, Kemual Vizarrondo, Alelaida Velazquiez, Danial
Dickson, and Gabriella Almeda.The sterilization program will continue
throughout the summer and is open to all grade school students. Ms.

Escuelas de Culebra auspiciaron la visita
del señor Jaime Jaramillo, mejor conocido
como Papá Jaime. Jaime Jaramillo, el padre
de los niños colombianos de las calles de
Bogotá, es amor en acción y un ejemplo de
la Nueva Humanidad. Durante 30 años ha
rescatado de las calles de Bogotá a más de
30,000 niños y niñas, y transformado sus
vidas para siempre.
Papá Jaime nos contó como encontró esta misión de amor cuando todas las adversidades y realizar sus sueños. Esto ha motivado

MY REVOLUTIONARY CHESS SET,

When I previously lived on Culebra some years
ago, I frequently played chess with Judson Mac Guire,
whom many of you will remember. Jud had been a young
man in Cuba at the time of Castro’s revolution. He was
working in some capacity for the U.S. Government but
his sympathies were with the revolutionaries and he
helped them when he could. He showed me a little book
he had about the history of Cuba, given to him by some
of the revolutionaries, with an inscription from them
thanking him for his help. (Unfortunately, the book was
destroyed b Hurricane Marilyn, along with Jud’s house
and the rest of his extensive library.)
Jud liked to tell me the revolutionaries “kidnapped”
and held him for ransom. However, they had a
disagreement because Che wanted to destroy Jud’s vehicle
and Jud couldn’t allow that since it was owned by the
U.S. Government and he was responsible for it.
He told me that many games of chess were played in
the rebel camps at night, and that he sometimes played
with them; hethought that Fidel and Che were excellent
chess players.
Somehow Jud acquired one of their chess sets, and
when he and I became acquainted when I first came to
Culebra,we would play on that very same set.
After Jud’s death,
his daughter, Ann,
who lives in San
Juan, gave me the
chess set, which I
have treasured
ever since. I’m
sure if the set
could talk, it
would have many
stories to tell!
In 1947, Ché Guevara started medical school at the Univ.
of Buenos Aires. He developed a great love for chess &
rugby, later he introduced chess to Fidel Castro “You
know, I don't enjoy being a Minister, I would rather
play chess, or make a revolution in Venezuela.” - Ché Guevara
Mi Juego de Ajedrés Revolucionario,

Cuando vivía en Culebra, hace unos cuantos años, con
frecuencia jugaba ajedrés con Judson McGuire, a quien algunos
de ustedes recordarán. Jud fue un joven en Cuba durante la
revolución de Castro. Trabajaba en algo con el gobierno de
Estados Unidos, pero su preferencia era con los revolucionarios
y los ayudaba cuando podía. Me enseñó un libro pequeño que
tenía sobre la historia de Cuba que le dieron algunos de los
rebeldes, con una inscripción de ellos, dándole las gracias por
ayudarlos. (Desafortunadamente, el libro se lo llevó el huracán
Marylin, con la casa de Jud junto a su extensa biblioteca.)
A Jud le gustaba contarme de los secuestros “revolucionarios”
cuando lo mantenían para pedir dinero por su rescate. Pero, no
se ponían de acuerdo porque el Ché quería destruir el carro de
Jud y Jud no se lo podía permitir porque era propiedad del
gobierno de U.S. y era su responsabilidad.
Me contó que jugaban mucho al ajedrés de noche en el campo
de los rebeldes y algunas veces jugaba con ellos; creía que Fidel
y el Ché eran excelentes jugadores.
De alguna manera Jud consiguió uno de esos juegos de ajedrés
y cuando vine por primera vez a Culebra y lo conocí, jugabamos
con ese mismo juego. Después que Jud murió, su hija Ann, que
vive en San Juan, me regaló el juego de ajedrés, el cual he
guardado desde entonces como un tesoro. Estoy segura que si
el juego pudiera hablar, ¡tendría muchas historias que contar!

THE TRUTH ABOUT THE LIARS’ TABLE

When I visited Culebra (my home for eight years) in
February 2008 I discovered that no one seemed to know
the origin of Mamacitas “Liars’ Table.” I wish to share this
story with you.
I was the manager of Posada la Hamaca. Clay Terrell
(the owner and creator of Mamacitas) was my neighbor
and my friend. Clay came in very early every morning to
prepare his wonderful bread, and several of his friends
would come in for coffee (which he specially brewed just
for them). One of those friends was Chris Hatcher, whom
I was seeing at the time. Chris was initially hesitant to
invite me to those early-morning all-male meetings, but
after getting Clay’s approval invited me to join them. We
always sat at the same table (you know the one).
One morning I dubbed it the liars’ table, after a table in
Eunice’s Cafe in my home town of Huntsville, Alabama,
Clay liked the concept and wrote the words on the plaque,
which still hangs over that table today.
The Liars’ Table members: clockwise Mark, Clay Terrel,
Gene Thomas, me , Joe Hollingsworth, Richard Cantwell,
Chris Hatcher,and Bill Hartge. Bill isn’t in that photo
because he was back at his home in the States suffering
from pancreatic cancer. He died in 1998. We sent this photo
to him, and it was displayed on his mantle on the occasion
of his memorial service.
LA MESA DE LOS MENTIROSOS

En febrero de este año, cuando estuve de visita en Culebra
(mi hogar durante ocho años)descubrí que nadie parecía
saber el origen de la Mesa de los Mentirosos en Mamacita's.
Deseo compartir la historia con ustedes.
Yo administraba Posada La Hamaca. Clay Terrell (el
dueño y creador de Mamacita's) era mi vecino y amigo.
Clay llegaba muy temprano todas las mañanas para hornear
su maravilloso pan y varios de sus amigos venían a buscar
café (el que él gustosamente les colaba). Uno de esos amigos
era Chris Hatcher, con quien yo salía en aquel entonces.
Al principio Chris estaba indeciso sobre invitarme a esas
reuniones matutinas masculinas pero luego de recibir la
aprobación de Clay, me invitó a que me uniera. Siempre
nos sentábamos en la misma mesa (ya saben cuál es).
Una mañana la apodé mesa de los mentirosos por un
negocio en mi ciudad natal de Huntsville, Alabama, que se
llamaba Eunice´s Café, donde los políticos se reunían todas
las mañanas a tomar café, desayunar e intercambiar cuentos
chinos. A Clay le gustó el concepto y escribió el nombre
en la placa que aún continúa colgada sobre la mesa.

Jóvenes culebrenses en el Puerto Rico
Youth Challenge Academy de la
Guardia Nacional de Puerto Rico

El sábado 8 de abril de 2008 la señora Mariluz Perales,
Orientadora Escolar, junto con varios padres llevaron a 12
estudiantes de Culebra al Puerto Rico Youth Challenge
Academy de la Guardia Nacional de Puerto Rico en el
Campamento Santiago en Salinas, P.R. Allí, este grupo de
jóvenes culebrenses comenzó la primera parte del programa
que consiste de dos semanas.
En estas primeras semanas nuestros estudiantes recibieron
un entrenamiento bien fuerte donde recibieron mucha
presión. Gracias a Dios la mayoría de nuestros jóvenes se
quedaron. En estos momentos de los 12 estudiantes que
comenzaron sólo 3 están fuera (2 por pelear y 1 porque se
quiso salir). Una de las reglas del Programa es no pelear,
sin distinción de personas, y el que no cumple esta regla
es expulsado del Programa.
Actualmente los 9 estudiantes que se quedaron pasaron la
primera parte del Programa y se graduaron y se les entregó
el uniforme militar. Nuestros estudiantes han visitado la
Cárcel de las Cucharas y el pueblo de Ponce donde realizaron
trabajo comunitario.
El fin de semana de las madres estos 9 estudiantes estuvieron
de pase y nos visitaron. Celebraron el Día de las Madres
con sus respectivas familias y amistades.

Another Big Fish Story?
This one’s for real!

My friend Gene Thomas and I made plans to go diving
for lobsters. We got into our boat and went towards the
island of Luis Pena; however, we did not stop on the little
island. We instead, went over to Cayo de Agua. We
stopped about 300 yards south of there, we anchored the
boat, and Gene went in the water and I followed. We went
down approximately 50 feet.
While we were looking around for lobster, Gene saw
a big grouper. He signaled me to let me know that the
fish was too big, he did not want to shoot him. I however,
took it upon myself to shoot the grouper. I shot him and
my spear hit him between his eyes and exited the top of
his mouth. Gene was worried now because the fish started
moving away with his spear gun! Gene proceeded to shoot
him again.
We pulled the grouper out of the ocean, into the boat
and decided to end our fishing trip. We went straight to
the ferry terminal and the whole town came to see our
“catch of the day”. They cheered us on and took pictures.
The biggest cheerer in the crowd was an old man named
–Gildo Martinez (Gildo died about two years ago)
Back in those days, we weighed in our fish in the back
of John Dinga's house. This grouper weighed in at 326
pounds, after it was gutted. In the process of cleaning him
out, we found 2 lobsters, one weighed 6 pounds!
Mi amigo Gene Thomas y yo hicimos planes para ir a
bucear en busca de langosta. Nos fuimos en nuestro
bote y nos dirigimos hacia Luis Peña; sin embargo, no
paramos en ese islote sino que seguimos hasta Cayo de
Agua. Paramos como a 300 yardas al sur de allí y
anclamos el bote. Gene se tiró al agua y yo lo seguí.
Bajamos aproximadamente 50 pies.
Mientras buscábamos langostas, Gene vio un mero
grande. Me hizo señales de que el pez era demasiado
grande y no quería dispararle. Sin embargo, yo no hice
caso y le tiré. Mi arpón le dio entre los ojos y le salió por
la parte superior de la boca. ¡Gene se empezó a preocupar
porque el pez comenzó a alejarse con el arpón! Gene
procedió a dispararle nuevamente.
Sacamos el mero del agua, lo metimos al bote y
decidimos terminar nuestra pesca. Nos fuimos
directamente al terminal de lanchas y el pueblo entero
vino a ver nuestra “pesca del día”. Nos vitorearon y nos
tomaron fotografías. El que más aplaudía del grupo era
un anciano - Gildo Martínez (Gildo se murió hace como
dos años).
En aquellos tiempos pesábamos los pescados en la
parte de atrás de la casa de John Dinga. Ese mero pesó
326 libras limpio. En el proceso de limpiarlo encontramos
dos langostas, una de ellas pesó 6 libras.

Chinches de la cama
¡Cuídate de no darle pon a
esta plaga indeseable!

La chinche adulta es un insecto color café y sin alas. Se
alimenta principalmente de sangre humana. Su tamaño
depende de la cantidad de sangre que haya consumido.
Las chinches se alimental principalmente durante la noche
cuando pican la piel de su hospedero. Sin embargo, si
están muy hambrientas, las chinches pueden salir a
alimentarse durante el día. Cuando pican, inyectan un
fluido dentro de la piel que les ayuda a obtener la sangre.
Este fluido frecuentemente causa irritación, inflamación
y comezón. La picadura tiene una forma alargada. Si son
en las extremidades (piernas o brazos), parecen estar
alineadas. Este patrón las distingue de picadas de
mosquitos o pulgas.
Ininterrumpida al alimentarse, una chinche adulta se puede
hinchar de sangre en 3-5 minutos. Regresa a su escondite
y no sale durante los varios días que toma el proceso
digestivo. Cuando vuelve a sentir hambre, la chinche sale
de su escondite y busca su fuente de sangre.
Las chinches son una plaga porque pican. Las chinches
se pueden propagar de un sitio a otro en el equipaje de la
gente que viaja o en los muebles de segunda mano.
Al principio, es probable que las chinches se encuentren
sólo en las costuras y dobleces de colchones y cubrecamas.
Según se multiplican, viven, se reproducen y depositan
sus huevos en las grietas y ranuras de camas, muebles,
marcos, hasta detrás del papel pintado levemente
despegado de las paredes. Denuncian su presencia las
pequeñas manchas fecales negras.
Alimentándose regularmente, una chinche hembra puede
depositar 200 huevos durante su vida. Los huevos
eclosionan de 6 a 17 días después. Las ninfas comienzan
a alimentarse de inmediato. Las chinches jóvenes o adultas
pueden sobrevivir durante varias semanas y hasta varios
meses sin alimentarse.
El control de chinches de cama es un reto difícil. Rara
vez se logra un control inmediato porque es bien difícil
descubrir y penetrar todos los lugares donde se esconden.
De una semana a diez días después del tratamiento, no
es inesperado volver a encontrar chinches vivas. El
programa para el control de chinches suele incorporar una
segunda aplicación para eliminar las ninfas recién nacidas.
Buenas Noticias: No se ha comprobado que las chinches
domésticas sean portadoras o transmitan patógenos
causantes de enfermedades.
Bedbugs:
Watch out
this pest

hitch a ride!
Adult bedbugs are coffee colored and have no
wings. They mainly feed on human blood. Their
size varies according to the amount of blood they
consume.
Bedbugs feed mainly during the night when they
pierce the skin of the host. But if they are very
hungry, bedbugs will come out to feed during the
day. When bedbugs bite, they inject a fluid that
allows them to obtain the blood. This fluid will
frequently cause irritation, swelling and itching.
Bites are elongated. Bites occurring in the extremities
(arms or legs) will be lined up. It is this pattern that
differentiates it from mosquito or flea bites.
An adult bedbug can swell up with blood in 3-5
minutes of uninterrupted feeding. Afterwards, it
returns to its hiding place for a digestion process
which will take a few days. When hungry once
again, the bedbug reemerges and looks for a source
of blood.
Bedbugs are a pest because they bite. Bedbugs
can propagate from one place to another in traveler’s
suitcases or in second-hand furniture.
At first, bedbugs are probably just in the seams and
creases of mattresses and bedcovers. As they
multiply, they live, reproduce and lay their eggs
inside crack and crevices in beds, furniture, frames,
even behind slightly detached wall paper. Telltale
signs are the small black fecal stains.
Feeding regularly, a female bedbug can deposit
200 eggs during her life cycle. Eggs hatch 6 to 17
days later. The nymphs start feeding immediately.
Young or adult bedbugs can survive for weeks,
even months, without feeding.
Bedbug control is a difficult challenge. Immediate
control is rare because it is difficult to discover and
penetrate all their hiding places. It is not uncommon
to find live bedbugs a week to 10 days after treatment.
A typical control program usually incorporates a
second application to kill the newly hatched nymphs.
Good News: It has not been proved that bedbugs
carry or transmit any disease causing pathogens

Virgin Island Tree Boa
discovered at land clearing,
habitat impacted by Mega
project Villa mi Terruño
Culebra, May 13, 2008 -A specimen of an
endangered species, Epicratus monensis,
commonly known as the Virgin Islands Tree Boa
was found in the construction clearing of the
megaproject Villa Mi Terruño in Culebra. The
snake about 2 feet long was found yesterday
morning by activists who were visiting the site
after receiving a call reporting heavy machinery
on the beach adjacent to the mega-project.
Normally, this boa lives in trees in coastal forests
and can be seen at night but it seems that the
movement of ground caused by the construction
caused the snake to come out during the day in
search of a safer place.
After being captured carefully it was reported
to the Fish and Wildlife Service in Culebra (#787742-0115) and the local office of the DRNA for
identification and documentation (DRNA # QC09-08). The vegetation that has been destroyed
for the construction of this project is considered
critical habitat for this type of tree snake. These
snakes are harmless and help control plagues of
rats other rodents. The boa was released near the
place where he was found.
Villa Mi Terruño is a mega-tourism project
which proposes to build residential 81 buildings
with 134 residential units, plus a hotel of 64
rooms, an area of summer camp with 24 rooms,
swimming pools and recreational facilities on
108 acres of land bordering the sea. This megaproject was quoted recently by the Environmental
Protection Agency (EPA) for violations of the
Clean Water Act for impacting adjacent coastal
waters that affect coral species and protected
habitat for sea turtles.
Neighbors of the island of Culebra also have
complained that the mega-project has fenced the
shoreline area. To this day, public hearings for
this project have not been conducted but
construction has already started.
Playa Dátiles (Date Palm Beach)
is one of the most prized remote
beaches in Culebra. For decades
it’s been the refuge of Culebrenses
and seasoned guests on holiday
weekends. A road proposed for
the Manuel Dubon project, Villa
Mi Terruño, will be a “de facto”
privitization
.

Terruño en Culebra. La serpiente de aproximadamente 2 pies de largo fue
encontrada durante la mañana de ayer por activistas que fueron al lugar luego
recibir una llamada denunciando actividad de maquinaria pesada en la playa
colindante con el mega-proyecto. Normalmente, esta boa que vive en los
árboles de los bosques costeros puede ser vista durante la noche pero parece
ser que el movimiento de terreno causado por la construcción hizo que la
serpiente saliera de día en busca de un lugar más seguro. Luego de ser capturada
cuidadosamente la misma fue llevada al Servicio de Pesca y Vida Silvestre
de Culebra ( 787-742-0115 ) y a la oficina local del DRNA para identificación
y documentación (DRNA # QC-09-08). La vegetación que ha sido destruida
para la construcción de este proyecto es considerada hábitat crítico para este
tipo de serpiente arbórea. Estas serpientes son inofensivas y ayudan a controlar
plagas de ratas otros roedores. La boa fue liberada cerca del lugar donde fue
encontrada.
Villa Mi Terruño es un mega-proyecto residencial turístico que propone
construir 81 edificios para 134 unidades residenciales, un hotel de 64
habitaciones, un área de campamento de verano con 24 cuartos, piscinas y
facilidades recreativas en 108 cuerdas de terreno colindantes con el mar. Este
mega-proyecto fue citado recientemente por la Agencia de Protección Ambiental
(EPA , por siglas en inglés) por violaciones a la Ley de Aguas Limpias al
impactar las aguas costeras adyacentes afectando especies de coral y hábitat
protegido de tortugas marinas. Vecinos de la isla de Culebra han denunciado
también que parte de la verja del mega-proyecto la zona marítimo terrestre.
Hasta el día de hoy no se han llevado a cabo vistas públicas para este proyecto
aunque ya han comenzado los trabajos de construcción.Fotos:
