& Bulletin Announcements

To All Pastors and Parish Staff:
Attached is a revised schedule of special collections for calendar years 2016 and 2017 with some sample bulletin
announcements to encourage participation in these important collections. Please note the revised date for the 2016
World Mission Sunday of October 23, 2016. Additionally, I call your attention to a few items:
1. Two Year Special Collection Calendar
o A 2 year schedule provides parishes an opportunity to plan in advance for collections, local needs and
envelopes.
o Please add your own parish special collections to this page and forward to your offertory envelope
provider and electronic giving provider.
2. Special Collection Sunday
o This annual collection in January is for a specific purpose as designated by the Cardinal Archbishop.
This will provide a date each year for collection requests that arise. Correspondence with the details for
this collection will be sent to you at a later date.
3. September Collection for Clergy Health & Retirement Trust
o We will continue this second collection for the Clergy Health & Retirement Trust, to which the faithful
have generously responded. Please note that all parishes, including those staffed by Religious Order
priests, must remit this collection to the Archdiocese.
4. Special Collection Policies & Procedures
o Please see the enclosed document regarding the processing of these special collections.
5. Sample Bulletin Announcements
o We encourage you to utilize the enclosed sample bulletin announcements in the week before and week
of the special collection.
o Additional information and resources about the national collections is available via the USCCB

SPECIAL COLLECTIONS
REMITTANCE POLICIES & PROCEDURES
General Policies
• All special collections should be taken up on the specified collection date.
• To request an exception to allow your parish to take up the special collection on an alternate date, please
email Very Rev. William Joy ([email protected]) in the Vicar General’s office.
• Exceptions cannot be granted to eliminate a special collection for a particular parish.
• All collection proceeds should be remitted as soon as possible after the collection. In most cases, this should
happen within two weeks of the collection. If a parish needs more time to receive the envelopes, it should
remit within 30 days of the collection.
• Collection proceeds (except Mission Cooperative and Mission Sunday Collections) should be remitted to:
Cashier, Archdiocese of Boston Pastoral Center, 66 Brooks Drive, Braintree, MA 02184-3839.
• Please include your parish number and the collection name on the remittance check.
• Please do not include remittances for other special collections on the same remittance check with those made
payable to the Clergy Benefit Trust (Christmas, Easter and the Clergy Benefit Trust Collection).
Mission Cooperative Appeal & World Mission Sunday Collection
• Collection proceeds for the these collections should be remitted to: Rev. Rodney Copp, Propagation of the
Faith Office, Archdiocese of Boston Pastoral Center, 66 Brooks Drive, Braintree, MA 02184-3839.
• Please include your parish number and the collection name on the remittance check.
Christmas & Easter Collections
• The Christmas and Easter Collections are a primary source of funding for the retirement, medical, and financial
needs of the priests of the Archdiocese of Boston.
• There is to be only one collection taken up at each Christmas Mass (including Vigils) and at each Easter Mass
(including Vigils). There must be no collection taken up for other purposes (including the parish) on these
dates.
• There is to be only one collection envelope used at Christmas Masses and one at Easter Masses. Even if the
company that sends the envelopes to your parishioners included an extra envelope, all monies collected at
Christmas and Easter are to be a part of this collection and remitted to support the Clergy Health and
Retirement Trust.
• The remittance check containing the full collected amount with your parish identification number should be
made payable to Clergy Benefit Trust and sent to the Pastoral Center within two weeks of the collection under
normal circumstances (within 30 days at the most).
• Parishes staffed by Religious Order priests may retain the Christmas & Easter Collections for the sick and
retired priests of their religious order.
Collection for the Clergy Health & Retirement Trust
• Parishes under the authority of Religious Orders may not retain the special collection for the Clergy Health &
Retirement Trust. Please follow the remittance procedures for the Christmas and Easter Collections.
Notifying Envelope Companies
• Because most parishes have second collections that they take up for the needs of the parish, we ask parishes
to communicate all their second/special collection dates to their envelope provider directly.

and formation programs for religious,
priests, and deacons. CLA is making it
possible for the Catholic faithful in the
Western hemisphere to help each other.

Good Friday’s collection for the Holy Land
is, in the words of Paul VI, “not only for the
Holy Places but above all for those
pastoral, charitable, educational, and
social works which the Church supports in
the Holy Land for the welfare of their
Christian brethren and of the local
communities.”
The Good Friday collection supports the
sacred places and the educational,
charitable and peace-seeking ministries of
the Church in the Holy Land.

of salvation? Wouldn’t he use all
communication vehicles to share the Good
News? The CCC believes Jesus would
use as many means as possible, and that
is why it supports projects that use the
entire array of media tools available today
to evangelize and promote Gospel values.

Subject: RCAB Service Desk – Computer Hardware Recycling
Drop-Off Items by September 1st at 5pm
As a service to the Archdiocese, we have made arrangements with a vendor who recycles
old computers and properly destroys old hard drives. Eligible items include used hard
drives, towers, mice, keyboards, laptops, monitors, and hubs.
As a general rule, computer hard drives that are no longer used and will not be reused in
the future should be physically destroyed. These drives may contain personal, financial,
and other confidential information and should not be simply thrown out or reused by other
entities. As you replace and upgrade your computers it is important that you properly
dispose of the old equipment, this includes ensuring that old hard drives are disposed of in
an appropriate manner. The best solution it to physically destroy the drive.
To participate in these services, please bring items to the Pastoral Center – RCAB Service
Desk located on the 3rd floor of the Pastoral Center during normal business hours by
Monday, September 1st at 5pm. If you need assistance in removing or shipping the hard
drives, please contact the RCAB Service Desk at 617-746-5678 or [email protected].
Alternatively, if a particular site/location has a large quantity of items, a special pick-up can
be arranged.

Dear Benefits Administrator/Parish Business Manager/Collaborative F&O Manager/School Principal:
This letter is to remind you of Open Enrollment 2015 (Monday, August 24 through Monday, September
21) and also to provide you with information on several related issues.
Open Enrollment Employee Notices
This week, the Benefits Office mailed Open Enrollment information as well as required notices regarding the
Health Plan to all active employees in BAS/MyEnroll. (See letter attached below). These documents will also
be posted at www.bostoncatholicbenefits.org next week and are included as separate links on the email
sending this letter. We will also email links to the documents to employees with email addresses in MyEnroll.
To ensure that all eligible employees receive this information, please double check that each employee
scheduled to work 1,000+ hours per year is coded as Benefit Eligible in IOI Payroll. Conversely, if you are
aware of employees who will not be enrolled in benefits at your location after August 31, please populate the
Benefit Termination Date and Reason fields for them in IOI as soon as possible.
IOI Deduction Updates and Mini-Blackout
Locations should not open or process payrolls on Friday, September 25. For new benefit
enrollments/disenrollments occurring during Open Enrollment, which will become effective on October 1,
2015, updated deductions will be calculated in BAS and will be loaded into IOI on September 25. They
will be visible in IOI for payrolls opened on and after Monday, September 28. These updated deductions
will apply to all pay dates October 1, 2015 and later, provided that locations process their first October
payrolls no earlier than Monday, September 28. In other words, a location that intends to include
updated deductions (including $0 deductions for employees who disenrolled in Medical and/or Dental)
with its first pay date of October should not process that payroll prior to Monday, September 28. A
separate email will be sent to locations that we predict may have issues with this timing.
Similarly, the 3.25% increase to the Medical plan rates and the 3.0% increase to Dental plan rates,
effective October 1, will automatically be included in all employee deductions on the first pay date on or
after October 1, 2015. These updated deductions will be sent to IOI from MyEnroll on Friday, September
25 and will apply to pay dates on and after October 1, 2015 for October payrolls processed on and after
Monday, September 28. Therefore, locations do not need to enter updated deductions into IOI.
Locations are encouraged to review all deductions in IOI when opening and previewing their first October
payroll; if problems appear, please notify the Benefits Office at [email protected].
Encouraging Employee Access to MyEnroll
All benefit-eligible employees may make changes to their Medical/Dental elections during Open Enrollment
through MyEnroll. A link to employee instructions for logging in to MyEnroll can be found at the bottom of
the main landing page of www.bostoncatholicbenefits.org. All benefit-eligible employees are encouraged to
log in to MyEnroll during Open Enrollment to review their current benefit elections and confirm their life
insurance beneficiaries (for locations enrolled in the RCAB Life Insurance Plan). Enrollments will be
effective October 1 and disenrollments will be effective September 30. This year, we will raffle off five $100
gift cards to employees who log in to MyEnroll during Open Enrollment in order to incent employees to
review their own benefit data.

Verifying Open Enrollment Activity/Outcomes
We encourage you to run a Coverage Report in MyEnroll now, review the current health and dental
enrollments and deduction amounts carefully, and let us know of any incorrect data. The Coverage Report can
be found under the Employees tab Open Report Generator All Coverage Report for Active Employees.
Click “Generate Report” after clicking the name of the report, and then download the results to Excel to
review
In addition, throughout Open Enrollment and/or after it ends, we encourage you to run an Employee Open
Enrollment Progress Report, which will show you who logged in and who went all the way through the Open
Enrollment Wizard to change coverage. First choose the Open Enrollment Reports option from the drop down
under Filter on Report Group, click Go, click on the report name, then click “Generate Report” and either view
or download to Excel.
You can also run an Open Enrollment Deduction Change Report to see all deductions effective 10/1/15. Note
that any deductions resulting from a change in coverage (either new enrollments in the Medical and/or Dental
plans or a change from family to individual, or vice versa) will show in red bold. See sample report below.

For locations that do not want new deductions to take effect until the second pay date in October, they
should go into IOI on or after September 28, 2015 and make note of the amount listed under Future
Effectivity Options Next Amount, and then delete both that amount AND the Next Check Date data

the Benefits Office, errors in deductions loaded to IOI are likely.
Salary Updates
We will use salary data available in IOI in late September to update your employees’ salaries in MyEnroll
for purposes of Life Insurance, Long-Term Disability and TAP coverage and your monthly billing
amounts for the October 1, 2015 invoice. You do not need to communicate salary updates to us at this
time.

401(k) Plan
Lastly, please encourage employees to save for their retirement through payroll deferral into the RCAB
401(k) Plan. A separate letter was inserted into the Open Enrollment packets announcing the changes to
the 401(k) Plan effective January 1, 2015. Specifically, starting in January, benefit-eligible employees
with at least one year of service should be contributing a minimum of 5% of eligible wages to receive the
full 4% employer matching contribution for 2016. Before that date, these employees should contribute at
least 4% to receive the full matching contribution of 2%.

Dear Employee:
It’s time again for Open Enrollment for eligible employees of participating locations covered by the
Roman Catholic Archdiocese of Boston Health and Dental Plans. Open Enrollment will run from
August 24 through September 21, 2015. This is your once-a-year opportunity to review your Health
and Dental Plan coverage options, compare them with your family’s needs, and make changes to
your benefit elections. Changes include enrolling for the first time in the Health and/or Dental Plans,
ending your participation in the Health and/or Dental Plans, adding a dependent, changing from
Individual to Family coverage, or changing from Family to Individual coverage. Enrollments will be
effective October 1st and disenrollments will be effective September 30th.
Please read below for some highlights of the Health and Dental Plan options, including the addition
of dependents up to age 26 on the Dental Plan, and the maximum $1,000 per year Wellness
Program incentive, and an opportunity to win a $100 gift card for accessing the online MyEnroll
system during Open Enrollment.
2015-2016 Highlights
Adult Child Dependents – Enhanced Enrollment in Dental Plan
During open enrollment, employees may enroll their adult dependents up to age 26 in the Dental
Plan regardless of their eligibility for other coverage or the dependents’ student status. Log in to
MyEnroll by September 21, 2015 to add any eligible adult
dependent to your family Dental Plan effective October 1, 2015.
Employees who do not enroll their eligible adult dependents
by September 21, 2015 will not be able to do so again until
October 1, 2016, unless a qualifying life event occurs. The addition of dependents up to age 26
aligns the benefit eligibility rules for adult dependents equally between the Dental and the Health
Plans. For both Plans, coverage for adult dependents ends the last day of the month in which the
dependent turns age 26.
The conversion of the Dental Plan to the Delta Dental network in 2014 went well, although with the
addition of new benefits, such as orthodontia and implant coverage, claim costs have risen sharply
over the last several months. Thus, the Trustees felt it prudent to increase premiums this year by 3%
effective October 1, 2015, in order to cover all anticipated costs. The premiums, which have not
risen since 2010, will increase $1.29 per month ($0.60 per bi-weekly pay) for individual coverage and
$2.95 per month ($1.36 per bi-weekly pay) for family coverage. It is our hope that claim expenses
will level off and that additional Dental Plan premium increases will not be needed in the near
future.

Disease Prevalence and Projections for Future Increases
Over the past year, the Health Plan paid out roughly the amount of claims projected at this time last
year (approximately $30.5 million). However, the cost of prescription medications rose 16% this
year, far outpacing the general rate of inflation and the rate of medical inflation. Continued
increases in prescription costs are predicted nationwide and for our Plan. In addition, as outlined
below, our population is less healthy than that of a typical Massachusetts employer. A recent
review of this year’s enrollment and claims data for the RCAB Health Plan as compared to data
tracked by Tufts Health Plan reveals that individuals covered by the Plan have, as compared to a
typical Massachusetts employer, approximately:
o 35% higher incidence of diabetes
o 35% higher incidence of high blood pressure
o 9% higher incidence of high cholesterol
o 33% higher incidence of coronary artery disease
While the measurements have improved in a few categories, overall, our prevalence of chronic
diseases remains higher than that of a typical Massachusetts employer.
The Trustees for the Health Plan, mindful of the continuing economic pressures faced by many
employers and employees, made a strategic decision to utilize reserves built up in the Plan over
the last few years to help subsidize the new Health Plan rates, which will increase 3.25%
effective October 1, 2015. As a result, for the Plan year starting October 1, 2015, the Health Plan
will purposely charge less than the actual cost of running the Plan by approximately $750,000.
The reserve subsidy utilized this year will likely not be available for future years since sufficient
reserves must remain in the Plan to pay for unexpectedly high claims expenses in future years.
Enhanced Wellness Program
To reduce our chronic disease prevalence and enhance our overall health, we continue to encourage
employees to engage in the Wellness Program, Momentum+. Last year, the Trustees approved an
increase in the annual rewards to a maximum of $500 per enrolled employee, plus a maximum of
$500 per enrolled spouse, for a total of up to $1,000 per
year an employee enrolled with a spouse can earn as a
credit to a tax-free Health Reimbursement Account.
Employees and enrolled family members may then use
these funds to offset approved health care expenses,
such as prescription co-pays, specialist office visit copays, etc. Additional ways for employees (and spouses) to earn Wellness Program credits have also
been added to the program this year. Funds may be rolled over from year to year, and as outlined
below, employees should plan ahead for increases in co-pays and deductibles in future Plan years.

CVS Saves Employees Money
As noted in the enclosed flyer, CVS offers numerous ways for members of the RCAB Health Plan to
save money while receiving quality care. For example, employees enrolled in the Health Plan can
visit a CVS MinuteClinic and pay just $5 to treat conditions such as a sore
throat, earache, or other minor injury or illness. Other money-saving ideas
are listed in the enclosed.
No Change to Plan’s “Grandfathered” Status under Federal Law
The Trustees have made no changes to co-pays or other Plan benefits for the coming Plan year
(October 1, 2015-September 30, 2016), and thus, the Plan remains “grandfathered” under the Patient
Protection and Affordable Care Act (PPACA). Remaining a “grandfathered” plan will allow the
RCAB Health Plan and its participating employers to remain exempt from
the contraceptive mandate for the coming Plan Year under the law as currently interpreted. When a
clearer understanding of the impact of the contraceptive regulations and recent court rulings on the
regulations is attained, including if and when the Plan will end its “grandfathered” status, this
information will be shared with you.
Future Possible Changes to the Health Plan After the 2015-2016 Plan Year
While the Health Plan remains grandfathered, no reductions in benefits that would result in a loss of
grandfathered status will occur. That said, the Health Plan Trustees have been actively reviewing
alternative plan design features that would take effect after the 2015-2016 Plan Year and that would
slow the trend of increasing costs. Some examples include a reduction in the current network of
available hospitals; higher co-pays for treatment at certain high-cost hospitals; the introduction of
in-network deductibles for certain levels of care (there is no in-network deductible in our current
Plan); reduced benefits for care received out of network, etc. This analysis will continue throughout
the next several months and any decisions will be shared with you. These changes would result in
increased out-of-pocket costs for employees and their families for future Plan years; participation in
the Momentum+ Wellness Program this year is recommended as a way to help cushion employee
budgets in advance of future cost increases.

the PPACA. The PPACA requires that we deliver the enclosed Summary of Benefits and Coverage
(SBC) to you, which describes the features of the RCAB Health Plan, administered by Tufts Health
Plan. For more information about the SBC, an explanation for why you are receiving the SBC, and

“Child Abuse Prevention” (CAP) Facilitator Training –Virtus/PGC:
This one-day “train the trainer” is for volunteer parishioners/school staff selected by their pastors/principals
to become members of the Child Abuse Prevention (CAP) Team. The individuals will be trained in the adult
awareness program; Virtus/Protecting God’s Children (PGC), what to do if child abuse or neglect is suspected,
observed or disclosed, and how to report such allegations. Upon completion of the training participants will
be responsible for training all new clergy, employees, and volunteers in their parish/school using VIRTUS
“Protecting God’s Children” (PGC). This session is for new trainers only. All materials are provided free of
charge. Each parish/school may send up to five individuals to this training.

This one-day “train the trainer” session is for school and catechetical leaders who need to be trained in the

various curriculums. The training will also cover what to do if child abuse or neglect is suspected, observed or

Parish Safe Environment Questionnaire 2014-2015

The Offices of Child Advocacy and Background Screening would once again like to thank you for your
role in creating a safe environment for our children by adhering to the Archdiocesan Policies and
Procedures for the Protection of Children.
It is again time to collect verification from each Archdiocesan parish and school as to compliance with
the USCCB Charter for the Protection of Children and Young People.
Please complete the Parish Safe Environment Questionnaire 2014-2015 and return it to the Office
of Pastoral Support and Child Protection by May 15, 2015. Please keep a copy for your records.
The annual audit takes two formats: either a paper audit or an on-site audit. This year the Archdiocese
of Boston will participate in a paper audit. The compliance period began July 1, 2014 and concludes
June 30, 2015.
We have done our best to streamline this process by compiling one form for your convenience. In an
effort to assist each parish we have included a checklist to assist you in meeting child protection
compliance requirements. Please include information regarding ALL ministries and apostolates
affiliated with your parish.

If you are discerning God’s possible call to serve the Church as a minister of charity, word,
and sacrament as an ordained deacon in the Archdiocese of Boston, you and your wife (for
those who are married) are invited to take part in the upcoming Inquirer program. The
program consists of four meetings:

Those who are interested in the Diaconate are strongly encouraged to attend all four events
along with their wives (for those who are married). Please email the Permanent Diaconate
Office at [email protected] to sign up or to receive more information. The next
group to be admitted into formation will begin classes in September 2016 at the Theological
Institute for the New Evangelization in Brighton. Our Church is global and multicultural
and so we actively seek men for the diaconate from our many ethnic communities in the
Archdiocese. Academic classes are offered in English, however we can offer some support
for those for whom English is not the primary language. We also offer some academic
courses in Spanish every four years, with the next such option beginning in September 2018.
The Diaconate Formation Program is four years in length and is open to single and married
men who will be between the ages of 35-65 at the time of ordination.

September 6 – Twenty-third Sunday in Ordinary Time
When Jesus cures the deaf man, “He ordered them (the crowd) not to tell anyone. But the more he
ordered them not to, the more they proclaimed it.” Christ is risen from the dead, there is no need to
“not tell anyone” of His marvelous deeds. Disciples in the 21st century are encouraged to speak about
Jesus in our lives. Sadly, many do not. Listen to Isaiah: “Say to those whose hearts are frightened: Be
strong, fear not! Here is your God….,” . Pray for courage to tell someone how Jesus has worked in your
life. Tomorrow is Labor Day. Spreading the Good News is a labor of love!
September 13 – Twenty –fourth Sunday in Ordinary Time
In one of the most powerful passages in all of Scripture, Jesus asks The Question: “Who do you say that
I am?” “And Peter answered, ‘You are the Christ’”. If we answer with Peter and really mean it,
everything changes, everything reflects our answer. And if we really believe that He is the Christ, how
can we not share this good news with others? What does it mean to you that Jesus is the Christ? Share
your story.

Nations General Assembly in New York on Friday. Pray for our Holy Father, our country, and the
world, that his words of peace will find fertile ground.

to give good example to children and youngsters in our midst – and our peers too – is huge. Today
(Sunday) Pope Francis will celebrate Mass for the closing of the World Meeting of Families in
Philadelphia. Pray for all families: single parents, grandparents raising grandchildren, foster parents, two
and three job families, families dealing with unemployment, struggling middle-class families, families
under the poverty line, and families in the 1%. May the Church, and this parish, nurture the faith of the
families in our community. Pray for families!
