Helping Children Grow JULY 2012 JULIO Resources, Referrals, and Support / Recursos, Referencias, y Apoyo Update from our Executive Director As we come to the end of another Fiscal year I just want to thank all of the providers for continuing to care for our children. The most rewarding part of my job is to go out to visit the programs and share the wonderful work you are all doing for our children and families. Two events stand out for me especially the Provider tours and Week of the Young Child where we went out to visit both Family child care homes and preschool centers. I was so proud to be a part of such a wonderful network of high quality family child care programs and preschool centers. All of you went out of you way to make us feel welcome and get a really good feel for the work you do. As we begin a new fiscal year we have many new ideas in the works to offset the budget cuts. It comes with great pleasure to that I am able to announce that the River to Coast Children’s Services Board has agreed to acquire the STARS Preschools! As we face looming large budget cuts the Agency is looking to diversify so that we can stay strong and supportive to our children and families. By acquiring Stars Preschools we acquire an additional State contract to offer full day and part day preschool at Monte Rio and Petaluma and half day at Fort Ross and Montgomery School’s in Cazadero. You have all been supportive in writing letters to our legislatures to express your outrage in the drastic budget cuts that are proposed. At this time we are looking at another 8.7% cut and hope that this is not the final cut but some funds are restored. Please keep up the good work and sending letters to all you legislators and together we will work to survive through these hard times. La parte más gratificante de mi trabajo es cuando visito a los programas y comparto con ustedes el trabajo maravilloso que hacen ustedes para los niños y sus familias. En particular, tengo dos eventos muy especiales en mi mente, las visitas que hicimos a sus casas y el evento que tuvimos para celebrar la Semana de los Niños Pequeños donde fuimos a visitar a proveedores que tienen programas en sus casas y también centros preescolares. Me siento muy orgullosa de ser parte de esta maravillosa red de cuidado de calidad para niños. Todos ustedes hicieron todo lo posible para hacernos sentir bienvenidos y tener esa emoción y buenos sentimientos por el trabajo que ustedes hacen. Estamos comenzando un nuevo año Fiscal, tenemos muchas nuevas ideas de cómo poder sobresalir a los recortes del Presupuesto Estatal. Es para mi un gran placer poderles anunciar que La Mesa Directiva de RCCS decidió adquirir los Preescolares “STARS.”! Mientras que enfrentamos un gran desafió por los recortes del presupuesto, nuestra Agencia esta buscando formas de diversidad para mantenernos fuertes y poder apoyar a nuestros niños y nuestras familias. Al adquirir los prescolares STAR, adquirimos un nuevo Contrato del Estado para ofrecer Preescolar de medio día y días completos en Monte Rio y Petaluma. También ofreceremos un programa de medio día en la escuela Montgomery de Cazadero y en la escuela de Fort Ross. Todos ustedes nos han apoyado en escribir cartas a nuestros legisladores para expresar su inconformidad sobre los propuestos recortes al presupuesto. Mr. Wolf has more than thirty years of experience in the food industry and is founder and President of Clark Wolf Company, a New York-based food and restaurant consulting firm. He has been called the “slam dunk, hit city food consultant” and a “Merchandising Maestro.” Guest Speaker, Clark Wolf, with 5th District Supervisor, Efren Carrillo. Mr Wolf place the winning bid on a dinner for 4 guests at John Ash & Co. hosted by Efren. Wolf is a Contributing Authority to Food Arts Magazine, a regular contributor to the Chronicle's SF Gate's Inside Scoop, Voices column, and a regular guest on KSRO’s, The Drive, the only live talk show in Sonoma County. He has written a regular cuisine and culture commentary column for Forbes Magazine and has been contributing editor to COOK’S Magazine. His newly published book American Cheeses, from Simon & Schuster, was called by Alex Witchell of The New York Times “a savvy valentine to the men and women who devote their lives to the labor-intensive passion of cheesemaking.” In addition to appearing recently on CBS Sunday Morning, he has appeared on CNN, the TV Food Network, and as a regular contributor on CNBC’s “The Real Story”. In 1986 Wolf formed Clark Wolf Company. In 1994, he opened his own restaurant, The Markham, in New York City. After a successful two year run, Wolf sold his part of The Markham to refocus on Clark Wolf Company. In 2009, Twenty-five years after helping Chris Kimball launch the Who’s Who of Cooking in America Awards for Cook’s Magazine, Wolf was inducted into that prestigious group, now the Hall of Fame for the James Beard Foundation. RCCS Wishes Olga King Farewell RCCS’ loss becomes Early Learning Institutes gain! Olga King came to RCCS in September of 2007. She was running a large family child care home and, at the same time, did provider trainings in the areas of child development for other agencies. Yet, because we thought she would be a perfect match for the job, Olga signed on as a child development resource specialist with us. She has been a VERY busy woman ever since! Olga has made herself an indispensable part of the Provider Resources and Child Development Resource Specialist team. She worked with our Spanish-speaking families, doing parent conferences and developmental profiles on their children; she assisted our Spanish-speaking child care providers in their professional development and quality improvement plans. When RCCS started its bilingual kindergym program in Forestville, Olga got the program off to a solid start. She helped Soledad Cardona with the Parents, Providers and Program (now known as the Padres Abriendo Caminos) Committee meetings. And Olga did this all with a smile on her face and positive attitude that makes her a joy to work with. So we will miss her. She will be heading to ELI (Early Learning Institute) in July. Our year starts on July 1st and ends on June 30th. Once the books have been closed for the year, we cannot make changes to information we have reported to the government. This means that we cannot pay any bills we have not received prior to the closing of the fiscal year. This includes Attendance Sheets. June attendance sheets (and any previous months’ attendance sheets) received after the close of business on Monday July 9th 2012, cannot be paid. Please BE SURE to get your sheets in on time! Normally we try hard to be flexible, but the year end is a deadline we cannot alter, so this policy will be strictly enforced regardless of circumstance. WATER SAFETY Drowning is one of the leading causes of child deaths each year. Here are some tips to help keep kids safe around water: •Never leave a child unattended around water. Children are drawn to it, and very young children can drown in just an inch of water. •Emptyallbuckets,pailsand bathtubs completely after each use – do not leave them full and unattended. •Alwayshavean ADULTsupervising young swimmers. •Don’tmixalcoholandsupervision of children. •Besurethattheadultwatching your child knows how to swim, get emergency help and perform CPR. •Keeprescueequipment (such as life preserver or shepherd’s hook) and a telephone near the pool. •Plasticorblow-upwadingpools should always be drained and stored in an upright position after each use. •Enclosepoolscompletelywitha self-locking, self-closing fence. Do not leave furniture around that children can use to climb over the fence. •Teachyourchildtoswimatanearly age. •Flotationdevicesorinflatabletoys are not substitutes for supervision, even if a child can swim. Summer Safety Reminders •Havekidswearaproperlyfitted helmet when riding a bike, skateboard, scooter or rollerblading. •Keepashockabsorbing surface under and around home playground equipment. Alwayssupervisekidsonplay equipment. •Usecautionwithoutdoorgrills when children are present. •Installwindowguardstoprevent children from falling out of windows.Installinanyroom where young children spend time. •Never depend on screens to keep children from falling out of windows. •Limitsunexposureforkidsand infants. •Applysunscreen, even on cloudy days, and reapply every two hours, or after swimming. Never Leave Children Unat tended In A Car The temperature inside a car can get dangerously hot, even in moderate weather with the windows slightly down. Kids can suffer from heat stroke causing serious injuries and sometimes death. Simply leaving the air conditioner on doesn’tmakeyourchildsafe.Achild could put the car in drive, get caught in a closing power window or be abducted. Budget News from the California Child Care Resource and Referral Network and The Child Development Policy Institute Budget Updates as of 6/25/12 Child Care All of the Governor’s restructuring (realignment) and statutory changes (SMI, SRR, RMR, Education and Training) were put aside. The shift of (the remaining portion of) part-day State Preschool back into Proposition 98 ($165 million) was sustained. The across-the-board cut to most child development programs was increased from $50 million (5.5%) to $80 million (8.7%). The increased cut is equivalent to a loss of 10,500 slots. The savings is scored as $245 million in 2012-13. Apparently, the only out-year agreement was the elimination of a cost-of-living adjustment (COLA) until mid-2015. -------------------------------------------------------------------------------- Actions Taken by the Full Budget Committees in the Assembly and Senate (6.12.12) Governor’s Restructuring Proposal: Moving programs from the CA Dept. of Education to the County Welfare Depts.
