San Antonio is currently the largest metropolitan area in the nation to be served by a bus-only public transportation system. Under the current leadership of the VIA Board of Trustees, VIA Metropolitan Transit seeks to move beyond buses to become a truly regional, multimodal transit agency, and the means to accomplish this will come through the Long Range Comprehensive Transportation Plan. The Long Range Plan will provide a comprehensive transportation vision for the community for the year 2035. This plan provides a blueprint for bus improvements and will outline a network of integrated high-capacity transit corridors with a range of transit mode alternatives, and it will guide VIA in the development of these corridors. The Long Range Plan is being advanced by an intensive public outreach effort called “SmartWaySA.” This process began in September 2009 with a series of workshops designed to introduce the concept of the Long Range Plan and to solicit input from the citizens. Then, in November 2009, VIA held a series of meetings across the city to gather additional input and to update the community on the plan’s progress, and this effort was followed by another round of workshops in June 2010. In January 2011, a round of open houses will be held to share the current status of the Long Range Plan before it is finalized. This newsletter offers a brief overview of that status in preparation for those open houses. H e n r y R . M u ñ o z , III , B o a r d C ha i r ma n V I A M e t r o p o l i ta n T r a n s i t VIA Metropolitan Transit has long been an innovator in the transit industry, and this innovation is evident in recent actions we have taken to advance public transportation in the San Antonio region. We have taken the initiative to lead the way in alternative fuel technologies, and we are a partner with CPS Energy in that agency’s Windtricity program. Innovations such as these fit well with the Long Range Comprehensive Transportation Plan, which will provide a comprehensive transportation vision for the community. The plan will guide VIA in the development of future high-capacity transit corridors, and it will position our agency to become a truly regional and multimodal transit agency. It is important to me to lead a company that provides excellent services to the entire community. And it is just as important to me to engage the public in the development of these services. The work on the Long Range Plan is being fostered by an intensive public outreach effort called “SmartWaySA.” Public meetings and workshops have been held in September 2009, November 2009, and June 2010, and we are preparing for another round in January 2011. These events are vital to the process of developing the plan because they give all of the citizens the opportunity to weigh in on the decisions being made that affect their transit system. VIA’s Board of Trustees has also been involved, and we are engaging key supporters and stakeholders in the community. When the Long Range Plan is completed, San Antonio will have a blueprint for a new transit system that incorporates different types of transit technologies selected to serve the unique needs of each transit corridor. P a r k e r , A I C P, P r e s i d e n t / C EO V I A M e t r o p o l i ta n T r a n s i t WHAT’S BEEN DONE SO FAR Community Input Throughout the SmartWaySA process, the community has been involved. From initial concept through brainstorming and analysis and up to the current plan developments, VIA has actively sought the feedback and suggestions of citizens, elected officials, public agency representatives, and the focused concerns of the Long Range Plan Technical Advisory Committee and Citizens Advisory Committee. With this input, VIA has produced a vision for transit improvements through the year 2035 that incorporates ambitious goals for the entire region. Analysis In order to determine the best performing options for the San Antonio area, the research process for the Long Range Plan included an investigation of solutions established in other cities, an examination of future trends for the Bexar County region, and an assessment of various regional corridors. During this process, VIA gained knowledge from other agencies about the successful integration of various transit technologies (such as commuter rail, light rail, streetcar, bus rapid transit, and local bus service) into a complete system for all patrons. VIA coordinated with the San Antonio-Bexar County Metropolitan Planning Organization (MPO) to generate a computer model to analyze future travel demands. This model predicted that transportation trends will begin to change, making transit investments more important to the success of the region. In order to determine the transit corridors best suited for investment, VIA first established criteria by which a variety of corridors were to be analyzed. These conditions were developed in consideration of similar criteria set forth by the Federal Transit Administration. The criteria categories were developed to satisfy major goals set by the public and regional entities. These goals include improving mobility, enhancing the environment, ensuring feasibility, supporting land use, spurring economic development, and supporting the community. Subsequent to the criteria assessment, VIA evaluated a range of different corridor options, including those identified in previous regional studies and plans, by citizens at SmartWaySA public meetings, and in ongoing research. After more in-depth analysis, a set of higher priority corridors were identified and studied further to ensure that the final outcome of the 2035 System Plan will have the potential to shape the future of our community. Potential positive impacts of the recommended transit investments include support for a cleaner, more vibrant environment for the entire region. Consideration of Other Studies To ensure that the Long Range vision has been coordinated with, and complements the goals of, preceding studies, reports, and plans, VIA has engaged other entities such as the MPO, the Downtown Alliance, the City of San Antonio, and Bexar County on a variety of issues and concerns. VIA is also participating in the mayor’s efforts to develop the SA2020 vision. Some of the recent studies that have been evaluated during the Long Range Plan process include the City of San Antonio Bicycle Master Plan, the Linear Park Program, the Mission Verde Sustainability Plan, the San Antonio/Bexar County Transportation Task Force recommendations, the Central Texas Rail Relocation Study, the Downtown Circulator System Study, the San Antonio-Bexar County Regional Transportation Attitude Survey, the MPO’s Fort Sam Houston Microsimulation Modeling Project, and the Westside Multimodal Transit Center Site Feasibility Study. Bus service will continue to be the backbone of VIA as we implement the Long Range Plan, which also provides for the inception of future new routes and expansions, as well as increases in frequencies to extend bus service. VIA operates a fleet of 446 buses that provide service along 91 bus routes with over 7,000 bus stops. After the plan is approved by the Board of Trustees, VIA will begin focusing on each corridor individually to accomplish the region’s full 2035 vision. The first-priority corridors will be selected and moved forward for further development. One of the determining factors on which projects will be moved forward is the potential for funding, both local and federal. VIA will initiate the application process for potential funding assistance from the Federal Transit Administration, which includes more study and development of each corridor. Major steps in this process include an alternatives analysis, preliminary engineering, and final design. After these steps are completed, VIA can move ahead with the construction phase of each project. UPdateS Inner-City Rail Streetcar VIA is currently working on an inner-city rail streetcar system that will include two alignments intersecting in the central business district. The recently released streetcar feasibility study and the ongoing streetcar economic impact analysis have confirmed that VIA should move into a Federal Small Starts process beginning with an alternatives analysis. The two corridors identified through these early phase studies will begin a Multimodal High-Capacity Transit Program, and VIA staff is moving forward with the procurement of a program management consultant contract to oversee the planning, design, and implementation of this program. Long R an g e C o m prehens i ve Trans portat i on Plan for B e xar C o u nty | Wi nter 2011 updates downtown master plan The VIA Downtown Transit Master Plan is intended to create a vision for VIA’s future downtown transit system by defining service and facilities improvements in support of mobility, connectivity, economic development, livability, and sustainability. The goal is to have a plan for interconnecting all transit modes in the central business district in a way that improves service, passenger transfers, and facilities while helping to reduce traffic congestion and air pollution. VIA has begun work on the planning process for the Downtown Transit Master Plan. VIA has met with various stakeholders in the downtown area to help identify major investments and developments in the planning process. The plan includes reviewing the concept for the Westside Multimodal Transit Center to ensure maximum utilization and efficiency. Bus Rapid Transit Bus rapid transit, or BRT, is a transportation technology that combines features of rail travel with the flexibility of bus service. VIA is pursuing BRT along the Fredericksburg Road corridor as part of a project called VIA Prímo. Fredericksburg Road is VIA’s busiest transit corridor, and it connects the two largest employment centers in Bexar County: the central business district and the South Texas Medical Center. VIA Prímo will connect these two employment centers while also providing service in the downtown area and out to the Loop 1604 campus of the University of Texas at San Antonio. VIA Prímo includes standard BRT features and technologies, including transit signal priority, increased service frequencies, low-emissions vehicles, real-time bus information, enhanced station amenities, and smart fare collection. Prímo will also provide service to the planned South Texas Medical Center Transit Center as well as the Westside Multimodal Transit Center, and it will complement proposed plans for enhanced downtown amenities. Después de que el plan sea aprobado por el Consejo Administrativo, VIA comenzará a centrarse en cada corredor individualmente para lograr la visión 2035 de la región por completo. Los corredores de primera prioridad serán seleccionados y avanzados hacia un mayor desarrollo. Uno de los factores que determinan qué proyectos se moverán hacia adelante es la posibilidad de financiamiento, tanto local como federal. VIA iniciará el proceso de solicitud de asistencia financiera potencial de la Administración Federal de Tránsito, que incluye más estudio y desarrollo de cada corredor. La meta es tener un plan para interconectar todos los modos de transporte en el distrito central de negocios de una manera que mejora el servicio, las transferencias de pasajeros, y las instalaciones, mientras que ayuda a reducir la congestión del tráfico y la contaminación atmosférica. VIA ha comenzado a trabajar en el proceso de planeación para el Plan Maestro de Transporte del Centro de la Ciudad. VIA se ha reunido con diversos grupos interesados en el centro de la ciudad para ayudar a identificar las principales inversiones y desarrollos en el proceso de planeación. El plan incluye la revisíon del concepto para el Westside Multimodal Transit Center para garantizar la máxima utilización y eficiencia. Autobús de Tránsito Rápido El Autobús de Tránsito Rápido, o BRT, es una tecnología de transporte que combina las características del transporte en tren con la flexibilidad de servicio de autobuses. VIA está llevando a cabo BRT a lo largo del corredor de Fredericksburg Road, como parte de un proyecto llamado VIA Prímo. La calle Fredericksburg Road es el corredor de tránsito de VIA más ocupado y que conecta los dos centros de empleo más grandes del Condado de Bexar: el distrito central de negocios y el sur de Texas Medical Center. VIA Prímo conectará estos dos centros de empleo mientras que también proporcionará servicio en el centro de la ciudad y hacia el Loop 1604 del campus de la Universidad de Texas en San Antonio.
