SEIU Local 99 Executive Board Special Election 2013
Notification of Nomination Procedures
SEIU Local 99 will be holding a special election to fill Executive Board Delegate vacancies in 2013. This includes
two vacancies in the Early Education Division, one in the Higher Education Division, and one in the Retiree Division.
Ballots will be mailed out by August 26th and counted on September 24th, 2013.
Constitution & Bylaws Article 6 – Executive Board, Section 1.B Industry Division Executive Board Delegates
In accordance with our union’s Constitution and Bylaws, the following nomination procedures will be observed:
The Executive Board shall appoint an Elections Committee consisting of a Chairperson and at least five (5)
additional members. There shall be at least one member from each Industry Division on the Elections Committee.
No member may serve on the Elections Committee if s/he is a candidate for office. If a neutral third party
administrator is not engaged, the Elections Committee shall determine all questions of candidate eligibility, be in
charge of the election process and the counting of ballots, the certification of results and decide any election
protests.

July 2, 2013 – Beginning on July 2nd, nominating petitions will be available between 8:00 am and 5:00 pm at the
main SEIU Local 99 office located at 2724 W. 8th St. Los Angeles, CA 90005.

Nomination Petitions
July 9, 2013 – Extended hours for nominations petition pick-up shall be held at the main SEIU Local 99 office
located at 2724 W. 8th St. Los Angeles, CA 90005, from 5:00 pm until 9:00 pm for the purpose of picking-up
nomination petitions and gathering signatures.

August 1, 2013 - Final day to turn in nominating petitions. Petitions must be returned by 5pm to the main SEIU Local
99 office located at 2724 W. 8th St. Los Angeles, CA 90005.

Nomination Petitions
Qualifications for Nominations and Nominating a Candidate
“Any member wishing to be a candidate for the Office of Industry Division Delegate may be nominated by
submitting to the Chairperson of the Elections Committee, a nominating petition signed by 25 members in good
standing within the nominee’s Industry Division. Any member who wishes to be a candidate for the Office of
Retiree Delegate may be nominated by submitting to the Chairperson of the Elections Committee, a nominating
petition signed by 10 Members in good standing within the Retiree Division.

In order to be eligible to nominate a candidate for Industry Division Executive Board Delegate you must be a
member who is not in arrears in the payment of any installment of dues or assessments more than one hundred
and twenty (120) days after their due date.

Board Delegates, A. Eligibility
A person shall be eligible to be nominated and to serve as an elected Local Union Officer or Industry Division
Executive Board Delegate who has been a member in continuous good standing in the Local Union for at least
one (1) year immediately preceding the nomination and who has during all of that time paid the full dues required
for the working members of the Local union within each month when due. However, if any of its bargaining units or
Industry Divisions has not been in existence the time herein required, a candidate for office must have been a
member in continuous good standing for the entire time since affiliation, creation of new Industry Division or first
contract.

Notificación de Procedimientos para Nominaciones
SEIU Local 99 llevara a cabo elecciones especiales para llenar vacancias de Delegados en la Mesa Ejecutiva.
Esto incluye dos vacancias en la División de Educación Temprana, una en la División de Alta Educación, y una en
la División de Jubilados. Boletas serán mandadas por correo para el 26 de agosto y contadas el 24 de septiembre
del 2013. Constitución y Reglamentos Artículo 6 – Mesa Directiva Ejecutiva, Sección 1.B Delegados de División Industrial en la Mesa Ejecutiva
De acuerdo con la constitución y Reglamentos de nuestra unión, los siguientes procedimientos de nominación
serán observados:
La Mesa Ejecutiva deberá nombrar un Comité de Elecciones que consistirá de un Presidente y al menos cinco (5)
miembros adicionales. Deberá haber al menos un miembro de cada una de las Divisiones Industriales. Ningún
miembro deberá servir en el Comité Electoral si él/ella es candidato para un cargo. Si un tercer partido
administrador neutral no está involucrado, el Comité de Elecciones deberá determinar todas las preguntas sobre
la elegibilidad de candidatos, estar a cargo del proceso de la elección y el conteo de boletas, la certificación
de resultados y decidir cualquier protesta de la elección.

Calificaciones para Nominaciones y para Nominar a Candidatos
Cualquier miembro que desee ser candidato para el cargo de Delegado de División Industrial puede ser
nominado entregando al Presidente del Comité Electoral, una petición de nominación firmada por 25 miembros
acreditados dentro de la División Industrial del nominado. Cualquier miembro que desee ser candidato para el
cargo de Delegado de la División de Jubilados puede ser nominado entregando al Presidente del Comité
Electoral, una petición de nominación firmada por 10 miembros acreditados dentro de la División de Jubilados.

Para ser elegible de nominar a un/a candidato/a para Delegado de División Industrial de la Mesa Ejecutiva usted
no puede encontrarse rezagado en el pago de cualquier cuota u obligación por más de ciento veinte (12) días
después de su fecha de vencimiento.

División Industrial de la Mesa Ejecutiva, A. Elegibilidad
Una persona será elegible para ser nominado y servir como un elegido Oficial de la Unión Local o Delegado de
División Industrial de la mesa Ejecutiva cuando haya sido miembro acreditado en la Unión Local cuando menos
por un año (1) previo inmediato a la nominación y durante todo ese tiempo haya pagado las cuotas completas
requeridas para los miembros trabajadores de la Unión Local de todos los meses que correspondan. Sin embargo,
si cualquiera de sus unidades negociadoras o Divisiones Industriales no hubiera existido en algún momento del
lapso aquí requerido, el candidato al cargo deberá haber sido miembro acreditado durante la totalidad del
tiempo desde su afiliación, la creación de una nueva División Industrial o desde su primer contrato.
