a whole. Through panel discussions and dialogues, attendees will participate in
such topics as the capacity for growth and social inclusion among cooperatives,
the cooperative edge for competing in the global economy, the challenges and
barriers currently facing the cooperative community, and explore the next steps for
promoting a cooperative decade in the Americas.

Every sector of the region’s economies are impacted by cooperative
businesses—agriculture, energy, public services, housing, healthcare,
insurance, financial services, and consumer goods. These businesses
are not only helping economies grow, creating jobs, and providing key
products and services, they are also addressing social needs. How are
cooperatives reaching marginalized sectors, women, youth, persons
with disabilities, and other vulnerable populations with their services?
What strategies have worked and what are the continuing challenges in
meeting needs for social inclusion? This interactive session will provide

Despite cooperatives’ positive impact on economic and social indicators, they still face considerable challenges. Regulatory barriers, legislative gaps, and tax and status challenges all limit the enabling environment for cooperatives in many countries. This panel will discuss

barriers and positioning cooperatives for growing opportunities in the
region and globally.

Co-op to Co-op Trade and Collaboration
Cooperatives have long been seen as local member-owned businesses
that grow out of needs in a particular market. However, there is growing recognition that cooperatives can strengthen each other by doing
business together at the local, national, regional, and even international
levels. This panel will highlight co-operatives that are trading with each
other, cross-promoting cooperative products and services, and living the
6th cooperative principle of helping other cooperatives.

Speaker Biographies
Sherry Tross
Sherry Tross was confirmed as Executive Secretary for Integral Development at the Organization of
American States (OAS) in February 2013 to lead the hemispheric Organization’s development programs. In that capacity, she manages a comprehensive portfolio of technical assistance and cooperation programs designed to build human and institutional capacity, strengthen competitiveness,
and spur innovation and sustainable growth. She simultaneously serves as Director General of the
Inter-American Agency for Cooperation and Development (IACD).
Prior to this role, Ms. Tross directed the Summits of the Americas Secretariat, facilitating negotiations and bringing together Heads of State and Government of 34 countries to discuss common
policy challenges, set achievement targets, and develop plans of action to address development,
governance, and security concerns in the region. Prior to this appointment, she was Chief of Staff
and senior political advisor to the OAS Assistant Secretary General. Before joining the OAS, Ms.
Tross served as Director of Business Development at the World Trade Center Miami from 20032005. She was also Program Director at the University of Miami’s North-South research center implementing programs on trade, security, and governance issues in the Americas.
Ambassador Carmen Lomellin
Carmen Lomellin was confirmed by the United States Senate as Permanent U.S. Representative
to the Organization of American States, with the rank of Ambassador, on November 20, 2009.
Ambassador Lomellin was appointed in May, 1998 to the position as Executive Secretary of the
Inter-American Commission of Women (CIM) for the Organization of American States (OAS) by
Secretary General Cesar Gaviria. She served as CIM Executive Secretary until March of 2009. In that

position, she provided guidance and direction to the OAS member states and Permanent Secretariat on hemispheric policy advancing issues affecting women, particularly in the areas of human
rights and gender equality. As head of the CIM Permanent Secretariat, Ambassador Lomellin oversaw the activities of the Commission’s delegates representing the 34 democracies of the Western
Hemisphere and managed the daily operations of the Permanent Secretariat. She most recently
served as Director for Outreach within the OAS Department of External Relations.
During the Clinton Administration, Ambassador Lomellin held the positions of White House Liaison for the U.S. Office of Personnel Management and Director of that agency’s Office of International Affairs. She was an Advisor on Hispanic Affairs to the White House Office for Women’s
Initiatives and Outreach, as well as Search Manager in the White House Office of Presidential Personnel during the 1996 presidential transition, where she worked on sub-cabinet appointments in
the area of international trade.
Ambassador Lomellin has experience in local government (Chicago, Illinois). She worked for Mayor Richard M. Daley as Director of the Private Industry Council of Chicago and also implemented
and managed one of the nation’s most successful graffiti abatement programs. Ambassador Lomellin has worked for the Mexican American Legal Defense and Educational Fund where she was
the Director of Leadership Development, and for Chicago United, a civic think tank, as Director of
Economic Development. In addition, she has extensive experience in the private sector, working
for the Chicago-based Inland Steel Company in various sales and marketing capacities.
Ambassador Lomellin holds a Bachelor of Science Degree in Business Management from St. Joseph’s Calumet College and a Masters in Business Administration in International Business from De
Paul University, Chicago, Illinois. Ambassador Lomellin has spent a major part of her professional
career and personal life working on women’s issues, particularly those in the United States Hispanic
community.

Howard Brodsky
Howard Brodsky is Co-founder, Chairman, and Chief Executive Officer of CCA Global Partners, one
of the largest cooperatives in the United States. CCA is comprised of 14 cooperatives with aggregated sales of over $10 billion with over 3,000 retail locations in four countries.
Brodsky has been the recipient of many prestigious awards throughout his career. His most recent
accomplishment was being inducted into the Cooperative Hall of Fame. Other notable achievements include induction into the Entrepreneur Hall of Fame along with such prominent people as
Michael Dell and Starbucks’ Howard Schultz, Retail Entrepreneur of the Year from Ernst & Young,
induction into the World Floor Covering Industry Hall of Fame, National Retailer of the Year, and the
Blue Chip Enterprise Initiative Award of the U.S. Chamber of Commerce.
A pioneer of the cooperative business model, Brodsky’s newest divisions added to the group are
CCA for Social Good which services over 3,000 child care centers and 1,000 nonprofits; and BizUnite, providing back room business services for over one million independent businesses. Recently,
Brodsky was named New Hampshire Business Leader of the Year. He serves as Chairman of the New
Hampshire Better Business Bureau, the Board of New Hampshire Institute of Art, Southern New
Hampshire University Board, and on the Board of the National Cooperative Business Association
(NCBA CLUSA).
Gabriela Ana Buffa
In 2012, Gabriela Ana Buffa was elected President of the Youth Committee for the International
Co-operatives Alliance Youth Network (COOPERAR). Ms. Buffa is also currently the Educational Advisor for Idelcoop, the Education and Technical Assistance Foundation for the Instituto Movilizador
de Fondos Cooperativos (IMFC), where she coordinates cooperative training projects and youth
participation activities. Ms. Buffa joined IMFC in 2009 as the coordinator for the Youth Committee
of the Management Council. Ms. Buffa is a teacher and holds a degree in Educational Sciences.

Carlos R. Calderon
Carlos Calderon has been involved with credit unions for over 26 years. He previously worked at
the IDB/IIC FCU and the U.S. Postal FCU.
Carlos strongly believes in the cooperative principles and the Credit Union philosophy of people
helping people. For this reason he participated in the Credit Union Development Educator (CUDE)
training, and was awarded the International Credit Union Development Educator designation by
the World Council of Credit Unions (WOCCU). Throughout his career Carlos has worked as a consultant on various projects to assist Credit Union development throughout the Americas. He has
been invited to speak at various international conferences on financial and Credit Union development topics. Carlos currently serves as a Member of the Board of Directors of the Credit Union
Mortgage Association, and he is the co-founder of the Network of Latino Credit Unions and Professionals. Mr. Calderon holds an Executive Master in Leadership (E.M.L. 2007) from Georgetown
University, and a Masters in Business Administration (M.B.A. 1988) from Marymount University.
Fermín M. Contreras Gómez
Fermin Contreras Gomez is the Director of the Seguros Múltiples Group Companies Division of
Seguros Multiples de Puerto Rico where he participates in the development and implementation
of business initiatives for this Cooperative Insurance Group. Mr. Contreras’ more than 20 years of
professional experience includes working in management, law, the insurance and financial services
industry, and in public administration. His professional résumé includes having served as Commissioner of Insurance of the Commonwealth of Puerto Rico, acting as Legal Counsel for the principal
financial conglomerate of Puerto Rico Popular, Inc., as legal Counsel at McConnell Valdés, one of
the largest law firms in Latin America, Secretary General and Executive Director of the Organizing
Committee of the XXI Central American & the Caribbean Games, Trustee of the Pontifical Catholic University of Puerto Rico, and Professor of Insurance and Cooperative Law at the University of
Puerto Rico.

Mr. Contreras’ holds a Bachelor Degree in Business Administration (BSBA) with a Finance Major
from the University of Puerto Rico at Mayaguez, a Juris Doctor (JD) degree from the Interamerican
University of Puerto Rico, and a Master Degree in Banking Law (LLM) from Boston University. He
has been a speaker in both local and international forums in matters related to the insurance and
financial services fields.
Hector David Cordova Arteaga
Hector David Cordova Arteaga is the Corporate Manager for the Federation of Credit and Savings Cooperative Unions in El Salvador, FEDECACES. Mr. Artega has over 32 years of experience
in financial cooperatives and organized the Financial Cooperative System (FEDECACES) which is
comprised of the Caja Central de Liquidez, Fundación Asesores para el Desarrollo, Despacho de
Auditoría Externa “Respaldo,” Seguros, and RedActiva.
Mr. Arteaga was appointed as the Director of CONAMYPE, the National Commission for Micro and
Small Enterprises, by the President of El Salvador, from 2009-2012. He has served as Vice President
Ad-Honorem of the Salvadoran Institute of Cooperative Development – INSAFOCOOP since 2010.
He is also the Executive Director of the insurance marketing cooperative, Seguros Futuro. From
2003 to 2006, Mr. Arteaga was the Landowner Representative of the Salvadoran Congress. From
1997 to 2000, he was an alternate representative of the Salvadoran Congress (Legislative Assembly)
and is the former Secretary of the Confederation of Credit Unions in Latin America, COLAC. Mr.
Arteaga has participated in Cooperative Legislation Reform; in approving the Financial Intermediaries Law and the Law of Consumer Protection, in Reforms to the Bank Law, as well as many other
law reforms. He is the founder of NGOs and other initiatives such as: Central American Institute of
Financial Studies (IDEFICA), National Development Foundation (FUNDE), INFORED Credit Union,
and the Central American Institute of Research for Development.
Amy Coughenour Betancourt
Amy Coughenour Betancourt is the Chief Operating Officer of CLUSA International, leading a team
of 700 employees implementing NCBA CLUSA’s $40 million international portfolio in 14 countries
in Africa, Southeast Asia, and Latin America in food security, natural resources management, community-based health, cooperative development, and women and youth empowerment. She has
been a leader in domestic and international development non-governmental organizations for 24
years. Prior to joining NCBA, Coughenour served for nine years as the Deputy Director of the Pan
American Development Foundation (PADF) and from 1999-2002, as the Deputy Director of the
Americas Program at the Center for Strategic and International Studies (CSIS), where she was also
a CSIS Adjunct Fellow from 2002-2010. From 1994-1999, she was director of the Washington office
of the Center for Occupational Research and Development (CORD), a workforce education reform

and training organization. She served as Vice President for North America for the International
Vocational Education and Training Association (IVETA). She serves on the boards of the Overseas
Cooperative Development Council; Cooperatives of the America—A Region of International Cooperative Alliance; Cooperative Business International (CBI Global); and the Cooperative Development Foundation’s Innovation Fund Advisors.
Coughenour holds an M.A. in International Policy Studies from the Monterey Institute of International Studies and a B.A. in German from Central College in Pella, Iowa and received a teaching
Fulbright in Germany.
Melvin Edwards
Melvin Edwards is a Caribbean Citizen who has devoted the past 32 years in global service to the
growth and expansion of Credit Unions, Co-operatives, and Small Enterprises. He has held Chief
of Party positions with USAID, CIDA, and BearingPoint managing multi-country economic competitiveness initiatives in the Caribbean. He currently consults for the World Bank, the Commonwealth
Secretariat, and several Central Banks on economic management and financial sector initiatives.
Mr. Edwards has been a chief architect for legislative reform since 1984, and has provided extensive capacity-building support to regulatory authorities from Bermuda to Suriname. Seven Caribbean Parliaments recently enacted new harmonized co-operative legislation he co-drafted.
Edwards was elected Chairman of the World Council of Credit Unions in July 2007, the first for the
Caribbean, culminating an outstanding career as an advocate, manager, and developer of co-operative organizations regionally and internationally since 1981.
In May 2009, he completed the Credit Union Development Educator (CUDE) Program and was
among the first batch to earn the International CUDE designation. Mr. Edwards received the Distinguished Services Award from the World Council of Credit Unions (WOCCU) during the 2013
World Credit Union Conference in recognition of his lifetime of services to financial institutions
and other co-operatives worldwide. The DSA is the highest accolade awarded throughout the
international credit union system.

Alberto Esteves
Dr. Alberto Esteves is currently the President of the Uruguayan Confederation of Cooperative Entities (CUDECOOP). Dr. Esteves holds positions in several prestigious organizations. He is a member
of Board of the National Institute for Employment and Professional Training (INEFOP) for the Social
Economic Business Sector. He is also a member of the Consulting Body of the National Cooperation Institute (INACOOP). Dr. Esteves is an active member of the Economic and Social Forum for
MERCOSUR. He holds a member position in the Specialized Cooperative Meeting for MERCOSUR
and is a board member of the Cooperative of the Americas.
Prior to these positions, Dr. Alberto Esteves served as Secretary of the Directiva de la Federación
de Cooperativas de Vivienda por Ahorro Previo (FECOVI) and as President of the Cooperative for
the “La Florida” housing cooperative.
Eudes de Freitas Aquino
In 2013, Dr. Eudes de Freitas Aquino was re-elected to the Presidency of UNIMED for the term
of 2013-2017. Dr. Freitas was elected President of UNIMED Brazil and Vice Presidentof the International Health Cooperative Organization (IHCO) in 2009. From 2005 to 2009, he served as the
Chief Executive Officer and the State Health Insurance Representative to the Organization of Cooperatives in the State of São Paulo (OCESP). Prior to this position, he created the “Federation of
Intra-state Paulista Centers”, under which he was President for two terms. In São Paulo, Dr. Freitas
served as a member of the Board of Directors for two terms and later as the Director of Educational
Programs and Assistance. Between 1992 and 1997, he was President of UNIMED Piracicaba.
Dr. Eudes de Freitas Aquino has a Master’s degree and Ph.d. in clinical medicine (Nephrology) from
the Faculty of Medicine of Ribeirão Preto in Sao Paulo. Dr. Freitas also holds a graduate degree in
Health and Advanced Business Management, as well as an MBA in Health Services Management,
both from the Fundação Armando Álvares Penteado (FAAP) in São Paulo.

Márcio Lopes de Freitas
Márcio Lopes de Freitas has been a farmer and proponent of cooperatives for over 30 years. Mr.
Freitas began working in the cooperative sector with coffee and milk production in 1994, when he
served as President on the boards of COCAPEC and CREDICOCAPEC. He continued contributing
to the development of cooperatives, as head of the São Paulo unit for OCESP, between 1997 and
2001, and subsequently as a representative of the cooperative movement through his position
as President of the Organization of Brazilian Cooperatives (OCB) and the National Cooperative
Teaching Service (SESCOOP). In 2005, Mr. Freitas became President of the National Confederation
of Cooperatives (CNCOOP), shortly after the confederation was created. Mr. Freitas is also President of the Organization of Cooperatives from Portuguese Speaking Countries and Vice President
of the International Organization of Agriculture and Livestock Cooperatives (ICAO), a sectorial
organization of the International Cooperative Alliance. Mr. Freitas holds a degree in Business Administration from the University of Brasilia.
Suzanne Gendron
Suzanne Gendron is the Managing Vice-President Cooperation and Corporate Affairs, responsible
for the Desjardins Foundation, the Ombudsman’s office, the CEO’s office, Cooperative Affairs, Corporate Social Responsibility, Governance and Ethics. She is also responsible for various strategic
Desjardins-wide projects and sits on the Group’s Management Committee. Ms. Gendron heads the
International Summit of Cooperatives, which held its first meeting in October 2012 and attracted
2,800 cooperative leaders from 91 countries to talk about the challenges and opportunities they
share. Ms. Gendron also worked for Desjardins from 2003 to 2007 as Vice-President of Development and Coordination for the Desjardins Network, and then as Executive Director of Desjardins
Group Synergies. From 2007 to 2010, Ms. Gendron worked in New York City for Citigroup Inc., a
world leader in financial services located in over 140 countries. At Citigroup, she held positions
that included Vice-President, Reengineering Senior Coordinator and, since 2009, Senior Vice-President, Global Transaction Services. Ms. Gendron also worked for several years at Ernst & Young,
where she used her high-level expertise in strategic planning, business transformation, and governance.
She holds an MBA from l’École des Hautes Études Commerciales de l’Université de Montréal and
a law degree from Sherbrooke University. She is a member of the Quebec Bar and the Board of

Directors of Finance Montreal, an industry cluster, whose mission is to stimulate the creation and
development of financial enterprises in Montréal and Quebec.
Charles Gould
Charles Gould has served as Director-General and Chief Executive Officer of the International
Co-operative Alliance since September 2010. The Alliance is the global association promoting
the co-operative enterprise model. Its members in 100 countries represent 750 million individual
cooperators. Prior to his appointment, Charles Gould served as Chief Executive Officer of Volunteers of America, a health care, housing and human services organization in the United States.
Headquartered in Washington D.C., he provided leadership to its 16,000 staff and oversaw an
annual budget of USD 1 billion. In each of the last five years of his administration, he was recognized as one of the fifty most influential leaders in the United States non-profit sector. He served
as a member of the board of the American Society of Association Executives, and of the American
Association of Homes and Services for the Aged.
Before joining Volunteers of America, Mr. Gould practiced as an attorney-at-law with Arnold & Porter and with Hogan & Hartson, U.S. law firms in Washington D.C. He has a Juris Doctor (JD) degree
from the University of Minnesota Law School (USA), and a Master of Studies (MSt) in International
Human Rights Law from Oxford University (United Kingdom). Mr. Gould has spoken often on the
issues of housing, long-term health care, and human services. His article “The Right to Housing
Recovery after Natural Disasters” was published in the Harvard Human Rights Journal.
Ariel Guarco
Ariel Guarco has been President of the Confederation of Cooperatives of the Republic of Argentina
(COOPERAR) since 2011. Mr. Guarco is recognized in Argentina by the numerous leadership posts
he has held. He has been the President of COMESA, an energy commercialization body. In 2008
he was appointed Secretary of the National Confederation of Interfederal Electric Cooperatives–
CONAICE, and President of the Federation of Electric Cooperatives and Public Services of Buenos
Aires–FEDECOBA. In 2007 he was elected President of the Cooperativa Electrica Ltd. de Coronel
Pringles. Mr. Guarco is a veterinarian, with a Masters in Agricultural Economics and Rural Administration. He also holds a postgraduate degree in Social Economics and Non-profit Management.

Ramón Imperial Zuñiga
Ramón Imperial Zúñiga, President of Co-operatives of the Americas – A Region of the International
Cooperative Alliance, has been the Director General of the Caja Popular Mexicana since 1999. The
Caja is a financial cooperative that has close to 1.8 million members and more than 430 branches
totaling over USD $2 Billion in assets. Mr. Imperial has extensive experience in the Mexican Cooperative Movement. Since 1987, he has held numerous positions largely in the credit and saving
cooperative sector, as well as with related organizations, both nationally and internationally. Since
2009, he has been President of the Sistema Cooperativo de Medios de Pago cooperative (SISCOOP) and Vice-president of the International Cooperative Alliance since 2008. Since 1995, he
has participated in over 85 international and national events on cooperatives, socioeconomics and
microfinance, as a speaker and presenter. Mr. Imperial holds a degree in mechanical engineering
studies from the Instituto Tecnológico de Querétaro, Mexico.
Rebecca Kemble
Rebecca Kemble is the President of the U.S. Federation of Worker Cooperatives and the President
of CICOPA North America, the sub-regional body of the worker cooperative sector of the International Cooperative Alliance. She is also the Vice President of CICOPA Americas and serves on
the Executive Board of CICOPA worldwide. Rebecca is a worker-owner at Union Cab Cooperative
where she has served as chairperson of the Education and Strategic Planning Committees. She
helped develop and implement innovative peer support systems, including the Steward and Mediation Councils that have become integral parts of Union Cab’s democratic governance and management structures. She is a founding member and editor at the Wisconsin Citizens Media Cooperative. Rebecca earned a PhD (a.b.d.) in Anthropology from the University of Wisconsin-Madison
and lives in Madison, WI.
Estuardo Paredes Lopez
Estuardo Paredes Lopez is the General Manager of COAC San Francisco Ltda. in Ecuador. Prior to
his work with COAC, Mr. López was a micro entrepreneur for the Grupo Financiero Pichincha from
2003 to 2007. From 1998 to 2003, he was the Supervisor of Financial and Technological Services
and technology at INSOTEC. Mr. Lopez is President of the National Association of Cooperatives,

which is overseen by the Banking and Insurance Superintendence. He is also a member of the
Board of Directors of the Association of Cooperatives. Mr. Lopez was part of the Student Association of the Faculty of Law at the Technical University of Ambato and a Professor of Financial and
Banking Law at the same university. He has served as Executive Director of the Community Development Foundation in Ambato and as a trainer for cooperative courses at the San Francisco Cooperative in Ambato. Mr. Lopez holds a degree in Business Administration Engineering and a Law
degree from the Technical University of Ambato. He is also holds a Bachelor’s degree in Business
Administration and in Political and Social Sciences.
Martin J. Lowery
Martin Lowery is Executive Vice President, Member and Association Relations of the National Rural
Electric Cooperative Association (NRECA). His overall responsibility is to ensure that NRECA excels in serving the needs of its 1,000 members and to assist in directing the implementation of the
association’s strategic plan. Prior to being named Executive Vice President, he served as Manager
of NRECA’s Consulting, Training and Market Research Division, and Assistant Manager of NRECA’s
Computer Services Division. His responsibilities as Manager included directing the provision of
services to NRECA member systems and allied organizations. These activities represent a full range
of management and technical consulting and training services.
Dr. Lowery serves on the boards of Ralph K. Morris Foundation and the National Cooperative Business Association (NCBA CLUSA). Dr. Lowery served as the Chairman of NCBA from 2008-2011,
Chair of the NCBA International Committee from 2007-2008, and was the Chair of the NCBA
Strategic Planning and Issues Committee from 2004-2007. Currently he is a member of the NCBA
CLUSA Executive Committee. He was elected in 2013 as the U.S. Representative to the Board of
the International Cooperative Alliance. He also is a board member of RE Advisors, Inc. and the
National Cooperative Bank.
Dr. Lowery will be inducted into the Cooperative Hall of Fame this May. He received a Bachelor of
Arts (cum laude) from DePaul University and a Ph.D. from Duke University.

Manuel Mariño
Manuel Mariño joined the International Co-operative Alliance family in October 2001, where he
now serves as the Co-operatives of the Americas Regional Director. He has also served as an ICA
consultant in the preparation of development projects to be presented to various international
organizations.
Prior to his work with ICA, Mr. Mariño was the Regional Director of the Swedish Co-operative Center (SCC) for Latin America in San José, Costa Rica for four years. The SCC is a Swedish cooperative
development organization dedicated to supporting coop development in developing countries.
Prior to this role, he was the Director of SCC’s Latin American Department responsible for contacts
and projects related to the European Union and other international organizations (IDB, WB, UN,
IFAD, etc) and Development Project Officer leading projects in Central America, Uruguay, Paraguay, Kenya and Zimbabwe. He has also held the position of Commercial Director at SIDA (Swedish
International Development Agency), Stockholm where he was responsible for monitoring follow up
to an AGRICOM project in Mozambique. Mr. Mariño is a member of the Association of Economists
of Uppsala (UPEKON) and its management, the International Student Council of Uppsala, and a
member of the Board of the Liaison Committee of Development NGOs to the European Union (in
Sweden) and representative of the latter’s Financing Committee in Brussels.
Mr. Mariño holds degrees from the Universidad de Buenos Aires and the University of Uppsala in
Sweden. He is fluent in Spanish, Swedish, English and Portuguese.
Professor Valentín Medrano
Professor Valentín Medrano has over four decades of experience working in the cooperative and
trade union sector of the Dominican Republic. In 1976 he started as a member partner of the
National Cooperative of Services for Teachers (COOPNAMA). Since then he has held positions in
numerous social change projects. In 2006 he was elected President of the Management Council.
His leadership has allowed COOPNAMA to become an institutional leader and currently the largest cooperative business in the country. Professor Medrano is also President of FUNDESCOOP, the
first and only foundation in the Dominican Republic dedicated to working with cooperatives

throughout the country on HIV/AIDS, sexually transmitted diseases, natural disaster management,
and teaching best practices for business risk management. He is currently working on creating a
cooperative bank in the Dominican Republic.
Professor Medrano was Director of the Department of School Cooperatives of the Ministry of Education, during which time over 600 school cooperatives were created. He is currently the Second
Vice-president of Cooperatives of the Americas and a member of the Global Assembly (ICA).
Professor Valentín Medrano has over 30 years of teaching experience and holds a graduate degree
in Education from the Autonomous University of Santo Domingo, as well as a Law Degree from the
University of Chile.
Maria Eugenia Perez Zea
Since 2010, María Eugenia has been President of the Board of Directors of one of the largest
co-operatives in Colombia, Grupo Empresarial COOMEVA, working in the health, finance, recreation, and protection sectors. She is currently the President of the Management Council of COOMEVA. Since 1997 she has been a delegate of the National Assembly of COOMEVA for the region
of Medellin. From 2001-2004, Ms. Perez was the President of the National Security Board. Prior to
these positions, she worked as the Coordinator for the National Finance Committee, as a member
of the National Committee of Corporate Human Resources Management, and as a Representative
for Medellin on the Commission for Statutory Reform.
Ms. Perez Zea is President of the Global Committee for Gender Equality for the International
Cooperative Alliance from 2011-2015. She was formerly President of the Equality and Gender
Committee and the Secretary of the Board of Cooperatives of the Americas. Ms. Perez Zea holds
a postgraduate degree as a Specialist in Socio-Economic Project Evaluation from the Universidad
de Antioquia and a postgraduate degree as a Management Law Specialist from the Universidad
Pontificia Bolivariana in Medellin, Colombia.

Merling Preza Ramos
Merling Preza Ramos is a small coffee producer with a degree in management and a specialization
in international markets. Since 1989, Ms. Preza has collaborated with producer cooperatives in
Northern Nicaragua on institutional strengthening, training, technical assistance, and marketing.
Since 1993, she has supported cooperative coffee producers with international marketing, focusing
on specialty markets, and defining internal and external strategies to help position them. Ms. Preza
has been President of the Board of Directors of CAFENICA and CONACOOP, as well as a Member
of the IDR Steering Council and Vice President of the Nicaraguan Coordinator of Fair trade. She has
also been President of the Board of Directors of CLA and a Coordinator of the CLAC network. Ms.
Preza has also actively participated in various national and international coffee and organic product
fairs.
Maryse Robert
Maryse Robert is Director of the Department of Economic and Social Development (DESD) in the
Executive Secretariat for Integral Development at the General Secretariat of the Organization of
American States (OAS). DESD promotes inclusive growth, competitiveness, and innovation in OAS
member states through policy dialogue, institutional capacity building, and the strengthening of
existing networks to facilitate the exchange of experiences and successful practices.
Dr. Robert, a Canadian national, is also adjunct professor of international trade policy at the University of the West Indies (Cave Hill Campus, Barbados). She has authored numerous studies on
development-related issues. She is the co-editor with José M. Salazar-Xirinachs of “Toward Free
Trade in the Americas/Hacia el libre comercio en las Américas” (Brookings Institution Press/OAS,
2001) and the author of “Negotiating NAFTA: Explaining the Outcome in Culture, Textiles, Autos,
and Pharmaceuticals” (Toronto: University of Toronto Press, 2000). She is an economist with training in international trade law. She holds a Ph.D. from The Fletcher School of Law and Diplomacy
(Tufts University) and a Masters degree in Applied Economics from the Ecole des Hautes Etudes
Commerciales (HEC) (Montreal, Canada). Before joining the OAS, she worked at the World Bank
and the United Nations, and in the private sector on telecom issues. She is a member of several
cooperatives (credit unions, bookstores, insurance, and housing) in the United States and in the
province of Quebec in Canada.

Charles E. Snyder
Charles E. Snyder is the President and Chief Executive Officer of the National Cooperative Bank and
leads its Executive Council, a team of senior managers representing business development units
and functional areas across the company. He also serves as CEO and Board Chair of the wholly
owned subsidiary, NCB FSB. Mr. Snyder joined NCB in 1983 as Corporate Vice President and Chief
Financial Officer. In 1992, he was named President and Chief Executive Officer. Previously, Mr. Snyder was controller of Temporaries, Inc., and President of Temporaries Federal Credit Union. He also
worked as a certified public accountant with the firm of Matthews, Carter and Boyce in Washington,
DC.
Mr. Snyder serves on numerous boards, including the Consumer Federation of America and the
National Cooperative Business Association, CLUSA International (NCBA CLUSA), a membership
association representing every type of cooperative in America. In 2011, Mr. Snyder was inducted
into the Cooperative Hall of Fame and in 2007 received the Jerry Voorhis Award, the National
Association of Housing Cooperative’s most prestigious honor. Both awards recognize Mr. Snyder
for his longstanding work of promoting and preserving cooperatives. Mr. Snyder earned his undergraduate degree from James Madison University in Harrisonburg, VA, and received his Masters of
Business Administration from George Washington University in Washington, DC.
Fernando Zerboni
Fernando Zerboni is the General Secretary, Federacion Uruguaya de Cooperativas de Vivienda por
Ayuda Mutua (FUCVAM), and has worked with community members, Central American Governments, SISCA (the social branch of SICA), We Effect and AUCI (Uruguayan Agency for International
Cooperation) on the consolidation of the FUCVAM model as a solution to the housing access problem in the region, since 2013.
Mr. Zerboni became a part of the TEBELPA Cooperative in 1986, where he served as a member of
several policy committees and participated in the movement for land ownership. He participated
in several housing committees and in the development of proposals for improving housing and
relocation settlements. Since 2001, he has actively participated in building the FUCVAM structure.
In 2005, Mr. Zerboni joined the National Administration. Under the Administration, he supported
the creation of a Subsidy Law for loan repayment based on household income and demographic.

Mr. Zerboni also participated in the creation of a new regulation for designating loans and debt regulation for cooperatives in Uruguay. In 2009 he was named President of FUCVAM and subsequently
Secretary General in 2010. He signed the agreement to regulate cooperative debts in the state in
2012 and later traveled to Naples where he received the United Nations Habitat Award. Mr. Zerboni
has been a member of the Association of Chemistry Students (AEG) since 1969. He was a political
prisoner from 1973 to 1983.
Gerardo Mora Navas
Gerardo Mora Navas has been the General Manager of the Central Cooperative of Funeral Services (COOPSERFUN), since 2009. From 1998-2009, he held the position of Corporate President
for the National Employee Funds Association, ANALFE. He is President of the Board of Directors
for COLAC, President of the Board of Directors for the Coopcentral Bank, and Vicepresident of the
Board of Directors of the Colombian Solidarity Insurance Company. For over 20 years, Mr. Navas has
dedicated substantial amounts of his time to preparing and training directors and members from
different economic solidarity organizations. He has led 11 national and international conferences on
employee funds and economic solidarity entities. Mr. Navas has also been a speaker at numerous
related events. Mr. Mora holds several titles including Public Accountant from the Universidad de
La Salle, Finance Specialist from the Universidad Javeriana, and Business Administration from the
Universidad de los Andes.

Sherry Tross
Secretaria Ejecutiva para el Desarrollo Integral de la Organización de los Estados Americanos (OEA)
Sherry Tross fue confirmada como Secretaria Ejecutiva para el Desarrollo Integral de la Organización de los Estados Americanos (OEA), en el 2013 para dirigir los programas de desarrollo. En
este puesto, ella maneja varios programas de asistencia técnica y cooperación diseñadas para fortalecer la capacidad humana e institucional, la competitividad y generar innovación y crecimiento
sostenible. Simultáneamente, ella se desempeña como Directora General de la Agencia Interamericana para la Cooperación y el Desarrollo (AICD).
Anteriormente, la Sra. Tross dirigió la Secretaria de la Cumbre de las Américas, facilitando las negociaciones y reuniendo a los Jefes de Estado y de Gobierno de 34 países para discutir los retos
compartidos en formar políticas, los objetivos de rendimiento establecidos y desarrollar planes de
acción para abordar las preocupaciones relacionadas con el desarrollo, la gobernanza y la seguridad de la región. Antes de este nombramiento, fue Jefe de Gabinete y Asesora de Política para el
Secretario General Adjunto de la OEA. Antes de unirse a la OEA, la Sra. Tross se desempeñó como
Directora de Desarrollo de Negocios en el World Trade Center Miami del 2003-2005. También fue
Directora de Programas en la Universidad de Miami para el Centro de Investigación Norte–Sur,
implementando programas sobre temas de comercio, seguridad y gobernabilidad en las Américas.
Embajadora Carmen Lomellin
Representante Permanente de los EE.UU. ante la Organización de Estados Americanos (OEA)
El Senado estadounidense confirmó a Carmen Lomellin como Representante Permanente de los
Estados Unidos ante la Organización de Estados Americanos, con rango de Embajadora, el 20 de
noviembre de 2009.

La Embajadora Lomellin fue designada en mayo de 1998 como Secretaria Ejecutiva de la Comisión
Interamericana de Mujeres de la OEA (CIM) por el Secretario General César Gaviria.
Se desempeñó en ese cargo hasta marzo de 2009, donde proveyó lineamientos y dirección a los
estados miembro de la OEA y al Secretario Permanente sobre política hemisférica para el progreso
de los temas que afectan a las mujeres, en particular en las áreas de los derechos humanos y la
igualdad de género. Como cabeza de la Secretaría Permanente de la CIM, la Embajadora Lomellin
monitoreó las actividades de los delegados ante la Comisión que representan las 34 democracias
de las Américas y manejó las operaciones diarias del Secretariado Permanente. Más recientemente, se desempeñó como Directora de Vinculación dentro del Departamento de Relaciones
Exteriores de la OEA.
Durante el gobierno del ex-Presidente Clinton, la Embajadora Lomellin cumplió las funciones de
Enlace con la Casa Blanca para la Oficina de Gerencia de Personal y de Directora de la Oficina de
Asuntos Internacionales de esa agencia. Fue Asesora sobre Asuntos Hispanos ante la Oficina de
Iniciativas para la Mujer y de Vinculaciones, así como Administradora de Búsquedas en la Oficina
de Personal de la Casa Blanca durante la transición presidencial de 1996, donde trabajó en las
designaciones de submiembros de gabinete en el área de comercio internacional.
La Embajadora Lomellin posee experiencia en gobiernos locales (Chicago, Illinois). Trabajó para el
Intendente Richard M. Daley como Directora del Consejo de Industria Privada de Chicago y también implementó y manejó uno de los programas de reducción de grafitis más exitosos del país. La
Embajadora Lomellin ha trabajado para el Fondo Educativo y de Defensa Legal Americano como
Directora de Desarrollo de Liderazgos y para “Chicago United”, una fundación cívica, como Directora de Desarrollo Económico. Además, posee una amplia experiencia en el sector privado, donde

La Embajadora Lomellin posee una Licenciatura en Administración de Empresas de St. Joseph’s
Calumet College y un doctorado en negocios internacionales de De Paul University, Chicago, Illinois. La Embajadora Lomellin ha transcurrido la mayor parte de su carrera profesional y vida personal trabajando sobre temas de mujeres, en particular los conectados con la comunidad hispana

Howard Brodsky es cofundador, Presidente y CEO de CCA Global Partners, Inc., una de las cooperativas más grandes en los Estados Unidos. CCA cuenta con 14 cooperativas que cuentan con
ventas totales de más de $10 billones y con más de 3.000 puntos de venta en cuatro países.
Brodsky ha recibido numerosos premios a lo largo de su carrera. Su logro más reciente fue ser
nombrado al Salón de la Fama de las Cooperativas, al cuál pertenecen personas prominentes tales
como Michael Dell y Howard Schultz de Starbucks fue nombrado. Sus otros logros incluyen haber
sido nombrado al Salón de la Fama de Empresarios, nombrado Empresario del Año de Venta por
Menor de Ernst & Young, nombrado al World Floor Covering Industry Salón de la Fama, premiado
Distribuidor Nacional del Año y premiado por la Iniciativa Empresariales de Blue Chip empresarial
de la Cámara de Comercio Estadounidense.
Brodsky ha sido un líder del modelo de negocios cooperativos. Las divisiones que han sido agregadas más recientemente al grupo son el CCA for Social Good, el cual atiende a más de 3.000 centros de cuidado infantil y 1.000 organizaciones sin fines de lucro; y BizUnite que provee servicios
de negocios de trastienda para más de 1 millón de empresas independientes. Hace poco, Brodsky
fue nombrado el Líder del Año en Negocios de New Hampshire. Actualmente, se desempeña
como Presidente de la New Hampshire Better Business Bureau, y de las juntas del Instituto de Arte

Gabriela Ana Buffa
En 2009, Gabriela Ana Buffa se incorporó al Consejo de Administración del Instituto Movilizador de
Fondos Cooperativos (IMFC) como responsable de la Secretaría de la Juventud. Desde ese año, en
su condición de Profesora y Licenciada en Ciencias de la Educación, se desempeña como Asesora
Pedagógica en Idelcoop, la Fundación de Educación y Asistencia Técnica del IMFC, donde coordina proyectos de capacitación en cooperativismo. A partir de 2010 lidera la construcción del espacio de participación juvenil en el IMFC. Por tales antecedentes y contando siempre con el respaldo
pleno del IMFC, ejerce desde 2012 la presidencia del Comité de Juventudes de COOPERAR.

Carlos R. Calderon
Carlos R. Calderón actualmente desempeña como el Presidente/CEO de la OEA Staff Federal
Credit Union (OAS FCU), habiendo trabajado anteriormente en el BID/CII FCU y US Postal FCU; ha
trabajado con cooperativas de crédito por más de 26 años.
El Sr. Calderón cree firmemente en los principios cooperativa y la filosofía de las cooperativas de
ahorro y crédito de personas ayudando a otras personas; por esta razón participo en la formación
de educadores de desarrollo y fue galardonado con la Designación de Educador de Desarrollo del
International Credit Union (CUDE Internacional) por el World Council of Credit Unions. A lo largo
de su carrera Carlos ha trabajado como Consultor en varios proyectos para ayudar al desarrollo de
las cooperativas de crédito de las Américas. Ha sido invitado a hablar en varias conferencias internacionales sobre las cooperativas de ahorro y crédito y los temas de desarrollo. Carlos actualmente
se desempeña como miembro de la Consejo de Administración de la Asociación de Cooperativas
de Crédito Hipotecario, y es cofundador de la Red Latina de Cooperativas y Profesionales.
Calderón posee un posgrado en Liderazgo (E.M.L. 2007) de Georgetown University un posgrado
en Administración de Empresas (M.B.A. 1988) de Marymount University.
Fermin M. Contreras Gómez
Fermín M. Contreras Gómez es el Director de Empresas del grupo Seguros Múltiples, Seguros
Múltiples de Puerto Rico. El licenciado Contreras cuenta con sobre veinte años de experiencia
profesional en la cual se combina la función gerencial y el rol de jurista en las industrias de seguros
y servicios financieros y en la administración pública. Su expediente profesional incluye el haberse
desempeñado como Comisionado de Seguros del Estado Libre Asociado de Puerto Rico, Asesor
Legal del principal conglomerado financiero de Puerto Rico Popular, Inc., Consejero Legal en el
bufete McConnell Valdés, uno de los principales en Latinoamérica, Secretario General del Comité
Organizador de los XXI Juegos Centroamericanos y del Caribe, Síndico de la Pontifica Universidad
Católica de Puerto Rico y como Profesor de Derecho Cooperativo y de Seguros en la Universidad
de Puerto Rico. Al presente se desempeña como Director de la División de Empresas del Grupo
Seguros Múltiples desde la cual participa en el desarrollo e implementación de las estrategias e
iniciativas de negocio de este grupo asegurador.

Hector David Cordova Arteaga
Hector David Cordova Arteaga es el Gerente Corporativo de la Federación de Asociaciones Cooperativas de Ahorro y Crédito de El Salvador, FEDECACES; con 32 años de experiencia en cooperativismo financiero. Ha organizado el Sistema Cooperativo Financiero FEDECACES conformado
por: Caja Central de Liquidez, Fundación Asesores para el Desarrollo (capacitación), Despacho de
Auditoría Externa “Respaldo”, Seguros Futuro (Cooperativa de seguros de vida, daños y fianzas) y
RedActiva (red de servicios financieros).
El Sr. Cordova ha sido el Director miembro de CONAMYPE, Comisión Nacional de la Micro y
Pequeña Empresa; por designación del Presidente de la República de El Salvador, del período
2009-2012 y 2012 a la fecha. De Junio 2010 a la fecha funge como Vicepresidente Ad-Honorem,
del Instituto Salvadoreño de Fomento Cooperativo – INSAFOCOOP. Es Director Ejecutivo de la
cooperativa comercializadora de seguros: Seguros Futuro. Del 2003 al 2006 el Sr. Cordova fue
Diputado Propietario del Congreso Salvadoreño. Del 1997 al 2000, él fue el Diputado suplente del
Congreso Salvadoreño (Asamblea Legislativa) y es el Ex-Director Secretario de la Confederación
de Cooperativas de Ahorro y Crédito de Latinoamérica, COLAC. El Sr. Cordova ha participado
en Reforma de Legislación Cooperativa; en aprobación de Ley de Intermediarios Financieros No
Bancarios; Reformas a la Ley de Bancos, Aprobación de Ley de Protección al Consumidor; Gestión
en Ley de Tarjetas de Crédito; Reformas a Ley del Sistema de Ahorro para Pensiones; y gestión
de Ley de Competencia. Ha sido fundador de iniciativas de ONG´s y otros: Instituto de Estudios
Financieros Centroamericanos (IDEFICA); Fundación Nacional para el Desarrollo (FUNDE), Central
de Riesgos (INFORED) y el Instituto Centroamericano de Investigaciones para del Desarrollo.

Amy Coughenour Betancourt
Amy Coughenour Betancourt es la Directora de Operaciones (COO) de CLUSA Internacional, liderando un equipo de 700 empleados implementando el portafolio internacional de $40 millones
de NCBA CLUSA. Implementan proyectos en 14 países en África, el Sudeste asiático y Latinoamérica en seguridad alimentaria, el manejo de recursos naturales, salud comunitaria, desarrollo cooperativo, y programas de empoderamiento de mujeres y jóvenes. Durante 24 años, Coughenour
ha sido un líder en el desarrollo nacional e internacional a través de organizaciones no gubernamentales. Antes de unirse a NCBA, Coughenour desempeñó durante nueve años como Directora
Adjunta de la Fundación Panamericana para el Desarrollo (PADF) y como la Directora Adjunta del
programa de las Américas en el Center for Strategic and International Studies (CSIS) entre 1999 y
2002 y como Adjunct Fellow de CSIS del 2002 al 2010. De 1994-1999, fue Directora de la oficina
basada en Washington, DC del Centro de Investigación y Desarrollo Laboral (CORD), una organización para la reforma de educación laboral y capacitación. También fue Vicepresidenta para Norteamérica para la Asociación de Educación y Capacitación Ocupacional (IVETA). Ella es miembro
de los Consejos Administrativos del Consejo para Desarrollo Cooperativo en el Extranjero (OCDC);
Las Cooperativas de las América—Región de la Alianza Cooperativa Internacional; Cooperative
Business International (CBI Global) y los Consejeros para el Fondo de Innovación de la Fundación
para el Desarrollo de Cooperativas (CDF).
Coughenour posee una Maestría en Estudios de Política Internacional del Instituto de Monterey
Institute of International Studies, y una Licenciatura en Alemán de Central College en Pella, Iowa y
recibió una beca Fulbright en Alemania.
Melvin Edwards
Melvin Edwards es un ciudadano caribeño que ha dedicado los últimos 32 años al servicio global para el crecimiento y la expansión de las Cooperativas de Ahorro y Crédito, cooperativas y
pequeñas empresas. Ha ocupado puestos de Director de Proyectos con USAID, CIDA y BearingPoint donde ha gestionado iniciativas con múltiples países para la competitividad económica en el
Caribe. En actualidad es consultor para el Banco Mundial, la Secretaría del Commonwealth y varios
bancos centrales en iniciativas de gestión económica y del sector financiero.

El Sr. Edwards ha sido un arquitecto principal de la reforma legislativa desde 1984, y ha proporcionado apoyo en la creación de capacidad para las autoridades reguladoras desde las Bermudas
hasta Surinam. Recientemente, 7 Parlamentos Caribeños promulgaron una nueva legislación para
cooperativas que el ayudo a coredactar. Edwards fue elegido Presidente del World Council of
Credit Unions (WOCCU) en el 2007 (el primer Caribeños) que culmina una brillante carrera como
abogado, gestor y promotor de las organizaciones de cooperación regional e internacional. En el
2009 completó el Programa de los Educadores de Desarrollo de Cooperativas de Ahorro y Crédito
(CUDE) y fue de los primeros participantes que obtuvo la designación de CUDE Internacional. El
Sr. Edwards recibió el Premio de Servicios Distinguidos de WOCCU durante la Conferencia Mundial
de Cooperativas de Ahorro y Crédito 2013, en reconocimiento de toda una vida de servicio a las
instituciones financieras y otras cooperativas de todo el mundo. La DSA es el reconocimiento más
alto otorgado en el sistema internacional de cooperativas de ahorro y crédito internacional.
Alberto Esteves
Dr. Alberto Esteves, Doctor en Veterinaria, es el Presidente actual de la Confederación Uruguaya
de Entidades Cooperativas (CUDECOOP). El Dr. Esteves también ocupa puestos en numerosas
organizaciones ilustres. Es Miembro Titular del Consejo Directivo del Instituto Nacional del Empleo
y Formación Profesional (INEFOP) por el Sector de Empresas de Economía Social. También es Integrante del Órgano Consultivo del Instituto Nacional del Cooperativismo (INACOOP). Dr. Esteves
es un miembro activo del Foro Consultivo Económico y Social del (MERCOSUR FCES MERCOSUR).
Ocupa el cargo de Miembro de la Reunión Especializada de Cooperativas del (MERCOSUR RECM)
e Integrante del Consejo de Administración de las Cooperativas de las Américas (antes ACI Américas).
Dr. Alberto Esteves ha ocupado el cargo de Secretario de la Directiva de la Federación de Cooperativas de Vivienda por Ahorro Previo - FECOVI y ha sido Presidente de la Directiva de Cooperativa
de base de Vivienda “La Florida”.
Eudes de Freitas Aquino

Dr. Eudes de Freitas Aquino é mestre e doutor em Clínica Médica (Nefrologia) pela Faculdade de
Medicina de Ribeirão Preto/SP. Possui pós-graduação em Gestão Empresarial Avançada em Saúde
e MBA em Gestão de Serviços de Saúde, ambos pela Fundação Armando Álvares Penteado (Faap),
em São Paulo. Foi presidente da Unimed Piracicaba entre 1992 e 1997.
Posteriormente, criou a Federação Intrafederativa do Centro Paulista e a presidiu por duas gestões.
Na Federação São Paulo foi membro do Conselho de Administração também por duas gestões
e, depois, diretor de Programas Educativos e Assistenciais. De 2005 a 2009, atuou como seu diretor-presidente. É representante estadual do ramo de saúde junto à Organização das Cooperativas
do Estado de São Paulo (Ocesp). Em 2009, assumiu a presidência da Unimed do Brasil e também passou a responder pela Vice-Presidência do International Health Cooperative Organization
– IHCO. Reeleito para a Presidência da Unimed do Brasil pra a Gestão 2013-2017.
Márcio Lopes de Freitas
Agropecuarista e cooperativista há mais de 30 anos, Márcio Lopes de Freitas, e graduado em
Administração pela Universidade de Brasília (UnB). Sua participação direta no setor teve início
em 1994, nas diretorias da Cocapec e da Credicocapec, nas quais atuou como presidente. Sua
contribuição para o desenvolvimento do cooperativismo teve continuidade à frente unidade estadual de São Paulo (Ocesp), entre 1997 e 2001, e, finalmente, como representante do movimento, no exercício de presidente da Organização das Cooperativas Brasileiras (OCB) e do Serviço
Nacional de Aprendizagem do Cooperativismo (Sescoop), naquele mesmo ano. A presidência da
Confederação Nacional das Cooperativas (CNCoop), Freitas assumiu em 2005, com a criação da
entidade. E a sua atuação não fica restrita ao território brasileiro. Ele ocupa, ainda, a presidência
da Organização das Cooperativas dos Países de Língua Portuguesa (OCPLP), desde 2010, além
da Vice-Presidência da Organização Internacional das Cooperativas Agropecuárias – ICAO, órgão
setorial da Aliança Cooperativa Internacional.
Suzanne Gendron
Suzanne Gendron es Vicepresidenta Ejecutiva de la División Administrativa de Cooperación y
Asuntos Corporativos de la Fundación Desjardins. Ella está a cargo de la Defensoría del Pueblo, la
oficina del Director General, la responsabilidad social corporativa, gobernanza y ética. Ella también
está a cargo de varios proyectos estratégicos de Desjardins y forma parte del Comité de Dirección.
La Sra. Gendron encabeza la Cumbre Internacional de las Cooperativas, que celebró su primera
reunión en octubre de 2012 y atrajo a 2.800 líderes de cooperativas de 91 países para hablar de
los retos y las oportunidades que comparten. Sra. Gendron también trabajó para Desjardins del
2003-2007 como Vicepresidenta de Desarrollo y Coordinación de la Red de Desjardins, y luego
como Directora Ejecutiva del Grupo Desjardins Sinergias. Del 2007 a 2010 la Sra. Gendron trabajó
en la ciudad de Nueva York para Citigroup Inc. En Citigroup, ocupó varios cargos: Vicepresidenta,

Coordinadora Principal de Reingeniería y empezando en el 2009, Vice Presidenta Ejecutiva, Global
Transaction Services. Sra. Gendron también trabajó durante varios años en Ernst & Young, donde
ella usó su alto nivel de experiencia en la planificación estratégica, la transformación de los negocios y la gobernanza.
Ella posee un MBA de l’ École des Hautes Études Commerciales de l’ Université de Montréal y una
licenciatura en Derecho de la Universidad de Sherbrooke. Es miembro del Colegio de Abogados
de Quebec y el Consejo de Administración de Finanzas de Montreal, un grupo de la industria, que
tiene como su misión estimular la creación y el desarrollo de las empresas financieras en Montreal
y Quebec.
Charles Gould
Charles Gould ha sido Director General de la Alianza Cooperativa Internacional (ACI) desde el
2010. La Alianza es una asociación global que promueve el modelo de empresa cooperativa. Actualmente, cuenta con miembros en 100 países que representan 750 millones de colaboradores
individuales. El Sr. Gould se incorporó a la ACI después de haber sido Director Ejecutivo de Volunteers of America, organización con sede en Washington, que se dedica a prestar servicios de
carácter humanitario, de la salud y de vivienda, donde aportó un liderazgo estratégico a 16.000
empleados a tiempo completo y manejó un volumen de negocios anual de mil millones de dólares
estadounidenses.
Durante estos cinco años fue reconocido como uno de los cincuenta líderes con más influencia en
el sector de las organizaciones sin fines de lucro de los Estados Unidos. El Sr. Gould también fue
miembro de la Junta Directiva de American Society of Association Executives & The Center for
Association Leadership. Anteriormente, ejerció la abogacía en los bufetes Arnold & Porter y Hogan
& Hartson en Washington DC. El Sr. Gould posee un posgrado JD (Juris Doctor) de University of
Minnesota Law School y un Máster MSt (Master of Studies) en Derecho Internacional de Derechos
Humanos de Oxford University. El Sr. Gould ha hablado a menudo sobre los temas de vivienda,
salud y servicios humanitarios. El Sr. Gould publicó su artículo “El Derecho a la Recuperacion de
Viviendas despues de los Desastres Naturales” en el Harvard Human Rights Journal.

Ariel Guarco ha sido Presidente de la Confederación de Cooperativas de la República de
Argentina (COOPERAR) desde el 2011. Ha sido Vicepresidente de la Comercializadora de Energía.
El Sr. Guarco es reconocido en Argentina por sus números puestos de liderazgo. Ha sido Presidente
de la Comercializadora de Energía, COMESA. En el 2008 fue nombrado Secretario de la Confederación Nacional Interfederativa de Cooperativas Eléctricas–CONAICE y Presidente de la Federación
de Cooperativas de Electricidad y Servicios Públicos de Buenos Aires–FEDECOBA. En el 2007 entro al puesto de Presidente de la Cooperativa Eléctrica Ltda. de Coronel Pringles. El Sr. Guarco es
médico veterinario, Magíster en Economía Agraria y Administración Rural y posee un postgrado en
Economía Social y Dirección de Entidades sin Fines de Lucro.
Ramon Imperial Zuñiga
Ramon Imperial Zuñiga, Presidente de la Cooperativas de las Américas-Una Región de la Alianza
Cooperativa Internacional, es Director General de la Caja Popular Mexicana, de 1999 a la fecha,
cooperativa financiera que integra cerca de 1.8 millones de Socios, con activos totales superiores a
2 $USD billones y más de 430 sucursales. El Sr. Imperial cuenta con amplia experiencia en el Movimiento Cooperativo de México desde el año de 1987, ocupando diversos cargos principalmente
en el sector de las Cooperativas de ahorro y crédito, así como en sus organismos de integración, en
el ámbito nacional e internacional. Desde el 2009, se ha desempeñado como Presidente de la empresa Sistema Cooperativo de Medios de Pago (SISCOOP) y Vicepresidente Mundial de la Alianza
Cooperativa Internacional, con sede en Bruselas, Bélgica, de 2008 a la fecha. Desde el año de 1995
a la fecha, ha participado en más de 85 ocasiones como ponente y conferencista a nivel nacional
e internacional, en diversos eventos de Cooperativismo, Economía Social y Microfinanzas. El Sr.
Imperial tiene estudios de ingeniería industrial en el Instituto Tecnológico de Querétaro, México.
Rebecca Kemble
Rebecca Kemble es Presidente de la Federación de Trabajadores Asociados de los EEUU y Presidente de CICOPA Norteamérica, el organismo sub-regional del sector de Cooperativas de Trabajo
Asociado de la Alianza Cooperativa Internacional. También es Vicepresidenta de CICOPA Américas
y miembro del Consejo Ejecutivo de CICOPA Global. Rebecca es socia-propietaria de la Cooperativa Union Cab, donde se ha desempeñado como Presidenta de los Comités de Educación y Planificación Estratégica. Ella ayudó a desarrollar e implementar sistemas de apoyo innovadores entre

entre los Consejos de Administrador y Mediación que se han convertido en una parte integral de
las estructuras de gobernación y de gestión democrática de la Unión Cab. Ella es miembro fundadora y editora en la Cooperativa de Medios de los Ciudadanos de Wisconsin. Rebecca obtuvo un
PhD (abd) en Antropología de la Universidad de Wisconsin-Madison y vive en Madison, WI.
Estuardo Riquelmen Paredes Lopez
Estuardo Riquelmen Paredes Lopez es el Gerente General de la COAC San Francisco LTDA. Anteriormente, el Sr. Lopez fue micro empresarial en el Grupo Financiero Pichincha cargo que desempeño desde enero del 2003 hasta el 15 de junio del 2007. De 1998 al 2003, el Sr. Lopez fue
Supervisor de Servicios Financieros y Tecnológicos en la ONG INSOTEC. El Sr. Lopez es Presidente
de la Asociación Nacional de Cooperativas controladas por la Superintendencia de Bancos y Seguros. También es Miembro de la Junta Directiva de la Asociación de Cooperativas controladas
por la Superintendencia de Bancos y Seguros. El Sr. Lopez formo parte de la Asociación Estudiantes de Facultad de Jurisprudencia en la Universidad Técnica de Ambato como Representante
Estudiantil en el Colegio Universitario y en la Facultad de la misma universidad como Profesor de
Derecho Financiero-Bancario. Ha sido Director Ejecutivo de la Fundación Desarrollo Comunitario
en Ambato y capacitador en cursos de Cooperativismo de la Cooperativa “San Francisco” Ltda.
Ambato–Tungurahua. El Sr. Lopez se graduó de la Universidad Técnica de Ambato como Ingeniero
en Empresas, Doctor en Jurisprudencia y Abogado. Adicionalmente es Licenciado en Administracion de Empresas y en Ciencias Sociales y Políticas.
Martin J. Lowery
Martin Lowery es Vicepresidente Ejecutivo, del departamento de asuntos exteriores del National
Rural Electric Cooperatives Association (NRECA). El Sr. Lowery se asegura de que NRECA sobresalga en atender a las necesidades de sus 1.000 miembros y en asistir en la dirección de la
implementación del plan estratégico de la asociación. Antes de ser nombrado Vicepresidente
Ejecutivo, se desempeñó como Gerente de la división de consultoría, formación e investigación
de mercadeo de NRECA y como Asistente al Gerente de la división de servicios informáticos de
NRECA. Sus responsabilidades como Gerente incluyeron: dirigir la prestación de servicios a los
sistemas de miembros y organizaciones aliadas con NRECA. Estas actividades representan una
gama completa de consultoría técnica y de gestión y servicios de capacitación.

Dr. Lowery es miembro de los Consejos de Administración del Ralph K. Morris Foundation y el National Cooperative Business Association (NCBA CLUSA). El Dr. Lowery sirvió como Presidente de la
NCBA del 2008-2011, Presidente del Comité Internacional de NCBA del 2007-2008 y Presidente
del Comité de Planificación Estratégica de la NCBA del 2004 y 2007. Actualmente es miembro del
Comité Ejecutivo de NCBA CLUSA. En el 2013 fue elegido como el representativo estadounidense
al Consejo de Administración de la Alianza Cooperativa Internacional. También es miembro de la
Junta de RE Advisors, Inc. y del Banco Cooperativo Nacional. Dr. Lowery recibió un Bachelor of Arts
(cum laude) de la Universidad DePaul y un Doctorado de la Universidad de Duke.
Manuel Mariño
Manuel Mariño se unió a la familia de la Alianza Cooperative Internacional (ACI), ahora conocido
como la Cooperativa de las Americas, como Director Regional en el 2001. Antes de unirse al ACI,
fue el Director Regional del Swedish Co-operative Center (SCC) para América Latina con sede
en Costa Rica durante cuatro años. El SCC es un organismo sueco de cooperación internacional
orientado al apoyo del desarrollo de las cooperativas en los países en vía de desarrollo. Sr. Mariño
también ha trabajado en la sede del SCC en Estocolmo, Suecia como Director del Departamento
de America Latina y también fue responsable por proyectos en Uruguay, Paraguay, Kenia y Zimbabwe y las relaciones con la Unión Europea, el Banco Interamericano de Desarrollo y las Naciones
Unidas, entre otros. También ha ocupado el cargo de Director comercial de SIDA (Agencia Sueca
Internacional desarrollo) en Stockholm, donde fue responsable por supervisar el seguimiento de un

de Uppsala (UPEKON) y su dirección, el Consejo Estudiantil Internacional de Uppsala y un miembro de la Junta del desarrollo de ONGs para la Unión Europea (en Suecia) y representante de ésta
Junta en la Comisión de Financiamiento en Bruselas. El Sr. Mariño es licenciado de la Universidad
de Buenos Aires y la Universidad de Uppsala en Suecia. El Sr. Mariño habla español, sueco, inglés
y portugués con fluidez.
Profesor Valentín Medrano
El profesor Valentín Medrano con más de 30 años en experiencia docente y graduado en Licenciatura en Pedagogía, mención biología y química en la Universidad Autónoma de Santo Domingo.
Obtuvo el título de Licenciado en Derecho en la Universidad del Caribe. Estudió cooperativismo en
la Universidad de Río Piedras, Puerto Rico.

El Profesor Medrano es cooperativista por convicción y vocación y lleva más de cuatro décadas
trabajando en el sector cooperativo y sindical de la República Dominicana. Se inicia 1976 como
socio en la Cooperativa Nacional de Servicios Múltiples de los Maestros, diferentes posiciones en
los diferentes órganos de dirección social y desde el 2006 está en la posición de Presidente del
Consejo de Administración. Su liderazgo participativo y respetado ha convertido a COOPNAMA
en una institución líder, la más grande empresa cooperativa del país, orgullo del sector cooperativo y el Magisterio Nacional de la República Dominicana. El profesor Valentín Medrano, es
presidente de FUNDESCOOP la primera y única fundación en la República Dominicana dedicada
al trabajo con las cooperativas en todo el territorio nacional, trabajando la problemática de enfermedades de transmisión sexual, VIH/SIDA, mitigación de desastres naturales y enseñando las
mejores prácticas en la administración de riesgos empresariales y la gobernabilidad. Actualmente
impulsa la creación de un banco cooperativo en el país.
Fue Director del Departamento de Cooperativas Escolares del Ministerio de Educación, dejando
más de 600 cooperativas escolares establecidas. Actualmente ocupa la Segunda Vicepresidente
de Cooperativas de las Américas y miembro a la Asamblea Mundial.
Maria Eugenia Perez Zea
Desde el año 2010, María Eugenia Pérez Zea ha sido Presidente del Consejo de Administración de
una de las cooperativas más grandes de Colombia, Grupo Empresarial COOMEVA, la cual trabaja
en los sectores de salud, finanzas, recreación y protección. Del 2000-2004 fue Presidenta de la
Junta Nacional de Vigilancia. Anterior a estos cargos, trabajo como Coordinadora del Comité
Nacional Financiero, Miembro del Comité Nacional de Gestión Humana Corporativo, Representante por la Regional Medellín al Comisión de Reforma Estatutaria, Código de Ética en varias
ocasiones y finalmente como Miembro de la Comisión Asesora en el Código de Buen Gobierno
Corporativo, que se elaboró con la consultoría de CONFECAMARAS.
La Sra. Perez Zea es Presidenta del comité Mundial de Equidad de Género de la Alianza Cooperativa Internacional–Región Américas para el periodo 2011-2015. Previamente fue Presidenta del
Comité de Equidad e Género de Cooperativas de las Américas y Secretaria del Consejo de Administración de ACI Américas. La Sra. Perez Zea posee un postgrado como Especialista en Evaluación Socio-económica de Proyectos de la Universidad de Antioquia y un postgrado como Especialista en Derecho Administrativo de la Universidad Pontificia Bolivariana en Medellín Colombia.

Merling Preza Ramos
Merling Preza Ramos es una productora de café, Licenciada en Administración de empresas con
especialidad en Mercado Internacional. Desde 1989, la Sra. Preza ha colaborado con las cooperativas de producción del norte de Nicaragua, en fortalecimiento institucional, crédito, capacitación,
asistencia técnica y comercialización. A partir de 1993 acompaño a las cooperativas productoras
de café en su comercialización al mercado internacional, enfocando el mercado de especialidades,
definiendo estrategias internas y externas para posicionarlas en éste. La Sra. Preza ha sido Presidenta de la Junta Directiva CAFENICA, CONACOOP, integrante del Consejo Directivo IDR y Vice
Presidenta de la Coordinadora Nicaragüense de Comercio Justo. También has sido Presidenta de
la Junta Directiva de CLA y coordinadora de Red Café/CLAC. Estos diferentes cargos de representación han sido principalmente para posicionar y defender los intereses de los pequeños productores organizados y aportar valor agregado a las organizaciones e instituciones donde se participa.
La Sra. Preza también ha participado activamente diferentes ferias nacionales e internacionales de
café, y de productos orgánicos.
Maryse Robert
Maryse Robert es directora del Departamento de Desarrollo Económico y Social (DDES) de la Secretaría Ejecutiva para el Desarrollo Integral de la Secretaría General de la Organización de los Estados Americanos (OEA). DDES promueve el crecimiento inclusivo, la competitividad y la innovación
en los Estados miembros de la OEA a través de diálogo político, el fortalecimiento institucional y
el fortalecimiento de las redes existentes para facilitar el intercambio de experiencias y prácticas
exitosas.
Dra. Robert, de nacionalidad canadiense, es también profesora adjunta de política de comercio
internacional en la Universidad de las Indias Occidentales (Cave Hill Campus, Barbados). Es autora
de numerosos estudios sobre temas relacionados al desarrollo. Es coeditora con José M. SalazarXirinachs de Hacia el Libre Comercio en las Américas en las Américas y autora de Negociando
NAFTA: Explorando las Consecuencias para la Cultura, los Textiles, los Autos y los Farmacéuticos.
La Dra. Robert es economista con formación en el derecho mercantil internacional. Posee un Doctorado de la Escuela Fletcher de Derecho y Diplomacia (Universidad de Tufts) y una Maestría en
Economía Aplicada de la École des Hautes Études Commerciales (HEC ) (Montreal , Canadá). Antes de unirse a la OEA, trabajó en el Banco Mundial y las Naciones Unidas y en el sector privado en
temas de telecomunicaciones. Es miembro de varias cooperativas (cooperativas de ahorro y crédito, librerías, seguros y vivienda) en los Estados Unidos y en la provincia de Quebec en Canadá.

Charles E. Snyder
Charles E. Snyder es el Presidente y Director Ejecutivo del Banco Cooperativo Nacional (NCB) y
dirige el Consejo Ejecutivo de NCB, un equipo de altos ejecutivos que representa las unidades de
desarrollo de negocios y áreas funcionales de la empresa. También funge como Presidente de la
junta y CEO de la subsidiaria, NCB, FSB. El Sr. Snyder se unió a NCB en 1983 como Vicepresidente
Corporativo y Director Financiero. En 1992, fue nombrado Presidente y Director Ejecutivo. Anteriormente, el Sr. Snyder fue Gerente de Finanzas de Temporales, Inc. y Presidente de la Cooperativa de Ahorro y Crédito Federal de la empresa. El Sr. Snyder ha trabajado como contador público
con el bufete de Matthews, Carter y Boyce en Washington, DC.
El Sr. Snyder es miembro de consejos administrativos, incluyendo el Consumer Federation of
America y el National Cooperative Business Association, CLUSA Internacional (NCBA CLUSA), una
asociación que representa a cada clase de cooperativa en los Estados Unidos. En el 2011, el Sr.
Snyder fue nombrado al Salón de la Fama Cooperativa y en el 2007 recibió el Premio Jerry Voorhis,
el cual es el honor más prestigioso dado por la Asociación Nacional de Cooperativas de Vivienda.
Ambos premios reconocen al Sr. Snyder por su labor de promover y preservar las cooperativas.
El Sr. Snyder obtuvo su licenciatura de la Universidad James Madison en Harrisonburg, Virginia
y recibió su Maestría en Administración de Empresas de la Universidad George Washington en
Washington, DC.
Fernando Zerboni
Fernando Zerboni es el Secretario General de la Federacion Uruguaya de Cooperativas de Vivienda por Ayuda Mutua. Desde el 2013, el Sr. Zerboni trabaja con pobladores, Gobiernos de Centro
América, SISCA (brazo social de SICA), We Effect y AUCI (Agencia Uruguaya de Cooperación Internacional) en la consolidación del modelo FUCVAM en la región como solución al problema del
acceso a la vivienda. Fernando ingreso a la Cooperativa TEBELPA en 1986 donde fungió como
miembro de varias Comisiones Directivas, participando en la lucha por tierras para construir. Participo en varias Comisiones de Vivienda y en la formulación de Propuestas para el Mejoramiento de
Viviendas y Realojo de Asentamientos. A partir del 2001 ha participado activamente en la estructura de FUCVAM e ingreso a la Dirección Nacional en el 2005.

Desde allí, participo en la elaboración de una Ley de Subsidios a la Permanencia, que contempla el
repago de los préstamos según los ingresos de las familias y su composición; integro a la Comisión
Asesora del Ministerio de Vivienda; participo en la elaboración de una nueva Reglamentación para
la Asignación de préstamos del Fondo Nacional de Viviendas y en la Regularización de la Deuda
de las Cooperativas ante las instancias del Estado uruguayo. En marzo 2009 fue designado Presidente de FUCVAM siendo electo Secretario General en 2010. Firmo el Convenio que regulariza las
deudas de las cooperativas con el Estado y viajo a Nápoles en 2012 para recibir el premio Habitat
de Naciones Unidas. Fernando Zerboni fue militante de la Asociación de Estudiantes de Química
(AEQ) a partir de 1969 y detenido político de 1973 a 1983.
Gerardo Mora Navas
Gerardo Mora Navas se desempena como Gerente General de la Central Cooperativa De Servicios
Funerarios (COOPSERFUN), desde el 2009. De 1989-2009, ocupo el cargo de Presidente Corporativo de la Asociación Nacional De Fondos De Empleados ANALFE. Durante más de 20 años el
Sr. Navas ha dedicado parte de su tiempo a preparar y formar a los asociados y directivos de diferentes entidades de la economía solidaria, en talleres y cursos especializados. Preparó y realizó 11
congresos nacionales e internacionales de fondos de empleados y entidades de la economía solidaría, de los cuales fué participe en su organización académica. Ha sido ponente en diferentes congresos y eventos nacionales e internacionales de entidades de la economía solidaria. El Sr. Navas
es Presidente de la Junta Directiva de COLAC. Confederación Latinoamericana De Cooperativas,
Presidente de la Junta Directiva Del Banco Coopcentral y Vicepresidente de la Junta Directiva de
la ASEGURADORA SOLIDARIA COLOMBIA.
El Sr. Mora posee titulos de Contador Publico de la Universidad de La Salle, Especialista en Finanzas de la Universidad Javeriana y Alta Gerencia de la Universidad de los Andes.
