Se trata de unir fuerzas para concretar soluciones alternativas que complementen las actuales ofertas de transporte marítimas y ferroviarias. Cliper presiona para conseguir soluciones económicamente viables para el territorio de la euro-región que comparten Francia y España a través de la movilización y agrupamiento de los cargadores regionales. La zona norte de España, con un flujo continuo de 80 millones de toneladas de mercancías, se perfila como un mercado a explotar por la OFP, con la posibilidad de llegar a acuerdos con operadores similares al sur de la frontera. Para ello, desde los promotores de la OFP de Baiona promocionan un operador local, con conocimiento de su mercado, pequeña estructura, polivalente y con saber hacer ferroviario y logístico. A su entender, la puesta en marcha debe hacerse con trenes multicliente y multimercancía, sin abarcar mucho mercado, sino sólo aquellos tráficos competitivos, a los que se sumará clientes paulatinamente. La existencia de cargadores en toda Europa, tanto en la industria, la agricultura o la gran distribución, que aplican diversas soluciones en sus sistemas logísticos, sirven de modelo para la mejora de los modos de transporte, generando la posibilidad de introducir rápida y eficazmente, soluciones ferroviarias La OFP conseguirá imponer la intermodalidad, reduciendo los costes del transporte ferroviario en sus últimos kilómetros, y de infraestructura, poniendo en común los medios de tracción y los equipamientos existentes. Se logra así la conexión de los cargadores regionales con todas las empresas ferroviarias del Continente, a través de soluciones de transporte nuevas y más económicas. La futura OFP de Baiona aún tiene algunos paso que dar antes de su puesta en marcha, pero tiene a su favor, el apoyo explícito de la Cámara de Comercio y los centros logísticos cercanos, así como el hecho que el puerto de Baiona disponga de vías férreas sobre los muelles, que supone un elemento importante para el incremento en el transporte intermodal y ferroportuario. Un margen de actuación importante sobre un mercado sin competencia, que se convertirá en una herramienta de promoción del territorio, según los deseos de la CCI, mejorando el medio ambiente y aumentando la seguridad en el transporte y la logística de las mercancías. ///////////////////////////////////////////////////////////////////////////////////////// The OPF Project (Short Haul Railway Operator) of South Aquitaine is advancing at a firm pace and is completing fixed stages with the ultimate objective of putting into operation a railway service offer in the area of the port of Bayonne and the European Freight Center (CEF) of Mouguerre and Lahonce in 2014. To that effect, the Logicrail company has completed a preliminary study, carried out by Laurent Sasal, about the critical mass of freight and infrastructure, and now faces a second stage in which a technical, financial and marketing study will be carried out under the slogan "Together we share this project." For his part, Jacques Chauvineau, chief editor of the "Objective OFP" study, has presented the overall lines of development of this activity to the third meeting of the Intermodal Port Logistics Club of the Euro-Region (CLIPER), a forum created at the initiative of the Bayonne-Basque Country Chamber of Commerce, designed to gather professionals and executives of regional logistics. It is a question of joining forces to achieve alternative solutions which complement the existing offers of maritime and railway transport. Cliper is pressing to achieve economically viable solutions for the territory of the EuroRegion shared by France and Spain through the mobilisation and grouping of regional shippers. The creation of an OFP in South Aquitaine requires innovation by infrastructure managers for their optimisation, sharing their own methods, and as an example, to join the port interests of Bayonne with the Mouguerre and Lahonce freight management centers, accessible to all the actors in the sector: regional shippers, industries and transport companies. Created in this context is a local railway company in South Aquitaine. "Bayonne is ready for an OFP", according to Sasal and Chauvineau, in an opinion shared by the rest of the promoters. As principal signs of identity, to connect industry with port and railway infrastructure, strengthen competitiveness, create local employment, all this with the ultimate objective of favoring effective modal interchange toward railway and maritime transport. Trans-border and multimodal interchange The development of the railway offer on the Franco-Spanish frontier becomes a niche opportunity since the obligatory interruption of the freight, until now a penalty, offers a new point of view for the development of new techniques of management and material handling. The northern zone of Spain, with a continuous flow of 80 million tones of freight, offers itself as a market to be exploited by the OFP, with the possibility of reaching agreements with similar operators south of the frontier. For that reason, the promoters of the Bayonne OFP are promoting a local operator, with knowledge of its market, a small structure, multi-purpose and with railway and logistics know-how. The operations should be carried out with multiclient and multi-product trains, without embracing much market, only those competitive traffic segments, to which clients would be gradually added. The existence of shippers all over Europe, both in industry, agriculture and mass distribution, which apply various solutions in their logistics systems, serve as a model for the improvement of transport modes, generating the possibility of introducing railway solutions rapidly and effectively. The OFP will seek to impose intermodality, reducing costs of rail transport in the last kilometres and costs of infrastructure, placing in common the existing means of traction and rolling stock. Thus the connection of regional shippers will be achieved with all the rail companies of the Continent, through new and more economical transport solutions. Bayonne's future OFP is already taking some steps prior to its start of service, and has in its favor the support of the Chamber of Commerce and nearby logistics centers, as well as the fact that the port of Bayonne has railway tracks on its piers, which supplies an important element for the increase in intermodal and rail-port transport. The figures also support the creation of a company of this type: more than half a million tonnes per year can shift from trucks to the railway and seek through this a route for products impossible to transport by road. In addition, around 140 million tonnes of freight are transported within a radius of 300 kilometres along the Atlantic coast around Bayonne and, of this total, only 3% moves by rail.
