United States Army Criminal Investigation Command
The United States Army Criminal Investigation Command was organized
as a major command of the Army to provide investigative services to all
levels of the Army. Using modern investigative techniques, equipment
and systems, CID concerns itself with every level of the Army throughout
the world in which criminal activity can or has occurred. CID answers
only to the Chief of Staff of the Army and the Secretary of the Army.
In 1775, the “regular” soldiers of the Continental Army
received extensive training based upon the Prussian
manual of arms. This training was designed to instill
military discipline in the “Continentals” who would
then be augmented by volunteer and militia units. The
result would be a fighting unit which would instantly
obey commanders during the heat of battle. This
training would also help reinforce the maintenance of
discipline within the ranks during periods when combat was not imminent. Failure to maintain discipline
during bivouac and battle could destroy the Army
and, with it, the new nation.
The emphasis on enforcing discipline within the Army
continued until 1863, when the emphasis shifted to
enforcement of a new law passed during the nation’s
Civil War. As the Civil War dragged on and casualties
mounted, Congress passed the Enrollment Act which
was designed to provide draftees for the Union Army. It was the first draft
law and was highly unpopular. Because riots often erupted in protest of
the new draft law, Secretary of War Edwin Stanton felt that a police force
was needed to enforce the new and unpopular law. In March 1863, the
Provost Marshal General’s Bureau was established to administer and enforce the draft law and to arrest deserters.

During the Civil War, investigations of criminal acts within the Army, such
as payroll thefts or murders, were conducted by private agencies such
as the Pinkerton Detective Agency. Ultimately, Major Alan Pinkerton was
commissioned by Union General George McClellan to create the first
criminal investigation division.
After the Civil War, the Provost Marshal General’s Bureau remained
largely unchanged until the American Expeditionary
Forces entered France during World War I. As crime
rates mounted and a legitimate need for a detective
element became General John Pershing directed the
Provost Marshal General of his American Expeditionary
Forces to organize a criminal investigation division within the Military Police Corps for the purpose of detecting
and preventing crimes within the territory occupied by
the American Expeditionary Forces.
The American entry into World War II in December
1941 changed the Army almost overnight from a small
peacetime organization of professionals soldiers into
a force of millions. Because the Army had grown so
rapidly, there was again a need for some type of law
enforcement system and a detective division. As the
Army expanded during the war, so too did the crime
rate. Criminal investigations failed to keep up with the
expanding crime rate so a detective division was established.
On September 17, 1971, the CID and was vested with command and
control of all Army criminal investigation worldwide. The CID has the
authority to investigate all felony crime affecting the Army anytime, anyplace in the world.

The Oakland Police Department is currently seeking Emmett Harris
for Assault with a Deadly Weapon (firearm with great bodily injury),
Aggravated Mayhem, and Torture. Harris severely beat, tortured, and
shot his girlfriend once in the knee, and once in the thigh area. A $250,00
warrant was issued for the above listed charges, and a no bail warrant for
Transportation of Narcotics was also issued. Harris was last known to
frequent the 1600 block of 87th Ave. Harris has a prior criminal record and

The Santa Clara Police Department is asking for your help in identifying
the person in this surveillance video. Detective Craig Middlekauff reports
that on Jan. 17, 2008 at about 3:30pm this suspect trailed an employee
into the Nvidia Corporation at 2700 San Tomas Expressway. Once inside
he made his way to a cubicle and allegedly took a Dell laptop computer

The San Jose Police Department is asking for help in identifying the woman
in this surveillance photo. According to detectives, this woman went to the
La Plaza Jewelry Store located on the corner of East Santa Clara Street and
24th Street near downtown. After browsing around the store she walked
outside to the parking lot and stood for a while next to the victim’s car. She
then got into her car and began driving toward the parking lot exit. As she
drove past the victim’s car, she stop, got out, opened the victim’s car door
and allegedly stole the victim’s purse. La Plaza Jewelry Store is offering a
$500 reward for information leading to the arrest and conviction of this
suspect.

The Daly City Police Department is currently seeking Jose Perez-Gonzalez
on a warrant charging him with Attempted Murder. Detectives report
that on January 12, 2008, Gonzalez broke into a 78 year old woman’s home.
When the victim confronted him in her home, he allegedly attacked her
with a crowbar, repeatedly beating her in the face and leaving her for dead
in her home. The victim remains in critical condition and has lost an eye
as a result of the beating. Gonzalez is an illegal alien from Mexico and was
living with his 3 brothers in the 900 block of Sandra Court in South San
Francisco. He may also visit or stay with friends in Oakland and Vallejo.
He is 28 years old and works as a painter and handyman in San Jose and
goes to the gym in the evenings. He was last seen with a shaved head and
has tattoos of Black and red Harley Davidson motorcycle emblem and a
black dragon band on his right arm and possibly “Mexico” tattooed up
his right inner forearm. He uses the names Antonio Perez, Moises Omar
Lopez-Padilla, Jose De Jesus Perez-Gonzalez and Juan Arellano. He may
be driving a blue Mitsubishi or Ford Ranger pickup truck or a 1996 black
Ford Ranger pickup license plate #5H18199.

La História de la Policia De Puerto Rico
Los datos históricos nos indican que alrededor
del año 1837 estaba creado el Cuerpo de
Serenos de la Capital, en dicho cuerpo su uniforme consistía de capa para protegerse de
la lluvia, portaban un faro de aceite, un palo
para la defensa además eran responsables de
anunciar cada hora a alta voz y condiciones
del tiempo. El Cuerpo de Serenos fue eliminado
en el año 1878 por orden del gobernador Jose
Laureano Zanz.
En Mayo del año 1887 se origino el primer reglamento en el pueblo de Isabela dicho reglamento se usaría para reglamentar la vigilancia
publica.
En 1898 como resultado de la guerra
Hispanoamericana, Puerto Rico paso a ser posesión de los Estados Unidos de América, siendo
entregada oficialmente al General John R.
Brooke, primer gobernador militar en la Isla.
Bajo el mando del segundo gobernador militar
de la isla General Guy V. Henry se emitieron tres
órdenes generales.
1. La orden general #13 del 7 de febrero de
1899 que colocaba a la policía bajo la inmediata dirección del gobernador para ese entonces.
2. La orden general #15 del 9 de febrero de
1899 que creo oficialmente un departamento
especial de policía y nombra al coronel Frank
Techner como el primer jefe de la policía y
a esta policía se le conoció como la Policía
Insular la cual era independiente de otros
cuerpos de la policía. En 1899 la Policía Insular
constaba con 313 integrantes incluyendo a los
oficiales.La Policía Insular, Juntamente con el
ejército y la Policía Municipal, responderán al
mantenimiento de la ley y del orden en la isla.
Obrara cuando se le llame debidamente, en
unión del ejercito y la policía municipal, pero
no se inmiscuirá en las obligaciones individuales
de cada una; se propone que la policía municipal entienda el mantenimiento de la ley y
del orden en la secciones urbanas, y la policía
insular el mantenimiento de la ley y del orden
en la secciones insulares de la isla, debiendo
el ejercito ser el ultimo recurso y solo cuando lo
disponga la autoridad militar correspondiente.
3. La orden general #25 del 21 de febrero de
1899 donde se crea la organización del cuerpo
de la policía. Se establecieron los cuarteles
generales de la policía en San Juan, quedando
al mando el coronel Frank Techner por encomienda del gobernador militar Guy V. Henry.
Surge también la carta circular #39 que implemento la orden general # 25 en forma de
reglamento la cual establecía las siguientes
faltas o reglamentos:
1. Falta de puntualidad
2. Conducta incorrecta
3. Embriaguez
4. Participación en la política activa
5. No pagar deuda
El 2 de agosto de 1899 se publica la orden
general #110 autorizando a los alcaldes de los
municipios a organizar su propia guardia municipal.
El 1 de mayo de 1900 surge en Puerto Rico el
acta Foraker que establece el cambio de gobierno de uno militar a civil.
En el año 1902 el gobernador William H. Runt
firmo una ley incorporando la Policía Municipal
a la Insular. Los últimos municipios en incorporarse fueron Ponce y Mayagüez que lo hicieron
en el año 1908. Para ese entonces la policía
insular tenia una fuerza de 913 integrantes de
los cuales 700 eran guardias. Mas tarde en
1909 la fuerza policial fue reducida a 616 integrantes, 70 caballos, 85 bicicletas por razones
económicas. En el año 1940 casi desaparecen
los caballos de la fuerza policial. En el año 1947
se implementa el sistema de radio teléfono.
En el 1956 surge una nueva ley para la policía,

la ley #77 del 22 de junio de 1956 deroga la ley del 1908 que había creado la policía insular y estableció a la policía como un organismo civil de
orden publico y creo también el cargo de Superintendente de la Policía
y además creo (4) cuatro áreas policíacas en los puntos cardinales que
fueron San Juan, Ponce, Mayagüez y Humacao
En el año 1968 se implanto una ley que rebajo el horario de la policía en
40 horas semanales.
En el 1969 surge el primer reglamento real de la policía de Puerto Rico.
El 10 de junio de 1996 surge la nueva ley de la Policía de Puerto Rico la
cual esta vigente.
