The description of the network
It was necessary to create network of training centres, companies and entities in order to ensure a success of dissemination of the
project results and diffusion of sustainable knowledge.
One of the principal functions of this network are to ensure coherence in the training through permanent relations between actors in
training, avoiding differences in practice and so maintaining quality. The Plastigreen network will boost creation of favourable
environment to the mobility of workers through transparency of qualifications. Moreover, the network will help to create conditions
for the updating of the vocational profile and adapting the training .o
The quality of the network is secured by the organization’s knowledge and structure of the sector. The technicians who work in
these organizations have a wide experience and the organizations are well-known in each country.
In the future it will be necessary to maintain permanent relations between the different actors inside each country and between
different actors from all the countries involved in the project in order to avoid difference in practice and maintain the quality.
In the next years this network will be very important support for the mobility of workers in the plastics industry in Europe
In each country the most important technological centres of plastics, educational centres, teachers, civil servants specialized in
vocational training in plastics, and others have been selected and they will support the implementation of Plastigreen project
amongst companies.
For support these, we create the network and quality charter for training centres and companies.

The Quality Charter
The quality of the network is secured by the knowledge about the structure of plastics converting industry in each country that have
the organizations that take part in Plastigreen Project. Establishing Quality charter for Training Centres and Companies that is
included in this chapter, we expect to maintain the quality in the organization of courses and continuous improvement , and the
quality of curriculum design. In this way, help us select strictly of the vocational training centres and companies.
QUALITY CHARTER FOR TRAINING CENTRES
The training centre’s commitment to respecting welcoming and training criteria*
In this text, the term “apprentice” is used indifferently to designate a student or a lifelong learner.
The term “training centre” is applied to training centres from the home country and the host country in the context of learner
mobility.
The term “organisation” is applied to firms, administrations and associations that are brought to welcome a apprentice in the
framework of his or her work placement or professional mission.
1. The training centre adopts an attitude of transparency concerning the organisation of the training.
a. Availability of information concerning training programs offered, the qualification levels offered, the number of learners;
b. Availability of information concerning the organisation of the process of training related to the Plastigreen project: length of
training, organisation of teaching or modules, number of hours, the languages in which training is taught, cost of training.
c. Training center’s degree of autonomy in terms of how training programs are organized : obligations imposed by the
national or regional system, elements set at the level of the training center.
2. The training centre adopts an attitude of transparency concerning the organisation of the assessment in the
framework of national certification.
a. Assessment methods used;
b. Assessment procedures followed in the training centre;

c. Assessment procedures in the framework of the training provided by partner organisations;
3. The training centre has a quality management system including performance assessment.
a. Quality management system set up;
b. Use of quality management tools and measurement instruments;
c. Use of quality management tools in the framework of training programs provided by the training centre or partner
organisations;
d. Procedures and methods used during the assessment of the results of the training centre;
e. Several aspects are subject to assessment: set-up of a common qualification, results of mobility (in terms of quantity and
quality);
f. Principal indicators used for assessing results.
g. Promise of the host training center to offer their pedagogical resources for the learner’s training and to assure his education
in accordance with the agreement signed with the home training center and the learner.
4. The host training centre must provide apprentice with elements that facilitate finding a work placement when the
partnership stipulates it.
a. Search for and selection of organisations;
b. Availability of a portfolio of organisations destined for apprentices;
c. Creation and signature of a work placement agreement between the different parties (home country school, host country
school, organisation of welcoming for apprentice)
d. For apprentices: European agreement (European directive n° 94 / 33 of 22 June 1994 relative to the p rotection of young
people in the workplace)
5. The training centre maintains lasting relationships with partner organisations
a. Description of the partner organisations including notably their type, size and activity;
6. The training centre plays a structuring and advisory role during the mobility period (in training center or work
placement)
a. Measures taken by the home training center to prepare the apprentice for his / her mobility period
b. Measures taken by the host training center to help structure the learner:
- Presence of a tutor and/or an organisational and pedagogical reference person;
- Work placement follow-up procedures for the work placement carried out by the training centre

7. The training centre must facilitate (and not necessarily provide) finding lodging for foreign learners during their
period of mobility
a. Type of information and advice provided by the training centre for foreign learners looking for lodging during their period of
mobility;
b. Other types of assistance offered relative to the organisation of the period of mobility.
8. The training centre is involved in the EUROPASS system

We defined Basic criteria and Specific criteria.
Basic criteria are the real minimum standards for a company to train and coach trainees.
Specific criteria are standards per country and not necessary in the minimum standards.
1. The training company offers a safe training environment for the apprentice in which the apprentice can develop and learn.
2. The training company organizes a welcome meeting with the trainee/ the educational institute with the following aims:
• to provide information about the applicable laws and rules regarding the terms and conditions of employment in the
specific country and abide by these regulations;
• to inform the trainee about regional customs (culture) and about developments in the industry;
• to present the company (including its mission, culture, fundamental principles, quality policy, etc…)
• to make an introduction programme.
3. The training company follows up the trainee’s integration in its structure.
4. The training company takes into consideration the level of the apprentice: the years of training/ work experience
5. The training company has e-mail and permanent internet access and provides the trainee e-mail and internet access. Under
certain conditions, work conditions
6. The training company is willing to allow for enough time, room and means/resources (for the tutor/mentor) to train and coach
the apprentice.
7. The apprentice can practise (under guidance of the tutor/mentor) the daily company activities in relation to the education of
the apprentice.
8. The training company has one or more tutors/mentors to train and coach the apprentice. (who have good command of
special technical knowledge, pedagogical expertise and sufficient experience to train and coach the apprentice.

9. The training company provides the apprentice all the documents necessary to achieve the training goals.
9. The company caries out a permanent follow up of the apprentice’s performance and is willing to make the evaluation
interviews with the trainee on the progress of the work placement with the help of the right tools provided by the local VET
institute.
10. The company is willing to make the final assessment to the trainee with the help of the right tools provided by the local VET
institute.
11. The training company cooperates with the educational institute and is willing to make agreements.
12. The training company cooperates with the institute that gives the certification to the company.
