For the first time, participants could hear about
the results of the other Working Groups. This
activity was well received and participants
showed interest in knowing about the other
projects carried out.

Metrological control in weighing instruments.
The Project has contributed to mark the different stages, forcing a
systematic development that reduces the time, although sometimes it is
not possible to comply with all the planned activities or expected results.
It also has given us support tools very useful.

Project:
Establishing a working relationship between NMI and Regulators.
The GNBS has benefited in many ways than one with this User
Relations workshop sponsored by PTB and SIM. Since the
beginning of the project in 2012, the GNBS has made several steps
to improve, and in some cases enforce the Guyana Weights and
Measures act of 1981. This activity was revitalize through the
assistance of the PTB initiative under the Regulators project which
was geared to ensure that Regulators before licensing their
stakeholders ensure that their weighing and Measuring devices
used in trade are verified.
At present, the project has seen some momentum while the GNBS
is currently working with four regulatory agencies in aid to achieve
this mandate. The collaboration between PTB,SIM and the GNBS
is seen as a step in a positive direction, since for quite some time
now the GNBS has being trying to regularize this sector and with
the technical assistance ,soft skills and coaching acquired through
the project over the two years only assisted the GNBS in becoming
closer to achieving their goals. Projects of this nature are always
welcomed since Metrology impact every aspect of our lives and is
always understated and overlooked.

Project:
Model approval regulations and initial verification for metrological
control in Bolivia.
Contributions to the NMI/NBS:

As IBMETRO is the national reference for measurements, with
the implementation of the two regulations, IBMETRO promotes
quality in the productive sectors and consumer protection.

With the project progress, IBMETRO can offer services more
strengthened and expanded in terms of the demand for the
national productive sectors.

The development of these projects allows us to improve the
measurement capabilities in the industry, providing
consultancy and technical assistance to industry and
national trade.

The development of these regulations allows to standardize
activities in the fields of law, industry and scientists, which
allow us to establish a national measurement system, in
compliance with national guidelines.

Project:
Sensitizing program to facilitate the regulation of the Petroleum sector
in Haiti
Contributions to the NMI/NBS/ Contribuciones al INM:
The Project has provided a better visibility of metrological activities
carried out by the Ministry of Commerce and Industry in the country.
These two projects carried out by two members of the Working Groups
were not but the consequences of the opening of the first Metrology
Laboratory in the country, by the end of 2012 and of the implementation
of the Bureau Haitian Standardization.

Agreements with regulatory bodies on metrological controls in the
health field and establishment of Peruvian Metrological Standards
Note: After the presentations of the progress report, Henry asked some minutes
more for presenting the new Plan for the Development of the Legal Metrology in
Peru, which he expects include in the project.
Clinical thermometers – Sphygmomanometers
Information was received as well as the knowledge that other countries
also use the current International Recommendations (OIML). We take
them as reference with some minor variations.

No contribution was received but expected more information from
countries with experience in this field in the implementation of the
standard gas meters.

Proyecto:
Control metrológico de instrumentos de pesaje.
El proyecto ha contribuido en marcar las diferentes etapas, obligando
a un desarrollo sistemático que disminuye los plazos, si bien a veces no
es posible cumplir con todas las actividades planificadas o no se
obtienen los resultados esperados. También nos ha brindado
herramientas de apoyo de gran utilidad.

Proyecto:
Establecimiento de relaciones de trabajo entre el INM y los
Reguladores.
El GNBS se ha beneficiado en distintas maneras con los workshop
User Relation apoyados por PTB y SIM. Desde el inicio del
proyecto en el 2012, el GNBS ha realizado varias acciones para
mejorar, en algunos casos obliga a cumplir con la Ley de Guyana
de Pesas y Medidas de 1981. Esta actividad fue revitalizada a
través de la asistencia de las iniciativas de PTB en el proyecto de
Reguladores que se orienta a asegurar que los Reguladores antes
de que les den licencia sus ‘stakeholders’ asegurar que sus
mediciones y dispositivos usados para el comercio son verificados.
En la actualidad, el proyecto se ha visto con impulso mientras que
el GNBS está trabajando con cuatro agencias reguladoras para
ayudar a alcanzar el mandato.
La colaboración entre PTB, SIM y el GNBS es visto como un paso
en la dirección correcta, ya que hace mucho tiempo el GNBS ha
tratado de reglamentar este sector y con la asistencia técnica, ‘softskills’ y ‘coaching’ adquiridos a través del proyecto en los dos años
ayudaron a que el GNBS esté más cerca de lograr sus objetivos.
Los proyectos de esta naturaleza son siempre bienvenidos ya que
la Metrología impacta en nuestras vidas y siempre se subestima o
se pasa por alto.

Proyecto:
Reglamentos de aprobación de modelo y verificación inicial para el
control metrológico en Bolivia

Al ser el IBMETRO referente nacional para las mediciones; con
la implementación de las dos reglamentaciones, el IBMETRO
promueve la calidad en los sectores productivos, la
protección al consumidor.

Con los avances del proyecto el IBMETRO ahora puede prestar
servicios más fortalecidos y ampliados en función de la
demanda de los sectores productivos nacionales.

El desarrollo de estos proyectos nos permite mejorar las
capacidades de medición en la industria, brindando
asesorías y asistencia técnica a la industria y el comercio
nacional.

La elaboración de estos reglamentos permitirán normar las
actividades en los ámbitos legales, industriales y científicos,
que nos permitan establecer un sistema nacional de
mediciones, acorde con los lineamientos nacionales.

Proyecto:
Programa de sensibilización para facilitar la regulación del sector
petrolero en Haiti.
El proyecto ha permitido una mejor visibilidad de las actividades
metrológicas realizadas por el Ministerio de Comercio e Industrias en
el país. Estos dos proyectos que se están llevando a cabo por los dos
integrantes de los dos grupos de trabajo no fueron sin consecuencias
en lo que conllevan a la inauguración en el final del 2012 del primer
Laboratorio de Metrología en el país y la puesta en marcha del Bureau
Haitiano de Normalización.

 La existencia de una planificación establecida con plazos y
reportes, ayuda a la obtención de los resultados.

Los ‘coaches’ han aportado con su experiencia colaborando
en la obtención de los resultados.

Los aportes de los colegas de los INM que participan en el
grupo, las dificultades y desafíos a los que se han enfrentado,
constituyen lecciones que contribuyen a mejorar el desarrollo
del proyecto.

Acuerdos con organismos reguladores en controles metrológicos en el
campo salud y establecimiento de las Normas Metrológicas Peruanas
Nota: Después de la presentación del informe de avance, Henry pidió
unos minutos más para presentar su Nuevo Plan para el Desarrollo de
la Metrología Legal en el Perú, el cual espera incluir en el proyecto.
Termómetros clínicos – Esfigmomanómetros
Se recibió información y se tomó conocimiento que otros países también
usan las actuales Recomendaciones Internacionales OIML como
referencia. Nosotros las tomamos como referencia con algunas
pequeñas variantes.
Medidores de gas
No se recibió mayor contribución pero se espera obtener información
de países con experiencia en este campo en la implementación de la
norma de medidores de gas.


To meet the workplan in both knowledge transfer and in Scales has
improved staff expertise secondary laboratories allowing their services
to be reliable and of better quality, helping to improve the
competitiveness of enterprises users of calibration services

Maintain contact with secondary laboratories can improve your
relationship with them knowing their needs to respond to the extent of
priorities and resources.

As a contribution within the organization has allowed a joint effort

Project:
Coordination and Promotion of the National and International Supply of
Proficiency Testing (PT) for laboratories in Chile.
The project has been instrumental in developing processes of the INN Metrology
Division, regarding to the organization and coordination of our PT of the RNM
in nationwide. Due mainly to the exchange of knowledge, courses taken, a
learned work dynamics and more detailed knowledge of the services provided
by other NMIs.
In addition, follow-up meetings have helped the progressive development of the
project as proposed in our goals, helping to solve problems that arise.
Participating in these projects, we help move related tasks Metrology, as INM,
beyond their technical worry, CMC at the BIPM, but also on the help and support
our country. We have learned very good tools for the control and monitoring of
each project, giving the possibility to work together with other representatives of
NMIs, achieving good labor relations, often reaching cooperation agreements
and good personal relationships, as it is also a space to interact with colleagues
from other countries

Relacionamiento del Laboratorio Nacional de Calibración del INEN con los
laboratorios secundarios de calibración

El cumplir con lo programado en Transferencia de conocimientos tanto
en Pesas como en Balanzas ha permitido mejorar la competencia
técnica del personal de los Lab. Sec. lo cual permite que sus servicios
sean confiables y de mejor calidad, contribuyendo al mejoramiento de la
competitividad de las empresas usuarias de los servicios de calibración.

Mantener un contacto directo con los Lab. Sec. permite mejorar la
relación con ellos conociendo sus necesidades para responder en la
medida de las prioridades y recursos.

Como aporte al interior de la Institución ha permitido un trabajo en
conjunto entre varios técnicos compartiendo tareas, funciones y
conocimientos lo que ha incrementado las competencias de cada uno.

Coordinación y Difusión de la Oferta Nacional e Internacional de los Ensayos
de Aptitud (EA) para los Laboratorios chilenos
El proyecto ha sido una pieza clave en el desarrollo de los procesos de la
División Metrología del INN, en lo referente a la organización y coordinación de
EA de nuestra RNM a nivel nacional. Debido principalmente al intercambio de
conocimientos, a los cursos realizados, a las dinámicas de trabajo aprendidas
y al conocimiento más detallado de los servicios que prestan otros INMs.
Además, el tener reuniones de seguimiento ha ayudado al desarrollo
progresivo del proyecto según lo planteado en nuestros objetivos, ayudando a
solucionar problemas que se presenten.
Participar en este tipo de proyectos, nos ayudan a avanzar en las tareas
relacionadas con la Metrología, como INM, más allá de preocuparse de sus
competencias técnicas, CMC en el BIPM, sino también en el apoyo y soporte
a nuestro país. Hemos aprendido muy buenas herramientas para el control y
seguimiento de cada proyecto, dando la posibilidad de trabajar en conjunto con
otros representantes de INMs, logrando buenas relaciones laborales, muchas
veces llegando a convenios de colaboración y a buenas relaciones personales,
ya que también es un espacio para relacionarnos con colegas de otros países.

Promotion of a culture of Metrology and including it into the education
system- Development and Promotion of the National Metrology System
With the development of activities and the acculturation of Metrology in
different sectors will lead to the gradual implementation of the International
System of Units (SI), which is one of the main objectives of the National
Metrology Laboratory (LANAMET).
These activities also will develop a strong relationship between LANAMET
and different productive sectors; as well as with Municipal Regulation
Units, in order to carry out metrological verification activities (weights and
measures) which are conducted by LANAMET in partnership with the
Consumer Protection Direction (DDC).
From the point of development, LANAMET has gradually increased the
service. We can say that in the eight months elapsed, the service has
increased by 25%. Moreover, the sector has been demanding new
services, for example in the area of Chemistry as calibation of pH meters
and conductivity meter.
The support of the working groups has helped to develop the project.

Improving the NMI relationship with the university sector contributes to achieving
important goals of INDECOPI-SNM, because the key aspects of Metrology are

of Units of Peru SLUMP (= SI + SI units were allowed), the services offered by
the NMI to the country starting with the maintenance of national standards,
calibration of measuring instruments, allowing measurement traceability,

Fomento de la Cultura Metrológica y Educación - Contribuir al Desarrollo y
Fomento del Sistema Nacional de Metrología.
Con el desarrollo de las actividades y la culturización de la metrología en los
diferentes sectores dará lugar a la implementación gradual del Sistema
Internacional de Unidades (SI), el cual es uno de los objetivos principales
del Laboratorio Nacional de Metrología (LANAMET).
También estas actividades se desarrollará una estrecha vinculación de
LANAMET con los diferentes sectores productivos así como las unidades de
regulación de las alcaldías para que realicen las actividades de verificación
metrológica (pesas y medidas) las cuales LANAMET en compañía con la
Dirección de Defensa al Consumidor (DDC) realiza.
Desde el punto de desarrollo, el LANAMET ha vendido incrementando el
servicio gradualmente . Podemos decir que en los ocho (8) mes que han
transcurrido, el servicio se ha incrementado un 25 %. Además el sector ha
venido demandando nuevos servicios, por ejemplo en el área de química
como es la calibración de (Medidores de PH) y Medidores de
Conductividad).
Con el apoyo de los grupos de trabajo ha contribuido a que se desarrolle el
proyecto.

Al mejorar la relación del NMI con el sector universitario se contribuye a lograr
metas importantes del INDECOPI- SNM pues se difunde al país aspectos claves
de la Metrología tal como el Sistema Internacional de Unidades SI, el Sistema
Legal de Unidades de Medida del Perú SLUMP (=SI + unidades fuera del SI
permitidas), los servicios que ofrece el NMI al país empezando por el
mantenimiento de los patrones nacionales,
las calibraciones de los
instrumentos de medición, permitiendo la trazabilidad de las mediciones, los
cálculos de Incertidumbre, la expresión correcta de los resultados de las
mediciones y la comparación coherente de resultados de medición.
Con estas interacciones se conoce mejor la realidad del sector universitario y
las necesidades que ellos tienen y siendo ellos los futuros profesionales del país
podemos hacerles conocer los múltiples beneficios para su mejor preparación
profesional de modo que puedan aplicar en sus labores los muchos beneficios
concretos que reporta la Metrología.

Thus, based on this dialogue, a diagram was
constructed (see chart 3 on next page), in
which we can interpret that:
When we define a plan of action, we must also
define the mechanisms for measuring the
ACCOMPLISHMENT OF ACTIVITIES and
expected IMPACT (INDICATORS).
This definition of indicators should be done
ideally with project stakeholders (eg the
Director of NMI). In this way, we ensure that
the results of the action plan are what is really
expected and avoid distorting the measuring of
results. For example, in the drawing, note that
a house might look like a little house, like a city
house or a castle.
Another important aspect to consider is to
promote the VISIBILITY of results to be
achieved. Activity which must be present
throughout the entire project.
In this regard we must be careful to ensure that
our results are seen by those who we wish to
see us.
Así pues, en base al diálogo se fue
construyendo el diagrama 3 mostrado en la
siguiente página, en el cual podemos
interpretar que:
Al definir un plan de acción, debemos también
definir los mecanismos para medición del
CUMPLIMIENTO DE ACTIVIDADES e
IMPACTO esperado (INDICADORES).
Esta definición de indicadores debe ser
realizada, idealmente, junto con los
interesados del proyecto (por ejemplo con el
Director del INM). De esta manera, nos
aseguramos que los resultados del plan de
acción sean lo que realmente se espera y
evitar que se distorsione la apreciación de
resultados. Por ejemplo, en el dibujo, observe
que una casa podría verse tan solo como una
casita, como una casa de ciudad o como un
castillo.
Otro aspecto importante a considerar es
promover la VISIBILIDAD de los resultados
que se van logrando. Actividad que debe estar
presente a lo largo de todo el proyecto.
Al respecto debemos prestar atención para
asegurarnos que nuestros resultados sean
vistos por quienes deseamos que nos vean.

held during the last day of workshop. The
session was moderated by Clemens Sanetra.

3.1 Experiences of WG-Regulators
During the second day of sessions,
participants and coaches of the WGRegulators met to discuss issues of
Regulation and their projects. In the beginning,
they counted with the presence of two
INMETRO’s colleagues from the Metrological
Technical Regulation and Articulation Division
(Diart) of the Direction of Legal Metrology,
(Dimel) : Raquel Martins Rêgo (Deputy Chief)
and Gabriela Jordão de Almeida (Analyst).
The INMETRO colleagues opened the session
presenting the Legal Metrology Structure of
INMETRO. After the presentation, a space for
questions was created. The experience was
very enriching; many participants asked
various questions. The moderation was
conducted by Gabriel Lugo and Emilio
Löbbe as the WG’s coaches.

presentando la Estructura de la Metrología
Legal de INMETRO. Después de la
presentación, se abrió espacio para
preguntas.
La experiencia fue muy
enriquecedora, varios participantes hicieron
diversas preguntas. La moderación estuvo a
cargo de Gabriel Lugo y Emilio Löbbe como
coaches del grupo.

prestige, Silvio Santos commented that is not
a problem. He did a remembrance on the
Chemistry Metrology introduction in Brazil.

problema y comentó el trabajo que hicieron
para promover la Metrología Química.
A further discussion on the relationship
between Strategy and Confidence in the NMI
was conducted. For example, working on the
technical aspects of a Proficiency Testing is
not enough, but it is necessary to work on the
NMI prestige also.

The Secondary School is located in Xerem
(beside INMETRO facilities). The institution
has 14 years. The school send a group of

In order to continue strengthening the
necessary soft skills for developing projects,
Silvana Demicheli and Mahdha Flores
talked about characteristics of Groups and
group
development.
They
presented
recommendation for managing, analyzing and
assessing group processes. This activity was
conducted during the morning of the third day.

The exercise consisted in analyzing the
process and assigning a numeric value for
each vector that they analyzed. In the scale,
number 5 is an acceptable qualification, less
than 5 represents a lower qualification and
more than this value represents that it tends to
excellence.
At the end of the exercise, a representative of
each Working Group presented the results to
the plenum. Luddy Huarcacho, Jessica
Chavarría and Derlis Medina represented
their Working Group. The results are shown
below.

Work plans September 2013–February 2014
By the end of the third day of the workshop,
participants:

Updated their results chain in order to
get the most possible results for
achieving the expected impacts and,

in consequence they designed a new
Work Plan for September 2013-February
2014 period.
Participants were more alert in planifying the
best strategies to achieve the impacts and
promoting the visibility of different results.
Considering that we are going to start the final
semester of the project, it’s important to be
aware of the fact that most of impacts will be
achieved in long term, which is after this twoyear project finishes.
The results chain must be reviewed with the
Directors in order to define key indicators and
validate the new work plan. The documents
will be submitted to the Technical Committee
by September 13th.

Al finalizar el tercer día de sesiones del taller,
los participantes:

Actualizaron sus cadenas de
resultados, con el fin de obtener los
más resultados posibles para lograr
los impactos esperados, y

en consecuencia,
diseñaron un
nuevo Plan de Trabajo para el
periodo
comprendido
entre
Septiembre 2013 y Febrero del 2014.
Los participantes estuvieron más alertas de
planificar las mejores estrategias para lograr
los impactos y promover la visibilidad de los
diferentes resultados.
Considerando que
vamos a iniciar el último semestre del
proyecto, es importante ser más consciente
que la mayoría de los impactos se lograrán a
largo plazo, después de que termine este
proyecto bianual.
La cadena de resultados debe ser revisada
con los Directores, a fin de definir los
indicadores clave y validar el nuevo plan de
trabajo. Los documentos deben ser enviados
al Comité Técnico el 13 de Septiembre.
