I recently read an article written by
Aydasara Ortega which talked about
gentrification in New York City’s Lower
eastside. I could not help but to think
of what was going on here in Buffalo’s
lower westside, otherwise known as the
Hispanic corridor or Avenida San Juan,
which traditionally has served as a place
of welcome for Buffalo’s Hispanic/
Latino community. The notion that the
community is alive holds true. The area is
being redeveloped, new sidewalks, new
apartment and new small business. Much
of the monies for this development have
come from City, State and federal taxpayer
dollars. The public investment is funding
much of the development and the progress
has attracted more affluent residents
driving the cost of home ownership up and
reducing the amount of affordable housing.
This has resulted in forcing local residents
out of their community.

Assault weapons bans are in place in five other states: California, New Jersey,
Massachusetts, Maryland and Hawaii. The federal government had such a ban for 10
years, but it expired in 2004. Ever since, Congress has defeated proposed bans, most
recently in 2013.
Since its landmark 2008 decision upholding the right to possess guns at home for self
defense, the Supreme Court also has refused to strike down lesser state and municipal
restrictions. Those include bans on carrying guns in public, requiring them to be disabled
or locked when not in use, limiting ownership by those under age 21 and restricting
interstate gun transfers.
In March, however, the court said Massachusetts likely went too far in banning non-lethal
stun guns. The justices did not strike down the ban itself, but they unanimously reversed a
state court ruling upholding it and ordered a rehearing.
Federal courts have ruled that statutes such as Connecticut's and the one in Highland
Park, Ill., are not at odds with the Supreme Court's rulings in 2008 and 2010 permitting
handguns to be kept at home for self-defense. Justice Antonin Scalia wrote in the first
case, District of Columbia v. Heller, that the court was not upholding “a right to keep and
carry any weapon whatsoever in any manner whatsoever and for whatever purpose."
However, Scalia and Justice Clarence Thomas wanted to hear the Illinois case. "Roughly
5 million Americans own AR-style semiautomatic rifles," Thomas wrote in December.
"The overwhelming majority of citizens who own and use such rifles do so for lawful
purposes, including self-defense and target shooting. Under our precedents, that is all
that is needed for citizens to have a right under the Second Amendment to keep such
weapons."

In the last two weeks alone, more than 50 food riots, protests and mass looting have
erupted around the country. Scores of businesses have been stripped bare or destroyed. At
least five people have been killed.

It was all a new reality for Gabriel Márquez, 24, who grew up in the boom years when
Venezuela was rich and empty shelves were unimaginable. He stood in front of the
destroyed supermarket where the mob had arrived at Cumaná, an endless expanse of
smashed bottles, boxes and scattered shelves. A few people, including a policeman, were
searching the wreckage for leftovers to take.
“During Carnival, we used to throw eggs at each other just to have some fun,” he said.
“Now an egg is like gold.”
Down the coastal road in a small fishing town called Boca de Uchire, hundreds gathered
on a bridge this month to protest because the food deliveries were not arriving. Residents
demanded to meet the mayor, but when he did not come they sacked a Chinese bodega.
Residents hacked open the door with pickaxes and pillaged the shop, venting their anger
at a global power that has lent billions of dollars to prop up Venezuela in recent years.
“The Chinese won’t sell to us,” said a taxi driver who watched the crowd haul away all
that was inside. “So we burn their stores instead.”
Mr. Maduro, who is fighting a push for a referendum to recall him this year over the
country’s declines, said it was the political opposition that was behind the attacks on the
stores.
“They paid a group of criminals, brought them in trucks,” he said on Saturday on
television, promising compensation to those who lost property.
At the same time, the government also blames an “economic war” for the shortages.
It accuses wealthy business owners of hoarding food and charging exorbitant prices,
creating artificial shortages to profit from the country’s misery.
It has left shop owners feeling under siege, particularly those who do not have Spanish
names.
“Look how we are working today,” said Maria Basmagi, whose family immigrated from
Syria a generation ago, pointing to the metal grate pulled over the window of her shoe
store.
Her shop was on the commercial boulevard in Barcelona, another coastal town racked by
unrest last week. At 11 a.m. the day before, someone screamed that there was an attack
on a government-run kitchen nearby. Every shop on Ms. Basmagi’s street closed down in
fear.
Other shops stay open, like the bakery in Cumaná where a line of 100 people snaked
around a corner. Each person was allowed to buy about a pound of bread.

The economic collapse of recent years has left it unable to produce enough food on
its own or import what it needs from abroad. Cities have been militarized under an
emergency decree from President Nicolás Maduro, the man Mr. Chávez picked to carry
on with his revolution before he died three years ago.
“If there is no food, there will be more riots,” said Raibelis Henriquez, 19, who waited all
day for bread in Cumaná, where at least 22 businesses were attacked in a single day last
week.
But while the riots and clashes punctuate the country with alarm, it is the hunger that
remains the constant source of unease.
A staggering 87 percent of Venezuelans say they do not have money to buy enough food,
the most recent assessment of living standards by Simón Bolívar University found.
About 72 percent of monthly wages are being spent just to buy food, according to the
Center for Documentation and Social Analysis, a research group associated with the
Venezuelan Teachers Federation.
In April, it found that a family would need the equivalent of 16 minimum-wage salaries to
properly feed itself.
Five months of arduous negotiations among House leaders, the White House and Treasury
Department led to the Puerto Rico Oversight, Modernization and Economic Stability Act,
which passed the House on June 9 with wide bipartisan support.
The bill’s Democratic backers spoke out against provisions in the bill that affect Puerto
Rico’s minimum wage and healthcare system. They also resisted the creation of an
oversight board charged with restructuring Puerto Rico’s debt.
But in the end, despite their misgivings, most House Democrats said they could live with
the bill. In addition to Pelosi, it won the support of Rep. Raúl Grijalva (D-Ariz.), one of the
most liberal members of the Democratic caucus.
But some Senate Democrats are withholding support from the bill unless it can be amended.
Sen. Bob Menendez (D-N.J.) has called the measure “blatant colonialism” and says it must
be changed.
“I used to be very fat, but no longer,” the daughter said. “We are dying as we live.”
Her mother added, “We are now living on Maduro’s diet: no food, no nothing.”
Economists say years of economic mismanagement — worsened by low prices for oil, the
nation’s main source of revenue — have shattered the food supply.
Sugar fields in the country’s agricultural center lie fallow for lack of fertilizers. Unused
machinery rots in shuttered state-owned factories. Staples like corn and rice, once
exported, now must be imported and arrive in amounts that do not meet the need.
In response, Mr. Maduro has tightened his grip over the food supply. Using emergency
decrees he signed this year, the president put most food distribution in the hands of a
group of citizen brigades loyal to leftists, a measure critics say is reminiscent of food
rationing in Cuba.
“They’re saying, in other words, you get food if you’re my friend, if you’re my

of Buffalo Partner to Host Job & Health Fair

Looking for a better job or taking the first steps toward a new career can be intimidating,
but there are free resources in our community to help you learn about job openings
and coach you on ways to sell yourself effectively as you apply and interview for new
opportunities.
Roswell Park Cancer Institute and B.U.I.L.D. of Buffalo recently partnered to offer
a job and health fair at the Dorothy J. Collier Community Center, 118 E. Utica St.
Representatives from the Roswell Park employment office discussed more than 100 open
positions in various disciplines, including nursing, nursing assistant, administrative aide
and financial counseling positions.
This was one of many such events Roswell Park has hosted or taken part in in recent
years, and included a seminar on resume writing and career development that focused on
tips for creating a resume that articulates your skills and positions you for the next steps
in your career. The Institute partners regularly with organizations like B.U.I.L.D., the
Buffalo Black Chamber of Commerce, the Urban League and the University at Buffalo
Educational Opportunity Center, and has hired many of the job candidates we were
introduced to through these events.
A few tips for job seekers:
• When you’re ready to explore new opportunities, be sure to think hard about what you
want in a new job or career, but also about what you don’t want. In some cases, that can be
just as important, and can save you time and frustration down the road.
• The importance of networking cannot be overstated. Networking can be a good way
to get tips on how to approach your interview or things you should highlight in your
resume that might not be mentioned in the job description. Face-to-face connection can
be a good chance to demonstrate what you know, and might help you to secure a positive
recommendation from an influential figure.
• If a job at your dream employer doesn’t open up right away, look for another
opportunity to work with the organization — volunteering, attending events, etc. Good
things can come from showing an interest in an organization that inspires and impresses
you.

Welcome Students to New School

The Buffalo Public School District has created an all-new Lafayette International High
School. A ribbon cutting was held Thursday to welcome parents, community and partners.
Buffalo Schools Superintendent Dr. Kriner Cash said this is one of five new innovation
high schools to open that will motivate students to learn and bring students into the global
economy.
“This is a magnificent evening,” stated Cash.

“You can’t attack attendance problems by hiring more attendance teachers,” stated Cash.

The creation of this new community school was a group effort with the district, Lafayette
High alumni, community leaders and city leaders.
Newly Elected School Board Member Jennifer Mecozzi was part of the effort to keep
Lafayette preserved and creating the new community school.
“When we first started out, I was very concerned. I was afraid, to be honest with you,
because I didn’t know how we were going be able to save this building,” explained
Jennifer Mecozzi. “ My kids attend Lafayette and I had a vested interest as a parents and
community member and more now that I am a school board member.

The Puerto Rican and Hispanic Day Parade of Western New York Association invites everyone to
the 14th Annual Flag Raising Ceremony to be held Thursday, August 11th at 12 noon in front of
Buffalo City Hall. The Association sponsors events that are celebrations inclusive of all Hispanics.
This year’s theme is “Representa/Represent”. The theme speaks for itself as we ask everyone in the
Hispanic Community to represent their culture, their foods, their music & their dances as we come
together and celebrate with pride. Wilfred “Willie” Rosas, 41st Mayor of the City of Dunkirk has
been named the 2016 Grand Marshal. Mayor Rosas was raised in the City of Dunkirk and loves
being a voice for WNY. Mayor Rosas is honorably retired from the NYSP after 20 plus years of
service. We thank Willie for his support and being a part of our community. We are truly proud that
he is the first Puerto Rican Mayor in the state of New York.
The Puerto Rican and Hispanic Day Parade will take place on Saturday, August 20th, 2016 and kickoff at 1pm in front of Buffalo City Hall.
Activities will start the evening of Friday, August 19th at Buffalo’s beautiful waterfront. We
will have great food, activities and free concerts. But get ready for the evening of August 20th,
as Orchestra Antonetti performs a few hits from their newly released CD “Pa’Rato”. The great
tropicalstsalsero artist, Charlie Cruz will also be performing on this night. On Sunday, August 21, we
will have dancers, entertainers and bands performing through-out the day including Cojunto Ecos
Borincanos, Mariachi Band Zelaya and Amor & Heritage Dance Company. Later on that evening

“Humanitarian images” panel discussion Saturday, June 25, 6–8pm

exhibition, A Conversation in Conflict: Documentary images by Marten Czamanske and Courtney
Grim.
This discussion will bring together panelists from a range of backgrounds to collectively consider
“humanitarian images” and the ethical questions they pose. While photography has become
a powerful, evocative tool for inspiring sympathy for and solidarity with the less fortunate,
representations of human suffering have also been instrumental in marketing efforts and emotional
appeals by the so-called humanitarian industry. How, why, and for whom are these images created
and circulated? How do they influence our narratives and imaginaries of a world outside our own?

“It’s going to close the gap between equity
and quality that we have among our high
schools and Lafayette, among the criterion
schools and traditional high schools.
We’ve got to close that gap. It can’t be a
tale of two school systems. That’s what

En Este segmento nos enfocaremos en Costa Rica.
Para muchos, el encanto de Costa Rica se encuentra en sus exuberantes selvas tropicales, playas
vírgenes y una abundancia de vida silvestre. Con impresionantes paisajes y una miríada de criaturas
- desde tucanes, monos y los jaguares - es fácil ver por qué. Donde más se puede uno escalar
volcanes activos, tirarse en tirolina a través de las selvas tropicales cubiertas de nubes y gozar
de las aguas de color turquesa en el lapso de unos pocos días? En este paraíso tropical compacto
pero diverso, emocionantes actividades al aire libre son abundantes. Los amantes de la Naturaleza

La cultura y manera de vivir de Costa Rica
To many, Costa Rica's charm lies in its lush rainforests, unspoiled beaches and abundance of
wildlife. With breathtaking landscapes and a myriad of creatures — from toucans to monkeys to
jaguars — it's easy to see why. Where else can you hike active volcanoes, zip line through cloudcovered rainforests and surf warm turquoise waters within the span of just a few days? In this
compact but diverse tropical paradise, exhilarating outdoor activities are abundant. Nature-seekers
will roam thick jungles while beachgoers will sprawl across the powdery sands. It's hard not to
admire all the splendors this "Rich Coast" has to offer.
However, for others, this small Latin American country has a different appeal: it's a relaxed way of
life. Residents — known as Ticos — often recite the catchphrase "pura vida" (or "pure life"). This
guiding philosophy can be observed from Costa Rica's central cosmopolitan capital of San José all
the way to the sandy Atlantic and Pacific coasts. To truly immerse yourself in the good life, kickback and admire the awe-inspiring scenery. Surround yourself with graceful butterflies at La Paz
Waterfall Gardens, hike along the monumental Arenal Volcano, mingle with locals at Puerto Viejo
de Talamanca, or simply sit in a hammock under a palm tree along the Nicoya Peninsula. We have a
strong feeling you'll discover the pure life, too.
Los residentes de Costa Rica (los Costarricenses o "ticos") son conocidos por su carácter agradable
y tolerante. Siempre cálido, acogedor y vivir la vida al máximo, los ticos a menudo se saludan con
un caluroso "Pura Vida!" No se alarme por su benevolencia y el afán de complacer a los huéspedes.

Costa Rica Culture & Customs
Costa Rican residents (los Costarricenses or "Ticos") are known for their pleasant and easygoing
nature. Always warm, welcoming and living life to the fullest, Ticos often greet each other with a
hearty "Pura Vida!" (meaning "pure life"). Don't be alarmed by their benevolence and eagerness to
please guests. To blend in, just reciprocate with kindness and embrace their positive philosophy.
El idioma oficial es el español aquí; Sin embargo, usted encontrará mucha gente que hablan inglés
en las zonas turísticas más populares. Pero el uso de algunas frases clave, como "por favor" y
"gracias", es un gesto amable que va mas alla de la amabilidad.
The official language here is Spanish; however, you'll find English-speakers in popular tourist areas.
But using some key phrases, such as "por favor" ("please") and "gracias" ("thank you"), is a polite
gesture that goes a long way.
Vestirse con ropa casual coincide con el estilo de vida de Costa Rica relajado. Usted querrá hacer
las maletas de ropa entallada y zapatos de deporte o para escalar si usted está planeando explorar

Dressing in casual clothing coincides with the laid-back Costa Rican lifestyle. You'll want to pack
loose fitting clothing and sturdy hiking shoes if you're planning to explore the country's rustic
wildlife reserves, volcanoes and parks. You'll also want to lather up with sunscreen and insect
repellent, as mosquitoes and other critters swarm Costa Rica's damp rainforests.
Coffee beans are commonly associated with the "Gold Coast." You're also likely to spot coffee
plantations in the Central Plains; many travelers enjoy taking tours here. However, high-end coffee
beans are hard to come by since they are commonly exported rather than sold locally.
Costa Rica's official currency is the Costa Rica Colón (CRC). Since the CRC to U.S. dollar exchange
rate fluctuates, be sure to check what the exchange rate is before you go. Major credit cards are
accepted at most restaurants and shops

churches for dancing, music and scrumptious cuisine.

Mayor Warren Launches “100 Cities to Reduce Gun Violence” Initiative
In response to the Orlando shooting, Rochester Mayor Lovely Warren has invited mayors
from across the country to recognize June as Gun Violence Awareness Month (GVAM)
and work to make neighborhoods safer for citizens. Mayor Warren is asking at least 100
U.S. mayors to sign a petition at Change.org to support the common goal of reducing gun
violence in America.
As part of Gun Violence Awareness Month this June, Mayor Warren is joining with
the African American Mayors Association (AAMA) and their #OrlandoUnited and
#OurMayors movement in an act of national solidarity. Mayor Warren hopes to address
gun violence in a meaningful way to make our cities safe for our citizens.
“As mayors, we understand that gun violence plagues each of our cities,” Mayor Warren
wrote in a letter delivered to mayors of several dozen cities. “Gun violence victimizes
families, public safety officers and neighborhoods. Local governments are on the front
lines. Our citizens are in the trenches. June is national Gun Violence Awareness Month
(“GVAM”) and the time for action could not be more pressing. Our nation’s mayors must
address gun violence in a meaningful way.”
Mayor Warren hopes to create a national movement around “100 Cities to Reduce Gun
Violence.” The initiative has a goal of bringing more than 100 U.S. cities on board by the
end of June, creating National Gun Violence Awareness Month and keeping the issues of
gun violence in the forefront year round.
In addition to signing a petition during the month of June to bring recognition to gun
violence in America, Mayor Warren is asking elected officials to:
1. Recommend five ideas that can reduce gun violence in our cities, which Mayor Warren
will share with all contributors; and
2. Recruit at least five cities that will designate June 2017 as GVAM.

City as well as the State of New York and beyond to stand with me and condemn acts of
terror such as the one carried out in Orlando, Florida.
There will be a moment of silence and a “stand for unity against terrorism” Thursday,
June 16th, at the City’s Music on the Pier to honor the victims of this act of hate.

Latinos Increasingly Confident in Personal Finances, See Better Economic Times Ahead
Yet many economic indicators show few gains for the community since the Great
Recession

Latinos have become considerably more upbeat about their personal finances and
optimistic about their financial future since the Great Recession, according to newly
released results from a national survey of Latino adults. The survey also shows that
Latinos have pulled even with the general U.S. population in their views of their
personal finances and continue to outpace them on optimism about the future. However,
community economic indicators show limited progress since the Great Recession.
Four-in-ten Latinos say their personal finances are in “excellent” or “good” shape, a
17 percentage point increase since 2008, when only 23% made a similarly positive
assessment of their finances (the Great Recession began in December 2007). 1 By
contrast, the share of all Americans who have a similarly positive view of their finances
remained essentially flat during the same seven-year period (41% in 2008 vs. 43% in
2015).
The survey also shows that Hispanics are more upbeat in their financial expectations for
the upcoming year than they were in 2008. About eight-in-ten Hispanic adults (81%) say
they expect their family’s financial situation to improve in the next year, up from 67%
who said the same in 2008. By comparison, the U.S. public is not as upbeat – 61% say
they expect their family’s financial situation to improve, up from 56% who said this in
2008.
Latino adults also see upward mobility in their children’s futures. Fully 72% say they
expect their children will be better off financially than they themselves are now.
These findings emerge from the 2015 National Survey of Latinos, a nationally
representative bilingual telephone survey of 1,500 adults conducted on both landline and
cellular telephones. It was fielded from Oct. 21 to Nov. 30, 2015, and has a margin of
error of plus or minus 3.3 percentage points at the 95% confidence level.
The nation’s Latino population is its largest minority group, numbering 55.3 million in
2014. They are also one of its fastest-growing groups – the U.S. Latino population grew
57% between 2000 and 2014. With this fast demographic growth has come a growing
impact on the nation’s economy. Between 2009 and 2013, Latinos accounted for 43.4% of
total jobs growth, with U.S.-born Latinos driving most of that job growth. And the group’s
purchasing power is on the rise. According to the University of Georgia’s Selig Center for
Economic Growth, the purchasing power of the U.S. Latino community was $1.3 trillion
in 2014, a gain of 155% since 2000 and higher than that of blacks ($1.1 trillion) and
Asians ($770 billion).
Despite growing confidence and a larger economic footprint, federal government data
shows a mixed economic picture for the Hispanic community recently. For example, the
group’s unemployment rate has improved since the Great Recession (just as it has for all
Americans), falling from a high of 12.8% in the first quarter of 2010 to 6.4% in the last
quarter of 2015 (and 5.6% in the first quarter of 2016). 3 Still, it remains above its low of
5% in the fourth quarter of 2006 and is higher than that for non-Hispanic workers in the
fourth quarter of 2015.
At the same time, median household income for Hispanics has stagnated since the
Great Recession—in 2014 it was $42,491, a level essentially unchanged since the Great
Recession (income is also little changed among the U.S. public), according to the latest
Census Bureau data. In addition, the same Census Bureau report shows that the Hispanic
poverty rate – 23.6% in 2014 – is less than a peak of 26.5% in 2010 but remains above
pre-recession levels (as it does for all Americans). On wealth, Hispanic households had
the largest percentage decline in their net worth through 2009 of any major racial or
ethnic group. Unlike white households, however, their net worth continued to fall after the
recession.
Nonetheless, Hispanics remain upbeat about national economic conditions. According
to a December 2015 Pew Research Center survey of U.S. adults, 35% of Hispanics said
economic conditions today are good or excellent, a higher share than among whites
(25%). And the same survey shows that one-third of Hispanics (34%) say U.S. economic
conditions will be better in the coming year, a share about twice as high as seen among
other groups of Americans.
Economic issues have long been among the top issues identified by Hispanics when asked
about those that are more important to them personally.
For example, in 2014, the issues of education and the economy and jobs were rated more
important than health care and immigration among registered voters. And on such issues
as the minimum wage, Hispanics are more likely than the general U.S. public to support
an increase – 84% versus 73%, according to the Pew Research Center’s December 2015
survey.
Among the report’s other findings:
In 2015, Latinos with some college experience or more (56%) and U.S.-born Latinos
(50%) were most likely to say their personal financial situation is either excellent or good.
The lowest personal financial ratings in 2015 were among Latinos with less than a high
school education and immigrant Latinos – 23% and 31%, respectively, say their personal
finances are “excellent” or “good.”
Even though 59% of Hispanics ages 65 and older say they expect their family finances
to improve in the next year, this is the lowest share among major Hispanic demographic
subgroups.
Hispanics who say their personal finances in 2015 were “excellent” or “good” are more
likely to say they expect an improvement in the next year compared with other Hispanics.
Some 45% of those whose personal finances in 2015 were “excellent” expect their
family’s finances to improve “a lot,” as do 30% of those who characterized their personal
finances in 2015 as “good.”

I am sure you have heard over and over again the propaganda: "small businesses keep
our community alive." Yet, what is subtly omitted is the question of WHO and WHAT
of the community is being kept alive? It is not the low-income minorities WHICH are
being "kept alive" by these businesses (the new historicism of economic displacement). I
mean, HOW is a $7 cup of coffee affordable for a big part of most communities? Instead,
WHERE small businesses decide to speak up for "the community" they are creating a
vision of what the community should be comprised of. WHEN did gentrification become
part of the definition of the word alive?
As people are priced out of neighborhoods like the one where my mother, Ivonne Torres
de Leon, lives - the Lower East Side - census records show that the minority’s population
has receded away. Sí, a big part of the older community of Loisaida is vanishing, they are
being replaced! And similar hostile processes of displacement and conquest (colonialism
again!) have led gentrification to be described as the new segregation.
Now, what is gentrification? Why does it occur? What are the forces and conditions that
bring it about?
Gentrification is a broad word for the appearance of richer persons in a surviving city, a
correlated rise in rent payment and property prices, and alterations in the city's culture
and atmosphere. The word is frequently seen as negative, signifying the dislocation of
underprivileged groups of people by wealthy newcomers. Yet the impact of gentrification
is multifaceted and conflicting, and its effects fluctuate.
Several characteristics of the process of gentrification are desired. What neighborhood
wouldn't want to see new investments in infrastructure and buildings and the economic
activity improved? Regrettably, these changes' benefits are habitually enjoyed in
disproportion by the newcomers, whereas the conventional occupants become socially and
economically marginalized.
Gentrification has caused throbbing struggle in numerous cities, repeatedly alongside
economic and racial lines. Community modification is frequently regarded as a social
justice breakdown where wealthy new arrivals are applauded for "refining" a community,
which residents (poor and part of a minority) are evacuated through a rapid increase in rent
and economic changes.
The physical, economic, and social effects of gentrification repeatedly end in grim
political clash, worsened by dissimilarities in race, class, and culture. Former residents
feel besieged, overlooked, ignored, left out, unwanted... excluded from their community.
Newcomers are time and again perplexed by claims that their determinations to develop
local surroundings are observed as antagonistic or racist.
But we do know that change is the only constant. And change in wealth, in inhabitants, in
the physical make of communities has been the constant history of city life.
Yet change implicates winners and implicates losers. With the low-income individuals
being seldom part of the winners. Residents, city governments, community development
corporations... and ALL of us need to acknowledge and act upon the effects of
gentrification so that we can help reconstruct together a fair result for everyone.

Boricua la mayoría de las víctimas de la matanza
Ciudad de Orlando le confirmó la información al Departamento de Estado

Más de la mitad de las víctimas latinas de la masacre perpetrada en la madrugada del
domingo en una discoteca gay son de origen puertorriqueño, según le confirmó la ciudad
de Orlando al subsecretario de Estado, Rolando Padua.
El funcionario indicó que ayer se comunicó directamente con funcionarios de la ciudad
y designaron una persona enlace para atender las comunicaciones entre la Isla y las
autoridades que atienden los asuntos relacionados a la masacre. En la misma fallecieron
50 personas y otros 53 resultaron heridos en la balacera, protagonizada por un hombre
implicado con el Estado Islámico.
“Me indicaron que el 90 por ciento de las víctimas son latinos y que mucho más de la
mitad son puertorriqueños”, sostuvo.
El Departamento de Estado espera que se identifiquen todas las víctimas y se le provea el
origen de estos para intentar ayudar a todos aquellos que sean boricuas.
La ayuda que se proveerá será a través de la Oficina de Relaciones en el Exterior de la
agencia. Consistirá en ubicación de familiares, orientación en el traslado de cadáveres y
ayuda en el trámite de documentos requeridos tanto por el estado de Florida como en la
Isla, entre otras cosas, contó Padua.
El funcionario estimó que en dos o tres días los familiares podrían hacer los trámites para
transportar los cuerpos hasta la Isla, de así decidirlo. Dijo que se atenderá caso por caso,
dado a que algunos podrían decidir cremarlos o hasta enterrarlos en Estados Unidos.
"La Oficina de Relaciones Exteriores está a la disposición para orientar a las familias.
Muchos no saben qué arreglos hacer para tarer los cuerpos, qué tipo de trámite
administrativo se tiene que hacer en Orlando y en Puerto Rico para los certificados de
defunción. Esa oficina y la de Puerto Rico en Orlando servirán de enlace para ayudar a las
familias una vez estén allá", indicó Padua. ?
“A estas familias en Puerto Rico que están preocupados por algún familiar o que saben
que ya han fallecido, pueden comunicarse al 787-721-1751 con la Oficina de Relaciones
en el Exterior para solicitar ayuda”, añadió el funcionario.

México cae en ranking de países más atractivos para invertir
MÉXICO - México continuó su descenso en la lista de las principales economías que más
atraen Inversión Extranjera Directa (IED), en el comparativo mundial 2015 bajó del lugar
13 al 15 de la lista de las 20 economías que más reciben capital, aseguró la Conferencia
de las Naciones Unidas sobre Comercio y Desarrollo (Unctad por sus siglas en inglés).
En el Reporte Mundial de Inversión 2016, el organismo aseguró que México fue de los
países Latinoamericanos que más incrementó su captación de IED con más de 30 mil
millones de dólares, lo que lo colocó en el sexto lugar de los países emergentes que más
recibieron divisas.
Sin embargo, a pesar de que la economía mexicana incrementó el monto de IED que
recibió, en el 2015 se observó que países desarrollados que antes no figuraban en la lista
de los más atractivos se colocaron en la lista como es el caso de Alemania, Bélgica y
Francia.
Los países más atractivos para invertir fueron: Estados Unidos, Hong Kong, China,
Irlanda, Países Bajos, Suiza, Brasil, Canadá e India.
Lo anterior muestra que los países desarrollados comenzaron a ser más atractivos que con
respecto a años pasados. En donde China y Hong Kong ocuparon los primeros lugares; en
esta ocasión Estados Unidos subió del sitio tercero al primero.
En el caso de la lista de los países de donde más se generan flujos de inversiones, el
comparativo lo encabezan Estados Unidos, Japón China y el único país latinoamericano
que aparece es Chile, en tanto que México no figura.
Rio de Janeiro decreta 'estado de calamidad pública'
BRASIL -El estado de Rio de Janeiro, que atraviesa una grave crisis financiera, decretó
este viernes el "estado de calamidad pública" para poder financiar los Juegos Olímpicos
de agosto y los servicios públicos esenciales.
El decreto, publicado en el diario oficial, habilita a las autoridades a "adoptar las medidas
excepcionales necesarias a la racionalización de todos los servicios públicos, con vistas a
la realización de los Juegos Olímpicos y Paralímpicos Rio-2016".
La grave crisis financiera del estado "impide el cumplimiento de las obligaciones
asumidas a raíz de la realización de los Juegos", precisó el decreto, firmado por el
gobernador interino del estado de Rio, Francisco Dornelles.

"Trágica"
El gobernador calificó recientemente la situación de "trágica". "Nunca vi nada igual en
Brasil ni en todo el estado. Ahora tenemos que actuar junto al gobierno federal" para
examinar qué se puede privatizar, qué inmuebles se pueden vender, afirmó.
Los profesores están en huelga desde el 2 de marzo y la mayoría recibirá el salario de
mayo en cuotas, al igual que los funcionarios públicos y jubilados. Muchos de ellos no
reciben sus salarios desde hace meses.
Hay hospitales que niegan atención por falta de recursos y los estudiantes ocuparon
escuelas para protestar contra los cortes en la educación. El gobierno eliminó cinco
secretarías y anuló dos programas sociales.
Tanto el estado de Rio como la alcaldía son gobernados desde hace años por el partido
PMDB (centro derecha) del presidente interino Michel Temer, blanco de varias
acusaciones de corrupción en el marco del fraude a la estatal Petrobras.
Eduardo Paes, alcalde del municipio de Rio -responsable por la mayoría de las obras
realizadas para los Juegos-, aseguró que el decreto emitido por el gobierno del estado "en
nada atrasa las entregas olímpicas y los compromisos asumidos por Rio" y que confía en
que los Juegos serán "excepcionales".
"Colapso" de salud y seguridad
El gobernador advirtió asimismo que la crisis financiera, empeorada por los gastos en los
Juegos, ya dificulta la prestación de servicios esenciales y "puede acarrear el total colapso
de la seguridad pública, la salud, la educación, el transporte y la gestión ambiental".
La previsión del déficit del estado de Rio para este año es de 19 mil millones de reales
(cinco mil 555 millones de dólares), debido a la aguda caída de la recaudación en un
Brasil en profunda recesión. Los royalties petroleros, primera fuente de ingresos del
estado, pasaron de representar tres mil 500 millones de dólares en 2014 a mil millones
este año.
El gobierno estatal de Rio pide desesperadamente ayuda al gobierno federal para poder
financiar obras de infraestructura ligadas a las Olimpíadas, y obtuvo casi mil millones
de reales para terminar la línea 4 del metro que debe unir Ipanema con Barra da Tijuca,
donde estará situado el cuartel general de los Juegos Olímpicos.
Amnesty International expresó su preocupación por el recorte de servicios sociales, que
puede afectar el entrenamiento de agentes de seguridad que trabajan en favelas.
"La decisión de cortar servicios sociales y seguridad antes de los Juegos de Rio no solo
es un shock sino que es increíblemente preocupante, sobre todo dado el pobre historial en
homicidios y matanzas a manos de policías", dijo Atila Roque, director para Brasil de AI,
en un comunicado.
"Lo que Rio precisa no son menos sino más inversiones (...) Este no es un momento para
esconderse tras los números. Las autoridades de Rio tienen la responsabilidad de ofrecer
seguridad a la población", añadió.
La economía brasileña descarriló en 2015, cuando cayó 3.8%, con una inflación de dos
dígitos. En 2016, el desempleo saltó hasta un récord de 11.2% y el gobierno proyecta que
cerrará con un enorme déficit fiscal primario cercano a los 47 mil millones de dólares.
Los operadores esperan que el año 2016 cierre con una caída de 3.6%, en momentos en
que la mayor economía de América Latina se encamina hacia su peor recesión en más de
80 años.
Brasil también está en medio de un controvertido proceso de impeachment contra la
presidenta Dilma Rousseff, suspendida en mayo por el Senado por supuesta manipulación
de las cuentas públicas.
Rousseff fue reemplazada por su vicepresidente Michel Temer, que conducirá el país
hasta que se defina el caso, probablemente a mediados de agosto, en pleno desarrollo de
los Juegos Olímpicos de Rio de Janeiro.
Los Juegos acogerán a unos 10 mil 500 atletas y a medio millón de turistas extranjeros en
Rio del 5 al 21 de agosto. Los Juegos Paralímpicos, por su parte, se celebrarán del siete al
18 de septiembre.

First experimental Zika vaccine gets nod from FDA, moves to human trials
The US Food and Drug Administration on Monday approved the first human trial of an
experimental Zika vaccine, according to a joint announcement by the two companies
behind the new therapy.
The companies, Inovio Pharmaceuticals, Inc., based in Pennsylvania, and GeneOne Life
Science, Inc., based in South Korea, said that their DNA-based vaccine candidate, dubbed
GLS-5700, will be given to 40 people in a phase I trial. The trial will start “in the next
weeks,” the companies said, and could yield results later this year.
Inovio and GeneOne noted in their announcement that pre-clinical data from animal
studies suggested that the vaccine could induce a strong immune response that might
protect against mosquito-transmitted Zika. But, like all phase I trials, their upcoming
human study will not test how effective the vaccine is at fighting off Zika virus but rather
will test its safety and appropriate dosage levels. If the DNA-based vaccine is found to be
safe, it will then move on to larger trials on efficacy that will take years to complete.
In general, DNA-based vaccines work by containing a snippet of genetic blueprints from
the disease researchers are trying to protect against. In this case, the genetic material
is from the Zika virus and codes for proteins that usually sit on the outside of the viral
particle. Once the DNA is injected into a person, researchers can use electrical pulses
to get human cells to take in the Zika DNA. Those cells can then read its code and start
manufacturing proteins that resemble part of the virus. The Zika-like spare parts can
prime the immune system to recognize and attack the virus if it ever invades.
For Zika, such a DNA-based vaccine may seem ideal over other vaccine strategies, such
as vaccines that contain live but weakened viruses. Zika generally only causes mild illness
in healthy adults, but it is known to cause birth defects in unborn fetuses. Thus pregnant
women and women who might become pregnant are the key groups to vaccinate. And
injecting those groups with a live virus may seem too risky.
Still, the Zika trials will have a lot to prove. Many companies have been working on
DNA-based vaccines for years, trying to get them to work for a range of diseases. This
includes Inovio and GeneOne, who had been working on DNA-based vaccines against
several diseases, including HIV and some cancers, when Zika virus began rapidly
spreading in South and Central America. But, so far, no DNA-based vaccine has ever been
approved for use in the US.
Nevertheless, Inovio and GeneOne aren't the only ones holding out hope for getting the
strategy to work for Zika. The National Institute of Allergy and Infectious Diseases has
also cooked up a DNA-based vaccine and has promising animal results. And NIAID
Director Anthony Fauci told STAT in an e-mail Monday that its vaccine is also close to
human trials. “We had projected that we would start our Phase 1 trial in September; it now
looks like we may be able to start in mid-August,” he wrote.
Instagram registra 500 millones de usuarios activos
La red social de fotografía Instagram anunció este martes que cuenta con 500 millones de
usuarios activos cada mes, 300 millones de los cuales se conectan a diario al servicio.
Cada día, se suben a la plataforma 95 millones de fotos y vídeos, que reciben cuatro mil
200 millones de "me gusta". Cada usuario dedica a la plataforma una media diaria de 21
minutos.
Instagram, que fue creada en otoño de 2010 y adquirida por Facebook en 2012, continúa
su trayectoria ascendente: el pasado octubre tenía 400 millones de usuarios activos al mes
y era el lugar elegido para publicar 80 millones de imágenes y vídeos al día, que recibían
tres mil 500 millones de "me gusta".
Según fuentes de la plataforma, que ha duplicado su audiencia en los últimos dos años, el
80% de sus usuarios reside fuera de Estados Unidos, aunque continúa sin dar detalles de
su distribución por países.

cronológico de las publicaciones por un algoritmo que destaca las más relevantes, no las

"Este tipo de código malicioso está orientado a controlar sistemas afectados
principalmente para el robo de información, keyloggers y otras funcionalidades que
buscan recolectar datos" puntualiza.
Una vez instalado el código malicioso roba contraseñas, archivos, captura de la cámara
web y de audio, protección contra análisis, así como la conexión remota e instalación y
ejecución de otros códigos.
Una vez que se encuentran dentro del sistema, subraya, los cibercriminales son capaces
de recopilar información, como usuarios o cuentas, robar archivos e incluso utilizar la
cámara integrada de los dispositivos para espiar a sus víctimas.
El jefe del laboratorio de Investigación de ESET Latinoamérica, Pablo Ramos, dijo
que "más allá de la detección, el bloqueo y la protección contra este tipo de ataques es
importante entender la importancia de la educación para que las potenciales víctimas
puedan identificar el engaño y evitar que se vea comprometida su información y
privacidad"
Dieta alta en grasa causaría resistencia a la insulina: estudio
LONDRES- Las dietas altas en grasas pueden activar un mecanismo en la microbiota
intestinal que favorece la resistencia a la insulina, la obesidad y el síndrome metabólico,
según un estudio publicado en la revista Nature.
Científicos daneses y estadounidenses han comprobado en roedores cómo las dietas altas
en grasa llevan a los billones de bacterias del intestino a elevar la producción de acetato,
un ácido graso de cadena corta, que a su vez activa el sistema nervioso parasimpático, que
regula la digestión, entre otros aspectos.
Estudios previos ya habían mostrado cómo ciertas variaciones en la microbiota están
asociadas a la obesidad, pero hasta ahora no se conocía qué mecanismos contribuyen a
esa relación.
El nuevo trabajo indica, por una parte, que los roedores sometidos a una dieta alta en
grasas producen más acetato que si consumen una dieta normal.
Por otro lado, demuestra que un incremento en ese ácido graso activa los mecanismos del
sistema nervioso para incrementar la secreción de insulina y la hormona grelina, ligada a
la sensación de hambre.
El estudio de Gerald Shulman y su grupo de la Escuela de Medicina de la Universidad de
Yale subraya que la glucosa no es el único estímulo que dispara la insulina, una hormona
que refuerza la síntesis de lípidos en las células y promueve la acumulación de grasa.
"Los mamíferos han evolucionado de forma que cuentan con diversas respuestas a
la escasez de energía. Como resultado de esa adaptación, la obesidad puede surgir
en condiciones de abundancia de comida constante", comenta el investigador de la
Universidad de Ginebra Mirko Trajkovski en un artículo en Nature que acompaña al
estudio.
El hallazgo de Shulman y su grupo abre la puerta a nuevos tratamientos para contrarrestar
los mecanismos que favorecen la obesidad.
Una nueva estrategia a disposición de la medicina será utilizar moléculas para bloquear
los efectos del acetato sobre el sistema nervioso parasimpático, como la atropina y la
metilatropina.
Los científicos también ponen sobre la mesa la posibilidad de operaciones quirúrgicas
que separen una o más ramas del nervio vago que conecta el sistema parasimpático con el
intestino.

Eusebio Martinez-Miranda was born in Coamo, Puerto Rico, to Pedro and Adela (nee Miranda)
Martinez on January 30th, 1926. A High School graduate, Eusebio worked many jobs while
he taught himself to play various musical instruments that included the Guitar, Cuatro, and the
Accordion. In his spare time Eusebio played at local events in his hometown. In 1951 Eusebio
enlisted into the United States Armed Forces. While waiting to hear back from the U.S. Army,
Eusebio traveled to the United States where he joined family members who worked in North
Tonawanda at the New York Central Railroad. Eusebio finally received a letter from the United
States Army to report for basic training. He traveled back to Puerto Rico In October of 1952
where he reported to Fort Buchanan Army Base. After Basic Training and before being shipped
off to Korea, Eusebio asked Cruz Maria to marry him. They married days before he was sent
off. November of 1954, after serving in the Korean War, Eusebio Martinez was honorably
discharged due to contracting a lung disease. He earned numerous medals, including the Korean
Service Medal with One Bronze Service Star and the National Defense Service Medal. In the
early 60’s Eusebio moved his wife and family to Rochester, New York where he worked until
retirement. Eusebio was a well-known Hispanic Musician who performed at various events
and family gatherings through-out the years in Rochester. In his spare time Eusebio composed
music and volunteered in the community. Eusebio also served in the American Legion Corp
of Rochester in the 70’s. On April 5, 2014, at the age of 88 and on his and Cruz Maria’s, 61st
anniversary, Eusebio Martinez-Miranda passed. In addition to his wife, he is survived by his 5
children, Abraham, Wilson, Lucy, Cesar and Yolanda. He also left behind 10 grandchildren and
2 great-grandchildren. Eusebio was a family man and if you speak to any of his children and
other family members, they will all say that he was a great role model with much passion for
his family and community. He helped so many people come to the United States and he helped
them transition from their move from Puerto Rico to the United States. Eusebio is his children’s
true HERO.
On Saturday June 18th at the 3rd Annual WNY Hispanic American Memorial Service,
Eusebio Martinez-Miranda’s wife, Cruz Maria Martinez, in his honor, received a replica of the
Congressional Gold Medal awarded to the Borinqueneers. Earlier in the year, on April 13, 2016
the U.S. House and Senate presented a Congressional Gold Medal of Honor to the 65th Infantry
Regiment, known as the Borinqueneers, for their pioneering military service, devotion to duty,
and many acts of valor in the face of adversity.

Camarones a la Criolla Puertorriqueño
Ingredients:
1 libra de camarones limpios
3 hojas de culantro
1 cebolla
1 pimiento verde
1 tomate
1 cucharada de sofrito
6 aceitunas rellenas
2 dientes de ajo machacados
1 sobre de sazon con achiote
2 cucharadas de aceite
1/4 taza de agua
sal y pimienta a gusto mes
Procedure:
En un salten comienze a sofreir el aceite a temperatura mediana luego anada la
cebolla, el pimiento verde y el tomate picado en pedazitos pequenos. Espere 10
minutos y le anade el sofrito las aceitunas, los ajos machacados, el culantro picadito,
el sobre de sazon, la salsa, los camarones previamente limpios y el agua. Mezclar
todos los ingredientes, tapar el sarten y dejar cocinar por aproximadamente 25
minutos o hasta que espese la salsa a una temperatura mediana.

Three cardboard suitcases
- the only ones left in a city
everyone was leaving lined up like shortcomings.
I looked away
cut, somehow. Papa started the Ford;
Juana came out in her red and white
pinstriped uniform
I embraced her and never looked back.
I call Havana streets by name
as we drove on,
the morning washing them down
making them blue and clean and
still so early.
Soon the heat will be rising like a ghost.
Grandmother's iron gate, the porch,
the empty rocking chairs,
her flower beds,
the geometric pattern of the garden tiles.
She is ready.
We drive to the harbor.
Mama, Papa, Mama Angelica:
from the railing
I see you behind years of glass.
I hear your silence
rushing through my ears.
How small you grow,
cardboard family,
cut-out figures,
each with a hand held high
as the ship begins to move.
At the mouth of the bay

Mongo’s hands are flying on the drum,
opening a path of air
for their bare black feet
and polished soles.
His voice is calling
for Obatalá,
king of spirits,
ruler of the white parts of the body,
for Osaín,
the great healer,
who smokes cigars and sometimes lives
inside a turtle shell,
for Changó,
who gallops his horse across the sky
and loves corn meal and red wine.
He is opening a path
for Yemayá, black as coal,
mother of the world,
immense and pure as the sea,
holding her fan of peacock feathers.
And here they are now
with their brilliant bead necklaces,
cowrie shells,
and pieces of divining coconut,
without coats or shoes
among the high snows of Buffalo.
Mongo is calling Ochún,
queen of sweetness,
drinker of chamomile tea with honey,
the goddess no one has ever seen cry.

cases of Prismacolor pencils.
We move on.
Up the escalator to pets:
A bell for my parakeet,
a deep-sea diver for my fish tank.
You open your black change purse,
and a centavo a goes into the scale. ‘

Un día, en uno de los bellos amaneceres brillantes que sólo nos brinda el “Señor Sol”,
se encontró entre tantas flores de estilos y colores, a una hermosa rosa blanca. La rosa
era joven, de pétalos tersos y frescos. Su hermosura era tal que el sol no podía dejar de
alumbrarla sólo a ella.
“¡Qué bella eres entre todas las flores que he visto en toda mi vida!” Exclamó el sol
maravillado al verla.
“Gracias. Tu resplandor también es hermoso y embellece a todo lo que miras”.
Así fue cómo comenzó un tórrido romance entre el sol y aquella rosa. El sol la amaba
más que a nadie. Desde entonces sólo la alumbraba a ella y se olvidó de su rol en la
demás naturaleza. Por otra parte, el caliente que el sol le brindaba a la rosa ya era
excesivo. Sus hojas ya se estaban tornando resecas y su belleza no era la misma. La
pobre rosa se sentía sofocada. El sol ya la veía diferente.
“Te amo, pero no te ves como antes. Tu frescura se ha ido. Tu belleza no es la misma”.
Comentó el sol un día.
“Te amo también, pero me siento sofocada teniéndote todo el tiempo sobre mí. Tu calor
me es necesario, pero necesito también un poco de sombra y agua para poder mantener
mi belleza. Mira a tu alrededor. Por estar todo el tiempo sobre mí has olvidado tus
deberes naturales. Las demás plantas y animales de la naturaleza están muriendo porque
necesitan de ti y ya no los calientas como se supone que hagas”.
Al escucharla, el sol disminuyó su intensidad de calor y se escondió entristecido por un
rato. Se sentía dolido, pues su amor por esa rosa era grande, pero sabía que ella tenía
razón. Su amor no podía ser. Él era muy potente para aquella delicada rosa.
Al día siguiente por la mañana temprano, el “Señor Sol” decidió salir brillante e
imponente como siempre. Se veía brillante y hermoso. Se dio cuenta que su rosa amada
estaba bañada de gotas de rocío, que parpadeaban de colores según chocaban con sus
rayos. Se veía hermosa y radiante. El “Señor Aguacero” la había sanado. Por otro lado
sus rayos habían sanado a las demás flores y animales que hacía tiempo no recibían de su
calor. Entre ellos hubo un intercambio de miradas que sólo se limitó a una dulce sonrisa.
Muchas veces nos comportamos algo egoístas con nuestras parejas y lo que eso provoca
es que se sientan exhaustas. Toda persona necesita su espacio. Está bien dedicarle tiempo
a nuestros seres amados, pero todo con moderación. Todo tiene su balance. Mientras
más tiempo le dediques a alguien, que quizá necesite más privacidad, otro familiar esté
atravesando problemas y necesite de una mano como la tuya. Quizá tus hijos, tu madre
o tu padre. Todo tiene su límite. El que sean pareja no significa que se pertenezca el

Cannabis use in pregnancy may alter offspring's brain structure

Children born to mothers who use cannabis during pregnancy are more likely to have an
abnormal brain structure, which may have long-term consequences for mental health.
This is the conclusion of a new study published in the journal Biological Psychiatry, led
by Dr. Hanan El Marroun, of Erasmus University Medical Center in the Netherlands.
According to the researchers, around 2-13 percent of women worldwide use cannabis
during pregnancy.
Previous research has suggested that expectant mothers who use the drug are more likely
to have children with behavioral and mental health problems.
Exactly how cannabis use affects the brain structure of offspring, however, has been
unclear, and this is what Dr. El Marroun and colleagues set out to investigate.
"This study is important because cannabis use during pregnancy is relatively common
and we know very little about the potential consequences of cannabis exposure during
pregnancy and brain development later in life," says Dr. El Marroun.
"Understanding what happens in the brain may give us insights in how children develop
after being exposed to cannabis."
Thicker prefrontal cortex for children prenatally exposed to cannabis
The team analyzed the data of 263 children aged 6-8 years who were part of the
Generation R Study - a population-based study in the Netherlands, in which they were
followed from birth.
Of these children, 96 were born to mothers who used cannabis during pregnancy, and
most of these mothers were also smokers. A total of 54 children were prenatally exposed
to tobacco only, while 113 were not prenatally exposed to either substance.
All of the children underwent magnetic resonance imaging (MRI) scans, which allowed
the researchers to assess their brain volume and cortical thickness.
Overall, the researchers found no difference in total brain volume, gray matter volume, or
white matter volume between the three groups.
However, compared with children who were prenatally exposed to tobacco only, the
researchers found those who were prenatally exposed to both cannabis and tobacco had a
thicker prefrontal cortex.
The prefrontal cortex is a brain region that plays a role in complex cognitive behavior,
planning, decision-making, working memory, and social behavior.
Given the increase in legalization of cannabis across the United States, Dr. John Krystal,
editor of Biological Psychiatry, believes expectant mothers should take note of these
findings.

Investigación del Hospital Vall d’Hebrón de Barcelona, Ester Cuenca-León, una de las
investigadoras.
“El estudio es importante porque ayudará a completar el mapa genético de las diferentes
formas de migraña, a definir los mecanismos genéticos que están detrás de este trastorno,
y a buscar tratamientos que combatan las causas, no sólo los síntomas”, explicó la

“La migraña común tiene una base genética compleja y poligénica, es decir, que para
sufrir este trastorno hay que tener varios genes alterados. Es la suma de cada una de estas
alteraciones la que al final conduce a la migraña”, según Cormand, miembro del Centro
de Investigación Biomédica en Red de Enfermedades Raras (CIBERER).
De hecho, agrega el investigador, “es posible que el paisaje genético completo de la
migraña contenga más de cien genes”.
Gracias a la enorme muestra de este estudio (375,000 individuos), los investigadores
han podido realizar un metaanálisis que ha permitido identificar 38 variantes genéticas
asociadas a la migraña, 28 de las cuales, no se habían descrito antes, y otras doce fueron

Tesla offers to buy SolarCity for as much as $3 billion in a bid to
merge 2 parts of Elon Musk's empire
Tesla has offered to buy SolarCity, the solar-power company cofounded by Elon Musk,
in a bid to bring together two planks of his plan to transform the way humans consume
energy.
Musk, CEO of Tesla and chairman of SolarCity, has said that he wants to remake
transportation using the electric car while freeing Earth from a dependence of fossil fuels
using solar power.
"Tesla customers can drive clean cars and they can use our battery packs to help consume
energy more efficiently, but they still need access to the most sustainable energy source
that's available: the sun," Tesla said in its statement announcing the offer.
The offer comes as Tesla struggles to keep pace with its own ambitious growth targets and
faces challenges from automakers that are catching up to its electric-vehicle and selfdriving technology. The company said earlier this year that it plans to produce 500,000
vehicles by 2018, which is about as much as 10 times the number it produced last year.
Musk said that the deal announcement won't affect Tesla's less expensive electric vehicle,
the Model 3, which is expected to enter production in July 2017.
According to Musk, the new company will operate under the Tesla banner and bring some
of the two companies' product lines together. Tesla currently produces battery packs and
electric vehicles, while SolarCity installs solar cells in people's homes and in businesses.
"Tesla will have three product categories: cars, batteries, and solar power," Musk said on a
call with members of the media.
Tesla believes that the deal, which Musk values at between $2.5 billion to $3 billion,
will create synergy for Tesla and customers. According to Musk, this will allow Tesla to
integrate the design and production of future products across the company's businesses.
The Tesla CEO declined to comment on the future management structure of the merged
company.
"We can't presuppose that the deal would get done," he said.
The deal is rife with potential conflicts - Musk is the largest shareholder of both
companies, and his cousin, Lyndon Rive, is CEO of SolarCity - so Musk, Rive, and
another board member of both companies said that they would recuse themselves from
taking part in a shareholder vote on the deal.
Tesla offered to buy SolarCity using its own shares, saying that the offer values SolarCity
at about $26.50 to $28.50 a share. The latter is 35% over where SolarCity ended trading
on Tuesday.
Solar City's shares jumped 22% in after-hours trading on Tuesday, while Tesla's shares
dropped as much as 12%.

Yellen Leads Fed in Retreat as Reasons for Rate Hikes Fade
Three weeks ago, Federal Reserve officials sounded like they needed a reason not to hike
interest rates soon. Now, they’re in search of a reason to consider any change in policy.
“Unless something unexpectedly positive happens, they’re likely on hold for the next
couple of meetings,” said Carl Tannenbaum, chief economist at Northern Trust Corp. in
Chicago.
Fed Chair Janet Yellen sketched a cautious and uncertain view of the economy in
testimony before lawmakers in Washington Tuesday. After her remarks, Tannenbaum was
among several economists who said they believe Yellen is among the six Fed officials
who last week predicted just one rate increase this year. And that others on the Federal
Open Market Committee may soon follow her lead.
If the chair was one of the officials who forecast a single rate increase, that would mean
she stepped below the median forecast of the 17 participants published June 15, which
was for two hikes. That would be unusual because Fed chairs typically lead from the
center of the committee. They can’t do that if they are outliers, said Laurence Meyer, a
former Fed governor who now runs a policy analysis firm in Washington that bears his
name.
Lower Consensus
Yellen can lead the committee to a lower consensus if she thinks that’s the direction it is
headed, he said. Nine officials in June expected two rate increases this year, so only three
of them would have to lower their forecast for the median to slip to a single move.
“My view, with very strong conviction: She is among the six at one” hike for 2016, Meyer
said, referring to the Fed’s quarterly forecasts for the appropriate pace of rate increases.
The median of these anonymous quarterly projections, displayed in a so-called dot plot,
was halved in March from the four 2016 hikes predicted in December.
Leading up to the release of the May jobs report on June 3, a number of Fed officials
made an effort to raise expectations in financial markets for a move either this month or in
July, arguing the central bank risked stoking asset bubbles if it waited too long to tighten
policy. Another part of their argument was that consumer demand, helped by lower oil
prices, would keep supporting growth while exports, business investment and other parts
of the economy were uncertain or weak.
The case for a strong consumer took a blow, however, when the Labor Department
reported that employers in May created a disappointing 38,000 new jobs -- fewer than in
any month since September 2010.
“It seems pretty clear the Fed’s confidence was pretty badly shaken by those recent
numbers,” said Ward McCarthy, chief financial economist at Jefferies LLC in New York,
who also pegged Yellen as likely favoring one hike this year.
“The latest readings on the labor market and the weak pace of investment illustrate one
downside risk -- that domestic demand might falter,” Yellen said Tuesday.
A strong jobs report for June could convince some policy makers that May was something
of an anomaly. But Yellen on Tuesday also highlighted worries over longer-term problems
in the U.S. economy that are unlikely to reverse any time soon.
Those “headwinds,” like weak productivity growth or tepid business investment, may
only slowly fade over time, she said. In that context, there would be little need to raise
interest rates quickly so long as inflation remains around the Fed’s 2 percent goal.
Slow Productivity
“We cannot rule out the possibility expressed by some prominent economists that the slow
productivity growth seen in recent years will continue into the future,” she said.
Productivity, a measure of labor’s output per hour worked, has grown at historically low
levels since the financial crisis, a factor in the economy’s overall weak performance.
Jonathan Wright, an economics professor at Johns Hopkins University in Baltimore, said
that while the dots include all 17 FOMC participants, only 10 vote on policy. His guess

El alero LeBron James cumplió con su promesa de ser capaz de ganar como figura única
un título de liga para la ciudad de Cleveland con los Cavaliers y además acalló a los
críticos que cuestionaron que pudiese darse tal realidad.
El sueño se vio cumplió la pasada noche cuando los Cavaliers ganaron el séptimo partido
de las Finales de la NBA ante los Warriors de Golden State (89-93) tras remontar una
desventaja de 1-3 en la serie, algo que nadie antes había podido conseguir.
Por eso cuando llegó el lunes con el resto de la expedición a Cleveland, de regreso de
Oakland, donde se jugó el séptimo partido, James fue el encargado de salir del avión con
el trofeo en sus manos y volver a dar el ya histórico grito de "Esto es para ti, Cleveland",
ante los miles de aficionados que habían acudido a recibir a sus nuevos campeones de liga.

Nada más concluir su auténtica exhibición de poder y mejor jugador del mundo ante los
Warriors, el equipo que hizo historia durante la temporada regular con 73 triunfos, y tenían
todo a su favor para un segundo título consecutivo, la figura de James comenzó de nuevo a
ponerse en perspectiva si en realidad es mejor que el legendario Michael Jordan.
Como ha sido siempre su trayectoria profesional algunos ya lo consideran superior, otros
que está muy lejos, le faltan todavía tres títulos más de campeón de liga para igualar a
Jordan, y que además su estilo no tiene nada que ver con el legendario exjugador de los
Bulls.
James reiteró que no quiere entrar en el debate porque nunca habrá otro Michael Jordan,
pero de lo que si está convencido es que todavía tiene por delante muchas metas que
alcanzar como deportista.
Defraudan atletas por $30 millones en esquema pyramidal
HOUSTON — Varios atletas profesionales, incluyendo al pitcher de los Gigantes de
San Francisco, Jake Peavy, y el quarterback de los Broncos de Denver, Mark Sánchez,
fueron víctimas de un fraude piramidal por al menos $30 millones por parte de su asesor
financiero.
La Comisión de Valores (SEC, por sus siglas en inglés) indicó este martes que obtuvo una
orden judicial para congelar los bienes del asesor financiero, Ash Narayan.
La orden es parte de una demanda de la SEC interpuesta el mes pasado ante una corte
federal en Dallas en contra de Narayan, quien enfrenta cargos criminales.
La SEC afirma que Narayan defraudó a Peavy, Sanchez y el exlanzador de los Astros de
Houston, Roy Oswalt, con $30.4 millones al afirmar que había buscado una estrategia de
inversión de bajo riesgo para sus ahorros, cuando en realidad puso el dinero en un negocio
de boletos por internet que pasaba dificultades.
Los abogados de Narayan no respondieron de inmediato a un mensaje telefónico en busca
de comentarios.
Manos de Piedra Durán por siempre
La vida de Roberto Durán Samaniego es tan colorida y llena de aventuras, que muchos
episodios suenan como ficción.
Y de la manera en la que el Manos de Piedra la relata, con gusto y con hipérbole, hace
difícil en ocasiones distinguir el mito y la leyenda de lo cotidiano y verídico.
Desde noquear a un caballo para ganar una apuesta en su ciudad natal, hasta patearle el
trasero a Sylvester Stallone en un guanteo durante la filmación de Rocky II, las historias
de Durán son interminables.
Hoy día, Durán trota el mundo. Reside la mayor parte del tiempo en Ciudad Panamá, pero
también tiene residencia en Miami. Un filme sobre su vida, “Hands of Stone”, se exhibió
en el Festival de Cine de Cannes, Francia, y está a punto de estrenar en salas de cine
alrededor del mundo. Recientemente entrenó a “Sugar” Shane Mosley para su pelea ante
David Avanesyan el pasado 28 de mayo en Glendale, Arizona.
Sin lugar a dudas, aún a los 65 años y 15 años después de su último combate, el Cholo,
como también le apodan, tiene su plato lleno.
“La historia mía es demasiado grande. Si hay una película que se llama ‘Los 10
Mandamientos’, y ‘El Mago de Oz’ y ‘Lo que el viento se llevó’, bueno, la vida mía
sobrepasa todo eso”, le dijo Durán a El Nuevo Día durante la reciente actividad del Salón
de la Fama del Boxeo Internacional (IBHOF, por sus siglas en inglés) en Canastota, Nueva
York. “La vida mía, en una historia (película) tendría que durar un año viéndola”.
En realidad, el largometraje “Hands of Stone” (Manos de Piedra, en español) es
protagonizado por el dos veces ganador del Oscar, Robert DeNiro, en el papel de Ray
Arcel, el legendario entrenador de Durán, quien a su vez es interpretado por el venezolano
Édgar Ramírez. El músico, político y actor panameño Rubén Blades carga con el papel
de Carlos Eleta, el veterano manejador de boxeadores, quien además de guiar la carrera
de Durán fue quien junto a Yamil Chade firmó como profesional a Wilfredo “Bazooka”
Gómez. El intérprete de música urbana Usher Raymond hace de Sugar Ray Leonard y

John Turturro interpreta al mafioso, Frankie Carbo.
La película, en parte filmada en Puerto Rico, tuvo varios retrasos durante la producción,
pero finalmente está señalada para estrenar el próximo 26 de agosto.
“Me siento bien contento por ser el primer latino boxeador de esa índole, de ese nivel”,
dijo Durán de 65 años.
Cuando se le pregunta sobre cuán fiel es el largometraje a la historia verídica, Durán no
comenta mucho. Pero su lenguaje no verbal denota incomodidad con el resultado final.
Durán se retiró forzosamente del boxeo luego de un aparatoso accidente de tránsito en
el 2001 en Argentina, donde se encontraba promocionando un disco compacto en su rol
de salsero. En los últimos años, el panameño ha bajado de peso y hoy día luce en buena
condición física.
Dentro de su cargado itinerario hay una visita a Puerto Rico, preliminarmente señalada
para finales de año.
“Vamos a ver, esa es mi intención", dijo sobre el viaje a la Isla. “Todo el mundo me quiere
allá. Yo pertenezco a Puerto Rico. Tengo compadres en Puerto Rico. Mucha gente a la que
quiero”, dijo el hombre que logró marca profesional de 103-16, con 70 nocauts.
Entonces comenzó a interpretar versos del “Lamento Borincano”, en ritmo de salsa,
a capela. Desentonó en varias ocasiones, pero se la gozó completa, sonriendo todo el
tiempo.

Odio En Orlando
Orlando, Florida. “I love you”, decía el mensaje de texto.
La mamá me enseñó su celular donde aparecía el mensaje de su hijo a las 2:07 de la
mañana. Y después nada. Esa pantalla, fría y rallada, era lo único que le quedaba de su
hijo. La mujer no pudo decirme más y se fue llorando. No sabía si su hijo había muerto
o estaba herido. Me quedé inmóvil mientras la vi irse. (Luego, por la televisión, me
enteraría que su hijo fue uno de los 49 muertos en el centro nocturno Pulse.)
A las afueras de un centro comunitario en Orlando, donde se estaban reuniendo los
familiares de las víctimas, me encontré a un hombre mexicano que acababa de llegar de
Chicago para identificar el cadáver de su hijo. Salió a buscar unos lentes oscuros de su
auto. Tenía los ojos rojos, reventados de tanto llorar.
Una tía de Puerto Rico buscaba infructuosamente una foto de su sobrino en el celular para
enseñármela. Pero ya lo había perdido dos veces; en su teléfono y en la discoteca.
Cuando llegué al hotel la noche del domingo –el mismo de la masacre- no podía sacarme
de la cabeza a la madre del texto, al padre de Chicago, a la tía que buscaba un poquito
de esperanza en su celular. Esas era caras de la tristeza más infinita. Y luego pensé: pude
haber sido yo o mis vecinos o mis amigos.
Ese es el horror del terrorismo; que nos puede pasar a cualquiera en cualquier momento.
Si el pistolero hubiera decidido viajar dos horas al sur, hacia Miami, en lugar de manejar
dos horas al norte, hacia Orlando, la tragedia habría sido cerca de casa.
Como periodista, sigo tratando de entender lo que pasó en Orlando para luego explicarlo
en la televisión, en mis columnas, Twitter y Facebook. Pero es complicado.
La masacre de Orlando –la peor en la historia de Estados Unidos realizada con un tiroteono puede explicarse tan solo como un acto terrorista. Ni simplemente como un ataque
homofóbico. Ni tampoco como un problema por el fácil acceso a las armas de fuego. Ni
como un asunto de salud mental. Ni como un agravio a la comunidad latina. Ni como un
acto individual de un joven ególatra, trastornado y estúpido. No, lo de Orlando es todo
esto junto y más.
Es, sin duda, un acto de odio, como lo describió el presidente Barack Obama. Pero el
problema en Estados Unidos es que los que están llenos de odio pueden comprar un arma
de guerra en solo unos minutos. Desde que Obama llegó a la Casa Blanca en el 2008 ha
dado 16 discursos después de una masacre. Diez y seis. Y Donald Trump o Hillary Clinton
darán muchos más por qué aquí no hay ninguna voluntad política para limitar el acceso a
los rifles y pistolas.
Traducción: hay que prepararse para la siguiente matanza. Hoy en el noticiero hicimos un
reportaje sobre qué hacer en caso de que alguien se meta a un lugar público y empiece a
disparar. Primero huye. Si no puedes, escóndete. No pierdas tiempo llamando a familiares,
al 911 o a la policía. No te hagas el muerto; el pistolero puede venir a rematarte. Y si
no tienes más remedio, ataca al atacante. Otros quizás hagan lo mismo y se salven. No
quisiera tener esta plática con mis hijos pero ya es inevitable.
Nada, ni el dolor más personal, se escapa de la política en un año electoral. Trump
insiste en su propuesta de prohibir temporalemente la entrada a los 1,600 millones de
musulmanes en el mundo. Pero eso no hubiera evitado esta masacre ya que el pistolero,
Omar Mateen, nació hace 29 años en Nueva York. Trump, que tiene una respuesta para
todo, dijo que el terrorista nació aquí porque el gobierno le permitió a su familia emigrar a
Estados Unidos. Eso es culpabilidad por vínculo sanguíneo.
La realidad es que no podemos sancionar a toda una religión por lo que hizo una sola
persona. Eso sería tan absurdo como culpar a todos los estadounidenses blancos de la
matanza realizada por Adam Lanza en una escuela de Connecticut en el 2012 -donde
murieron 20 niños- o por el acto terrorista de Timothy McVeigh contra un edificio del
gobierno en Oklahoma City que dejó 168 muertos en 1995.
Todos mis viajes anteriores a Orlando fueron para divertirme. Esta vez, sin embargo, fue
para ver lo que hace el odio. Uno espera que después de un texto que diga “I Love You”
haya, por lo menos, una sonrisa. No la muerte.

Trump piensa y habla el mismo idioma de los racistas
Martin H, Millard, el racista de Costa Mesa, California, que se infiltró en el gobierno de
esta ciudad a inicios del 2000, es uno de los miles de neonazis que finalmente encontraron
un candidato a la presidencia de su talla. Donald Trump predica toda la absurda ideología,
los prejuicios sociales y el racismo enfermizo de esta gente.
De los millones de votantes que Trump dice haber persuadido para adjudicarse la
nominación de los republicanos, un gran porcentaje proviene de estos grupos que,
anteriormente, prestaban muy poca atención a las elecciones presidenciales.
Antes, estos radicales de la derecha eran los parias del sistema político y de la sociedad
norteamericana. Con la candidatura de Trump han salido de sus nichos, de sus guaridas
impregnadas de racismo y han logrado movilizarse en la sociedad en forma masiva.
Allá en la década de 2000, Millard y un grupo de políticos extremistas secuestraron al
gobierno local de Costa Mesa. Después de haber conseguido su objetivo principal –es
decir, después de colocar a sus propios correligionarios en el gobierno de la alcaldía, en
el cual Millard fue uno de sus comisionados—, legislaron ordenanzas racistas contra la
comunidad latina desde el gobierno local.
Del mismo modo y a nivel nacional, estos grupos de extrema derecha tienen intenciones
malsanas después de lograr su objetivo principal: la Casa Blanca. En este sentido, Trump
es un político que hace referencia a sus más íntimos ideales racistas. Su política de cerrar
la frontera mexicana-estadounidense y no permitir que algún mexicano cruce la frontera
es un sueño largamente expresado por los segregacionistas.
Millard y su gente critican fervientemente el multiculturalismo existente en la sociedad
norteamericana. En sus escritos sostiene que la relación de una persona de ascendencia
Europea-norteamericana (Blanca) con otra persona no-europea (Latina, asiática,
afroamericana, etc.) es una contradicción a la evolución de la naturaleza humana.
En vez hacerse más “inteligentes”, sugiere Millard, los europeos-norteamericanos se
hacen más “tontos” una vez que mezclan sus cromosomas con otro tipo de gente que no
es la suya. De acuerdo a esta perspectiva, Estados Unidos está en un retroceso histórico
debido, especialmente, al incremento de grupos raciales inferiores y a la disminución
gradual de norteamericanos de descendencia europea.
El hecho de que Trump prefiere, como esposas o como parejas sexuales, a mujeres de
ascendencia Europea, los segregacionistas como Millard ven como un acierto personal
que todos los norteamericanos-europeos deberían imitar. Esta gente racista ha sido muy
crítica al hecho de que Jeb Bush haya contraído matrimonio con una mexicana. Millard
considera que este tipo de relaciones “interraciales” es como un “genocidio contra la raza
blanca a través del matrimonio”.
Así, estamos entrando en un proceso político bastante delicado. Tenemos dos candidatos
políticos que son prácticamente muy diferentes no solamente en su ideología política al
interior del país sino también en el ámbito internacional.
Ana Navarro, comentarista republicana en los programas de CNN, tiene muy claro la
película con relación a la candidatura de Trump. “Secuestró a mi partido político” dijo,
pero también aseveró que “no va a votar por Trump por ningún motivo”.
Muchos republicanos se encuentran en la misma encrucijada. Sin embargo, la elección
a la hora de votar es muy fácil. Votar por un racista (Trump) o votar por una persona
(Hillary Clinton) que, por lo menos, encarna la misma ideología política de la mayoría de
los estadounidenses.

El Peligro De Ser Neutrales
Decir que los periodistas debemos tomar partido y dejar de ser neutrales parecería ir en
contra de lo que aprendimos en la escuela.
Los periodistas, nos dijeron muchos maestros, deben ser neutrales y objetivos. Pero
creo que la única forma de cumplir con nuestra principal responsabilidad social –que es
cuestionar a los que tienen el poderes dejando a un lado la neutralidad.
No tengo nada en contra de la objetividad. Hay que reflejar la realidad como es y no como
quisiéramos que fuera. Si es rojo decimos rojo y si murieron 15 decimos 15. Lo básico es
responder al qué, dónde, cuándo, cómo y por qué. El reto viene después.
¿Cuándo debemos tomar partido los periodistas y dejar la neutralidad a un lado? He
identificado seis áreas. No debemos ser neutrales en casos de racismo, discriminación,
corrupción, mentiras públicas, dictaduras y violaciones a los derechos humanos. No
podemos tratar igual a un dictador que a una víctima de su dictadura. No debe ser lo
mismo entrevistar a Donald Trump –que hizo comentarios racistas sobre mexicanos y
musulmanes, e insultó públicamente a varias mujeres- que a las personas que ofendió.
Dar los dos puntos de vista para balancear la información no nos lleva necesariamente a la
verdad. Los mejores ejemplos de periodismo que tenemos en Estados Unidos ocurrieron
cuando los reporteros tomaron partido: los periodistas del Washington Post que obligan al
presidente Richard Nixon a renunciar; la postura de Walter Cronkite contra la guerra de
Vietnam; y los reporteros del Boston Globe contra los sacerdotes pedófilos (y cuyo caso se
explora en la película Spotlight). Hay muchos más.
La neutralidad no es buena compañía. “Debemos tomar partido”, dijo Elie Wiesel,
el premio Nobel de la Paz y sobreviviente del holocausto. “La neutralidad ayuda al
opresor, nunca a la víctima. El silencio ayuda a quien atormenta, nunca al atormentado.”
Siguiendo esta idea, nos corresponde a los periodistas denunciar la dictadura cubana, los
presos políticos en Venezuela, la corrupción en Brasil, las mentiras oficiales de los 43
desaparecidos de Ayotzinapa y las expresiones racistas en la campaña electoral en Estados
Unidos.
“La idea de que los periodistas nunca puedan tomar una posición y sonar las alarmas,
especialmente cuando tienes una amenaza y un peligro como el de Donald Trump, es
realmente una idea pervertida y corrompida del periodismo”, me dijo en una entrevista
Glenn Greenwald, quien colaboró con Edward Snowden para filtrar los documentos
secretos de la agencia de seguridad nacional (NSA) de Estados Unidos. Algunas
entrevistas con Trump –donde no se le cuestionan sus opiniones prejuiciadas y sus
comentarios sexistas- han sido verdaderamente vergonzosas.
Lo mismo pasa con los abusos del régimen autoritario de Nicolás Maduro en Venezuela.
“No es posible la neutralidad moral cuando hay presos políticos y la democracia no está
funcionando”, dijo sobre Venezuela el secretario general de la OEA, Luis Almagro. No
denunciar una injusticia, seas o no periodista, nos podría convertir en cómplices.
“Si eres neutral respecto a una injusticia, estás escogiendo el lado del opresor”, dijo alguna
vez, Desmond Tutu, quien luchó junto con Nelson Mandela para terminar con el sistema
del apartheid en Sudáfrica. “Si un elefante tiene su pata en la cola de un ratón y tú dices
que eres neutral, el ratón no va a apreciar tu neutralidad.”
Los periodistas, en casos muy específicos, debemos tomar partido. Ojo, esto no significa
ser del partido Demócrata o del Republicano. Esto significa ser fieramente independientes
y hacer preguntas duras, incómodas, a todos. “Si no tomamos partido, no es periodismo”,
escribió el profesor Jeff Jarvis en su magnífico libro Geeks Bearing Gifts: Imagining New
Futures for News. Todo nuevo periodista debe leerlo.
El oficio del periodista no es ser una grabadora y solo repetir lo que nos dicen. “Yo no me
siento, ni lograré jamás sentirme, un frío registrador de lo que escucho y veo”, escribió la
periodista italiana, Oriana Fallaci en su magistral libro Entrevista Con La Historia. “Sobre
toda experiencia profesional dejo jirones del alma.”
Cómo sugirió alguna vez Martin Luther King, el problema no son las acciones violentas
de los malos, sino “el apabullante silencio e indiferencia de la gente buena.” El verdadero
riesgo de ser neutrales es creer que estamos haciendo nuestro trabajo periodístico cuando,
en verdad, solo ayudamos a que alguien abuse de su poder. Y eso no es periodismo.
