The Second Time Around for MM-REM
This year, PAREB-CEREB enters for the second time an off-campus Master in Management, Major in Real Estate
Management Program (MM-REM) with the University of San Jose Recoletos (USJ-R) to further enhance the standards of
practice in the Real Estate Industry.
In a Memorandum of Agreement (MOA) signed last July 10, 2014 at the USJ-R Conference Room, USJ-R,
represented by its President, Rev. Fr. Enrico Peter A. Silab, OAR and PAREB-CEREB, represented by its President,
Marilou Cañizares, sealed their commitment to upgrade the professional qualifications and competencies of real estate
practitioners.
Witnessing this memorable occasion for PAREB-CEREB were Eva Miñoza (Director) and Dorothy Ring
(Chairman) of the Education and Information Committee, while USJ-R were witnessed by Rev. Fr. Amado Emmanuel
Bolilia, OAR (Vice-President Administration/Graduate School Programs Coordinator) and Dr. Edgar Detoya, CPA (Dean
of the Graduate School of Business Management and Administration).

Why are we in PAREB?

MEMBERS IN FOCUS – This
is PAREB's
thrust under the leadership of President Nora Gutierrez.
It focuses the direction and activities of PAREB that will
first and foremost answer the question – Why are we in
PAREB? Have you ever asked yourself that question? I
know I did! And I came up with the following answers:
1. I want to expand my network and my business.
By joining the pioneer and the largest organization in the
Philippines, which to-date has about 4,000 members over
the entire country, it allows our practice to go beyond our
traditional area of operation. One of our best features is
the MLS (Multi-Listing System) which is an online portal to
exchange our property listings. The other are our regular
conferences and conventions which bring the best
practitioners under one roof where we exchange cards
and ideas and foster friendships with one another. Not
only on local shores but offshore as well with various
alliances we have formed with several real estate
organizations in the ASEAN region.
2. I want to learn more and upgrade my skills.
PAREB holds the record of most number of PRC
Accredited Speakers, the most number of Topnotchers
and Highest Passing Average in our Board Examinations
for Real Estate Professionals. Our continuous holding of
Continuing Professional Development Programs all year
round in different parts of the country by PAREB and
Local Boards who are PRC Accredited Service Providers
helps develop our skills and knowledge, and providing us
the latest tools to excel in the business. Again, our
conferences and conventions provide updates and
information from well renowned speakers and experts on
the current industry practice and economic and political
situation of the country and how it affects our industry.
3. I want to be identified with the best in the
industry. Who wouldn’t want to be in PAREB? It is a well
recognized brand in the industry by practitioners,
government bodies & regulators, developers and other
industry partners, and the public. Tatak PAREB can open
doors AND close deals for us!

4. I want to give back to the industry by way of
service. Of course the best reason is to give back to the
industry where we have benefited so much. Being in
PAREB means being the industry leader and a dynamic
voice in real estate, sharing our mission and vision of
protecting the rights of our members and the public
against unfair practice, instituting high standards of
practice
and
the
continuous
promotion
of
professionalism.
Conference
We recently held the PAREB NCR-LUZON JOINT
REGIONAL CONFERENCE last July 25 & 26, 2014 at Hotel
Ariana, Bauang La Union, hosted by PAREB-Real Estate
Board of Rizal in cooperation with PAREB-RBR Past
President Circle, Inc.
The conference theme of MISSION POSSIBLE
showcased the ‘can do’ spirit of PAREB to embrace all
challenges as opportunities for continued growth as
professionals and leaders in the industry.
The Regional Conference provided a macro level
presentation of the upcoming structural and institutional
changes as a result of the ASEAN Integration in 2015 and
beyond. It highlighted on real estate industry study
updates, infrastructures, housing developments and
initiatives and role of innovation on a meso level. Region
1 and La Union CLUP was presented as a case study while
sidelines on the other Regions comprising NCR and Luzon
were also integrated. The local tours provided reality
implementation of the CLUP and Tourism initiatives in La
Union.
To cap the year, PAREB will hold its 54th PAREB
National Convention and Elections on OCTOBER 9, 10,
11, 2014 at THE BELLEVUE HOTEL, Filinvest City Alabang,
Muntinlupa. Its theme of “ALL SYSTEMS GO”
demonstrates PAREB members are ready and properly
equipped to face the challenges of ASEAN integration.

analyze the profitability of an investment or project.

HIGHEST AND BEST USE – It is the most profitable
and likely use of a property. Chosen from reasonably
probable and legal alternative uses, must be physically
possible, and appropriately financially feasible to result in
the highest possible land value. It could be easily identified
as the “highest and best use” (HABU), but conformity
requirements must be met. As Local Government Unit
(LGU) has an ordinance passed to protect the public, a
locational clearance must be obtained and settled first to
know the applicability of how and why it is of a “highest
and best land use”.
The three most and widely used project decision
parameters: Net Present Value, Payback Period and
Internal Rate of Return.
Net Present Value (NPV). In the economies of
scale and economic equations, it is the present lump sum
of money that must first be taken into consideration. It is
the total amount of money that flows continuously and
uniformly during the present period. This is the difference
In determining the value of a project, it makes it
challenging because there are different ways to measure
the value of future cash flows. Because of the time value of
money, a peso earned in the future won’t be worth as
much as one earned today.

The result of the payback period formula will match
how often the cash flows are received. A criteria for
investment decisions is the number of periods of time
required for an investment's cost savings and revenues to
equal the amount of the investment with no interest.
Internal Rate of Return (IRR). IRR calculations are
commonly used to evaluate the desirability of investments
or projects. The higher a project's IRR, the more desirable
it is to undertake the project. Assuming all projects require
the same amount of up-front investment, the project with
the highest IRR would be considered the best and
undertaken first. The term internal refers to the fact that
its calculation does not incorporate environmental factors
(e.g., the interest rate or inflation).
“Pictures are the first impressions that attract a buyer. Quality pictures sell properties and attract buyers at the
first glance.... ” Many of us have websites and advertise in the local newspapers, free classifieds and magazines. The first
thing “me” as a buyer will do if I cannot see the property on a website is ask for pictures. Are we prepared...Hmmm?
Whaaaat !!???
Keep the pictures “real” so
that the buyer knows what to
expect when they view. Avoid
giving too much expectations,
they may end up disappointed.
It's simple to take good pictures, keep the camera straight
and take your time....“You only go there one time to take
them”. Make sure that you move any objects that make the
place look cluttered (bags, hanging clothes, food, people:-)
and never have your reflection in the mirror. :-)

A Sustainable Cebu Society
Apparently, we are all born wanting to get
our way with everything. But since there are
people besides ourselves on this earth, we
soon learn that we have to cooperate with
other human beings.
There are exciting and important indications
that inhabitants of Cebu may be ready to move into a
new phase of cultural evolution – transition from an
agricultural-industrial society based on humans learning
how to cooperate with nature rather than blindly
attempting to control it.
Apparently, we are all born wanting to get our
way with everything. But since there are people
besides ourselves on this earth, we soon learn that we
have to cooperate with other human beings. A growing
number of people are beginning to see themselves
belonging to a global tribe, whose cooperative efforts
are necessary for the survival of everyone in an age
threatened by destruction.
Today, Cebu needs some methods of land-use
controls and unless these can be effectively
implemented, a land use plan merely gathers dust.
There needs to be a strong lobbying from the
citizenry for our politicians to have the will to
implement control in land use, including the direct
purchase of land by a public or private agency to
ensure that it is used for the prescribed purposes and
the implementation of land zoning so it can be used
only in certain ways.
Other controls include giving tax breaks to
landowners, who agree to use land only for given
purposes, such as agriculture or open space and land
development by regulating building permits, roads and
other services and the use of environmental impact
statements to stop or delay harmful projects by
forcing a consideration of the adverse impacts and
alternatives to all national land use projects.
The government needs to decide whether to
allow the mining of copper ores outside Toledo copper
mine. The environmental impact of the resource use,
once located, results in the extraction of copper ore
normally by surface mining or sub-surface mining.

The mineral processing and use of an energy or non fuel mineral resource causes some form of air and
water pollution.
Large surface mining operations disturb land
by directly removing material from one place and
depositing it in another. Strip mining is usually the
most destructive surface mining method, primarily
because it disrupts a large surface area.
Cebu should strictly prohibit new applications
for mining permit. How valid are these charges of
non-fuel mineral resource exploitation of the Less
Developed Countries (LDCs) by the Most Advanced
Countries (MDCs)?
Some analysts argue that the MDCs are not
paying a just price for many resources. Others argue
that the government leaders and rich elites like most
LDCs are really exploiting their own people. Critics say
that if the LDCs continue to sell their resources
nothing will be left to sustain their own development in
the future, specifically with the environment
degradation of the area mined. Copper mined in the
US is more expensive because its price includes the
cost of environmental protection, whereas, imported
copper seldom does. It is obvious that LDCs are the
culprit of environmental degradation. The processing and
the refining of ores produce large quantities of wastes
materials that pollute the air and water.
Cebu now needs to formulate and implement a
comprehensive zoning law and, hopefully, environmental
concerns should be a political issue. In eco-politics,
environmental law plays an important role, particularly
as a tool for delaying or preventing the abuse of the
ecosphere. A famous legal environmental controversy
raised the question of who speaks for nature. US
Justice William 0. Douglas argued that trees and other
natural objects should have a stand. Law Professor
Christopher D. Stone, who argued that just as minors
and incompetent persons can be represented in court
by legal guardians, so should natural objects.
