Senior Affordable Housing to be
Part of Rheingold Site Development

New details have emerged following the announced partnership among Read Property
Group, Southside United HDFC – Los Sures® and
Churches United for Fair Housing (CUFFH) to
develop affordable housing in the old Rheingold
Brewery Site. The current project aims to develop
approximately 88 units of affordable housing specifically for seniors.
Read Property Group became involved with
Los Sures® and CUFFH based on the community
desire that local not for profits become involved
in the affordable housing developments. Read
Property group donated 6 lots of land to CUFFH
and Los Sures® with the stipulation that low income housing be developed at the site.
Los Sures® will manage the pre-development
and construction activities, and will also complete
the marketing process to ensure that at minimum
50% of the units go to Bushwick residents. Understanding the needs and concerns of the neighborhood, Los Sures® has set a target of 100% of
units to go to Bushwick residents.
CUFFH will complete pre-marketing activities
to ensure neighborhood residents are financially
equipped and ready with documents for the marketing process.
The project also calls for social services to
be provided on-site. Certain support services will
be exclusive to seniors and overall services and
assistance will be available to anyone from the
neighborhood.

Marketing of Domino Development’s Affordable Housing to be Undertaken by Nonprofits

As residents of Williamsburg keep their eyes on the Domino site development along the East River, affordable housing
advocates continue hoping for the best. Recently, Two Trees Management Company, the site’s developer, signed a ten
year deal with Southside United HDFC – Los Sures® and Churches United for Fair Housing (CUFFH), so that the local organizations can market the affordable housing units at the site. CUFFH will handle pre-marketing activities and Los Sures®
will handle the marketing. A minimum of 50% of the affordable housing units will go to Community Board 1 residents, and
Los Sures® hopes to push that to 100%.
The neighborhood continues to feel the effects of extreme gentrification and long-established residents need affordable
housing to counter displacement, so they want to ensure that the process is fair and that the developer is accountable to
their promises.

Williamsburg Celebrates Dominican Independence Day
Williamsburg Celebra el Dia de la Independencia Dominicana
On February 27th, hundreds of community residents
gathered to celebrate Dominican Independence Day at PS
19/Arbor School. Southside United HDFC – Los Sures®,
which has hosted the event for over 10 years, teamed up
with Council Member Antonio Reynoso, La Alianza Para
el Progreso Dominicano, El Puente Beacon Center, and
Nuestros Niños Child Care to put on a lively show filled with
cultural entertainment, education, games, and dancing.
After an invocation by Padre Juan Rosario of Transfiguration Church, talented singers Shio Voice and Ismael
Peguero sang “Quisqueyanos Valientes” and the Star Spangled Banner respectively. Dr. Sixto Caro spoke about great
Dominican musicians and later joined the night’s live music
band Grupo 7 on the keyboard.
The crowd later enjoyed cultural dances by kids from
St. Nicks Afterschool and from El Puente Dance Ensemble.
Afterwards some brave contestants played a game on stage
to see who knew the most about the Dominican Republic.

CUFFH Homenajea a Ray Narvaez
Los Sures® Vice Chairman Ray Narvaez recently received the 2014 Daisy Lopez Leadership Award from Churches United for Fair Housing
(CUFFH) at their Anniversary Gala. CUFFH presents this award to individuals for their outstanding past, present, and continued efforts to improve
and protect their communities. A native of Corozal, Puerto Rico, Ray arrived in New York in 1952 and became involved in issues of social justice after
experiencing the discrimination and underrepresentation of Puerto Ricans in the civic and political life of the city. Since then, he has been involved
in many community organizing activities, including the Williamsburg Coordinating Committee, which took the lead in the historic takeover of the
Clemente Plaza. The takeover led to the 1975 Federal Court Consent Decree that forced the acknowledgement of housing discrimination against
Puerto Ricans, Latinos and African Americans by city, state and federal authorities.
El Vice Presidente de Los Sures®, Ray Narvaez, recientemente recibió el Galardón Daisy Lopez del 2014 de Churches United for
Fair Housing (CUFFH) en su gala de aniversario. CUFFH les entrega ese galardón a individuos por sus esfuerzos en el pasado y el

Wormholes Exhibition Weaves Fine Arts and Williamsburg Residents at El Museo de Los Sures
La Exhibicion Wormholes Teje las Bellas Artes con Residentes de Williamsburg en en el Museo de Los Sures
El Museo de Los Sures recently hosted Italian artist Alice Schivardi
as an artist in residence in collaboration with the International Studio and
Curatorial Program (ISCP). Schivardi filtered her practice through her
time spent living and working in New York City to create her exhibition:
Wormholes.
A sound sculpture whispering memories, a video of strangers
continuously repeating her name as a kind of mantra, and the stories
woven in the hanging threads of her “embroidery drawings” comprised the
works in the exhibition. Using an approach that moves from the individual to
the universal, the artist collaborated with individuals and groups by asking
neighbors to tell a love story, giving relevance to each person’s singular
narrative and bringing to light that which would otherwise remain hidden.
The opening to her exhibition on April 22nd brought together a huge
crowd, making her first solo show in New York City a huge success.

Neighborhood Tenants Recognized for Protecting their Building

On May 1st, Los Sures ® recognized individuals who have dedicated themselves
to protecting their buildings and community and who have demonstrated leadership in
their tenant associations or co-ops. Assemblyman Joe Lentol, Assemblywoman Maritza
Davila, and representatives from Council Member Antonio Reynoso’s office stopped by to
congratulate and encourage the honorees.
Martin Needelman, Executive Director for Brooklyn Legal Services, received a special
recognition for all his hard work over the years to protect tenants.

Participate in City Council District 34’s Participatory Budgeting

In the last three years, Participatory Budgeting has been making strides in
New York City. In the next cycle, residents of Williamsburg and Bushwick that
live in City Council District 34 will be able to take part in the process. Through
Participatory Budgeting, voters will get to decide how to spend $1 million in the
district. Projects that have been funded through this process in other districts
include technology upgrades for schools, community centers upgrades, park
rehabilitations, and other projects benefiting the community.
Residents are encouraged to participate in planning committees to make it

Talleres de Animacion y Mas en The Annex
Under the direction of Begoña Rey, an invited Spanish artista and with the special collaboration of artista Pablo
Carpio, The Bob Smith Legacy Projects created audiovisual
and art workshops for the Community of the South Side.
The workshops were targeted at groups, families, and
senior citizens, with the purpose of sharing experiences and
developing new paths to unity among generations through
artistic expression.
On May 9th, works of arts created by the participants
were exhibited and celebrated in conjunction with the
“Sleepers and Dreamers” exhibition by artist Bob Smith
(Boston, 1944-1995).
The Annex is a new social space created by Medspan
Clinic in its former loaction at 248 Roebling Street. The Bob
Smith Legacy Projects is sponsored by the Foundation for
the Arts, a public foundation established by the New York
State Council on the Arts in 1971, under their Artspire Program. The Foundation´s broad purpose is to work with the
arts community nationwide to develop and facilitate programs in all disciplines.

Is Your Landlord Harassing You?

Harassment by an owner is a course of action intended to force a tenant out of his/her
apartment or to cause a tenant to give up rights granted to the tenant by the Rent Stabilization Law or Rent Control Law. No owner or anyone acting for the owner may interfere with a
tenant’s privacy, comfort, or quiet enjoyment of the tenant’s apartment. Interference includes
reducing services or engaging in baseless court proceedings. The Rent Code Amendments
of 2014 (RCA 2014) expanded such course of conduct to include the filing of false documents with or making false statements to DHCR.
Owners found guilty of tenant harassment by an administrative order after a hearing is
held, are subject to a fine of $2,000 for a first offense and up to $10,000 for each subsequent
offense. In addition, DHCR will permit no rent increases once there has been a finding of
harassment until there is a finding that the harassment has ended.
Harassment is a serious violation of a tenant’s rights. The New York State Division of
Housing and Community Renewal (DHCR) established the Enforcement Unit specifically to
handle harassment cases. The Unit is staffed with attorneys who specialize in this area of the
rent laws. They respond to all complaints of harassment made within New York State related
to rent regulated housing.
If you think you are a victim of harassment, you may obtain a “Tenant Statement of
Complaint(s) - Harassment” (DHCR Form RA-60H), from your Borough or County Rent Office

Operation Safe Child

On April 5th, Los Sures ® Social Services and the 90th
Precinct, the 90th Precinct Community Council, and the
Community Affairs Bureau hosted Operation Safe Child at 366
Hewes Street. At the event, NYPD representatives created ID
cards for children so that their parents can have the necessary
information in case of emergencies or kidnappings.
According to the New York State’s Sheriff’s Association,
“the information is stored in a statewide database and the
information is entirely voluntary and requires the written
consent of a parent or legal guardian. The Safe Child card
can be used in conjunction with the NYS Amber Alert and
Missing Child Alert programs. If a child goes missing, the Safe
Child program allows their information to be electronically
disseminated within minutes, significantly increasing the
possibility of bringing a missing child home.”

The Southside Community Garden is open for spring! Garden coordinators
and friends gathered on Saturday, April 5th to celebrate the kickoff of the season.
They composted, cleaned up dead plants and branches, filled the beds with

Burg Bites: Mountain Province
Tucked away on Meserole Street near Union Street, you will find Mountain Province, a family owned
coffee shop serving delicious fair trade coffee. The shop got its name from the region in the Philippines
where some of the coffee beans are grown. All beans are purchased through Bote Central, a company
which buys beans directly from farmers in bulk and sell them as is- they even let purchasers know exactly
where the beans come from and the profits that are made. Besides their coffee, visitors should not miss
their taro brioche and cassava cakes. Also popular are the coconut muffins and pineapple scones. All are
made in house and follow family recipes.

Party, Make the Road, and
impacted workers.
I also hosted my sixth
annual 26th District Community
Convention, bringing together
over 350 community members to
help shape the future of the District
and the State. The Convention
is a reminder that speaking up
and getting involved is worth it
-- you’re able to connect with likeminded neighbors, generate ideas
of your own, and help raise your
own voice in the most effective
way possible.
I’ve also been working on
a Neighborhood Parks Alliance
proposal
to
connect
wellfinanced conservancies with our
neighborhood parks most in need.
Today’s patchwork model for
funding our city’s parks, which are
vital to our civic infrastructure, is
wholly and completely inadequate.
We must fundamentally change
the system for parks all across the
city.

Assemblyman Joseph R. Lentol (D-North
Brooklyn) announced his support for legislation to
increase New York State’s minimum wage to $9.00
per hour a full year ahead of schedule and index
future increases to inflation (A.8343).
“A higher minimum wage helps everyone, from
workers to businesses,” Lentol said. “Putting more
money into the pockets of those most likely to spend
it increases demand for products, and in turn, jobs.”
Last year, the Assembly passed a law to increase
the minimum wage to $8.00 per hour starting on Dec.
31, 2013, and to subsequently increase it to $8.75
per hour at the end of 2014 and $9.00 per hour on
Dec. 31, 2015. This new legislation would require
the full increase to $9.00 per hour to take effect on
December 31, 2014, a full year in advance, and would
tie future increases to the annual rate of inflation
according to the Consumer Price Index (CPI).

about how to pay the rent or mortgage on a full-time
salary of less than $17,000 per year. Simply put, it’s
too long for hardworking Brooklyn families to wait.”
The new legislation would also benefit food
service workers by increasing the cash wage to $5.50
per hour immediately, to $6.20 per hour on Dec. 31,
2014, and by subsequently tying the cash wage to
annual inflation. Moreover, the bill requires a wage
board to conduct a review to ensure that cash wages
are adequate to protect the health and livelihood of
all workers in the hospitality industry.

In response to the recent spate of rent regulated
building owners intentionally destroying units in attempts
to drive tenants out, Senator Martin Malavé Dilan recently
introduced legislation making the practice a criminal act.
The measure will expand tenant protections by
establishing the crime of Sabotage of Rent Regulated
Accommodations, a class D felony. Existing tenant
protections prohibit the harassment of rent regulated tenants
in an attempt to drive them out. However, the recent rise in
intentional destruction of regulated units, and the severity of
the damage, are well beyond the scope of current law.

Council Member Reynoso Introduces His First Legislation

Council Member Antonio Reynoso introduced the Quality Housing Act, a new package of city legislation designed to preserve affordable housing units around the city through stronger enforcement of the housing maintenance code and stiffer penalties for negligent landlords. The bills will significantly strengthen how the Department
of Housing, Preservation, and Development (HPD) acts to ensure that more repairs get made and that negligent
building owners pay larger fines for violating the housing code.

Mobile Book Bus Set for 2015 Launch
St. Nicks Alliance’s BOOKlyn SHUTTLE, the mobile book bus aimed at fostering literacy
among North Brooklyn young people, was one of five winners of Participatory Budgeting in
the 33rd Council District, in which voters themselves determined how city funds are allocated.
The SHUTTLE received 636 votes and will receive $198,000, which will enable it to
be up and running by early 2015. It will be outfitted with books for young children to middle
schoolers. It will visit school and community events, giving all North Brooklyn children access
to books.
Lai-Wan Wong, Director of St. Nicks Youth and Education, which launched the SHUTTLE, said, “We’re thrilled that North Brooklyn voters shared with us the belief that reading
and access to books is absolutely essential to a community.”
A study by the Research in Social Stratification and Mobility found that the difference
between a bookless home and one with 500 books amounts to an average of 3.2 years of
further education.

El BOOKlyn SHUTTLE de St. Nicks Alliance, el autobús móvil con libros

This Spring El Puente staff, youth and adult members,
volunteers and community partners have been more active
than ever in green spaces in Williamsburg and Bushwick. In
April, El Puente held two events celebrating and activating
community gardens and parks in both neighborhoods, starting with El Puente Bushwick Center’s To Hope, With Love
campaign to revitalize Hope Ballfield, and the Green Light
District’s Hope in Bloom / Creciente Esperanza event connecting Los Sures community gardens with neighborhood
volunteers and students from El Puente Academy for Peace
& Justice. The El Puente Bushwick Center’s campaign, To Hope,
With Love, kicked off April 23rd with El Puente Bushwick
youth members unveiling the art they created for the park
and the community garden they founded there. The event
also included a press conference with Assemblywoman
Maritza Davila and Brooklyn Parks Commissioner Kevin
Jeffre​​y​, and ended with performances by El Puente’s dance
team, Dreams In Motion and spoken word collective, The
Poetic Kings of Bushwick. El Puente Bushwick members
are planning a full summer of programming and events in

On April 29th, approximately 70 students from El Puente Academy spent the afternoon with community gardeners from four new and veteran gardens in the Southside
cleaning, composting, silkscreening and brainstorming creative art projects for these green spaces in the community.
