Bienvenida
Estimados amigos,
Uruguay tiene el honor de ser Sede de la 12ª Reunión de la Conferencia
de las Partes (COP12) de la Convención sobre Humedales de Importancia Internacional, que se lleva a cabo del 1 al 9 de junio de 2015, en Punta del Este. La misma está organizada por el Ministerio de Vivienda, Ordenamiento Territorial y Medio Ambiente (MVOTMA) y el Ministerio de
Relaciones Exteriores (MRREE), en conjunto con la Secretaría de Ramsar
para la coordinación general de todas las actividades.
La Convención sobre los Humedales, llamada la Convención de Ramsar,
es un tratado intergubernamental que sirve de marco para la acción
nacional y la cooperación internacional en pro de la conservación y el
uso racional de los humedales y sus recursos.
La misión de la Convención es “la conservación y el uso racional de los
humedales, como contribución al logro de un desarrollo sostenible en
todo el mundo”.
Ramsar es el más antiguo de los modernos convenios intergubernamentales de carácter ambiental. Fue negociado en el decenio de 1960
entre países y organizaciones no gubernamentales preocupados por la
creciente pérdida y degradación de los hábitats de humedales para las
aves acuáticas migratorias. Se adoptó en la ciudad iraní de Ramsar en
1971 y entró en vigor en 1975.
En esta COP12 esperamos contar con la asistencia de alrededor de mil
participantes vinculados a esta tarea. Aspiramos a que este encuentro
permita, como históricamente lo ha hecho, un fructífero intercambio
de opiniones, experiencias, conocimientos, inquietudes y alianzas entre
grupos temáticos, en un ámbito de distendida camaradería.

Será una instancia en donde podremos exponer nuestros éxitos y nuestras dificultades, esperamos con gran entusiasmo los aportes de todos
los participantes, con la única finalidad de contribuir a mejorar los recursos naturales que representan los humedales y el gran desafío que
implica su conservación.
Estas instancias son fundamentales para crecer en la evidencia científica, hacer visible una vez más que podemos aportar al mundo un gran
bagaje de conocimiento, que tenemos la capacidad de resolver los desafíos actuales y de anticiparnos a desafíos futuros, tarea imprescindible
para el bienestar del medio ambiente, que depende de la responsabilidad de la convivencia saludable del hombre con el medio y, en especial,
de la concientización de las generaciones jóvenes.
Les damos la más cordial bienvenida a nuestro país y les invitamos a
participar activamente de la COP. Uruguay como anfitrión brindará lo
mejor de sí para que el encuentro resulte exitoso y satisfaga las expectativas de todos los asistentes.

Acerca de Ramsar
La Convención sobre los humedales, llamada la Convención de Ramsar,
es un tratado intergubernamental que sirve de marco para la acción
nacional y la cooperación internacional en pro de la conservación y el
uso racional de los humedales y sus recursos.

La Convención de Ramsar y su misión
La misión de la Convención es “la conservación y el uso racional de los
humedales mediante acciones locales y nacionales y gracias a la cooperación internacional, como contribución al logro de un desarrollo sostenible en todo el mundo”.
Los humedales están entre los ecosistemas más diversos y productivos.
Proporcionan servicios esenciales y suministran toda nuestra agua potable. Sin embargo, continúa su degradación y conversión para otros
usos.
En el marco de los “tres pilares” de la Convención, las Partes Contratantes se comprometen a:

trabajar en pro del uso racional de todos los humedales de su territorio;
designar humedales idóneos para la lista de Humedales de Importancia Internacional (la “Lista de Ramsar”) y garantizar su manejo
eficaz;
cooperar en el plano internacional en materia de humedales transfronterizos, sistemas de humedales compartidos y especies compartidas.

Uruguay
La República Oriental del Uruguay está situada en el Cono Sur de
Sudamérica, con fronteras con Brasil en el norte y noreste, Argentina
al oeste y el Río de la Plata y el océano Atlántico al sur y sureste
respectivamente. Uruguay cuenta con una superficie de 176.215 km2,
albergando a 3.300.000 habitantes, los que mantienen un alto nivel de
alfabetismo que alcanza al 97% de la población. La sociedad uruguaya es
cosmopolita como resultado de varias migraciones europeas sucesivas.
Es una sociedad abierta, con un gobierno democrático elegido por
elecciones libres cada 5 años, y promueve la tolerancia de religiones o
ideologías políticas y la no discriminación.
GOBIERNO – El Uruguay ha adoptado la forma de gobierno republicana y democrática bajo sistema presidencialista, divididas las tareas del
Estado en los clásicos poderes: el Ejecutivo, el Legislativo y el Judicial.
Cada cinco años, según la actual Constitución, el pueblo uruguayo,
amante de la libertad y la democracia, emite su voto obligatorio para
elegir las autoridades que gobernarán el país.

RELIGION – La Constitución de la República garantiza la libertad de cultos existiendo en el país diversas religiones. Pero la religión católica,
presente en el país a través de toda su historia, es la predominante
entre el pueblo uruguayo.
EDUCACIÓN – El sistema educativo oficial del Uruguay imparte una enseñanza laica, gratuita y obligatoria. Desde 1877 esto rige para la enseñanza primaria, extendiéndose, luego, la obligatoriedad para la enseñanza secundaria y la gratuidad a los niveles universitarios. El sistema
oficial laico no impide la enseñanza religiosa en los institutos privados.
SEGURIDAD – Uruguay es un país seguro para sus visitantes. Sin embargo, recomendamos tomar las precauciones habituales que se aplican en
todo el mundo para evitar incidentes desagradables.
IDIOMA – El idioma oficial del Uruguay es el español, siendo el inglés el
segundo idioma de enseñanza.
MONEDA – La moneda local es el peso uruguayo. En todas las ciudades
uruguayas encontrará casas de cambio que le podrán cambiar dólares y
euros sin ningún problema así como otras monedas principales.

ELECTRICIDAD – La corriente eléctrica es de 220 voltios / 50 htz.
PRODUCCIÓN – Con un clima templado y generalmente uniforme, su
principal producción se basa en la ganadería y agricultura, y el país está
ubicado en una de las regiones más extensas del mundo de ganado
bovino y ovino, con sus grandes países vecinos agrícolas y ganaderos
como Brasil, Argentina, Paraguay y Chile.
CLIMA – El clima es relativamente suave, el país tiene una temperatura
uniforme durante todo el año.

EMBAJADAS, CONSULADOS, REPRESENTACIONES EXTRANJERAS – Uruguay ha dispuesto un mecanismo para facilitar el proceso de obtención
de visas para los delegados de los países en los que Uruguay no tiene
consulado o u un procedimiento alternativo diseñado para gestionar
estos trámites.

Punta del Este
Punta del Este es uno de los centros turísticos más conocidos y glamorosos de Sudamérica. Se encuentra ubicado al Este de Montevideo
(capital de Uruguay) a 135 km aproximadamente, donde las aguas del
Río de la Plata se juntan con el océano Atlántico. Cuenta con playas en
toda su extensión, una denominada “Brava” y otra “Mansa”. Se pueden
encontrar casas de playa elegantes, altos edificios y todo tipo de restaurantes: francés, italiano, español, chino, árabe, comida rápida y parrilla
(comida típica uruguaya).
En verano, es muy popular entre los argentinos, brasileños y uruguayos,
siendo el principal balneario al sur de América del Sur. En invierno, se
caracteriza por ser anfitrión de congresos y conferencias.
La ciudad es un lugar ideal para relajarse y disfrutar de la belleza natural
y arquitectónica.
La pureza de las aguas de mar es tratada como un tesoro. Punta del Este
cuenta con 40 kilómetros de playas.
Tiene dos islas frente a la costa, la Isla Gorriti, con forestación variada
y la Isla de Lobos que posee una reserva ecológica de Lobos de Mar.
Ambas pueden visitarse en temporada de primavera y verano. En invierno existen paseos pero siempre supeditado al estado del tiempo
en altamar.
Casapueblo: es una de las construcciones más emblemáticas del país
ubicada en Punta Ballena. Es la obra del famoso artista uruguayo Carlos Páez Vilaró, donde cada atardecer se convierte en una ceremonia
mística.
Punta Ballena: a solo unos pocos kilómetros de Punta del Este, es un
mirador natural desde donde es posible disfrutar de una vista hermosa
y única.
La Barra: se encuentra a 10 km aproximadamente de la península. Con
características geográficas que dan a este lugar un estilo exclusivo. Posee un puente ondulante que se realizó para el tránsito de los turistas
de un lado a otro del arroyo de Maldonado.

INFORMACIÓN DE LA COP12
La 12ª Reunión de la Conferencia de las Partes Contratantes de la
Convención de Ramsar sobre los Humedales (COP12) se llevará a cabo
en el Hotel Conrad de Punta del Este, Uruguay, del 1 al 9 de junio de
2015, con la celebración de la 49ª reunión del Comité Permanente
prevista para el 1 de junio de 2015 y un día adicional de reuniones
regionales a realizarse el 2 de junio de 2015.
Las Partes Contratantes de Ramsar, o estados miembros, se reunirán
para evaluar el progreso de la Convención y el uso sustentable de los
humedales hasta el momento, compartir conocimientos y experiencia
en asuntos técnicos, y planearán su propio trabajo y el de la Secretaría
para el próximo trienio.
El eslogan de la conferencia es “Humedales para nuestro futuro”.
Además de las delegaciones oficiales de las Partes Contratantes, la
elegibilidad para participar en la COP en calidad de observadores
incluye a las delegaciones de los gobiernos de estados no parte y
a los representantes de organizaciones intergubernamentales, de
organizaciones reconocidas no gubernamentales que trabajan en el
área de la conservación y del uso sustentable de los humedales, y de
agencias gubernamentales que no forman parte de la delegación oficial
de su país.
Ramsar COP12 le brindará la oportunidad a los participantes de asistir a
varios eventos paralelos en temas globales y regionales de interés para
la Convención y los asuntos de la COP.

Por razones de control y de seguridad se solicita a los participantes el
uso de la tarjeta de identificación durante toda la Conferencia y eventos
sociales.
En caso de extravío de la misma, se ruega notificar en el Sector de

Se controlará asimismo el acceso al Centro de Conferencias como así
también a las salas correspondientes.
Jetmar como agencia de viajes oficial del congreso ha instrumentado
un servicio de traslado regular, desde el Aeropuerto de Montevideo y
el Aeropuerto de Punta del Este hacia los hoteles oficiales del evento
publicados en página del congreso y viceversa para los días posteriores
a la finalización del evento.
Los pasajeros que contraten este servicio tendrán una espera menor a
55 minutos en aeropuerto luego de su arribo.

junio y para las partidas del 8, 9 y 10 de junio.

El Stand de Información brindará de continuo detalles sobre la
Conferencia y actividades paralelas. Estará ubicado en el lobby de la
Sede en el horario de funcionamiento de la Conferencia.
Los idiomas oficiales de la Conferencia son inglés, francés y español.
Los participantes recibirán auriculares a la entrada de cada Conferencia
en los salones provistos de equipo de traducción. Para obtener
un auricular, los participantes deberán entregar un documento de
identificación que le será devuelto a la salida de la sala. Los participantes
que no devuelvan o extravíen el auricular deberán abonar el costo del
equipo (USD 300). Cada sala cuenta con sus propios auriculares. Por lo
tanto se ruega no trasladar los mismos de una sala a otra.

Uruguay cuenta con una gran riqueza de humedales de diversos tipos

de especies y ambientes que contienen, estos humedales son sitios de
gran relevancia para la producción de alimentos.
La visita a los diferentes circuitos de humedales se realizará el domingo
7 de junio. Están previstos 8 circuitos, y los participantes deberán optar
por uno de ellos.
Los humedales ocupan el 6% de los suelos del mundo y están presentes
en todos los continentes. En Uruguay esta cifra supera el 12% del
territorio continental. Algunos de estos ecosistemas uruguayos son
reconocidos internacionalmente como humedales de importancia
internacional, es así que se alcanza el 2,5% del territorio nacional en
categoría Ramsar.
El Gobierno Nacional asume el compromiso de avanzar en políticas
de protección de estos sitios, en el marco del acuerdo internacional
de Ramsar. En diciembre de 2014, se redelimitó y reclasificó el sitio
Bañados del Este y Franja Costera con un incremento de 24.128
hectáreas y se actualizó Esteros de Farrapos e Islas del Río Uruguay. A
su vez, se propuso la incorporación de Laguna de Rocha, lo que implica
un crecimiento adicional de 11.000 hectáreas de humedales.
Reforzando estas acciones, en los últimos meses, tres nuevas áreas
pasaron a formar parte del Sistema Nacional de Áreas Protegidas
(SNAP): Laguna de Garzón, compartida por Maldonado y Rocha;
Montes del Queguay, en Paysandú; y Humedales de Santa Lucía
inmerso en el corazón del área metropolitana, cuya superficie abarca
tres departamentos del país (Canelones, Montevideo y San José). Estas
áreas incluyen sectores muy significativos de humedales que pasan
entonces a regirse bajo la protección definida en el marco del SNAP.
Este conjunto de definiciones demuestran el compromiso de Uruguay
para la protección de humedales, que incluso trasciende lo asumido en
el marco del Convenio de Ramsar.

Dear Friends,
Uruguay is honored to be hosting the12th Meeting of the Conference of
the Contracting Parties to the Ramsar Convention on Wetlands (COP12),
June 1st to 9th 2015 in Punta del Este. The Conference is hosted by the
Ministry of Housing, Territorial Ordinance and Environment (MVOTMA)
and the Ministry of Foreign Affairs (MRREE), together with Ramsar
Secretariat for the general coordination of all activities.
The Convention on Wetlands, called the Ramsar Convention, is an
intergovernmental treaty which is the framework for national actions
and international cooperation for the preservation and rational use of
wetlands and its resources.
The Convention’s mission is“the conservation and wise use of all
wetlands, as a contribution towards achieving sustainable development
throughout the world”.
Ramsar is the oldest of the modern global intergovernmental
environmental agreements. The treaty was negotiated through the
1960s by countries and non-governmental organizations concerned
about the increasing loss and degradation of wetlands habitat for
migratory waterbirds. It was signed in the Iranian city of Ramsar in
1971 and came into force in 1975.
In this event we shall be able to present our successes and our difficulties;
we eagerly expect the contribution of all participants, with the sole aim
to contribute to improve the natural resources of the wetlands and the
challenging task ahead to preserve them.
These events are of paramount importance in order to accumulate
scientific evidence, to make the world aware once more that we can
contribute with a load of knowledge and that we are able to solve current
challenges, as well as prevent future ones. An essential undertaking
to preserve the quality of the environment, which depends upon the
responsible healthy coexistence of mankind with the environment and
particularly, the awareness of the younger generations.
We welcome you warmly to our country and we invite you to take an
active part in COP12. Uruguay as a host will make its best efforts for the
meeting to be a success and to fulfill the expectations of all participants

The Ramsar Convention and its misión
The Convention’s mission is “the conservation and wise use of all wetlands
through local and national actions and international cooperation, as a
contribution towards achieving sustainable development throughout
the world”.
Wetlands are among the most diverse and productive ecosystems. They
provide essential services and supply all our fresh water. However they
continue to be degraded and converted to other uses.
The Convention uses a broad definition of wetlands. It includes all lakes
and rivers, underground aquifers, swamps and marshes, wet grasslands,
peatlands, oases, estuaries, deltas and tidal flats, mangroves and other
coastal areas, coral reefs, and all human-made sites such as fish ponds,
rice paddies, reservoirs and salt pans.
Under the “three pillars” of the Convention, the Contracting Parties
commit to:

designate suitable wetlands for the list of Wetlands of International
Importance (the “Ramsar List”) and ensure their effective
management;
cooperate internationally on transboundary wetlands, shared
wetland systems and shared species.

Uruguay
The República Oriental del Uruguay is located in the Southern Cone
of South America, bordering with Brazil on the north and northeast,
Argentina to the west and the Río de la Plata and the Atlantic ocean to
the south and southeast respectively. Uruguay is 176,215 km2 in area,
witha population of 3.300.000. There is a high level of literacy reaching
97% of the population.
Thanks to a mild climate, Uruguay’s main production is based on
livestock and agriculture.The country is located in one of the most
extensive regions in the world of cattle and sheep breeding, together
with its large agricultural and livestock neighboring countries such as
Brazil, Argentina, Paraguay and Chile.
The Uruguayan society is made up of several successive European
migrations. It is an open society, with a democratic government elected
by free elections every 5 years, promoting tolerance of religious and
political ideologies as well as non-discrimination.
GOVERNMENT – Uruguay has a republican and democratic Presidential
system, divided in: Executive, Legislative and Judicial. Every five years
the Uruguayanpopulation electsthe officials who will govern the
country.
RELIGION - The Constitution of the Republic guarantees freedom of
worship, there are several religions coexisting. However, the Catholic
religion is the prevalent one among people in Uruguay.
EDUCATION – The formal education system of Uruguay is Secular, Free
and Compulsory. Since 1877 this applies to primary education. A few
years later secondary education was declared compulsory too and the
public University is free. The secular official system does not prohibit
religious education in private institutes.
SECURITY – Uruguay is a safe country for visitors. However, we suggest
taking the usual precautions in order to avoid unpleasant incidents.
LANGUAGE – The official language is Spanish, English is the second
foreign language.

CURRENCY – The local currency is the uruguayan peso. Exchange houses
are found easily and change any major currency (American Dollars,
Euros or other). ATM machines are also spread out around the country.
Punta del Este
ELECTRICITY – The electric power is 220 volts / 50 htz.
Punta del Este is one of the most famous and glamorous resorts in
South America. It is located 130 km to the east of Montevideo (capital of
Uruguay), at the meeting of the Rio de la Plata and the Atlantic Ocean.
It is surrounded bybeaches called “Brava” and “Mansa”. You can find
elegant beach mansions, high rise condos and all kinds of restaurants:
French, Italian, Spanish, Chinese, Arabic, fast food and grill (typical
Uruguayan food).
CLIMATE – The climate is temperate maritime and the temperatures are
mild throughout the year.

In summer, it is popular among Argentines, Brazilians and Uruguayans,
being the most upscale resort in southern South America. In winter, it is

Punta del Este has 40 kilometers of beaches.
There are two islands close to the shore: Gorriti Island, with a forest
of acacias, pine trees and eucaliptus and Sea Lions’ Island which is a
nature preserve. Both can be visited throughout the year but excursions
are always subject to weather and sea conditions.
Casapueblo: Located in Punta Ballenait is one of the most emblematic
constructions of the country. It is the work of famous Uruguayan artist
Carlos PáezVilaró, every sunset becomes a mystical ceremony in this
site.
Punta Ballena: Only a few kilometers away from Punta del Este, this
peninsula is a natural viewpoint to enjoy a breathtaking view.
La Barra: 10 km away from the peninsula connected by the undulating
bridges across the arroyo Maldonado, this place has unique style and
architecture as well as natural beauties.

COP12 INFORMATION
The 12th Meeting of the Conference of the Contracting Parties to the
Ramsar Convention on Wetlands (COP12) will be held in Punta del Este
at the Conrad Resort, Uruguay, from 1 – 9 June 2015with the 49th
meeting of the Standing Committee planned for the 1 June 2015, and
an additional day of regional meetings on 2 June 2015.
Ramsar Contracting Parties, or member states, will gather to assess the
progress of the Convention and the sustainable use of wetlands to date,
share knowledge and experience on technical issues, and plan their
own and the Secretariat’s work for the next triennium.
The slogan for the conference is “Wetlands for our future”.
Eligibility to participate
In addition to official delegations from the Contracting Parties, eligibility
to participate in the COP as observers is extended to delegations
from the governments of non-Party states and to representatives of
intergovernmental organizations, of recognized non-governmental
organizations that are working in the field of wetland conservation and
sustainable use, and of government agencies that are not part of their
country’s official delegation.

Wetlands in Uruguay
Circuits of Wetlands - COP 12 Ramsar
Uruguay has a great variety of wetlands of diverse types and areas,
spread into different locations. Besides the biodiversity of species
and environments they contain, these wetlands are areas of great
importance for food production.
The visit to several wetlands circuits will take place on Sunday June 7th.
There are 8 circuits that participants must choose from.
Wetlands occupy 6% of the territory in the world in all continents. In
Uruguay wetlands are 12% of the continental territory. Some of these
Uruguayan ecosystemsare renowned as being of world importance; the
Uruguayan territory is thus reaching 2.5% in Ramsar category.
The Uruguayan government has taken upon itself the commitment to
advance policies in order to protect these sites, within the framework
of the international Ramsar Convention. In December 2014 the sites
Bañados del Este (Eastern wetlands) and Franja Costera(Coastal Strip)
were reclassified and re-delimited increasing the total area to up to
24.128 hectares, whereas Esteros de Farrapos and Islasdel Rio Uruguay
(River Uruguay Islands) were updated. Furthermore, a proposal was
made to incorporate Laguna de Rocha thus increasing the wetlands by
11.000 hectares.
In order to reinforce these measures, three new areas have been
included into the Sistema Nacional de Áreas Protegidas (SNAP)Protected Areas National System (PANS): Laguna de Garzon, spreading
over to Maldonado and Rocha; Montes del Queguay in Paysandú; and
Humedales de Santa Lucia in the metropolitan area, whose area spreads
over three departments (Canelones, Montevideo and San José). Within
these areas there are wetlands which fall under the protected area
definitions within the framework of the SNAPS.
These set of definitions underline Uruguay’s commitment to the
protection of wetlands that even transcends the guidelines within the
framework of the Ramsar Convention.

L’Uruguay a l’honneur d’être le siège de la 12e Session de la Conférence
des Parties (COP12) à la Convention sur les zones humides d’importance
internationale, qui se tiendra du 1er au 9 juin, à Punta del Este. Cette
Session est organisée par le Ministère du Logement, l’Aménagement
du Territoire et l’Environnement (MVOTMA) et le Ministère des Affaires
étrangères (MRREE), conjointement avec le Secrétariat de Ramsar pour
la coordination générale de toutes les activités.
La Convention sur les zones humides, appelée Convention de Ramsar,
est un traité intergouvernemental servant de cadre pour l’action
nationale et la coopération internationale en faveur de la conservation
et de l’utilisation rationnelle des zones humides et de leurs ressources.
La mission de la Convention est “la conservation et l’utilisation
rationnelle des zones humides, comme contribution pour atteindre un
développement durable dans tout le monde”.
Ramsar est la convention la plus ancienne des conventions modernes
intergouvernementales à caractère environnemental. Elle a été
négociée dans les années 1960 entre les pays et les organisations non
gouvernementales préoccupés par la perte croissante et la dégradation
des habitats des zones humides pour les oiseaux aquatiques migrateurs.
Elle a été adoptée à Ramsar, ville iranienne, en 1971 et elle est entrée
en vigueur en 1975.
A la COP12, nous espérons compter sur l’assistance de mille participants
liés à cette tâche. Nous désirons que cette rencontre facilite, comme

et à la coopération internationale pour la conservation et l’utilisation
rationnelle des zones humides et de leurs ressources.

La Convention de Ramsar et sa mission
La Convention a pour mission «La conservation et l’utilisation rationnelle
des zones humides par des actions locales, régionales et nationales
et par la coopération internationale, en tant que contribution à la
réalisation du développement durable dans le monde entier».
Les zones humides sont parmi les écosystèmes les plus divers et les plus
productifs. Elles fournissent des services essentiels et toute notre eau
douce. Toutefois, elles continuent d’être dégradées et transformées
pour d’autres usages.
Dans le contexte des «trois piliers» de la Convention, les Parties
contractantes s’engagent:

à œuvrer pour l’utilisation rationnelle de toutes leurs zones
humides;
à inscrire des zones humides appropriées sur la Liste des zones
humides d’importance internationale (la « Liste de Ramsar ») et à
assurer leur bonne gestion;

transfrontières, les systèmes de zones humides partagés et pour
les espèces partagées.

Uruguay
La République Orientale de l’Uruguay, située au cône sud de l’Amérique
du Sud, limite au nord et au nord-est avec le Brésil, avec l’Argentine
à l’ouest, avec le Río de la Plata au sud et avec l’océan Atlantique au
sud-est. Avec une superficie de 176.215 km2, l’Uruguay compte 3 300
000 habitants et sa population a un niveau élevé d’alphabétisation, de
l’ordre de 97%.
Ce pays au climat tempéré, généralement uniforme, est situé dans l’une
des régions les plus étendues du monde consacrées à l’agriculture et
plus particulièrement à l’élevage de bovins et d’ovins, ainsi que ses pays
voisins, le Brésil, l’Argentine, le Paraguay et le Chili.
D’origine cosmopolite, la population uruguayenne est le résultat de
plusieurs vagues successives d’immigrés européens. C’est une société
ouverte, au gouvernement démocratique élu au scrutin libre et direct
tous les cinq ans. Elle favorise la tolérance en matière religieuse et
politique et l’absence de discrimination.
GOUVERNEMENT – L’Uruguay a adopté la forme de gouvernement
républicain et démocratique selon le système présidentialiste, les
fonctions de l’Etat étant réparties par les trois pouvoirs classiques:
exécutif, législatif et judiciaire. Conformément à la Constitution actuelle,
le peuple uruguayen, fier de sa liberté et de la démocratie, émet son
vote obligatoire tous les cinq ans pour élire les autorités appelées à
gouverner le pays.
RELIGION – La Constitution de la République garantit la liberté des
cultes et admet la pratique de diverses religions, mais c’est la religion
catholique, présente en Uruguay depuis ses origines historiques, qui est
majoritaire chez les Uruguayens.
ÉDUCATION – Le système d’enseignement officiel en Uruguay se fonde
sur une éducation laïque, gratuite et obligatoire. Appliqué depuis 1877
à l’enseignement primaire, ce système étendit plus tard la scolarité
obligatoire à l’enseignement secondaire. La gratuité est également la
règle au niveau universitaire. Le système officiel laïque n’empêche pas
l’enseignement religieux dans des établissements privés.

SÉCURITÉ - L’Uruguay est un pays sûr pour ses visiteurs. Il est cependant
recommandé de prendre les précautions habituelles pratiquées dans le
monde entier pour éviter tout incident désagréable.
LANGUE - La langue officielle de l’Uruguay est l’espagnol. L’anglais
langue étrangère est la deuxième langue enseignée.
MONNAIE – La monnaie locale est le peso uruguayen. Il existe dans
toutes les villes de l’Uruguay des maisons de change qui peuvent changer
des dollars américains, des euros ou d’autres devises principales.
ÉLECTRICITÉ – Le courant électrique est en Uruguay de 220 volts / 50
hertz.
PRODUCTION – Avec un climate tempéré , sa production principale
est basée sur l’élevage et l’agriculture . Le pays est situé dans une des
plus grandes régions dans le monde de bovins et de moutons , avec ses
grands pays voisins Brésil, Argentine , Paraguay et Chili .

températures assez régulières tout au long de l’année.

Punta del Este
Punta del Este est l’ un des centres touristiques les plus connus et
prestigieux de l’Amérique du Sud. Situé à environ 135 km à l’est de
Montevideo (la capitale de l’Uruguay), à l’endroit où les eaux du Río
de la Plata rencontrent l’Océan Atlantique, Punta del Este dispose de
plages sur toute son étendue, l’une appelée “Brava” et l’autre “Mansa”.
On y trouve des villas élégantes, des tours et des restaurants pour tous
les goûts, français, italiens, chinois, arabes, ainsi que des bistrots, des
restaurants de cuisine rapide et de viandes grillées (cuisine typique
uruguayenne).
Très fréquentée en été par des Argentins, des Brésiliens et des
Uruguayens, cette station balnéaire est la principale au sud de
l’Amérique du Sud. En hiver elle accueille souvent des congrès et
conférences.
C’est une ville idéale pour la détente et le plaisir de découvrir la beauté
de ses sites naturels et de son architecture.
La propreté de ses eaux de mer est traitée comme un trésor. Punta del
Este compte un chapelet de plages sur 40 km.
Casapueblo: Ce site, perché sur les pentes de Punta Ballena, est l’un
des plus emblématiques de l’Uruguay. Il s’agit de l’œuvre d’un célèbre
peintre uruguayen, Carlos Páez Vilaró. A chaque coucher de soleil, il
devient le siège d’une cérémonie mystique.
Punta Ballena: A quelques kilomètres de Punta del Este, Punta Ballena
est un belvédère naturel d’où il est possible de profiter d’une vue
magnifique et unique.
La Barra: Elle se trouve à 10 km environ de la péninsule de Punta del
Este. Les caractéristiques géographiques de La Barra en font un site
au style exclusif. Deux ponts ondulants permettent la circulation des
touristes dans les deux sens sur le fleuve de Maldonado.

COP12 INFORMATION
La 12e Session de la Conférence des Parties contractantes (COP12) à la
Convention de Ramsar sur les zones humides (COP12) aura lieu à l’Hôtel
Conrad de Punta del Este, Uruguay, du 1er au 9 juin 2015, parallèlement
avec la 49ème réunion du Comité permanent prévue le 1er juin 2015,
et une journée supplémentaire de réunions régionales le 2 juin 2015.
Les Parties contractantes ou Etats membres à la Convention de Ramsar
se réuniront afin d’évaluer les progrès de la Convention et l’exploitation
durable des zones humides jusqu’à ce jour, partager des connaissances
et des expériences sur des questions techniques et organiser leur propre travail et celui du Secrétariat pour la prochaine période triennale.
La devise de la conférence est “Les zones humides pour notre avenir ”.
Outre les délégations officielles des Parties contractantes, sont admis à
participer à la COP des observateurs de délégations de gouvernements
d’Etats non parties et de représentants d’organisations intergouvernementales, d’organisations non gouvernementales reconnues travaillant
dans le domaine de la conservation des zones humides et de leur exploitation durable, et d’institutions gouvernementales ne faisant pas
partie de la délégation officielle de leur pays.
La tenue de Ramsar COP12 permettra aux participants d’assister à des
manifestations parallèles sur des thèmes de portée mondiale et régionale relatifs aux questions se rapportant à la Convention et à la COP. A
la fin janvier 2015, le Secrétariat de Ramsar lancera sur le site web et
le forum un appel à l’organisation de manifestations parallèles et d’expositions.

Les zones humides
en Uruguay
L’Uruguay possède une grande richesse en zones humides de
divers types et étendues, réparties dans les différentes régions de
son territoire. Outre la diversité d’espèces et d’entourages qu’elles
contiennent, ces zones humides sont des sites très importants pour la
production d’aliments.
Les zones humides occupent 6% des sols du monde et sont présentes
sur tous les continents. En Uruguay, ce chiffre dépasse 12% du territoire
continental. Quelques écosystèmes uruguayens son reconnus au niveau
international comme des zones humides de grande importance, c’est
pourquoi 2,5% du territoire national atteint la catégorie Ramsar.
Le gouvernement national assume l’engagement d’avancer dans les
politiques de protection de ces sites, dans le cadre de la Convention
internationale de Ramsar. En décembre 2014, la nouvelle délimitation
et le reclassement du site Bañados (marais) del Este et Bande littorale
ont abouti à un accroissement de 24.128 hectares. Les Esteros (étangs)
de Farrapos et les Iles du Río Uruguay ont été également mis à jour.
On a aussi proposé l’incorporation de la Laguna (lacune) de Rocha, ce
qui implique une croissance additionnelle des zones humides de 11.000
hectares.
En réaffirmant ces actions au cours des derniers mois, trois nouvelles
aires ont été inscrites au Système national d’Aires protégées (SNAP):
Laguna de Garzón, lacune partagée par les départements de Maldonado
et Rocha; Montes (forêts) del Queguay, au département de Paysandú;
et Humedales (zones humides) de Santa Lucía, site situé au cœur de
l’aire métropolitaine, dont la surface couvre trois départements du
pays (Canelones, Montevideo et San José). Ces aires comprennent
des secteurs très significatifs de zones humides qui bénéficieront de la
protection déterminée par le SNAP.
Cet ensemble de décisions montrent l’engagement de l’Uruguay envers
la protection des zones humides, compromis qui dépasse le cadre de la
Convention de Ramsar.
