cuentro de Tambores en Juncos
El pasado 2 de septiembre, se celebró el 4to Encuentro de Barriles de Bomba en Juncos y un alegre grupo
de viequenses puso a bailar a muchos al ritmo de Sicá,
Gracimá y Holandé. El himno de la Isla Nena sonó al ritmo
de Sicá en la voz de Myrna Pagán, acompañada por niños,
jóvenes y adultos tocando a un solo son. El Centro Educativo Oasis Viequense, junto a sus estudiantes, padres
y comunidad se han dado a la tarea, por más de 3 años,
de rescatar este género en la Isla, con la colaboración de
muchos talentos del patio y de la Isla Grande. El resultado
de ésto es que hoy, nuestros jóvenes son los embajadores del arte y la cultura viequense. Un agradecimiento a todas aquellas personas que hicieron posible ésto;

Viequense Educational Center along with the students,
parents and community has devoted three years to reviving the Bomba Rhythm on the island. They have been
joined by many local musicians and collaborators from
the Big Island. The result of this dedication is that today
we are proudly represented by our young ambassadors
of Vieques art and culture. Our thanks to all those who
have made this presentation possible: the Municipality of
Juncos, Margarita Vélez, Norma Salazar and her marvelous group, Villa Coral Guesthouse, Arenamar Sun Bay’s
Cafe, Dennise and Carlos transportation. Kudos to our
Viequense youngsters, who embrace the culture of our
island and bring new life to the Isla Nena. n

Un equipo multisectorial organiza esfuerzos para
conservar varios lugares de gran importancia cultural
de Vieques: sitio arqueológico Hombre de Puerto
Ferro, las Tumbas de Le Guillou y las locomotoras de la
Central Esperanza. El sábado, 13 de octubre de 9am a
12pm impactará el área Hombre de Puerto Ferro. Estudiantes, maestros, jóvenes de la Liga Atlética Policiaca,
personal municipal, la Asociación de Comerciantes de
Vieques, El Hotel W, la compañía Aluma, el Fideicomiso
de Conservación e Historia de Vieques y miembros de
la comunidad en general recogerán basura, escombros, podarán arboles y arbustos, repartirán literatura
y prepararán letreros en el lugar.
Bajo la coordinación del Museo Fuerte Conde de
Mirasol, Instituto de Cultura Puertorriqueña, el equipo
se reúne regularmente para diseñar estrategias para la
conservación e integración de estos recursos culturales
viequenses en un programa de turismo cultural.
Están todos invitados a participar el 13 de octubre.

A multisector team organizes efforts to conserve
several important cultural sites on Vieques: Puerto
Ferro Man archaeological site, Le Guillou tombs and
the Esperanza Sugar Mill trains. On Saturday, October
13 from 9am to 12pm, the group will be at the Puerto
Ferro Man site. Students, teachers, youth from the
Police Athletic League, municipal employees, Vieques
Commerce Association, Hotel W, Aluma Construction,
VCHT and the general community will remove trash,
rubble, cut thorny brush, hand out literature and
prepare signs at the site.
The Fort Count Mirasol Museum of the Institute of
Puerto Rican Culture coordinates the group that meets
regularly to design strategies to conserve and integrate these Viequense cultural resources in a program
of cultural tourism.
Everyone is invited to participate on Ocober 13th.

Drumming Festival in Juncos
The 4th Festival of Bomba Drums was celebrated in
Juncos, Puerto Rico on September 2 and a jubilant group
of Viequenses set the crowd dancing to the rhythm
of Sicá, Gracimá and Holandé. The Hymn to the Isla

Ánforas de Luz consiste de una colección de 21 obras de arte pintadas por las artistas viequenses Norma
Torres y Sandra Reyes. Fue expuesta por primera vez
en Vieques en el Museo Fuerte Conde de Mirasol en
abril de 2009, pero nació en el 2003, cuando Norma
Torres atravesaba su proceso de quimioterapia.
Durante este tiempo, pudo “desahogar” sus emociones
pintando y aún escribiendo versos sobre ello. Dos
años después, se encontró con Sandra Reyes, artista
que comenzaba su trayectoria y quedó impactada con
los dibujos de Norma. Después de varios años, se formalizó el proyecto. Aunque Ánforas de Luz es dedicado
a los sobrevivientes de cáncer, el mensaje que emana
es para todos nosotros. Estas obras nos llevan por el
viaje angustioso desde el diagnóstico, los síntomas,
los temores y ansiedades hasta llevarnos al umbral de
la sanación y la esperanza, y posteriormente a la gratitud y celebración de la vida. Se resalta la valentía de
un sobreviviente, porque a pesar de la desesperanza
y el pánico, continúa batallando con la enfermedad,
hasta vencerla. Y así como ellos lo hicieron, inspira a
aquellos que aún están pasando por el proceso de quimioterapia o cualquier otro tratamiento a mantener la
esperanza viva y le nutre el poder del deseo de seguir
viviendo. Y a todo aquel que nunca ha tenido su vida en
“jaque”, le lleva a apreciar la sencillez y la grandeza de
lo que posee: “aliento de vida”. Esta sencilla muestra
de obras exalta la celebración de la vida. Cada pintura
va acompañada de poesía y reflexiones que refuerzan
la profundidad del mensaje: Vive cada segundo de tu
vida feliz y a plenitud. Por medio de la colaboración
del Instituto de Cultura Puertorriqueña y de Robert
L. Rabin, director del Museo Fuerte Conde de Mirasol,
será expuesta en el pasillo del Centro de Cáncer en
el Hospital Auxilio Mutuo desde el 15 de septiembre
hasta el 15 de octubre del 2012. n

Hospital
Amphorae of Light is a collection of 21 works of
art painted by the viequense artists Norma Torres
and Sandra Reyes. It was exposed for the first time in
Vieques in the Museum Fort Conde de Mirasol in April
2009, but it was born in 2003 when Norma Torres
was going through her chemotherapy process. During
this time she could “vent” her emotions by painting
and even writing verses about it. Two years later she
stumbled upon Sandra Reyes, an artist beginning her
career and was touched by Norma’s drawings. After
a few years the project was formalized. Even though
Amphorae of Light is dedicated to cancer survivors
,the message it emanates is for all of us. These paintings take us through the disturbing journey from the
diagnostics, symptoms, fears and anxieties to the
threshold of healing and hope, and later to gratitude
and the celebration of life. The bravery of a survivor is
highlighted, because, even though there exists hopelessness and panic, they continue battling the disease
until defeating it. And like those who did, it inspires
those who are still going through chemotherapy or
any other treatment to keep hope alive and feeds the
power of desire to keep living. And to those, whose life
hasn’t been in “check”, helps them appreciate the simplicity and greatness of possessing the “breath of life”.
This sample of works exalts the celebration of life. Each
painting is accompanied by poetry and reflections
that strengthen the depth of the message: Live every
second of your life with plenitude and gratitude.
Thanks to the efforts of Institute of Puertorrican
Culture and Robert L. Rabin, director of The Fort
Museum this exhibit will be at Cancer Center in Auxilio
Mutuo Hospital from September 15th through October
15th, 2012. n

Opening of Visitor’s Center at Parque la Ceiba de Vieques

Es con sumo placer dirigirnos a ustedes para
participarles que el Centro de Visitantes del Parque
La Ceiba de Vieques fue inaugurado para el disfrute
de la comunidad, amigos y visitantes. Luego de la
aportación comunitaria de los amigos de la Ceiba,
se logra proveer una estructura reparada, pintada y
rotulada con información sobre el árbol de la Ceiba
y nuestro proyecto comunitario.
Como marco, se dedica gran trabajo al mantenimiento y ornato alrededor del árbol de Ceiba, se
colocan piedras de carácter amigable, creando un
área de protección al árbol. Se sembraron plantas
y se realizaron trabajos de limpieza, logrando abrir
una ventana a la playa.
El esfuerzo de la comunidad rinde frutos y el
resultado es tangible. En la actividad participaron
voluntarios, amigos, visitantes y varios auspiciadores.
Todos disfrutaron de una día mágico, que
comenzó con la realización de talleres de juegos
tradicionales, lectura de cuentos, maquillaje taíno,
y educación sobre la primera Reserva Marina de
Isla Verde.
En la ceremonia de apertura, dirigida por Myrna
Pagán, se recibió la bendición de parte de la comunidad religiosa, Gilda Pimentel ofreció su “Relato
de la Ceiba,” disfrutaron de declamaciones por
Norma Torres y Atabeira T. Danois, el Grupo Oasis
Viequense deleitó con su música afro-antillana y
acompañó a Myrna, quien cantó “Verde Luz” y el
“Himno de Vieques.” Además, se pintó un mural
con el emblema de la Ceiba, donde los participantes imprimieron sus huellas como símbolo de
su participación.
Vieques cuenta con un lugar histórico y cultural
para el disfrute de la comunidad y visitantes. Sirve
de ejemplo de actividad ciudadana y el rescate,
vía la restauración de sus lugares públicos para el
beneficio de la comunidad. La participación activa
de la comunidad es crucial para ayudar a Vieques y
para nuestro éxito.
Este es el comienzo o primera piedra de lo
que pretendemos se convierta en el Parque de
La Ceiba. El proyecto consiste en la creación de
veredas paisajistas, para caminar, correr bicicleta o
trotar. El Parque cuenta con varias playas, las cuales
serán objeto de limpieza ecológica, rotulación de la
flora y como parque pasivo comunitario. Nuestra
misión es crear y mantener un espacio público
para el disfrute gratuito de todos los viequenses,
amigos y visitantes. Les invitamos a que visiten el

Community Participation is the Key to Success
La Participación Comunitaria es la Clave para el Éxito
It is with great satisfaction we inform you that
the Parque La Ceiba Visitors Center was inaugurated
for the pleasure of all the community, friends and
visitors. Community sponsors and all the friends of
The Ceiba Park, were able refurbish and paint the
structure and produce signs informing the public
about the Ceiba Tree and our community project.
Extensive work was done to clear, maintain, and
landscape the area around the Ceiba Tree, and a
friendly rock barrier was placed as protection for
the roots. Plants were added to the landscaping
and clearing of the area opened a window towards
the beach.
The community effort has had wonderful results
with the opening of the park to the public. Activities
during the day were made posible by the participation of volunteers, friends and sponsors.
Everyone enjoyed a magical day that began with
workshops of traditional games, story reading,
taíno face painting, and educational information
from the First Marine Reserve of Isla Verde.
In the opening ceremony, directed by Myrna
Pagán, everyone took part of the blessings by
the religious community, Gilda Porfil offered her
“Narrative Explanation of the Ceiba”, enjoyed a
poetry reading by Norma Torres and Atabeira
Torres Danois, Oasis Viequense delighted all with
their afro-antillian music and acomppanied Myrna
when she sang “Verde Luz” and “Vieques National
Anthem.” Also, a mural with the emblem of the
Ceiba was painted where everyone placed their
handprint as a symbol of their participation.
Parque La Ceiba is a historical and cultural place
for the community enjoyment and visitors alike.
This collaborative effort to restore and maintain
the park is an example of Vieques community
efforts to rescue public spaces for the benefit of
all. Active community participation is the key to
empowering Vieques and our success.
This is only the beginning and first step of our
intentions to create an ecological park. The Project
plan is to create nature trails for walking, running,
and bicycle riding and a passive park for the
enjoyment of the community. The park has several
beaches, which will be subject to ecological clearing and have signs posted to identify the flora. Our
mission is the creation and maintenance of public
spaces for the free enjoyment of all Viequenses,
friends and visitors. We cordially invite you to

and children are particularly vulnerable.

Este proyecto es una demostración visual de
mensajes e ilustraciones plasmadas en camisetas
diseñadas por sobrevivientes de violencia o por alguien que ama a una persona que haya sido víctima
de violencia doméstica. El propósito del proyecto
es aumentar o promover conciencia del impacto
que tiene la violencia sobre las familias. Persigue a
la vez, celebrar las fortalezas, el espíritu de valor y
sobrevivencia de quienes lo han vivido. También es
importante para abrir camino y romper el silencio.

The mission of the COME READ WITH SCALLY program
is to motivate children to want to read for pleasure and to
learn, to help children become engaged readers and writers, and to make sure children have access to high quality books and reading and writing materials. This unique
community-based literacy program is aligned with academic content standards and helps children explore the
bond between people and animals through stories and
discussion. Reading volunteers visit elementary school
classrooms, after-school programs, and other venues to
read to children and lead discussions, helping children
develop critical thinking skills and empathy.
Scally and his wagon will be making an appearance at Fish and Wildlife as part of AMPHIBIANS
educational program and at Jardines de Vieques
compound every Tuesday at 6:30pm. n

A Mini-Series: Medicinal Plants of Vieques
*It should be noted that the plants in this series
are utilized by curanderos/curanderas (traditional herbal homeopaths), local midwives and
spiritual healers and may not be recommended
by licensed physicians.
One of the first medicinal plants
most of us become familiar with - thanks
to kitchen burns and sunburns - is aloe,
called zábila or sábila in Spanish and Aloe
vera in botanical Latin. Originally a native
of Africa, aloe was brought to the New
World with the Spanish explorers.
The plant itself can grow about 3-feet
tall in large clumps bearing tall stalks of
tubular yellow flowers the hummingbirds
adore. The sturdy, succulent, tapered,
softly toothed leaves are rigid and held in a
rosette pattern. They are full of an opaque
gelatinous material, and it this substance
that forms the basis for all the remedies.
On Vieques, aloe is used as a mouthwash for sore teeth or gums: a peeled leaf
is chopped and soaked in water overnight,
strained and gargled with daily, storing
remainder in the fridge. The gel gives exemplary relief for burns or sunburns in even
severe cases - without scarring. When
pureed with water and used as a shampoo,
it adds body to hair and helps combat
dandruff. Also refrigerate. Boiled, sweetened aloe gel tea helps with sore throats,
hemorrhoids, constipation and chest
congestion – but I must admit the flavor
is dreadful. Sábila is used in household
magic to counteract spiritual problems or
manipulation by others. Elsewhere in the
Caribbean, the gel is mixed with rum and
drunk for diabetes and gas. The bitter juice
is used on children’s fingers to prevent
them from sucking them and for rubbing
on the breasts of weaning mothers. n

On August 18th, at Fort Conde Mirasol, we celebrated the life of long time resident Mike Diaz. There
was an intense buffet of homeade comida, dulces and
a variety of wet ‘n wild beverages. An eclectic group of
Viequenses and non-Viequenses ate, drank and told
personal tales of life and friendship with Señor Diaz
who left us at the too young age of 68. The always
lovely and talented Myrna Pagán sang “Over the
Rainbow,” while her grandchildren and other members
of Escuela Oasis wowed the guests with brilliant drumming. “Dinoflagellates Band” also entertained at the
bittersweet occasion. Penny Miller, Mike’s soul mate,
spoke of her love and admiration for her man and then
danced the day away. n

la vida y amistad con el Señor Díaz, quien murió a
la edad de 68 años. La siempre amada y talentosa

que sus nietos y otros miembros de la Escuela
Oasis cautivaron a los asistentes con una brillante
percusión. La Banda “Dinoflagelados” también

Vieques. La Alcaldesa Delerme le otorgó a estos dos
dignos caballeros placas de reconocimiento por su
contribución al bienestar de la Isla Nena. El maestro
Will Colón presentó una noche llena de entretenimiento con su banda de drones “The Islanders,” que
ahora está compuesta de jóvenes y adultos. Letty
Pérez, acompañada por Fabián, cantaron canciones
románticas. Alejito Colón en la guitarra y su conjunto típico Alma Viequense, interpretaron dos de sus
conciones románticas con su cantante principal, el
pitirre de Puerto Real, William Morales. Junito Colón

On Friday, September 7th, the Municipality honored
Osvaldo Gonzalez Durieux (Val, formerly of Vieques
Air Link) and Roberto Rabin Siegal, Director of Fort
Mirasol, at Centro de Usos Multiples for their long-term
service to Vieques. Alcaldesa Delerme presented these
two worthy gentlemen with plaques for their fine
contributions to the betterment of Isla Nena. Maestro
Will Colón produced an evening of entertainment with
his steel drum band “The Islanders,” who now consist
of youngsters and adults. Letty Perez, accompanied
On Sunday, September 9th, the Vieques Concert
Society (VCS) did a wonderful thing for the youth of Vieques at the Centro de Usos Multiples. They presented
a sparkling performance by Rondalla de Humacao
directed by Jorge Camacho. Twenty-eight members,
age 6-13, played cuatro guitars. Delightful! Their
songs were “Cachita,” “Vals de la Guinea,” El Zorzal,”
“Jarro Pichao,” and more. Afterwards, 38 Vieques
children, aged 8 to 12 year olds, signed up for musical
workshops. VCS has a budget for 30 students so they

with Mireya Padin, a trained opera and classical singer,
and Annette Bou, a music educator for over 20 years,

students that we can educate each other by teaching
a skill in one minute; how to hammer a nail into a 2x4
with 3 swift strikes, how to make blended drinks in
a mixer, how to whip up hollandaise sauce, how to
write the alphabet or count to 60 plus much more. Our
mission is for parents, grandparents, and guardians,
while waiting in the doctor or dentist office for hours,
to have the opportunity to teach a child how to read,

*Cabe señalar que las plantas mencionadas en esta
serie son utilizadas por curanderos, parteras locales y

Una de las plantas medicinales con las que
más nos familiarizamos – gracias a las quemaduras en la cocina e insolación – es la sábila,
conocida en el latín botánico como Aloe vera.
Original de Africa, la sábila fue traída al Nuevo
Mundo por los exploradores españoles.
La planta puede crecer alrededor de 3 pies
de alto, en grupos que tienen altos tallos de
flores tubulares amarillas que les encantan a
los colibríes.
Las robustas, suculentas y afiladas hojas,
suavemente dentadas, son rígidas y se mantienen en un patrón con diseños. Están llenas
de un material gelatinoso y opaco, y esta sustancia es la base para todos los remedios.
En Vieques, se utiliza la sábila como
enjuagador bucal para combatir el dolor en los
dientes o encías: Una hoja pelada es cortada y
sumergida en agua durante la noche, se cuela y
se utiliza como enjuague diariamente, y el resto
se guarda en la nevera. La sustancia gelatinosa
alivia las quemaduras e insolación, aún en

para contrarrestar problemas espirituales o la
manipulación de terceros. En otras partes del
Caribe, la sustancia gelatinosa se mezcla con
ron para la diabetes y los gases. El amargo jugo
se coloca en los dedos de los niños para evitar
que se chupen el dedo y también para frotarlo
en el pecho de las madres al momento del

odos los miembros de la comunidad del RAB, quienes asesoran
a la Marina en la limpieza, se han opuesto a la propuesta de
la Marina de dejar la contaminación en uno de los lugares del
oeste de Vieques, lo que sentaría un peligroso precedente en la limpieza
de otros lugares que poseen los contaminantes militares, dejados durante los 60 años de las prácticas de la Marina en Vieques.
El lugar se conoce como la Unidad 4 de Manejo de Desperdicios
Sólidos (SWMU4 por sus siglas en inglés) y se encuentra al sur de
Punta Arenas. La fecha límite para que el público someta sus comentarios acerca del plan de la Marina es el 5 de octubre de 2012. Antes
de esta fecha límite, la Legislatura Municipal votará por una resolución
para enviar un mensaje claro a la Marina de que, en las palabras de la

De acuerdo a Jorge Fernández Porto, quien ha sido miembro del

el material explosivo que pueda quedar en el lugar. Esta propuesta,

Boquiquebrada, área utilizada por residentes y turistas, podrían quedar
materiales explosivos que ponen en riesgo su seguridad.
La Marina simplemente cercaría la mayor parte y sólo
permitiría el acceso a una franja en la costa. Sostenemos que la Marina debe descontaminar el área que
ellos contaminaron, a tal nivel que no constituya un
peligro para la vida ni para el ambiente.”
Los miembros de la comunidad del RAB creen que
la limpieza se puede llevar a cabo sin cortar importantes especies de arboles – contrario a las alarmantes
tácticas que la Marina está utilizando para justificar
dejar la contaminación en el área. En una reunión pública celebrada el
17 de septiembre, de acuerdo al miembro del RAB Lirio Marques, “la
Marina declaró que las verjas como remedio serán colocadas en todos
los lugares en Vieques donde se usaron municiones. Esto es inaceptable para la comunidad. ¿Ellos esperan que las personas de Vieques
acepten las verjas y las restricciones de uso como un “remedio? Esto no

A
ll of the community members of the Restoration Advisory
Board (RAB), which advises the Navy on the cleanup, are opposing the Navy’s proposal to leave contamination in one site
in the west of Vieques, which would set a dangerous precedent for the
cleanup in other sites with military toxics left by the Navy’s 60 years of
practices in Vieques.
The site is called Solid Waste Management Unit 4 (SWMU4) and
is south of Puntas Arenas. The deadline for the public to comment
on the Navy’s Plan is October 5, 2012. Before this deadline, the
Municipal Legislature is expected to vote on aresolution to send a clear
message to the Navy that, in the words of Vice President of the Municipal Legislature Gilda Pimental, “The one who dirties the house,
must clean it.”
According to Jorge Fernandez Porto, who has served for more
than ten years as a member of the RAB, “The Navy is proposing to
finish the cleanup of one of the sites they contaminated, fencing an
area where they detonated defective bombs, instead of removing all
the explosive material. This proposal, which is unacceptable to the
community, means that the 352 acres of the Boquiquebrada area, area
used by residents and tourists, could have
explosive materials threatening their safety.
The Navy will be fencing most of the area
and will only allow access to a small portion
along the coast. The Navy must clean the
area they contaminated to such a level that
does not constitute a threat to life or the
environment. “
The community RAB members believe
a complete clean up can be accomplished
without clear cutting important tree species - contrary to the scare
tactics that the Navy is using to justify leaving the contamination in
place. In a public meeting held on September 17th, according to
RAB member Lirio Marquez, “the Navy stated that fences as a remedy
will be instituted in all places where munitions were used in Vieques.
This is unacceptable to the community. They expect the people of
Vieques to accept fences and use restrictions as a “remedy?” This is no
remedy. It is simply, doing the least possible, the cheapest way.”

Vieques continues to receive poor and unreliable ferry service.
Vieques continúa recibiendo un pobre y poco confiable servicio de lanchas.

t press time, the Maritime Transportation Authority (ATM
in Spanish) has been running an hour late in the passenger
trips being made by the Caribeña, one of the older boats in
its fleet. Many ATM boats are still out of service and the faster private
boat Big Cat no longer services Vieques (it is being used to service
Culebra only).
The new private cargo boats operated by Puerto Rico Fast Ferries
began to provide more cargo trips for residents in June of this year. In
the August/September issue of Vieques Events, Paul Lutton pointed
out that, although this is an improvement, “the additional trips have
been scheduled in the middle of the day and don’t extend the hours of
operation, which leads to chaos and delays in Fajardo.”
What is the cost to the public for private boats?
Community leader Prieto Ventura points out, “With this contract to
PRFF, the government is just putting a small patch on our ferry crisis
instead of improving its infrastructure. With $12-13 million, DTOP
could have bought at least two new ferries that could have served
Vieques for years to come.”
In about March, 2011, the “Puerto Rico Fast Ferries” was incorporated and now operates out of the Verdanza Hotel in Isla Verde (787791-2330). In January of 2012, this new corporation had the good
luck of getting a contract from the government of P.R. They then
subcontracted with the owners of the “fast ferries” which are from the
Unites States. These cargo boats used to work in the Gulf of Mexico
shuttling personnel and supplies out to oil rigs. The Big Cat Express
passenger boat is owned by Key West Express which offers tourist
excursions in Fort Meyers, Florida.
Rick Newman, Mark Hagopian and Gary Seaborne, are the owners of PRFF. Newman operates hotels in P.R., is the owner of Hotel
Verdanza and has and has served as president of the P.R. Hotel and
Tourism Association. A few years ago Newman’s company, Flagship
Enterprises, was contracted to rescue the failing hotel Costa Bonita in
Culebra. Mary Ann Lucking, Director of CORALations, reminds us
that Costa Bonita had been defeated by opposition from the community which had argued it was not a sustainable project even after
receiving extraordinary tax breaks. Newman is also a partner in the
new building that will substitute for Hotel Cayo Largo in Fajardo (also
with the government financing according to El Nuevo Dia on August
28, 2012).
According to Newman, his two PRFF partners Hagopian and Seaborne have years of experience in maritime transportation in the U.S.
When I spoke to Mr. Newman, he explained that the contract with
DTOP is for “a little more than $12 million” and runs from May 2012
to May 2013. The actual contract total is $12,672,198.00 and will be
paid by a government loan. The government also pays for the costs of
diesel fuel. It appears that the amount paid to PRFF is excessive because the cost of renting four boats at market price would not likely be
more than $8 million, far less than the $12.7 million in the contract.
Newman says contracts in future years will cost less because he will not
have the startup costs of modifying the boats and moving them from
the U.S. to P.R.
Ricardo Bouyett, of the Community Group for Good Maritime
Service, pointed out, “There are many improvements with these new
ferry boats and passengers are overall receiving better treatment from
the staff of the private ferries. Yet we hope this is not the first step in
the privatizing of our ferry system. The focus should be on reforming
the ATM so that the people of Vieques and Culebra receive a good
ferry service that is reliable, comfortable and on time. The struggle
continues.” n

de retraso en los viajes de pasajeros que realiza la Caribeña,
uno de los barcos más viejos de su flota. Muchos de las embarcaciones
de la ATM continúan fuera de servicio y la embarcación privada más
rápida, el Big Cat ya no está dando servicios a Vieques (se utiliza para
dar servicio a Culebra solamente).

millones, DTOP pudo haber comprado, al menos, dos nuevas lanchas
grandes que podrían haber servido a Vieques por muchos años”.
El “Puerto Rico Fast Ferries” fue incorporado en marzo de 2011, y
ahora opera desde el Hotel Verdanza en Isla Verde (787-791-2330).
En enero de 2012, esta nueva corporación tuvo la buena suerte de conseguir un contrato de un año con el gobierno de Puerto Rico. Luego
se subcontrataron con los dueños de los “fast ferries” que son de los
Estados Unidos. Sus ferries de carga trabajaban en el Golfo de México,
transportando personal y suministros a las plataformas petroleras. El
barco de pasajeros, el “Big Cat Express,” es propiedad de “Key West
Express”, que ofrece excursiones turísticas en Fort Meyers, Florida.

12 millones” y se extiende de mayo 2012 a mayo 2013. La cantidad exacta es de$12,672,198.00 y será pagada por préstamo gubernamental.
El gobierno también paga por el costo de combustible diesel. Newman dice que los contratos en años futuros van a costar menos porque
no tendrán los costos de inicio de la modificación de los barcos y su
traslado desde los EE.UU. a Puerto Rico.
Ricardo Bouyett, del Grupo Comunitario por un Buen Servicio
Marítimo, señaló que “Hay muchas mejoras positivas con estas nuevas
embarcaciones, y los pasajeros en general están recibiendo un mejor
trato de la tripulación de los ferries privados. Esperamos que ésto no
sea el primer paso en la privatización de nuestro sistema de lanchas. La
atención debería centrarse en la reforma de la ATM, para que el pueblo
de Vieques y Culebra reciban un buen servicio de lanchas que sea
confiable, cómodo y puntual. La lucha continúa”. n

Ficción vs. Realidad

FICTION. Call VHS if you see an animal
being abused.
The Vieques Humane Society and
Animal Rescue, Inc. has been officially
part of Vieques Island since August 1987.
However, Penny Miller and the late Christine Mitchell (among some others) were
around long before that date rescuing as
many animals as they could.
Over the years, the humane society has
grown and changed in response to the
needs of the community, but with change
often comes confusion. It is important to
remember that we wear “two hats”. We
operate the animal shelter and we operate
the animal clinic. Allow us to clarify what
we do.
FICTION. The shelter is funded by the
government.
FACT. The shelter DOES NOT receive any
government money for its operations. It does
receive a generous donation from our Mayor
Evelyn DeLerme. She allocates $12,000 from
her own salary annually for the shelter. The
rest of the money is raised through donations,
fund raising events, private grants, bequests
and the clinic.
FICTION. There is a pack of dogs in my neighborhood that attack my pets. I can call the
humane society and they will pick them up.
FACT. The VHS is not animal control. We
have neither the financial nor physical
resources to handle animal control issues. We
all must urge the municipality to develop an
animal control and humane law enforcement
department.

FACT. VHS has no authority to investigate
charges of animal cruelty. (We wish we
could.) We cannot go onto private property and we cannot take animals away from
people. Only the police can do that. Alert
them through the 911 system which will
log in your call. The police will contact the
shelter for help if they need it. A call to VHS
after you speak to the police is encouraged
so we can follow up. Again, please urge the
municipality to establish an animal control
and humane law enforcement department.
FICTION. If I take my animal to the humane
society they will kill it.
FACT. Each animal taken into the shelter is
evaluated for health, disposition and adoptability. No animal is turned away. Our goal
is to find a home for every animal. Surrendering an animal is free. (Although a small
donation is always appreciated).
FICTION. It is better to leave my dog at a
beach, the airport, the Malecon because
someone will find it and take care of it.
FACT. When you do that to an animal you
put it in mortal danger. It could be run over
by a car, it could be poisoned, it could be
attacked by other animals or it could starve to
death. Not only is that morally wrong, it is
also illegal. Abandoning an animal is a fourth
degree felony. You could spend 3 years in jail
and or pay a fine of $5000.
FICTION. If I take my animal to the shelter
clinic, the service is free.
FACT. The clinic is not free. There is a fee
commensurate to the services provided. You
must pay for the doctor, the medicine and
supplies. The clinic serves two purposes.
First, it makes medical care available to island
animals and second, the net income is used to
help fund the cost of housing and caring for
the shelter animals. Owning an animal costs
money. If you do not have enough money to
properly care for your animal, it is not fair to
keep it. HOWEVER, the humane society does
have programs to assist with sterilization costs
and right now all cat sterilizations are FREE as
long as our Petsmart grant funds are available.
If you need financial help with other issues,
contact the humane society.
FICTION: It hurts my animal if I sterilize it.
FACT. Your pet will be more comfortable after
it is sterilized. It will not have a heat cycle
and the associated mess and inconvenience
of having male animals howling outside your
door and it generally will be less aggressive.
Also, many types of cancer can be avoided
with sterilization. If you think it costs a lot to
feed a cat, remember that one female cat and
her offspring can create over 400,000 cats in
a seven year period. If your pets are sterilized,
you won’t have too many to care for and you
won’t have to bring them to the shelter.
FICTION. You should wait to sterilize female
pets after they have a litter.
FACT. Sterilization should occur before any
pregnancy occurs. Sterilization
is most successful, and with less complications,
when your pet is around
3 to 4 months of age. Some veterinarians
recommend even earlier.
FICTION. As long your pet is healthy, you
can save money by not taking your pet to the
veterinarian.
FACT . Preventing disease and injury requires
that your pet is first seen when it is healthy to
establish a medical history, to administer the
proper vaccinations and to obtain necessary
parasite prevention. Remember, the cost for
care of a sick pet is much more expensive than
the cost for a healthy one.
Pets are members of your family. They need
to be treated like ones. The humane society,
its staff and its doctors are here to help. Use
them, contact them, support them and make
life better for both you and your animals. 787741-0209. n

FICCION: Si llevo mi mascota a la clínica del
albergue, el servicio es gratis.
REALIDAD: La Sociedad no existe para el control de animales. No tenemos ni los recursos
económicos ni físicos para manejar problemas
de control de animales. Todos debemos instar
al municipio para que establezca un departamento de control de animales y la aplicación de
leyes relacionadas.
REALIDAD: La clínica no es gratis. Hay un
cargo por servicios provistos. Usted debe pagar
por el doctor, las medicinas y los suministros.
La clínica tiene dos propósitos. Primero, tiene
disponible cuidado médico para los animales
de la isla y segundo, el ingreso neto es utilizado para ayudar en los costos de hospedaje
y cuidado de los animales albergados. Tener
un animal cuesta dinero. Si usted no tiene
suficiente dinero para cuidar a su mascota, no
es justo mantenerla. SIN EMBARGO, la sociedad protectora tiene programas para ayudar
con los costos de esterilización y actualmente
todas las esterilizaciones a los gatos son GRATIS, mientras estén disponibles los fondos de
la propuesta de Petsmart. Si necesita asistencia
financiera con otros asuntos, favor de contactar
a la sociedad protectora.
FICCION: Llame a la Sociedad si usted ve a
alguien abusando de un animal.
FICCION: La esterilización puede lastimar a mi
mascota.
REALIDAD: La Sociedad no tiene autoridad para investigar casos de crueldad contra
animales (quisieramos tenerlos). No podemos
entrar en propiedad privada y no podemos
quitar los animales a las personas. Solo la
policía puede hacerlo. Notifique a través del
sistema 911, el cual registrará su llamada. La
policía contactará al albergue en el caso que
necesiten ayuda. Recomendamos que llame
a la Sociedad luego de llamar a la policía para
dar seguimiento. Nuevamente, favor de instar
al municipio para que establezca un departamento de control de animales y la aplicación de
leyes relacionadas.
REALIDAD: Su mascota se sentirá mejor luego
de ser esterilizada. No tendrá un ciclo de celo,
FICCION: Hay perros en mi vecindario que atacan a mis mascotas. Puedo llamar a la sociedad
protectora para que los recojan.
FICCION: Si llevo mi mascota a la sociedad
protectora, la van a matar.
REALIDAD: A cada animal llevado al refugio
se le evalúa la salud, disposición y la capacidad
de adaptación. Ningún animal es devuelto.
Nuestra meta es encontrar un hogar para
cada animal. La entrega de animales es gratis
los inconvenientes asociados de tener animales
machos aullando fuera de su puerta, y generalmente se vuelven menos agresivas. Además,
muchos tipos de cáncer pueden ser evitados
con la esterilización. Si usted piensa que es
costoso alimentar a un gato, recuerde que una
gata y sus hijos pueden procrear sobre 400,000
gatos en un periodo de siete años. Si sus
mascotas están esterilizadas, no tendrá mucho
de que preocuparse y no tendrá que traerlos al
albergue.
FICCION: Debe esperar a que su mascota hembra tenga su primer parto para esterilizarla.
REALIDAD: La esterilización debe ocurrir antes
de que ocurra un embarazo. La esterilización
es más exitosa, y con menos complicaciones
cuando su mascota tiene de 3 a 4 meses de
edad. Algunos veterinarios lo recomiendan
incluso antes.
La Sociedad Protectora de Animales y Rescate de Animales, Inc. han formado parte
de la Isla de Vieques desde agosto de 1987.
Sin embargo, Penny Miller y la fallecida
Christine Mitchell (entre otros) ya estaban
ahí mucho antes, rescatando animales. A
través de los años, la sociedad protectora
ha crecido y cambiado, en respuesta a las
necesidades de la comunidad, pero con el
cambio, usualmente viene la confusión. Es
importante recordar que tenemos “dos sombreros”. Operamos el albergue de animales
y la clínica de animales. Déjenos aclarar lo
que hacemos:
FICCION: Mientras su mascota esté saludable,
usted puede ahorrar dinero al no llevar a su
mascota al veterinario.
REALIDAD: El prevenir enfermedades y
lesiones requiere que su mascota sea revisada
cuando está saludable para crear un historial
médico, administrar las vacunas apropiadas y
prevenir los parásitos. Recuerde, el costo de
cuidar a una mascota enferma es mucho más
caro que el costo de una saludable.
Las mascotas son miembros de su familia.
Necesitan ser tratadas como tal. La sociedad
protectora, su personal y doctores están aquí

Alcanzando el éxito
Reach for Success
Se dice que las cosas pasan por un motivo. Bien, en julio, Alcanzando el Exito fue afortunado de tener a Tom Demenkoff donando su tiempo y su talento para ofrecer un taller de
drama en Alcanzando el Éxito, para los que aspiran a ser actores. Cerca de 20 estudiantes
se ofrecieron de voluntarios para el programa que duró 10 días y culminó con la presentación de su trabajo a una entusiasta audiencia. Varios de los estudiantes han decidido que
quieren hacer lo que Tom hace, y han estado perfeccionando su escritura y destrezas de
actuación y comunicándose con el vía Facebook.
Tom es un dedicado educador, actor, dramaturgo y director, quien recientemente ha
sido reclutado como Director del Programa Educativo del Estudio de Actuación Stella
Adler en la Ciudad de Nueva York. Como resultado de la experiencia de Tom en Vieques, y
el nacimiento de Teatro de Vieques, la escuela le ha pedido a RFS que colabore con ellos
en el desarrollo de un programa de teatro para estudiantes interesados en las artes. El
programa incluirá actores profesionales y educadores que visitarán Vieques y trabajarán
con un grupo de estudiantes de RFS. Mediante el ofrecimiento de opciones constructivas
como éstas, se espera que los jóvenes hagan selecciones constructivas que reafirmen la
vida y eviten que sigan el camino de las drogas y alcohol.
Programas como éste hablan directamente de la misión de RFS, una organización sin
fines de lucro que ha estado ofreciendo talleres y becas a estudiantes que cualifiquen y
que están motivados a alcanzar sus sueños. Desde 2006, 70 estudiantes han asistido a
universidades de Puerto Rico y estudian profesiones tales como fotografía, recursos humanos, justicia criminal, electricidad e ingeniería, teatro, diseño gráfico, ciencias políticas,
comunicaciones, mecánica, estilismo, medicina, hospitalidad y educación, entre otras.
Algunos de estos graduados tienen planes de hacer su maestría, mientras que otros
han regresado a Vieques y han obtenido empleo. También han regresado a RFS para
participar en programas especiales y ser mentores de los miembros más jóvenes, lo cual
ha probado ser un factor altamente motivador.
Las noticias en otro plano, nos hablan del vídeo que Andy Plesser hizo en un evento
para recaudar fondos RFS el año pasado en Nueva York. Recientemente, el video fue
presentado en televisión a través de Puerto Rico. El video fue visto por representantes de
Colgate Palmolive y Walmart, quienes vinieron a Vieques y filmaron a cuatro estudiantes
para ser incluidos en futuros comerciales. Un comunicado de prensa se llevará a cabo en
Vieques en octubre, cuando sabremos mas acerca de estos planes.
Mientras tanto, la matrícula de RFS incluye a 40 estudiantes entre las edades de
13-18, quienes asisten 3 veces a la semana al programa, luego del horario de clases. El
Departamento de la Familia está ofreciendo una serie de talleres llamados Jóvenes para la
Paz. Una vez completado el programa, los estudiantes viajarán a San Juan para recibir sus
certificados.
El “Taste of the Island” promete ser de mucho significado en la historia de RFS. Este
será el tercer año que el Hotel W organiza el evento y los auspiciadores catalogan que será
un gran éxito. Lo recaudado será a beneficio de RFS y será utilizado para gastos operacionales y para el fondo de becas de 2013. Si desea más información, hacer un donativo

They say things happen for a reason. Well, in July, Reach for Success was fortunate enough to have Tom Demenkoff volunteer his time and talent to offer a drama
workshop for aspiring playwrights and actors in Reach for Success. About 20 students
volunteered for the program which lasted for 10 days and culminated in the presentation of their original works to an enthusiastic audience. Several of the students have
decided that they want to “do what Tom does,” and have been feverishly honing their
writing and acting skills and communicating with him via Facebook!
Tom is a dedicated educator, actor, playwright and director, who was just hired by
the Stella Adler Studio of Acting in New York City as Director of their Outreach Program.
As a result of Tom’s experience in Vieques, and the birth of Teatro de Vieques, the
school has asked Reach to partner with them in developing a theatrical program for
students interested in the arts. The project would engage professional actors and
educators to visit Vieques and work with a group of students from RFS. By offering
constructive options such as these, it is hoped that young people will make productive
choices which are life affirming, and avoid the all too common path of drug or alcohol
abuse.
Such a program speaks directly to the mission of Reach for Success, a non profit
organization which has been providing workshops and scholarships to qualified students who are motivated to pursue their dreams. Since 2006, 70 deserving students
have attended schools in Puerto Rico to continue their education in such diverse
professions as psychology, photography, human resources, criminal justice, electrical
and structural engineering, theatre, graphic design, political science, communications,
mechanics, hair styling, medicine, hospitality, and education.
Some of these graduates are going on to get their Master’s Degrees, while others
have returned to Vieques and have landed local jobs. They also return to RFS to participate in special programs and to mentor the younger members, which has proven to be
a highly motivating factor.
News on another front involves a video which Andy Plesser made at a RFS
fundraiser last year in NYC. It was recently aired on television throughout Puerto Rico.
Those who saw it included representatives from Colgate Palmolive and Walmart, who
came to Vieques and filmed four students to be used in future commercials. A Press
Release is scheduled to take place in Vieques in October, when we will hear more about
their plans.
> Meanwhile, enrollment at Reach for Success includes 40 students ages 13-18
who attend after school meetings 3 times a week. The Department of La Familia is providing a series of workshops called Youth for Peace. Upon completion of the program,
students will go to San Juan to receive certificates.
> The Taste of the Island promises to be another milestone in the history of Reach
for Success. This will be the third year that the W has hosted it and sponsors have
hailed it a huge success! Proceeds go to Reach for Success and will be used for operating expenses and to kick off the Scholarship Fund for 2013. If you would like more

Growing your own fruit and vegetable garden is very gratifying and beneficial to the environment. There are many fruits and veggies that prosper
in Vieques: Avocados, passion fruit, mangoes, bananas, cassava, bread
fruit, sweet potatoes, okra, and so much more!
This year Vieques has started to grow, grow and grow. From gardens in
school, to organic farms, the very sci-fi looking AquaPonics (fish fertilizing
plants, what?) to the regular backyard gardens. The whole world is realizing
the lack of good food available and the ridiculous costs it has. Average costs
of fruits and vegetables in a year for one local family we surveyed, $1,096
dollars, many people spend more. So get out there and grow and if you
can’t grow what you want, support any local growers here that you know to
help them succeed.
Also we are waiting for the Vieques Mango Company, a coop of young
people picking up fruits and vegetables around the island that would normally go to waste and making a product to sell. Coming Soon? Just grow It!

cardboard and wrapped in plastic. There is no need
for that.

en cartón y luego utilizaremos pega caliente y tape para terminar de fabricar la
máscara. El participante diseñará, pintará y fabricará su máscara de acuerdo
a sus gustos particulares. Se les dará un trasfondo histórico de la mascara
teatral y se explicaran las diferencias entre una máscara típica (Vejigantes),
una máscara ornamental (adorno) y una máscara teatral. Máximo 25 personas,

they will learn how to use the mask. At the class, they will be working the mold

own preferences. They will have an historic background of the theatrical mask
and an explanation of the differences between the typical mask (Vejigantes),
