FENIX - Giving Packaging a New Life
FENIX – Giving Packaging a New Life es un proyecto de 3 años
financiado por el Programa LIFE+ de la Unión Europea que se
inició en enero de 2010. Su finalidad última es la de ayudar
a los municipios y otras agrupaciones territoriales de España
y Portugal a hacer una gestión de los residuos de envase
más sostenible, de acuerdo con los principios de la política
europea en materia de gestión de residuos.
FENIX – Giving Packaging a New Life is a 3-year European
LIFE+ funded project that started in January 2010. The aim
of the project is to assist municipalities and other territorial
organisations in Spain and Portugal to look for more ecoefficient and sustainable solutions for packaging waste
management, according to the European policy principles on
waste management.

El Análisis de Ciclo de Vida
(ACV) es una metodología
de análisis ambiental
normalizada (ISO 14040
y 14044) que permite
obtener
información
ambiental de productos
o procesos desde una
perspectiva integral. En las
dos últimas décadas su uso para optimizar y evaluar procesos
de gestión de residuos ha ido en aumento. Desde numerosos
grupos de trabajo a nivel internacional se están unificando
criterios y creando herramientas para analizar modelos
integrados de gestión complejos.
Life Cycle Assessment (LCA) is an ISO-standardized
environmental analysis method (ISO 14040 and 14044) which
allows one to obtain comprehensive information on products
and processes. During the last two decades, its use for
process evaluation and optimization has become more and
more widespread. Several groups are working internationally
towards the unification of criteria and the creation of suitable
integrated tools for the analysis of complex management
systems.
Para poder aprovechar todo el potencial del ACV en
la planificación estratégica en materia de gestión de
residuos, tal y como sugiere la Estrategia Temática sobre
Prevención y Reciclaje de Residuos de la UE, es necesario
dotar de herramientas informáticas interactivas, con datos
científicos de calidad y fáciles de utilizar a aquellos que
toman las decisiones. Para ayudarlos a escoger las opciones
más sostenibles es necesario, además, complementar la
información ambiental con datos económicos e indicadores
de carácter social.
In order to make the
most of the potential
of LCA for strategic
planning in waste
management,
as
recommended
by
the EU Thematic
Strategy for the
Prevention
and
Recycling of Wastes,
it is necessary that decision makers be equipped with
interactive, easy-to-use and scientifically robust informatic
tools. Environmental information must also be supplemented
with economic and social indicators, to help them select the
most sustainable options.
OBJETIVOS DEL PROYECTO
PROJECT OBJECTIVES
El objetivo principal del proyecto es el de crear una
herramienta informática flexible y fácil de utilizar para que
municipios, y otras agrupaciones territoriales de España y
Portugal, puedan obtener resultados de ACV de la gestión
de residuos de envase, integrando aspectos ambientales,
económicos y sociales.
The FENIX project aims at developing a flexible and easyto-use software tool to be used by Spanish and Portuguese
municipalities and other territorial organisations, to obtain
LCA results for packaging waste management, integrating
environmental, economic and social aspects.
La herramienta permitirá a los usuarios introducir y modificar
parámetros (km recorridos, selección entre diferentes
opciones de tratamiento, eficiencia de la planta…) para
adaptar los modelos creados en la herramienta a su situación
real.
The tool will allow the different users to introduce and
modify parameters (km travelled, selection between
different collection and treatment options, plant efficiency,
etc.) to adapt the models created in the tool to their real-life
situations.

Mostrar la utilidad del ACV para la toma de decisiones
relacionada con temas de gestión de residuos.

Demonstrate the usefulness of LCA to make decisions
related to waste management issues.

Crear una herramienta informática adaptada a las
necesidades reales de los usuarios.

Create and adapt the new software to real user needs.

Crear una base de datos ambientales sobre procesos de
gestión de residuos para España y Portugal.
Compile data and create a specific database on waste
management processes for Spain and Portugal.

Compartir el conocimiento generado en el proyecto
sobre gestión de residuos y ACV con otras instituciones
españolas y portuguesas (universidades, institutos
tecnológicos, etc.).
Share knowledge outcomes on waste management and
LCA among other Spanish and Portuguese institutions
(universities, technical institutes, etc.).

Transfer the results to other European regions.
•
Train project collaborators on waste management, LCA,
and the use of LCA software tools.
•
Facilitate the start-up of an Iberian LCA network of
experts on LCA and waste management.
•
Transferir los resultados a otras regiones europeas.
•
Formar a los colaboradores del proyecto en gestión de
residuos, ACV y herramientas informáticas de ACV.
•
Favorecer la creación de una Red Ibérica de Expertos en
ACV y gestión de residuos.

EU LIFE+ Programme 2007-2013
El Programa Europeo LIFE+ 2007-2013 es un instrumento
europeo de financiación dedicado al medio ambiente
que complementa los actuales acuerdos de financiación
(Fondo Europeo para el Desarrollo Regional, Fondo
Europeo Social, Fondo de Cohesión, Fondo Europeo
de Agricultura para el Desarrollo Rural, Programa de
Competitividad e Innovación, Fondo Europeo Pesquero,
y el 7º Programa Marco Europeo de Investigación).
The European LIFE+ Programme 2007-2013 is a
dedicated EU funding instrument for the environment
which complements existing funding agreements
(European Regional Development Fund, European Social
Fund, Cohesion Fund, European Agricultural Fund for
Rural Development, Competitiveness & Innovation
Programme, European Fisheries Fund and the 7th EU
Research Framework Programme).
Sucede al Programa Europeo LIFE. Comprende tres
segmentos: Naturaleza y Biodiversidad, Política y
Gobernanza Ambiental, e Información y Comunicación.
El programa LIFE+ refleja el deseo de tratar temas de
importancia ambiental en todas las políticas europeas, y
por consiguiente contribuir al desarrollo sostenible.
It succeeds the EU LIFE Programme. Comprised of
three segments, namely Nature and biodiversity,
Environmental policy and governance, and Information
and Communication, the LIFE+ programme reflects the
desire to address issues of environmental importance in
all European policies, and thus contribute to sustainable
development.
