City Council Message
As the summer months approach and the weather turns hot it is
natural to be thinking of how to keep the yard looking good.
However, due to California’s drought situation, any approach to lawn
care must take into account the state-mandate water conservation
regulations. Gov. Jerry Brown has extended them to October 2016.

City Council message
We in Imperial must do our share to reduce water consumption
and, as such, the City has implemented watering restrictions. Lawn
watering is only allowed on Tuesdays and Saturdays for evennumbered addresses and on Thursdays and Sundays for oddnumbered addresses. Also, watering cannot be excessive, meaning
that watering causes run-off into the street or adjacent property.
Violators of City watering restrictions face a warning for the first
offense and fines for repeated offenses. For the full set of rules

Even though the popular Market Days season ended April 30
with a big crowd and a lot of fun at the Sweet Onion Festival
downtown, activities in the City of Imperial don’t slow down when
summer rolls around. Our Recreation Department has a full
schedule of fun activities to keep the kids busy during the summer
break and the pool will be going almost non-stop through August.

The big summer events are the summer kick-off with the Pool
Dive-In and movie from 7-10 p.m. on June 17. On July 15 join us
for the City’s 112th Birthday Celebration and Annual Luau at the
pool from 7-10 p.m. There will be refreshments, hot dogs, fun
contests and, of course, as many cool dips in the pool as you like.
We close out the summer season with the End of Summer Splash
Bash at the pool on Aug. 12 from 7-10 p.m.
When the Market Days season starts up again in October, our
blossoming downtown will be even more spruced up. We are
adding decorative sidewalks, planters and lighting to Imperial
Avenue from Sixth to Seventh and Ninth to Tenth streets. In
addition, the impressive Worthington Square Building with its 48
apartments and first floor of commercial space will be finished and
occupied over the summer. Both of these projects will add greatly
to our continued efforts to make downtown Imperial a destination
for all of Imperial Valley.

Imperial State of the City Address given by Mayor Doug Cox
on Feb. 24 at The Movies in Imperial.
Cox, who was named mayor in December, used a golfthemed audio-visual presentation to review numerous
advances in the city over the past year. Highlights include:

10,000 calls for service and still maintains one of the
highest safety records in the nation. Currently, the
department is pilot testing a new camera project.
• Not to be outdone, Imperial Fire service responded to
over 700 calls for service, as well as providing fire
prevention services.
• With seven major Market Days events over the year, the
city provided family entertainment for thousands. From
Oktoberfest to Harvest Palooza and Christmas in
Whoville, the fun in Imperial included beer-barrel races,
horse-drawn hay wagon rides and to top it off, fifty tons
of snow and the Holly Trolley.
• Imperial added two new events. The first brought back a
regional classic, the Sweet Onion Festival and Onion
Ring cook off competition. Next, was the Crown Craft
Invitational Craft Beer Festival presented in partnership
with Alfords Distributing.
• There was the opening of two new parks, Aviation Park
in the Sky Ranch subdivision and Horizon Park in the
Monterrey Park subdivision. Inspiration Garden
adjacent to City Hall has been started and will see
completion this year. It is a combined effort of local
artists, art teachers, the Imperial Rainforest Project and
city staff that will expand on cultural events.

humidity levels.
• Check controls of the system to ensure proper and safe operation.

operates, and shuts off properly.

With the weather getting warmer and summer vacation on
the horizon, attention is turning to all the fun activities offered
by the Imperial Recreation Department, which have become a
tradition for all ages.
The winter-spring season saw the first session of the
“Masters of Art” classes where children are able to create their
very own masterpieces with expert instructor and artist Micelle
Hollinger, of MICA Designs and Victoria Ranch, a housing
development in Imperial. It proved immediately popular.
For exercise enthusiasts, Aqua Zumba started at the Imperial
Pool on March 28, Mondays-Thursdays from 7-8 p.m.
Registration is on-going and walk-ins are welcome.

Aten east of Cross Road, is building
single-family homes that eventually will

“Downtown entertainment is expected
to get a boost when the Pentagonal brew
pub opens at the former location of a
clothing store at Imperial Avenue and
Barioni Boulevard,” says Interim City
Manager Jorge Galvan. The opening date

Imperial County gets fees from solar-energy companies
and recently District 3 Supervisor Michael Kelley was able
to award some funds to local youth programs.
“The county collects the fees under an agreement with
the solar companies and each board member gets $100,000
per year to allocate in their district,” Kelley explains.
Imperial Little League received $10,000, as did “Link
Crew,” a program at Imperial High School that helps
freshmen adjust to high school life. Imperial Avenue
Holbrook Continuation School received $2,500 to develop
a mural for the school in conjunction with the Rainforest

“I was out watching my grandson’s Imperial High
baseball team and I looked at the sports fields around us and
there must have been 150 kids out there participating. It is
really gratifying to see our youth so active,” Kelley says. “It
is also gratifying to be able to help them.”
Kelley adds there are still more funds to disperse and he
encourages those involved in youth programs to contact
Rosa Lopez at the county administration office at 442-2651001.
Some of the solar funds also go to economic
development. Under that segment of the program the
county has issued loans to One World Beef, the firm
seeking to re-open the Brawley Beef processing plant, and
California Ethanol and Power, a firm seeking to open a
plant that will convert sugar cane into the fuel, ethanol.
Kelley added the county is working with the Imperial
Irrigation District to use some of the funds to bring water,
sewer and electric power to the Keystone Industrial Park
area between Imperial and Brawley. The area has long been
targeted for development but the cost of linking it to key
infrastructure has been prohibitive.
“We need projects that can benefit the community as a
whole,” he says.
In a related economic development matter, Kelley says he
is proud that the county moved fast to replace Seaport
Airlines when the firm abruptly terminated its air service to
Imperial County in January. In late March the U.S.
Department of Transportation chose Mokulele Flight
Service as the local carrier.
“That is the only commercial air service we have, so it is
important to not only the businesses we have, but also for
attracting new businesses. We need every advantage we can
get,” Kelley says.

are approximately 434,000 MediCal beneficiaries in 28 rural
counties that have been transitioned to manage care.

frequently left rural and urban low-income communities
without the most basic elements of a safe and healthy

on health outcomes and can directly affect rates of health

injuries and some cancers. These bills will change those
patterns and will make positive investments in the district.

of the Chrysler/Jeep/Dodge dealership and a possible

• Imperial is looking to take control of State Route 86
from the California Department of Transportation. The
