I
t is my privilege to introduce this edition of
Flash Info as your recently elected President for
2016-2019. My term as President began in May
during the 22nd IUHPE World Conference on Health
Promotion in Curitiba, Brazil at which time the
newly elected Executive Board also took office.
Vice Presidents were elected to our various
portfolios and details of these and the whole
Board are outlined below.

In 2013 the new governance arrangements for the IUHPE were introduced and so the last
three years have been a bit of a learning experience during which the focus has been on how
the Executive Board should function and relate to the membership. In my previous role as
VP for Finance & Internal Control I was acutely aware of our financial position, and that has
certainly constrained our activities. We still face a significant challenge regarding our
finances. As well as seeking ways to increase our income I also believe that we need in the
meantime to look at opportunities to achieve our goals through other means that are less
demanding in financial terms.
To this end I have begun a discussion with the Executive Board about how we might
approach our work. My starting point is that as an NGO membership based organisation it is
clear that we do not have any executive authority as regards other organisations or
professional groups or individuals. It therefore follows that we can only achieve our
mission/goals through influence, which must entail marshalling our arguments into
compelling position statements (or other means), which in turn we communicate
persuasively to partners, and entities in a position to effect change. The process of influence
must also involve supporting our members by translating useable knowledge into ‘knowhow.’ This applies to my mind to specific content areas such as NCDs, methodologies, and to
the need for capacity in health promotion systems, as set out in our Strategic Directions
2015-2020.
The key themes I wish to take forward over the next three years are:
 Extending our influence to make a difference
 Improving our engagement and involvement with members and partners
 Integrating our work plans and ways of working

Achieving organizational stability.
I am writing this just a few weeks after a really successful 22nd IUHPE World Conference on
Health Promotion held in Curitiba, Brazil, and I would like to take this opportunity to publicly
thank all who played a role in bringing about that success: colleagues in Brazil, members of
the planning committees, volunteers, contributors and participants. Work still continues on
finalising the Curitiba Declaration and on a conference legacy document to ensure that the
learning is shared.
I and fellow Executive Board members and staff at the IUHPE office look forward to working
for and with you over the next three years.

And now let us set sail for the Region of the Pacific, in New
Zealand - the country of open hearts, open minds and open
spaces - and more precisely on the city of Rotorua where the
23rd IUHPE World Conference on Health
Promotion will be organized and hosted in 2019 by the
Health Promotion Forum of New Zealand. The vast
experience of a broad range of institutions and experts in
knowledge development, sharing and transfer and in
building health promotion capacities in the region to
address global health challenges such as climate change,
trade, development, NCDs and inequities, added to the Maori heritage and breathtaking
landscapes, offer all that it is necessary for an unforgettable IUHPE World Conference on
Health Promotion.

Advancing Health Promoting Food Systems
We have the pleasure of sharing the IUHPE’s new Position Paper, Advancing Health
Promoting Food Systems. Authored by leading nutrition scholar Professor Jane Dixon of the
Australian National University, the paper provides background evidence and information to
guide the IUHPE network and the broader global health promotion community:
practitioners, decision makers and academics worldwide. The Position paper relates to a
broad professional community working with critical contemporary policy movements across
non-communicable disease prevention, sustainable development and global warming. It
also calls upon health promotion professionals everywhere to play a role in addressing one
of the most critical political, social, health and environmental problems of the 21st century:
the capacity to provide a healthy and sustainable diet to a growing population in an
increasingly resource-constrained biophysical environment.
In brief, the position paper argues that food security cannot be addressed within the food
system alone. The production, trade, retailing, advertising and consumption of food is the
outcome of what also happens within the human security and development systems which
govern household incomes/employment opportunities, education, health care, housing,
gender relations, exposure to crime, resource conflicts and environmental hazards. Thus,
food security needs to be reframed as a feature of national human security and
sustainable development policies in all countries, whether high, medium or low income.
We welcome your reactions to this paper and look forward to collaborating on initiatives to
build and sustain food systems that promote health and well-being.
Does your country need a workshop to build skills in Advocacy for
NCD Prevention?
Following the United Nations High
Level Meeting on Non-Communicable
Diseases (NCDs) in New York in 2011
there was renewed enthusiasm and
optimism that this key event may
present an opportunity for global
health promotion. Despite the
positive developments that followed,
including confirmation of Targets and
Indicators and a Global Action Plan on
NCDs, it was clear that achieving a
renewed global commitment to
health promotion approaches to
NCDs would be a major undertaking
and would require sustained advocacy.
The International Union for Health Promotion and Education (IUHPE) recognized that it could
make an important contribution by developing skills for effective advocacy among its
members and others. The IUHPE subsequently prioritized advocacy in its Strategic Directions
and made a commitment to workforce training in advocacy. Since 2011 the IUHPE has
conducted NCD Advocacy Workshops in Colombia, Thailand, New Zealand, Estonia, France,
Taiwan and Japan.
The most recent course, a one day workshop in Tokyo, was held in February 2016. The
workshop was hosted by the Japanese Society of Health Promotion and Education.
These workshops have the twin goals of teaching advocacy content and method and
providing an opportunity for participants to develop skills that they can apply in their work,
or impart to others. In these workshops participants apply a structured model for developing
an advocacy strategy (Shilton, 2016) for their chosen health issue. These advocacy plans are
an important workshop output. Workshop content includes definitions, competencies and
models for effective advocacy, and the longer two-day course includes detailed NCD
Advocacy case studies from around the world.

Japanese Journal of Health Education and Promotion (JJHEP, 2016; 24(2): 102-109).

INHERIT
A new EU-funded H2020 project – Intersectoral Health and Environment Research for
Innovation (INHERIT) – led by EuroHealthNet brings together experts from the health,
environment and other sectors, including technology, to investigate how to ensure
environmental sustainability and improve health equity and well-being. The goal: to see how
we can modify our lifestyles to simultaneously protect the environment and our health.
The overarching aim of INHERIT is to define effective intersectoral policies, interventions and innovations that promote
the health and well-being of European citizens across the
social gradient while also addressing key environmental
stressors and related inequalities.
The IUHPE Executive Director, Marie-Claude Lamarre, is
sitting on the INHERIT project’s External Implementation
Advisory Board as an advisor to the project and to establish direct communication with
relevant stakeholders and ensure dissemination and scale-up of the project research

Health Promotion 12 Week Online Course: Planning, implementing and
evaluating health promotion interventions - August 15-November 14, 2016
This flexible 12 week online course will provide you with an understanding of the role and
importance of health promotion and the broader concept of health within a community and
national setting. The course aims to provide you with the skills needed to plan, implement
and evaluate a health promotion program. You will be introduced to relevant health
behaviour theories and health promotion frameworks as well as approaches to evaluation.
You will plan a health promotion intervention of your choice. A range of learning strategies
and learning activities are available for each module. An online networking forum will be
available to communicate with other students and your course tutor. This course has been
developed for those already working in the health sector, those wanting to move into this
area and those wanting to incorporate health promotion principles into their roles, such as
nurses or teachers.

ETC Summer Course – European Perspectives on Health Promotion
The 25th residential Summercourse, Health & Place, Connecting People, Environment &

Society Group.
The European Training Consortium in Public Health and Health Promotion (ETCPHHP) organizes an annual summer school focused on developing practical and theoretical
tools to enhance health promotion strategies in Europe. The course which is held each
July/August, is conducted at post-graduate (Master) level and constitutes 200 hours of
formal study. The learning approach is based on salutogenic principles using a Pan-European
perspective.

A Framework for Educating Health Professionals to Address the Social
Determinants of Health - Released: March 7, 2016
The World Health Organization defines the social determinants of health as “the conditions
in which people are born, grow, work, live, and age, and the wider set of forces and systems
shaping the conditions of daily life.” These forces and systems include economic policies,
development agendas, cultural and social norms, social policies, and political systems.
Educating health professionals in and with communities negatively affected by the social
determinants of health can generate awareness among those professionals about the
potential root causes of ill health, contributing to more effective strategies for improving
health and health care for underserved individuals, communities, and populations. This is the
context in which the expert committee of the National Academies of Sciences, Engineering,
and Medicine developed a high level framework for educating health professionals to
address the SDH. The committee’s framework aligns education, health, and other sectors to
better meet local needs in partnership with communities.

’est pour moi un privilège de présenter
cette édition de « Flash Info » en tant que
Président récemment élu pour la période
2016-2019. Mon mandat de Président a débuté
en mai lors de la 22ème Conférence mondiale de
Promotion de la Santé, à Curitiba, au Brésil,
moment pendant lequel le Conseil Exécutif a
également pris ses fonctions. Les Vice-Présidents
ont été élus pour prendre en charge différents
portfolios.

En 2013, les nouvelles dispositions de gouvernance de l’UIPES ont été mises en place et les
trois dernières années ont été un peu une expérience d’apprentissage de cette réforme au
cours de laquelle l’accent a été mis sur le fonctionnement du Conseil Exécutif et ses relations
avec les membres. Dans mon rôle précédent en tant que Vice-Président, chargé des finances
et du contrôle interne, j’étais parfaitement conscient de notre situation financière et du fait
que cela a forcément contraint nos activités. Nous continuons de faire face à un sérieux défi
en ce qui concerne nos finances. Tout en cherchant les moyens d’augmenter nos ressources,
je crois que nous devons dans le même temps examiner les opportunités d’atteindre nos
objectifs par d’autres moyens moins exigeants en termes financiers.
J’ai entamé une discussion avec le Conseil Exécutif sur la manière dont nous pourrions
aborder nos travaux. Mon point de départ est de constater qu’en tant qu’Organisation non
gouvernementale associative, nous n’avons aucune autorité exécutive en ce qui concerne
d’autres organisations, groupes professionnels ou personnes individuelles. Il s’ensuit donc
que nous ne pouvons accomplir notre mission et nos objectifs qu’à travers notre influence,
ce qui sous-entend de canaliser nos arguments dans des énoncés ou des déclarations de
position convaincants (ou par d’autres moyens) que nous pouvons ensuite communiquer de
façon persuasive à nos partenaires, membres et autres entités de manière à produire des
changements. Ce processus d’influence doit aussi impliquer de soutenir nos membres en
traduisant toutes les connaissances utilisables en savoir-faire. Dans mon esprit, cela
s’applique à différents domaines spécifiques comme les maladies non transmissibles, les
méthodologies et la nécessité de renforcer les capacités dans les systèmes de promotion de
la santé, comme cela est énoncé dans nos Orientations stratégiques pour la période 20152020.
Les objectifs principaux que je souhaite poursuivre et réaliser au cours des trois prochaines
années sont les suivants:
 Etendre notre influence pour faire une différence
 Améliorer notre engagement et notre implication avec nos membres et nos
partenaires
 Intégrer nos plans de travail et nos manières de travailler
 Stabiliser l’organisation.
Quelques semaines seulement se sont écoulées depuis notre 22ème Conférence mondiale de
l’UIPES en Promotion de la Santé, qui a eu lieu comme vous le savez, à Curitiba, au Brésil. Cet
évènement s’est déroulé avec beaucoup de réussite et je voudrais en profiter pour
remercier publiquement, tous ceux, qui de près ou de loin ont été impliqués dans les
préparatifs et ont contribué à son succès. Je pense à nos collègues du Brésil, aux membres
des Comités de planification, aux bénévoles, aux sponsors et donateurs et aux participants.
Nous sommes en cours de finalisation de la Déclaration de Curitiba et d’un document de
transmission de ce que nous avons appris.
Les membres du Conseil Exécutif, les membres de l’équipe du Siège de l’UIPES et moi-même,
nous réjouissons de la perspective de travailler pour vous et avec vous au cours des trois
prochaines années.

l’année précédente). Nous sommes classés maintenant 108/153 dans la catégorie santé

Numéros hors-série
Le numéro hors-série portant sur les lieux de vie promoteurs de santé réalisé en
collaboration avec l’Administration taiwanaise de Promotion de la Santé et grâce à son
soutien financier, a été coordonné par deux rédacteurs invités : Shu-Ti Chiou and Mark
Dooris. Il a été diffusé à l’échelle mondiale et a dû vous parvenir à la fin du mois de mai. Le
numéro hors-série Global Adult Tobacco Survey (financé par la Fondation des CDC) vient
juste lui aussi d’être publié.
Les numéros hors-série offrent un excellent support pour apporter aux professionnels de la
promotion de la santé à travers le monde des connaissances de pointe sur des thématiques

25ème Université européenne d’été du ETC-PHHP à Wageningen, aux Pays-Bas

Après Gérone (2013), Rennes (2014), Cagliari (2015), c’est l’Université de Wageningen (PaysBas) qui accueille l’édition 2016 de l’Université européenne d’été du « European Training
Consortium in Public Health and Health Promotion ».
Cette édition sera aussi l’occasion de célébrer les 25 ans du Consortium composé de 11
institutions provenant de 8 pays.

Introducción: Palabra del nuevo Presidente
C
onstituye para mí un privilegio presentar
esta edición de “Flash Info” en calidad de
Presidente recién elegido de la UIPES para
el periodo 2016-2019. Inicié el ejercicio de mi
cargo en el mes de mayo, en el transcurso de la
22a Conferencia Mundial de Promoción de la
Salud de la UIPES, celebrada en Curitiba (Brasil),
momento en el que también tomó posesión la
Junta Ejecutiva recién elegida.

Asimismo se procedió a la elección de Vicepresidentes de nuestras distintas carteras. Más
abajo figura la información sobre los mismos y la totalidad de la Junta.
En 2013 se introdujeron los nuevos acuerdos de gobierno de la UIPES, por lo que los últimos
3 años han constituido, en cierto modo, una experiencia de aprendizaje durante la cual nos
hemos centrado en cómo tiene que funcionar la Junta Ejecutiva y cómo ha de relacionarse
con los miembros de la organización. En el ejercicio de mi cargo anterior, como
Vicepresidente de Finanzas y Control interno fui muy consciente de nuestra situación
económica y de cómo ha limitado irremisiblemente nuestras actividades. Nuestra situación
financiera sigue siendo un importante reto a afrontar. Además de encontrar maneras de
aumentar nuestros ingresos, creo también que necesitamos buscar al mismo tiempo
oportunidades de alcanzar nuestras metas a través de otros medios que sean menos
exigentes desde el punto de vista económico.
Con vistas a ello, hemos iniciado un debate con la Junta Ejecutiva sobre cómo podríamos
enfocar nuestra labor. Mi punto de partida es que, puesto que somos una ONG basada en
sus miembros, está claro que no tenemos ninguna autoridad ejecutiva respecto de otras
organizaciones, grupos profesionales o personas. De lo que se desprende que solo podemos
cumplir nuestra misión/objetivos ejerciendo nuestra influencia, lo cual deberá implicar que
convirtamos nuestros argumentos en declaraciones de posicionamiento (u otros medios)
contundentes, que a su vez trasmitamos de manera convincente a nuestras contrapartes y
entidades que se hallen en condiciones de ejecutar el cambio. Para ejercer nuestra influencia
será imprescindible prestar apoyo a nuestros miembros traduciendo el conocimiento
susceptible de ser aplicado en verdadero “know-how”. En mi opinión, ello es viable en áreas
de contenido específico como las ENT, en las metodologías y en la necesidad de
capacitación de los sistemas de promoción de la salud, como se establece en nuestras
Orientaciones Estratégicas 2015-2020.
Durante los tres próximos años, estos son los temas principales que deseo impulsar:
 Ampliar nuestra influencia de manera que marquemos la diferencia
 Mejorar nuestra participación e implicación con miembros y contrapartes
 Integrar nuestros planes de trabajo y nuestras maneras de trabajar
 Alcanzar la estabilidad de la organización.
Escribo estas líneas pocas semanas después de clausurar con gran éxito la 22ª Conferencia
Mundial de Promoción de la Salud de la UIPES, celebrada en Curitiba (Brasil) y me gustaría
aprovechar la ocasión para dar las gracias públicamente a todas aquellas personas que
contribuyeron a la consecución de este éxito: colegas del Brasil, miembros de los comités de
planificación, voluntarios, colaboradores y participantes. Seguimos trabajando en la
redacción de la Declaración de Curitiba y en un documento resumen de la conferencia que
garantizará el legado y la transmisión de los aprendizajes realizados.
Tanto yo como los demás miembros de la Junta Ejecutiva y el equipo de la Sede de la UIPES
estamos muy ilusionados en trabajar con Usted durante los próximos tres años.

Y ahora… rumbo a la Región del Pacífico, a Nueva Zelanda –país de corazones abiertos, de
espíritus abiertos y de espacios abiertos – y más concretamente a la ciudad de Rotorua
donde el “Health Promotion Forum of New Zealand” organizará y acogerá la 23ª
Conferencia Mundial de Promoción de la Salud de la UIPES en 2019. Si añadimos
la herencia maorí y unos paisajes sobrecogedores a la amplia experiencia de un gran
número de instituciones y de personalidades en cuanto a desarrollar, compartir y transmitir
conocimientos, fortalecer las capacidades de la promoción de la salud en la región para
contribuir a la resolución de los principales problemas de salud provocados por los cambios
climáticos, el comercio y el desarrollo, las enfermedades no transmisibles y las desigualdades
sociales en materia de salud, veremos que contamos con todo lo necesario para disfrutar de
una Conferencia inolvidable.

Un nuevo Comité Regional para América latina – UIPES/ORLA
La Unión Internacional de Promoción de la Salud y Educación para la Salud (UIPES) realizó el
proceso de elecciones de los cuerpos directivos a nivel regional para el periodo de 2016‐
2019. El proceso regional en América Latina ha sido coordinado por la Oficina Regional de la
UIPES/ORLA con el apoyo técnico de la Oficina Central de la UIPES en Paris. Las elecciones
regionales en América Latina consisten en la elección de los funcionarios para ocupar las
posiciones de Vicepresidente (a) Regional y Coordinadores (as) de las cuatro Subregiones de
la UIPES/ORLA, a saber; Andina, Brasil, Centroamérica, México y el Caribe Hispano y el
Cono Sur, para un mandato de tres años.
Las personas siguientes han sido elegidas:

Renovación del Consejo de Redacción
Constituye un orgullo para nosotros anunciar que todo el Equipo de Redacción de GHP
(Suzanne Jackson, Valéry Ridde, Dora Cardaci y Antony Morgan) han aceptado seguir en sus
cargos durante tres años más. Asimismo, muchos miembros del Consejo de Redacción han
aceptado generosamente prolongar su mandato. La revista tiene el enorme privilegio de dar
la bienvenida al Consejo a varios investigadores eminentes para los tres próximos años:
