This has been another outstanding year of accomplishments for Coppell ISD! From the largest number of
National Merit Finalists in our history (20) to national
recognition by both U.S. News and World Report and
Newsweek magazines for Advanced Placement results,
our students continue to do their part to make CISD as
well-known on the national front as it has become across
the state. (p. 3)
We completed year two implementation of the district’s Five Year Strategic Plan, and we also began a similar
planning process for all of our middle schools thanks to
the assistance of some 30 community, student, and staff
members (p. 4). These plans, or roadmaps, will direct
and guide us as we continue on our educational journey
toward helping Coppell ISD students be successful well
into the future. Many of our dedicated teachers are spending the summer writing curriculum and participating in
staff training opportunities in order to implement these
strategic plans on their campuses and across CISD.
Communication of district news and information is
always a top priority and was another area of focus during
2009-10. To that end, we added social networking with
Facebook, Twitter, and a YouTube channel, my “Supt’s.
Scoop” weekly e-newsletter, and a series of monthly
community dialogue sessions (“The Discussion”) to get
feedback on a number of important issues facing the
district. This coming year, we are planning to launch a

leadership boot camp for anyone interested in gaining
a more in-depth understanding of how a public school
system operates. This will provide great foundational
knowledge for prospective Board members.
Coppell ISD’s reputation as one of the best
public school systems of the past 50 years has certainly not gone unnoticed. With your continued
involvement and support, we are leading the way in
being the best of a new “kind” of public school system…

with our students continuing to
excel in every area – academics,
athletics, fine arts, and service.
Thanks to everyone in our
community who works together
to make this district a success.
As you know, Coppell ISD’s
primary struggle over the last
several years has been with the
limited funds the state allows
us to retain. We are continuing to operate on about the
same revenue per student since 2005-06, and have been
“assured” that the legislature will not allow for any
additional funding in the next few years. Also, we will
no longer have the approximately $3 million in annual
income from the half-cent sales tax granted by the City
of Coppell.
You may remember that we originally planned on
holding a Tax Rate Election (TRE) last year. However, after
considerable effort on the budget and many reductions,
we determined that we could delay the TRE one more

Superintendent Speaks...
year, despite the fact that we have had budget deficits
for the last three years. During that time, we worked
diligently to cut expenditures everywhere possible,
including eliminating over 50 positions and making
several other reductions totaling nearly $4.6 million. We
have tried to make sure that the reductions made have
had the least possible impact on student achievement and
opportunity. However, without a successful TRE, our five
year financial projections indicate that the district will
either be insolvent by 2013 or forced to make additional
significant cuts that would impact the classroom.
This fall, in order to maintain educational excellence in
Coppell ISD, we will be asking the voters to approve a 13
cent property tax increase on September 11th. Coppell ISD
has the third lowest tax rate of our 18 surrounding districts.
Even with the proposed increase, the tax rate for Coppell
ISD will still be lower than it was in 2005-06 and 2006-07.
CISD’s first priority is to maintain our excellent
schools by continuing to provide outstanding educational
opportunities for all students. We are blessed to serve such
a supportive community - especially one that truly values
the importance of a strong public education.

2009-10 Rave Reviews and Great School News!
n During the Education Foundation’s annual
n CISD is ranked highly in Texas in Gold Performance
Academic Recognition Banquet, 49 teachers and
36 students representing the top 5% of the 2010
graduating class were honored.
Acknowledgements (GPAs), receiving 10 in 2009.
The district received GPAs in the following areas:
AP/IB Results; Attendance Rate; College-Ready
Graduates; Commended Reading, Math, Writing,
and Social Studies; SAT/ACT Results, Texas
Success Initiative (TSI) in English/Language Arts
and Math.
n Coppell ISD was awarded eight communications
and public relations awards during the 2009-2010
school year including a National School Public
Relations (NSPRA) Award of Excellence for the IB
brochure and two Gold Star Awards from Texas
Schools Public Relations Association (TSPRA).
n According to the 2009 results from the Texas
Education Agency, Coppell ISD again satisfied the
annual federal criteria set forth under No Child Left
Behind (NCLB) and met Adequate Yearly Progress
(AYP). In addition, all Coppell ISD campuses and
the district met the AYP criteria.
n Coppell ISD has AA+ Fitch and AA Standard &
Poor’s credit ratings. Only 40 out of more than
1,000 districts in Texas rank at or above this level.
CISD UIL athletic teams excelled this year with several teams competing at the
state level: Boys Wrestling Team earned 4th, Girls Cross Country Team received
6th, and Boys Track finished 8th.
n U.S. News and World Report magazine announced
its third annual list of top performing high schools
across the nation. Coppell High School earned
a Silver Medal based on a three-step process
analyzing how schools are educating all of their
students including Advanced Placement tests and
International Baccalaureate tests. The analysis
included 21,786 high schools.
n Coppell High School was recognized in the Texas
School Business Magazine’s third Annual List of
Bragging Rights Fall 2009. The CHS School of
Engineering was one of 12 entries selected from
across the state and was commended for helping
students learn practical applications of science

In April 2010, CISD and CHS partnered with Oprah, AT&T, and legislators in a
“No Phone Zone Challenge” to spread awareness about the dangers of texting
and driving. Hundreds of students and staff members took pledges declaring
their cars “no phone zones” and stating that no cell phones, even hands-free
devices, would be used while operating a vehicle.
n The 2009 Just for the Kids Higher Performing
Schools in Texas named 13 Coppell ISD schools as
higher performing based on analyses conducted by
the National Center for Educational Achievement
(NCEA).
n Coppell High School, CMS North, CMS West,
Denton Creek Elementary, Lakeside Elementary, and
Wilson Elementary made the 2009 Texas Business
and Education Coalition’s Honor Roll. The award
is given for sustained excellence over a three year
period, and fewer than 4% of Texas public schools
are named for this honor.
n The non-profit organization Children at Risk, in
Houston, recently released its 2010 rankings of
greater Dallas schools. The North Texas rankings
include 170 high schools, 309 middle schools, and
769 elementary schools in nine counties. Five CISD
schools placed in the top 25 of their respective
categories. Coppell High School is ranked 11th
out of area high schools, and CMS West, East and
North placed 11th, 14th, and 21st, respectively.
Cottonwood Creek Elementary was ranked 22nd
in the elementary school category.
n The Coppell High School band received the most
solo medals of any school in Texas at the 2010 UIL
Texas State Solo-Ensemble Contest held in Austin.
And, for the past 10 years, they have had the most
students perform at the contest.

year, 34 CISD students were named commended
scholars, and one student was chosen as a National
Achievement finalist. Twenty students were selected
as semifinalists, and all 20 went on to become
finalists, the largest group recognized in CISD to
date. Out of these honored groups, three were
awarded program scholarships.
n To date, scholarship awards for the CHS graduating
class of 2010 total over $24,698,709 and the
numbers are anticipated to increase before the fall
semester begins.
n In 2010, 840 CISD students took 1,845 Advanced
Placement exams. These students earned an
estimated 5,263 credit hours from these exams
which will save CISD parents approximately
$2,894,650 in college tuition and fees.
n This year, Dual Credit students earned 2,920
hours of college course credits while satisfying
state graduation requirements saving their parents
approximately $1,857,996 in college tuition.
n New Tech High @ Coppell hosted a tour of the
campus by gubernatorial candidate Bill White.
During the visit, Mr. White spoke to several learners
about engagement and critical thinking within
this new learning environment. His team was also
able to see the collaboration and presentation
components that have contributed to making this
model so successful.
n The Coppell ISD Education Foundation awarded
over $18,405 in innovative teaching and matching
funds grants this year. Since the year 2000, over
$680,000 in grants have been awarded throughout
the district.
n In partnering with each campus, CISD has raised

n Senior Scholars, an extension of the Dual Credit
program, was added at Coppell High School in 2008.
In 2009-2010, 21 students attended North Lake
College full-time, taking either 12 or 15 hours per
semester, tuition free. These students satisfied high
school graduation requirements while saving their
parents more than $160,300 in college tuition.

n The CHS class of 2009 earned a mean ACT score
of 24.4, scoring higher than the state average of
20.8 and national average of 21.1.
n Coppell Middle School North advanced to become
one of three middle school math finalists in the
2010 Intel Schools of Distinction Awards. As a
finalist, they received a $5,000 grant which they
plan to use to help purchase 30 netbooks for their
renovated 21st Century library. This September,
CMSN will travel to Washington D.C. to find out if
they are named a School of Distinction or the “Star
Innovator” where they could win up to $125,000 in

n The National Merit Scholarship Corporation honors
n Newsweek magazine ranked CHS #456 on their
list of America’s Best High Schools. The list includes
1,623 schools, which make up the top 6% of all U.S.
public high schools.
Bryan McLain, principal of Denton Creek Elementary, was selected as a Texas
National Distinguished Principal (NDP) finalist by the Texas Elementary
Principals and Supervisors Association (TEPSA). He was recognized by TEPSA
Executive Director Sandi Borden at an awards banquet in Austin on June 9.
n During 2009-2010, about 100 groups visited New
Tech High @ Coppell to tour the facility and learn
more about the New Tech model. These guests
have come from across the country and around the
world including Japan, London, and Dubai.

CISD Holds Elementary UIL Academic Meet
Since the new Strategic Planning process began in January 2009, much
progress has been made and many of the results are evident throughout
CISD. With a focus on rigor and student engagement, administrators have
been working to provide students and staff with opportunities to enhance
education. The following are some of the Strategic Plan initiatives that will
be available for students and/or staff during the 2010-2011 school year:

Teaching for the 21st Century
In May 2010, Mockingbird Elementary hosted Coppell ISD’s Elementary
UIL Academic Meet. This was the first elementary meet held by CISD in a
decade. All nine elementary schools attended with a total of 240 students
competing on 62 teams in 19 academic events. The events covered a variety
of areas, including Art, Creative Writing, Number Sense, and Spelling,
among others.
The overall campus sweepstakes winners were Mockingbird Elementary
in first, Denton Creek Elementary in second, and Valley Ranch Elementary in
third. Awards were also given to the top six students in each event category. The
goal of the meet was to increase academic competition opportunities for CISD
elementary students, and participation is expected to double next year.

Engaging Students Through CHS Academies
Club 21 is a group that formed to support the Coppell High School and
Middle School Strategic Plans. The secondary teachers that make up this
group will be equipped, through sustained professional development and
model classrooms, to seamlessly integrate technology and instruction that
engages students.
During the spring semester, Club 21 began a collaborative learning
journey. In partnership with Tom Daccord, founder of EdTechTeacher, 24
CISD secondary teachers and the campus technology integration specialists
embarked on a professional development series entitled TEACHING FOR
THE 21st CENTURY. The series consists of:
n 4 Full-Day, Onsite Workshops (April and June 2010)
n 2 (7-Week) Online Courses in Technology Integration (Fall 2010, Spring 2011)
Each course provides six lessons in using established and new Web 2.0
technologies both in the classroom and for professional development. The
courses recognize the demanding schedules of teachers, and thus provide
immediately useful tools and tips while requiring only 30 minutes every
other week.
n 4 Live Webinars (Fall 2010, Spring 2011)
Two webinars during each course will allow participants and the instructor
to meet together in a virtual room for live instruction and feedback.
n T21: Online Community (ongoing)
The T21 online community allows teachers to experience firsthand the benefits of knowledge co-construction in Web 2.0 spaces. T21 allows teachers
to collaborate, share insights, and develop the learning that begins in the
workshops and online courses.
n Best Ideas for Teaching with Technology: A Practical Guide for Teachers, By
Teachers. This book, written by Tom Daccord and Justin Reich, serves as the
“textbook” for the professional development programs.

Middle School Strategic Plan initiatives are being

Coppell High School is breaking new ground with the development
of small learning communities, or academies. With a focus on student
engagement, CHS piloted the Science, Technology, Engineering and Math
(STEM) Academy during the 2009-2010 school year. Students were able to
experience a truly integrated education where English Language Arts, Math,
Science, Social Studies, and Language other than English (LOTE) teachers
collaborated and team taught to provide rigorous and relevant instruction
through the lens of engineering. In the fall of 2010, Coppell High School will
add two more academies using this fully integrated model in the areas of
Emerging Media and Communications (EMAC) and Public Service (which
includes Health Science Technology and Education and Training).
The academies will combine college preparatory curriculum with broad
career themes, enabling students to see the relationships between academic
subjects and their application to a field of work. Partnerships with the
community, industry professionals and local colleges will provide students
with a greater understanding of their post-secondary goals and allow them
to gain hands-on experience. For more information about the academies,

Standards-Based Report Card
Progress
Standards-based report cards (SBRCs)
are currently being used for CISD students in Kindergarten through 3rd Grade.
Throughout the 2009-2010 school year:
n SBRCs were reviewed and revised
n SBRC belief statements were developed
n Teacher committees were formed to help
create the 9 week expectations/matrix
n An SBRC District Advisory Committee was cre-
ated to provide external and internal input
This summer, Principals, Assistant
Principals and Central Administrators will
meet to, once again, discuss standardsbased report cards. Expected results of
this meeting are that SBRC changes will
be reviewed, and each campus will create
a customized plan to promote effective
teacher understanding and utilization of
SBRCs and 9 week expectations/matrix.
This fall, team leaders will provide
teachers with additional SBRC training.
At Curriculum Night, each campus will
review with parents the district’s SBRC
grade level videos, and take parent questions, which will be used to update the FAQ
page of website. After the first 9 weeks, each
campus will host parent forums to share
CISD’s SBRC belief statements, answer
parent questions, and provide additional
clarification.

Preliminary TAKS Results Show Students Fared Well
Preliminary Texas Assessment of Knowledge and
Skills (TAKS) results are in and, once again Coppell ISD
ranks at the top. Overall, students show success in the
area of Social Studies, where 100% of “All Students”
Met Standard in 8th and 11th grade and 99% of 10th
graders Met Standard. Commended scores were 77%,
83%, and 69% correspondingly. Ninety-nine percent of
“All Students” also Met Standard in 8th, 9th, and 11th
grade Reading and 7th grade Writing. Commended
scores in each of these areas were 75%, 55%, 60%, and
68% respectively. Commended scores mean students
mastered the Texas Essential Knowledge and Skills
(TEKS) curriculum with a score of 90% or above.
“We are very proud that our preliminary results
show that our students scored so well on the state
assessments. Most impressive is the percentage of
our students who performed at the Commended
level. This is due to the hard work of our students,
the level of support we receive from our parents and
the community, and the high quality of our teachers.
However, we consider this level of achievement as just
the beginning for Coppell ISD as we strive to be the
‘Best of the 21st Century,’” noted Rhonda Carr, Director
of Assessment and Accountability.
The Texas Education Agency (TEA) will announce
accountability ratings on July 30th which include
not only TAKS performance, but other indicators
such as graduation rates and Gold Performance

SAT Preparation Recommendations
Seventh and Eighth grade: Visit http://apps.collegeboard.com/practice/sat-question-of-the-day daily and com-
plete “The Official SAT Question of the Day.” This is a free service that takes less than five
minutes. After answering, a full explanation of the correct answer is provided.
Freshman: Take 2 full practice tests that will provide an itemized report of strengths and weaknesses.
Sophomore: Take 2 full practice tests that will provide an itemized report of strengths and weaknesses.
CHS will administer the PSAT in October as practice for the national merit qualifying test.
Junior: Take the SAT Prep course that includes 2 practice exams. In October take the PSAT/NMSQT.
The scores from this test can qualify a student for National Merit Scholarships. In January
take the actual SAT test for the first time. If needed, re-take the SAT during May/June.
Senior: Last recommended date for seniors to take the SAT is October.

CISD Education Foundation Update

The Coppell ISD Education Foundation brought the year to a close by hosting
its eighth annual Student/Teacher Academic Recognition Banquet in May. Over 350
attendees gathered with the Foundation Board to honor 36 students that comprise the
“Top 5 %” of the 2010 graduating class and the CISD teachers (grades K-12) that had
the greatest positive impact on their lives and academic careers. Along with honoring
these outstanding students, the 14 campus Teachers of the Year were acknowledged for
their educational leadership and excellence in the classroom and two district Teachers
of the Year were announced by CISD Superintendent Dr. Jeff Turner.
Each year the Education Foundation awards Innovative Teaching Grants and
Matching Funds Grants to benefit CISD students and staff. During the 2009-2010 school
year, the Foundation donated a total of $18,405 through eight innovative teaching
grants on seven CISD campuses. Since the year 2000, the Foundation has awarded
over $680,000 in grants to CISD schools.
“Our goal through the Education Foundation is to provide opportunities for
every student to benefit from innovative teaching methods and hands-on projects. By
allocating a percentage of our donations to be set aside for campus projects, we are able
to impact even more students and broaden our base of donor support,” said incoming
President Carmen Vlahos.
Mrs. Krueger has helped Erin Barlow to grow
significantly as a writer… “Mrs. Krueger has made
a lasting impact on my life due to her passion as a
teacher and her warm personality.”

CISD Bus Registration
The CISD Transportation Department offers two types of bus service for
the students of Coppell ISD. The Pay to Ride service enables students who live
within two miles of their school to ride the bus for a fee. Not all neighborhoods
qualify for Pay to Ride service so call 214.496.8082 to inquire if your address
qualifies. Students who live farther than two miles from their school ride the
regular bus service, which is free. Special Education students who qualify for
bus service will not be charged a fee to receive transportation and DO NOT
need a bus pass. ALL other students who ride a school bus will have to acquire
a photo identification card in order to ride., including Pre-K students. The ID
will be required and must be displayed to the bus driver when boarding the
bus. Students will be charged a $5.00 fee to replace lost/stolen bus ID cards.
All Students must have a bus pass by the first day of school, August 23,
2010. Failure to display the bus pass three times may result in termination of
bus service for the remainder of the school year. No refunds will be given to
any student who is removed from the bus for disciplinary reasons.
Buses will run as close as possible to the published schedule; however, the first
several weeks of school are a period of adjustment. Routes will not run early but
may occasionally run late until revisions are made. Bus schedules and times will be
posted at each campus during school registration, as well as in the local newspaper
and on the district and campus websites. Please note the following:
n Each route has designated stops. These are the only stops where students will be
allowed to board the bus. Please check with the school or call 214.496.8090
to find out the stops.
n Students are expected to ride their designated bus to and from school.
n Students should be at the bus stop 10 minutes before the scheduled pick up
time.

Your Bond Dollars At Work
The CISD Maintenance Department is well underway with projects
that were included in the 2009 bond package and are currently working on
projects in phase four. There will be approximately six phases altogether that
make up the 2009 bond package which is set to be completed in 2013. Summer projects from the 2009 bond will total approximately $3.5 million.
These projects began June 7, 2010 and will be substantially completed
by August 16. Projects in progress include:
n Wash fountain replacement at Lakeside Elementary
n Roof, HVAC, carpet, wash fountain, and ceiling tile replacements at Town
Center Elementary
n Carpet replacement at CMS North
n New roof on the “A” building, ceiling tile and grid replacement in the “A” and “C”
buildings, and drainage improvements around the “C” building at CMS West
n Recreation yard behind the Education Annex
n Press box to be installed at the CISD Baseball/Softball Complex
n New Energy Management system and re-commissioning of all the A/C
equipment at the Vonita White Administration Building
The Maintenance department is also working on renovations in the
libraries at Pinkerton Elementary, CMS North and CMS West. These renovations include furniture replacements and some minor wall reconfigurations.
All of the summer library projects will total approximately $800,000.

The 411 on Student Disclosure
Each year parents are given four options regarding the disclosure of student
directory information (i.e., name, address, phone number, email address, etc.).

information for “limited school purposes.” “Limited school purposes” includes schoolrelated publications such as the yearbook and school newspaper (created by/for students
and staff), graduation program, CISD website, and the district’s printed publications such
as the EXPRESS. In other words, these are publications and broadcast media which are
generated by the school or by the district. However, the “limited school purposes” disclosure
option does not apply to local/community newspapers or school-related groups such as
the PTO, since they are considered third party “outside requestors.” For example, if you
selected the “limited school purposes” option, and your child is on the honor roll, his/her
name will not be released for publication in the local newspaper. If your child is a graduate
and the “limited school purposes” option is selected, your child’s name will be listed in the
graduation program, however it will not be released to the local newspapers.
The Coppell ISD Child Nutrition Department provides quality meals to
students while also balancing nutrition requirements with student preferences
and financial obligations. Meals are planned by a registered dietitian in
accordance with the Texas Nutrition Policy and USDA Guidelines.
If you have updated your child’s information on the portal, you can
change it at any time, but it is recommended that you make all changes
prior to the start of the 2010-2011 school year on August 23rd. For more

PURCHASE MEALS:
Online: To pay online go to www.mynutrikids.com. The service is easy to use, convenient, private, and secure. There is a $1.75 convenience fee per transaction.
Payments made by 7:00 a.m. will be in the students lunch account by lunch service that day. Online prepayments are imported to the lunch accounts Monday
through Friday. Once the account is open, parents may check the account balance
at anytime. You can also register to receive low balance email reminders.
Check: Make checks payable to (School Name) Child Nutrition and bring the check
to the cafeteria. Include the student’s name and ID number or home room on
the check.
Cash: Cash may be brought to the cafeteria for deposit in a student’s account or
students may pay with cash on a daily basis.
FREE & REDUCED PRICE MEALS: CISD participates in both the federally-funded
National School Breakfast and National School Lunch programs, which make nutritious meals available free or at a reduced price to eligible students. Applications
are available online or at the school campus and must be completed annually.
ACCOUNT LIMITS: Parents may specify which foods students may or may not have.

E-Group Subscription and Portal News
Don't forget to update your child's portal account before school starts
on August 23rd. To ensure safety and accurate information, parents need
to update their child's portal account by going to the student registration
module online and verifying all the information (phone numbers, emergency contacts, medical, disclosure/picture information) and making any
additions or corrections. To make an address change or enroll your child
on the portal, please contact your child's campus and make an appointment as soon as possible.
n Subscribe to e-groups in the parent portal in order to receive important email communications from the district and your child’s campus. To subscribe,
log in to the Parent Portal, click on e-groups at the top of the page and a
list of CISD campuses and the district will appear. Check the box next to the
location(s) you wish to subscribe to and click submit.

Good Attendance is Important
Parents and students, please remember that attendance is vital each and every day that school is in
session. Not only do students miss valuable instruction time and assignments when they are absent,
but the rest of the class learning environment can be
affected if a large number of students are absent.
Additionally, it costs Coppell ISD $31 per student
in state funding for every day a student is absent.
This means that if nearly 1,500 students on a single
day are absent across grades K-12 district wide,
Coppell could lose enough state funding to equal one
teacher's salary. Please join Coppell ISD in encouraging good attendance during scheduled class days.

You may renew your football season tickets by mail or in person at the Coppell
High School Fieldhouse from 8:00 a.m. – 4:00 p.m. Monday through Thursday. To
retain your reserved seats, tickets must be renewed by Thursday, July 29th. You
may upgrade your seats Monday, August 2nd at 8:00 a.m. on a first come, first
serve basis. Unclaimed tickets will go on sale to the public on Monday, August 9.
YOU MUST PURCHASE YOUR TICKETS PRIOR TO EXCHANGING. NO tickets will
be exchanged prior to Aug. 2 and NO additional tickets may be purchased prior
to Aug. 9. If you have any questions, please call Terri Bennett at 214.496.7058.
If you would like to renew tickets by mail, please send a self-addressed stamped
envelope along with your check payable to “Coppell ISD”. Payment must be received
