POSSIBLE YUMA COUNTY AREA TRANSIT WORK STOPPAGE BY FIRST
TRANSIT EMPLOYEES REPRESENTED BY AMALGAMATED TRANSIT UNION
LOCAL 1433
YUMA, AZ (January 2, 2013) - Yuma County Intergovernmental Public
Transportation Authority (YCIPTA) has been advised that the Amalgamated Transit
Union (ATU) Local 1433 intends to conduct a work stoppage vote today which could
impact Yuma County Area Transit (YCAT) bus routes as soon as Wednesday,
February 13, 2013.
It is unclear whether this means that YCAT bus operators and mechanics,
whom work for First Transit, Inc intends to strike or not. If this is the case, they could
do so as early as 5:50 a.m., Wednesday, February 13, 2013. First Transit and ATU
intend to continue their collective bargaining agreement negotiations on Monday with
the anticipation that they will conclude on Wednesday.
In April 2012, the First Transit bus operators and mechanics voted to join ATU.
First Transit and ATU has been negotiating an agreement since then, and to date,
there has not been an agreement on the terms of the collective bargaining agreement.
YCIPTA is not privy to these negotiations as the employees work for First Transit and
not YCIPTA; however, First Transit is contractually obligated to deliver transit services
on behalf of YCIPTA.
ATU as of Friday, February 8, 2013 issued a press release to the Yuma Sun
intending to call a strike vote and implement a strike if negotiations fail.
First Transit management has developed contingency plans to ensure as much
service is provided as possible. The proposed contingency plan is available online at
www.ycat.az.gov and by calling (928) 783-2235 and is summarized below:
YCAT will operate transit services, Monday through Friday only between 6:30
a.m. and 11:30 a.m. and again from 12:30 p.m. to 5:30 p.m., only. There will be no
transit services provided after 5:30 p.m. on weekdays and on Saturday. Most routes

If any First Transit bus operator cross the picket lines and is able to drive YCAT
buses, YCIPTA and First Transit will restore service in the following priority order: 1.)
Yellow Route 95 (2nd Bus), 2.) Red Route 1, 3.) Blue Route 5, 4.) Violet Route 7, 5.)
Silver Route 9, and 6.) Yellow Route 95 (3rd Bus).
“Our top priority is for the safety, convenience, and satisfaction of our
customers,” noted YCIPTA Transit Director, John Andoh. “YCIPTA will continue to
do everything in our power to minimize any service disruptions.”
YCIPTA will provide free bus services to all passengers if the strike
contingency plan is activate until full service is restored.
YCIPTA will update its website and staff answering YCAT telephone hotline to
reflect current service information.
YCIPTA apologize for the inconvenience and hardship created by the potential
bus strike by the bus operators and mechanics represented by ATU Local 1433.
YCIPTA appreciates every passenger and understands that you rely on our services
to get to school, jobs, vital appointments and community events. Thank you for your
patience during this time. YCIPTA is committed to providing you, your family and
friends with safe and reliable transit services.
About YCIPTA: The Yuma County Intergovernmental Public Transportation
Authority (YCIPTA) is an IPTA that was formed on December 13, 2010 by the Yuma
County Board of Supervisors to administer, plan, operate and maintain public transit
services throughout Yuma County, including within the political jurisdictional
boundaries of the Cities of Yuma, San Luis, Somerton, Town of Wellton and the
unincorporated Yuma County areas. YCAT services are operated by First Transit, Inc
of Cincinnati, Ohio under contract to YCIPTA, which ends on June 30, 2014. YCIPTA
owns all vehicles for fixed-route and demand-response service as well as leases the
East 14th Street and Atlantic Avenue maintenance facility.
