Commission has said:
“EU instruments [e.g., ESIF] do not support projects that are purely military”!
ERDF/FEDER can actually support dual-use projects
(both preparation and management), e.g.
•
product, process or technology R&D+I,
•
machineries/intangible assets purchase, consultancy services,
•
protection of intellectual property rights (IPR) and related activities,
•
matchmaking events, (foreign) fairs and exhibition participation,
•
dual-use incubators, demonstration centres, dissemination, ….
N.B.: applications must be
essentially based on the civilian aspects/impacts/contribution.
If a technology can serve both civilian and military purposes,
only the “neutral” (plus the pure civilian) part/expenditures is eligible for funding
