VESSEL : 1 INTRODUCCIÓN INTRODUCTION Este procedimiento junto al Procedimiento de Descarga Segura de Buques de Enagas (publicado en www.enagas.es) incluye los requerimientos y la información necesaria para la descarga del buque ______ en el Terminal de Cartagena bajo las condiciones de seguridad apropiadas. This procedure together with the Safety Discharge Procedure of Enagas (published in www.enagas.es) includes the requirements and the necessary information for the unloading of the ship ______ in Cartagena under proper safety conditions. El Capitán declara conocer y aceptar las condiciones de descarga establecidas en el Procedimiento de Descarga Segura de Buques de Enagas. The Captain declares that he knows and accepts the unloading conditions stablished in the Safety Discharge Procedure of Enagas. En el “Cuestionario SIGTTO” (Anexo I) se describe de forma general el conjunto de instalaciones de descarga de esta Planta. The vessel shall report, for information purposes, on any circumstances arising that may vary the scheduled E.T.A. 4 MANIOBRAS DE ATRAQUE DEL BUQUE ______________________ BERTHING OF THE VESSEL ______________________ El mismo habrá de ser conforme con las “NORMAS TÉCNICAS PARA EL TRÁFICO DE GASES LICUADOS A GRANEL EN EL PUERTO DE CARTAGENA” (Anexo II). This will be according with “TECHNICAL REGULATIONS FOR THE TRAFFIC OF LNG CARRIERS IN THE ESCOMBRERAS DOCK” (Appendix II). 5 OPERACIONES DE AMARRE MOORING OPERATIONS 6 SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 El amarre del buque se realizará segura y rápidamente bajo las instrucciones del Capitán del barco asistido por el práctico. The mooring of the ship shall be carried out safely and promptly under the instructions of Ship Master assisted by the pilot. 6 OPERACIONES DE DESCARGA UNLOADING OPERATIONS 6.1 IDIOMA LANGUAGE El idioma usado en la comunicación será preferentemente el Castellano, y en su defecto el Inglés, debiendo en tal caso las partes acordar si es necesaria la prestación de medios auxiliares (traductores) que permitan asegurar la correcta comunicación entre las partes en el modo que se eviten errores de comunicación entre las mismas. The language used in communication will be preferentially SPANISH, or English as an alternative. In this way must be reached a general agreement if it is necessary the presence of translators to ensure the communication operations. 6.2 MEDIOS DE ACCESO MEANS OF ACCESS Una vez hayan finalizado las maniobras de atraque, y el Capitán lo haya autorizado, la pasarela del muelle se posicionará sobre la cubierta del barco y la manual del barco, si su configuración de amarre o las características del barco lo permiten, sobre la superficie del muelle. After the vessel is adequately moored and the master has authorized it, the jetty gangway will be positioned on the vessel deck, and the ship gangway, if it is possible due to the mooring arrangement or specific characteristics of the vessel, on the jetty deck. 6.3 MEDIOS DE COMUNICACIÓN COMMUNICATION MEANS Las comunicaciones durante la descarga se efectuarán por medio de: un walkietalkie, 1 línea de teléfono directo con Sala de Control a través del cable de ESD, y si fuese necesario (cable ESD no disponible), mediante un teléfono móvil apto para zona clasificada suministrado por Planta (Anexo III). The ship/shore communications during discharge process will be done by mean of: a walky-talky, 1 direct telephone line with Control Room through the ESD cable, and if necessary (ESD cable off), mean while a mobile phone for electric classified areas provided by terminal (Appendix III). 6.4 LISTA DE COMPROBACIÓN DE SEGURIDAD BUQUE/TERMINAL SHIP/SHORE SAFETY CHECKLIST De acuerdo con las recomendaciones de seguridad IMO y R.D. 145/1989, para transportes de mercancías peligrosas en puertos, estas recomendaciones se incluyen en el documento “LISTA DE COMPROBACIONES DE SEGURIDAD BARCOTERMINAL” (Anexo IV), que debe completarse antes de empezar las operaciones de descarga. According to IMO safety recommendations for transporting dangerous goods in harbours and R.D. 145/1989, the document “SAFETY CHECKLIST SHIP-TERMINAL” (Appendix IV), is the safety checklist containing these recommendations which must be duly completed before starting unloading operations. 7 SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 La lista de comprobación la rellenarán el Oficial de Descarga, en el barco, y el Jefe de Turno en servicio del Terminal. La lista de comprobación será enviada a la autoridad competente por el consignatario. The checklist shall be filled in by the ships unloading officer and by the terminal’s Shift Manager. The checklist will be sent to the competent Authority by the Terminal. 6.5 PROCEDIMIENTO DE DESCARGA UNLOADING PROCEDURES General General El Jefe de Turno en servicio, como representante del Terminal, es responsable de las operaciones de descarga en tanto en cuanto sean controladas y dirigidas desde tierra. El Capitán del buque es responsable de las operaciones controladas y dirigidas desde el barco. Las operaciones de descarga de GNL las controla y supervisa el Jefe de Turno del Terminal, asistido por el conjunto de Operadores de la terminal, uno de los cuales permanecerá en el propio atraque mientras dure la descarga. The engineer on duty, as terminal representative, is responsible for the unloading operations as far as they are controlled and supervised from the shore. The master of the ship is responsible for all operations controlled and supervised from the ship. The LNG unloading operations are controlled and supervised by the Terminal shift supervisor, assisted by Plant Operators. One of them must be always in jetty area while the discharge goes on. Los procedimientos de descarga detallados en el documento “PROCEDIMIENTO OPERATIVO DESCARGA BUQUES GNL” (Anexo V), han sido entregados en mano al barco. The detailed unloading procedures, see the document “LNG TANKERS OPERATIONAL UNLOADING PROCEDURE” (Appendix V) have been handed over to the ship. Cualquier tipo de reclamación ó incidente que suponga una anormalidad y su consecuencia pueda ser objeto de una reclamación por las partes, deberá reflejarse en la hoja de tiempos en el apartado Observaciones de detalle. No se tendrá en cuenta ninguna reclamación que no conste en la plantilla de tiempos (Anexo VI). Any claim that emits the boat, or any incident that could cause an abnormality and its consequences could derive in any claim between the parts, will have to be reflected in the Timesheet in the section “More detailed remarks”. The claims that do not appear in this document (Appendix VI) will not be considered at all. 6.6 SEGURIDAD Y CONTROL DE ACCESO AL PANTALÁN SECURITY AND ACCESS CONTROL TO THE JETTY Las normas y procedimientos de la Autoridad Portuaria de Cartagena para el cumplimiento del Código PBIP (Anexo VII) serán acatadas por los buques y las instalaciones de ENAGAS. Regulations and procedures of Port Authority of Cartagena in order to carry out ISPS Code (Appendix VII) wil be accomplished by the ships and ENAGAS facilities. 6.6.1 Medidas generales General Measures Referencias References Ver plano en el anexo III. 8 SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 See drawing in Appendix III. Obligaciones Liabilities ENAGAS será responsable del control de acceso al pantalán, y en particular su Servicio de Vigilancia. El buque es responsable de autorizar los permisos de acceso a bordo. ENAGAS shall be responsible for access control to the jetty, and in particular its Surveillance Service. The vessel is responsible for permits and access onboard. Entrada de personas Entry of people Toda persona que acceda al pantalán deberá ser identificada previamente por el Servicio de Vigilancia de Planta y, a petición del mismo, mostrar documentos que prueben su identidad. Se negará el acceso a esta área a cualquier persona que no esté debidamente identificada. Any person entering the jetty must be previously identified by the Surveillance Service of Plant and, upon request by said service, show documents proving his/her identity. Any person not duly identified shall be denied access to this area. Entrada de vehículos Vehicle entrance Como norma general, no se permitirá la entrada en el frente de atraque a ningún vehículo desde el momento en el que se inicie la puesta en frío de los brazos de descarga. When vessel begins loading arms cooldown, no vehicle shall be allowed in the jetty. Visitas al buque Visits to the vessel Antes de la llegada del metanero, los oficiales del buque o su agente consignatario proporcionarán a ENAGAS Planta, una lista de todas las personas autorizadas a subir a bordo del barco. La lista incluirá: Previous to arrival of the gas carrier, the vessel officials or her agent shall provide to ENAGAS Plant a list of all the persons authorised to come onboard the ship. This list shall include: Personal del Consignatario Personal y/o equipo de las compañías provisionistas Miembros de la tripulación que embarcarán Personal de la compañía armadora Consignors staff. Personnel from stores and/or equipment providing companies. Crew members that will be embarking. Ship owner’s staff. A la llegada del buque, el consignatario proporcionará, además, una lista de la tripulación, la cual se identificará ante el servicio de seguridad cuando entren o salgan del pantalán. Also, upon arrival of the vessel, the Shipping Agent shall provide a list of the crew, who shall identify themselves in front of the Security Service when entering or exiting the jetty. 9 SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 Para este tipo de comunicaciones se dispone de la dirección de correo electrónico [email protected] activa las 24 horas del día, que complementa a los números de FAX 968 167343 y 968 167234. Si, por alguna razón, una persona no incluida en la lista deseara visitar el buque, deberá obtener una autorización previa del capitán o de cualquier oficial a bordo. En tal caso se exigirá que el visitante sea acompañado desde la entrada principal del pantalán por una persona del buque. Should, for any reason, a person not included in the list may wish to visit the vessel, he/she must have previous authorisation from the Ship Master or any Officer to come onboard. In such a case, the visitor is required to be accompanied from the Jetty’s main entrance by a person from the vessel. 6.6.2 Medidas de protección según el nivel de seguridad del código ISPS Protecting Measures depending on the ISPS security level a. Nivel de protección 1. Security level 1. Es el estado normal del terminal, en el que se aplican las medidas de protección habituales (punto anterior). This is the normal state of the terminal, in which the usual security procedures are applied (previous point 6.6.1.). Con descarga de barco Vessel discharge La descarga se llevará a cabo siguiendo la instrucción operativa correspondiente, perteneciente al Sistema de Gestión de la Prevención. Discharge will be carried out following the right operative instruction of the prevention management system. El personal que puede estar presente en el terminal de descarga en esta situación es: The staff that can be present at the terminal is: - Personal de Operaciones: Un Jefe de Turno (responsable de la descarga) y dos operadores para las labores de conexión y desconexión. Operation staff: The Engineer on duty and two operators for the connection-disconnection operations. - Personal de mantenimiento (propio y contratado). Su función es la realización del mantenimiento legal, preventivo, predictivo y correctivo de los equipos, siempre que los trabajos no sean en caliente. Maintenance staff (own and sub-contracted): Their function is to do legal, preventive, predictive and corrective maintenance on the equipments, only if the works are not “hot works”, which are totally forbidden in the discharge time. - 10 Personal de Prevención y Seguridad (propio y contratado), para la realización del mantenimiento legal, preventivo, SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 predictivo y correctivo de los equipos contraincendios, siempre que los trabajos no sean en caliente. Prevention and security staff (own and contracted). Their function is to do the legal, predictive and corrective maintenance of fire fighting equipment, only it the works are not considered as “hot work”. - Personal de empresa privada de vigilancia Private Security Staff o Un vigilante armado en caseta de entrada para el control de acceso a la terminal. An armed watchman at the entrance post for access control at the terminal. o Rondas aleatorias durante las 24 horas de un vigilante armado por perímetro de la instalación. Random watching all day long carried out by an armed watchman in the facilities perimeter. - Las medidas específicas de este nivel son: The specific measures of this level are: o Identificación positiva de todo el personal que acceda a la instalación. Acknowledgement of everybody who arrives at the entrance of the terminal. o Toda zona que no esté identificada como “de paso” quedará como “de acceso restringido” a todo el personal ajeno a Enagas. The places which are not “passing ways” will be considered “restricted areas” for the people who are not from Enagas. b. Nivel de protección 2. Security level 2. Con descarga de barco Vessel discharge En el nivel 2 se continuará con la descarga de buque según instrucción correspondiente, pero para minimizar el nivel de riesgo se tomarán las siguientes acciones: At level 2, vessel’s discharge will continue following the correspondent instruction, but in order to minimize the level of the generated risk the next actions will be taken: - Se disminuirá al mínimo posible el personal de Operaciones en el área. The presence of Operation staff will be reduced as much as possible in the area. - El personal de mantenimiento y prevención (propio y contratado), no podrá realizar trabajos ni en frío ni en caliente, debiendo abandonar el área. Neither hot nor cold works will be allowed in the area, and the staff of maintenance/prevention departments from Enagás along with sub-contracted people, will leave immediately the area. 11 SAFETY PROCEDURE SHIP/SHORE INTERFACE - REVISIÓN 1 No se permitirán visitas a la instalación ni al buque, salvo que estén autorizadas por el OPIP. Visits to the terminal will not be allowed without PFSO permission. - Todas las personas que accedan a la instalación deberán pasar previamente por el arco detector de metales. Everybody entering in the installation must previously go through the metal detection device . - Toda zona que no esté identificada como “de paso” quedará como “de acceso restringido” para todo el personal ajeno a Enagás. All places which are not denominated “passing ways” will be considered as “restricted area” for people who are not from Enagás. - Se establece como zona restringida un anillo de 15m alrededor del punto de acceso a la terminal, quedando balizada y con la prohibición de aparcar en la misma. A restricted zone of 15m will be established around the point of access to the terminal, pointing the limits of this area and forbidding any parking. - Se intensificará el control con las cámaras desde el centro principal The monitoring control will be intensified from the main centre (CCR). - Se aumentará el número de rondas aleatorias de vigilancia por el perímetro de la instalación. The number of random watching will be increased. - Se comunicará con las Autoridades para que, en función del tipo de amenaza, se encargue de: el control del espacio aéreo, el reforzamiento del control de acceso al puerto, el control de las aguas próximas o el control y posible desactivación de artefactos explosivos. Communications with the Authorities will be established in order to (depending on the kind of threaten): Control of the aerial space, reinforce the control access to the port, port water control and explosives deactivation if necessary. c. Nivel de protección 3. Security level 3. En el nivel 3 se establecen medidas de protección excepcionales debido al elevado riesgo de que ocurra un suceso que afecte a la seguridad del terminal. At level 3, exceptional protection measures will be established due to high risk of an event affecting the terminal safety. Con descarga de barco Vessel discharge Para minimizar el nivel de riesgo existente: In order to minimize the actual high risk, the next actions will be taken: i. 12 Parada de descarga controlada Controlled stop of discharge SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 ii. Desconexión controlada del buque iii. Sectorización del rack iv. Se disminuirá el personal en el terminal al mínimo técnico posible, es decir: Controlled disconnection of the vessel. Zone definition The number of people in the terminal will be reduced to the minimum. That is: a. No se permitirá el embarque/desembarque de tripulación del buque. The boarding/unboarding of crew will not be allowed. b. Tras la parada, desconexión y sectorización quedará un único Operador en el terminal de descarga hasta que el buque zarpe. En ese momento abandonará también el terminal. After stopping, disconnection and zone definition, an only operator will stay at the jetty until the vessel leaves. Then the operator will also leave the jetty. c. Un vigilante armado en la caseta de entrada al pantalán. An armed watchman at the entrance of the jetty. d. Rondas aleatorias durante las 24 horas de un vigilante armado por el perímetro de la instalación. Armed vigilant will make randomly watchings in the installation perimeter all day long. v. Se establece como zona restringida un anillo de 15m alrededor del punto de acceso a la terminal, quedando balizada y con la prohibición de aparcar en la misma. Se intensificará el control con las cámaras desde el centro principal ix. Se aumentará el número de rondas aleatorias de vigilancia armada por el perímetro de la instalación. Se comunicará con las Autoridades para que, en función del tipo de amenaza, se encargue de: el control del espacio aéreo, el reforzamiento del control de acceso al puerto, el control de las aguas próximas o el control y posible desactivación de artefactos explosivos. El suministro de víveres, paquetería y cualquier otro tipo de mercancía, se suministrarán preferentemente en fondeadero, debiendo realizar una Declaración de Protección Marítima, entre el Buque y la Gabarra si así lo considera el Buque receptor. The provision of food, packages and other type of merchandise, will be mainly provided in anchorage. The Ship master, if he wishes, can make a Declaration of Marine Protection, between the Ship and the Tug. Cuando las circunstancias lo impidan por mal tiempo, dificultad manifiesta o imposibilidad de suministro, podrá solicitarse a la Instalación Portuaria que se haga en atraque mediante gabarra. En este caso será necesario que independientemente del tonelaje de la gabarra se firme una Declaración de Protección Marítima entre el Buque y la Gabarra, debiendo remitir una copia de la misma a la Instalación Portuaria antes del comienzo de dichas actividades. EMERGENCY SITUATION AT THE TERMINAL Si ocurriera cualquier tipo de emergencia en las instalaciones de Enagas, que no afectara a las operaciones de descarga de barcos, la sala de control de la terminal informará al barco de lo sucedido empleando el canal de VHF o el teléfono directo. Activar el Plan de Emergencia Interior, si es necesario. TO ACTIVATE THE INTERIOR EMERGENCY PLAN, IF NECESSARY. SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 Una vez activado el Plan de Emergencia Interior, el jefe de la Emergencia informará personalmente al barco, y coordinará junto con el capitán del barco las medidas necesarias para afrontar la emergencia. Del mismo modo se mantendrá un contacto continuo con las autoridades. In any of these cases, the Terminal Staff shall contact the Vessel through walkytalky or phone line, to inform of the nature and scope of the emergency, and will take the necessary actions. 7.3 COMUNICACIONES TERMINAL/BUQUE EN LA EMERGENCIA. TERMINAL/VESSEL COMMUNICATIONS DURING AN EMERGENCY Ante cualquier emergencia, la planta deberá contactar con el barco por mediación del teléfono directo o de walkie-talkies. Hay un transmisor en la sala de control de la planta y una serie de unidades móviles distribuidas entre los operadores de planta. Además la planta cederá al barco un walkie-talkie. El barco dispondrá además de un teléfono móvil por si los demás sistemas fallan. Should an emergency occur the Terminal shall get in contact with the Vessel through the direct telephone line or the walky-talky. There is a transmitter in the Terminal Control Room and a series of mobile units distributed among the Terminal operators. Also, the Terminal shall provide the Vessel with another walkytalky and a mobile phone, just in case the other communication means fail. If an emergency has tripped the ESD, the telephone communications over the instrument cable are cut off. 7.4 MEDIOS DISPONIBLES EN CASO DE EMERGENCIA. Anti-intrusion system. - Sistema PA PA system. - Luces de emergencia y señalización Emergency lights and signalling. 7.5 17 MEDIOS DISPONIBLES EN CASO DE EMERGENCIA. CONDITIONS LEADING TO GET ADDITIONAL ASSISTANCE SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 Si el barco está atracado según la configuración básica dispuesta no hay condiciones predecibles que puedan conducir a la necesidad de asistencia adicional. No obstante, el capitán del barco tiene la autoridad para solicitar la asistencia de los remolcadores para asegurar que el barco permanece amarrado de forma segura en el pantalán. If the vessel is moored according the basic mooring configuration, there are no conditions predictable that could lead to the nead for additional assistance. Notwithstanding the above, the ship’s master has the authority to summon tug assistance to ensure the ship remains safely moored alongside the jetty. 7.6 PARADA DE EMERGENCIA. DISCHARGING STOP La Planta está equipada con una estación meteorológica en la que se registran la velocidad del viento, dirección, temperatura y humedad. Estas medidas se comparan periódicamente con las registradas en la estación meteorológica de Cartagena. The Terminal is equipped with a weather station where wind speed and direction as well as temperature and humidity data are registered. These measurements are periodically compared to those from the Cartagena Weather Centre. En caso de que se produzcan condiciones meteorológicas adversas, el jefe de Operaciones de la Planta se pondrá en contacto con el Centro de Información Meteorológica de Cartagena, para informarse sobre las predicciones meteorológicas. Con la información recibida, el jefe de Procesos deberá decidir si detener o no la descarga. In the event of severe deterioration of the weather conditions, the Terminal’s Operation Manager shall contact the Cartagena Weather Information Centre to gather information about weather forecasts. With that information, he shall determine whether or not to stop discharge. 7.7 ABANDONO DEL PANTALÁN. Vessel’s exit from mooring shall be decided upon jointly by the Ship Master and the Harbour Authority, taking into account that it does not involve a greater risk for the Vessel or the Terminal. Si necesariamente se tiene que efectuar una salida de emergencia, el capitán del barco deberá preguntar a Planta si se dispone de tiempo suficiente para desconectar los brazos según el procedimiento habitual. En caso de que no haya tiempo suficiente, se activará el sistema PERC para que el barco pueda marcharse de la forma más rápida posible. Should the Vessel necessarily have to perform an emergency exit, the Ship Master shall require the Terminal, if there is not enough time to disconnect by usual proceedings, to trigger the PERC manually for the Vessel to exit rapidly. 8 RESPUESTA EN CASO DE EMERGENCIA RESPONSE TO AN EMERGENCY 8.1 18 GENERAL GENERAL SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 A continuación se describen las acciones tomadas por Enagas, en caso de que ocurra una emergencia del barco que afecte a la Planta y en caso de que una emergencia en la Planta afecte al barco. Below is a description of the actions to be taken by ENAGAS in case of an emergency the Vessel affecting the Terminal and in case of an emergency in the Terminal affecting the Vessel. Las medidas de emergencia y procedimientos a realizar por el barco, estarán especificados por el propietario del barco. Emergency actions and proceedings to be taken by the vessel are specified by the vessel owner. 8.2 PARO DE LA OPERACIÓN DE DESCARGA STOP OF UNLOADING OPERATION. Ante cualquier emergencia o situación que entrañe una elevada posibilidad de producir una emergencia, deberá pararse la operación de descarga entre la Planta y el barco, activando el sistema de emergencia de parada. In any emergency situation or situation which is deemed as likely to develop into an emergency situation the ship and/or the Terminal shall cease any unloading operation by activation of the emergency shutdown system. Debe haber una comunicación continua entre Terminal y barco para asegurar que ambas partes son totalmente conscientes de la situación y conocen las medidas adoptadas. Effective use of the emergency communication shall be made to be sure that the respective parties are fully aware of the situation and anticipated actions. 8.3 FUEGO EN LA CUBIERTA DEL BARCO O EN LAS BRIDAS DE CONEXIÓN FIRE ON THE VESSEL’S DECK OR CONNECTING FLANGES En caso de fuego en la cubierta del barco, se procederá de la siguiente manera: Should fire occur on the deck of the Vessel, the following proceeding shall apply: - Parar la descarga y activar el ESD (si no se ha activado automáticamente). - Informar de la localización del incendio. - Conectar el sistema de protección con cortina de agua si no se ha activado automáticamente. Stop discharge and activate the ESD (in case it has not been activated automatically). Report the location of fire. To set off the hydroshield system in the upper platform (in case it has not been activated automatically). - Un operador deberá controlar el sistema de agua ubicado en las torres monitoras, manteniendo contacto en todo momento con el barco por mediación de un walkie-talkie. A Terminal operator shall control the two water monitoring towers, keeping in contact with the Vessel though the walky-talky. - Se activará el Plan de Emergencia Interior. The Interior Emergency Plan will be started. El capitán del barco coordinará las medidas contraincendios adoptadas en el barco, y podrá solicitar al terminal los medios necesarios para ayudar en la emergencia. The Ship Master shall coordinate the fire fighting operations in the vessel and may require the terminal to provide the necessary means to help in the emergency. En caso de que el fuego no se pueda controlar, o se pongan en serio peligro las instalaciones de Enagás, el jefe de Planta junto con el capitán del barco y la 19 SAFETY PROCEDURE SHIP/SHORE INTERFACE REVISIÓN 1 autoridad Portuaria determinarán la necesidad de efectuar una salida de emergencia del barco o no. In the event the fire cannot be controlled, or should the terminal facilities be put to serious danger, the Terminal Manager, the Ship Master and the Harbour Authorities will determine whether or not is advisable for the vessel to make and emergency exit. 8.4 FUEGO EN EL PANTALÁN. FIRE ON THE JETTY En caso de fuego en el pantalán, cesarán todas las actividades que se estén realizando incluida la descarga (si no ha parado automáticamente). Se debe contactar inmediatamente con el barco y activar el plan interior de emergencia. Should a fire occur on the jetty, any operations shall cease immediately including discharge (in case it has not already stopped automatically). Automatic (or manual) activation of the upper platform sprinklers: 2 remote control water monitoring towers 227 m3/h each. 8.5 FUGAS DE GNL EN EL PANTALÁN. LNG LEAKAGE ON JETTY Si ocurriera una fuga de GNL en el pantalán, incluyendo las bridas de conexión, se cesará inmediatamente la operación de descarga, activando a continuación el sistema ESD si no se ha activado automáticamente. Se notificará inmediatamente la situación al barco. Should a LNG leakage occur on the jetty, including the connecting flanges, all discharge operations shall be stopped immediately, and the ESD shall be activated if it has not already been activated automatically. INTRODUCCIÓN Este documento recoge las normas generales por las que debe regirse el tráfico de buques metaneros que tienen su actividad en la terminal de descarga de ENAGAS en la dársena de Escombreras y en las que se incluyen los aspectos y actuaciones relativas a las maniobra de entrada, atraque, permanencia, descarga/carga y salida de buques, los condicionantes generales para que las operaciones se realicen en condiciones de seguridad, tanto para las personas como las instalaciones, así como responsabilidades y competencias de las autoridades intervinientes. Los contenidos, donde así lo requiere, están basados en estudios náuticos y de riesgos llevados a cabo para ENAGAS por empresas especializadas, entre los que se incluyen los relativos a la simulación en tiempo real de maniobras para buques metaneros del tipo QMax y QFlex. Constituyen una ampliación a las prescripciones del reglamento de Admisión, Manipulación y Almacenamiento de MM.PP en los puertos (R.D. 145/89 de 20 de enero) vigente en lo que afecta a la seguridad en las operaciones de tránsito y descarga/carga. Deberán así mismo observarse todas las normas aplicables del Convenio Internacional para la Seguridad de la Vida Humana en el Mar. (SOLAS) Este documento será revisable a criterio de las Autoridades competentes y se deberá ajustar a las normas o reglamentos oficiales que afecten a aspectos recogidos en este documento. 2. AMBITO DE APLICACIÓN 2.1. Es de aplicación a todos los buques metaneros que vayan a operar en la terminal de la que la empresa ENAGAS es concesionaria dentro de las instalaciones portuarias ubicadas en la Dársena de Escombreras, con capacidades de carga de hasta 266.000 m3. Los buques que excedan de estas capacidades, requerirán del necesario estudio y verificación para permitir su acceso. 2.2. Las personas y/o Organismos que vigilan y son responsables del cumplimiento de la presente normativa se definen en el apartado 12 de estas normas. 2.4. Se exceptúa del cumplimiento de esta normativa a los buques remolcadores y embarcaciones de servicio al buque metanero, así como a cualquier otra a la que la Autoridad Portuaria dispense formalmente. 3. DEFINICIONES 3.1. Metanero: Buque especialmente diseñado para transportar gas natural (metano principalmente) procesado para ser transportado en forma líquida a presión atmosférica y a muy baja temperatura. 3.2. Tamaños de buques metaneros 3.2.1. Metanero de mediano y pequeño porte: buque que transporte gas natural licuado (metano) cuya eslora total sea inferior a 250 m, y/o capacidad de carga inferior a 130.000 m3. 3.2.2. Metaneros de gran porte: buque que transporte gas natural licuado (metano) cuya eslora total sea igual o superior a 250 m, y/o capacidad de carga igual o superior a 130.000 m3. 3.2.3. Metaneros tipo Qflex: buque que transporte gas natural licuado (metano), cuya eslora total sea de 315 m y/o capacidad de carga entre 210.000 m3 y 217.000 m3 3.2.4. Metaneros tipo Qmax: buque que transporte gas natural licuado (metano), cuya eslora total sea de 345 m y/o capacidad de carga 263.000 m3 – 266.000 m3 3.3. Eslora: La longitud total del buque. 3.4. Capacidad de carga: volumen de tanques de carga en m3. 3.5. Estado de carga: porcentaje de carga que lleva el buque en un momento determinado. 3.5.1. Plena carga: dícese cuando los tanques del buque se encuentran a su máxima carga. 3.5.2. Lastre: dícese cuando los tanques del buque se encuentran a su mínima carga. 3.6. Desplazamiento (ǻ): es el peso del buque para una condición determinada de carga, y representa el peso del agua desplazado por este volumen en toneladas. 3.6.1. Desplazamiento en rosca ǻr: peso del buque tal como lo entrega el astillero, esto es, sin combustible, pertrechos, víveres, ni tripulantes. Desplazamiento en lastre ǻl: peso del buque en rosca más todo lo necesario para que pueda navegar (combustible, agua potable, provisiones y pertrechos) pero sin carga. 3.6.3. Desplazamiento máximo ǻm: peso que alcanza cuando el buque está sumergido hasta la línea de máxima carga. (Verano agua de mar de la marca de Plimsoll). 3.7. Peso Muerto: diferencia entre el desplazamiento máximo y el desplazamiento en rosca, también llamado Porte Bruto o Dead Weight. 3.8. Remolcador: buque perteneciente al servicio de remolque autorizado. Estos remolcadores podrán ser de tres tipos: 3.8.1. Remolcador convencional: remolcador con propulsión a popa (una o dos hélices) y punto (gancho) de remolque hacia el centro de su eslora. 3.8.2. Remolcador tipo tractor: remolcador con propulsión cicloidal o azimutal a proa del centro de su eslora y punto de remolque a popa (chigre y gancho como reserva), y clasificado como ff1 (fire fighting one). 3.8.3. Remolcador de características especiales: todos aquellos remolcadores omnidireccionales, distintos de los tipo tractor, tales como, acimutal, stern drive, reverse tractor y asimetric tractor, o cualquier otro capaz de disponer de un diagrama de empuje que cubra los 360 °, con una variación de la fuerza de tiro entre el 100% y el 50%, y clasificado como ff1 (fire fighting one). 3.8.4. Remolcador de Acompañamiento: remolcador o remolcador de porte menor, que acompañará al buque durante su tránsito hacia el atraque, con capacidad para asistir de forma activa al buque. 3.9. Tiro a Punto Fijo (T.P.F.) (Bollard Pull): es la cantidad de fuerza (toneladas) certificada por la Inspección de Buques Mercantes correspondiente o por una Sociedad de Clasificación, que puede aplicar un remolcador trabajando avante en el supuesto de velocidad nula. Dicha fuerza coincidiría por tanto con la tracción que el remolcador produciría. 3.10. Punto de Recalada, punto (PR): punto cerca de la costa de coordenadas geográficas 37º32’N, 1º00’W al que deberán dirigirse todos los buques que procedan de alta mar y cuyo destino sea el puerto de Cartagena. No es el punto de embarque de práctico. 3.11. Punto de embarque de práctico: Los buques esperarán el embarque de práctico en el punto 37°33’7N 01°00’0 W 3.12. Es el responsable de la seguridad del pantalán desde el atraque hasta la salida del buque. 3.13. Operador de proceso: Operador encargado de realizar las operaciones en las instalaciones de descarga, bajo la supervisión del Operador de Muelle/Terminal. 3.14. Condiciones climáticas favorables: se consideran condiciones climáticas favorables para cada una de las operaciones que a continuación se describen aquellas que no sobrepasen ninguno de los límites prefijados para los parámetros que se consideran (viento, altura de ola, visibilidad…). 3.15. Condiciones de mala Visibilidad.: Aquellas que limitan el campo visual a una distancia inferior a 1 km para la maniobra de entrada y 0,5 km para la de salida (1 km en el caso de buques Qmax y Qflex). 3.16. Se define como velocidad de viento aquella procedente de pronósticos correspondientes a ráfaga de 10 minutos y medida a 10 m de altura respecto del nivel medio del mar. La limitación de viento será considerada en simultaneidad con oleajes. 3.17. Viento Límite: navegación entrada -salida: 3.17.1. La entrada de buques metaneros de pequeño y mediano porte en condiciones climáticas favorables quedará limitada a vientos de velocidad igual o inferior a 20 nudos de promedio en la media hora anterior a la maniobra. La salida de buques metaneros en condiciones climáticas favorables quedará limitada a vientos de velocidad igual o inferior a 25 nudos de promedio en la media hora anterior a la maniobra. 3.17.2. La entrada de buques metaneros de gran porte, Qmax y Qflex en condiciones climáticas favorables quedará limitada a vientos de velocidad igual o inferior a 20 nudos de promedio en la media hora anterior a la maniobra (18 nudos para vientos de SSW – Lebeche). La salida de buques metaneros en condiciones climáticas favorables quedará limitada a vientos de velocidad igual o inferior a 20 nudos de promedio en la media hora anterior a la maniobra. 3.17.3. La medición de la velocidad del viento se efectuará mediante anemómetro calibrado por el Organismo competente, que disponga de registro de mediciones y situado en el centro medidor de vientos en el puerto (dique Bastarreche). 3.18. Máxima altura de ola admisible: navegación entrada - salida 3.18.1. Buques metaneros de pequeño y mediano porte: La altura máxima de ola (Hs) permisible para la entrada y salida será de 3 m en el exterior de la dársena de Escombreras. 3.18.2. Buques metaneros de gran porte y Qflex La altura máxima de ola permisible para el atraque será de 1,4 m en el interior de la Dársena de Escombreras 3.19.3. Buques metaneros Qmax: La altura máxima de ola permisible para el atraque será de 1 m en el interior de la Dársena de Escombreras 3.20. Vientos incidentes con buque atracado: 3.20.1. Viento transversal despegante: Mistral, Tramontana, Gregal (WNW-N-ENE) 3.20.2. Viento transversal aconchante: Siroco, Mediodía, Lebeche (WSW-S-ESE) 3.20.3. Viento longitudinal: Levante, Poniente (WSW-W-WNW y ESE-E-ENE). 3.21. Condiciones Favorables para las Operaciones de descarga/carga y la permanencia del buque en el atraque. Tabla resumen. PÁG. 9 3 3.22. Área de Circulación: Zona por la que navegan los buques metaneros a los que se dirigen estas normas. En el caso atraque de ENAGAS en la dársena de Escombreras esta área de Circulación queda delimitada a la zona norte de una perpendicular imaginaria al dique de Bastarreche que pase por la confluencia de los muelles Príncipe Felipe e Isaac Peral. En ningún caso el buque deberá sobrepasar la perpendicular imaginaria trazada desde el duque de amarre AM6 al Muelle Príncipe Felipe Norte 3.23. Entorno de Seguridad: Área que rodea al metanero y que no puede ser rebasada ni por otro buque o estructura 3.23.1. Buque atracado, definida por el entorno limitado 25 m a proa y popa y 50 m desde el costado de babor. 3.24. Zona de fondeo: fondeadero apto para buques metaneros en el puerto, según normativa vigente. 3.25. PBIP – ISPS: Código internacional para la protección de los buques y de las instalaciones portuarias. 3.26. VTS (Vessel Traffic System): Dispositivo de gestión de tráfico de buques. 4. CONDICIONANTES GENERALES 4.1. Practicaje obligatorio. 4.2. Resguardo mínimo de agua bajo la quilla: de los buques en navegación y durante el reviro será de 1,60 m, y en el atraque será de 1,30 m. 4.3. Disponibilidad de remolcadores: No se iniciará maniobra alguna mientras no se tenga certeza razonable de que con antelación al inicio de la maniobra se va a disponer del número adecuado de aquellos. 4.4. Condiciones generales de entrada, buques metaneros de gran porte, Qflex y Qmax: 4.4.1. Velocidad máxima, antes de alcanzar la Punta del Gate o boya roja de babor de la bocana, al paso por la bocana no deberá superar 6 nudos (3 m/s) 4.4.2. . La no disponibilidad del sistema de ayuda a la aproximación de buques y estación meteorológica para la medida del rumbo y velocidad del viento, será motivo suficiente para que se anule la maniobra de atraque. Cruce de buques: En ningún caso se efectuará el cruce de buques metaneros con otros buques. Las operaciones de entrada y salida de cualquier otro tráfico en simultaneidad con la entrada de un metanero están prohibidas, debiendo mantener una distancia mínima de seguridad de 2 millas náuticas entre buques en navegación. Asimismo y durante las operaciones de reviro y atraque queda prohibida la navegación de otros buques en la dársena hasta que el metanero quede amarrado en condiciones de seguridad en el terminal 4.6. Como salida de emergencia, el bote salvavidas de la banda de babor debe encontrarse destrincado y preparado para su uso en la cubierta de embarque. 4.7. Comunicaciones. 4.7.1. El buque mantendrá operativo el canal 16 de VHF en todo momento. Se establece el canal 12 de VHF como canal de trabajo con “CPC”. El seguimiento y la comunicación con “CPC”, buques, prácticos y remolcadores, continuará hasta que el buque esté completamente atracado. 4.7.2. El Operador de Muelle mantendrá operativo los canales 12 y 16 de VHF en todo momento. Se establece el canal 12 de VHF como canal de trabajo con “CPC”. 4.8. Deberá tenerse disponibilidad de los pronósticos meteorológicos y de clima marítimo actualizados dentro de las 6, 12, 24 y 48 horas después de la hora estimada de llegada del buque. Comprenderán al menos hasta 24 horas posteriores a la hora prevista de salida del buque. 5. NOTIFICACIONES DE LLEGADA 5.1. Se realizará cuarenta y ocho horas antes de la llegada a los límites del puerto, punto de recalada (PR), de acuerdo con el artículo 13 del R.D. 145/89. La Autoridad Portuaria aceptará el aviso con un plazo inferior, junto con la solicitud de atraque, al tratarse de tráfico habitual. 5.2. Con antelación suficiente, el Capitán del buque preparará las comunicaciones con el puerto y dispondrá todo lo necesario para un adecuado funcionamiento de todos los sistemas de seguridad. 5.3. Dos horas antes de la llegada al (PR), el Capitán contactará con Cartagena Port Control “CPC” informando lo siguiente: PÁG. 11 APROBADO a) Nombre del buque. b) Indicativo de llamada. Cartagena. d) Confirmar calado máximo. e) Último puerto de escala. f) Mercancía IMO, SI/NO 6. LLEGADA A LOS LÍMITES DEL PUERTO 6.1. Todo buque procedente de alta mar y con intención de entrar al puerto de Cartagena, contactará con “CPC”, al menos dos horas antes de la llegada al Punto de Recalada (PR), facilitando la información según punto 5.3. 6.2. “CPC”, informará al buque del tráfico en la aproximación y de las instrucciones de atraque o fondeo, indicándole que proceda al “PR” e instándole a que contacte nuevamente cuando esté a 2 millas, o a 20 minutos del “PR” y que mantenga escucha en los canales 16 y 12 de VHF., asimismo “CPC” informará al práctico de guardia. 6.3. Si no hubiera instrucciones de atraque a la llegada, o no hubiera atraque libre, “CPC” indicará al buque que proceda al fondeadero, indicándole el punto de fondeo, le indicará asimismo que informe la hora de fondeo y que mantenga la escucha permanente en los canales de VHF 16 y 12. Como norma general, no se autoriza, el fondeo a aquellos buques que no puedan disponer del motor principal. Cualquier excepción a la Norma estará sujeta a las instrucciones específicas exigidas por la Capitanía Marítima y por la Autoridad Portuaria. 6.4. Durante la estancia en la zona de espera, el buque mantendrá continua vigilancia en el puente, adoptando todas las medidas encaminadas a la prevención de posibles abordajes e informando a ”CPC” de cualquier incidencia. 6.5. Cuando el buque leve anclas y proceda al punto de embarque de Prácticos, el “CPC” hará el seguimiento “VTS” del buque desde “ancla arriba” hasta el atraque. 6.6. Una vez que el buque ha sido autorizado para entrar, el Capitán solicitará y esperará la llegada de los remolcadores y Práctico del Puerto. El número mínimo de remolcadores necesarios para el atraque en condiciones favorables dependerá del tamaño de buque: 6.6.1. Metaneros de pequeño y mediano porte: El número mínimo de remolcadores necesarios para el atraque en condiciones favorables será tal que entre todos tengan una capacidad mínima de tiro a punto fijo de 140 t en el caso de remolcadores convencionales. Si uno de los remolcadores es tipo tractor, esta cantidad se minorará en 15 t. Para un buque metanero provisto de hélice de maniobra a proa, el número de remolcadores se reducirá en uno. Metaneros de gran porte, Qflex y Qmax: El número mínimo de remolcadores necesarios para el atraque en condiciones favorables será tal que entre todos tengan una capacidad mínima de tiro a punto fijo de 200 t. Si existiera más de un remolcador de tipo convencional, esta cantidad se incrementará en 15 t. Para un buque metanero que no cuente con hélice de maniobra a proa, el número de remolcadores se aumentará en una unidad, o se optará por incrementar la potencia de remolque en al menos 25 t. En ningún caso el número de remolcadores será inferior a cuatro. Al menos 3 de los 4 remolcadores serán de tipo tractor o de características especiales. Uno irá situados a proa, otro a popa y otros dos irán situados a una u otra banda del buque, tirando o empujando por la amura, través o aleta según mejor convenga. 6.7. Será potestad de la Capitanía Marítima la realización de inspecciones de seguridad del buque antes de dar la autorización de entrada. El Capitán del buque facilitará, con las maniobras adecuadas, el acceso del personal designado en caso de efectuarse una inspección a bordo. 6.8. En caso de que se considere necesario para autorizar la entrada al buque algún requerimiento adicional a los que se mencionan en estas normas, se lo comunicará al Capitán del buque, que confirmará su intención de entrar o decidirá retrasar la entrada. 6.9. El “CPC” en cumplimiento de lo establecido “PBIP”- “ISPS”, requerirá al buque antes de la entrada en aguas de Cartagena datos sobre el formulario SHIP PRE-ARRIVAL SECURYTE INFORMATION FORM. Si el buque no suministrara estos datos, no se le permitirá ni el fondeo ni el atraque y se le ordenará que salga de las aguas de Cartagena. 7. ENTRADA, TRÁNSITO, ATRAQUE Y AMARRE Durante la entrada, tránsito y atraque, el Práctico permanecerá a bordo del buque metanero, instruyendo al Capitán con detalle sobre la maniobra a realizar. El Capitán retendrá en todo momento el mando sobre el buque y los remolcadores que asistan al buque. 7.1. ENTRADA La entrada estará prohibida, cuando se produzcan cualquiera de las siguientes circunstancias. En particular, 7.1.1. Para los buques “metaneros de pequeño y mediano porte” en el caso de que las circunstancias que limiten la entrada a puerto sean la velocidad de viento y/o la altura de la ola, se requerirá el servicio de un remolcador suplementario al número indicado en 6.6.1 7.1.2. Para los buques “metaneros de gran porte, Qflex y Qmax”, con vientos de más de 15 nudos y previsión meteorológica de posibilidad de aumentar, la maniobra de entrada no se llevará a cabo. 7.2. TRÁNSITO 7.2.1. Los buques metaneros solo podrán transitar dentro de los límites de las zonas de seguridad del puerto, con práctico abordo y el número de remolcadores preceptivo. 7.2.2. Queda prohibida la navegación de cualquier buque en el área de circulación durante el tránsito del buque metanero, excepto las embarcaciones descritas en 3.8. 7.2.3. Queda prohibido el tránsito de otros buques en el entorno de seguridad del buque metanero atracado, excepto cuando así se autorice expresamente. 7.2.4. Los buques que, en su caso hayan sido autorizados a navegar en el entorno de un buque metanero atracado, lo harán a la menor velocidad posible para gobernar y utilizando el número de remolcadores que garantice la máxima seguridad de la operación. 7.3. ATRAQUE 7.3.1. El buque metanero deberá atracar con la proa hacia la salida, excepto autorización expresa en contrario de la Autoridad Portuaria con informe de la Capitanía Marítima. 7.3.2. El atraque de buques se realizará mediante la asistencia de los mismos remolcadores necesarios para la operación de reviro, de manera que el contacto del buque con el atraque se produzca por la banda de estribor. Queda terminantemente prohibido atracar por la banda de babor. Una vez atracado, si el buque recibe notificación de salida de emergencia de la Autoridad competente o del técnico responsable de la planta receptora, deberá de soltar amarras y dirigirse a mar abierto. En dicha maniobra se seguirán las nomas especificadas en el punto 10.Partida y cualquier “disposición adicional” requerida por la Autoridad Portuaria. 7.3.4. El buque deberá mantener durante la estancia en puerto las máquinas propulsoras listas para salir del mismo en cualquier momento. No podrá efectuarse reparación alguna que pueda impedir o retrasar la salida salvo casos extraordinarios con autorización expresa de la Autoridad Marítima y de ENAGAS y nunca coincidiendo con las operaciones de descarga/carga. 7.3.5. Mientras el buque permanezca en la dársena de Escombreras el buque deberá mantener a bordo a la tripulación suficiente para maniobrar en caso de emergencia. En tanto duren las operaciones de descarga/carga y/o deslastre a las instalaciones en tierra deberá mantener un tripulante junto a la zona de conexiones. 7.3.6. Para buques “metaneros de gran porte, Qflex y Qmax”, en el caso de que se prevea que el viento pueda alcanzar una velocidad de 25 nudos o más, el buque tendrá que abandonar inmediatamente el atraque. 7.3.7. ATRAQUE NOCTURNO. Se permiten las maniobras nocturnas, siempre y cuando no se sobrepase alguna de las siguientes circunstancias: • Viento límite: 10 nudos • Mar, máxima altura de Ola (Hs) permisible: 1 m • Visibilidad inferior a una milla. Se considera prescriptivo para mantener la autorización de atraque nocturno la acreditación de: • Operatividad plena de ganchos disparadores. • Presencia permanente en la Terminal del Operador de Muelle/Terminal desde que se produce el embarque del práctico fuera de puntas hasta que el buque larga su última amarra para dejar el pantalán. AMARRE 7.4.1. Está prohibido el uso de cables metálicos en los elementos de amarre. 7.4.2. Además de disponer que las amarras puedan ser rápidamente zafadas, se tendrán preparados, a proa y popa del buque, por la banda de babor, dos cabos de remolque (con gaza pintada en blanco) que estarán hechos firmes a bordo (un mínimo de seis vueltas a las bitas, y la última vuelta asegurada con una tira de cabo, de tal forma que al tirar el remolcador se arríe) con 50 metros de cabo libre adujado en cubierta. La gaza estará siempre a un metro de la superficie del agua, por si fuese necesario desatracarlo y conducido fuera del puerto en caso de emergencia, de conformidad con lo establecido en el artículo 26.6 del Real Decreto 145/1989, por el que se aprueba el Reglamento Nacional de Admisión, Manipulación y Almacenamiento de Mercancías Peligrosas en los Puertos («Boletín Oficial del Estado» núm. 37, de 13 de febrero de 1989). Los cabos de remolque serán de resistencia suficiente para remolcar el buque, con un diámetro no inferior a 22 mm y la gaza de al menos 2 m. 7.4.3. Será responsabilidad del Capitán asegurar que: • Todo el equipamiento de amarre se encuentra en las mejores condiciones de trabajo, de forma que se asegure la permanencia en el atraque en condiciones adecuadas en todo momento. • El buque está correctamente amarrado de acuerdo con el pronóstico meteorológico, empleando los cabos del mismo. • El buque dispone de cabos de reserva con objeto de sustituirlos en caso de rotura o deterioro. • Se dispone del personal adecuado y con la cualificación suficiente para controlar el amarre del buque, evitando relajación o sobretensión en los cabos, así como movimientos excesivos. La tensión máxima en las amarras no debe superar el 55% de la carga de rotura (75 tm para buques Qmax y Qflex). Los buques equipados con sistema de control de tensión en las líneas de amarre ajustarán el modo Manual cuando permanezcan en el atraque. Será responsabilidad del Terminal: • Mantener perfectamente operativos los sistemas de amarre. 7.4.5. RECOMENDACIONES EN EL AMARRE 7.4.5.1. Siempre que sea posible las líneas de amarre estarán montadas sobre maquinillas, en cumplimiento de las recomendaciones recogidas en el OCIMF «Mooring Equipment Guidelines». 7.4.5.2. Se dispondrá de mensajeros en los botes de amarre para el manejo de las líneas desde el buque hasta la terminal. 7.4.6. PERMANENCIA EN EL ATRAQUE 7.4.6.1. Siempre y cuando sea posible el buque abandonará el atraque una vez alcanzados los límites operativos establecidos al respecto, o cuando los informes de previsión meteorológica así lo aconsejen. En caso de circunstancias anómalas durante la operativa y sea inevitable la permanencia del buque en el atraque, se procederá de acuerdo con la siguiente secuencia de actuaciones: 1. Paralización de las operaciones de descarga/carga y desconexión de brazos (previa solicitud del Capitán o Terminal, y tras consenso por ambas partes). 2. Refuerzo de la configuración de amarre conforme a los esquemas de amarre incluidos en la tabla resumen del apartado 3.21. del presente documento. A solicitud del Capitán y con la asesoría de los servicios de practicaje del puerto se estudiará la conveniencia de establecer o reforzar las configuraciones de amarre incorporando amarras del buque con extremos en puntos fijos (p. ej. bitas). En cualquier caso las configuraciones de amarre se ajustarán en lo posible a las recomendaciones recogidas en la sección 5.3 de las recomendaciones para amarre del OCIMF. 8. DESCARGA/CARGA De acuerdo con las normas generales de seguridad, complementarias del capítulo 1-6 del R.D. 145/89, PÁG. 17 APROBADO ERLO (ALATEC) 03/03/2010 REVISIÓN ORIGINAL ENAGAS 31/07/2012 EMISIÓN - DOCUMENTO APROBADO POR AUTORIDAD PORTUARIA VERIFICADO REALIZADO FECHA DESCRIPCIÓN DE LA EDICIÓN P09108_NORMAS_TECNICAS_TRÁFICO_METANEROS.ESP.REV1_310712 0 1 los buques descargando/cargando en la Terminal observarán lo siguiente. 8.1. DISPONIENDO LA OPERACIÓN 8.1.1. Las operaciones de descarga/carga se realizarán siempre una vez cumplimentada la lista de comprobación de seguridad buque/terminal y, en caso de discrepancias, no deberán iniciarse las operaciones sin la autorización de la Capitanía Marítima. En cualquier caso el buque mantendrá permanentemente la escucha del canal 12, “CPC” comunicando cualquier incidencia. 8.1.2. Antes de empezar la operación se establecerá un sistema de comunicación entre buque y terminal, aceptable para ambas partes. 8.1.3. El Operador de Proceso mantendrá escucha permanente vía VHF con el buque, a través de equipos portátiles e intrínsecamente seguros. 8.1.4. La línea de servicio contra incendios de abordo se mantendrá con presión durante todas las operaciones. Antes de comenzar las operaciones de descarga/carga o manipulaciones de lastres se situarán dos mangueras a proa y a popa del manifold, conectadas a la red principal de contra incendios, y al menos dos extintores portátiles. 8.2. OPERANDO 8.2.1. El Operador de Muelle/ Terminal retendrá el control sobre el inicio del bombeo y los caudales máximos a bombear en cada momento. En ningún caso se iniciará el bombeo sin la conformidad del Operador de Muelle/Terminal de la Instalación receptora, ni antes de que se hayan adoptado las disposiciones contraincendios requeridas. 8.2.2. Mientras el buque permanezca en el área portuaria, está estrictamente prohibida la emisión a la atmósfera de productos gaseosos peligrosos. En caso de que se produzca una emanación accidental, el buque lo comunicará inmediatamente tanto al Operador de Muelle/ Terminal de la instalación receptora como a Cartagena Port Control (CPC). 8.2.3. No se podrá suministrar F.O. o D.O. a los buques metaneros mientras que duren las operaciones de descarga/carga, entendiéndose que tales operaciones comienzan cuando lo hace el bombeo de gas natural del buque a la Terminal o viceversa y terminan cuando lo hace el bombeo. 8.2.4. Las operaciones de descarga/carga se suspenderán si se alcanzan las condiciones límites fijadas. Los brazos se desconectarán si estas condiciones persisten, salvo que exista acuerdo entre el Capitán y la Terminal en sentido contrario. Durante la descarga/carga los buques seguirán el procedimiento especificado en el manual operativo que a tal efecto habrá desarrollado la Terminal. 9. PARTIDA 9.1. El buque deberá abandonar el atraque en un plazo máximo de dos horas una vez finalizadas las operaciones de descarga/carga. En el caso que deba ser rebasado este límite por necesidades del buque, será necesario solicitar la correspondiente autorización a la Autoridad Portuaria de permanencia del buque en muelle. 9.2. Dos horas, o al menos una hora antes de finalizar operaciones ó estar listo para la salida, el buque contactará con “CPC”, por el canal 12 de VHF, informando lo siguiente: a) Puerto de destino y ETA. b) Calado máximo a la salida. c) Número de personas a bordo. d) La actualización de los datos del AIS. 9.3. Si no hay ningún impedimento para la salida, “CPC” indicará al buque que permanezca a la escucha en el canal 12 de VHF, y que contacte con Prácticos de Cartagena en el canal 12 de VHF, media hora antes del inicio de la maniobra. “CPC” informará al Práctico de guardia de la solicitud del buque. 9.4. Se esperará la llegada de los remolcadores y Práctico del Puerto. El número mínimo de remolcadores necesarios para el desatraque será: 9.4.1. Buques de pequeño y mediano porte: Un número tal que entre todos tengan una capacidad mínima de tiro a punto fijo de 100 t en el caso de remolcadores convencionales. Si uno de los remolcadores es tipo tractor, esta cantidad se minorará en 15 Ton. Para un buque metanero provisto de hélice de maniobra a proa, el número de remolcadores se reducirá en uno. El número de remolcadores en condiciones climáticas favorables será de dos. 9.4.2. Buques de gran porte, Qflex y Qmax Se requerirán las mismas capacidades de remolque que las requeridas para las maniobras de entrada, descritas en la sección 6.6.2. 9.5. El seguimiento y la comunicación entre “CPC”, Prácticos, remolcadores y buque se mantendrá hasta que el buque informe al “CPC” el paso por el PR y restablezca su escucha por el canal 16. 9.6. Para todo lo referente al tránsito, se seguirán las normas descritas en el apartado 7.2.Tránsito. MANIOBRAS DE EMERGENCIA PARA GRANDES METANEROS, QFLEX Y QMAX 10.1. MANIOBRA DE EVASIÓN 10.1.1. Para las maniobras de evasión en el exterior del puerto el punto de no retorno para evasión a estribor se situará a 750 m del punto de embarque de prácticos. Para evasión a babor se situará a 1500 m. Superados estos puntos, el buque podría realizar una maniobra de evasión mediante la maniobra convencional de giro una vez sobrepasado el dique exterior y asistido por los remolcadoreso revirar en el interior de la dársena e iniciar de nuevo la salida hacia aguas exteriores. 10.2. FALLO EN LA PROPULSIÓN, O CAÍDA TOTAL DE LA PROPULSIÓN Y EL TIMÓN (BLACK-OUT) 10.2.1. Es necesario distribuir la fuerza total de remolque en 4 remolcadores a fin de cubrir la posibilidad de avería de un remolcador. (Las maniobras de emergencia realizadas para buques Qmax y Qflex recomiendan aumentar la potencia de tiro de remolque de alguna unidad hasta 60 t). 10.3. PARADA DE EMERGENCIA 10.3.1. Desde el inicio de la operación, deberán estar conectados los 4 remolcadores para poder hacer frente a una parada de emergencia con 2 remolcadores reteniendo por popa. 10.4. SALIDA DE EMERGENCIA. 10.4.1. La fuerza de remolque disponible limita la permanencia de los nuevos buques metaneros en el atraque. Si los valores de estas condiciones límites de permanencia son sobrepasados por la intensidad de las acciones medioambientales y no existe posibilidad material de abandonar el atraque, precisamente porque la situación de riesgo se encuentra en un área de flotación y no en la Terminal, entonces deberán disponerse los medios suficientes para ayudar al mantenimiento del buque amarrado bien mediante remolcadores, amarras de emergencia, etc. 11. NORMAS GENERALES DE SEGURIDAD 11.1. Para el embarque de pertrechos y provisiones, el Capitán deberá solicitar autorización a la Autoridad Portuaria, que la concederá de oficio siempre que el buque esté preparado para cargar por la popa y que para ello se disponga de grúas dedicadas a este fin y de escotillas convenientemente aisladas a este fin. En caso de que el buque no disponga de este equipo, no se podrá suministrar pertrechos durante las operaciones de descarga/carga. 11.2. Toda la instalación receptora deberá estar alumbrada suficientemente y las líneas de suministro aisladas para evitar cortocircuito. 12. AUTORIDAD Y COMPETENCIAS Las siguientes acciones son responsabilidad de las siguientes Autoridades 12.1. Enviar las notificaciones y avisos será responsabilidad de: A) Desde el Buque: El Capitán B) Desde el puerto: Cartagena Port Control (CPC) 12.2. Dar Autorización de Entrada en Puerto Autoridad Portuaria 12.3. Realizar la Inspección del Buque Capitanía Marítima 12.4. Vigilar el Cumplimiento de las normas de seguridad en la travesía portuaria Capitanía Marítima/Autoridad Portuaria 12.5. Dirigir las operaciones de entrada, tránsito, atraque, desatraque, salida El Capitán asesorado por el Práctico 12.6. INTRODUCTION This document applies to all LNG carriers which operate in the jetty of ENAGAS. This document provides general rules for the navigation of LNG carriers in Escombreras port, and in it are included aspects and activities regarding to the approaching, berthing, staying, unberthing and departure of ships, as well as the general conditioners so that, these operations are conducted in safely, as much for the people involved as for the facilities. Responsibilities and areas of responsibility for the intervening Authorities are also incorporated. The contents, where it requires, are based on nautical and risk studies, carried out for ENAGAS by specialized Consulting engineering firms. Between them, there are included real time simulations for LNG carriers, type QMax and QFlex. This constitutes an extension of the regulations for admission, handling and storage of dangerous goods in ports (as per RD. 145/1989), complying with aspects concerning to transit and discharge/loading operations of LNG carriers. It must likewise be observed all applicable rules of the International Convention for the Safety of Life at Sea (SOLAS) This document will be reviewed according to relevant Authorities guidelines, and it must be adapted conform to rules and official regulations that affect to aspects registered in this document. 2. SCOPE 2.1. It applies to all LNG carriers with capacity up to 266,000 m3, operating in ENAGAS LNG Terminal, located within the port facilities of Escombreras Dock. Vessels exceeding this mentioned capacity will require a further assessment and verification in order to have the access granted. 2.2. Individuals and/or Agencies overseeing and responsible for the compliance of these rules are identified in paragraph 12 of these guidelines. 2.4. Tugs and service ships for LNG carriers, as well as any other vessel formally dispensed by the port authority, are excluded of the compliance of these stated regulations. 3. DEFINITIONS 3.1. LNG carrier: Vessel specially designed to transport natural gas (primarily methane) processed to be transported as liquid, at atmospheric pressure and very low temperature. 3.2. LNG carrier sizes: 3.2.1. LNG Carrier of medium and small size: A ship carrying liquefied natural gas (methane) with a length overall of less than 250 m, and/or a load capacity of less than 130,000 m3. 3.2.2. LNG Carrier of large size: A ship carrying liquefied natural gas (methane) with a length overall equal or more than 250 m, and/or a load capacity equal or more than 130,000 m3. 3.2.3. LNG carriers Qflex: A ship carrying liquefied natural gas (methane) with a length overall of 315 m and/or load capacity between 210,000 m3 and 217,000 m3. 3.2.4. LNG carrier QMax: A ship carrying liquefied natural gas (methane) with a length overall of 345 m and/or load capacity between 263,000 m3 and 266,000 m3. 3.3. Length: length overall (LOA). 3.4. Load capacity: Cargo tank capacities in m3 3.5. Loading status: stage of cargo level on board, at any given time 3.5.1. Full load: it is said when the ship´s tanks are loaded up to the maximum capacity. 3.5.2. Ballast: it is said when the ship's tanks are empty 3.6. Displacement (ǻ): weight of the ship in a particular load condition, which represents the weight of water displaced by her volume in tons. 3.6.1. Lightship displacement ǻr: weight of the ship as she is delivered by the shipyard, that is, without fuel, cargo, stores, and crew. Ballast displacement ǻl: Weight of vessel in lightship, fully equipped and ready for sea (including fuel, potable water, provisions, stores, and ballast) but without cargo on board. 3.6.3. Fully loaded displacement ǻm: weight reached when the ship is loaded so that its waterline reaches the summer load line (maximum safe draft in Plimsoll mark). 3.7. Dead weight: difference between the fully loaded displacement and lightship displacement. 3.8. Tug: a vessel belonging to the authorized marine towing service. These tugs will be of three types: 3.8.1. Conventional tug: tug with aft propulsion (one or two propellers) and towing point, amidships 3.8.2. Tractor tug: tug with propulsion forward of the center of its length, cycloidal or azimuthal, aft towing point (reserve winch and hook), and classified as ff1 (fire fighting one). 3.8.3. Special characteristics tug: All omnidirectional tugs those other than tractor type, such as azimuth, stern drive, reverse and asymmetric tractor, or any other able to draw a thrust diagram covering 360 °, with a variation of pulling force between 100% and 50%, and classified as ff1 (fire fighting one). 3.8.4. Accompaniment tug: tug which will accompany the ship during its transit to the berth, with capacity to actively assist the vessel. 3.9. Bollard Pull: the amount of force (tones) certified by the concerned Inspection of Merchant Ships or by a Classification Society, which can be applied by a tug working ahead on the assumption of zero velocity. Being such force equal to the pulling force such tug could provide. 3.10. Arrival Point, Receiving Point (PR): closest position to the coast, with geographical coordinates 37 º 32'N, 001°00'W, where all inbound vessels with destination Cartagena port, must head to, other than the pilot boarding point. 3.11. Pilot boarding point: Ships will wait for the pilot at the at the pilot boarding area, located in 37°33’7N 01 ° 00'0 W 3.12. Dock/ Terminal Attendant: technician responsible of the receiving facility (also shift manager) under whose responsibility are performed, between others, the operations of unloading/loading of LNG. He’s responsible for the safety of the installation since berthing up to unberthing of the vessel. 3.13. Process Operator: Operator in charge of carrying out the operations in the offloading facilities, under supervision of the Dock/Terminal attendant. Favorable weather conditions: favorable weather conditions, for each operation described below, are considered those that do not exceed any of the limits set for the parameters to take into consideration (wind, wave height, visibility ...). 3.15. Restricted visibility conditions: those when/where the visual field is limited to a distance of less than 1 km (0.54 NM) for arrival and 0.5 km (0.27 NM) in departure manoeuvering (1 km (0.54 NM) in the case of Qflex and Qmax ) 3.16. It is defined as wind speed obtained from forecast, that corresponds to burst of 10 minutes and measured at 10 m in height above the average sea level. The limitation of wind will be considered in simultaneity with waves 3.17. Wind limit: Inbound and outbound Navigation: 3.17.1. LNG carriers of small and medium size inbound, with favorable weather conditions, are limited to wind speeds of 20 knots or less, in an average observed on half hour before the manoeuvre. Departure of LNG carriers with favorable weather conditions, are limited to a wind speed of 25 knots or less, in an average observed on half hour before the manoeuvre. 3.17.2. LNG carriers of large-size, Qmax and Qflex inbound, with favorable weather conditions, will be limited to wind speeds of 20 knots or less, in an average observed on half hour before the manoeuvre (18 knots for winds from SSW - Lebeche). LNG carriers outbound, with favorable weather conditions, are limited to wind speeds of 20 knots or less in an average observed on half hour before the manoeuvre. 3.17.3. Measurement of wind speed will be performed by a duly calibrated anemometer, provided with measurements recording and located in the winds’ measurer centre of the port (Bastarreche dock). 3.18. Maximum allowable height of wave: Navigation of arrival and departure. 3.18.1. LNG carriers of small and medium size: Maximum wave height (Hs) allowable for the arrival and departure will be 3m outside the dock of Escombreras. 3.18.2. LNG carriers of large tonnage, Qflex and Qmax: Maximum wave height (Hs) allowable for arrival is 2.5 m and for departure is 3 m, outside the dock of Escombreras 3.19. Maximum allowable wave height for berthing manoeuvre: 3.19.1. LNG carriers of small and medium size: The maximum wave height allowable for berthing is 2 m within the dock of Escombreras. LNG carriers of Large size and Qflex Mooring layout Page 9 3 3.22. Area of Navigation: Area where the LNG carriers, which these guidelines are addressed to, are allowed navigate. This area of navigation is limited on the north by an imaginary perpendicular, until the breakwater Bastarreche, passing through the confluence of the Principe Felipe and Isaac Peral docks. In any case, the vessel should always remain beyond the imaginary perpendicular drawn from the mooring dolphin AM6 to north pier “Príncipe Felipe” 3.23. Safety Area: Area surrounding LNG carrier which can not be exceeded by another vessel or structure 3.23.1. Berthed ship: are defined and limited in the surroundings, by 25 m from the bow and stern, and 50 m from port side. 3.24. Anchor zone: anchorage area suitable for LNG carriers at port, as per present legislation. 3.25. PBIP - ISPS: International Ship and Port Facility Security Code 3.26. VTS (Vessel Traffic System): Device of vessel traffic management 4. GENERAL CONDITIONING 4.1. Pilot service compulsory 4.2. Minimal safeguard water under the keel: For ships in route and during turning manoeuvres is 1.60 m, and at the berth shall be 1.30 m 4.3. Availability of tugs: Not any manoeuvre will be started whereas, in advance, there is a reasonable certainty to have the appropriate number of those, for the beginning of the manoeuvre. 4.4. General Terms of arrivals, LNG carriers of large size, Qflex and Qmax: 4.4.1. Maximum speed, before reaching “la Punta Del Gate” or at the red buoy at the entrance of port channel, should not exceed 6 knots (3 m /s) in entrance. 4.4.2. The unavailability of “berthing aids system" or the "weather station" for measuring wind direction and course, will be sufficient ground to abort the docking manoeuvre. However, the availability of the berthing aids systems is not limited to the operation of large display mounted on the jetty, because portable tools, which repeat the same information, are available. These can be used as alternative or complement. Crossing vessels: In not any case, the crossing of a LNG carrier with other vessel is permitted. Arrivals and departures of any other ships at the same time as the arrival manoeuvre of a LNG carrier are prohibited, and the minimum safe distance between her and other ships in navigation will be at least 2 nautical miles (M). Likewise and during turning and berthing manoeuvres, the navigation of other vessels is prohibited in the basin, until the LNG carrier will be safely moored at the jetty. 4.6. As emergency departure, port side lifeboat should be unfastened and ready for use on embarkation deck. 4.7. Communications. 4.7.1. The ship must keep in operation VHF, channel 16 at any time. VHF, channel 12, is established as working channel with “CPC”. Monitoring and communication with "CPC", ships, pilots and tugs, until LNG carrier is fully moored, must be continued. 4.7.2 (Dock/ Terminal Attendant) will be in contact at any time, in VHF channels 12 and 16. VHF Channel 12 is established as working channel with "CPC". 4.8. Weather forecast and oversea forecast must be available within the 6, 12, 24 and 48 hours before the estimated time of arrival (ETA) of the LNG carrier. Forecasts must include, at least, 24 hours after the scheduled departure of the ship (ETD). 5. NOTIFICATION OF ARRIVAL 5.1. It will be carry out 48 hours before arrival to the port limits, arrival point (PR), in accordance with Article 13 of RD 145/89. The Port Authority will accept the notice in a shorter period, together with the application for berthing, being such a regular traffic operation. 5.2. Enough time in advance, Captain shall prepare the communications with the port and shall arrange everything necessary for the proper functioning of all safety systems 5.3. Two hours prior reaching the arrival point (PR), the Captain shall contact Cartagena Port Control "CPC" reporting the following: a) Name of vessel. b) Call sign c) E.T.A. confirmation to Cartagena. ARRIVAL TO THE PORT LIMITS 6.1. Every inbound ship intending to enter to the port of Cartagena, must contact with "CPC", at least two hours before reaching the arrival point (PR), and must report according to the point 5.3. of these guidelines. 6.2. "CPC" will report the traffic situation in the approaches, and will provide the berthing or anchoring instructions."CPC" will request the vessel to proceed towards "PR" and to report when the vessel is around 2 miles or 20 minutes from it, also will confirm radio watch on VHF channels, 16 and 12. Meanwhile, "CPC" will inform to the pilot on duty. 6.3. If there were no instructions for berthing on arrival, or free berthing, "CPC" will inform to the vessel to proceed to anchorage, indicating anchorage position. The vessel must report time of anchorage and keep continuous watch on the VHF channels 16 and 12. As general rule, anchorage is not authorized for those ships that can not dispose of the main engine. Any exceptions to this rule shall be subjected to the specific instructions demanded by the Maritime and Port Authority. 6.4. During stay in the waiting area, the ship will keep continuously watch, taking all measures aimed to the prevention of collisions and reporting any incident to “CPC”. 6.5. When the ship leaves the anchor position and navigates to pilot boarding point, the "CPC" will follow the ship on "VTS" from "anchor up" until berth. 6.6. Once the ship has been authorized for entry, the captain will request and wait for the arrival of tugs and harbour pilot. The minimum number of tugs required for berthing with favourable weather conditions depends on the size of vessel: 6.6.1. LNG Carrier of small and medium size: The minimum number of tugs required for berthing with favourable conditions, will be so, that between all of them, a minimum capacity of 140 tn of bollard pull is granted, in the case of conventional tugs. If one of them is a tractor tug, this amount will be reduced in 15 tn. For a LNG carrier fitted with bow thrusters, the number of tugs will be reduced in one. In any case the number of tugs will not be less than two / three. 6.6.2. If there were more than one tug of conventional type, this amount must be increased in 15 tn. For a LNG carrier without bow thrusters, the number of tugs will be increased in one unit, or increased towing power in at least 25 tn. In any case the number of tugs will be not less than four. At least 3 of 4 tugs will be tractor or special type. One of them will be located at the bow, other one at the aft, and the other two will be located in every side of the ship, pulling or pushing as best suited 6.7. Every vessel shall be subjected to a safety inspection, on accordance to the Harbour Master / Administration Authorities, before the permission of entrance is granted. Ship’s Captain will facilitate, with suitable manoeuvres, the access of the designated personnel in case of taking place an inspection on board. 6.8. In case that some additional requirements, besides the mentioned herewith, are deemed necessary in order to authorize the entrance of the ship, such will be communicated to the Captain, who will confirm his intention to enter or decide to delay the entrance. 6.9. The “CPC” in accordance with the “ISPS” code, shall request the ship, before to entering in waters of Cartagena, the information data regarding the "SHIP PRE-ARRIVAL SECURYTE INFORMATION FORM". If the ship does not provide such data, anchorage and dockage will be not permitted and ship will be ordered to leave the waters of Cartagena. 7. ARRIVAL, TRANSIT, BERTHING AND MOORING During the entry, transit and berthing, the pilot remains on board of LNG carrier, supporting Captain, in detail when performing the manoeuvre. The Captain will retain, at all times, the control of the ship and tugs which assist the vessel. 7.1. This authorization will be accompanied by additional dispositions that will be considered necessary to guarantee the safety of the operation. In particular, 7.1.1. For LNG carriers of small and medium-size, in case of the circumstances which limit the entrance to the port is the speed of wind and/or the height of the wave, it will be required the service of an additional tug to the number indicated in 6.6.1. 7.1.2. For LNG carriers of large size, Qflex and Qmax, in case of winds of more than 15 knots and meteorological forecast and with possibility of being increased, the entrance manoeuvre will be denied. 7.2. TRANSIT 7.2.1. LNG carriers only will be able to navigate within the limits of the zones of security of the port, with pilot on board and the mandatory number of tugs. 7.2.2. It is prohibited the navigation of any ship in the safety area during the transit of the ship, except the boats described in 3.8. 7.2.3. It is prohibited the transit of other ships in the surroundings of safety area, except when therefore it is authorized specifically. 7.2.4. Those ships which have been authorized to navigate in the surroundings of the berthed ship will proceed at the minimum steering speed, using the number of tugs that guarantee the maximum safety level in the operation. 7.3. BERTHING 7.3.1. LNG carrier shall dock with the bow towards the entrance, except as otherwise expressly authorized by the Port Authority with a report of the Harbour Master. 7.3.2. Vessel will berth with the assistance of the necessary tugs so that vessel contact with the jetty is done on her starboard side. It is strictly prohibited to berth on the port side. In this manoeuvre the rules from section 10 must be followed. "Departure" and every "additional provision" required by the Port Authority. 7.3.4. The vessel must maintain during the stay in port, propulsion machinery ready to leave the berth at any time. It is not permitted to carry out any repair operations that disables or delays the departure, except for extraordinary circumstances expressly authorized by the maritime authority and Enagas, and never shall be performed during the offloading/loading operations. 7.3.5. While the vessel stays in Escombreras basin, ship should maintain on board crew enough to manoeuvre her in an emergency. During offloading/loading and/or ballasting operations to shore facilities, a crew member near the area of connections must be maintained. 7.3.6. For “LNG carrier of large size, Qflex and Qmax", in the case it is expected that the wind can reach speed of 25 knots or more, the vessel shall leave the berth immediately. 7.3.7. MOORING PROCEDURES 7.4.1. It is prohibited to use wire ropes as mooring elements. 7.4.2. Besides providing mooring lines that can be quickly cast off, the ship has to prepare at the bow and the stern, by port side, two towing ropes (with messenger line painted in white) secured on board (with at least six turns around the leading bitts, with the last turn secured with a strip of rope, so that, can be slack with a simple tug’s pull) with 50 meters of free rope coiled on deck. In case of emergency unberthing and urgent preparing for sea, one messenger line will always be one meter above water surface, as it is established in article 26.6 of R.D 145/1989, which approves the national regulation of admission, handling and storage of dangerous goods in ports (“official gazette" no. 37, 13 February 1989). The towing lines must have sufficient strength to tow the ship, with at least a diameter of 22 mm and the messenger line of at least 2 m of length. 7.4.3. It is the responsibility of the Captain to ensure that: • All mooring equipment is in the best working conditions, so as to ensure the permanence at the berth in proper condition at all times. • The vessel is properly moored according to the weather forecast, using the ends of it. • The vessel has ropes reserves in order to replace them in case of breakage or damage. • There are adequate personnel with sufficient qualifications to control the vessel, watching the over-tension or over-slaking of the mooring lines, and the vessel’s excessive movement. The maximum tension in the cables must not exceed 55% of the breaking load (75 tons for Qflex and Qmax). For vessels equipped with tension control system will adjust the mooring lines in Manual mode when remains at the berth. Minimum pre-tension Qflex: 12.5 tn Minimum pre-tension Qmax: 10 tn • There is an adequate weather forecast during the stay of the ship and take appropriate measures in case of veering. 7.4.4. RECOMMENDATIONS ON THE MOORING 7.4.5.1. Whenever possible, mooring lines will be mounted on winches, necessarily, in compliance with recommendations contained in OCIMF “Mooring Equipment Guidelines”. 7.4.5.2. Pick-up ropes will be available in mooring support boats for handling of the mooring lines from ship to the shore. 7.4.6. STAY AT BERTH 7.4.6.1. Whenever possible, the ship shall leave the dock, once the operating limit conditions set have been achieved, or when the weather forecast advices convenient. If during operation, unusual circumstances takes place; and the staying at berth is not possible; the ship shall proceed in accordance with the following sequence of actions: 1. Stop of unloading/loading operations and proceed with the disconnection of unloading arms (if Captain or Terminal asked for it, and always with the agreement of both Parties). 2. Reinforce the mooring layout according to the configurations included in the summary table of paragraph 3.21. At Captain’s request, and with the advice of Port’s Pilots, it will be decided the convenience of reinforce the "mooring layout", incorporating mooring lines with their extreme in fixed points (eg. Bitts). In any case, mooring layout will be adjusted as possible as to OCIMF recommendations “Mooring Equipment Guidelines”, Section 5.3. 8. UNLOADING/LOADING In agreement with general safety rules, complementary to chapter 1-6 of R.D. 145/89, ships during unloading/loading operation at the Terminal will observe the following points. 8.1. PREPARING THE OPERATION 8.1.1. In any case, the ship shall remain on VHF watch in channel 12, "CPC”, reporting any incidence. 8.1.2. Before starting the operation, a communication system will be established between ship/dock-terminal, acceptable for both parties. 8.1.3. Process Operator will keep watch on VHF channel, through portable and intrinsically safe equipments. 8.1.4. The fire fighting system onboard will be kept under pressure during all operations. Before starting offloading/loading operations or movements of ballast water, two fire hoses will be placed forward and aft to the manifold, both of them connected to the main fire fighting line, with at least two portable fire extinguishers. 8.2. OPERATING 8.2.1. The (Dock/ Terminal Attendant) will keep the control over the start of pumping and maximum flow rate to be pumped up, in all times. In no event, the pumping will be started without conformity of the (Dock/Terminal Attendant) of the Receiving Facility, or before they have taken the proper fire fighting precautions. 8.2.2. When the ship is in the port area, it is strictly prohibited the emission to the air of hazardous gaseous products. If an accidental emanation happens, the ship shall immediately communicate to both; the (Dock/ Terminal Attendant) of the receiving facility, and Cartagena Port Control (CPC). 8.2.3. F.O. or D.O. can not be supplied to LNG carriers during offloading/loading operations, understanding that such operations shall start when the natural gas is being pumped from ship to shore or vice versa, and is finished when the pumping is concluded 8.2.4. The offloading/loading operations will be suspended if the limit operation conditions have been exceeded. The offloading arms will be disconnected if these conditions persist, unless there is a special agreement between Captain and the Terminal. 8.2.5. During offloading/loading operations, the ship will follow the procedure specified in the "P&P manual" ("Policies and Procedures Manual") developed to this purpose by the Terminal 9. DEPARTURE – PREPARING FOR SEA 9.1. In the case that this limit is exceeded by requirements of the ship, it will necessary request the corresponding authorization for staying at berth from the Port Authority. 9.2. Two hours, or at least one hour before the end of operations or, to be ready for departure, the vessel will contact with "CPC" on VHF, Channel 12, reporting the following: a) Port of destination and ETD. b) Maximum Draft in departure c) Number of persons on board. d) The updating of the AIS data 9.3. If there is no odd to departure, "CPC" will indicate to the ship that she must maintain a VHF watch on Channel 12, and must contact with Pilot of Cartagena on VHF channel 12, half an hour before starting the manoeuvre. "CPC" will inform to the Pilot as per ship request. 9.4. Vessel shall wait for tugs and pilot. The minimum number of tugs for departure, is the following: 9.4.1. LNG Carrier of medium and small size: A number such that between all of them has a minimum capacity of bollard pull of 100 tn, in case of conventional tugs. If one of them is type tractor tugs, this amount will be decreased in 15 tn. The number of tugs will be reduced in one if the LNG carrier is fitted with bow thrusters’ manoeuvre. The number of tugs in good weather conditions will be two. 9.4.2. LNG Carrier of large size, Qflex and Qmax: Same tow capabilities will be required as per arrival manoeuvres, which are described in section 6.6.2. 9.5. Monitoring and communication between "CPC", pilots, tugs and ship will be maintained until the ship report to the "CPC" its navigation near PR and restore normal operation of VHF channel 16. 9.6. For all referring to the transit, the rules described in section 7.2 have to be fulfilled. 10. EMERGENCY MANOEUVRES FOR LNG CARRIERS OF LARGE SIZE, QFLEX AND QMAX 10.1. EVASION MANOEUVRES 10.1.1. For evasion manoeuvres outside the harbor, the point of no return (PNR) for starboard evasion manoeuvre is located 750 m from the pilot embarkation point. For port evasion manoeuvre, PNR is located 1500 m from the same point. PROPULSION FAILURE AND (BLACK-OUT) 10.2.1. It is necessary to distribute the total force on 4 tugs to cover the possibility of fault in one tug. (For Emergency departure manoeuvres carried out with Qmax and Qflex, is recommend to increase the bollard pull of at least one tug, up to 60 tn). 10.3. EMERGENCY STOP MANOEUVRE 10.3.1. Since the beginning of the manoeuvre, four tugs have to be connected to cope with an emergency stop, with two tugs pulling on the stern. 10.4. EMERGENCY DEPARTURE 10.4.1. The available bollard pull limits the staying of Qmax and Qflex Wind limits (minimum bollard pull with 4 units is 220 tn, which implies a tug of 60 tn of bollard pull): • NNW-NNE-SSW-SSW origin: 24 knots • NE-SE SW-NW origin: 40 knots Wind limits (minimum bollard pull with 4 units is 220 tn) • NNW-NNE-SSW-SSW origin: 20 knots • NE-SE SW-NW origin: 36 knots 10.4.2. If the vessel does not have this equipment, supplies can not be provided during unloading/loading operations. 11.2. All the receiving facilities shall be conveniently illuminated and supply lines, properly insulated to prevent short circuit. 12. ENFRIAMIENTO DEL BRAZO DE CARGA LOADING ARM COOLING DOWN a) El by-pass de la M.O.V. 3103 se abrirá totalmente. a) M.O.V. 3103’s by-pass will be fully opened. b) Desde el buque, se pedirá a Sala de Control del terminal el inicio del bombeo de G.N.L. a pequeño caudal, mediante el caudal de recirculación y el by-pass de la M.O.V. 3103 para el enfriamiento. b) Ship will ask the Shore Control Room to start a little flow L.N.G. pumping by recirculation through M.O.V. 3103’s by-pass in order to cool-down. 2. CARGA LOADING a) Una vez finalizado el enfriamiento del brazo, se abrirá la MOV 3103 y se cerrará su by-pass. When arm cooling-down is finished, MOV 3103 will be opened and its by-pass will be closed. b) Sala de Control del buque pedirá al terminal el inicio del bombeo de G.N.L. efectuando incrementos de caudal a medida que la presión en el buque lo permita, siendo el caudal máximo de carga _____________ m3/hora y la contrapresión máxima 4 Kg/cm2. FINAL DE CARGA LOADING END a) Una vez finalizada la carga, se procederá a cerrar la MOV 3103. A continuación se presurizará el brazo de carga con N2 a 4 Kg/cm2. When loading is finished, MOV 3103 will be closed. Then, loading arm will be pressured with N2 at 4 Kg/cm2 pressure. b) Se solicitará al barco la apertura de válvulas, al objeto de vaciar el G.N.L. retenido en el brazo, así mismo se repetirá esta operación abriendo la MOV 3103. Ship will be asked to open their valves, in order to empty the remaining L.N.G. in the arm. The operation will be repeated by opening MOV 3103. c) Una vez que el brazo esté exento de G.N.L., se procederá a su desconexión. ENAGAS S.A. aconseja seguir las recomendaciones del SIGTTO “LNG Transfer Arms and Manifold Draining, Purging and Disconnection Procedure” especialmente en su apartado de verificaciones previas a la desconexión: “Abrir el venteo del manifold y medir el contenido de metano en nitrógeno con un medidor calibrado a tal efecto. Normalmente un 2% de metano en volumen de nitrógeno asegura un margen de seguridad para la desconexión de los brazos con mezcla de gas natural y nitrógeno. Como comprobación final, abrir ligeramente el drenaje hacia la bandeja de recogida de derrames para asegurar que no quede líquido en la parte baja de la línea. Si ambas comprobaciones indican condiciones seguras, despresurizar completamente el manifold cerrando la línea de drenaje hacia el buque (para evitar el flujo inverso), abriendo los drenajes hacia la bandeja de recogida de derrames y los venteos para la desconexión”. ENAGAS S.A. recommends to observe the SIGTTO “LNG Transfer Arms and Manifold Draining, Purging and Disconnection Procedure” recommendations specially regarding to the checking process prior to arms disconnection: “The vent in way of the manifold is opened and the vapour is tested using a meter calibrated for measuring methane in nitrogen. A typical target level is 2 % by volume in nitrogen to ensure a margin of safety when disconnection occurs and the vapour and nitrogen mixture is achieved. As a final check, briefly crack open the drain to the drip tray to ensure that no liquid is lying in the bottom of the line.
