Objetivo Course Objectives
By the end of the programme, participants should be able to:
Understand Singapore’s approach to governance and policy implementation.
Recognize stages in the policy development process (from conceptualization to implementation).
Gain overview of Singapore’s experience in public service reform and change management.
Exchange views and devise strategies to manage change and encourage innovation within the public service.

Foundations and Frameworks: The Singapore approach towards Governance.
Public Policy Development.
Public Sector Reform and the Public Sector Change Management.
Design-Driven Innovation in the Public Sector.
Co-creating Public Innovation with Citizens.
Human Resource Management and Development as a Driver of Change and Innovation.
Learning Journeys to Public Sector Organizations in Singapore.
Group Discussion, Case Studies and Exercises.

-Salvadoran, living in El Salvador.
-Mid to senior level government of�cials involved in policymaking and public service reform.
-Pro�cient in spoken and written English; and

Condiciones de la Beca PARTIAL SCHOLARSHIP:
The Government of the Republic of Singapore will bear local hospitality (accommodation and local transfer),
training fees, training allowance and group personal accident/hospitalization insurance.
The round-trip airfare for participants will have to be borne by the government or by the participant.
