MULTIPLE DISTRICT 116
SECTION ONE
NAME, PURPOSES, ADDRESS AND TERRITORIAL SCOPE
Artículo 1.- Esta organización se denominará, a efectos legales y administrativos, FEDERACIÓN
DE CLUBES DE LEONES DE ESPAÑA en la que estarán integrados la totalidad de los Clubes de
Leones actuales y los que puedan ser creados en el futuro dentro del territorio español. A efectos
leonísticos será designada en adelante como DISTRITO MÚLTIPLE 116 de la Asociación Internacional
de Clubes de Leones.
Los Clubes de Leones de este Distrito Múltiple se agruparán en Distritos según líneas geográficas
aprobadas en una Convención Nacional y ratificadas por la Junta Directiva Internacional. Estos Distritos
serán nominados por el numeral común 116 añadiendo a cada uno una letra, por orden alfabético, en
función de su antigüedad.
Article 1
This organization shall be known for legal and administrative purposes as SPANISH
FEDERATION OF LIONS CLUBS where will comprise all of the current Lions Clubs and those
that may be created in the future within the Spanish territory. A Lions effects will be referred to
hereinafter as Multiple District 116 of the International Association of Lions Clubs.
The Lions of the Multiple District this will be grouped into districts according to
geographical lines adopted at a National Convention and endorsed by the International Board.
These districts will be nominated by the common numeral 116, adding them each a letter, in
alphabetical order, according to their seniority.
Artículo 2.- Los fines del Distrito Múltiple 116 serán los de promover una estructura
administrativa que coordine la acción de todos los Clubes de Leones de España, fomentando y
promoviendo los Objetivos de la Asociación Internacional de Clubes de Leones y velando porque los
mismos y sus socios cumplan el Código de Ética y persigan de continuo alcanzar los mencionados
objetivos sin ánimo de lucro, de tal forma que ningún Club de Leones desarrollará programas o
actividades que persigan la obtención de beneficios económicos para sus socios, siendo uno de los
objetivos, fomentar y promover los fines y objetivos de la Cooperación Internacional para el Desarrollo.
Article 2
The purpose of the Multiple District 116 will be to promote an administrative structure to
coordinate the action of all Lions Clubs of Spain, fostering and promoting the goals of the
International Association of Lions Clubs and ensuring that the same and partners will comply
with the Code of Ethics and pursue continuous achieve those objectives of nonprofit, so that no
Lions Club will develop programs or activities that seek to obtain economic benefits for its

members, being one of the objectives, encourage and promote the aims and objectives of the
International Cooperation for Development.
Artículo 3.- El domicilio social es el de Plaza Callao n° 4 – 14° C, Madrid, u otro cualquiera a
designar por la Asamblea de los Clubes del Distrito Múltiple 116 España.
Article 3
The registered office is the Plaza Callao No. 4-14 ° C, Madrid, or any other, to be
designated by the Assembly of Clubs of Multiple District 116 Spain.
Artículo 4.- El ámbito territorial de la Federación abarca todo el territorio español. Este Distrito
Múltiple se compondrá de aquellos Distritos que se determinen y cuyas demarcaciones serán las que
adopte una Convención del Distrito Múltiple, de acuerdo con las directrices de la Asociación
Internacional de Clubes de Leones y con la aprobación de ésta.
Article 4
The territory of the Federation covers the entire Spanish territory. This multiple district
shall consist of those districts that are identified and whose boundaries will be those that adopt a
Multiple District convention, according to the guidelines of the International Association of
Lions Clubs and its approval.
SECCIÓN SEGUNDA
ÓRGANOS RECTORES Y FORMA DE ADMINISTRACIÓN
TÍTULO I. DIRECTIVOS
SECTION TWO
GOVERNING INSTRUMENTS AND ADMINISTRATION
TITLE I
OFFICERS
Artículo 5.- Para ejercer cualquiera de los derechos y deberes que se citan en los presentes
Estatutos o desempeñar cualquier cargo directivo en el Distrito Múltiple, es necesario que el socio León
esté en pleno goce de sus derechos y esté afiliado a un Club de Leones de este Distrito Múltiple,
asimismo en pleno goce de sus derechos.
Article 5
To exercise any of the rights and duties cited in the Statutes or to perform any executive
position in the Multiple District is necessary for the Lions member to be in full enjoyment of their
rights and are a member of a Lions Club of this Multiple District, also in full enjoyment of their
rights.
Artículo 6.- Los directivos de este Distrito Múltiple serán los miembros del Consejo de
Gobernadores del Distrito Múltiple.
Article 6
The directors of the Multiple District will be the members of the Governing Council of the
Multiple District.

Artículo 7.a) El Consejo de Gobernadores del Distrito Múltiple 116 lo formarán todos los Gobernadores
de los Distritos de este Distrito Múltiple, con un ex Gobernador, que presidirá, elegidos entre
aquellos que en el momento de la elección tengan la condición de ex Gobernador de alguno
de los Distritos de este Distrito Múltiple.
b) Podrá ser candidato a Presidente del Consejo de Gobernadores, todo socio que haya sido
Gobernador de uno de sus Distritos por un periodo completo o la mayor parte del mismo, que
cumpla los requisitos estipulados en el articulo 19 de los Reglamentos y que no hubiera
desempeñado anteriormente este cargo por un ejercicio completo o la mayor parte del mismo.
Article 7
a) The Board of Governors of the Multiple District 116 will be composed of all the
Governors of the Districts of the Multiple District, a former governor, who will chair, elected
from among those who at the time of the election with the status of former Governor of any of
Districts of the Multiple District.
b) Any member may be a candidate for Chairman of the Board of Governors, each
member who has been governor of one of its districts for a full term or major portion thereof,
that meets the requirements of Article 19 of the Regulations and that there was previously held
this office for a full year or most of it.
Artículo 8.a) Los miembros anteriormente citados los son con voz y voto.
b) Serán miembros asesores del Consejo de Gobernadores, con voz pero sin voto, aquellos
Leones que sean o hayan sido miembros de la Junta de la Asociación Internacional y que se
mantengan afiliados a un club de este Distrito Múltiple y además aquellos miembros que
elija mayoritariamente el Consejo de Gobernadores, de los que al menos un setenta y cinco
por ciento deberán ser pasados gobernadores.
Article 8
a) The above-mentioned are members with voice and vote.

majority the Board of Governors, of which at least seventy-five percent must be past governors.
Artículo 9.- Los Directivos del Consejo del Distrito Múltiple 116, son: Presidente,
Vicepresidente, Secretario y Tesorero y cualquier otro Directivo que el Consejo considere necesario.
Mientras sean tres los miembros del Consejo, necesariamente uno ha de ser Vicepresidente-Secretario o
Tesorero y el otro Secretario o Tesorero. Todos ellos serán elegidos anualmente en su primera reunión.
Si por cualquier razón, el Presidente no puede desempeñar las funciones del cargo, el
vicepresidente fungirá con toda la autoridad el cargo de presidente.
Article 9
The Governing Council of the Multiple District 116 is composed by President, Vice
President, Secretary and Treasurer and any other manager that the Board considers necessary.
While it three board members, one must necessarily be Vice-Secretary or Treasurer and one
Secretary or Treasurer. They shall be elected annually at the first meeting.
If for any reason the President is unable to perform the duties of office, the Vice
President will act with full authority as president.
Artículo 10.- La asistencia personal de la mayoría de los miembros del Consejo con derecho a
voto, constituirá quórum en cualquier reunión del mismo.

Article 10
The personal attendance of the majority of Council members entitled to vote shall
constitute a quorum at any meeting thereof.
Artículo 11.- El Consejo celebrará una reunión regular dentro de los treinta (30) días siguientes a
la fecha en la que los Gobernadores de Distrito hayan tomado posesión de sus cargos oficialmente y todas
las demás reuniones que el Consejo juzgue necesarias.
El Presidente del Consejo o el Secretario bajo la dirección del Presidente, citará por escrito, o
por cualquier medio telemático, para todas las reuniones del Consejo, indicando fecha, lugar, hora y
asuntos a tratar.
Las fechas de las reuniones del Consejo, exceptuando la primera que la establece el Presidente
serán decididas por el Consejo.
Article 11
The Council will hold a regular meeting within thirty (30) days following the date on
which the District Governors have officially taken up their posts and all other meetings that the
Council deems necessary days.
The President of the Council or the Secretary under the leadership of President should
cited in writing or by any telematic means, for all meetings of the Board, indicating the date,
place, time and issues to be addressed.
The dates of the meetings of the Board, should be decided by the Council, except the first
meeting that it will be set by the President,
Artículo 12.- FACULTADES.
Además de las previstas en los Estatutos y en los Reglamentos de la Asociación Internacional y
en las normas y actos de la Junta de Directores de dicha Asociación, el Consejo del Distrito Múltiple
tiene:
a) Jurisdicción y control sobre todos los directivos cuando actúen como tales y Comités del Distrito
Múltiple, así como de la Convención de dicho Distrito Múltiple.
b) Dirección y control sobre las propiedades, administración y fondos del Distrito Múltiple.
c) Jurisdicción, control y supervisión sobre todos los aspectos dela Convención del Distrito Múltiple y
todas las otras reuniones del Distrito Múltiple.
d) Jurisdicción propia, autorizado por las normas de la Junta Internacional y bajo sus reglas de
procedimiento, para dirimir sobre cualquier problema de naturaleza estatutaria que surja en algún
Distrito, Club o socio de un Club del Distrito Múltiple. Todas las disposiciones del Consejo estarán
sujetas a revisión y decisión por la Junta Internacional.
e) Control y dirección de todos los asuntos presupuestarios del Distrito Múltiple, en los que entran
también los Comités y la Convención de dicho Distrito. No se puede hacer ni aprobar ningún
compromiso económico que pueda desequilibrar un presupuesto o suponer déficit en cualquier año
fiscal.
f) Jurisdicción, control y supervisión de las iniciativas, proyectos y actividades que el Consejo de
Gobernadores disponga tengan participación la Federación y /o los Clubes de Leones, que así lo
acuerden, con atribución de facultades al Presidente del Consejo para que pueda concurrir a las
convocatorias públicas de otorgamiento de subvenciones y de ayudas económicas para la realización
de iniciativas, de proyectos y de campañas de sensibilización en educación social y valores de
solidaridad, de cooperación internacional al desarrollo, de ayuda humanitaria y asistenciales, que
promuevan las diferentes Administraciones y Entidades públicas y privadas, así como para verificar
la suscripción de protocolos con el Estado, las Comunidades Autónomas, las Entidades locales, los
organismos públicos y entidades autónomas, con las Universidades, con Empresas y particulares, que
estén interesados en la realización de proyectos de interés común, cooperación al desarrollo, de
ayuda humanitaria, educativos, culturales, deportivos, medioambientales, socio-sanitarios o de otra
naturaleza, relacionados con los fines y objetivos de la Asociación Internacional de Clubes de Leones.
g) Aprobar, junto con el presupuesto del ejercicio, las Bases de ejecución del mismo que han de
contener las normas de procedimiento para su desarrollo.

Estas bases de ejecución podrán ser las siguientes:
BASE PRIMERA.- El presupuesto que se prevea para el año Leonístico será redactado SIN DÉFICIT
inicial. Asimismo, no podrá adquirirse compromiso económico que pueda desequilibrarlo.
BASE SEGUNDA.- Para proceder a la ordenación de cualquier clase de gastos, es imprescindible la
aprobación del mismo cuya aceptación corresponde:
Al Presidente del Consejo dando cuenta en su primera reunión:
- Para abono de la nómina del personal.
- Para cualquier clase de gasto de carácter ordinario cuyo importe individual no supere la cifra de 300
euros.
Al Consejo de Gobernadores:
- Para cualquier clase de gastos no atribuidos al Presidente.
BASE TERCERA.- El Tesorero exigirá siempre la identificación de las personas a quienes pague,
mediante exhibición del D.N.I. y hará constar la fecha de la aprobación y órgano que lo hizo.
BASE CUARTA.- Para cambiar gastos imputados a un determinado concepto presupuestario, se hace
necesario la correspondiente aprobación del Consejo, previa la justificación del mismo.
BASE QUINTA.- DIETAS Y GASTOS DE TRANSPORTE.- Estos gastos serán siempre abonados
conforme a las reglas de Auditoria que en cada momento tenga fijadas la Oficina Internacional y sólo para
los traslados que previamente hayan sido aprobados por el Consejo de Gobernadores junto con el
presupuesto.
BASE SEXTA.- Los ingresos estarán formados por el importe de las cuotas que en cada caso serán
aprobadas por la Asamblea General.
Article 12
POWERS
In addition to those specified in the Statute and Regulations of the International
Association and the rules and actions of the Board of Directors of the Association, the multiple
district council has:
a) Jurisdiction and control over all officers when acting as such and Multiple District
Committees and the Convention of the Multiple District.
b) Management and control of the properties, administration and multiple district funds.
c) Jurisdiction, control and supervision over all aspects of the multiple district
convention and all other meetings of the Multiple District.
d) Own jurisdiction, authorized by the rules of the International Board and under its
rules of procedure, to resolve any problems of a statutory nature arising in any club, district or
partner of a Multiple District Club. All provisions of the Council are subject to review and
decision by the International Board.
e) Control and management of all budgetary matters of the Multiple District, which also
fall Committees and the Convention of the District. It cannot make or approve any financial
commitment which could unbalance a budget deficit or assume any fiscal year.
f) Jurisdiction, control and monitoring of initiatives, projects and activities that the
Board of Governors dispose the participation of the Federation and/or Lions clubs so then
agree, with attribution of powers to the Chairman of the Board so that it can attend public calls
for awarding grants and financial assistance for the implementation of initiatives, projects and
awareness campaigns in social education and values of solidarity, international development
cooperation, humanitarian aid and health care, promoting the various administrations and
public and private entities, as well as to verify the signing of protocols with the State,
Autonomous Regions, local authorities, public agencies and autonomous entities, with
universities, with companies and individuals who are interested in carrying out projects common

development cooperation, humanitarian, educational, cultural, sports, environmental, social and
health or other interest, related to the aims and objectives of the International Association of
Lions Clubs.
g) To approve, together with the budget, the execution of the bases that have to contain the
procedural rules for its development.
Implementing these rules will be:
FIRST BASIS
The foreseen budget for the Lions financial year will be draw up without an initial deficit.
In the same manner may not be any acquired financial commitment that may become
unbalanced.
SECOND BASIS
To proceed with the organization of any kind of expenditure is essential to approve of the
acceptance of which corresponds:
By the Chairman at his first meeting:
- For payment of payroll staff.
- For any kind of spending ordinariness whose individual amount does not exceed the
figure of three hundred (300) euros.
The Board of Governors:
- For any kind of expenses attributed to the President.
THIRD BASIS
The Treasurer must always require the identification of the people who pay by display
DNI and shall state the date of adoption and the organ that it did.
FOURTH BASIS
To change expenses charged to a specific budget item, the corresponding approval by the
Council is necessary, and the justification for it.
FIFTH BASIS
Expenses and Transportation.- The expenses will be paid according to the audit rules at
all times have established by Lions Clubs International and only for shipments that have
previously been approved by the Board of Governors together with the budget office .
SIXTH BASIS
Revenue shall consist of the amount of the fees in each case they shall be approved by the
General Assembly.
TÍTULO II. CONVENCIÓN ANUAL DEL DISTRITO MÚLTIPLE
TITLE II
MULTIPLE DISTRICT ANNUAL CONVENTION
Artículo 13.- Una Convención anual de este Distrito Múltiple se celebrará cada año antes de la
Convención Internacional, en lugar que habrá sido elegido en la Convención del año anterior y en las
fechas y horas escogidas por el Consejo. Esta convención deberá clausurarse no menos de treinta (30)
días antes de la apertura de la Convención Internacional.

Article 13
An annual convention of this multiple district will be held each year before the
International Convention, the place it must have been elected at the foregoing convention of last
year and the dates and times chosen by the Council. This convention shall closure not less than
thirty (30) days before the opening of the International Convention.
Artículo 14
El Presidente del Consejo recibirá propuestas escritas de los Clubes que deseen celebrar la
Convención anual. Todas las propuestas especificarán la información que eventualmente prescriba el
Consejo y se enviarán al Presidente sesenta (60) días antes de la fecha convenida para la Convención y
siempre con el certificado del acuerdo de la asamblea del Club correspondiente. El Consejo determinará
el procedimiento a seguir con la investigación de las ofertas y su presentación a la Convención, al igual
que las decisiones a tomar en el caso de que el Consejo no acepte o no reciba ofertas.
Article 14
The President of the Council will receive written proposals from clubs wishing to hold
the annual convention. All proposals shall specify the information that eventually prescribes the
Council and the President, proposals have to be sent sixty (60) days before the date agreed for
the Convention and provided with the certificate of approval of the assembly of the
corresponding Club. The Council shall determine the procedure to be followed in the
investigation of bids and submission to the Convention, as well as the decisions to be taken in the
event that the Council does not accept or receive offers.
Artículo 15
Mientras no se disponga lo contrario en una Convención de un Distrito, lo establecido en el
artículo anterior comprende también las convenciones de cada uno de los Distritos del Distrito Múltiple
116.
Artículo 16
Los dirigentes de la Convención Anual del Distrito Múltiple serán los miembros del Consejo.
Article 16
The leaders of the annual multiple district convention shall be the members of the
Council.
Artículo 17
Con anterioridad a la Convención del Distrito Múltiple, cada uno de los Distritos celebrará una
Convención nacional que deberá ser clausurada antes de la Convención del Distrito Múltiple. Las fecha y
horas de las Convenciones de los Distritos serán señaladas por los Gabinetes de cada Distrito.
Article 17
Prior to the multiple district convention, each of the districts will hold a National
Convention that must be closed before the multiple district convention. The date and times of the
Convention Districts shall be brought by the cabinets of each district.
Artículo 18
El Consejo nombrará el Oficial de Orden de la Convención y los ayudantes que considere
necesarios.
Article 18
The Council appoints the Officer Order of the Convention and the assistants as it deems
necessary.

Artículo 19
Cada Club constituido que esté al corriente en sus obligaciones con la Asociación Internacional
de Clubes de Leones y su Distrito ( Sub y Múltiple) será representado por uno o más delegados en la
Convención anual de su Distrito ( Sub y Múltiple) y tiene derecho en cada Convención a un delegado con
voz y voto, y a un suplente, por cada 10 socios o fracción mayor, según indiquen los datos de la Oficina
Internacional, siempre y cuando estos socios hayan sido miembros del club por lo menos durante un año y
un día, salvo clubes nuevos, de acuerdo con el Art. V, sección 8 de los Reglamentos de la Asociación
Internacional. La fracción mayor mencionada será de cinco o más socios. Cada delegado acreditado
presente dará un sólo voto por cada puesto electivo a ser votado y un solo voto por cada tema a votarse
por los Delegados de dicha Convención. Salvo para lo que en estos Estatutos se prevea una mayoría
especificada, el voto afirmativo de una mayoría de los Delegados votantes en cualquier asunto, será
suficiente para dar por aprobado dicho asunto.
Se consideran delegados debidamente certificados con derecho a voz y voto en la Convención
anual del Distrito Múltiple y en la de cada Distrito, si están presentes, los Gobernadores de Distrito y los
ex - Gobernadores que en la fecha de la Convención sean miembros activos de un Club del Distrito
Múltiple. Estos únicamente podrán emitir un voto por asunto a votar, bien como delegado de un club o
como Gobernador o ex – Gobernador.
Article 19
Each club that is made current on its obligations to the International Association of Lions
Clubs and District (Sub and multiple) will be represented by one or more delegates at the annual
convention of its district (sub and multiple) and is entitled in each convention by a delegate with
voice and vote, and an alternate for each 10 members or major fraction thereof, as indicated by
data from the International Bureau, provided that these partners have been members of the club
for at least one year and one day, unless new clubs, according to Art. V, Section 8 of the
Regulations of the International Association. The major fraction referred is five or more
members. Each accredited delegate present gives a single vote for each elective place to be
voted for and one vote for each issue to be voted on by the delegates of the Convention. Except
for what these Bylaws provide a specified majority, the affirmative vote of a majority of the
delegates voting on any matter, it is sufficient to give approved the matter.
Are considered delegates duly certified with voice and vote at the annual convention of
the multiple districts and in each district, if present, the district governors and ex - Governors
who are active members on the date the Convention a Multiple District Club. These may cast
only one vote per issue to vote, as well as a club delegate or Governor or ex - Governor.
Artículo 20
Una mayoría de delegados acreditados en la Convención, asistentes a cualquier sesión de un
Distrito (Sub o Múltiple) constituirá quórum. Para revocar acuerdos ya tomados serán necesarios los
votos favorables de las dos terceras partes de los votantes.
Article 20
A majority of the Convention accredited delegates, attending any meeting of a District
(Sub or Multiple) constitute a quorum. To revoke the agreements already drawn favorable votes
of two thirds of the voters will be needed.
Artículo 21
El Consejo de Gobernadores conserva y tiene el poder absoluto de cambiar en cualquier
momento, por razones justificadas, el lugar de la Convención; y ni el Consejo de Gobernadores, ni el
Distrito Múltiple ni ningún Distrito, incurrirán en obligación alguna para con un Club o para con Distrito
alguno por motivo de dicho cambio.
Article 21
The Governing Council retained and has the absolute power to change at any time, for
good reasons, the place of the Convention; and neither the Board of Governors nor the multiple

district nor any District, incur in any obligation on to a club or with to any District because of
the change.
Artículo 22.- El lugar de la Convención del Distrito Múltiple rotará, por turno de año en año,
entre los Distritos del Distrito Múltiple. Si algún Distrito no puede proporcionar un lugar para ella en su
año en turno, entonces, sujeto al artículo 21, el Consejo determinará el lugar.
Article 22
The place of the multiple district convention will rotate; a turn from year to year between
the districts of Multiple District. If a district cannot provide a place for it in his year in turn,
then, subject to Article 21, the Council shall determine the place.
Artículo 23
Caso de que, por algunas de las razones citadas en los artículos 21 y 22, el Consejo determinara la
celebración de la Convención en lugar distinto al Distrito que por turno le correspondiera, el Distrito
designado por esta emergencia no perderá su turno rotativo en la organización de próximas
Convenciones.
Article 23
In case, for some of the reasons cited in articles 21 and 22, the Council will determine the
conclusion of the Convention rather than the District to turn it appropriate, the District
designated by this emergency will not lose your turn rotating in organizing upcoming
conventions.
Artículo 24.- El Club o Distrito organizador de una Convención de Distrito Múltiple, estará
obligado a presentar en el Consejo de Gobernadores, a más tardar hasta el 30 de Junio, fecha en que
termina el año leonístico, un informe financiero detallado de ingresos y gastos, acompañado de las
fotocopias de los correspondientes comprobantes de cada uno de los conceptos. El Consejo de
Gobernadores o Gobernadores podrán solicitar a los organizadores comprobar los justificantes originales
si lo estiman conveniente.
El resultado económico, acompañado de las fotocopias de los justificantes, será archivado en las
oficinas de Madrid en la Federación de Clubes de Leones de España.
Article 24
The organizer Club or District of the Multiple District Convention is obliged to submit to
the Governing Council, no later than June 30, when the fiscal year ends, a detailed financial
report and income expenses, accompanied by photocopies of the relevant proof of each of the
concepts. The Board of Governors or Governors may request to the organizers to verify the
original supporting documents if they so wish.
The economic result, accompanied by photocopies of supporting documents will be filed
in the offices of Madrid at the Federation of Lions Clubs of Spain.
Artículo 25.- Dentro de los sesenta ( 60 ) días siguientes al cierre de la Convención del Distrito
Múltiple, el Consejo de Gobernadores deberá enviar copia del Acta Oficial de la Convención a la Oficina
Internacional, a los Gobernadores de los Distritos y ex Gobernadores y a cada uno de los Clubes de este
Distrito Múltiple. Asimismo enviara a todos los Clubes de Leones de este Distrito Múltiple, copia del
Acta Oficial de cada reunión, ordinaria o extraordinaria, del Consejo de Gobernadores.
Article 25
Within sixty (60) following days to the close of the multiple district convention, the
Governing Council must send a copy of the official minutes of the Convention to the
International Bureau, also to the Governors and former Governors and Districts of each of the
clubs of the Multiple District. In like manner every Lions clubs of this multiple will receive a
copy of the official minutes of each meeting, regular or special, of the Board of Governors
District.

Artículo 26
Se recomienda al Club o Comité organizador de la Convención del Distrito Múltiple 116 y Sub
distritos, la posibilidad de instalar una exposición relativa a las actividades Leonísticas más destacadas del
año, de acuerdo con el presupuesto que sea establecido, mutuamente, por el Consejo de Gobernadores o
Gobernadores de Distrito.
Article 26
It is recommend to the Club or Committee organizing the Convention of Multiple District
116 and sub-districts, the possibility of installing an exhibition of the outstanding Lions activities
of the year, according to the budget established, mutually, by the Board of Governors and
district governors.
Artículo 27.- El Club o Comité organizador de la Convención Nacional del Distrito Múltiple y
Sub distritos, establecerá un programa y precios especiales para hijos de Leones de carácter festivo y
formación leonística, de acuerdo con el presupuesto que sea establecido por el Consejo de Gobernadores
o los Gobernadores de Distrito.
Article 27
The Club or Organizing Committee of the National Convention of Multiple and SubDistrict will establish a program and special rates for Lions children with festive Lions
character formation, accordingly to the budget established by the Board of Governors or
District Governors.
SECCIÓN TERCERA
PROCEDIMIENTO DE ADMISIÓN Y PÉRDIDA DE LA CUALIDAD DE CLUB

THIRD SECTION
PROCEDURE FOR ADMISSION AND LOSS OF QUALITY OF FEDERATED CLUB
Artículo 28
Pertenecen a la Federación de Clubes de Leones de España, Distrito Múltiple 116, todos los
Clubes que reúnan los siguientes requisitos:
1º Estatutos del Club, debidamente aprobados por la autoridad administrativa competente.
2º Haberle sido autorizada por la Asociación Internacional de Clubes de Leones su Carta
Constitucional.
Todo Club perteneciente a esta Federación Distrito Múltiple 116 está obligado a cumplir con la
legislación vigente, con los Estatutos de este Distrito Múltiple y con las normas que emanen de la
Asociación Internacional de Clubes de Leones.
Article 28
Belong to the Federation of Lions Clubs Spain, Multiple District 116, all clubs that meet
the following requirements:
1st) The statutes of the Club duly approved by the competent administrative authority.
2nd) Have been authorized by the International Association of Lions Clubs its Charter.
Every club belonging to this Federation Club Multiple District 116 is bound to
accomplish in force with the Spanish laws, the Statute of the Multiple District and the rules
emanating from the International Association of Lions Clubs.

Artículo 29.- El Club perderá su cualidad de federado, por:
a) La inobservancia de los Estatutos y Reglamentos de la Asociación Internacional de Clubes de Leones.
b) El incumplimiento de los objetivos de la Asociación Internacional y los del propio club.
c) El incumplimiento de los Estatutos de este Distrito Múltiple 116 o de su Distrito, si los tuviere.
En todo caso, su cancelación vendrá dictada por la Junta Directiva Internacional de nuestra Asociación, a
propuesta del Gobernador de su Distrito.
Article 29
The Club will lose its federated quality by:
a) Failure to comply with the Regulations of the International Association of Lions Clubs.
b) Failure to meet the objectives of the International Association and the club itself.
c) Failure to comply with the Statutes of the Multiple District 116 or the District, if any.
In any case, the cancellation will be dictated by the International Board of Directors of
our Association on a proposal of the Governor of the District.

Artículo 30.- Los clubes federados tendrán los siguientes derechos:
Recibir contacto, comunicaciones e intercambio de información de la Federación/Distrito Sub y
Múltiple.
Pedir, por acuerdo mayoritario de su Junta General, cuantas aclaraciones estimen oportunas en
relación a los asuntos reflejados en las actas de las reuniones. Al contestar, el Presidente del Consejo
de Gobernadores, enviarán a todos los Clubes del Distrito Múltiple la petición del Club y su
contestación.
Tener representación en las Convenciones en la proporción que estos Estatutos establecen.
A presentar las mociones y reformas que estimen convenientes para la Federación o los Clubes,
siempre y cuando no pugnen con la Legislación vigente o con los Estatutos de la Asociación
Internacional.
A presentar candidatura de uno de sus miembros, siempre que se cumplan los requisitos establecidos,
al cargo del Director Internacional y Segundo Vicepresidente Internacional.
Article 30
The federated clubs will have the following rights:
a) Receive contact, communications and information from of the Federation / Sub
District and Multiple.
Request, by majority agreement of its General Board, as many as clarifications deemed
appropriate regarding issues reflected in the minutes of the meetings. When answering, the
Chairman of the Board of Governors shall send to all Clubs of Multiple District Club's request
and its reply.
b) Be represented in the Convention on the proportion that these Articles provide.
c) To submit motions and reforms that they deem appropriate for the Federation or the
clubs, as long as not in conflict with the law or the Statute of the International Association.
d) To submit candidacy of one of its members, provided they meet the requirements, the
position of International Director and Second International Vice President.

Artículo 31.- Los clubes federados vendrán obligados:
a) Al cumplimiento de la legislación vigente.
b) Al cumplimiento de los Estatutos de la Asociación Internacional de Clubes de Leones.
c) Al cumplimiento de los Estatutos del Distrito Múltiple 116 y de su Distrito, si los tuviere.
d) Al cumplimiento de los objetivos d la Asociación Internacional de Clubes de Leones y a los del
propio Club.
e) Asistir a las convenciones de acuerdo con lo estipulado en estos Estatutos.
f) Al abono de las cuotas que para sostenimiento del Distrito (Sub y Múltiple) establezcan los presentes
Estatutos o se fijen en las Convenciones anuales de los Distritos (Sub o Múltiple).
Article 31
The federated clubs will be obliged:
a) To be in compliance with the law in force.
b) To the fulfillment of the Statutes of the International Association of Lions Clubs.
c) To the accomplishment of the Statutes of Multiple District 116 and its district, if any.
d) To the accomplishment of the objectives d the International Association of Lions Clubs and
the club itself.
e) To attend the convention in accordance with the provisions of this Constitution.
f) To the payment of fees for maintenance of the district (sub and multiple) set or fixate hereof
the present Statutes or the annual Convention of Districts (Sub or Multiple).
SECCIÓN QUINTA
PATRIMONIO FUNDACIONAL, RECURSOS ECONÓMICOS Y
LÍMITE DEL PRESUPUESTO ANUAL
FIFTH SECTION
FOUNDATIONAL PATRIMONY, FINANCIAL RESOURCES AND
LIMIT OF ANNUAL BUDGET
Artículo 32
El patrimonio Fundacional de esta Federación será el alcance de las cuotas aportadas por los
Clubes federados.
Article 32
The Founding assets of the Federation will be the fees paid by federated clubs.
Artículo 33.- FONDOS DEL DISTRITO MÚLTIPLE.
1. Orden de proceder en la gestión de los fondos.
a) A los fines de proveer de fondos para atender a sus gastos administrativos, se crea un fondo
administrativo que se fije en Convención anual. El cobro de esta cuota se hará a través del
Secretario General del Distrito Múltiple o el Tesorero, quien aplicará la variación anual habida en
el I.P.C., índice General Nacional, en base a Junio último y pondrá al cobro, semestralmente, los
recibos correspondientes, debidamente detallados por conceptos, a partir del 15 de Agosto y 15
de Febrero, o en la forma que en su Convención se establezca.
b) La cuota semestral per cápita será calculada de acuerdo al número de socios de cada club, según
el informe mensual de movimiento de socios correspondiente a los meses de Junio y Diciembre,
respectivamente. Todas las altas y bajas de socios se entienden producidas el día 1º del mes al que
el citado informe se refiere

c) Las cuotas recibidas para este Fondo de Gastos Administrativos se llevarán a una cuenta especial
donde sólo se podrán sufragar los gastos de operación del Distrito Múltiple, según el presupuesto
que autoriza el Consejo de Gobernadores.
d) Cada club pagará por los socios ingresados en el transcurso del semestre, a base de prorratear la
cuota semestral establecida, desde el primer día del mes en cuyo informe se haya comunicado su
alta.
e) Cualquier club que sea organizado o reorganizado en el curso de un año fiscal, deberá pagar las
diversas cuotas establecidas en esa fecha, a base de prorratearlas desde el primer día del mes
siguiente a la fecha de su organización o reorganización, según sea el caso.
Article 33 MULTI PLE DISTRICT FUNDS
1. To proceed with the management of funds:
a) In order to provide funds to meet their administrative costs, an administrative
background to be fixed in annual convention will be created. The collection of this fee is done
through the Multiple District Secretary General or the Treasurer, who will apply the annual
change in the CPI view, National General Index, based on last June and put the collection every
six months, receipts, duly by item, as of August 15 and February 15, or in the manner stated in

b) The semi-annual per capita fee will be calculated according to the number of members
of each club, according to the monthly report of movement for the months of June and

c) Contributions received for this Fund Expenses are taken to a special account which will
only cover the costs of operating the Multiple District, accordingly to the budget that authorizes
the Board of Governors.
d) Each club will pay for the partners entered in the course of the semester, based on the
semi-annual quota established apportionment, from the first day of the month in which the report
was communicated discharged.
e) Any club that is organized or reorganized in the course of a fiscal year, must pay the
various quotas set at that time, to prorate basis from the first day of the month following the date
of organization or reorganization, according to the case.
2. Los fondos del Distrito Múltiple 116, serán:
a) Fondo administrativo. De acuerdo con el presupuesto aprobado por el Consejo de Gobernadores
de cada año y en concordancia con las bases de ejecución de dicho presupuesto, según lo
establecido en el articulo 12 de los Estatutos:
Cubrir los gastos determinados por la administración propiamente dicha del Consejo.
Para efectuar los reintegros por gastos de traslados, estancias y comidas en que incurrieran los Ex
– Gobernadores que sean Asesores del Consejo y miembros del Consejo.
Para atender los gastos de funcionarios internacionales en sus visitas oficiales a nuestro País.
Para atender los gastos propios para el funcionamiento de las diferentes Asesorías del Consejo.
Para atender el reintegro de gastos de traslado, estancia y representación que se ocasionen con el
envío de representantes oficiales del Distrito Múltiple 116 a Fórums, Foros y Convenciones
Internacionales. Todos los reintegros de gastos mencionados se efectuarán de acuerdo con las
reglas de Auditoria de la Asociación Internacional de Clubes de Leones.
b) Fondo de Convención. Destinado exclusivamente a lo previsto en el artículo 39 de los Estatutos
y hasta el importe recaudado por este concepto.
c) Fondo Perros Guía (O.N.C.E.). Este fondo se nutre de las aportaciones de los Clubes de Leones
y de la O.N.C.E. con carácter finalista y destinado a sufragar parte de los gastos de los Leader
Dogs por la cesión de perros guías, así como los gastos de su posterior desplazamiento. Solo se
podrá disponer de este fondo para lo previsto expresamente en los contratos suscritos con Leader
Dogs y la O.N.C.E.; en caso contrario, se debe contar previamente con la autorización por escrito
de estas dos Entidades.

d) Fondo extraordinario:
Atender los gastos de promoción, asesoramiento y atención de Leones relacionados con el
proyecto de organizar una Convención Internacional y/o Forum Europeo en España.
Los gastos de promoción de candidaturas de Leones del D.M. 116 a cargo de la Junta Directiva
Internacional.
Otros destinos aprobados previamente por la Convención Nacional. Este fondo se nutrirá de las
cuotas aprobadas o provenientes de cualquier otro fondo y conceptos establecidos por la
Convención Nacional, por importes y con los fines que claramente se determine.
e) Fondo Publicaciones, destinado a la edición del Periódico “El Leonísmo Español”, conforme
determina el apartado a) del artículo 37 de nuestros Estatutos.
f) Fondo Remanente o de Reserva, se nutre de los sobrantes que al cierre de cada ejercicio figure
en los apartados A, B y D anteriormente indicados. Solamente por acuerdo unánime del Consejo
de Gobernadores se podrá utilizar éste para reparación, reposición o adquisición de mobiliario y
maquinaria necesaria para el funcionamiento y mantenimiento de la oficina hasta un máximo de
tres mil euros con posterior justificación razonada y motivada en su Convención Nacional por
parte del Presidente del Consejo. Para cantidades superiores, tendrán que ser aprobadas mediante
votación en la Convención Nacional. Bajo ningún concepto este Fondo podrá destinarse a
Actividades de Servicio sin antes contar con la aprobación de la Convención Nacional y mediante
votación. En ambos casos, el Consejo de Gobernadores tendrá que enviar por correo certificado,
con una antelación no inferior a los sesenta días previstos a la apertura de la Convención, una
propuesta motivada y razonada a todos los Presidentes de Clubes del Distrito Múltiple.
2. The funds from Multiple District 116 will be:
a) Administrative Fund.

b) Fund of Convention.
Exclusively to the provisions of Article 39 of the Statute and to the amount raised by this
concept.
c) Leader Dogs Fund (O.N.C.E.)
This fund is got from the contributions of Lions Clubs and the ONCE with finalist character
and destined to cover part of the costs of Leader Dogs for the assignment of guide dogs and
expenses for the posterior move. This fund only it will be available for contracts, as expressly
provided, with Leader Dogs and ONCE; otherwise, it must obtain first the written consent of
these two entities.
d) Special Fund:
To meet the expenses of promotion, counseling and care related with a Lions project to
organize a European Forum International Convention and / or in Spain.
To the promote expenses of candidates of Lions DM 116 for the International Board.
Other destinations previously approved by the National Convention.
This fund will draw on the approved quotas or from any other fund and criteria established
by the National Convention, amounts and purposes that are clearly determined.

e) Publications Fund:
To promote the edition of the newspaper "Lions Spanish", as prescribed in paragraph a) of
article 37 of our Constitution.
f) Remaining or Reserve Fund:
The surplus remaining at the end of each exercise listed in sections A, B and D as defined
above. Only by unanimous agreement of the Board of Governors may use it for repair,
replacement or purchase of furniture and machinery required for the operation and maintenance
of office up to three thousand euros with subsequent reasoned and reasoned justification in its
National Convention by President of the Council. For higher volumes will have to be approved
by a vote in the National Convention. Under no circumstances the Fund may be used for service
activities without first having the approval of the National Convention and by voting. In both

sus miembros, para el Fondo de Convención del Distrito Múltiple, la cantidad que haya sido fijada en
una convención Nacional. El cobro de esta cuota la efectuará el Secretario General del Distrito
Múltiple, juntamente y en las mismas condiciones establecidas para el Fondo Administrativo.
b) Las cuotas recibidas para este Fondo de Convención se llevará en una cuenta especial, con cargo a la
cual sólo se pagarán gastos de la Convención Distrital, tales como franqueo, imprenta, sesiones de
trabajo y cualquier otro material relacionado con la organización de dicha Convención.
c) Los organizadores de la Convención Nacional para demandar pagos con cargo a este Fondo, deberán
justificar previamente el gasto mediante la presentación de facturas. Caso de que un gasto
corresponda por igual al Distrito Múltiple y a los Distritos, se dividirá en tantas partes como Sub
distritos existan, más uno, siendo a cargo del Distrito Múltiple únicamente una de dichas partes.
d) Los gastos que correspondan al Distrito Múltiple serán librados con la previa conformidad del
Consejo de Gobernadores, directamente a los organizadores de la Convención Nacional.
e) Únicamente podrán ser satisfechos gastos hasta el importe de la cantidad recaudada por ese concepto,
en el año Leonístico en que se celebre la Convención Nacional , no obstante, serán atendidos gastos
debidamente justificados mientras exista saldo en ese cuenta.
f) Terminado el acto Leonístico correspondiente y cerrado el ejercicio, cualquier remanente de
Convenciones pasará, automáticamente, a un Fondo de Reserva del Distrito Múltiple. Pasada esa fecha,
los Clubes organizadores no podrán reclamar cantidad alguna.
Article 35
a) Together with the share of the multiple district administration funds, each club will pay for
each of their members to the Fund Multiple District Convention the amount fixed by the
national convention. The collection of this fee shall be made by the Secretary General of the
Multiple District, together and in the same conditions as for the Administrative Fund.
b) Contributions received for this Fund Convention will be in a special account under which
only the district convention expenses such as postage, printing, workshops and any other
materials relating to the organization that will be paid the mentioned Convention.

c) The organizers of the National Convention if they demand payment from the Funds, they
shall furnish proof of the cost by submitting invoices. In case of an expense equally should be
applicable to multiple district and districts it will be divided into as many parts as there are SubDistricts, plus one, being in charge of only one of said parts the Multiple District.
d) Expenses corresponding to Multiple District will be delivered with the prior agreement of
the Governing Council directly to the organizers of the National Convention.
e) Just only can be satisfied expenses up to the amount of the amount raised by this concept in
the fiscal year to be held in the National Convention, notwithstanding, they will be duly treated
as long substantiated expenses balance are in that account.
f) After the Lions corresponding act and duly ended the year, any remaining funds of the
Conventions, automatically, will go into a reserve fund Multiple District. After that date, the
organizing clubs may not claim any amount.
Artículo 36
El Consejo de Gobernadores no podrá establecer ningún cargo o cuota a delegados, delegados
suplentes o visitantes acreditados en una Convención. Cuando un Club solicite una SEDE deberá
presentar durante las dos primeras reuniones de Gabinete y de Consejo de Gobernadores todo tipo de
presupuestos y propuestas en todos los conceptos. Una vez aprobados estos por el Distrito y Multidistrito,
no podrán modificarse.
Article 36
The Governing Council may not impose any charge or fee to delegates, alternate
delegates or visitors credited to a Convention. When a club request to be the headquarters for a
national convention the Club must submit during the two first meetings of Cabinet and Council
of Governors all budgets and proposals in all respects. Once approved by the District and multi
district these cannot be changed.
Artículo 37.- Se podrá exigir al Secretario General del Distrito Múltiple o al Tesorero que presten
fianza por aquella suma que sea fijada por el Consejo de Gobernadores, con un máximo igual al total del
presupuesto del ejercicio correspondiente.

It may require to the Secretary General or the Treasurer of the Multiple District to
provide guaranty for that amount to be determined by the Board of Governors, with a maximum
equal to the total budget of the corresponding fiscal year.
Artículo 38
El Consejo de Gobernadores podrá ordenar una inspección de los libros de contabilidad, cuentas u
otros, del Secretario General del Distrito Múltiple o al Tesorero, en su caso, anualmente o cuando estimen
conveniente o necesario. Esta inspección se podrá hacer por auditor o auditores competentes o por Socios
Leones igualmente considerados competentes, a juicio del Consejo de Gobernadores.
El Consejo de Gobernadores, están obligados a nombrar, un mínimo de tres ( 3 ) Leones que no
ocupen cargo en el Consejo, para actuar como interventores en el análisis de las cuentas del Distrito
Múltiple, con el fin de comprobar su correcta aplicación con arreglo al presupuesto y a las normas
estatutarias, emitiendo informes razonados. Estos nombramientos han de hacerse al comienzo de cada año
Leonístico. De los informes, en cada caso, deberá enviarse sendas copias a los Clubes del Distrito
Múltiple.
Article 38
The Governing Council may order an inspection of the accounting books, accounts or
other, of the Secretary General of the Multiple District or the Treasurer, if any, annually or
when they deemed appropriate or necessary. This inspection can be done by competent auditor
or auditors or by Lions members also considered competent, according to the discernment of the
Board of Governors.
The Board of Governors are required to appoint a minimum of three (3) Lions who do

not occupy office in the Council, to act as auditors in the analysis of Multiple District accounts
in order to verify their correct application under the budget and the statutory rules, issuing
reasoned reports. These appointments must be made at the beginning of each fiscal year. About
the reports, in each case, should be sent one of each copy to the Clubs of the Multiple District.
Artículo 39
Los límites a que podrá llegar esta Federación/Distrito Múltiple en su presupuesto anual, no
podrán superar la cifra resultante de multiplicar el número de socios al 30 de Junio último por el importe
de las diversas cuotas establecidas para este año fiscal.

SECCIÓN SEXTA
MODIFICACIÓN DE LOS ESTATUTOS

MODIFICATION OF THE STATUTES
Artículo 40
Estos Estatutos pueden ser modificados en una Convención del Distrito Múltiple, Ordinaria o
Extraordinaria, a través de una enmienda a los mismos, propuesta por un Club de Leones, aprobada por
el Comité de Convención de Estatutos y Reglamentos y aceptada con el voto afirmativo de las dos
terceras partes de los Delegados presentes en el momento de la votación.
Article 40
These Statutes may be amended at a Convention of Multiple District, Ordinary or
Extraordinary, through an amendment thereto, proposed by a Lions Club, approved by the
Convention Committee of Statutes and Bylaws and accepted the affirmative vote of two thirds of
the delegates present at the time of voting.
Artículo 41
Para que una enmienda o una moción sean votadas en Convención, será obligatorio habérsela
enviado por correo certificado a cada Club, antes de los sesenta (60) días de la apertura de la Convención.

Artículo 42
Cualquier modificación o ampliación de estos Estatutos será efectiva al comienzo del año
Leonístico siguiente al cierre de la Convención, a menos que se especifique otra cosa en la modificación o
ampliación.

Any modification or enlargement of this Constitution shall become effective at the
beginning of the year following the closure of the Convention fiscal year, unless otherwise
specified in the amendment or extension.

APLICACIÓN DEL PATRIMONIO SOCIAL EN CASO DE DISOLUCIÓN
SEVENTH SECTION
APPLICATION OF SOCIAL PATRIMONY IN CASE OF DISSOLUTION
Artículo 43
La disolución de la Federación/Distrito Múltiple sólo podrá ser efectiva por la resolución que se
tome en una Convención, con el voto unánime de todos los Clubes, revirtiéndose en este caso, el
remanente de sus valores a LIONS CLUBS INTERNATIONAL FOUNDATION (Fundación de la
Asociación Internacional de Clubes de Leones). Para este supuesto deberá ser convocada una
Convención Nacional de carácter extraordinario y con éste último tema a tratar.
Article 43
The dissolution of the Federation / Multiple District may only be effective for the
resolution to be taken at a convention, with the unanimous vote of all the clubs, reverting in this
case the remainder of its securities to THE LIONS CLUBS INTERNATIONAL FOUNDATION.
For this supposition it must be convened an extraordinary National Convention and with only
this subject to treat.
SECCIÓN OCTAVA
RÉGIMEN JURÍDICO
SECTION EIGHTH
STATUS
Artículo 44.- La Federación se rige por los presentes Estatutos y en todo lo no previsto en ellos
será de aplicación la Ley Orgánica 1/2002, de 22 de marzo, reguladora del Derecho de Asociación y las
disposiciones complementarias y de desarrollo. Los indicados preceptos legales y reglamentarios serán
aplicables en sustitución de las normas estatutarias que se opongan a todas aquéllas disposiciones
ordenadoras del régimen jurídico de las Asociaciones en España, a los que expresamente de adaptan
estos Estatutos.
Article 44
The Federation is governed by the present regulations and in all matters not covered by
them shall apply the Organic Law 1/2002 of 22 March, regulating the Right of Association and
complementary and development regulations. The indicated legal and regulatory provisions shall
apply in place of the statutory provisions that are contrary to all those ordering dispositions of
the legal regime of the Associations in Spain, which specifically are adapted these Bylaws.
DISPOSICIONES TRANSITORIAS
1ª.- El Distrito Múltiple 116 queda reestructurado administrativamente en dos Distritos cuya
denominación será: Distrito 116-A y Distrito 116-B. En el Distrito 116-B quedan integrados los
territorios de las Comunidades Autónomas de Extremadura, Andalucía, Canarias, Ceuta y Melilla. El
resto del territorio español forma el Distrito 116-A.
Esta estructura se podrá modificar en una Convención Nacional del Distrito Múltiple de acuerdo
con las normas de la Asociación Internacional de Clubes de Leones.

2ª.- Los sub distritos del Distrito Múltiple 116 se regirán por sus propios Estatutos y
Reglamentos, que deberán estar de acuerdo con los de la Asociación Internacional de Clubes de Leones y
con la legislación española vigente. Las disposiciones contenidas en dichos Estatutos y Reglamentos
prevalecerán sobre las del Distrito Múltiple 116, en caso de confrontación normativa.
3ª.- Quedan expresamente derogadas cuantas mociones o disposiciones contravengan lo dispuesto
en los presentes Estatutos.
Certifico asimismo que el domicilio social de esta Federación está situado en Madrid, Plaza del Callao
4-14º C, CP 28013. Y que la Federación se encuentra en situación de plena actividad y funcionamiento,
que no ha interrumpido desde su constitución.
TRANSITIONAL DISPOSITIONS
1) The Multiple District 116 is administratively restructured in two districts whose name
shall be: District 116-A and 116-B. In District 116-B are integrated the territories of the
Autonomous Communities of Extremadura, Andalusia, the Canary Islands, Ceuta and Melilla.
The rest of the Spanish territory is the District 116-A.
This structure can be modified in a National Multiple District Convention in accordance
with the standards of the International Association of Lions Clubs.
2) The Multiple District 116 subdistricts shall be governed by their own statutes and
regulations, which shall be in accordance with the International Association of Lions Clubs and
the current Spanish legislation. The provisions contained in the Statute and Regulations prevail
over the Multiple District 116, in case of legislation confrontation.
3) Are expressly repealed all the motions or provisions which contravene the dispositions
hereof.
I also certify that the registered office of the Federation is located in Madrid at Plaza del
Callao 4-14º C, CP 28013. And the Federation is in a state of full activity and performance,
which has not stopped since its establishment.
