Overview
For over six years, Iliana Sotomayor has focused her legal practice on both the private and
public sectors, acquiring experience in public finance, infrastructure projects and antitrust.
She has advised local governments on the preparation and negotiation of fiscal packages,
drafting and reviewing several laws, including public-private partnership (PPP). laws,
organic laws, as well as laws on acquisition and pension funds. She has broad experience in
public finance and financial structures for infrastructure projects through different
financing models: financed public works, financial leasing and PPPs.
Iliana participated with The World Bank on a modernization of water procurement and
sanitation pilot program for a local government. This program will improve the regulatory
and administrative framework, as well as support the financial and legal independence of
the water operating agencies, thus creating the necessary conditions to obtain relevant
information on urban and rural communities and creating an acceptable level of
administrative compliance that The World Bank requires to finance the program.
Regarding antitrust, Iliana contributed to the reform to the Federal Antitrust Law (Ley
Federal de Competencia Económica), which includes the possibility for individuals who
suffered harms or detriment due to monopolistic practices or consolidation, to file civil
claims for individual or collective damages, parallel to the investigations and procedures
carried out by the Federal Antitrust Committee (Comisión Federal de Competencia
Económica).

Advised the Government of the State of Oaxaca on structuring a priority program for
the modernization of the water procurement and sanitation sector in collaboration with
The World Bank.

Advised the Government of the State of Oaxaca on the preparation, negotiation and
approval of the PPP Law for the State of Oaxaca and its regulations.

Advised the Government of the State of Oaxaca on the preparation of the Programa
Estatal de Financiamiento del Desarrollo 2011-2016 (State of Oaxaca Financing for
