(A1) Creating a Special Needs Trust to
Ensure Quality of Life for the Next 70 Years

Imagine that you have a child named Kathy that is
17 years old, has a disability requiring some level of
assistance, and has a normal life span. If you were
to pass away today, she would be expected to live for
another 70 years. Stephen W. Dale will discuss how
to create a special needs trust that can not only
keep a person with a disability eligible for needsbased benefits and prevent abuse and neglect—but
also create a plan that will adjust to the challenges
that Kathy could face over the next 70 years.

Assistive Technology – what is it, how do I think

We will discuss available services, eligibility rules,
and preparation for county assessments as part of inhome supportive services (IHSS). We will also explain the changes to overtime rules starting 1/1/15.
(A7) Testing in Plain English
Charles P. Roth, Ph.D., Clinical Psychologist
Parents—and students—are often confused by educational and psychological testing. What useful information comes from the process? Reports can be
dense with jargon. At this workshop, learn from a
clinical psychologist why students are tested, what
types of tests are used, who tests, and more.
(A8) It’s A Service, Not A Place: Getting Special Education Services Your Child Needs In a
Neighborhood Early Childhood Setting

Law Center
Attorney Levine will present information about special education rights in child care and early education. We will focus on how the right to services in
the “least restrictive environment” can assist children with disabilities in gaining access to the full
array of high quality early education opportunities
available to their typically developing peers.

and Special Education Services

(A10) Making Decisions After Age 18: Making
the Case for Conservatorship, Power of Attorney, and Advance Health Care Directives
Kevin Urbatsch, Attorney-at-Law & Mercy Hall, Attorney-at-Law, Myers Urbatsch P.C.
Many parents are surprised to learn that when their
child with special needs reaches age 18 they lose the
legal right to make important health, financial, living, and social decisions for their child. This seminar
will describe when a conservatorship may be right,
what it takes to establish and maintain one, and
what rights and limitations parents have once it is
established. The speakers will also discuss Powers of
Attorney and Advance Health Care Directives as
alternatives and when it makes sense to use them.
(A11) How to Advocate for Behavioral Assessments and Behavior Support
Maggie Roberts, Associate Managing Attorney, Disability Rights California
This presentation will provide practical advice to
parents and advocates on how to advocate for behavioral assessments and positive behavior supports.
We will cover school districts’ responsibilities regarding behavioral assessment, planning, and use of
emergency interventions.
(A12) My Child Has a Disability But Does Not
Qualify for Special Education: Is There Another
School Program that May Help?
Diane Goldman, Former San Francisco Unified
School District Section 504 Coordinator
The workshop will compare Section 504 of the Rehabilitation Act of 1973 with Special Education. Section 504 and the ADA Amendments Act of 2008 provide civil rights protections to students with disabilities in federal funded programs. Services and accommodations that guarantee equal access to education
by meeting the needs of students with disabilities as
adequately as the needs of non-disabled students are

Ken Prodger, Certified Financial Planner (CFP®),

This workshop will give you a clear understanding
of what the special needs planning process is, and
how planning now for your child’s financial and legal needs will bring you peace of mind and a sense
of empowerment. Ken provides holistic financial advice regarding special needs trusts, life care planning, letters of intent, and obtaining and preserving
need based government benefits. All attendees will
leave with practical steps that they can implement
immediately to begin planning their child’s future.
(B2) Bilingualism and Communication Disabilities: Can My Child Learn My Home Language
Too?

Francisco State, Communicative Disorders Program
Parents and professionals are often worried that
learning more than one language might be confusing for children with communication disabilities or
cause further delays in their development. This session reviews the research and the impact of bilingualism on these children. Case illustrations and
parent perspectives will be shared from minoritylanguage families of children with autism.
(B3) Bullying: Parents’ Rights and School
Districts’ Responsibilities
Shilpa Ram, Attorney & Brian Lambert, Attorney,
Department of Education, Office of Civil Rights
Is your child a target of bullying, harassment or
threats? Attorneys from Department of Education’s
Office for Civil Rights will present parents’ rights
and school districts’ responsibilities under federal
regulations regarding harassment by peers or school
staff. The workshop will focus on federal civil rights
laws that prohibit harassment against students
based on race, color, national origin, sex, or disability, and what you can do if your child is being harassed or bullied for any of these reasons.
(B4) Overview of Positive Behavior Supports in
School Settings for Service Providers

This presentation will give teachers and other service providers the knowledge and skills to provide

positive behavior supports in school settings. The
rubber meets the road in how to implement positive
behavior supports so that instruction can occur for
all students. Positive Behavior Supports strategies
aim to increase desirable behaviors by giving students skills and supports so that they do not need to
engage in undesirable behaviors. We will help
teachers understand the function of undesirable behaviors and what strategies are likely to be effective
in classroom settings.

Lois Jean Brady, Speech Pathologist/Assistive Technology Specialist, iTherapy
In just a few years the iDevice (iPad, iPod Touch
and iPhone) has established itself as one of the most
important tools a therapist, educator or parent has
in meeting the goals of the special needs population.
Lois will introduce some of the best, most effective
apps, then relate them to established best practices
and teaching strategies. She will also review iOS
features that boost the power of these devices.
(B6) Do You Want Your Kids to Love Reading?
Alexis Filippini, Founder, Building on the Best
Reading is useful and important, but also fun—
though it doesn't always feel that way! Learn techniques for reading with children in an engaging, interactive way that will help with comprehension,
and also be more enjoyable for you. The workshop is
designed for everyone: adults who are busy, tired, or
don't like reading; families with learning differences
or disabilities; and multilingual families. Bring a
favorite book so we can practice together!

(B9) The Perils of Puberty and Beyond: Healthy
Sexuality and Youth with Disabilities
Erica Monasterio, MN, FNP, Clinical Professor,
UCSF Division of Adolescent Young Adult Medicine
How will my child manage puberty and how will I
manage my teen’s emerging sexuality? Youth with
disabilities face some unique issues in their teen
years, but also share the same issues of their typically developing peers. As parents, the challenges
we all face in raising healthy, happy teenagers (and
staying sane ourselves) can be even more challenging for parents of youth with disabilities. Erica will
focus on sexual development, emerging sexuality
and sexually healthy youth with disabilities.
(B10) Mind-Body and Self-Regulation Skills:
What’s With All This Mindfulness Stuff?
David Becker, MD, MA, MFT, Associate Clinical
Professor, UCSF Department of Pediatrics, UCSF
Osher Center for Integrative Medicine
Practices such as mindfulness meditation, guided
imagery, medical hypnosis, biofeedback, and others
have strong research support for their efficacy and
health benefits. But it can be difficult for parents
and children to navigate the options. Which one
should I learn? Can I learn on my own or do I need
to take a class or see someone individually? These
practices don’t work for me or my child – what else
can we do? Is it all a bunch of hype? We will address
these questions and more.
(B11) Can SSI or SSDI Be a Safety Net?
Daniel Fortuno, President,Benefits Education Center
This workshop will help you understand the two
most misunderstood programs SSA offers, SSI and
SSDI. Participants will learn how an adult child can
access beneﬁts based on parent contributions. Folks
will also learn what SSA considers to be disability
and how working may or may not impact accessing
beneﬁts. Learn how planning now will allow more
options for your child in the future.
(B12) My Child Has an IEP, So Why Common
Core?

This workshop will situate the function of the IEP in
accessing the Common Core Standards. The transition to Common Core Standards pushes the IEP process to ensure students with disabilities are taught
in the least restrictive environment, and accessing
grade level curriculum with grade level peers as appropriate. This workshop will provide resources for
parents to enable them to support their children as
they transition to Common Core Standards.

de lo que es el proceso de planeación de necesidades

¿Cómo manejará mi hijo la pubertad? ¿Cómo manejaré
la sexualidad emergente de mi adolescente? Los
jóvenes discapacitados se enfrentan a algunos problemas únicos durante los años de la adolescencia, pero
tienen muchos problemas comunes con sus compañeros
en desarrollo normal. Como padres, los retos que todos
enfrentamos para criar adolescentes saludables y felices (y mantener la cordura) pueden ser para los padres
de hijos discapacitados aún más desafiantes. Erica se

En este taller se hablará sobre la función del plan
(IEP) dentro del contexto de los Estándares Comunes
de California. La transición a los Estándares Comunes
de California que sustenta el proceso de IEP para
asegurar que a los estudiantes con discapacidades se
les educa en un ambiente menos restrictivo y que accedan a un plan de estudios con un nivel de estudios
igual al de sus compañeros. Este taller proveerá recursos para que los padres puedan apoyar a sus hijos en
su transición a los Estándares Comunes de California.
