RESOLUTION NO. 13-02-11
TOWN COUNCIL OF ST. PAUL TEXAS
WHEREAS, the Town Council of the Town of St. Paul has ordered that
on the second Saturday in May of 2013, being the 11th day of said
month, an election shall be held in order for all qualified voters to vote
for the purpose of electing three (3) aldermen and to vote for or
against the legal sale of all alcoholic beverages, including mixed
beverages.
BE IT RESOLVED BY THE TOWN COUNCIL OF THE TOWN
OF ST. PAUL, TEXAS:
Section 1. The St. Paul Town Council approves and adopts the
“Order of Election for Municipalities” which is attached hereto as
Exhibit “A” and incorporated herein by reference.
Section 2. The polling place for early Election and on Election
Day will be the St. Paul Town Hall located at 2505 Butscher’s Block, St.
Paul, Texas.
Section 3. That the Town Secretary shall prepare ballots to be
used in the election which shall bear the words “Official Ballot” and on
which ballot shall be printed the names of the candidates for Alderman
of the Town of St. Paul, and on the proposition to vote “FOR” or
“AGAINST” the legal sale of all alcoholic beverages, including mixed
beverages.
Section 4. That no person’s name shall be placed upon the
official ballot as a candidate for the position of alderman of Town
Council unless such person has filed his/her sworn application, as
provided by the laws of Texas, with the Town Secretary at least
seventy-one (71) days prior to the election date (deadline: March 1,
2013 at 1:00 p.m.) and not before January 30, 2013. Write-in
candidates must meet the same criteria as those candidates filing for
office and must file a declaration of write-in candidacy with the Town
Secretary by 1:00 p.m. on or before March 1, 2013, in order for their
votes to be counted. This determination shall be made prior to
issuance of the Certificate of Election.
Section 5. That there will be early voting at the St. Paul Town
Hall, 2505 Butscher’s Block, St. Paul, Texas, on Monday through Friday
during normal business hours (9:00 a.m. to 1:00 p.m.) beginning April
29, 2013 and ending May 6, 2013 and on Tuesday, April 30, 2013 and
Tuesday, May 7, 2013 from 7:00 a.m. to 7:00 p.m.
Section 6. That the polling place shall be kept open on Election
Day, Saturday, May 11, 2013, from 7:00 a.m. until 7:00 p.m. and that
due return will be made to the Town Council showing the number of
votes cast for each candidate, and for and against the proposition. In
the event of a tie vote, a drawing of those candidates’ names shall be
conducted by the Mayor in the presence of the Town Council to
determine the winner.
Section 7. That early ballots will be delivered to the early ballot
board at the polling place no later than 7:00 p.m. on Election Day.
Section 8. That there shall be one (1) election judge – John
Radkowski or alternate to serve on Election Day, who in turn will select
both one (1) alternate judge and one (1) election clerk.
ADOPTED by the Town Council of the Town of St. Paul, Collin
County, Texas on this 11th day of February, 2013.

ORDER OF ELECTION FOR MUNICIPALITIES
An election is hereby ordered to be held on May 11, 2013 (7:00 a.m.
to 7:00 p.m.) for the purpose of:
Electing three (3) Aldermen, and
Proposition 1: to vote “FOR” or “AGAINST” the legal sale of all
alcoholic beverages, including mixed beverages
Early voting by personal appearance will be conducted on Monday,
April 29, 2013 through Monday, May 06, 2013 between the hours of
9:00 a.m. and 1:00 p.m. and Tuesday, April 30, 2013 and Tuesday,
May 7, 2013 between the hours of 7:00 a.m. and 7:00 p.m. at the
Saint Paul Town Hall, 2505 Butscher’s Block, Saint Paul, Texas.
Applications for ballot by mail shall be mailed to:

Applications for ballots by mail must be received no later than the
close of business on May 3, 2013.
