Fitzhugh Mullan. MD
WHO’s Constitution defined Health as:
“a state of complete
physical, mental and
social wellbeing and
not merely the absence
of disease and infirmity”
Health in Human Development is "the
resource and capacity each person has
to live, learn, produce, participate, love
and conduct his/her existence".
GLOBAL HEALTH
Health problems, issues, and
concerns that transcend national
boundaries, and may best be addressed
by cooperative actions
Institute of Medicine - 1997
GLOBAL HEALTH
“is a new approach to international health
based in the analysis of the existing diversity
and trends in the health and living
conditions of people and nations,
including the political and socioeconomic
forces that influence them and the use of
this knowledge for the solution of the
identified problems".
This is a dynamic and modern concept of Global Health, different from International Health,
created by Prof. Teruel and Prof. Wegman at the School of Public Health, University of
Michigan, Summer Session in Epidemiology, 1998
Dr. Myron Wegman with Mirta Roses

Public Health Officer must be
 Politician…even
though he/she do not have the
latitude of elected officials, who tackle there
questions from their own political perspectives.
 Manager…even
though he/she do not enjoy the
certainty of business managers, whose approach
to these issues is governed by market forces and
technocratic imperatives.
 Clinician…even
though he/she cannot base their
decisions based on biological science alone.

A Don Quixote
 Unabashed,
unapologetic,
unflappable idealist,
locked in on his mission.

A Machiavelli
 Public
health leaders
would do well to read The
Prince and carry a
modicum of his
pragmatic cynicism with
them as they put their
ideals to work for the
public good.

A Robin Hood
 Public
health dept. have
maintained a special
relationship with poor and
less fortunate citizens.
 It
has provided the poor with
services that other citizens
are able to purchase on the
open market.
 The
public health dept. is an
inst. of economic
redistribution.

At the time of Loyola’s death in 1556, there were 1,000 Jesuits organized
into eleven units.
He created a “Company” dedicated to youth education and instituted the
missionaries' work on foreign countries

Multiple Roles of the Public
Health Officials
• In 1945, Dr. Charles Edward
Amory Winslow wrote that:
“…public health which in its
earliest days was
engineering science and
has now become also a
medical science must
expand until it is, in
addition, a social science.”
+
Working with the ministries of health and national and local
governments, we are calling for intersectoral action for
participatory local development.

• Driving different types of vehicles and in
rough or no roads
• Understanding other cultures and
languages
• Personality and character.
The assistance and cooperation, particularly in
relation with health needs, in emergencies and crisis
situation became an important area of study for
International and Global Health.
Refugee:
“Any person who owing to a well founded fear of being persecuted for
reasons of race, religion, nationality, membership of a particular social group or
political opinion is outside the country of his nationality and is unable, or owing to
fear is unwilling to avail himself of the protection of that country; or who, not
having a nationality and being outside the country of his former habitual
residence, is unable, or having such fear is unwilling to return to it”. (The 1951
Convention on Refugees- Article 1)
In 1969, the Organization of African Unity expanded this definition to
include persons fleeing from war, civil disturbance, and violence of any kind.
One important aspect is the recognition
that cooperation and assistance
programs is recognized as a
diplomatic and political tool that help to
improve the relations among nations
and to reduce conflicts.
