Commitment to internationalization F rom Hélice Cluster we are convinced that internationalization is one of the essentials pillars to keep boosting the development of the Andalusian aerospace industry and keep the growth of service companies in the global aerospace market, notably in those countries or geographical areas which will increase in demand in the next few years. The Andalusian aerospace sector has given firm steps in this direction during the last decade which enabled it to grow not only in the area of exports but also in the area of diversification of its customer portfolio. From 2002 through 2011, Andalusian aerospace exports multiplied by five with a growth of 431,9% and the number of exporting enterprises rose by 253% (passing from 26 to 66 firms). In addition, Andalusian sales abroad involved more than 50% of the total turnover of the Andalusian aerospace industry. This situation becomes consolidated with the last data concerning the first semester of 2012, when an increment of 3.2% has been registered compared to the Andalusian aerospace exports during the same period last year. Andalusia reinforces its position as the second Spanish region in aerospace exports just behind Madrid. The organization of ADM Seville 2012, the first aerospace business meetings taking place in Spain at the international level, which was fostered and organized to present Andalusian aerospace capabilities, was an important support to the internationaliA+A zation of our companies. After its notable success during the first session, this event will be held every two years, being scheduled within the most outstanding aerospace activities. The international repercussion of the Andalusian aerospace cluster is becoming a key matter for the aerospace companies’ growth and one of the main ways to improve competitiveness. In Hélice we are concerned about the crucial importance of this external effect so we have decided to set up a specific programme to help foster the international image of our companies. Only like that we will consolidate the road travelled and give a boost to the Andalusian participation in the prime aerospace international programmes. This programme entails promotional activities at the main aerospace fairs and business events such as Farnborough, ILA Berlin and Le Bourget; the attendance to national and international forums within the sector and the organization of other initiatives to encourage the cooperation with the European aerospace cluster network and the coordination of R&D projects. All that with the support of an integral communication strategy to draw together all this performances and help the cluster have its own and differentiated mark to give an asset to the sector and the enterprises. Like this, we hope to help the Andalusian aerospace companies to get more renown outside our border, keep growing in the global aerospace market and play more leading roles in the major programmes under the big international manufacturers. The Airport of Seville shows an exhibition about the history of the Andalusian aeronautical industry The airport of Seville has become the aeronautical industry showcase to house a graphic exhibition about the history of the aerospace sector in Andalusia, an initiative that has been boosted by the Andalusian Aerospace Cluster Hélice, in collaboration with the airport itself. The exposition has been made with the aim of disseminating the importance of the aerospace industry in the community and presenting its image as one of the most thriving aerospace hubs in Europe, showing its historical tradition and development and growth experienced in recent years. A+A Aernnova Andalucía delivers first rear fuselage of chopper NH90 to Agusta Aernnova Andalucia presented the first rear fuselage for Agusta Westland helicopter NH90 last July from its plant in Aeropolis (Seville). This structure is mainly manufactured in carbon fiber material and its process involves two of the Aernnova group companies: Fibertecnic (Alava) and Aernnova Andalucia (Seville), this factory is where the assembly process is performed. With the delivery of this first fuselage, Aernnova consolidates in its process of diversification of customers and products, and strength its strategic position as a supplier of large structures in composite materials. The company also delivered this summer the Lower Structure of the chopper Superpuma, of Eurocopter. Aernnova has a contract with Agusta Westland for the manufacture and assembly of the rear fuselage of 151 units of NH 90 for an amount of 26,7€ millions, although it is open to future expansion. Aernnova Andalucia reported that six units during 2012 and a total of 11 next year will be handed over. Aeronautic exports grow 3.2% and reach their maximum record in the first semester of 2012 Andalusian aeronautic exports reached a historical maximum of 481.6 million euros in the first semester of 2012, that is, 3.2% more than in the same period of the previous year, according to data of Extenda, the Andalusian Agency for External Promotion, depending on the Regional Ministry for Economy, Innovation, Science and Employment. This figure means 3.8% of the total of international sales of the whole Andalusia from January to June 2012, and it places the community as the second in the Spanish aeronautic exports ranking. A good part of the increase of the external turnover of Andalusian sector in the semester had USA as main player, with a duplication of sales (+100.5%) with regard to the same period of 2011, being, therefore, the second destination for the Andalusian exports. France was, once more, the leader destination of foreign aeronautics sales, with 40% of the total and a 192.6 million euros turnover. Germany, on its turn, was the third country with 13.5% of the total and 65 million euros turnover, whilst Brazil reached again the fourth position, with an increase of 151% and exports for a total 34 million euros. 7 Defense delays the delivery of the Eurofigther until 2015 and plans to defer and reduce A400M buying The Ministry of Defense has agreed with Eurofighter to delay to 2015 the delivery of 15 combat aircrafts that the Spanish Army should receive between 2012 and 2014. According to the Secretary of State for Defense, Pedro Argüelles, this agreement has been possible thanks to the extraordinary credit recently approved by the Government which will allow to pay the debt accumulated between 2010 and 2012 with companies and programs of Defense, mainly the Eurofighter, and that amounts up to 1.783 billions. Defense studies now to negotiate with companies of the 19 armament programs to search for solutions which allow economic commitments. This plan entails more delays in deliveries and reductions in orders, among which the A400M is not ruled out. However, Argüelles has highlighted that this issue will be discussed with Airbus Military and Defense. Spain has contracted 27 aircrafts to be handed over from 2016. In total, payment commitments for armament programmes could reach up to 31,000€ millions that should be paid by Government before 2015. In addition to Eurofighter and A400M, these programs include Navantia maritime action vessels and Eurocopter attack helicopters Tiger. The Board of Directors of Alestis approves the feasibility plan that must warrant the future of the firm The Board of Directors of Alestis Aerospace has definitively approved the feasibility plan with which it has been working for the last months and which has as main goal warranting the future of the company. A plan that the company has defined as the “only responsible answer” that may prevent the loss of “about 6,000 jobs” and an “incalculable damage to the image of Andalusia and País Vasco as pillars of the Spanish aeronautic sector”. The document that has been approved contains the industrial strategy and a series of measures to allow the Andalusian Tier 1 to overcome the pressing problems that forced them to put out to volunteer creditors meeting last May. After the approval by the Board of Directors, the plan must be passed to workers representatives and to trustees in insolvency, which, on their turn will bring it to the judge of the meeting. Although Alestis did not offer details about the measures that will be taken, different sources point out that the plan will mean the redundancy of 320 workers (progressively, all through 2012, 2013 and 2014), and moving another 200, mainly from the plant of Seville to Cadiz. Also, they remark that there is no prevision of closing any factory (except for El Trocadero in Cádiz, already planed for 2013), but a reorganization of production lines toward their strategic activity. Once the plan will be approved, the next goal for Alestis will be obtaining the financing necessary to warrant the continuity of the activity, so there is the possibility of an increase in capital and the inclusion of a new partner to invest in the projects of the company, among which there are the work packets of A350 and A380. “The advantage from now on”, said Alestis, “is that the feasibility plan was the unavoidable condition for any external agent to consider a financial support to the firm. That is to say, we are closer to reach the financial security as to maintain the activity in the coming years”. Cassidian reorganizes its Management in Spain and names Pilar Albiac as highest responsible Cassidian, subsidiary responsible for the Defence business of the European multinational EADS, has approved a reorganization of its Spanish subsidiary and named as higher responsible of the group to Pilar Albiac Murillo, 59, born at Zaragoza. Former general director of Cassidian in Spain, Enrique Barrientos, will continue in his charge and will depend on the new responsible, one of the few women that is part of the senior management of the European aeronautical group. Albiac Murillo, until now head of Quality and Lean Management at Airbus, will also be the maximum responsible of the new Operations Department of the company, in charge of innovation and ensuring the development, the production and the effective launch of the products. Before joining Airbus, Albiac worked for more than 25 years in the American multinational General Motors, where she played different responsibilities in Zaragoza and United States. She was the drector of Quality and Lean and leaded auto factory of Saginaw, Michigan (USA). According to some analysts, with this appointment, Cassidian attaches more importance to its Spanish business, since it will be in the hands of one of the executives of trust of the current CEO, Bernhard Gerwert, who assumed the position on September. EADS and BAE Systems negotiate their merger to create a European aeronautic giant EADS and BAE Systems negotiate their merger to create a European aeronautic giant The European consortium EADS and British BAE Systems have announced negotiations for a possible merger of both companies, that will result in a European giant of the aerospace industry with an annual joint turnover of 70,000 million euros and a staff of 220,000 employees. In fact, the new resulting group would become the main world supplier of aeronautics and defence and a very powerful competitor for North American companies like Boeing, Lockheed Martin and General Dinamics. The negotiations have advanced and there is already the beginning of an agreement to distribute the capital of the resulting group, that would be controlled by EADS in a 60% and by BAE in a 40%. The corporative structure would have a joint Board of Directors, whilst each company would keep their corresponding upper echelons. Both companies have marked the deadline of 10th October to take the final decision about the merger, although BAE Systems has shown its availability to postpone the date. The merger is being analysed by the involved governments and shareholder partners, like France, Germany and Great Britain, because of the national implications that the alliance could have. Facing the possibility of veto by the governments, EADS and BAE want to set down a special action system for the countries (golden actions) in order to limit the power of the States to the blockage of a hostile takeover bid and to protect some national strategic interests that would be rated. The Spanish government has remarked that it will defend the position of Spain in EADS and in the aeronautic market in case there is a merger, and it will consider whether the agreement means the necessity of an increase of capital. According to the experts, Spain should invest 750 million euros on the stock market if it wants to maintain in the new group the same position that it currently has in EADS. On its turn, Boeing, has asked for a strict examination of the merger between the companies because of the complex industrial considerations and of national security that it involves, and that would also have an effect on its condition of international first aerospace and defence manufacturer. German partners of EADS have recently said that they would not agree a 60/40% division, and that the participation of the company must be increased in the new consortium with BAE. > Redacción Stand de la delegación andaluza en ILA Berlín 2012 / Stand of the Andalusian delegation at ILA Berlín 2012. A+A EN PORTADA A+A 15 The Andalusian aerospace cluster sets a course for its internationalization The Hélice Cluster starts an internationalization plan aiming the increase of the scope and presence of Andalusian aerospace industry in foreign markets. The initiative, that will be developed throughout the next two years, includes the development of several lines of action, such as the participation at the main fairs and specialized events of the sector, the reinforcement of the collaboration with other European clusters and the execution of a communication plan to strengthen its corporate image. >> T he evolution of aeronautic industry in the last decades has transformed the sector into a global-structured industry, with a supply chain where companies from different countries are participating, resulting from an integration process of different aircraft manufacturers, especially in Europe, that nowadays continues with a similar process regarding high level suppliers or subcontractors. Aircrafts constructed nowadays in Europe or North America are manufactured in China, Japan, Central America, etc. and are sold all around the world. Therefore, internationalization, is nowadays a key factor for all companies and institutions developing its activity in the aerospace sector and searching for new business opportunities together with partner and collaborators all around the world. Conscious of the importance of this fact, and of the necessity of keeping on fostering the presence of Andalusian companies in the main international programs of the sector, the Hélice Cluster has started an internationalization plan to boost the scope of aeronautical companies in the community and to contribute consolidating its image as an unifying agent of all the Andalusian aerospace cluster, an international benchmark that acts as interlocutor before administrations and main players in the industry. With this plan, Hélice wants to consolidate a course already started in 2005 with its first activities related to external promotion, but now, it is pursuing another step forward, developing an action with a strategic goal and a integrated method. The plan has been started last summer and will last two years. It includes different actions focused on the promotion of the Andalusian aeronautic cluster in different national and international spheres, boosting cooperation relationships with the European aerospace clusters network, coordinating proposals for joint R&D projects and developing an integral strategy of communication gathering all these actions together. The deployment of the plan will be possible thanks to the co-financing of the General Direction of Industry and Small and Medium Sized Companies, of the Ministry of Industry, Energy and Tourism, through its annual announcement of boost of the Innovating Business Groups, AEI2012. A “premier division” cluster The guidelines of the European Union regarding the knowledge-based economic growth have, as fundamental basis, the implementation of Strategies of Intelligent Specializations adapted and customized to the territories (region, nation, etc.) and the development of the existing clusters in order to transform them into World Class Clusters. Therefore, the European Commission’s advice is not to create new clusters but to boost those that already exist –the best ones-, to transform them into international, strong and consolidated clusters. Thus, it defines a 15-criteria panel to evaluate the clusters that already exist in Europe, five of them directly related to the international visibility of the cluster and its scope beyond its action sphere. Under such premises, Hélice pledged its commitment to foster the internationalization activities of the Andalusian aerospace cluster with two fundamental goals. / Members of the Andalusian delegation, CDTI and Cassidian, during their visit to A400M shown at Farnborough. contratos y carga de trabajo para la industria aeronáutica en la comunidad. (Oklahoma, Missouri, Carolina del Sur); México (Proméxico, Chihuahua); Italia (Campania Aerospace, Torino Piamonte); Canadá (Ontario), Bélgica (Flag and Skywin) y Alemania (Aviabelt Bremen, Hamburg Aviation, BavAiria, Niedersachsen Aviation). A+A in the aeronautical scene, with the advantage of being well defined, having a notable tradition and being a meeting point for all agents of the sector. The plan also aims a strategic goal, rather in a long term, which is to make the right movements to fulfil the requirements in order to become a world class cluster, able to lead the aerospace industry’s growth in the international field and to coordinate its development toward activities that need the collaboration with other productive sectors, that is to say, becoming a driving force or link among them. Consolidation at the main international scenarios The internationalization plan of Hélice is developed according to five main lines, some of them, already started. That is the case of the participation at main international events in the aeronautic sector, an activity in which Hélice has the support of Extenda, the Andalusian Agency of Foreign Promotion (within the Economy, Innovation, Science and Employment Regional Ministry), which has been collaborating for several years in order to increase the presence of companies in the foreign markets. Among the initiatives resulting from that process, there must be highlighted the organization of Aerospace and Defense Meetings (ADM) Seville 2012, held in May, which was the first international business event for the aerospace and defence sector in Spain, which has become a shuttle to widen international relationships of Andalusian aerospace companies. The actions started by the new Helice plan, within this sphere, have had the most important international aerospace fairs as main players: Farnborough (United Kingdom), held in July, and ILA Berlin (Germany), last month of September. The Andalusian attendance in both events was a complete success, since attending companies and institutions held important business meetings and commercial contacts with international firms of the sector, which could enable the arrival of new contracts and orders for the 17 aeronautical industry in the region. In fact, Andalusia was the only Spanish region with its own pavilion in both fairs, with the participation of companies like Alestis, Aerosertec, Cesa, Ghenova, Prescal, Sofitec, UMI Aeronáutica, Indaero-Tecnigrab and Aerotecnic-Mecatecnic, as well as the Andalusian Aerospace Technological Park, Aerópolis. As a result of the different meetings held in both fairs by Andalusian companies (about 320 approximately), there were established important international agreements of collaboration, such as the one subscribed by Prescal and Sogeclair Aerospace, a subsidiary firm of the French company Sogeclair, with the purpose of complementing activities and capabilities in the field of engineering to participate in the common management of new projects in the sector. On its turn, Hélice held meetings with different business organizations and aerospace clusters from different countries like USA (Oklahoma, Missouri, South Carolina); Mexico (Proméxico, Chihuahua); Italy (Campania Aerospace, Torino Piamonte); Canada (Ontario), Belgium (Flag and Skywin) and Germany (Aviabelt Bremen, Hamburg Aviation, BavAiria, Niedersachsen Aviation). The actions of the plan for the coming months include the participation at Aeromart, the most important aeronautic business meeting of the year in France that is held in December in Toulouse, and the attendance to the next edition of Le Bourget, in July 2013 in Paris. Fostering a European excellence network Another important subject of the internationalization strategy of the Hélice Cluster regarding the Andalusian sector is the collaboration with the other European clusters through the EACP (European Aerospace Clusters Partnership). Hélice is also member of this association, which aim is to be a driving force and to enable the transnational dialog, the information and knowledge exchange and the cooperation among associated clusters, which >> de información y conocimiento y la cooperación entre todos sus clusters asociados, que permitan a éstos apoyar a sus respectivas empresas, centros de investigación e instituciones públicas para trabajar juntos en proyectos comunes que impulsen el desarrollo y la innovación del sector. A+A allows them to offer support to their companies, research centres and public institutions to work together in common projects boosting the development and the innovation in the sector. The efforts of Hélice within EACP are heading for supporting the activity of this excellence network among clusters, in such a way that it helps boosting the competitiveness of the European aeronautical industry, including the Andalusian, in the global market. Thus, Hélice is involved in the different working groups created in the association, which are focused on training, finances, and internationalization subjects. As a third line of the plan, and linked to the previous one, there is the collaboration with other European clusters of EACP to create a project in the VII R&D Framework Program of the European Commission, specifically, within the line dedicated to create Creating cohesive links and common knowledge between potential partners in EU Framework Programme Collaborative Projects. The aim of this initiative is to link coordinators and potential partners to develop joint projects within the program in the field of Aeronautics and Air Transport. The goal aimed with such action, is, first of all, to have a map of aerospace capabilities of each region or European cluster and to identify those regions with a low participation in the Framework Programs with regard to their capabilities, which would be therefore benefited for having best contacts in specific technological areas of other clusters, specially between Western and Eastern Europe. This way, the companies of the Andalusian aerospace cluster could establish important technological collaborations with companies all around Europe and to share experiences and knowledge to improve competitiveness. National and international scope with its own brand The presence at specialised forum of the sector both national and international is the fourth action line integrated in the internationalization plan of Hélice. In this case, it is about fostering the participation in other important events of the sector that may also contribute to improve the positioning of the Andalusian industry. Among these actions, there must be remarked the participation at the annual meeting of ASD (AeroSpace and Defense Industries Association of Europe). This meeting will be held this year in October, in Lisbon (Portugal) and there will meet together 1,000 professionals, representatives of sectorial European associations, members of boards of directors of Tier one, European commissioner and parliamentary members and other representatives of international organizations. The Hélice Cluster has been invited to attend this meeting, and to participate with the conference “Clusters and their role in the improvement of the Supplying Chain”. The attendance to this meeting, considered as on of the most important events of the sector in Europe, will mean a step forward to consolidate the international strategy of the Andalusian aerospace cluster. Hélice will also promote an aeronautic business meeting that will be about organizational Lean in the sector. The activity organized with the help of the International Institute San Telmo, will be aimed to businessmen and directives of SME, technological centres and administration linked to the aerospace sector in Andalusia and it will have a practical case and a debate table made up by first level directives of am Andalusian Tier 1, and two Tier 2 specializing in manufacture and engineering services. Also, there will be a meeting with the European Tier 1 GKN within its Business Action Board, during the month of October. All these actions are complemented with the sixth and last one action line of the plan, which is the value enhancement of the Andalusian cluster through a corporate RP plan which aims reinforcing its image and the image of Andalusia as an international first level aerospace hub. This initiative considers the launching of a new corporative image of Hélice (already started), several promotional marketing actions, the broadcast of general and specialised media, and the dissemination through new 2.0 communication channels and social networks. To summarize, the goal is granting the cluster its own joint and powerful brand, to become a benchmark of all the companies of the Andalusian aeronautical industry in the main national and international events. 20 EN PORTADAA+A ENTREVISTA A+A EUGENIO PÉREZ LUENGO DIRECTOR DEL AEROPUERTO DE SEVILLA / AIRPORT OF SEVILLE'S DIRECTOR “LA COLABORACIÓN CON LA FAL DEL A400M HA SUPUESTO UN INCENTIVO MÁS EN NUESTRA APUESTA POR MEJORAR LA CALIDAD DE LAS INSTALACIONES AEROPORTUARIAS DE SEVILLA” “THE COLLABORATION WITH A400M FAL HAS BEEN AN ASSET FOR US IN OUR COMMITMENT TO IMPROVE THE QUALITY OF SEVILLE AIRPORT FACILITIES” > J. We keep a close collaboration with OEMs, putting at their disposal not only our facilities and services, but also the execution of works to improve and ease their activity. Like that, the airport has been assisting flight tests of important types like the A400M or the A380; we have undertaken a new running road to speed up Airbus Military aircrafts towards our runway; and we have been very committed to boosting the installation of aerospace suppliers and service enterprises on the site of the airport, which entails benefits in terms of synergies and rapidity of the productive processes or maintenance. In relation to that last fact, last year the Airport of Seville signed an agreement of collaboration with IDEA –agency under the Regional Ministry of Economy, Innovation Science and Employment- to help the installation of high added value, innovative and business projects on the site of the airport. These sites could be considered to be part of the Aerospace and Technological Park of Andalusia Aerópolis. Enterprises willing to get installed on this site may be provided with supporting services and financial backing by IDEA under the programme to foster innovative enterprises, as well as the national and regional incentives for companies installed at technological parks. One of the advertising initiatives recently started is the organization of an exposition about the Andalusian aerospace history. How passengers are welcoming this exhibition? Are there any other initiatives to strengthen the relationship between the airport and the Andalusian aerospace enterprises and entities? ¿Debe potenciar la >> To tell you the truth, it is being very favourably received. There are a number of passengers who stop by before the boarding area and in the corridor towards the luggage claim to quickly and illustratively look over the exhibition and the one hundred years of aerospace industry and aviation in Andalusia. This has been a very smart Hélice Cluster’s initiative, because there is still a lack of knowledge about the importance of Andalusia in the origin, development and international expansion of the aerospace industry. On the other hand, the airport is a fantastic showcase for this exhibition, notably if you take into consideration the nearly five million annual passengers that pass by our premises with international and national arrivals and departures. From the airport, we are willing to collaborate with all this kind of initiatives but also with activities related to the productive processes as I commented before. Airbus Military is one of the aerospace companies using San Pablo airport facilities on a regular basis. How is the collaboration with such a company? What did the FAL setup involve for the airport? >> the two parts has been always very good. As per the A400M FAL of Airbus being in Seville has been an asset for us since we are very much committed to improve the quality of our services and facilities and has enabled us to gain valuable knowledge and experience. In fact, we have demonstrated ourselves that we are highly capable of satisfying very demanding requirements which go further our traditional activity. The airport has recently opened a new parking for customers. Has this been carried out to satisfy the current demand or are you expecting an increment of travellers within the next few years? When managing airports, capability of prevision, going ahead of future mid-and-long-term necessities, is one of the key premises to avoid overbooking situations. The new five-floor parking has been started thinking of the future traffic growth at the Airport of Seville. Thanks to this, we have today upwards of 3,700 parking places for our users, which should be added by 1,200 more for rental cars and twentyish for buses. Are you planning short-andmid-term any improvement or creation of new facilities? In the last few years we have carried out works to satisfy the current demand and that future demand from now to 2025, so we haven’t planned big projects or investments. We will keep improving and diversifying our service portfolio and getting it segmented to serve all the different profiles of our customers and users, providing a variety of products at any sales point and encouraging the local economy through the development of industrial initiatives… What scope of flights does the airport have nowadays? Which are the goals for the coming years? Do you think that setting new airlines must be fostered or rather widening services of those that are already operating in Seville? Our goal is having as many routes and air companies as possible, but this business, just like any other, is marked by the law of supply and demand. If there is 23 enough demand, there will come more air companies, and those that already are with us, will include new destinations to their programs. In spite of that, the airport has been participating for the last two years in Impulso Destino Sevilla (IDS), an initiative where there also participate the Town Council of Seville, the Provincial Council and the Chamber of Commerce, and whose purpose is being in permanent contact with airlines in order to show them our opportunities and to draw their attention to operate in the city. Currently, there have been detected potential markets like Germany, Switzerland and Nordic countries, without forgetting the connections with main Europeans hubs (London, Paris, Frankfort, Amsterdam), which, on their turn, allow us to be connected with other countries inside and outside Europe. With regard to the airport as infrastructure, our mission is facilitating the air companies the development of their operating methods and having enough services and capabilities as to house all of them. Being ready to answer the necessities of any airline operating with us, or that wants to operate in our facilities. This summer, for instance, a dozen of companies have been operating with flights to forty Spanish and foreign cities. Three of these companies have been included to the programs as novelty: Iberia Express, Volotea and Air France. At the end of October, the program will change to open the winter season, that will be kept until the last weekend of March and that will be fitted according to the demand of those months. What is the balance of passengers and activity in the airport of Seville during the first 10 months of 2012? What is expected for 2013? 2011 was the best year for the history of the airport, with almost 5 million passengers. The current economic situation has interrupted the growing trend reached during that year, and, from the beginning of 2012, the number of passengers has slightly decreased more than 10%. “Our goal is having as many routes and air companies as possible, but this business is marked by the law of supply and demand" A+A “Nuestro objetivo es contar con el mayor número de rutas y compañías aéreas posible, pero en este negocio lo que marca la pauta es la ley de la oferta y la demanda" tries with the crisis and it can be noticed in the domestic flights. Regarding the previsions for the next year, it is quite difficult to make a precise estimation in advance and in a changing background, but we believe that there will be an increase but, obviously, moderate. Do you consider the airport sector as an area with future for the aeronautical professionals looking for a first job? Which are the most demanded areas? From a global point of view, the airport sector still has a great potentiality of development, due to the important demand of air traffic in emerging countries. The Aerospace Engineering specializing in Airports offers a great potential of development, particularly with regard to construction of new airports, enlargement of others already existing, consultancy or management externalization, as nowadays is happening in many countries. Also, there is a great opportunity for those who have been recently graduated, since a wide range of skills is demanded, mainly, in the areas of Airport Facilities Maintenance, and Assistance to Navigation, Airport Operations, Operational Security and Personal Security. Which are the main challenges for the airport sector and air transport in Spain and Andalusia regarding the coming years? From an airport point of view, which is the segment where I work, I would like to say that we are witnesses of a real transformation. We have passed from being just infrastructures channelling the air traffic, to become real business centres, more and more involved in the development of local economies. Only in the Airport of Seville, there are 2,400 people working and more that a hundred companies; in the last year, all the commercial and catering supply has been transformed; we have an agreement with IDEA, as I mentioned before; we have more and more segmented and customized services according to the different demanding profiles. Another main challenge is the sustainability. In Aena Aeropuertos, we are really committed not only to the respectful environmental management, but also to the implantation of measures helping the control of practices in companies working at our premises. What do you think about the excessive supply of airports that has been created in Spain? Is it necessary a review of the airport system? That is just the project where the Ministry for Public Works is immersed in, through an Airport Efficiency Plan. The plan is for the smallest facilities in the network and it wants to adequate the services supply to the real demand. On the other hand, for the total group of Aena Aeropuertos, there is a strong commitment with regard to costs control and diversification of income sources, through a wider scope of international business and a committed development of our commercial area reinforcing, on its turn, the search for new routes through the department of airport marketing. The final goals of these initiatives are efficiency and profitability. A+A 27 MAVE Aeronáutica, leader in quality services The company from Cádiz has become the prime quality service model for aerospace enterprises, involving works in the development phase as well as in the production phase. With 12 million euros of turnover and more than 200 employees, MAVE is committed to specialization as key part of its growth and expansion at the international level. The enterprise has stable presence in England, Germany, Australia and Indonesia, where is working with main customers within the sector aerospacial. I t was in 2000 when the aerospace industry started to develop strongly. It was the time of the big expansion in Europe: first CASA and then the giant Airbus. An air of entrepreneurship started to hang over the atmosphere in Spain and in France and many professionals started to realize that they could collaborate with this development from outside of the big company. In addition, in Andalusia this favourable atmosphere was enhanced with one positive factor: a hundred-year-old aerospace tradition. It was in that context that Joaquin Arregui spun off into his own business and set up MAVE in 2001 with eight employees. Since then more than ten years have gone by and today MAVE can brag about employing more than 200 people and notably about being the firm of reference for the aerospace industry in the area of Quality Assurance, Maintenance and Periodical Revisions of Tooling, Calibration and Control of Quality. “We are the quality supplier of reference within the aerospace industry”, states MAVE’s general director, Carlos María-Tomé. He is proud of having reached a turnover of 12 million euros in the last year and working for companies such as Airbus, EADS, Aernnova, Alestis, Aciturri, Sofitec, CESA, Inespasa, Carbures, Infasur, LTK, MP, M Torres, Aritex, Tecnatom, Burdinberri, Alten and SMA, among others. We just have to look over MAVE’s customer portfolio to identify the prime entitled names of the Spanish and Andalusian aerospace industry. According to its general director, this successful evolution is resulted from a variety of key reasons. First, being able to understand and take advantage of a market opportunity within the aerospace industry. At the time, quality was an area which wasn’t traditionally subcontracted, but the logic evolution entailed its outsourcing, looking for better business effectiveness as it was happening in the rest of the world, by the way. “We are part of a market where big companies are increasingly bigger and financially more powerful and they demand specialization. It’s this demand that we took advantage of”, explains Carlos María-Tomé. The opportunity was there, but it had to be shifted towards strength and this is what MAVE have been doing in the course of all these years with a recipe that its manager director explains this way: “doing things well, trying to give more and better than competitors and matching up to what the market was requiring: specialization”. Behind this firm commitment to satisfying this demand for specialization is what María-Tomé considers to be key and essential pillar within his company: human resources training”. A+A “If you want to deliver specialization, you have to choose very well your people and be devoted to train them, giving absolute priority to this objective. That’s why in MAVE we provide customized training, to let them adapt to any type of task required by the market. If we provide quality services we understand that our people are the most important asset and we never forget about it in our company”. Together with this nature, MAVE still has its original headquarters in Cadiz, curiously on the site of the former factory CASA, although it also has offices in Seville and Madrid, both of them led by an operation manager. The “landing” in Seville took place in 2002, when the organization was reinforced with the incorporation of Carlos María-Tomé, who came from CASA. Then, in 2007, they took the big leap to the capital of Spain, and later, the company sent a team to Illescas where inspection of large parts is supplied. Now they also have stable presence in England, Germany as well as in Australia and Indonesia, confirming their international expansion within an increasingly global market. This territorial growth has been driven together with an increasing participation in the main aerospace programmes, involving the project phase as well as the serial production phase. Like this, the A400M has entailed a strong growth for the company as well as the A380, A350 and notably the A330 MRTT. MAVE started participating in this programme with three people for two months and now they have sent 50 people who have been working there for five years. Aerospace specialization In fact, this territorial expansion and commitment to prime programmes represents the most important way of growth for MAVE, which has opted for specialization instead of the diversification strategy driven by other companies, since “it is such a sensitive and delicate area” explains the general director. Las principales ventajas que aporta este sistema son el ahorro de costes y recursos a diferentes niveles de la empresa, como el ahorro >> A+A LTK Services ya cuenta con instalaciones en Madrid, Álava y Sevilla, y sus previsiones de venta se sitúan en 1,5 millones de euros para el año 2014 factories of Airbus Military in Seville, providing for different services for the assembly, covering from the administrative reception, quality and storage; preparation, setting up, expeditions and transport to the Final Assembly Line (FAL) in special trolleys; as well as the expeditions to suppliers of the program. And also, there are the activities that LTK400 performs in the FAL of A400M (and also, of programs C295, CN 235 and C212), as the management of operations in the reception area of the Beluga aircraft and trucks or the totally of internal logistic movements of all materials in the factory. In a sector like aeronautical, where traceability of all materials must be strictly controlled, the quantity of documentary used all through just one working day is extremely vast. Currently, the logistic centre of LTK400 manages 60,000 different references and about 1,500 documents every day: pick up notes, inventory lists, dispatch notes, etc. Thus, facing the recient mass production of the program, LTK400 considered the necessity of optimising the documentary processes of the plant, with the purpose of speeding up the access and improving the control of traceability to documents, reducing consults to the physical files, and reducing the number of incidences in administrative processes. Therefore, in the middle of the year, the company has decided to award that task to LTK Services, through its Documentary Management division, which took charge of developing the project and implanting the new system in a record time, starting it at the beginning of October. Technology for an efficient use of resources The project covers the operative documentary map study of the plant, the identification of the most suitable model of digitalization for the operative process of facilities, the intelligent inspection of information and discrepancies management, as well as the final publication of documents. Among the techniques and procedures used for the integration of the system, there must be remarked the installation of high-production scanners and their implantation with the intelligent capture software EMC CAPTIVA, which replaces data input processes and documents classification –which are expensive, manual and prone to error-, with the automatic documentary identification and data capture. Regarding the digital keeping service, there has been chosen the integration of documentary management software EMC DOCUMENTUM, which provides for capacities for organization, control, sequence and files content sending. 33 documentary typology structure, container and file code, as well as the indexed search by file code or the full-text indexed search. Also, it enables the query web access for internal users. The main advantages granted by the system are costs and resources saving at different levels of the company, like physical space saving for traditional paper files, saving of infrastructure and staff dedicated to files management and the subsequent time saving, as well as the global improvement of processes in the company. According to the LTK Services managing director, Raúl Jiménez, “benefits regarding the installation of the system have been immediate. The accessibility to information that can be analysed has been widely improved and in less time. You can easily have instant access to all the necessary documentation for the business activity of the centre, with extra advantages of eliminating moving, reducing query times and file tasks, physical space saving, solving the problem of documents localization, etc.”. “Furthermore, it has not only enabled a more rational and efficient use of resources, but also, it has been able to consolidate all the documentation, which means more productivity and more added value for the logistic centre and for LTK400”, he said. A logical consequence The starting of the LTK Services has been considered as a logical consequence within the activity of LTK Group, and a step forward to enlarge and improve the logistic services that the company provides to different companies of the sector, among which are customers like Airbus, Airbus Military, Embraer, Eurocopter, Aernnova or Alestis. According to Raúl Jiménez, “it was necessary to create a company with the specific goal of granting customers of the aeronautic sector an answer to their needs from the three divisions of LTK Services: Information Systems Consultancy, Engineering Consultancy and Operations and Documentary Management”. The integration of the new documentary management system for the logistic centre of A400M and L&M programs is the first important contract for LTK Services within the aerospace sector and wants it as its letter of presentation to access to new projects with other national companies, mainly in Andalusia, Madrid and País Vasco, that is to say, the three main aeronautic hubs in Spain. “We are a step forward the beginning of the mass production of A400M, with an automated procedure that does not need many time to be spent by human resources and that can be implemented in new projects of the sector”, assures him. Up to the moment, the trajectory of the company is very positive with a turnover of 720,000 euros during the first year and a prevision of sales of almost 1.5 million euros for 2014. The firm has facilities in Madrid, Miñano (Álava) and Seville –in Aerópolis– and, to start it, there has been necessary an investment of 300,000 euros, which will enable it to grant a general coverage to companies. LTK Services aims diversifying its business, in the same line than the strategic plan of the group: first, to the national aeronautic market and other countries like France or Portugal, and, once its activity in the sector is consolidated, to widen its horizons to other industrial or strategic spheres like renewable energies, health or bank. >> PROGRAMAS A+A 39 Airbus A350 The program delays entry into service by another three months Last July EADS announced an additional charge of 124 million euros in relation to the program for its new commercial airliner, which has also led to a further delay for the first delivery of the A350 XWB. The shift in the schedule is the result of longer time being taken to implement a new automated drilling process for the aircraft wings at the Airbus plant in Broughton (United Kingdom). Meanwhile, the program continues to complete new milestones such as the delivery of the first vertical tailplane to the Final Assembly Line, manufactured by the Spanish company Aciturri Delivery of the first VTP The company has indicated that this temporary setback with the wings does not pose a threat for the program, but rather a further obstacle posed by the technological complexity of this project which is one of the most important in recent years in the international aerospace industry. Indeed, the A350 program continues to advance with new deliveries by suppliers and assembly of the first airframe to be used for static ground tests and the first flight test aircraft, both of which are being developed on the Final Assembly Line in Toulouse, France. Airbus delivered the front fuselage of the first flying aircraft (MSN1) in July. This 21-meter-long component was manufactured in the French plant at Saint-Nazaire. In August the company powered up the electrical systems of the flight deck and front fuselage, while in early September the first wing from the Broughton plant was delivered. With a length of 32 meters and a width of 6 meters, the wing is made from carbon fiber composite material and will be integrated on the aircraft to be used for static structural ground tests. However, the biggest milestone for the Spanish aerospace industry working on the A350 program was the delivery of the first vertical tailplane (VTP) manufactured by Aciturri. This company based in >> © AIRBUS A new setback has emerged for the A350 XWB, one of the most ambitious commercial aerospace programs for the coming years and the jewel in the crown for EADS’ civil aircraft activities, headed by Airbus. The European company has announced that the program will suffer a delay of various months due to further problems in the drilling and assembly process for the aircraft’s wings. Although Airbus already acknowledged that it was experiencing difficulties with the wings of the A350 during the last edition of the Farnborough Air Show, EADS officially confirmed the situation in late July when it presented its first-half results. The company has booked an additional charge of 124 million euros deriving from this latest delay under the A350 XWB program. According to the announcement by EADS, “Entry-into-Service has moved into H2 2014 mainly due to the time taken for the implementation of the automated drilling process for the wings. A charge of 124 million euros has been booked in the second quarter which accounts for the actual delay of around three months. The A350 XWB remains a challenging program and any further delays would lead to higher rates of charges,” the company highlighted. Problems were detected in the robot responsible for drilling the holes into which the parts are inserted to attach the wings to the frame. This machine is located at the Airbus plant in Broughton (United Kingdom), where the wings are assembled using parts originating from other sites that include the Illescas plant in Toledo where the lower cover of the wing is manufactured, and Stade (Germany), which is responsible for the upper cover. The previous delay for the A350 program announced in November 2011 pushed entry into service back to mid-2014, although it was originally scheduled for the second quarter of 2013. These are the dates for the A350-900, the base version which will be delivered to the first customer, Qatar Airways. EADS has not yet clarified the official dates for entry into service of the other two versions, the A350-800 and A350-1000. Airbus indicated in 2011 that the first A350-800 was expected to be delivered in 2016, while the larger version would be ready mid-way through the following year. Interior de cabina del primer A350. / Inside the first A350's cabin. / Delivery of the A350 VTP by Aciturri. PROGRAMAS A+A Aciturri was represented by a delegation led by the head of the VTP program, Javier Pezzi, and the company’s CEO, Ginés Clemente. The event was also attended by Didier Evrard, A350 XWB Program Head, Rafael Gonzalez Ripoll, Director of Airbus Operations, and Carlos Meliveo, Director of the A350 XWB program in Spain, among others. During his speech, Evrard emphasized that the VTP developed by Aciturri for the static tests was the first one to be received at the A350 FAL in Toulouse and highlighted “the importance of this project to consolidate Spain’s image as a benchmark for the manufacture of composite parts.” / First wing of the A350 dedicated to static ground tests, already delivered to Toulouse FAL. © AIRBUS Seville and Cádiz is responsible for the design and development of the production systems for all of the metal and composite structural elements and the electrical and hydraulic systems integrated in the aircraft's vertical tailplane, with the exception of the rudder. Since this contract was awarded, Aciturri has steadily completed the different milestones scheduled, consisting of the design and optimization of the VTP elements, manufacture of the first prototypes and validation of the design and manufacturing processes. The company has implemented an intensive investment plan which will reach 110 million euros in 2013 to develop the products and processes related with the work package for the A350 and new facilities and equipment. Apart from the VTP, Aciturri is also responsible for the internal parts of section 19, which connects the aircraft fuselage with the horizontal and vertical tailplanes. The vertical tailplane was delivered during an internal ceremony attended by the main suppliers of the A350 XWB program held in late August at the Stade factory, where the company will be responsible for integrating the fixed (VTP) and mobile (rudder) sections of the vertical tailplane for all the aircraft built. This event also marked the delivery to the FAL at Toulouse of the first complete VTP and rudder which will form part of the first flying A350. 41 Airbus starts production of the A320neo family This summer, Airbus began series production of the A320neo family, the new version of the A320 which offers a 15% fuel saving due to the incorporation of more efficient engines and new aerodynamic devices known as ‘sharklets’ designed to reduce fuel consumption. Manufacturing began with the machining of the first engine pylon component at the Saint Eloi plant in Toulouse. The new pylon for the A320neo retains high commonality with the current A320 although it incorporates more titanium and takes advantage of the advanced architectural design developed for the A380 pylon. In addition, the new component also features ‘aft-pylon-fairing’, a cutting-edge concept specifically designed for the Neo engines. This aircraft which will enter into service from 2015 has received more than 1,400 firm orders since its launch in 2010. The latest deal was reached with China last August during a meeting between the German Chancellor Angela Merkel and the Chinese Premier Wen Jiabao, which included the purchase of 50 A320s valued at 2.79 billion euros. A+A 43 © Airbus Military Airbus Military postpones delivery of the first four A400Ms to H2 2013 Further technical problems with the military airlifter’s engine have led to a delay for the first delivery of the A400M, initially scheduled by Airbus Military for early next year. Nonetheless, the company has guaranteed delivery of the first four A400Ms to their respective customers in 2013, with three aircraft going to France and one to Turkey. The latter aircraft is already being assembled on the FAL in Seville, with a considerable increase in activity in recent months T he first delivery under the A400M program will now have to wait a few months more and will not take place until the second half of 2013. The European manufacturer Airbus Military has announced a delay in the delivery schedule for the first aircraft to the French Air Force due to further technical problems emerging in recent weeks in relation to the engine for the new military airlifter, which will require the company to perform additional checks. Airbus Military stated that these tests will take place during the latter part of this year and the first quarter of 2013, which will delay delivery of the first and second aircraft ordered by France. Nonetheless, the company has assured that there will be no further delays and the other deliveries will keep to the schedule established. Two more aircraft will be delivered next year, with the third being for Turkey and the fourth also for the French Air Force. This defect is the latest in a long line of problems which have beset the A400M’s TP400 engines designed by the Europrop International (EPI) consortium, accounting for much of the four–year delay the program has suffered. The enormous turboprop engines and difficulties during the design and production process are also behind much of the cost overrun of 6 billion euros which Airbus Military and the partner nations have had to cover to salvage the program. The reason for this new delay for the A400M is an anomaly detected in one of the engines of the MSN6 prototype being used for flight tests, which prevented the aircraft from participating in flight displays during the Farnborough International Air Show last July. The defect emerged during the function and reliability tests necessary to obtain full ITC certification from the European Aviation Safety Agency (EASA), after the aircraft obtained the Restricted Type Certificate (RTC) in April. The EASA test program was suspended after metallic chips were repeatedly detected in the oil of one of the engines. Investigation by Europrop International Airbus Military called on Europrop to launch an investigation, which determined that the metallic chips stemmed from deterioration in one of the engine’s roller bearings. According to the European manufacturer, this defect has no impact on the engine capacity and the engines of the MSN6 and all those manufactured on the production line have been returned to Europrop for substitution of the defective part. The engine company is also developing a new design for this part which is currently undergoing certification tests. Airbus Military and EASA now need to agree on a new test program before resuming the safety tests, although the manufacturer has indicated that the entire military operating clearance process will continue until the first quarter of 2013. As at late June, the five A400M test aircraft have performed 1,180 flights, logging a total of 3,535 flight test hours. The first “Turkish” aircraft in Seville Despite this new engine problem, series production of the A400M continues to progress on the Final Assembly Line (FAL) at San Pablo, Seville, with a considerable increase in the activity in recent months. Last July, work began at the Andalusian site on the assembly of the fourth aircraft to be delivered to the Turkish Air Force. According to Airbus Military, this third aircraft to be produced on the assembly line, known as MSN9, began the process of integration of the wings in May. The integration of the nose and the fuselage began in late June. On 11 July the last aircraft components arrived in Seville, the horizontal tailplane (HTP) and the vertical tailplane (VTP). In recent weeks work began on their integration with the rest of the components already on–site at San Pablo. The activity of the FAL will continue to gradually increase until reaching an output rate of 2.5 aircraft per month until late 2015. The European manufacturer has indicated that the Seville plant will have the capacity to manufacture 33 aircraft per year working double shifts when it reaches peak output in 2016. This will have an important knock-on effect for Andalusian aerospace companies involved in the project. / Image of the A400M aircraft that will be delivered to Turkish Air Force. Both companies have been cooperating since 2007 on this simulator and the Simulator Support System and A400M training services for France and the UK. The FFS incorporates visual and motion technology developed by Thales and will be developed and produced in the city of Crawley. This will be the fourth simulator of this type for A400M pilot and technician training. The first of these is located in Airbus Military’s International Training Center in Seville, the second is in France and the third is in Germany. The A400M customer nations are expected to order additional simulators in the future. A+A 46 DIVULGACIÓN A+A La Estrategia de Investigación e Innovación para una Especialización Inteligente en Aeronáutica > Simón Vázquez. Experto del Sector Aeronáutico Agencia IDEA. / Expert of Aeronautic Sector IDEA Agency. S egún el documento “Smart specialization in global value chains: Designing and assessing smart specialization strategies. En otro documento de la Comisión Europea (Guía RIS3 en la dirección http://s3platform.jrc.ec.europa.eu/s3pguide) se establece que >> A+A A ccording to a OEDC document a definition for RIS3 (Research and Innovation Smart Specialisation Strategy) can be stated as “integrated, place-based economic transformation strategies that: 1) concentrate public resources on innovation and knowledgebased development priorities, challenges and needs, 2) outline measures to stimulate private RTD investment 3) build on capabilities, competences, competitive advantages and potential for excellence within European and global value chains, 4) foster comprehensive stakeholder involvement and encourage governance innovation and experimentation, 5) are evidence-based and include sound monitoring and evaluation systems” In another document, this time from the European Commision (RIS3 Guide at http://s3platform.jrc.ec.europa.eu/s3pguide) cites the decision of the Commision to require the implementation of smart apecialisation strategies to member states and regions as an ex-ante condition to have access to some of the cohesion funds. Two of the 11 ERDF thematic objectives of fund will not be at the reach of members and regions that did not implemented S3, these lines are : “Stengthening reseach, technological development and >> DIVULGACIÓN A+A 47 The Smart Specialization Strategy (S3) for Research and Innovation in Aeronautics los países miembros y las regiones habrán de tener implantadas sus estrategias de especialización inteligentes como condición para poder optar a determinados fondos de cohesión. Even the Agricultural funds (EAFRD European Agricultural Funds for Rural Development) have included this condition to have access to one of the objective lines : “Fostering knowledge transfer and innovation in agriculture, forestry and rural areas”. The reason for it is both, simple and strong: to make the most of these public funds in terms of economic and employment growth, we must know what are we good at in this particular region, to begin with, and then find out innovative initiatives precisely in those fields, utilizing our financial resources to make them succeed. This is especially important when public resources are going to be scarce. That is, if you have to conserve your scarce water and you have three plants in the middle of nowhere, you pour it on to the plants, not over three promising stones, despite the wonders that other regions of the planet have reported to have gotten out of the stones. Thus, trying to copycat what San Francisco did on Silicon Valley, assigning huge amount of resources to your regional software sector, given that your region never portrayed an outstanding profile in this field over the surrounding territory, is a common mistake of the public administrations. The other mistake is establishing your regional thematic priorities by reading them out of the Nature or Science issues, you have to look into your own regional scientific and industrial tissue. Yet another commonplace mistake in regional development policy is folding down under the pressure of local lobbies: a prominent >> A+A 48 DIVULGACIÓN A+A los titulares de revistas científicas como Science o Nature, tienes que mirar a tu región y saber de qué mimbres dispones. DIVULGACIÓN A+A university department, a professional association tightly connected to the Administration, any mistakenly launched institution by the Administration whose original objective has been long replaced by the merely “survive” one. All these stakeholders can put the unfolding or implementation of an S3 strategy in jeopardy, born with a birth defect that is referred to in this jargon as a “picking winners” mistake. It goes like, although your region has nothing worthy to be mentioned on nanotechnology, space or quantum computing, they are introduced as regional tech priorities, leaving behind perhaps environmental tech (waste and water treatments), chemical technologies, Energy, Tourism or Advanced Agriculture where the region might already have a long experience and a solid position within the European value chain. By copying what was done in Silicon Valley you only reinforce their leadership by handing over another “follower region”, while the resources are drained from other innovative initiatives in those fields where your region excels, turning them weaker. Smart specialisation theory revolves around a key concept, that of Entrepreneurial Discovery Process. Rather than a soundy statement for definition I prefer to give an example. Let us assume like in the attached figure, that one of the Andalusian S3 priorities was Aeronautics, and that after a duly regional analysis, one of our regional strengths was Agriculture. Now if a company or person has been pursuing an innovative initiative for years to utilize unmanned aerial vehicles for spraying over the fields, or to provide information services, “enhanced pictures”, to farmers by using multispectral cameras over plantations; this would be one initiative that perfectly fits within the “optics fixture” of the S3. Attention should be paid to this, make a market assessment and accept it or reject it to be supported with public fund. The underline idea of strengthening these Entrepreneurial Discovery is that maybe one of them could “make it”, starting a new subsector or even completely turn an existing mature sector into a brand new one. These Entrepreneurial Discovery Processes convey to a regional economy the dynamics and competitiveness necessary for it to work as the job creation engine that is meant to be. 49 As the reader may think, aside from the already mentioned “picking winners”, to put this S3 methodology into practice one may find another problem: ¿ Who would read this project of our entrepreneur about UAVs for agriculture and decides that has S3 potentials? When it comes for assessing a Project, the sort of knowledge needed to integrate a solid criterion is not just technical knowledge: one has to know the market, prices and services, main entrepreneurs, etc. As well as act as “boundary spanner” building bridges among different knowledge fields. Only a business man or entrepreneur (a corporation, a tech center or a professor) have had the time to mature his(her) ideas up to integrate all the relevant knowledge to assess the project relative to its potentials. Following our example, a technology center may find technical solutions but has no contacts with the Irrigation Assoc., do not know the competitors already spraying the fields, nor the farmers and their costs they have to cope with, all these are important ingredients to assess the potentiality of our project of UAVs for spraying or enhanced pictures. Integrating all this information for a particular initiative is by no means trivial and it is what characterizes the entrepreneur in this Entrepreneurial Discovery Process. This is one of the points where clusters may play an important role for Smart Specialisation as one of the stakeholders that represents and gathers the knowledge, contacts and strategic vision necessary to assess on some of the projects that needs “criterion”. The Administration, apart from starting by the above mentioned assessment of our strengths, must put in place an Innovative Governance Structure, where many stakeholders must participate, multisectoral and with elements of the quadruple helix for innovation: companies, achademia, administration and consumers. To gather all those elements within a virtual organization, provide it with its own procedures, get a consensus on a unified vision about the future of the region, set the objectives and tracking indicators. To get all this successfully done is not an easy task for the Innovation responsible in the Administration, from the Aeronautic sector we offer our collaboration, not to mention we wouldn’t be regarded as one of the “picked winners”. El establecimiento de estas >> PROYECTOS A+A 51 CESA wins a new project for the rudder actuator of the GRA The company will be responsible for the development of this system for the project of the new Green Regional Aircraft under the European Clean Sky program, which already involves participation by CESA under another project. Also cooperating in this initiative is the Andalusian company MDU, which will carry out design and manufacture of the control unit for the new electromechanical actuator C ESA (Compañía Española de Sistemas Aeronáuticos) has taken a further step to consolidate its presence under the Clean Sky Program, the Joint Technology Initiative promoted by the European Union for the development and validation of new technologies to achieve more efficient and sustainable aviation by 2020. This Spanish company, which is participating in various initiatives under the program, has been awarded a new project entitled E-RUDDER for the development, manufacture, flight testing and certification of an electromechanical actuator for the primary flight control system, which will control the rudder of the Green Regional Aircraft (GRA). CESA is also working on the ARMLIGHT initiative, another research project which also forms part of the GRA program involving development of an electromechanical actuator for the landing gear system of the new aircraft (see issue 22 of Aeronáutica Andaluza). CESA has accordingly bolstered its presence under the GRA program and the Clean Sky project, one of the programs receiving the most European funding in recent years for the development of new green technologies and processes in order to meet the objectives set by the Advisory Council for Aeronautics Research in Europe (ACARE). CESA will be working on E-RUDDER together with the Italian manufacturer Alenia-Aermacchi (Finmeccanica Group), which is in charge of Systems Technology for All Electrical Aircraft under the GRA program, and will determine the specifications for development of the actuator. These will be based on the current requirements for actuation of primary flight controls for regional aircraft such as the ATR 42 and the ATR 72. According to the Spanish company, these requirements may easily be adapted to those of a possible aircraft to substitute these two models which would incorporate the technological advances developed. These specifications will be jointly determined by CESA and Alenia-Aermacchi, with the Spanish company offering its extensive experience on previous programs to develop electromechanical actuators. After reaching agreement on the structure of the work packages under the project, CESA has already carried out conceptual design for the new rudder actuator. The company will now proceed with development of the detailed specifications of the agreement with AleniaAermacchi, along with establishment of the guidelines for the tests to be performed. According to the project schedule, within 13 months the first actuator prototype will be available for validation and ground testing, which needs to be completed prior to commencing the flight tests. Andalusian presence Although CESA is heading this work package under the GRA project, various other Spanish aerospace companies will also be cooperating. En este apartado también colabora la corporación tecnológica Tecnalia, que también ayudará a MDU y CESA en la elaboración de la unidad de control del actuador. manufacture of electronic and on-board systems and will be designing and manufacturing the actuator control unit, along with its optimization with a view to its future integration on the aircraft. The project also includes the development of a test bench to demonstrate the actuator's performance and for use during subsequent flight certification. The technological corporation Tecnalia will also be assisting MDU and CESA with the development of the actuator control unit. The test phase will consist of three stages: - Validation/assessment of the motor on the test bench specifically developed by Tecnalia. - Ground testing of the actuator in the “Copper Bird” of the GRA (a test bench that simulates the main aircraft systems). - Flight testing by Alenia-Aermacchi. The actuator will then be installed together with the test bench or a simplified version of the same in the passenger cabin of an ATR 72. One of the main objectives of these tests is to evaluate the impact of the actuator on the aircraft's power generation system. Synergies with other projects This initiative will also have important synergies with other research and development projects which are currently being carried out by CESA in the field of electromechanical actuators, such as SINTONIA and PROSAVE2 (both of which are CENIT projects funded by the Center for Industrial Technological Development) and ACTUATION 2015 (under the 7th Framework Program of the European Commission). One of the most important aspects of these possible synergies is the potential for optimization of mechanical components, power electronics, the control unit, actuator health monitoring and power regeneration concepts. This will contribute to enable future aircraft to better exploit the power consumption/generation functions of electromechanical actuators. Su principal encargo fue realizado >> FERIAS Y CONGRESOS A+A 59 Boeing breaks a new record regarding contracts and orders at main aeronautical fairs The North American manufacturer was the winner of the last Farnborough edition, where it managed to close agreements and purchase commitments for a total of more than 28,400 million euros, that is, twice the sum reached by its European competitor, Airbus. ILA Berlin, on its turn, closed the doors with a new success on attendance, the signature of important institutional collaboration agreements and optimistic expectations for the European aeronautical market facing the coming years T he international aeronautical industry is still very active, according to the results reached by major plane manufacturers in the two main fairs of the aerospace sector this year, which were held during last summer: Farnborough, in the month of July, and ILA Berlin, last September. Even though the financial difficulties of the global economy, which are not foreign to aeronautical commercial activity, the two main events of the aerospace market closed their doors with important achievements and agreements that will give a new breath of fresh air to many companies and firms that make the sector up. Specially, with regard to subcontractors and suppliers of the North American manufacturer Boeing, which was proclaimed as the winner at the British appointment, by doubling the value of sales of its European competitor, Airbus. Boeing closed its participation at Farnborough with firm orders and purchase commitments for a total value of 34,700 million dollars (28,465 million euros), more than twice the sum reached by EADS subsidiary company. The North American group brought a perfect end to the fair with the announcement of an agreement to manufacture 150 737-model planes for United Continental, owner of United Airlines, the major airline in the world, valued at 14,700 million dollars (12,000 million euros). This order includes 100 aircrafts of the new 737 Max version and another 50 units of the current version. The managers of United revealed that the order put an end to almost one year of conversations with Boeing and Airbus that resulted in the selection of the plane that, according to them, has the best features with regard to engine and price. Therefore, this order means a new boost to Boeing and its 737 Max program, which is in direct competition with A320Neo of Airbus and which commitments surpass 1.000 aircrafts. In fact, the B737 program received most of the orders within the London fair, with other important orders of the North American company GECAS (75 planes of 737 Max model and 25 of 737-800 Next-Generation), Air Lease Corporation (75 aircrafts of 737 Max), or the Irish company Avolon (with 15 planes of 737 Max version and 10 planes of 737-800 Next-Generation). Airbus, on its turn, reached purchase commitments for a total value of 16,900 million dollars (13,800 million euros), with a total order of >> A+A 60 FERIAS Y CONGRESOS A+A 115 planes. Among the operations performed, there must be remarked the order of 16 A350 planes by Cathay Pacific Airways, 19 orders of A330 family by CIT Group and Synergy Aerospace and, specially, 86 commitments of purchase for the program A320 by CALC, Utair, Avolon, Middle East Airlines and Arkia Israel. por compañía letona AirBaltic para un total de 20 aviones de su futuro CSeries, con el que el constructor pretende competir en el mercado mundial con Boeing y Airbus. A+A More commitments than purchases Farnborough also brought important agreements for Bombardier, although in a smaller scale. The Canadian manufacturer closed its participation at the fair with firm orders and purchase agreements for a total value of 3,270 million dollars (2.675 million euros) for planes Q400 NextGen, CRJ and CSeries. Its main order was done by Latvian company AirBaltic for a total of 20 aircrafts of the next CSeries, with which the constructor aims competing with Boeing and Airbus at the global market. The general assessment of the London Fair left a total of 72 billion dollars (55.600 million euros) in orders and agreements for a total of 758 aircrafts, which meant an increase of 53% with regard to the 2010 edition, as informed by the organization of the event. This year, more than 1,500 firms and institutions from 39 countries have participated with stands, generating more than 109,000 visits of professionals during the first five days of the fair. Also, it received the visit of 80 military delegations from 46 countries and another 13 delegations from the civil sphere. Nevertheless, the general overview of experts and professionals of the sector who attended Farnborough 2012 remarked that it was more moderated than in previous years and with more purchase commitments on the table than firm orders. A fact that is quite reasonable taking into account that both Boeing and Airbus already have accumulated orders to produce more than 8,000 aircrafts, which warrants 6-7 years of work. Currently, their main concern is to warrant the production of engaged aircrafts and to comply with the delivery terms the best way as possible. Braking records of stands and visitants at ILA The celebration of ILA Berlin was marked by the presentation of new technological products and the announcement of institutional or business agreements rather than by the trading operations among attending firms. The German fair, which celebrated its century anniversary, closed the doors in mid September with a record of participation regarding stands and visitors. According to the figures given by the organization, a total of 1,243 firms from 46 countries congregated at the facilities of the Berlin airport of Schönefeld and 230,000 people (among them, 125,000 specialised visitors) attended the meetings and programmed activities. Nearly 275 aircrafts were exposed during the event, among them, the new European helicopter Eurocopter Hybrid-Demonstrator X3, which was internationally presented by EADS, or Elektra One Solar, the first light plane exclusively powered by solar energy. Furthermore, there stood out the presence of super-jumbos Airbus A380 and Boeing 747, and European fighterbomber Eurofighter, American F-18, and Russian MiG-29, among others. Regarding the subject of corporate events, ILA held the presentation of Airbus assessments for the sector in the coming years, with optimistic figures for the European market. The company estimates that the European airlines would need up to 5,840 new aircrafts to transport passengers in the next 20 years, and that only the German air market would demand about 1,020 planes in that term to meet its needs, that is to say, twice its current fleet. Another important announcement was made by the corresponding ministers of four countries member of Airbus (Germany, Spain, France and Great Britain), who expressed their will to cancel the controversial emission tax to air navigation in Europe. But the most outstanding piece of news in the whole fair was the possible fusion agreement between the EADS consortium and British company BAE Systems, an operation that has made the shares of both firms teeter on the stock market and has forced urgent meetings of Governments involved in the operation. Also during the fair, aeronautical industries of Germany and Mexico signed an agreement of collaboration with the purpose of tightening commercial links and cooperating in technical, informative and promotional matters, enabling that way the establishment of German companies in the North American country. Se realizaron completos ensayos estáticos, empleando la instrumentación de la propia firma —oscilógrafos de rayos catódicos, >> In June 1959 at the San Pablo Airfield, HASA technicians were busy at work on a small yet striking aircraft whose unusual appearance earned it the unofficial nickname of ‘the Biro’ due to its shape and its bright coloring. This aircraft was in fact the HA-300P, factory denominated HA-23P. It was to be used to research the performance of delta wings at low speeds, a practically unknown field in Spain T he research performed by this glider was used to complete the flight envelope of the XC-6 supersonic jet, also known as the HA-300. The aim was to obtain practical experience of the stability, handling and control of the proposed jet during landing phases. Other secondary objectives, although also important, included information on visibility and what is today known as the ergonomics of the cockpit. The project was very carefully executed. Static tests were performed using the company’s own instrumentation –cathode-ray oscilloscopes, extensiometric bands, etc – and a 1:6 scale model was even built to carry out wind tun>> HISTORIA DE LA AERONÁUTICA ANDALUZA A+A bandas extensométricas, etc.— y se fabricó incluso una maqueta a escala 1:6 con la que se llevaron a cabo pruebas en túnel de viento a velocidades subsónicas. >> nel tests at subsonic speeds. The structural tests were completed in only fifteen days, while the construction of the only aircraft ever built continued to advance. The test pilots of La Hispano, Pedro "Perico" Santa Cruz and Fernando de Juan Valiente, were sent to carry out an intense program of sailplane and airtow flights. The HA-23P was completed in the Prototypes Workshop of calle San Jacinto in Triana and was painted with a bright color scheme consisting of red, silver, light blue and cream, as can be seen in the photographs. The taxi trials The tests began in June of 1959. The first taxi trial, towed on runway 09 of San Pablo Airfield using a Land Rover, enabled La Hispano test pilot Fernando de Juan Valiente to draft a preliminary report of his impressions. Apart from recommending certain changes to the positioning of the controls and the cockpit accessories —among other problems he observed that the cockpit opening and launch controls interfered with the trim tap control— de Juan noted that it was very possible that upon emptying the nose ballast tank water would enter the cockpit through the hole of the towing system. In all other respects, the aircraft’s performance on the runway was to a 63 certain extent as had been expected. It reached a speed of 80 km/h, at which the rudder already proved effective. However, instinct and experience warned de Juan that perhaps at a greater speed the rudder would in fact be “too effective”. He also tested the roll controls, with the aircraft responding by “veering slightly”, but “nonetheless, although it was the maximum displacement the forces were very strong”. In other words, it seemed that the glider rolled easily. The second taxi trial, towed by the same Land Rover, was similar to the previous one, although de Juan observed in his report that due to defective use of the parachute control “it was ejected without opening”. He also noted in his own handwriting that “there was great elasticity in the elevator control,” although he stressed that this was a subjective impression in the absence of technical confirmation. Various other tests were performed, seemingly without further technical incidents, until everything was ready for the flight tests. The “hop” On June 25 the first tow-flight took place. A B-2-I (CASA C-2111) “Pedro” piloted by Esteva towed the HA-23P, which was piloted this time by Pedro Santa Cruz. Sea como fuere, los egipcios pudieron conocer de cerca el proyecto HA-300 y decidieron incluirlo en “su >> to swing so violently from one side to the other—the so-called weather vane effect— that the horrified technicians and mechanics of the company feared for the safety of not only the aircraft but also the life of the crew. Fortunately, Santa Cruz immediately released the tow cable and landed immediately afterward without any difficulty on the runway he had just taken off from. When questioned by the technicians, Santa Cruz could give no further explanation of the phenomenon nor how he had managed to overcome it. According to witnesses the most ‘technical’ description of the HA 23P’s flight problems was offered on the spot by Santa Cruz when he stated categorically to all and sundry: “You won’t catch me flying that again.” The odd Iberian swearword also managed to make it into that quote depending on the version recalled by witnesses! Whatever the exact phrase, the ‘Biro’ never flew again as far as anyone knows and it was left to one side while the technical and flight staff occupied themselves with the many other tasks that abounded in that busy time for La Hispano. The Egyptians appear on the scene Luckily – or unfortunately, depending how you look at it – a ma- jor Egyptian delegation was in the region during this period negotiating the acquisition of the HA-200 “Saeta” for the Air Force of the United Arab Republic (1). It was quietly said at the time and afterwards that the Egyptians really came to Seville not for the Saeta but for the HA-300, the details of which they were familiar with. One of the major promoters of these spy theories was none other than Messerschmitt himself, who was very jealous of his creations and always imagined he saw secret agents round every corner. He ordered the closure of the Prototypes Workshop, preventing the staff not belonging to that department from sneaking a look at the aircraft he was working on. Naturally, all this secrecy only heightened interest in the Saeta and “the fighter” (as La Hispano always called the HA-300) and hampered the activities of the technicians in the Prototypes Workshop who were forced to work “behind locked doors”. Whatever the case, the Egyptians were able to get a first-hand look at the HA-300 project and decided to include it in their ‘shopping list’. They became even more enthusiastic after Messerschmitt showed them a photo of the HA300P in flight, which was in fact >> NOTAS (1) La República Árabe Unida fue una efímera asociación supraestatal que federó a Egipto y Siria de 1958 a 1961, aunque Egipto siguió utilizando el nombre algún tiempo después de su disolución. As soon as the agreement was signed, the engineers and technicians working on ‘the fighter’ received the unequivocal order from management not to add a single screw more under the project. The sale included all the project documentation, the testing equipment, the tools to manufacture the prototype, the completed parts for the prototype (which at that time represented 10% of the total) two aerodynamic 1:3 scale models, a full-scale aerodynamic model and the complete HA-23P (HA-300P) glider. Under the contract, La Hispano also waived construction of the HA-300 in Spain and even the authorship of the aircraft if eventually completed. German technicians continued to work on the project in Seville, although now it was for Meco, the agent for the sale based in Switzerland. In October 1960, the configuration was changed to a tailed delta-wing (very similar to the Soviet MiG-21), accordingly changing all the control elements on the trailing edge of the wing. A distant attempt As for the HA-23P, the glider was also included among the material acquired by Nasser’s government and it ended up in Egypt, without anyone initially 65 showing excessive interest in continuing with the project. However, one day the Egyptian authorities asked the technicians if the glider actually flew. When the answer was yes —a somewhat optimistic view given Santa Cruz’s experience— the Spanish were immediately ordered to prepare the aircraft for a test flight by a “champion Egyptian glider pilot”. The preparations were made, however once again coincidence was to strike in the glider’s short and fateful life: Professor Messerschmitt came across the revamped aircraft during one of his many visits to the Helwan factory. Intrigued, he asked why there was so much activity for a project that had already been rejected and when he heard what was going on his answer was unequivocal: the aircraft should never fly again. When they objected that the Egyptian authorities had ordered them to prepare the glider for testing, Messerschmitt was even more categorical, affirming that he would take care of the authorities. Nobody knows what arguments or proof ‘Herr Doctor’ used to convince the Egyptians, but his orders were respected and the HA-23P was abandoned again, this time for good. The most probable reason for Messerschmitt’s attitude was the >> El “salto”. The accident was seemingly due to excessive rotation during take-off: the tail of the MB.326 scraped the ground and the aircraft was instantly destroyed. Santa Cruz was known for executing an even more daring maneuver with the Saeta, his famous ‘take-off loops’. GENERAL FEATURES Delta-wing single-seat test glider made of metal and plywood with semi-bubble canopy, no horizontal stabilizer and metal roll bar. The front windscreen and canopy were made of plexiglass, although for the taxi trials the cover was not used. The fuselage had a circular cross-section. The pointed nose cone with pitot tube was made of metal, as was the cockpit and the rear dividing wall. The central and rear sections were made of plywood. The tail cone included an anti-spin and braking parachute. The cockpit was equipped with the usual instruments, including angleof-attack and angle-of-yaw indicators. There was also a radio transmitter/receiver and a Baudoin flight data recorder. The fuselage contained tanks behind of the cockpit for use as ballast and to adjust the aircraft’s centre of gravity, which could be modified by 20-40%. The first tank was located in front of the main spar and the second was just behind it. The delta-shaped no-dihedral wing had shortened wingtips with a wing sweep on the leading edge of 57º 5', without any angle of incidence with respect to the fuselage. The angle of attack necessary to provide lift was obtained from the angle of the fuselage, which had a front undercarriage higher than the two main undercarriages. The fixed tricycle landing gear was from an HA-100 “Triana” and was equipped with oil shock absorbers and low pressure pneumatic tires. The wing structure consisted of a central metallic box on each half-wing connecting the undercarriage, the fuselage and three spars, with the first being a wing sweep spar and the rear spars perpendicular to the fuselage. The central spar was made of metal and the others were made of wood. The airfoil was NACA 63005 at 0.927 m at the plane of symmetry and NACA 65009 at the tips. The upper wing surface had four flaps on the top, two on each half-wing running from in front of the leading edge to the slot separating the mobile surfaces. The leading edge was made of solid wood and the trailing edge was taken up by the elevon-type mobile control surfaces. The fully metallic elevons of each half-wing had three hinges and a central control point. The interior elevons had large Flettner flaps with independent controls. The aircraft had three tow points with cockpit control: two of these were located below the leading edge of the wing on the half-wings and the third was under the nose. hecho fatal ocurrido con el avión italiano que había precedido al HA-200 en el interés egipcio por un reactor moderno de entrenamiento.
