Peru: Top Publications has had the privilege of keeping you abreast every year of the progress made by Peru’s top companies, economic groups and sectors. Starting in 1986 with the Top 200, we have gone on to review the economic and political crises of the Top 5,000 in the late nineties, proceeding to the impact of globalization, entry of foreign investment, growth and technological advances on the Top 10,000 as of the year 2001. El prolongado camino recorrido durante estos 28 años nos permite afirmar que hoy somos un país con un entendimiento pragmático del manejo económico, que cuenta con un mayor respaldo financiero y un crecimiento sostenido por más de una década (quién lo diría). Sin embargo, ese ritmo de expansión que tanto nos enorgullece comienza a mostrar signos de desaceleración, que ocurren principalmente por factores externos (sobre los cuales poco o nada podemos hacer: precio de los metales, lento crecimiento de nuestros principales socios comerciales, tasas de interés internacionales) pero también por factores internos. We can rightly affirm that today, given the lengthy route covered over these 28 years, we are a country with a pragmatic understanding of economic management, with greater financial backing and growth that we have been able to sustain for over a decade (who could have imagined it!) This growth rate we so proudly hail, however, is beginning to show signs of slowing, which can be attributed for the most part to external elements (about which we can do little or nothing: metal prices, the slow growth of our most important trading partners, international interest rates), although internal elements also play a part. Más allá del hecho de ser considerados o no como una economía primario exportadora, hay un tema pendiente en nuestra agenda y es empujar el desarrollo de la competitividad empresarial. Este tema, vital para seguir impulsando el crecimiento, depende –entre otros– de dos factores esenciales: la innovación y la generación de producción con mayor valor agregado. Above and beyond whether or not we are considered a primary export economy, we have a pending issue on our agenda: to boost the development of business competitiveness. This vitally important element for our continued growth depends on two essential factors, among others: innovation and greater value-added production. Mucho se ha hablado de esto en los últimos años, pero sin tener un documento o informe que reúna a los diversos actores involucrados: la empresa, la academia y el Estado. Por ello, en esta edición presentamos una investigación que contiene lo avanzado en estos campos: ¿qué trabas enfrenta el mercado peruano para innovar e invertir en la industria?, ¿qué entendemos los peruanos por innovación?, ¿quiénes son los principales involucrados?, ¿cuáles son los planes estatales y de los gremios para generar mayor productividad?, ¿Cómo avanza la relación academia-empresa? ¿Cuál es el potencial real para ubicarnos al nivel Much has been said about this in recent years, but without any documented information about the various stakeholders involved: companies, the academic world and the state. For that reason, this edition sets out an investigation we have conducted about the advances made in these fields: What are the obstacles in the Peruvian market to innovation and investment in industry? What do Peruvians think innovation is? Which are the main parties involved? What plans do the state and trade associations have for boosting greater productivity? How is the academic world-business relationship faring? What is our true potential for situating ourselves at the same level as our peers in the 10 Introducción / Introduction de nuestros pares en la región?, ¿Cuál es nuestro potencial local de cara al bicentenario? region? What is our local potential as our bicentennial anniversary nears? Para presentar un panorama completo del tema entrevistamos a Gisella Orjeda, la actual presidente del Concytec e impulsora de una serie de nuevos programas e iniciativas estatales que marcarán un hito en esta institución y que incluye el fomento a la investigación: “es lo único con lo que vamos a poder cambiar la estructura del Perú”, señala Orjeda; un cambio en el esquema de becas de postgrado (fomentando una mejora en la calidad educativa); el aumento de los fondos estatales para Ciencia y Tecnología (CyT); el primer directorio de investigadores peruanos; programas de fomento para la creación de Centros de Excelencia; entre otros. In order to present a full overview of the subject, we interviewed Gisella Orjeda, current Concytec president and the driving force behind a series of new government programs and initiatives that will constitute a landmark in this institution and that include fostering research. “this is the only way we will be able to change Peru’s structure,” Orjeda points out; a change in the postgraduate scholarship system (thereby promoting an improvement in educational quality); an increase in government funds allocated for Science and Technology (S&T); the first directory of Peruvian researchers; and promotional programs for the creation of Centers of Excellence, among others. Cabe señalar que el presidente Ollanta Humala fue el único candidato en las pasadas elecciones en dar importancia a la CyT en su plan de gobierno, y es reconocido el fomento y apoyo que viene dando al tema. It should be added here that President Ollanta Humala was the only candidate in the last election to attribute any importance to S&T in his government plan and the promotion of and support for S&T being given by his administration is a recognized fact. Hablamos también con Mayte Vizcarra, fundadora y directora del Centro de Innovación de IPAE, una iniciativa nacida del CADE 2011 que busca ser la mayor start-up del Perú y que tiene como meta apoyar a las empresas y el Estado para lograr mejorar la posición de Perú en el ranking de innovación del Foro Económico Mundial (FEM) y pasar del puesto 122 al 42 (posición similar a la que tiene Chile en la actualidad). Esto implica que el Perú dé el salto a ser una economía de la innovación de cara al bicentenario en el 2021 (¡en siete años!). Para ello el equipo liderado por Vizcarra trabaja de la mano del sector privado a través de un Modelo que espera replicar en las grandes empresas y llevar al país por la senda de la innovación integral. We also spoke with Mayte Vizcarra, founder and director of IPAE’s Innovation Center, an initiative deriving from CADE 2011 that seeks to become Peru’s largest start-up. Its target is to support companies and the state in raising Peru’s position in the World Economic Forum (WEF) innovation ranking from number 122 to 42 (similar to the one occupied by Chile today). This would mean that Peru would have to take the leap to innovative economy by its bicentennial anniversary in 2021 (a period of only seven years!). The team led by Vizcarra is working hand-in-hand with the private sector to this end, using a model it hopes to replicate in the large companies, leading the country to a position of integral innovation. Por el lado de la academia, Julio Vela, coordinador del Centro de Innovación y Desarrollo Empresarial de la Pontificia Universidad Católica (CIDE-PUCP) nos comentó su posición y experiencia en más de 20 años trabajando la relación de la universidad con la empresa, donde se han dado grandes avances. Según Vela, hoy en día es la empresa quien busca a la universidad gracias a la aparición de fondos estatales como el FINCyT. Por ello, el actual problema del CIDE -PUCP ya no es acercar la empresa a la universidad, sino contar con una base amplia de investigadores que puedan afrontar todos los temas que requiere el sector privado. Insofar as the academic world is concerned, Julio Vela, coordinator of the Pontifical Catholic University of Peru’s Business Innovation and Development Center (CIDE-PUCP), referred to his position and the experience he has gained working on universitycompany relations for more than 20 years. According to Vela, large advances have been made and today it is the companies that seek out the university, thanks to the creation of state funds like FINCyT. As a result, CIDE-PUCP’s problem today is not to strengthen relations between companies and the university, but to maintain a broad base of researchers who can address all of the issues needed by the private sector. Por el lado de los empresarios, incluimos la postura de Luis Salazar Steiger, presidente de la Sociedad Nacional de Industrias, que ha debido lidiar con el nuevo gobierno y una economía en proceso de desaceleración. Salazar nos comenta no solo de su posición respecto a la innovación empresarial y de la primera y única encuesta sobre el tema que realizó el INEI ¡en el 2012! (Encuesta Nacional de Innovación Industrial), sino del tan esperado Plan de Diversificación Industrial a cargo de Produce, que está a puertas de presentarse, y esperó más de año y medio en ver la luz. And to get the businessmen’s opinion, we turned to Luis Salazar Steiger, Chair of the National Society of Industries, who has had to battle with the new government and an economy in the throes of a slowdown. Salazar told us not only about his position with respect to business innovation and the first and only survey taken on the subject by the INEI --in 2012! (National Survey of Industrial Innovation), but also on Produce’s long-awaited Industrial Diversification Plan that is on the verge of presentation and took more than a year and a half to prepare. No cabe duda que estamos entrando en una nueva etapa de discusión sobre el desarrollo, donde la clave es la innovación, productividad y el valor agregado (en productos o servicios), o lo que es lo mismo: una economía donde debemos impulsar la mejora del capital humano, que es el generador de todos los puntos antes mencionados. There can be no doubt that we are entering a new stage in the discussion of development, where innovation, productivity and value added (of products or services) are of key importance or, what’s the same: an economy in which we must encourage the improvement of human capital, the generator of all of the elements cited above. 12 Introducción / Introduction Peter Drucker mencionó alguna vez que la innovación es la herramienta del emprendedor que agarra el cambio y lo convierte en una oportunidad para el mercado. El tema actual del Perú no es si debemos o no innovar, o si debemos o no emprender, el tema ahora es el “cómo” y el “qué”. Y lo más importante, ¡no tenemos otra alternativa u opción! Peter Drucker once mentioned that innovation is the tool of the entrepreneur who seizes on change to turn it into an opportunity for the market. The question facing Peru today is not whether we should innovate or whether we should undertake, but “how” and “why” we should do so. En contraposición, los sectores que de manera individual concentraron mayor número de caídas en el ranking fueron: manufactura con 675 empresas (49.9% del total de las Top de su sector), administración pública (24 empresas o 46.2% de las Top de su sector), comercio (1,652 empresas o 45.4% de las Top de su sector) y minería (161 empresas o 45.4% de las Top de su sector). Internally, GDP growth similar to that of 2013 (5%) is awaited. The revival of mining and infrastructure projects is expected to have a positive impact that will only be felt starting in 2015. Furthermore, the presence of a moderate El Niño phenomenon will create an adverse situation for some sectors like textiles, agriculture and fisheries.
