Today’s executive education programs
bear little resemblance to their predecessors.
Tuition
Fewer companies are willing to foot the
bill for employee education, a trend accelerated by the recession. Those firms that do
have a financial stake are demanding more
customized education programs tailored to
the specific needs of their business.
While
executive
education
enrollments have been soft in recent
years, most area universities have
raised tuition by 2-4 percent annually.
A CNN-Money survey of area MBA programs showed Northwestern University
topping the list, charging $135,000 for the
coursework to receive a degree.
The University of Chicago followed at
$93,100. Others on the list: University of Illinois, $74,000; Lake Forest Graduate School
of Management, $45,000; Northern Illinois,
$40,500; DePaul University, $33,600.
Technology
Technology has also been a game changer, allowing schools to deliver online management courses. Lake Forest Graduate
School of Management’s newest online offering, the Immersion MBA, places students in
a virtual company, where they interact with
computer-generated avatars. The idea is to

“This is the next generation of online education,” said John Popoli, president and CEO
of Lake Forest. “The entire experience takes

Nationwide, applications for full-time
MBA programs have fallen each year since
2008, while part-time MBA applications
have been relatively flat since 2009, according to a recent report from the Graduate
Management Admission Council, a nonprofit organization. Applications for executive MBA programs, those which tend to be
funded by employers and filled with experienced managers, saw a rebound in 2010, but
fell again in 2011, the council reports.
The equation, according to Scheurer, is
easy to understand: When companies lay off
workers, there are fewer candidates for graduate school. Even those managers who keep
their jobs are less likely to have their firm pay
for an MBA during a recession.
“Going into a recession, executive education is the first thing to go,” Scheurer said.
“Coming out, it’s the last thing to come back.”
MBA Programs
While traditional MBA programs have
suffered, area colleges have had some success
with new degree programs. North Central
College in Naperville, for example, has had
MBA enrollment fluctuate between 120 and
145 students in recent years. But the college
also offers a master’s degree in leadership
studies with four concentration areas: higher
education, professional leadership, sports,
and social entrepreneurship.
Enrollment for this program has grown
from 30 students in the 2010-11 school year

“Latino college completion is increasing,
but gaps remain,” said Deborah Santiago,
Excelencia’s vice president of policy and research. The Finding Your Workforce: The
Top 25 Institutions Graduating Latinos in
Key Sectors, 2009-10, report also focused
on a specific school year to examine college
success trends. For example, Latinos needed
to earn 240,000 degrees in 2010 to stay on
course to help meet President Obama’s college completion goals, Santiago said. That
year, Latinos far exceeded that goal, with
360,000 earning degrees.
However, Latino students were heavily
concentrated at a small number of colleges
and universities. For example, 30 percent
graduated from one of the top 25 institutions
producing Latino graduates. Most of these
were Hispanic-serving institutions with high
rates of Latino enrollment, she said. “We
need to celebrate the progress and know that
more needs to be done,” Santiago said.

jobs will require postsecondary education.
Latinos will account for 74 percent of labor
force growth during that time; therefore, education and workforce development are critical issues for this population,” DeRocco said.
“The influx of Latinos with these credentials will be critical for America’s future economic system.”
U.S. manufacturers today have critical
skill shortages. More than 80 percent report moderate to serious shortages of skilled
workers, with 600,000 job vacancies open
to highly educated, skilled workers. “Employers can’t find qualified persons to fill all
the positions,” DeRocco said.
Looking across all of postsecondary education, Hispanics in 2010 represented 13
percent of enrolled students and 10 percent
of those earning certificates and degrees.

Cuatro pasos para mejorar
la educación superior en EEUU
(Washington Post) – El sistema de educación superior en EEUU todavía es reconocido como el mejor del mundo. Pero esta reputación esconde grandes defectos: matrículas
y cuotas cada vez más caras. Y la pregunta de
cuánto aprenden realmente los universitarios. Ofrecemos algunas ideas para ayudar a
resolver estos problemas.
1. Medir cuánto están aprendiendo los
alumnos en cada universidad.
Hace apenas una década, pocos colegios
contaban con medios objetivos para medir
cuánto habían aprendido sus alumnos desde
la inscripción hasta la graduación. Pero ahora ha resurgido el movimiento de medición
de aprendizaje. La llegada en el 2001 de un
mandato federal de capacidad en la educación
K-12, No Child Left Behind, obligó a serias
discusiones de pruebas estandarizadas al estilo de “No child” en las universidades estadounidenses. Detectando un cambio radical, la
comunidad de educación superior respondió
mediante une esfuerzo nacional para medir

organizaciones que representaban a más de
500 universidades públicas lanzaron un Voluntary System of Accountability (Sistema

into shape in the U.S.
(Washington Post) — America’s higher
education system is still regarded as the best
in the world. But this reputation also masks
some major flaws: spiraling tuition and fees.
And nagging questions about how much today’s college students actually learn.
We take a look at big problems facing
the academy and offer up some ideas to help
solve them.
1. Measure how much students learn
at every college
A mere decade ago, few colleges had any
objective means to measure how much their
students learned between enrollment and
graduation. The 2001 arrival of a federal
mandate for student proficiency in K-12 education, No Child Left Behind, compelled
serious discussion of standardized testing in
American universities.
“We don’t know whether our graduating students know more than the freshmen,” said Richard Vedder, an Ohio University economist who participated in the
2006 report.
In 2007, two organizations representing more than 500 public universities
launched a Voluntary System of Accountability. They encouraged member schools
to choose among three standardized tests
that offer comparable measurements of
critical thinking.
The test and its competitors, the Collegiate Assessment of Academic Proficiency
and the Proficiency Profile, generally attempt to measure the reasoning skills of
students at a particular college, how they
stack up against students at other schools,
and what they have learned between freshman and senior years.
2. Standardize the three-year bachelor’s degree
Several prominent colleges have
launched three-year degrees in the past few
years, promising students all the richness of
a college education in shorter time and at
lower cost.
“Education should never be a one-sizefits-all enterprise,” said Margaret Drugovich, president of Hartwick.
But few colleges have recognized the
three-year degree as an official goal or have
done much to help students attain it.
“If you’re running a school, it’s in your
interest to keep them there for four years,”
said Stephen Trachtenberg, president emeritus of George Washington University. “And
five years is even better.”
3. Bring back homework
Research shows that the average time
college students spend on homework has
fallen by nearly half in 50 years, from about
25 hours a week in 1961 to 15 hours today.
College used to match the pace and rigor of
a full-time job; today, it looks more like a
part-time job.
Students don’t work as hard because
they don’t have to. The overall collegiate
grade-point average has risen in the past
half-century by half a point, from roughly
2.5, midway between a C and a B, to just
over 3.0, a solid B.
Some experts have suggested students
are getting better grades because they are
smarter, as evidenced by rising SAT averages at selective schools. But researchers say
the SAT cannot wholly explain the rise.
4. Stop reteaching high school in community college
So-called developmental courses confer
no college credit and can postpone actual
collegiate study by a year or more. Less than
one-quarter of students who enter developmental education have completed degrees
eight years later.
One obvious target for reformers is
the placement system. Most students
take a broad test of reading and math
skills and, based on their score, are either cleared for collegiate study or sidetracked into remediation.
Placement tests are not diagnostic:
“They don’t tell you what, specifically, you
need remediation in,” said Robert Templin,
president of Northern Virginia Community
College. Remedial students waste precious
time relearning what they already know.

SAN DIEGO — (News Wires) El programa
“Mentores Latinos de América”, que se implementa en escuelas de San Diego, Los Ángeles
y Sacramento, crea relaciones entre profesionales hispanos y estudiantes de preparatoria
para orientarlos en su futuro laboral.
Rolando Moreno, un exentrenador de fútbol en la Universidad de California San Diego
(UCSD) y exalumno de la Secundaria de Escondido, creó el grupo en 1997 que hoy día
reúne a cerca de 50 profesionales, entre ellos
médicos y líderes exitosos en el mundo de los
negocios, para que interactúen con estudiantes en las escuelas.
Moreno, quien tiene una firma que ofrece servicios legales, dijo que la necesidad de
este programa se hizo evidente cuando se dio
cuenta de que pese a sus méritos los estudiantes tenían problemas para encontrar trabajos.
“Me di cuenta de que necesitaban habilidades para establecer conexiones, y si esto
pasaba con estudiantes miembros de grupos
mayoritarios, pensé que los estudiantes hispanos tendrían incluso más problemas”, añadió.
Moreno sostuvo que trabajaron con estudiantes universitarios por cerca de siete años
antes de ir a las secundarias en 2002, donde
también han establecido alianzas con profesores de los planteles.
En 1992, Moreno comenzó a ofrecer charlas sobre habilidades sociales a estudiantes de
UCSD, pero cuando éstos le dijeron que esos
conocimientos hubiesen sido incluso más
valiosos si los hubiesen recibido en la secundaria, él y otros cinco empresarios decidieron
fundar el grupo para ayudar a los hispanos.
“Los estudiantes de hoy en día tienen más
conexiones con medios, pero todavía preguntan cosas sobre cuántos años son necesarios
para graduarse, como es la vida en una universidad, sobre cómo adaptarse a ese tipo de
vida, pues entre los latinos las mujeres por
ejemplo no acostumbran salir del contexto
paterno o los padres no quieren que se vayan
muy lejos de su casa”, señaló.
En diciembre pasado tenían 30 secundarias, que cambian cada año, pues no hay
bastantes profesionales que pueden ir a las
escuelas.
“Esa es nuestra mayor limitación, el encontrar profesionales que estamos seguros que
van a poder dar buena información”, indicó.
“Los mentores latinos se reúnen con los
estudiantes desde una vez por semana hasta
una vez por mes ya sea individualmente o en
el salón de clases, y frecuentemente se mantienen en contacto con ellos una vez que han
ingresado a la universidad”, explicó.
Debido a que los estudiantes hispanos
suelen carecer de modelos a seguir, dijo Mo-
reno, la presencia de profesionales exitosos
en sus campos permite romper con estereotipos, especialmente en el caso de planteles que
tienen una población hispana pequeña.
“El trabajo de los mentores varía de acuerdo con el área, en Los Ángeles las escuelas piden que vayan una vez por semana en un área
designada por la escuela para protección de
los alumnos”, señaló.
En otras áreas, como Sacramento, piden
solamente a conferencistas en las escuelas y
que se enfoquen en ayudar en la búsqueda
de becas, “pues muchos estudiantes no creen
estar calificados, pero ahora hay muchas más
becas disponibles”, agregó.
En San Diego hay una combinación de
ambos modelos, dijo Moreno, ayudando a
los alumnos interesados, “tratamos de buscar
mentores flexibles en sus horarios, porque los
mentores son voluntarios que creen que su
tiempo es importante para los alumnos”.
Moreno dijo que para elegir a los mentores, generalmente recomendados por otro
mentor o profesional, tienen un comité que
hace entrevistas para los interesados, explicándoles la filosofía del grupo y el tiempo
que deben dedicar, además de que deben
pasar por una revisión de historial de antecedentes penales.
“Cada tres meses hablamos con ellos para
ver qué está pasando y con la escuela para ver
si el trabajo está ayudando”, finalizó.

Latinos to go to College
SAN DIEGO — (News Wires) The program “Mentores Latinos de America” (Latino Mentors of America), implemented
in schools in San Diego, Los Angeles and
Sacramento, creates relationships between
Hispanic professionals and high school students to guide them in their future careers.
Rolando Moreno, a former football
trainer in University of California, San Diego (UCSD) and alumni of Escondido High
School, created the group in 1997 which
nowadays brings together around 50 professionals, including doctors and successful
leaders in the business world, to interact
with students in schools.
Moreno, who owns a firm offering legal
services, said that the need for this program
became evident when he realized that despite their merits students had difficulty
finding jobs.
“I realized that they needed skills to establish connections, and if this occurred
with students of majority groups, I thought
that Hispanic students would have even
more issues,” he added.
Moreno maintained that they worked
with college students for about seven years
before attending high school in 2002,
where they have also established alliances
with teachers at the schools.
In 1992 Moreno started giving speeches
about social skills to UCSD students, but
when they told him that this knowledge
would have been more valuable if they had
received it in high school, he decided to
found the group to help Hispanics along
with five other business people.
“Students today have higher connections with the media, but they still ask
things like how many years are required
to graduate, the way of life in college, how
to adapt to this lifestyle, because among
Latinos women for example are not used
to leaving the paternal context or their
parents don’t want them to go far from
home,” he said.
Last December they had 30 high
schools, which change every year, because
there are not enough professionals who can
visit the schools.
“That is our biggest limitation, finding
professionals who we can be sure will be
able to give good information,” he said.
“Latino mentors meet with students
from once a week to once a month either
one on one or in a classroom, and they usually keep in touch with them once they have
gone to college”, he said.
Because Hispanic students usually lack
role models, Moreno said, the presence of
successful professionals in their fields allows to break stereotypes, especially in the
case of schools with a smaller Hispanic
population.
“The work of the mentors varies according to the area, in Los Angeles schools
ask that they visit once a week in an area
designated by the school to protect the
students,” he noted.
In other areas such as Sacramento, they
only ask for lecturers at schools who are focused in helping with the search of grants,
“because many students don’t feel qualified,
but there are now many more grants available,” he added.
In San Diego there is a combination of
both models, said Moreno, helping students who are interested, “we try to look for
mentors with flexible schedules, because
mentors are volunteers who believe that
their time is important for the students.”
Moreno said that to select the mentors, who are usually recommended by
other mentors or professionals, they have
a committee who interviews those who
are interested, explaining the group’s philosophy and the time they need to give,
and they also need to pass a criminal record check.
“Every three months we talk to them to
see what’s going on and with the school to
see if the work is helping,” he concluded.

el profesor va a asumir que estás de acuerdo con las reglas especificadas y esperará
que las cumplas. Si no te gusta o no estás de
acuerdo con algo en el programa, habla con
el instructor. Nunca asumas que la profesora
o maestro no va a hacer algo que ella/él ha
establecido en el programa de estudios.
• gruPos de clase grandes. Como estudiante de primer grado, me gustaría decirte
que estarás en clases pequeñas en donde te

An early factor in a successful college
career is making the transition from high
school to college. Being at a university is
much different from anything you experienced in high school.
No more will someone roust you out of
bed for an 8 a.m. class or check to see if you
are studying for your next exam. You have
to realize that you are solely responsible for
your education. You must plan and manage
it carefully.
Dr. Ken Eastman, an associate professor
of management at Oklahoma State University offers these tips to ensure your academic
success:
• be PrePared for culture shock.
The university environment will be
very different. You’ll meet people
from places you have never heard of
and/or that you cannot pronounce.
You’ll hear and see things you
never imagined. You’ll have your
ideas challenged and evaluated.
Statistics show that it is not uncommon for freshmen
to drop a full letter
grade from their high
school GPA. Prepare yourself for
new experiences
and manage your
freedom wisely!
• go to class.
Now I’m not going to lie to you
and say that
you will need
to attend every
class to do well.
There are some
that you could
only occasionally
attend and still do well.
Remember, however,
that you are also there
to learn. The instructor might actually say
something important
not found in the text. At-
tending class is also a very good way of staying abreast of schedule changes and taking
advantage of those “unannounced” quizzes.
• read and review the syllabus. The
syllabus is a wonderful document. Think of
it as a contract, because that’s how I view it.
The syllabus lays out your responsibilities,
the professor’s expectations, and the general
rules for the class. By staying in the class the
professor is going to assume that you agree
to the rules specified and hold you to them.
If you don’t like or agree with something in
the syllabus talk to the instructor. Never assume that a professor will not do something
she/he has printed in the syllabus.
• large classes. As freshman, I would
like to tell that you will be in small intimate
classes where you sit around, hold hands and
share your inner most thoughts. Well, that
won’t happen until you are a senior! Many
of you will take some large classes. Don’t be
afraid of them. Some of my classes have over
200 students.
• stay current with class. What sets
“A” students apart is their work habits. They
read along with the professor, do all their
assignments on time, and start studying
for exams several days before the exam. Research has shown that the best thing you
can do the night before the exam is to get
a good night’s sleep. Cramming is a dangerous habit to get into.
• get helP early. At the first sign of trouble (i.e., low quiz or exam score), go see the
professor. Find out why you didn’t do so well
and find ways to correct it. If you don’t, my
experience shows me that that bad performance will fester until it infects your entire
grade. The longer you wait, the more difficult it will be for you to revive your grade.
Don’t be shy or embarrassed, go see the professor.
• become involved. Research shows that
one of the best predictors of career success is
the number of extracurricular activities college students had in college. A wise professor
once told me that the most important things
I would learn in college would occur outside
the classroom and he was right. Campus
organizations teach you time management,
organization, interpersonal, and leadership
skills. You meet people and make contacts.
You don’t have to belong to countless organizations, rather find a few in which you can
have meaningful input. Try to become an
officer or committee chair. You’ll learn lots
and employers will be mighty impressed.

The University of Texas system is one of
a few higher-education entities that require
member institutions to give such tests.
Other colleges that give the CLA and
two similar tests, the Collegiate Assessment
of Academic Proficiency and Proficiency
Profile, do so on a mostly voluntary basis.
Results are not generally made public.
The assessment movement began as a
means for institutions to measure the critical thinking and communication skills of
their students, as a purely internal exercise.
But the conversation shifted dramatically last year, when sociologists Richard
Arum and Josipa Roksa used CLA results

Unease with the Collegiate Learning Assessment has only heightened since publication of Arum and Roksa’s book, “Academically Adrift: Limited Learning on College
Campuses,” and fewer than half of the 319
participants in the Voluntary System of Accountability (VSA) have made good on the
pledge to post scores by year’s end.
Case in point: Frostburg State University
is the only college in Maryland, Virginia or
the District to publish test scores on the site.
William “Brit” Kirwan, Maryland state
university chancellor, said he has doubts
that the VSA-endorsed tests are the right
ones to measure student learning. If the
right test came along, he said, “I would be
pretty insistent that everyone in the University of Maryland system use it.”

AURORA — La Illinois Mathematics and
Science Academy (IMSA) busca solicitantes
para su programa residencial de enriquecimiento de dos semanas para alumnos de las

viscosos, plastilina, cohetes, carros de carreras impulsados por CO2, catapultas y globos
aeroestáticos.
“Nos encontramos en un punto alto ahora,
aproximadamente 18 por ciento en diversidad”, dijo el presidente de IMSA, Max McGee.

IMSA seeks minority students

AURORA — The Illinois Mathematics
and Science Academy (IMSA) is seeking
applicants for its 2-week summer residential enrichment program for underrepresented minority students.
The SEAMS (Summer Enrichment for
Academics in Mathematics and Science)
course costs $50 and is open to students
entering ninth grade in the fall. The course
was created to provide opportunities for
students interested in math and science to
broaden their minds and develop their talent in these fields as they prepare for college enrollment.
“It really is a great opportunity of value
for kids,” said Brenda Sotern, IMSA’s public information coordinator.
The SEAMS program is held at the
Academy in Aurora and students participating in the program live in IMSA residence halls while taking the course. The
summer immersion gives minority students an opportunity to experience being
an enrolled IMSA student, and will also
help them focus on interpersonal skill development.
Students participate in team building
courses and explore museums, wind farms
and laboratories among other program
activities. In similar summer programs,
students have learned ways to apply mathematics and scientific principles by making
slimy polymers, silly putty, rockets, CO2
powered race cars, catapults and hot air
balloons.
“We are more at a high watermark now,
about 18% diversity,” said IMSA President
Dr. Max McGee.
IMSA’s latest news release states that
the institution has been more “committed
to serving historically underrepresented
and underserved students.” Currently,
7.8% of enrolled IMSA students identify
as Hispanic or Latino and the institution is
aiming to better reflect the diversity of their
student population through programs and
exposure to field experts.
The academy has had a mission “to ignite
and nurture creative, ethical scientific minds
that advance the human condition,” since it
was founded by experimental physicist and
Nobel Prize winner Leon Max Lederman in
1985. Lederman is also Director Emeritus
of Fermi National Accelerator Laboratory
(Fermilab) in Batavia, Illinois and still serves
as a resident scholar at IMSA.
Lederman designed IMSA’s collegepreparatory curriculum as a teaching and
learning laboratory for young academically
talented Illinois students. Through IMSA’s
immersion courses, students and faculty
have achieved important research that has
led to field advances, groundbreaking ventures and strategic partnerships.

JUniOR/COmmUnity COllege – Un Junior/
Community College (Colegio Junior/Comunitario) es una institución de dos años de

admisión en base a circunstancias atenuantes.
PReReqUisite COURses – Un curso prerequisito es un curso que se toma en preparación
de otro curso. Por ejemplo, Contabilidad 1 es
un prerequisito para Contabilidad 2.
PRivAte/PUbliC institUtiOns – Las instituciones privadas y públicas difieren en términos de su fuente de ayuda financiera. Las
instituciones públicas reciben financiamiento
del estado o de otras entidades gubernamentales y son administradas por juntas directivas
públicas. Las instituciones privadas dependen
de ingresos provenientes de donaciones privadas, o de organizaciones religiosas y de otros

JUniOR/COmmUnity COllege — A Junior/Community College is a two-year
institution of higher education. Course
offerings generally include a transfer curriculum with credits transferable toward a
bachelor’s degree at a four-year college, and
an occupational or technical curriculum
with courses of study designed to prepare
students for employment in two years.
letteR gRAdes/gRAde POint AveRAges (gPA) — Most colleges use both letter
grades and GPAs in determining students’
grades. Grades at most colleges are figured
using the following method: As are worth 4
points Bs are worth 3 points Cs are worth 2
points Ds are worth 1 point Fs are worth 0
points To figure a GPA, simply multiply the
number of hours a course is worth by the
number of points for the letter grade, then
add up the totals for each course and divide
by the number of credit hours. The result is
the grade-point average.
mAJOR/minOR — A major is a student’s
chosen field of study. It usually requires the
successful completion of a specified number of credit hours. A minor is designated
as a specific number of credit hours in a
secondary field of study.
mid-teRm exAms (midteRms) — During the middle of each semester, instructors may give midterm exams that test students on the material covered during the
first half of the semester. Some classes have
only two tests, a midterm and a final.
PAss/FAil COURses — Pass/fail courses
do not earn letter grades or grade points
for students. If a student passes a pass/
fail course, he/she receives a “P” (pass) or
“S” (satisfactory) on the transcript and the
credit hours. If the student does not pass
the course, they will receive an “F” (fail)
or a “U” (unsatisfactory) on the transcript
and no credit hours. The evaluation for the
pass/fail course is not figured into the student’s GPA.
PetitiOn — A petition is both the process and the form a student fills out to
request consideration of special circumstances. For example, if a student is denied
admission, they may petition for admission
based on extenuating circumstances.
PReReqUisite COURses — A prerequisite course is a course taken in preparation
for another course. For example, Accounting 1 is a prerequisite for Accounting 2.
PRivAte/PUbliC institUtiOns — Private and public institutions differ in terms
of their source of financial support. Public institutions receive funding from the
state or other governmental entities and
are administered by public boards. Private
institutions rely on income from private
donations, or from religious or other organizations and student tuition. Private institutions are governed by a board of trustees.
RegistRAR — The registrar of an institution is responsible for the maintenance
of all academic records and may include
such duties as: maintenance of class enrollments, providing statistical information on
student enrollment, student eligibility for
honor rolls and verification of the completion of degree requirements for graduation.
stUdent identiFiCAtiOn CARd (i.d.)
- A student ID is required in college. It is
similar to a driver’s license and generally
includes a photograph of the student, a
student number (often the social security
number), the student’s name, the name of
the college and the semester enrolled. The
IDs require validation each semester. The
card is often required for admittance to
functions sponsored by the college or for
identification when cashing checks or for
other purposes.
tRAnsCRiPt — The transcript is a permanent academic record of a student at
college. It may show courses taken, grades
received, academic status and honors received. Transcripts are not released by the
college if the student owes any money to
the college.
tRAnsFeR OF CRedits — Some students
attend more than one institution during
their college career. When they move or
transfer from one college to another, they
also transfer accumulated credit hours
from the former institution to the new
one. The new institution determines which
courses will apply toward graduation requirements.
tUitiOn — Tuition is the amount paid
for each credit hour of enrollment. Tuition does not include the cost of books,
fees, or room and board. Tuition charges
vary from college to college and are dependent on such factors as resident or
out-of-state status, level of classes enrolled in (lower, upper or graduate division), and whether the institution is publicly or privately financed.
UndeRgRAdUAte- An undergraduate
is a student who is pursuing either a one-,
two- or four-year degree.
withdRAwAl — Students may withdraw
from courses during a semester, but there
are established procedures for doing so.
The college catalog and/or Class Schedule
generally specifies the procedures. Written
approval from a university official must be
secured, and some fees must be paid.

desees”. “No vas a tener que pagar para ir a la
universidad. Vas a tener muchas becas y ayuda financiera”.
Estas son solo unas cuantas cosas que mis
padres me dijeron durante mi niñez. Soy una
latina de segunda generación que nació en
EEUU y creció en los suburbios de Fort Worth.Fui una estudiante que sacaba notas A, que
tomó clases de crédito universitario (AP) y con
muchas actividades cívicas en mi currículo.
A los 17 años, nunca me hubiera imaginado que las promesas de mis padres no se
adaptaban a la realidad.
Una década o más después, yo, como muchos del milenio, tengo más de $100,000 en
deuda estudiantil, la mayoría de la cual puede ser atribuida directamente a la lamentable

Worth, I was a straight-A student in Advanced Placement classes, with many civic
activities on my résumé.
At 17, I never could have dreamed that
my parents’ promises were lies.

This month Rep. Hansen Clarke (D-Mich.)
introduced the Student Loan Forgiveness Act
of 2012. It holds that an educated populace
benefits all of society, not just the individual
student. Clarke’s bill proposes forgiving as
much as $45,520 of eligible student-loan
debt after new borrowers have made 120
payments (equivalent to 10 percent of their
discretionary income for 10 years) or any
outstanding debt for those whose loans predate enactment if the borrower has already
made 120 payments in the past 10 years.
Even better, the forgiven amount will not
count as income, so debtors need not fear
paying higher income taxes for 2012.
This legislation would help indebted college graduates to get out of the renting cycle
and stop putting off major life decisions.
A decade-plus later, I, like many millennials, have more than $100,000 in student
loan debt, most of which can be directly attributed to my parents’ unfortunate placement smack in the middle of the middle
class and the fact that our family was uneducated about financing higher education.
My parents — a nurse and a police officer — were the first in their families to
attend college, though Dad dropped out
and joined the Marine Corps during Vietnam. Both baby boomers who attended
state universities, they were ill-prepared for
their two public-school-educated daughters
to attend private universities that left us
drowning in debt.
Sure, they had saved. They bought us
U.S. savings bonds that matured over time.
But those savings bonds and the scholarships I earned didn’t cover even a year’s tuition at my small private college in Boston,
much less room and board.
Despite not having the means to pay for
the colleges we chose, my parents truthfully
answered questions on our financial-aid
applications and co-signed our loans from
Citibank when our schools determined that
their modest means made my sister and me
ineligible for any significant financial aid or
subsidized federal loans.
In August 2000 I moved to attend a
school no one in my family had ever heard
of. I went to work on and off campus and
juggled eight jobs through college, sometimes working two and even four jobs a
month. Despite this income, and the heavy
load of classes I took to graduate a year
early, I left Boston with nearly $100,000
in debt.
Nine years, two degrees and one military
commission later, I curse the lack of assistance my parents received in preparing me
for school debt.
When asked about leaving Texas for a
private college back East, I tell people that
it was a great experience but that, from
a financial perspective, I should have attended a public school close to home. Doing
so would have long ago allowed me to buy
a home and upgrade from the 21-year-old
Volvo I have driven since graduation.
I refer to my diplomas as my mortgage
only half-jokingly. And while I enjoy public
service, some days I think of what it would
be like to run my own business rather than
being committed to serving for ten years in
the military field in the hopes of having my
student loan debt forgiven.

NOTICE IS HEREBY GIVEN by the Mayor and the Board of Trustees of the Village of Stone Park, Cook County, Illinois, that
sealed bids will be received for the following improvement(s):
BASE BID: (approximately l,210 L.F. of bituminous pavement alley rehabilitation between
37th avenue and 38th avenue from Soffel avenue North to Public alley Tee.
Said bids will be received up to the hour of 11:00 a.M., Local Time on april 12, 2012, at the Village Clerk’s office, in the Village
Hall, 1629 N. Mannheim road, Stone Park, Illinois, and will be publicly opened and read at that time.
The bidding forms and documents are available at the office of McClure Engineering Associates, Inc., 2728 Grand Avenue, Waukegan, Illinois 60085, upon payment
of the sum of Thirty-Five Dollars ($35.00), which is not refundable. The ENGINEER has been authorized to refuse to issue plans, specifications and proposals to
any person, firm, or corporation that the ENGINEER considers to be unqualified. Proposals must be submitted on the forms provided. All proposals or bids offered
must be accompanied by a bid bond, cash, or certified check made payable to the Village in the amount of not less than five percent (5%) of the total amount of
the base bid plus the additive alternate proposal as a guarantee that if the proposal is accepted a contract will be entered into and the performance of the contract
is properly secured.
No bid shall be withdrawn after the opening of the proposals without the consent of the Mayor and the Board of Trustees of the Village of Stone Park for a period
of 45 days after the scheduled time of closing bids.
The bidder is specifically advised that for this project, the Village is a Subgrantee of the County of Cook of a grant pursuant to the Housing and Community Development Act of 1974, as amended, pursuant to an agreement entered into and between the County of Cook and the Village. Payments to the CONTRACTOR will be
made by the Village only after it has received the funds to make such payments from the County of Cook in accordance with the terms of the aforesaid agreement.
Further, in compliance with the Stevens Amendment to the Department of Defense Appropriations Act of 1989, the (estimate/actual) percentage of the total cost
of this project to be funded with federal dollars is seventy-seven percent (77%).
APPLICABLE FEDERAL REQUIREMENTS
All laborers and mechanics employed by CONTRACTOR or Subcontractor(s) on construction work for this project shall be paid wages at rates not less than those prevailing on similar construction in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, as amended (40 U.S.C. Sections 276276a-5), and shall receive overtime compensation in accordance with and subject to the provisions of the Contract Work Hours and Safety Standards Act (40 U.S.C.
Sections 327-333), and the CONTRACTOR and Subcontractor(s) shall comply with all regulations issued pursuant to these Acts and other applicable Federal laws and
regulations pertaining to labor standards. The Secretary of Labor has, with respect to the labor standards specified in this Section, the authority and functions set forth
in Reorganization Plan Number 14 of 1950 (5 U.S.C Section 133z-15) and Section 2 of the Act of June 13, 1934, as amended (40 U.S.C. Section 276c).
All contracts and Subgrantees for construction or repair shall include a provision for compliance with the Copeland “Anti Kickback Act” (18 U.S.C. Section 874) as
supplemented in Department of Labor Regulations (29 CFR Part 3).
Contracts shall include a provision for compliance with Section 103 and 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. Sections 327-330) as
supplemented by Department of Labor Regulations (29 CFR Part 5).
Each bidder is required to comply with Equal Employment Opportunity for Community Development Block Grants, a copy of which is on file with the Village Clerk
and is available for inspection.
Compliance with “Section 3”, which calls for affirmative action by the CONTRACTOR to train and/hire lower income residents of the project area and to subcontract
with local, small businesses is required on this project.
An explanation of the applicable federal requirements previously mentioned is provided in the Special Provisions of the Bid Specifications.
The successful bidder for the construction of the improvement will be required to file a performance bond equal to one hundred percent (100%) of the base bid
and additive alternate (if accepted), with sureties to be approved by the Mayor and Board of Trustees, which performance bonds shall be conditioned upon proper
and faithful performance by the CONTRACTOR of the work specified in accordance with the plans and specifications therefore, according to the time and terms
and conditions of the contract; and also that the bidder and CONTRACTOR shall properly pay all debts incurred by the CONTRACTOR in the execution of the work,
including those for labor and materials furnished.
The CONTRACTOR shall be required to furnish sufficient insurance of guarantee of indemnity to the Village of Stone Park, Illinois, and the County of Cook, Illinois,
against any and all claims which might arise for damages to persons or property due to the negligence of the CONTRACTOR or Subcontractors, or their officers,
agents, employees or servants, during the construction of said improvement and until the said improvement has been finally accepted as complete by the Mayor
and Board of Trustees of the Village of Stone Park, the right to reject any and all proposals or bids is reserved.

the dream into a reality, high school athletes need to know what college recruiters
are looking for when it comes to offering a
scholarship.
NCSA Athletic Recruiting has offered
advice for obtaining athletic scholarships.
• Social. “During campus visits, coaches
ask themselves questions like ‘Am I going to
get along with this kid for four years and
will he/she be able to organize their time
and put their priorities first?’ These can be
deciding factors if a coach is on the fence
about a potential player,” says Randy Taylor, Recruiting Analyst and Senior National
Educational Speaker for NCSA.
• athleticS. Recruiters and coaches want
to know that a student is able succeed at the
collegiate or professional level. “These days,
everything is electronic,” says Randy. “The
students we work with at NCSA each have
a personal website and professional video
that highlight them using spotlights and
shading so the coach knows who he/she
should be looking at.”
• academicS. According to Randy, academics are the most important factor that
coaches and recruiters look at right off the
bat. “If a student doesn’t have the grades
to get them into that school, then there is
no point for a coach to seriously consider
them.” Typically, five factors are considered
under the category of academics: class rank,
standardized test scores, GPA, transcripts
and personal challenges.

During the Early Modern period (approximately
late 1400s to 1800), the universities of Europe saw a
tremendous amount of growth, productivity and innovative research.
At the end of the Middle Ages, about 400 years
after the first university was founded, there were
twenty-nine universities spread throughout Europe.
In the 15th century, twenty-eight new ones were created, with another eighteen added between 1500 and
1625. This pace continued until by the end of the 18th
century there were approximately 143 universities in

Spain (23).
The funding of universities varies between different countries around the world. In some countries
universities are predominantly funded by the state,
while in others students must pay a tuition fee. In
some countries students attend university in their local town, while in other countries universities attract
students from all over the world.
